acutely
aware

how
many
trucks
are
going
up
and
down
the
streets
and
our
alley.
So
both

front

back

house-
and
it's
it's
just
kind
of
surprising
to
me
and
it's-
the
noise
is
disruptive
when
we're
having
meetings
from
home
and
our
our
alley
looks
fragile
as
it
is.

bid

in-house

staff
and

decided

go
the
contracting
route

diligence

It
really
started
as
an
idea
by
the
etac
group,
englewood
transportation
advisory
committee,
but
I
understand
from
them
that
they
had
talked
about
it
over

years,

some
other
advisory
committees
to
the
city
council
as
well.
So
when
I
first
started,
we
support
the
etac
group
as
well
in
public
works
and
that's
where
it
came
up,
and
so
that's
where
it
also
started.

then,
in
talking
to
other
staff
members,
we
identified
that
as
an
issue
for
keb
keeping
the
wood
beautiful,
as
well
as
the
budget
advisory
committee
and
then
case
which
jeff
sits
on
the
citizens
for
the
advancement
of
a
sustainable
inglewood.
That's
not
an
official
city
group,
but
it
is
an
englewood
group
were
also
interested
in
this
idea
and
had
brought
that
forward
to
the
city.
So,
based
on
that,
we
met
kind
of
brought.

This
idea
back
to
city
council
in
april
of
2019
and
staff
direct
or
the
city
council
directed
staff
for
us
to
begin
that
evaluation
process
and
that's
what
led
to
the
public
meetings.
The
survey
everything
else
that
we've
done
over
the
last
the
fall
summer
and
fall
of
2019
leading
up
to
the
rfp
issuance
in
I
believe
it
was
june
of
this
year.

some
citizens
who
had
served

representatives

those
various
boards

street
and
down
or
down
the
streets

the
alleys
feedback.

think
from
the
public
meetings
we
got
the
the
you
know
that
we
need
an
opt-out
option,
so
we
we
gathered
that
information
from
a
variety
of
sources.

not
every
street
has
an
alley,

that
people

talking

small

the
idea
of
convenience,

we've
seen

prices
we're
going

pay

convenience,

make
it
an

One
of
the
alternatives
is,
if
you're,
on
an
alley
you
have
to
pick
up
in
the
alley.

majority
of
the
responses
related
to
allies
was
they
had
they
their
alley
or
excuse
me,
their
garage
faces
the
alley
they
access
the
alley
and
therefore
they
don't
want
to
drag
it
to
the
front,
even
though
they
maybe
could
they
really
and
because
some
of
the
we
were
hearing
that
some
of
the
companies
you
know
were
dis
connect
discontinuing
ali
service.
They
really
wanted
to
make
that
a
continued
option.

been
my
impression,
and
I
wonder
if
I
mean
it,
that
is
something
I
think
we
should
all
you
know
consider
as
a
possibility,
because
if
there's
very
few
people
who
have
an
alley
but
want
street
access,
you
know
that
and
that
could
make
a
huge
difference
in
the
cost.
That's
something
that
we
should
all
take
into
account.

rfps

previously

prepared
by
the
cities

lakewood
fountain
commerce,
city
golden.
I
think
I
looked
at
arvadas
too,
when
it

still

draft,
and
I
took
pieces
of
that
as
were
appropriate
to
work
into
ours.
We
also
talked
with
representatives
from
a
number
of
communities,
and
then
I
also
talked
with
denver
about
that
idea.
Maybe
to
have
them
serve
us
as
a
customer
which
they
weren't
open
to
at
this
point,
and
then
I
did
meet
with.

had
sent
letters
out
to
all
of
the
waste
haulers
in
the
denver
metro
area
and
just
offered
a
meeting
with
them
before
the
rfp
went
out
to
get
their
thoughts,
and
I
did
meet
with
three
different
firms.
Waste
management
republic
were
two
of
those,
and
then
waste
connections
also
took
me
up
on
that
offer.

little
skeptical
about
using
them
as
our
benchmark
or
our
price
to
beat
until
we
find
out
why
their
prices
are
lower
and
what
they
cut
to
get
prices
lower.
Especially,

there

effect

customer
service

communications,
or
some
of
those
elements
that
are
important
to
the
citizens,
and
maybe
it's
fine.

just
would
want
to
explore
that
a
little
bit.

got
to
the
number
of
households
to
put
in
the
rfp,
so
we
did
decide
on
singles,
duplexes
and
triplexes,
knowing
that
they
could
still
be
served
by
a
single
garbage
can

triplex.

have
three
garbage
cans
and
three
recycling
bins,
and
you
can
see
there
with
the
math
how
we
got
to
about
9
600
accounts.
If

heartache
with

the
intent
of
picking
up
at

site
was
that
neighbors
could
get
out.
Let's
say:
there's
an
elderly
person,
they
could
go
over
help
them
get

lot
of
people
don't
have
a
pickup
truck
or
the
type
of
vehicle
to
get
things
from
their
home
even
to
the
drop-off
location.

either
they
didn't
read
that
right
or
they
thought
it
was
going
to
be
too
expensive.

it
as
convenient
as
possible
so
that
we
keep
englewood
beautiful,
we
make
it
as
convenient
as
possible
for
the
homeowner
where
and
where
I
think
a
neighbor
would
come
by
and
help
their
elderly
neighbor.

they
help
them
to
the
point
where
they're
getting
it
to
the
park
as
well?

thinking

reissuing
an
rfp,

it
possible

structure
the
rfp
in
a
way

they

offer

menu

options

it's

just
take
it

leave

is

numbers
it
looked

it

an
extra
50
cents
a
month,

to
have
those
roll
off
events,
and
otherwise,

want

hold
your
stuff

up

half

have
one
of
those
roll
off
events,
it
would
be
either
forty
dollars
or
twenty
five
dollars.

I
remember
right
for
them
to
come
directly
to
get
it,

they
still
have
an
option

how
you

get
rid

large

issues
we're
dealing

right

we

that
situation,

mattress
gets
dumped

identifying
information
on

the
public
works
department
goes
out
and
picks
it
up,
and
then
we
dispose
of
it
and
ultimately
it's
your
taxes
that
are
paying
for
that.

everybody
pays

little
each
month
for
that
benefit,
then
we'd
want

put
that
heavily

all

education

goes
out
about

some
people

services

I'm
paying
more
without
doing
the
calculation

tax
dollars
are
lower
for
code
enforcement,
not
picking
up
couches

wear

tear

the
roads,

penalties
were

questions

versus

city,
and
we
can
talk

that

but
that
those
penalties
were
an
element
of
the
base
program.

republic
stated
that
they
want

percent
because

what
they
feel
they

negotiate
this
with
the
