uh I move to approve the minutes, but I also have a possible correction: yeah go ahead, carson um on most of the committees and boards. I've been on, it's usually people who weren't at a meeting, don't vote for or against the minutes, and I think at least one or two people that are on that list that has voted for voting for were not in attendance on that meeting. So I would think they should be abstained, but I'm not sure if that's always the case for all meetings or not.

I know that's been tradition in englewood, but I have not personally seen anything in bob's rules that requires an abstention for people who are not in attendance. um So.

So um I would prefer to have those votes recorded as they occurred, um which in this case those members uh did uh vote for the minutes. um I have two questions um on a similar vein, though uh the count on number.

Yeah hi everyone thanks for letting me come on public comment. First, my name is ellie reynolds and to those of you I haven't met before I work at waste management, so I did submit the bid on behalf of waste management that you all have been addressing and working on.

I

First, I want to start off by saying thank you for all your efforts in this process. It's not many people that would take time out of their week to go over. You know some sustainability stuff and some trash and recycling in their town. So we do appreciate all the thought that you've put into it.

I

um I guess I just want to come tonight and just address you as a member of the public. Of course I work for waste management, but a big thing. I'd like to just talk to you about is, I really have been keeping up on your meetings, um as I assume so has the other hauler and some of the things that you guys have been addressing it seems like and and will be coming up on.

I

Tonight's call um have to do with um some of the changes that you might make in another bid, and I think I just wanted to you know kind of put my hand up and flag some items that might incur more pros more price increases.

I

If you were to go down that route- and I also know that price has has been a big issue that you guys have been addressing as well. So I guess I just wanted to say you know as an industry leader. Obviously what we see happen a lot is that bids get overloaded with a lot of items.

I

Things like you know, mandated green waste or, um for instance, I saw you guys had you know, electric trucks on there which which we are happy to you, know kind of explore, but once those things get mandated the price, obviously just kind of drives itself up- and I know the majority of you know that and then a lot of it just has to do with the fact that greenways and things like that just aren't on scale.

I

Yet while we want to get there, it would definitely be working together, and I think regardless, if it's waste management or republic or any other hauler, um it would definitely be um something that we all have to work towards over time and just quite isn't there yet to to do for the whole town.

I

um And then I guess the other really item I we just wanted to bring up is that, of course, I know that you had mentioned doing interviews with both of the haulers and I know waste management as well as I'm.

I

I don't want to speak on behalf of republic, but I would encourage you to do those with both of us just because I am really listening to a lot of the commentary that you guys are having on your meetings and you're putting on all this work, and I think that so many of the questions that you guys have could really be answered, and maybe it's even outside of you know.

I

I think we already both of us as hollers, have put our best foot forward um and have already you know, put out our pricing and all of the things that we see, but a lot of it, I think, could be cleared up just based off conversations with both those haulers. So um I just wanted to say hi and thank you. I appreciate all the work you're putting in and just as you have those conversations tonight really.

I

I would urge you to think about what you should mandate in your next bid going forward versus you know, maybe asking for alternative bids on. um I think that will really help you with your pricing structure and what you're trying to accomplish. So thank you for my time tonight and if you don't mind I'll, stay on and listen and, of course, will not comment, but I am eager to hear your conversations.

Talking to myself again so story, my life all right, so we were gonna, go through um well, first, just an update quickly on the plan. So we are going back to city council to provide your recommendations to them. That's scheduled for december 7th, so you're welcome to participate in that meeting, or you can just view it on youtube after the fact.

But if you do want to speak on public comment, um you're more than welcome to as a member of the public, and uh we can set you up for that if you're interested, but otherwise we basically, I just wrote it with the same recommendation based on the motion that was made at the previous meeting and we'll leave it up to council to determine next steps.

But I think tonight's purpose really is about moving forward to start to work on the elements of the project, assuming that, indeed, that council would agree with the committee and move forward to issue a new.

Rfp, so with that we can jump into the items so the way that I structured the agenda you can see. um Typically, we do go just two hours, so I've kind of broken it up into chunks.

So tonight I thought we'd focus on the rfp elements, so the various services, so there's seven different items listed under that and that's the basis of my powerpoint and then we'll. Probably next meeting talk about contractual items such as length of contract annual rate increases, whether or not we want to allow citizens to opt out and then finally, the policy items so related to the administrative fee.

How we would use those collected penalties and senior citizens or a low income program. So we'll see how far we can get tonight and then we'll probably have an additional meeting to work on those other elements of the rfp.

So any questions at this point before we roll into new business.

Yeah, I would just like to clarify something maria. Are you saying that the administrative fees or penalties.

Just that we talk about both of those administrative fees and penalties as part of a future agenda, most likely, depending on how far we get tonight.

And then I thought we had already decided that people could opt out if they wish. Are we not sticking to that? Well,.

I think that's that's. The discussion tonight is that everything is up for grabs at this point, I believe so the purpose and what the committee I I understood wanted to do, was re-evaluate all of those elements to determine how we write those into the rfp.

Anyone else have anything to offer before maria starts into section one services.

All right, thank you, so just a little bit of an overview, so our overall program goal is to provide services that effectively collect and dispose of solid waste, as well as maximizing the fullest recovery of recyclable materials with the least impact on the environment and in a cost-effective manner, so as to enhance the safety and aesthetics of the city and our overall objectives were minimizing the rate of waste generation by not only focusing on education, but also through source reduction.

So, basically, how do we purchase less so that there's less to throw away increasing the amount and type of materials being recycled, providing consistent and reliable collection services, professional and pro customer service, and overall, hopefully, financial savings to residents, while also allowing for the collection of large and bulk items and reducing the number of collection vehicles on city, streets and alleys?

J

We are looking at. This is our estimate for how many households we will be serving so it's about 9, 600, based on providing service to single family houses, duplexes and triplexes, so each duplex and triplex would be counted as separate households. So that's how we get to that total.

J

So the elements that we're going to discuss tonight is pay as you throw in uniform container alley, service and street service recycling composting and green waste, large item, pickup equipment and then finally, roll offs, dumpsters and other services.

J

So I'll go into detail on each of these seven items so pay as you throw in uniform container. So if you recall in the original or the current rfp that we have, we provided two options that the haulers proposed on one was a pay-as-you-throw so basically having three different sizes of garbage containers. That would have differing costs and then everybody would have the same size. Recycling container, which is the large 96 gallon.

And then the other option was to have uniform containers, so everybody having a 96 gallon garbage container and every household having a 96 gallon recycling container. So the question is, is: should we still consider both of those options in the new rfp or are there other models that should be included for pricing? And if so, what are those and then are there any other issues to consider, as we talk about this topic so open that up for discussion at this point or hand it back to chair ward,.

uh Yeah hi there, um uh maria can you address um what consideration was, would go in or has gone into, multi-family more than um duplexes and triplexes pros.

Cons or of including them or and why they weren't included just to bring us up to speed.

Yeah, I think beyond. uh uh We didn't include anybody beyond like a triplex, because beyond that, more than likely, you have a more of a dumpster situation than individual cans, and so that would my it's my understanding that the haulers would require a different vehicle.

So we could certainly do that, but knowing that they would probably have a different pricing structure at that point, because the the truck that would come would be different than what would serve the rest of the area.

Yeah right just a segway off that we still have area businesses too, where uh they'll be collection of dumpsters, so in effect we could still have you know more than one truck rolling through our neighborhood, but you know this effort, hopefully will minimize it now in respect to the pay, as you throw in the uniform container.

I really don't see any value in offering something smaller than the 96 gallon. I I don't know anybody who's got much smaller than that and um again I I just don't think for the. As far as the gallon size goes, we just should offer the one size for garbage and recycling. It's mostly.

Okay, uh so I think what we'll do is just in the first round of uh comments we'll explore some of those comments and questions and then uh once we go around again, we can start to make some determinations. uh So I've got that noted, uh marcy you're next.

uh Thank you. I mean I'm just thinking at least myself and I know many single people live on my block. I don't need a 96 gallon. I mean I thought we had thought of what wasn't it 32 gallons, because I will never fill up a 96 gallon.

I mean I just don't. I just don't have that much waste and for one person to me that's that's too much. So what.

I thought that's. What we were going to do is discuss this as a edit. An issue at a time are, you? Are we going? Is maria going to introduce them all and then we're going to go back.

There are three other people waiting to talk on the same issue right now, brenda so uh just uh hold on for a minute and we'll we'll get we'll circle back around. But I want everybody to have a chance to speak at least once before. We start the back and forth.

uh Carson you're next up.

um Well, I was just gonna say it: it seemed like the price difference was pretty negligible between even like the small option that we saw versus the fixed size. um So but I'm also hearing you know, marcy and, and the truth is like I get that I never. I have them 96 for each and I never fill the trash and I usually fill the recycling and the only reason I could see it being an issue to would be if someone did have some space issue with it.

But I doubt that that's pretty very common, and I would think that because the price was so close that- and we have so many other things we want to get in the rfp it. I don't see a lot of strength for keeping the pay as you throw in it, but I'm interested in in member brown's answers to member hub cause questions too, because maybe there is justification.

Next yeah, I I agree, I think, financially, on the pay, as you throw. um I wasn't extremely impressed with the difference to to sufficiently incentivize.

You know, lower landfill usage, um but I'd be curious to see if we do get another rfp with perhaps a longer time frame, if that, if those numbers are more favorable um and then just on the multi-family point, um I I do think christine. uh She brings up an important issue here um that I think we as a committee might want to decide how we would like to address it or what recommendations we'd like to address. I've talked to a number of citizens um who are renters in multi-family units.

You know three or more apartment complexes where their landlords don't offer recycling, and these folks want to recycle, um but they simply don't have a mechanism to do so right now, because they can't force their landlord to offer a recycling dumpster outside of um outside of the complex.

um If, if one of the goals, I think is to reduce waste or increase recycling or increase composting, I think we should seriously consider how we can go about addressing multi-family, because just because someone's a renter doesn't mean they shouldn't, they should have to throw out all of their weight. um I don't think that necessarily has to mean that a multi-family um complex would be required to be a part of this rfp, but I think in recommendations to council.

There could be other recommendations, such as requiring multi-family properties to offer recycling of their own choosing um that I think whether that's the solution or not- I don't know, um but I think it's something we should put some thought into before. We prepare recommendations to counsel.

Thank you, jeff, uh okay, I that was the last raised hand. uh I see christine and okay, uh so we're gonna circle back around now. I think everybody has had at least one chance to go uh christine. Did you get your comment on this.

uh No, but thanks um my comment on this, is I don't see the harm in still, including it, at least in the next rfp, just to see again what kind of bids we get in.

And just to clarify, are you just talking about including pay as you throw or including just one item? Okay pays you through thanks all right uh brenda. uh We will go back to you uh if you would.

No, I unraised my hand. I just want to know is how did you want to conduct this meeting? Are we going to discuss and decide, or are we discussing discussing discussing and then decide later? I guess I was confused.

So the goal would certainly be to make some decisions tonight and uh the reason why I cut off the conversation earlier was because not everybody had had a chance to speak yet, and we were sort of devolving until back and forth, which is not as productive as it may seem.

So I just want to make sure that everybody has a chance to get their opinion in and as as much as we go back and forth. It not turn into an argument, or you know uh something like that.

uh I my question is for remember brown: it is the like, and it's kind of what uh member hubcoat was asking. You is the reason that you would want the smaller is it primarily based on potentially slightly less cost or um like space wise for storing the larger container or another option of why some people might want the smaller would be just like. Is it difficult to move around a large one, even though they do have wheels?

I'm curious like what reasons someone might want the smaller ones, or that, even if they weren't going to use the space of a bigger one, why they? That would be potentially a problem.

Okay, if I could answer that, is that some of us, like me, live on hills so to drag a 96 gallon uh would take a lot of effort for me as a single woman. Also, yes, price has a lot to do with it. For me, I'm a single income, and even if it's three or four or five dollars is if that saves me. Yes, because I'm on a tight budget and again I would never use a 96 gallon.

I just don't generate that much waste, so I believe it's a combination of all three carson for me anyway. Thank you.

Real quick, I just had one last question on that last one: um were there any other models that anyone had brought up or suggested I mean. Was that question there just in general or was there any other structure? Anyone had wondered about or thought of that. I'm not aware of.

um I'm not familiar with any others. uh Vice chair, green, but you know we could there's all kinds of things we could do the way we structure this. You know we could have four different cans or just maybe only two, you know, maybe it's a 36 and a 96 or whatever the two sizes are. um So it's different things like that. If if there was any interest okay, these are the two. I think basics.

And- and just so, you know, we can come back to these two so if, if people do come across or think of different things, it's not like this is one and done we'll still have time after staff puts the document together to review that and and speak to that, all right, so ali service and street service.

But we did get feedback from both haulers on this topic and that you know basically providing service in both alleys and streets, led to some of those higher costs because of they're have basically having two types of trucks: traversing, the entire uh all neighborhoods, because they're just different needs within the alley and the way that they can pick garbage up and recycling birds is what they can do in the street.

J

And I know that we had originally included that um both options in the rfp just to be able to give people choices. So sometimes just for physical reasons.

J

um You might have an alley, but you can't physically bring your garbage can up there and vice versa, that people who might need to access this street just simply can't do it and would want to have or put it back in the alley we did get.

J

As you all know, we got a lot of feedback from citizens that they we need to keep ali service just because they can't drag it from the their garage, their faces on the alley, all the way out to the street or just don't want to so that was a very critical factor for a lot of people.

J

So with that, I think the idea is. Do you want to see that? How would that service be structured? Do we still want to include both alleys and streets, knowing that that might and could lead likely to higher costs? Or do we want to say something like if you're on an alley?

J

You have to use the alley unless there's some physical constraint that you can't and for those blocks um where we don't, for whatever reason have an alley, then you would have curb service and we would the the companies would still have to probably provide multiple trucks, but it would be limited in those areas, but we could have a option you know like. If you physically can't go get to the alley, then you would have street service and hopefully that would be a fairly minor amount of people.

So I'll open it up for again for discussion uh to be led by chair ward. So.

I hope the committee will permit me to open this up. Personally.

This was one of the items that in early discussions, I insisted on being included ali and street, and it was based upon my experience with my current provider.

A

I've had, I think, I'm on my fourth trash provider in inglewood, since I moved here about 10 years ago and uh three of those four had no problem with street side service. It just happened automatically the fourth provider, my current provider delivered the can to the alley and then insisted that they were only going to provide me service in the alley, which is very awkward based on the construction of my house and the way things work at my place.

A

Street side is much better, so I called them up and after some negotiation me basically saying well, there's half a dozen other companies I'll pick one. If, if that's how you want to do business, uh I now get my service on the street, so some unique properties at my house make it more difficult to use the alley than the street, but the provider wasn't seeing that and I had to go back and forth.

A

So my concern here is, uh if we say you must do one or the other, that option that I took, which is to say I want this. One will be available to citizens in our city who, who could benefit from it, and my can would ultimately be put out every day blocking the alley or I would have to adjust my fence line.

A

All right. uh That having been said, uh I see carson you're first.

um So I know in the last meeting I had suggested the possibility of you know. If you have an alley, then it has to be alley or you know, if you don't then street as a possible way to make it cheaper and I've looked around, and I mean first of all, everything that chair, ward, just said, makes perfect sense to me and I'm actually, you know in exactly the opposite situation of him.

One of the reasons I even am on this committee is because I was so disappointed in the providers stopping ali service, because I I want ali service and then in looking around in the area. I can see that even on my own block, there's houses that are structured such that I guarantee people on my block want street and then also plenty of people on my block want ali.

C

So I think that the wit that aspect of the original rfp was done right, that we require ally and street service, and so I just think we should keep that as a requirement.

I'd agree with carson that we should keep that. I think the the issue that I had was. I understand that the trucks that are on the street can't be used in the alley, but I don't see the reverse of that. I don't understand why they would say the trucks in the alley can't be used on the streets, so I don't see why they would have two different types of trucks.

I'll just note that might be something that we would want to discuss with providers if we decide to have an open conversation with them at a later meeting.

Sorry about that, I'm using my phone I had to reinstall my laptop, so I didn't have this program, but anyway, I agree with everybody that we should strive for both it's not a hill to die on. It would be what makes our neighborhood great is that you have the option.

We really don't have the infrastructure like highland ranch, where you just go through little curvy places and it all works out right, so we'll try to just drive down the cost another way. So if anybody wants to make a motion I would be, I would be.

All right, sorry, just one point question: this might be a dumb question, but I'm assuming that, if you put your garbage out at the curb, then you'd also put your recycling at the curb we're not going to have mix and match.

Yeah, I think it's important to require both on ali or or both on street.

You all right, uh unless anybody has anything additional to contribute on that question. We'll move on to the next bullet, which is recycling.

All right so again uh for the on our original rfp. We required recycle required recycling at each household, using a hauler provided container, so we didn't give people really the option of opting out. So um you know a can would be delivered to you. If you chose not to use it, you could you could call up and we would probably pick it up again, but the idea is to encourage recycling. We give everybody a container right off the bat to encourage them to to at least try it.

The collection would be collected every other week, which could also be changed potentially and or with a smaller can, and do it every week just some ideas to throw out- and I know that we did have some interest from the committee and just knowing how our recycling is being processed at what locations and you know, is there any need to verify that or get some more information from the haulers in the rfp about where the recycling material is actually being taken to and further processed or where it goes from there.

So something to consider is maybe a question to put in the rfp.

um So with that I'd open it back up to discussion from chair ward, as you know, ideas around, should we change how the original rfp address recycling and then should people could people be allowed to opt out? And if so, if you recall, we did break out the recycling charge within both the pay, as you throw and the uniform container. So would we give them back a credit for that?

Yeah, uh I feel pretty strongly about this one um because, like we've been talking in the council's strategic plan um to promote sustainability, limit waste and like I've heard from a lot of conversations with other folks in englewood, if our goal is to limit waste and divert as much as possible um items from going to a landfill, I really think recycling should be included. Our uh recycling rates are abysmal in englewood.

I forget what the exact number is, um but I learned recently, I think it was, I think, the city of loveland we might want to take a look at. I think they have like a 66 recycling rate. I was talking to someone whose family is from there um might be worth looking at, um but I strongly feel recycling should be included because this could also be you know, even in the bids we have. Currently, um I think it's 18 and change for the non-pay as you throw option.

um I understand that would be plus an admin fee, but that's for recycling and trash which um you know. I I think what waste connections currently might have that option. um I'm not sure maybe carson can tell us, uh because I think you use waste connections. Maybe some other folks on the committee do but I'd be curious about um that, but as far as promoting waste diversion, I really feel recycling should be a part of this.

We can have the opt out conversation about whether folks can opt out entirely from the single hauler process, which, if we're going to do that, you basically have an opt-out of recycling at that point um and then the only thing I'd add is um if we are issue reissuing rfps, if council authorizes that um I feel like we should get a look at uh every week, recycling.

um I know I always have more recycling than trash, um and I know a lot of other folks. Do too I I don't know if that would be um cost prohibitive, but I've heard that same thing as well. I understand about recycling and you know, saving our city, but I don't see how we, as a committee, can just tell people you have to recycle and again as far as waste services go, I have spoken to waste services they're charging 16 a month. If you do want to do a recycle from what they told me just the other day, it's five dollars additional per month. I think that's the way it is carson. You can certainly you know correct me if I'm wrong, but I just spoke to them.

So I just don't think we need to push this on citizens. You know, I think that we also have to remember. Maybe we learn to treat our recycling as the weekly thing and the garbage as our every other week thing. You know that might solve two birds with one stone. We could cut down our garbage to once every two weeks and are recycling every week, and then that way you know the 96 gallon containers and things like that could be more useful for even single people, so they don't even need a.

They can, they can fill that container and not have it overflow, and that way we can keep a uniform container size to minimize cost, but at the same time, period minimize our waste still or at least minimize our waste stream anyway maximizing the recycling I think the having recycling is is a no-brainer and I guess that's it.

I I'm torn on this one. I mean, I understand everyone's forward thinking on it and I'm someone who you know personally, like you guys heard, I have more recycling um less trash. I I mean if I've got something where I can peel cardboard off of a piece of plastic. I do- and I have for years and years- and I know that we all want that to be what we do going forward, but I definitely also understand that not everybody necessarily even consumes where they have a lot of recycling and maybe that'll change.

It would certainly probably be more common for younger generations, but it's not required.

It is possible to live where you don't have much recycling and especially when you are on a fixed income, and so I you know, I agree with um what remember kawanabe said too, that address it as a price thing, but I also you know from a there is a freedom standpoint that I think is important as well and when, when you make it forced, you know one, this is kind of maybe out there, but it does take effort to do recycling and one of the reasons that china stopped taking our recycled material is because our streams of recycling are so full of material.

That's not allowed, um and this is why I've brought up that the what actually gets recycled and knowing what percentage of the recycled material that you know goes into that stream even ends up getting recycled is something that I think is important. um I've read and listened to podcasts that go into detail about.

You know huge percentages of what goes into the recycling stream being rejected because of a percent of the wrong materials in it, and it ends up the whole batch of it ends up going into the landfill and, if you're, forcing people to pay for and have recycling containers that are upset about that and don't want to deal with that. That could cause the stream to be contaminated.

Just out of spite um so- and I also am interested in you know- buying from the public if we're going to do this, I want the most important thing to me is: is the best deal we can get and with the best service and and when we're doing something, that's a forced thing. Then you know having buy-in, especially from the people. Who've lived in inglewood for generations.

I think is important and and worth considering, and I don't think, there's going to be an issue of younger generations not taking advantage of and operating on recycling, because the bulk of us, you know, do want to do that for the planet. So you know, there's there's various aspects to take into account there and then on on the details of the things that have been discussed.

I do think that we should consider um the weekly recycling option as well. I don't know that it's realistic to make trash biweekly. I like the concept of that, but trash tends to be the kind of stuff that smells the worst and draws in rodents, and you know I've got a small household without children and my trash is very small, but you know that's not the case for everyone, and the last thing we want is overflowing trash cans.

The um the the smaller 38 gallon size two, and that would certainly suit someone who doesn't want to who can't does overcycle much, but I just don't want everyone to think of it as though we're enslaving people into our trash system, because we're not we're trying to give them a reason to want to be in our trash system, so um recycling is definitely I gotta have and that's all I've got other than that. Thanks, I agree strongly as well that recycling must stay in here and I wanted to add a comment that having a single hauler in general for recycle for recycling can make the recycling stream cleaner and less contaminated, because one hauler means consistency in what they accept and, as a member lay said really well. It also affords us the opportunity for mass education there about what can and cannot be recycled, whereas right now that's rather difficult, and I wanted to add that a member of the public mentioned to me.

She was shocked that we don't already have so much education about what can and cannot be recycled on the containers themselves, and she suggested that if we have a single hauler, they could put an informational sticker on every bin. That says yes on these items, no on these items.

So just a few highlights in the original rfp, we did provide for weekly composting on a year-round basis that was at an additional cost to each household, and the container would be provided by the waste hauler, the um for green waste collection. We had that just running from may 1st through november 1st, so you could put out in your own either your own containers that would get picked up and emptied or a compostable big.

You could put that out each week and again it would be at an additional cost to each household, so people would basically have to opt in for each of those services.

The haulers pricing was high for both of those options and both of them specified a minimum number of households that needed to participate in order for that program to move forward.

I believe it was republic who had a certain a very high number of people, whereas I think waste management was more reasonable, but still both had that minimum number to participate, and so we would, as a city, have to make sure how we advertise that, how we got the word out to ensure that we met those numbers- um oh yeah, oh just that uh so again, kind of to put it back in for discussion into chair ward's court, but should we provide composting for new households in the new rfp as either a base service or as an additional service?

So, right now again in the original rfp was an additional service. Should we make that part of the base service for everybody across the board, and if it is again should should people allowed to be opt out out if they don't want to participate, and how does that change the cost? If at all um and then are there any other alternatives that we want to consider research? um That said, on the initial round of rfps, I was pretty discouraged by the price um if we are to include a compost add-on service in this next round of rfps I'd recommend we go with bi-weekly pickup. I don't think you need weekly compost pickup, um and on top of that you know, I'm totally fine with reissuing an rfp within this program, because I think it makes sense- and maybe the weekly versus bi-weekly changes some of the numbers a bit, but I do think there could be some other.

uh Like director d'andrea mentioned stand-alone compost options. There are some locally owned colorado companies that offer right now um to opt in um they'll, come pick up, compost from your house, they're a little pricey.

So if we were to do a standalone compost, rfp, potentially, we could potentially get bids from some of those companies and if we were to do it citywide again on an opt-in basis, not a mandatory basis, we could potentially get a better price point there. um So I'm a little I'm all for getting as many bids as possible. um Some of the haulers seemed like at least on the last round. They had no interest in doing composting and I'd much rather have competitive bids to compare to.

That's gonna be a huge red flag. I believe across a lot of people in the city.

So the idea was that as the the whichever type of truck comes along, it has an arm to it, either in the back or the side, and then it picks up the container, and so with that idea where people can just put stuff whether it's green waste or whatever at the side of the truck, then the operator has to get out pick that up and put it into the back of the manually, put it into the truck somehow so that will raise the cost. So the original rfp did not have that.

So it's not like the tr. The trash truck automatically picks up the trash can without an operator going and handling it right now and that's not going to change so.

The reality is there already is an operator moving. The trash can and currently the companies that do this, take the yard waste as well, and it only costs 21 dollars a month and it's whatever you put out there. I believe they recently increased the limit on how many bags of yard waste are included.
