All right, good morning, everybody we'll call this meeting of the englewood environmental foundation to order it's 7 35 a.m. On thursday um august 25th 2022. we'll start by taking the roll. If you could please michelle.

You all right, our first order of business is to approve the minutes from our july 21st meeting. Has anyone had a chance to look those over? If so, are you comfortable making a motion to approve.

All right, our next order of our let's just double check. If there's any public comment that's been received, I do not see anybody else on the call, but have you received any emails at all michelle? No, I have not okay we'll move on, so we have three new business items. The first is approval of a expenditure with tara care for dead tree removal and replacement.

B

So terracare is the purse is the company that does our landscaping currently, and so they um provided us with a quote. We do have a contract with them currently, which is why this would just be an expenditure, not a new po, nor a new contract, and we did leave money within the budget for contingencies like this. So I believe we had an additional fifty thousand dollars on their contract above and beyond the day, porter and landscaping items to address things like this.

So we have a number of trees that are dead both within the front circle in front of the civic center, as well as along the east side of inca, as you go up towards cushing park, so the plan would be is we would replace um 11 of so we remove 11 along floyd and inca, so north of floyd on the east side of inca and replace those with autumn blaze, maples and then we're just going to remove three dead trees around the front of the civic center and not replace them because we're unsure you know what the future is of the building, and so we don't want to go to that expenditure, and yet they look bad to have those dead trees there.

So that comes up to a certain amount and then they've also included winter watering, as well as a soil injection to make sure that they continue to live. So I believe all those areas are sprinkled or have irrigation. But of course that's not during the wintertime, so they would still do winter watering. So that's an additional eighteen hundred dollars on top of it, roughly eighteen thousand for the removal and replacement um which totals that to the nineteen thousand eight hundred twenty one and seventy four cents.

Maria of the 50 000 contingency balance, have we tapped into the balance this year, or this is the first time this is the first time yeah.

This looks good. The price really isn't too bad for the removal and replacements of trees, so I'll make a motion to approve this contractor uh work with tara care for nineteen thousand eight hundred and twenty one dollars and change.

Our next order of business is to talk about um the email from our city attorney tamara niles, in relation to some recommendations um related to signage around the property.

B

So I I know we've um so just a little bit of an update first on this, so we did contract with allied security, so we're actually having a kickoff meeting with them next monday to talk about just kind of go over protocol again, they will be developing. What's called post orders, they will be both inside the civic center during work, um open hours of the civic center and then they'll continue to service all of the eve property similar to what we have right now on a 24 7 basis.

So that is a new contract and then, of course, the armed guard that sits at the front of or the entrance into courts, so they're going to cover all those services. So the kickoff meeting is really to talk about. How do we start to win? Are we going to transition allied from our current security services and then some of the questions around that? So I was thinking this would be a great thing to add to their topic list say: how can we better handle this and tamara's specific request was?

Can we ask allied um where does she say that um yeah just basically to how did they start to address these issues in around the civic center that um were noted so and then? How do we go about? You know addressing staff or excuse me addressing issues? How do we? When do we call in police?

B

That's what the post orders will do for us, um but then further beyond that she recommends that we as an eighth board, um authorize the installation or the posting of no camping signage, so something like no camping, probably also no camping line or sitting on the ground. Something like that and then on the rtd.

What we call the rtd lot, but it's actually eve property is posting that for no overnight parking, because we've continued to have some issues with it, with rv's parking up there and campers being placed there for long periods of time, and this would at least give signage so that, whether it's allied or the police that they can follow through and have that to point to when they ask people to move on.

Yeah maria there are two requests. One is about a sign in the breezeway. The other is around the rtd. I walked up along in the along the breezeway. It seems we do have a sign. It said no camping, no skateboarding.

So do we still have another separate sign along the breezeway. I I don't does.

Yes sign, then we block out a section about yeah yeah. I remember okay and no camping.

Okay, so maybe it's just uh modifying that slightly and maybe it's maybe we do do a separate one or do some more of those, because I think people you you might see it, but there's those there is a lot of words on that sign. So maybe we just add one to supplement it and I think, in a previous email we had talked about um our previous discussion, also no sitting on the ground no lying on the ground.

So whether you you know what's defined as camping, it would cover all of those things so, okay and then not just in the breezeway. I think, but around the civic center area, yeah.

Like fountain, we saw people yeah.

Becoming a major issue, a lot of damage to the facility all of civic center, as well as the amphitheater area, so yeah.

I heard another I think another window in the library got broken yeah.

That breathes by it like it looks like somebody maybe shot at it um or kicked it. uh One looks like a bullet hole, so yeah. Definitely some issues between the two buildings there that have.

For a very long time, yeah.

So I'm I'm really excited to get allied on board and start to address this in a more proactive way. So my thinking was, if there's supplemental signs that we can put on that, will help them with that and help the police that we go ahead and do that.

Yeah another minor thing is was brought up by staff, some staff members- they take the elevator, I think, by by by parks, so the elevator that the entrance in the along the um in the breezeway whenever they come out of the elevator when they open the door. There are people camping behind around the door, so they almost hit those people.

I think if we have a sign or something that might be helpful, yeah yeah.

Has the pd started enforcing our decision or they cannot until we have the signs.

um I think they have asked people to move on. I.

The I think the there's just to have some better signage would just reinforce that you know and give them a little bit more oomph behind that. Okay,.

So I'll make a motion, um so at least we have a formal record I'll make a motion to add either, um I guess add additional signage that states something to the effect of no um camping, no line or sitting on the ground to the general area around the civic center and then add no overnight parking signage to the rtd lot, which is north of floyd avenue, to prevent overnight camping in that area as well.

um I will get uh facilities or probably tray going on that um to get that signage up, and hopefully it shouldn't take too long. Probably within the next couple of weeks we should be able to put post something to that effect.

So I know um I'm sure tim dodd will send out some communication or we'll talk about it at the next grub club about you know the security measures in that regard. It sounds like we're just waiting on the lights, so all the conduit, all the electrical is in in the parking garage.

We did have another incident or a couple of incidents with a couple of city vehicles within the last couple of weeks, and so um I think it needs to look at some more security cameras down there too, but hopefully the lighting should be in probably within the next three to four weeks is the cool, if not sooner so, um all right and then the next order of business.

So this was a neighborhood improvement grant agreement. This was for that vacant lot, um so christina's her director underhill, is familiar with this as well. This is um a vacant lot. It's actually owned by eth, it's at the corner of cherokee and floyd, um and the neighborhood basically wants to do something, try and apply for possibly some grants, but at least beautify it.

So it is paved in asphalt right now, um not in a very good way, and it tends to attract garbage, there's an adjacent residential property, and so it's just kind of becomes a no man's land. I noticed a big cardboard box out there the other day, and sometimes I see equipment or vehicles parked there.

B

um So I know it's: it's been an ongoing kind of maintenance issue, so I think this is was a good opportunity to basically allow for somebody to activate that space to a greater degree, make it look a little bit better um and the only reason if was really a party to that agreement, was because of the ownership of the land.

Got it yeah because I was wondering how many more I know communications is going to give out more grants. So I wonder, does that mean we will always be involved? Probably not just because we all it says I remember. Last year a group of citizens came to um tulsa the same group yeah, okay,.

So again, the nuance was that this was eve property, so uh city attorney niles worked on this drafted that agreement. It was acceptable to the citizens, and so the only reason beef was a party was because of that ownership of land.

If at some point beef dissolves, then um you know that land would revert back to the city, and so then the agreement would still be valid because it'd still be between the city and and that uh residential party.

I'm just gonna ask this because it keeps coming up about the the lot itself does, if even have funding to improve it, not the city but eve.

Potentially, um I think the question you know, as as we dissolve eve is what is that? What are we gonna do with that money? So there's a fair, so what I did for 2023?

I did budget assuming that, if was in place for the whole year, um which the whole budget is, you know roughly 1.6 million dollars. So it's it's pretty significant. Now we'd still have to pay, even if we're not running the common area. Maintenance contracts, we'd still, of course, have to pay in our share, which is budgeted in the public works administration budget. So that's in there as well for a full year of amounts, but there is. There is a fair balance within uh eaves funds, and I think the question is: how do we disperse that?

How does that get used and for what purposes would be a further discussion at a once? We get to dissolution.

Okay yeah, I have not reviewed the 2023 budget. I know kevin received um the copy, there's a discussion for cities, 2023 budget for legal services, fees for downtown redevelopment. So what is decision will, if assume, half or community community development will assume the entire 150 thousand.

They they have not said anything to me and I didn't put anything in there in the pocket. I.

A little bit like I put ten thousand for spencer fain, which is mike miller, which is our usual kind of budget, but nothing related to kaplan, kirsch rockwell.

Yeah, so if that's needs to be added, then that's still that's still a task to be done.

For this grant, do we just need to approve from a youth perspective, or we just review in for what? But for the for the grant here.

Minor party- but I should have that was that's my mistake so, but it is already approved- and I believe uh ms donaldson already has the signed agreement.

Great plans for that lot: it's just uh it is it just attracts bad attention to it currently and you're right. It's adjacent to a homeowner that really.

Cares about the.

Neighborhood so yeah yeah, possibly in the near future. Maybe that will be brought forward as if we have some funding to just improve it's very.

There's a lot of.

Cracks weeds coming up grass coming through, um and I know they want to make this a nice space for all ages to utilize.

Yeah, even removing the asphalt, maybe planting a few trees and throwing a few benches out there could go a long long way.

So, and probably was not that wouldn't take too much money so yeah. I think it's definitely worthwhile keeping that on the radar screen for possible e funding out there.

Okay and just as an aside, you know we're going to be adding bike lanes to floyd avenue this year. So.

We're going to mill.

B

And overlay all of floyd um we're going to make improvements to the the intersection at floyd and lottie, with new bike improvements and then put in uh actually on pavement or in pavement um bike lanes along there. So it might be a nice little rest stop. You know.

Yeah, that's excellent. uh What's the timeline for that.

B

So that we've issued the contract for the mill and overlay, so I think before the end of october, that'll be done.

C

Okay, is that something that uh eve could possibly look at adding to the contract just to fix that lot up at this point as part of the contract, since they're going to be down there doing the work anyways.

B

Yeah the. um What was the idea just to remove the asphalt or to like do crack sealing.

C

Maybe crack ceiling at this point. I think they were talking to the high school or an arts group with high school students to come out and do some painting and with all the crafts it makes it a little challenge. They could get creative, but I think if even we did crack ceiling that would really impact.

So we could do that internally with street staff and then just charge eve for the labor and materials which would be really inexpensive.

Winter or fall we do that we do crack ceilings, so we could add this to the list. Okay, you want to do that.

I think I would I would definitely think that would help that lot out significantly and help this project overall. Maybe that would buy a lot more time for that lot to be visible until it needs to turn into something different. Okay,.

And we'll have them do that.

And then I'm assuming, for whatever the charge is just as the youth board, we would need to just approve the charge.

B

Yeah it'll probably be we did um the we did, the the uh that rtd lot, maybe last year, because there was some huge cracks. I mean wider than my foot, my foot in there, um and I don't know that. I brought that to the e board either because I think it was so. It was pretty minor like less than five thousand dollars.

So that's probably the range that we're talking about perfect, okay and we do have money within the budget for those kinds of things so like if streets puts or um streets does, plowing streets or traffic puts up signs for whatever reason like street signs. There is an interdepartmental charge line within the eve budget for those kinds of things where the city is providing that service to eve. Okay,.

Who should I contact just to coordinate so I can let meg donaldson know we'll be able to pull this off at least.

Yeah uh chris edelstein I'll mention it to him today, give him a little map. Thank you. Okay, um just going back to our previous discussion, I don't know that we needed an amendment, but I was also thinking about for the fountain just given our bubble situation this week, I don't know if you saw, I thought we had signs. That said no bathing or washing, but I think I'm gonna. I would like to add signs that say no bathing or washing if it's they're not already up there around the phone is that okay.

I I would agree with that. Is that what caused the bubble situation or did somebody dump in some fun stuff.

We're not sure it was. It happened overnight, so it was excessive yeah they were clean, they were very tall. There was like five feet of bubbles: yeah. It was impressive.

Yeah, I agree: adding adding some no bathing showering signs would at least we can enforce it, then exactly.
