A
B
All
right,
perfect,
good
morning,
everyone
welcome
to
today's
mayor
manager.
Meeting
for
wednesday
may
4th
in
the
room
is
assistant
city
clerk,
j,
truscuit,
reed
city
clerk,
stephanie,
carlisle,
mayor
pro-tem,
steve
ward
assistant
city
manager,
tim
dodd,
city
attorney,
tammer,
niles
and
city
manager,
sean
lewis,
john
I'll,
pass
it
over
to
you.
Thank
you,
mayor.
C
On
may
9th,
we
have
several
study
session
items
code
next,
update
economic
development
strategy,
update
mission
vision,
values
from
our
mission
vision,
values
committee,
a
tentative
study
session
to
get
direction
from
council
regarding
organized
garbage
and
recycling.
So.
A
B
A
D
Oh
go
ahead:
oh
the
utilities
department
did
have
the
taste
survey
as
their
surveys
that
were
going
to
come
forward,
but
they
did
decide
to
push
them
back.
C
C
B
E
I
don't
know
that
it
will
be
that
long,
but
they're
pretty
straightforward,
because
we
this
this
first
step.
It
was
nothing
that
was
controversial,
just
things
that
clearly
needed
to
be
changed.
So
I
it's
probably
going
to
be
less
than
that.
B
Okay,
I
would
think
15
minute
discussion
on
that.
When
I
probably
changed
my
mind,
I
probably
think
at
most
15
minutes
on
the
one
above
that,
but
mayor.
F
Yeah,
I
was
thinking
less
time
on
the
survey
unless
we're
going
to
be
talking
about
results
of
previous
surveys,
in
which
case
it
might
take
a
little
longer
and
then
on
the
charter.
Discussion
yeah
15
to
20
minutes
could
be
longer
depending
on
how
complicated
it
gets.
B
E
I
think
we
could
update
to
15
minutes
and
discussion.
It
is
very
non-controversial.
I've
seen
their
memo
already,
and
so
I
I
agree
with
the
mayor,
but
I
I
don't
know
that
there's
going
to
be
much
discussion
at
all.
C
Yeah
and
on
the
survey,
it's
actually
the
custom
questions.
You
know
we
can
add
up
to
two
or
three
custom
questions,
and
so
it's
just
to
see
if
y'all
want
to
ask
any.
You
know,
questions
that
aren't
on
the
nationwide.
A
C
On
moving
on
to
regular
items,
we
have
a
resolution
designating
city
attorneys,
claim
settlement
authority
equipment
purchased
from
wagner
equipment
for
a
backhoe,
loader
professional
service
agreement,
amendment
with
aec.
This
is
the
one
you
did.
The
budget
amendment
for
three
hundred
thousand
dollar
increase,
but
we're
also
doing
some
for
fire
and
then
a
motion
needed
for
revisions
to
city
council
policies
regarding
public
comments.
C
Regarding
on
the
shareback
funds
that
second
reading-
and
I
think
that
was
unanimous-
wasn't
it
approve
a
bill
for
an
ordinance
submitting
the
water
infrastructure
loan
for
water
and
then
proving
loan
agreement
with
the
colorado
water
resource
and
power
development
authority
for
storm
water
improvements,
approval
of
a
bill
for
an
ordinance
authorizing
2023,
stormwater
utility
rate
increases,
and
that's
it
do
we
want
to
go
ahead
and
assign
consent
on
this
meeting.
B
C
Great
well,
can
you
take
us
back
to
the
top
jane?
Are
we
how
many
of
these
do?
We
have
question
marks
a
few
okay.
B
So
now
we're
at
the
council
policies.
I
think
we
both
said
no
on
council
policies
contractor
services
with
radiation
pros.
B
F
I'm
on
the
fence,
we
did
have
the
dredging
discussion
already
when
we
approved
the
recent
capital
items
list.
I
think
so,
I'm
comfortable
with
it.
Maybe
we
try
to
put
it
on
consent
and
see
if
it
goes.
B
A
B
There'll
be
questions
about
the
interest
rate
and
then,
where
are
we
at
29.
B
Oh
yeah,
okay,
I
was
looking
at
the
other
columns.
I
was
looking
at
the
description,
okay,
yep
and
then
what's
the
next
one
first
reading
orders
same,
we
would
keep
that
I'll
consent
sounds
good.
Oh
wait!
The
mayor
brought
up.
We've
talked
about
the
rape
man.
Now,
let's
just
keep
it
off.
I
probably
have
questions
as
well,
so.
A
A
C
All
right
on
may
23rd,
we
have,
let's
see,
study
sessions,
items
the
20
april,
2022
financial
report,
utilities,
customer
survey
regarding
taste
and
odor,
oh
and
the
study
for
taste
and
odor,
and
then
presentation
of
the
2021
annual,
comprehensive
financial
report
and
with
audit
results
any
questions
on
those.
Oh
sorry
that
was
down
one
wasn't
it.
B
E
And
that's
just
a
placeholder,
so
I
don't
know
that
we
will
actually
need
that
it
will
depend
on
the
presentation
this
month.
C
Okay
and
then
moving
on
to
june
six
of
regular
items,
we
have
pride
and
juneteenth
proclamations.
C
C
All
right
june
13th,
we
have
board
of
commission
interviews
preliminary
2023
june
20th
preliminary
2023
operating
at
staff,
prioritized
capital
requests.
C
C
Then
moving
on
to
june
29th
citizen
of
the
year
recognition-
and
so
is
the
29th
of
monday.
B
A
Don't
know
that
that
date's
been
confirmed,
I
did
let
madeline
know
that
you
would
like
to
keep
a
meeting
for
the
27th
and
then
she
was
going
to
work
on
what
date
had
the
availability.
C
All
right
and
then
moving
on
to
july
18th
we'll
have
the
monthly
financial
report
for
may
a
financial
policies
update.
This
is
regarding
the
ratcheting
and
sliding
moving
to
june
july
25th
june
financial
report
advisory
committee,
annual
report
review
that'll.
D
C
August,
8th,
yes,
so
I'm
just
going
to
read!
All
of
these
looks
like
all
of
these
are
going
to
be
just
standard
items
from
your
own.
A
A
B
E
Okay,
I'm
not
sure
city
staff.
Well,
you
has.
The
council
request
been
issued
already
on
that.
We
don't
completely
agree
internally.
So
really
it's
it's
up
to
your
discretion.
I
think
we
would
agree
that
it.
It
meets
my
concerns
and
and
the
concerns
of
other
city
staff.
If
we
considered
appointing
different
board
members
that
that
aren't
don't
have
a
potential
for
a
conflict
of
interest
with
their
duties
of
the
city.
E
E
Okay,
but
in
in
general
community
development
to
support
the
civic
center
redevelopment
would
like
to
wait
to
dissolve
eve
until
that
project
is
underway.
Until
we
have
contracts
in
place,
then
it's
it's
going
to
go
because
that
way
it
it
can
also
utilize
the
benefits
of.
If
for
that
project,.
E
C
Okay,
yeah!
That's
that's
why
the
city
attorney
was
saying
it's
really
up
to
council
on
that,
but
we'll
we'll
give
you
all
the
kind
of
the
analysis
that's
been
done
so
far,
council
member
anderson
actually
did
a
council
request
on
this
and
we've
been
mulling
it
over
modifying
and
that
should
go
out
this
week,
though,
and
we'll
get
that
put
on
the
agenda
tim.
Maybe
you
can
help
me
just
work
with
the
departments
to
find
a
date
on
that.
C
We
have
three
council
requests.
Councilmember
russell
had
two
pros
and
cons
of
a
camping
ban
on
public
right-of-way
and
a
feasibility
of
more
trash
cans
at
bellevue
park
mayor
you
had
update
on
revenues
from
the
biogas
project,
southpaw
renew
yeah.
A
C
B
C
A
Thank
you,
I
think.
That's
all
I've.
