This
item
before
the
board
is
a
crossing
agreement
and
temporary
easement
for
new
construction
for
utility
crossing
across
city
ditch.
This
is
a
similar
item
that
came
before
this
board
in
may
for
a
separate
location.
These
are
not
uncommon.
In
developing
our
areas
of
our
community
level,
three
communications
is
requesting
permission
to
install
three
new
communication
conduits
under
city.
Ditch.
These
will
be
installed
below
the
pipeline.
We've
been
told
at
around
five
feet,
so
it's
well
beyond
the
18
inches
of
minimum
vertical
separation
that
we
require
for
any
any
crossing
two
city
ditch.
I
It
will
be
performed
via
horizontal
directional
drilling,
which
is
very
common.
You've
probably
seen
those
devices
around
town
to
do
similar
type
of
installations,
very
common,
very
low
risk
for
any
damage
to
the
pipeline
and
the
access
and
permission
to
con
to
perform.
This
work
is
temporary,
so
once
the
work
is
complete,
there
will
be
no
permanent
permissions
or
access
to
this
to
these
to
these
conduits,
the
contractor
will
take
on
any
liability
for
any
damage
that
would
result
from
their
work.
I
City
staff
will
be
on
site
to
inspect,
for
two
reasons.
One
we
want
to
make
sure
that
they
are
taking
all
appropriate
measures
to
protect
our
pipeline
and
the
other
is
if
something
were
to
happen.
We
can
immediately
react
and
notify
our
contract
users
and
make
any
necessary
changes
to
the
to
the
dish.
The
work
will
be
performed
no
sooner
than
october
15th.
We
actually
are
turning
off
city
ditch
at
the
end
of
october.
So
it's
it's
right.
I
In
this
period
of
winding
down
usage
of
the
ditch,
the
location
is
in
fox
street.
This
is
just
north
of
oxford
avenue.
There's
actually
two
crossings
because
of
the
bend
in
the
city
ditch.
This
is
downstream
of
our
diversion
to
the
island
water
treatment
plant.
So,
in
the
event
something
were
to
happen,
we
would
still
be
able
to
deliver
water
or
raw
water
supply
to
the
to
the
treatment
plant.

Downstream
contract
users,
in
the
unlikely
event
that
that
there's
a
disruption
that
would
disrupt
service
to
them,
we
will
notify
and
we
will
typically
and
if
anything
were
to
happen,
we'd
be
able
to
restore
the
the
pipeline
within
within
24
hours.
Any
financial
impacts
resulting
from
from
any
potential
damage
to
the
work
would
be
born
by
the
by
the
contractor
and
those
are
all
the
terms
and
conditions
that
are
that
are
set
forth
in
the
agreements
that
were
attached
to
the
to
the
packet,
so
that.

we
need
a

council
approved

ordinance

city
ditch
crossing
and
license
agreement

temporary

I'm
the
director
of
public
works
so
nice
to
meet
all
of
you
who
are
new
to
the
board
that
what
falls
under
water
and
sewer
boards
per
view
is
also
to
talk
about
rate
and
fee
increases
not
only
for
water
and
sewer,
but
also
for
the
stormwater
utility
program.
So
I'm
here
tonight
to
address
that
and
so
that
we
can
move
forward
with
the
intent
being
that
we
would
present
the
rates
to
city
council
for
approval
at
the
october
4th
meeting
and
they
would
go
into
effect.

So
here's
just
a
list
of
the
proposed
projects.
So,
as
you
can
see
there,
this
totals
up
to
just
over
37
million
dollars
in
the
next
four
years
and
we've
been
fortunate
enough.
We
have
hired
a
new
stormwater,
prop
program
manager,
carrie
evenson.
She
just
started
yesterday,
she's
on
the
call
so
she's
in
that
learning
phase
for
the
next.

At
least
few
weeks,
if
not
a
couple
of
months-
and
she
will
be
the
person
overseeing
a
good
deal
of
this
program
to
bring
these
to
fruition,
as
you
may
know,
we
are
have
already
started
on
several
of
these
projects,
and
so
this
shows
the
planned
improvements
over
the
next
five
year
period,
and
you
can
see
that
goes
even
beyond
2024
into
2026,
but
the
intent
would
be.

that
we're
increasing
the
rates
in
order
to
fund
this
specific
list
of
improvements
next
slide?

So,
according
to
the
rate
and
fee
study,
this
is
in
alignment
with
that.
The
rate
increase
would
go
up
to
43.74
cents
per
quarter,
beginning
again
on
january
1st
of
next
year,
and
then
the
commercial
rate
would
be
either
one
of
two
things:
the
4374
quarterly,
or
we
also
calculate
commercial
based
on
the
amount
of
square
footage
of
impervious
area.
So
impervious
is
area,
that's
covered
by
parking
lot
or
building
building
roof
lines
that
sort
of
thing
so
non-green
space.

intent
would
be
is
that
it
is
a
permanent
rate
increase.
So
after
we
will
have
another
rate,
increase,
that's
planned
per
the
rate
study
for
2024,
but
then,
after
that,
it
would
basically
level
out,
with
just
minor
increases
of

cover
cost
of
living
expenses
as
materials
and
services
go
up.

just
to
add
to
that,
so
the
15
a
month
is
the
capital
investment
fee
for
the
water
system,
and
so
that
was
addressing
specifically
the
water
system.
We
also
have
the
rate
and
fee
and
financial
plan
for
the
sewer
system,
so
we
started
with
the
master
planning
process
in
2019
for
all
three
utilities.

we
are
storm.
Water
is
part
of
flow
it
forward
too.

think
it
just
depends
on
what
activity
is
going
on,
so
we
either
sometimes
that
you
know,
there's

information

sanitary,
sewer,
let's
say
and
or
water,
and
then
storm
water
might
not
be
included
and
vice
versa.
So
sometimes
we
hit
all
three
utilities
in
a
particular
communication,
sometimes
just
one
or
two
of
those.

what
we,
what
we
do
in
terms
of
trying
to
level
set
it
against
our
our
neighboring
communities?
Is
we
we
look
at
water
and
sewer
together,
because
generally
we
can
put
those
together
because
they're
generally
served
by
a
utility,
whereas
a
storm
water
utility
shows
up
in
a
number
of
different
areas
and
that
charge
shows
up
differently
for
different
municipalities
and
different
organizations.

So
I'm
sorry,
I
didn't
have
a
slide

but
there
is
a
table
in
the
packet
memo
that
went
out
that
shows
it
relative
to
some
other
communities
so
we're
roughly
right
in
the
middle
of
the
pack,
as
peter
mentioned,
we
were
at
the
very
low
end
of
the
spectrum
of
front
range
communities
who
have
a
stormwater
utility
and
2018,
and
so
we've
been
slowly
building
that
up
to
where
we're
now
about
the
middle
of
the
pack.
But
cities
like
boulder
denver,
I
believe
longmont
and
a
few
others
are
still
above
us.

In
addition
to
that
aging
infrastructure,
we
identified
some
needs
with
our
electrical
systems,
where
they're,
either
obsolete
and
they're
difficult
to
replace
parts
or,
in
some
cases,
aren't
up
to
to
current
safety
code,
and
so
we
need
to
address
those
both
in
terms
of
safety
and
also
optimizing
how
we
operate
our
facilities
and
then
and
then.
Finally,
a
big
need
for
us
is
to
get
these
facilities
operating
where
they're
supposed
to
be
as
very
old
facilities,
they're
operating
still
in
a
mode
that
they
were
originally
designed.

I
would
categorize
this
as
phase
one,
a
preliminary
engineering
phase,
where
we're
going
to
take
that
information
from
the
master
plan
and
we're
going
to
dive
deeper,
and
here
are
the
specific
scope
items
that
we
are
looking
at
as
as
part
of
this
work,
first
phase
was
a
data
reconnaissance
and
what
is
the
quality
of
data
that
we
have
on
these
facilities,
and
we
found
out
that
it's
light.
We
don't
have
a
lot
of
information
in
terms
of
the
original
design
or
construction
drawings
of
what's
actually
out
there.
I
Next
step
was
to
take
a
more
in-depth
condition.
Assessment
again,
master
plan
was
very
high
level.
We
got.
We
got
some
some
some
subject
matter.
Experts
in
the
various
components
of
the
facility
brought
them
outside
for
a
day
or
two
and
did
a
more
in-depth
assessment.
We
did
an
interior
survey
so
as
a
result
of
not
having
good
drawing
information,
we
need
something
to
be
able
to
design
from,
and
so
we
had
a.
We
had
a
contractor,
come
out
and
actually
do
an
interior
survey
that
picture
that
you
can
see
on
the
screen.

They
said
no
existing
capacity
would
be
fine
from
a
backup
storage
perspective.
We
don't
have
a
need
for
for
any
additional
capacity,
but
but
what
we're
going
to
do
is
these
are
really
important
times
to
look
into
the
future,
and
so
what
future
opportunities
do
we
have
to
to
maximize
the
amount
of
water
we
can?
We
can
move
up
into
the
reservoir,
improve
our
operational
flexibility
and
potentially
expand
any
extra
territorial
water
delivery?
So
there's
a
couple
factors
in
how
much
water
we
can
move
up
to
the
reservoir.

A
very
important
one
and
one
that's
integral
to
this
project-
is-
is
mclo
and
pump
station,
so
we're
taking
a
closer
look
at
at
any
potential
future
needs
that
we
can
again
maximize
the
water
that
we
can
put
up
there
and-
and
that
requires
looking
at
our
water
resources
and
what
that
allows.
How
often
we're
in
a
free
river
situation
where
we
have
the
opportunity
to
move
more
water,
that
again
could
be
a
potential
water
that
can
be
delivered
to
centennial
or
incorporated
into
our
operations
on
the
alternatives
development
side.

I
Communication
some
we
can,
we
can
monitor,
but
we're
limited
on
our
controls,
and
so
ideally,
we
want
to
be
able
to
to
operate
these
facilities
remotely.
So
two
of
the
facilities
we
looked
at
were
really
focused
on
on
options
that
really
replaced
in
kind
keeping
the
building
shell
but
replacing
the
equipment
in
it.
A
couple
of
the
facilities
do
have
options
for
additional
structures,
that's
obviously
a
much
larger
investment.
I
And
so,
when
we're
looking
at
different
alternatives.
To
what
degree
does
it
improve
health
and
safety?
So
what
degree
does
it
include
operational
flexibility,
a
long-term
maintenance
which
is
very
important
oftentimes
we
can.
We
can
reduce
an
additional
capital
investment
but
increase
our
long-term
maintenance.
So
we
want
to
make
sure
we
we
balance
those
over
the
life
cycle
and,
of
course,
cost
is
always
going
to
be
a
large
factor
in
our
in
all
alternative
selection.

Well,
if
we
do
that
and
we're
taking
more
water
through
city,
ditch
that
reduces
our
reliance
on
union
avenue,
which
historically
we've
taken
almost
all
of
our
supply
from
as
we
built
up
our
hydraulic
model
and
learned
about
how
our
system
is
operating,
we've
identified
increased
criticality
of
our
booster
pump
stations.
Our
booster
pump
stations
basically
boost
pressure
up
into
zone
three.
Well,
we
have
a
lot
of
our
big
customers
and
critical
customers
in
zone
three.
I
So
we've
taken
a
closer
look
at
that
those
are
actually
the
facilities
where
we
have
no
remote
monitoring.
We
actually
have
no
means
to
track
how
they're
operating
so
we
don't.
We
we
set
them
on
pressure,
but
we
don't
know
how
often
they're
operating
so
we're
actually
setting
up
some
temporary
flow
meters
to
get
a
better
sense
of
how
they're
operating
remote
stations
are
good
opportunities
for
water
quality
monitoring.
I
So
we'll
look
at
that
at
our
booster
pump
stations,
we'll
look
at
at
potential
opportunities,
not
use
mclaughlin,
just
as
backup
storage,
but
maybe
it
makes
sense
to
get.
It
is
more
of
an
operational
storage
type
of
usage
discussed
earlier.
The
inefficient
pump
operations
of
how
we're
operating
our
pumps
far
different
than
what
they
were
originally
intended
for
and
then
some
opportunities
for
storage
needs
in
our
system
again
as
a
result
of
taking
a
getting
a
model,
a
fully
functioning
model
and
better
understanding
our
system
is
working
as
far
as
schedule
goes.

We
want
to
have
that
that
capacity,
evaluation
on
the
colon
pump
station
wrapped
up
by
the
end
of
the
month.
We
want
to
complete
this
additional
phase
by
the
end
of
the
year
proceed
directly
into
detailed
design
for
highest
priority,
preferred
alternatives
in
the
first
quarter
of
next
year,
with
an
expectation
that
we
could
be
ready
to
proceed
into
construction
in
2023.

one
of
our
our
potable
distribution
systems
and
that,
to
my
knowledge,
at
least
for
the
last
three
to
four
years,
maybe
longer
hasn't
been
an
operation,
and
so
so
we've
been
able
to
deliver
water
to
our
customers
and
at
sufficient
pressures,
but
but
what
we
want
to
really
look
at
is
in
restore
or
potentially
restoring.
That
is
is:
where
is
our
vulnerabilities
in
terms
of
backed
up
what,
if
our
booster
pump
station
goes
out?

does
that
mean
in
terms
of
can
we
can
we
get
by
on
the
pumps
here
at
the
plant?
Or
do
we
need
that
extra
capacity
in
the
in
the
distribution
system?
Is
there
something?
Potentially
we
could
retrofit
at
the
clarkson
hampden
to
provide
that
redundancy,
but
that's
really
just
addressing
a
risk.
We
have
of
that
single
pump
station
responsible
for
that.

of
pressure
to
some
some
really
critical
customers
of
ours.

using

haven't

motors
and
things
like
that
over
time,
it's
to
get
to

it
running
again

going
to
take
some
work.

of
system
failure.

a

station
goes
down,

that
mean
we
lose
the
ability

serve

those

things

we're
sorting

versus
the

other
distribution
pump
station
versus
the
pump
station
that
comes
out
of
the
allen
treatment
plant
and
so
on
our
distribution
side,
we're
trying
to
figure
out
how
those
interrelate
and
without
a
model
which
we've
never
had
a
model
it
really
it
came
down
to.

water

the

lawn
and
stuff
and
usually,
if
there's
anything
in
the
system
that
pours
it
out.

I've
had
orange
water
and
I'm
like
okay.
That
is
just
strange.

the
orange
water
would
be
would
be
likely
tied
to
to
any
amount
of
iron
sediment
in
the
in
the
water
so
angela's
on
this
call.
So
what
we
could
potentially
do
is
is
find
out
exactly
where
you
are
and
what
might
need
to
happen
is
some
localized
flushing
of
the
distribution
lines
in
there,
because
maybe
the
the
flushing
program
in
april
didn't
get
them
all,
kicked
up
and
and
and
pulled
out,
and
so
we
can
definitely
look
at
more
targeted

actually
more

usage

reliant

relying
on
union
avenue
and
that's
pumping
pretty
much
exactly

what
our
treatment
plant
is

demanding,
which
is
exactly
what
our
system
is
demanding.

on

first

was

You
mentioned
that
vertical
growth
is
not
as
damaging
as
horizontal,
suburban
type
of
growth,
and
it's
my
understanding
that
the

amount
of
water
that
goes
into
a
metro
area
is
often
spent
on
landscaping
like
over
50
percent.
Is
that
true
or
is.

actually,
so
so
it
on
a
per
unit
basis.
It's
it's
less
demand
on
the
system
to
go
vertical
with
your
growth,
because
you
don't
have
the
irrigation
component,
the
the
issue
with
all
these,
these
communities
that
are
going
through
a
substantial
amount
of
growth,
is
they
build
their
water
system,
which
is
generally
the
you
know.

the
domestic
indoor
use
water
system
for
these
communities
is
is
substantially
smaller
than
the
system
that
they
have
to
build
to
meet
irrigation
demands
and
that's
irrigation
in
the
summer
is
oftentimes
more
than
double
what
the

per
what
the
use
per
the
summer
is
so
for
us

mean
for
the
winter.
So
for
us,
our
winter
usage
is
around
four.

there's
not

corresponding
addition

big
green
grass

misconceptions

growth

vertical

consume

lot

household

single-family
home
would

better
growth
than
those
who
are
doing
environmental
science
studies
and
so
forth,
suggest
vertical
growth
and
better
optimization
of
land.
That
way
not
not
doing
expansive
high-rises
either,
but
concentrating
it
so
that
there's
not
as
much
usage
of
land.

second
question
I
have
is
I've
been
on
on
this
committee
on
and
off
over
the
years,
and
one
of
the
comments
that
was
made
early
on
and
it's
been
repeated,
is
that
we
have
at
least
enough
water
rights
to
satisfy
a
growth
all
the
way
up
to
50
to
55
000
people.
I
don't
know
what
that
was
ever
based
on
single-family
units
or
or
multiple
family,
but
is
that
even
is
that
even
accurate?
Is
that
accurate
anymore.

my

initial
gut
sense
would
be
that
it's

it's
not
out
of
the
realm
of
reasonable
okay.
I
would
say
that
the
way
that
our
portfolio
yields
water
compared
to
our
demands,
our
pinch
point-
is
generally
september
october.
Time
frame,
so
you
know
it's,
it's
not
a
matter
of
you
run
out
of
room
run
out
of
water
through
the
year.
What,
as
we've
been
looking
at
yields
versus
demand
curves
as
part
of
the
the
water
rights
plan
that
we're
developing,
that
steve
is
working
on
with
martin
and
wood?

we're
looking
at
a
bunch
of
different
scenarios,

we're
looking
at
a
climate
change
scenario?
What
happens
if
we
get
a
whole
bunch
of
you

the

goes
substantially

less
than

what
they

terms

our

water

become
more
dense

we
think

we'll
land

terms

being
able

serve
our
community
well
into
the
future
right
now
as
it
we
have
right

our
water
rights
are

strong
enough.

look
at
that
pinch
point

town

that
would
be
helpful
in
the
future
for

issue

backflow

cross-connection
control
program,
and
this
is

the
heels

notice
that
you

have

received

the
mail.

said,
we
violated
our
backflow
and
cross-connection
ratio
for
the
end
of
2020.,
and
this
is
something
that
we
we've
known
about
since
late
2020
and
have
been
working
with
the
state
on
in
terms
of
how
to
how
to
mitigate
this
issue
and
then
ensure
that
it
doesn't
happen
again.

So
if
there's
a
contaminated
water
from
an
industrial
plant
or
something
that
that
water
doesn't
backflow
its
way
through
the
system
and
then
impact
the
distribution
system,
and
so
this
is
something
that
there's
a
there's,
a
there's,
a
state
law
on
and
then
there's.
Ultimately,
a
city
ordinance
that
has
been
passed.

That
was
something
that
we
could
really
work
from,
and
so
we
had
about
six
weeks
to
try
and
scramble
and
pick
up
the
pieces
where,
where
this,
this
vulnerability
was,
and
so
we
we
did
as
much
as
we
could
to
meet
the

try
and
piece
it
back
together
by
the
end
of
the
year
and
we
missed
the
mark,
and
so
we
then
spent.
Let
me
make
sure
that
so
this
is.
This
is
how
it
all
worked
from
a
timeline
perspective.
So
december
31st
we
were
supposed
to
achieve
eighty
percent.

achieved
sixty
percent,
we
worked
with
cdphe.
This
is
something
that
angela
took
a
lead
on
to
to
figure
out
how
to
achieve
compliance.
We
sent
multiple
reminders
to
customers
to
to
try
to
get
to
80.
By
the
time
we
had
to
submit
our
report,
which
was
in
may
at
that
point
in
time
we
were
at
77
percent,
so
we
still
didn't
achieve
80,
but
we
were
close
a
few
a
couple
weeks
later,
we
actually
achieved
80
percent,
which
then
showed
the
state
we
were
in
compliance.

This
state
then
took
that
information
and
issued
us
a
violation
on
july
28th,
and
if
you
recall
a
few
days
later,
we
had
another
issue
with
the
state
that
was
much
a
pretty
substantial
issue
that
we
had
to
work
through
with
them
and
we
had
30
days
to
provide
public
notice
to
our
customers
that
we
violated
this
backflow
ratio.
Again.
This
is
a
paperwork
issue.

This
is
not
a
there's,
a
system
failure
issue,
and
so
we
were
working
with
the
state
trying
to
get
them
to
help
us
in
our
approach
to
notifying
our
customers.
We
did
not
get
a
lot
of
flexibility
from
them
in
terms
of
ways
to
notify,
and
ultimately
we
made
the
notification
deadline
of
august
27th
and
sent
out
the
the
mailer
that
you
should
have
all
received,
that
ex
explained
the
violation
and
then
what
that
does
is
that
now
brings
the
issue
to
and
closed
and
we
no
longer
have
that
violation.

don't
want
this
to
happen
again.
I
think
this
is
one.
This
is
one
of
those
things
that
the
community
doesn't
understand:
the
difference
between
a
boil
water
order
and
a
paperwork
violation
on
the
backflow
system.
If
you
look
at
what
the
media
was
trying
to
do,
they
were
trying
to
link
these
two
as
if
they
were
somehow
linked,
and
these
are
completely
independent
issues,
they're
they're,
different
issues
and,
and
so
what
I'm?

What
I
expressed
some
concern
to
the
state
about-
and
some
of
my
discussions
with
the
state
is-
is-
is
helping
to
continue
to
maintain
confidence
in
our
community
that
the
water
system
is
a
strong
water
system,
and
not
necessarily,
you
know
these
paperwork
violations
which
are
because
we
just
don't
have
updated
we're
scrambling
to
put
in
place
updated
systems
that
track.
This
are
things
that
are
are
not
things
that
customers
should
be
largely
concerned
about,
while
they
are
still
important
to
comply
on
so
we're
working
through
that
right
now.

I
don't
want
this
to
happen
again.
This
is
a
this
is
a
ratcheting
up
in
terms
of
compliance.
So,
at
the
end
of
this
year
we
are
required
to
have
ninety
percent
compliance
with
this
and
then,
by
three
months
later,
we
are
required
to
have
a
hundred
percent,
which
then
brings
us
into
compliance
with
the
program
requirements
which
is
an
annual
requirement
of
testing
and
that
we're
maintaining
that
100
percent
compliance
with
that
that
testing.

So
what
that
means
is
right
now
we're
at
60
and
we're
supposed
to
be
at
90
by
the
end
of
the
year.
So
we
have
four
months
to
get
this
into
compliance,
and
there
are
a
few
things
that
we
are
going
to
do.
We've
already
sent
out
a
letter
to
everyone
who
hasn't
completed
their
testing,
yet
to
let
them
know
that
this
is
required
in
that
letter
it
warns
them
that
if
they
do
not
complete
this
in
45
days,
their
water
is
going
to
get
shut
off,
because
that's
a
way
we
can
achieve
compliance.

So
if
we
get
the
testing
ratio,
we
get
the
testing
information
and
it
shows
that
they're
in
compliance.
That's
one
way.
If
we
cut
them
off
from
the
system,
then
the
system
is
in
compliance
and
we
are
no
longer
dealing
with
a
failure
on
their
part
and
then
it
translating
to
the
public's
perception
it's
a
failure
of
the
water
system,
and
so
we
are
working
over
the
next
several
weeks
on
a
a
a
significant
outreach
campaign
with
those
customers
that
are
not
in
compliance
to
help
them
realize
the
importance
of
getting
into
compliance.

Our
goal
is
to
be
at
100
by
the
end
of
the
year,
such
that,
if
there
are
truly
some
situations
that
are
unique,
that
we're
not
aware
of
that
need
some
more
time
to
get
fixed.
That
will
be
the
buffer
between
90
and
100,
but
if
we
can
get
to
100
by
the
end
of
the
year,
I
don't
want
to
just
kick
this
down
the
road
for
another
three
months.

So
what
the
reason
why?
The
the
reason
why
I
want
to
bring
this
up
so
frankly
with
the
board
is
that
these
are
commercial
customers.
These
are
industrial
customers.
These
are
multi-family
customers.
So
in
these
situations
it's
not
like
shutting
off
a
single
residence,
it
might
be
shutting
off
a
restaurant,
it
might
be
shutting
off
a
business
that
does
a
significant
amount
of
work
in
the
community.

goal
is
to
have
at
least
four
points
of
contact
with
those
entities
to
ensure
that
they
get
into
compliance
with
us
such
that
we
are
not
shutting
them
off.
However,
without
that,
without
that
hammer
at
the
end
of
this
process,

concern
is
that
we'll
be
in
the
same
situation
at
the
end
of
this
year
and
that
we'll
be
talking
about
notifying
again
with
a
postcard
to
all
the
community
about
how
we've
violated
the
backflow
and
cross-connection
ratio.

necessarily

as
it
relates
to
who's
behind,
by
how
much
what
the
exposure
is,
and
we
had
talked
about
easing
into
this
and
eventually
reinstating
shutoffs
at
the
end
of
the
year.

typical
procedure
is
customers
receive
a
red
tag
on
overdue
balances,
and
then
they
have
five
days
to
pay
the
bill
before
the
services
shut
off.
So
that's
been
suspended
for
a
year
and
a
half
and
for
people
who,
who
don't
have
a
don't,
have
a
penalty
for
not
paying
all
it's
doing
is
the
bill.
The
bill
is
building
yeah
and
so
here's
the
numbers.
As
of
august
1st,
we
have
491
total
customers
that
are
behind
with
a
total
balance
of
332
000.

that
is
not
an
alarming
balance
for
us
from
a
cash
flow
perspective.
It
is
more
significant
than
what
we
typically
have
when
we
are
instituting
a
normal
shut
off
process,
but
it,
but
it
stayed
generally
around
that

it's
not
like

not
trending

it's
flattened

it

then
you
can
see
the
top
10
accounts
make
up

of
a
challenge

terms
of
paying
that
back.

things
on
the
boil
advisory:
we
every
customer
will
see
a
3.42
credit
on
their
bill
for
october,
which
represents
a
thousand
gallons
of
essentially
credited
water,
which
anybody
who
experienced
any
issue
with

boil.
Water
probably
did
not
go
through
boiling
a
thousand
gallons,
but
we
wanted
to.
We
wanted
to
ensure
that
we
were.

We
were
providing
them
enough
water
at
no
cost
to
mitigate
any
potential
issue
that
was
going
on
through
the
through
the
course
of
those
days,
and
it
just
became
easier
to
do
that
for
the
entire
community,
as
opposed
to
trying
to
break
it
by
zone
because
it
just
became
more
work
and
the
amount
of
additional
the
amount
of
revenue
lost.
Wasn't

significant.

the

filter
program
we
have
about
50
people
who
have
applied
for
that,
and
that
will
happen.
They'll
get
a
credit
on
their
bill
for
any
of
those
that,
as
we
go
through
and
make
sure

they
met
the
criteria,

credit

accounts
for
that
filter.
So
we've
had
about
50
people
access
it.

said

polygon

particular
area
and
then
they
say
they
should
typically
get
bleed
over
of
about
a
tenth
of

mile.

obviously,
they
got
more
than
if

miles
as
opposed
to
a
10th.

group
of

They
said
they
just
kept
boiling
and
they
weren't

didn't

landlords

looked
online
and
said,

don't
think
we
need
to
be
boiling,

they
had

telling
them

need

want

get
sued
for

just
crazy.

discussing
how

notify

rescinding
of
the
order
and
arapaho
county
insisted
that

issue
of

charge

treatment
rate

sanitation
district

it
talks

they
serve
every
community,

englewood
is

biggest
service
areas,

they
list
all

other
areas,
but
it
doesn't
list
englewood,
which
is
which
is
kind
of
interesting,
and
I
think
that's
partly
because
what
they
then
do
from
a
system
operations
perspective
is
they
have
a
contract
back
with
the
city
of
englewood?

to
the
bottom
of
this

get
a
strategy
together
for
that
southern
third
of
our
community,
because
every
time
we
raise
our
utility
or
our
treatment
rate,
it
translates
to

additional
rate
increase

figure
out.

said
that
they
don't
