integral
part

process
over
the
last
really
about
the
last
year
that
we
initiated
this
process
with
the
connector
districts
and-
and
if
you
recall
the
the
the
point
of
this
is
our
existing.
Our
existing
ordinance
only
charges
of
five
percent
multiplier,
two
connector
districts.

There
is
a
process
by
which
we
there's
a
there's,
a
process
and
a
methodology
by
which,
from
an
industry
approach,
we
can
use
guidance
to
to
essentially
account
for
the
fact
that
the
city
of
englewood
customers
are
owners
and
the
outside
connector
district
customers
are
are
non-owners
and
there's
a
differentiation
in
the
rates
that
they
pay.
So
that's
the
presentation
we're
going
to
go
through
tonight,
we're
a
little
bit
out
of
order
in
our
normal
typical
process.
On
this.

actually
did
present
this
to
study
session
last
night
at
council,
and
so
we,
we
talked
this
through
a
council
last
night
study
session,
we're
talking
it
through
tonight
with
the
board
and
the
reason
we
did.
That
is
because
we're
running
up
against
deadlines
as
it
relates
to
meeting
with
the
budget
process
through
this
year,
and
it
just
they
just
fell
a
day
apart.
So
this
is
really.

It
was
informational
for
council
last
night
to
provide
feedback
and
questions
of
which
they
did
and
tonight
we'll
take
the
same
feedback
and
recommendations
from
council
or
from
the
board,
and
that
information
will
then
incorporate
into
the
rate
and
fee
or
the
the
sewer
rate
and
fee
ordinances
that
will
go
to
council
for
first
reading
next
monday
on
the
18th
and
so
a
little
bit
out
of
order.
But
we
were
up
against
a
time
a
calendar
crunch
on
this.

So
we're
going
to
go
through
the
through
this
update,
we're
going
to
talk
about
the
methodology
revisions,
the
revised
results
and
then
open
it
up
for
feedback
and
discussion,
and
in
march
we
brought
this
to
council
to
discuss
the
multiplier
process
through
in
in
may.
We
actually
had
our
first
sit
down
with
the
connector
districts
to
discuss
the
methodology
and
the
proposed
change
in
the
multiplier,
and
if
you
recall
at
that
point
in
time
we
were
proposing
to
move
from
1.05
to
1.2,
they
provided
feedback.

So
there
are
a
few
points
of
comments
that
the
that
southgate
and
their
rate
and
fee
consultant
provided
for
us
that
we
they
wanted
us
to
look
at
and
the
the
first
category
is
basically
contributed
funds.
That's
either
through
the
original
grant
or
tap
fees
that
have
been
collected
over
time
to
fund
the
plan
and
those
and
the
the
accounting
for
that
original
investment.
As
as
it
relates
to
the
financial
analysis.
The
other
piece
was
related
to
the
methodology.

So
the
first
we'll
take
these
step
by
step,
so
the
grant
review
they
they're
able
to
find
and
actually
provide
us
a
document
that
showed
the
original
contributions
for
the
plant
for
both
the
city
of
englewood
and
city
of
littleton.
And
so
we
just
took
this
little
excerpt
from
that,
because
it
does
show
where
the
epa
provided
12.35,
395
million
and
the
state
water
pollution
control
provided
5.609.
So
it's
a
total
of
just
over
18
million.
That
was
contributed
that
was
contributed
in
1975.

So
when
we
depreciate
that
money,
we
those
contributed
funds,
there's
no
residual
value
to
it.
So
essentially
they
did
provide
us
that,
yes,
there
was
grants
we,
but
we
were
able
to
to
confirm
that
that
grant
had
no
residual
value,
at
which
point
it
did
it
was.
It
was
a
zero
value
in
the
analysis,
the
the
other
piece
that
was
was
raised
was
there
was
a
question
about
whether
the
city
of
englewood
contributed
the
land
or
not,
because
land
is
a
non-depreciable
asset
and
it
did
turn
out
in
the
actual.

We
found
the
the
documentation
in
the
actual
agreement.
The
joint
use
agreement
between
the
city
of
littleton,
the
city
of
englewood,
that
documents
that
the
city
of
englewood
actually
did
provide
the
land
on
which
the
the
plant
is
is
located,
at
which
point
that
means
that
that
does
not
factor
into
the
analysis
either.

Been
so
many
there's
so
much
growth
in
all
these
districts
over
the
years
and
there's
been
taps
that
have
been
contributed
for
years,
and
so
there's
got
to
be
some
amount
of
value.
We
had
originally
estimated
3.6
million
in
our
estimate,
and
that
was
our
estimate
based
on
our
best
guess
of
what
we
thought.
The
residual
value
of
all
the
contributed
assets
or
contributed.
Tax
fees
were
they're,
actually
pretty
close.

We
had
some
information,
but
it's
not
it.
It
was
based
on
our
billing
system
data,
which
allowed
us
to
estimate
what
we
thought.
The
amount
was
so
based
on
that
that
best
guess
using
the
available
information
that
we
had
the
net
fee
once
residual
value
fee
of
those
tap
fees
was
3.1
million,
so
it
actually
went
down
a
little
bit
so
from
englewood
utilities
perspective
that
actually
worked
in
our
favor
by
500
000,
because
we
weren't
overestimating
that
value.

So
we
subtract
that
from
the
the
initial
value
of
the
the
treatment,
the
net
value
of
the
treatment
plan,
so
we're
actually
happy
that
they
had
us
look
at
that
because,
again
it
they
helped
refine
the
answer
and
get
us
a
what's
ultimately
a
better
answer,
because
it's
better
numbers.
The
third
thing
was
on
high
strength,
wastewater
surcharge
and
the
the
connector
districts
weren't
sure
that
we
were
act
that
we
actually
charge
for
that
and
that
that
wasn't
incorporated.

We
actually
do
charge
for
this
one
of
the
we
have
three
customers
in
the
city
of
englewood
that
contribute
high
strength,
wastewater,
the
most
significant
of
which
is
metal
gold,
dairy.
So
their
wastewater
profile
is
different
than
normal
wastewater
profiles,
and
so
they
have
a
corresponding
charge.
We
have
a
set
of
rates
associated
with
that
high
strength
that
we
charge
them
extra,
because
their
wastewater
requires
more
treatment
than
normal
wastewater,
largely
through
the
rest
of
of
of
what
we
have
in
our
service
area.

And
so
so
we
were
able
to
provide
feedback
on
that
and
let
them
know
that
we
were.
We
were
actually
charting
for
that.
The
last
piece
was
the
we
changed
the
we
changed
the
approach.
So
then,
so
the
original
approach
that
we
utilized
was
a
multiplier
approach,
which
is
a
industry
accepted
approach.
It's
one
of
the
approaches
that
you
can
use
through
either
m
aww,
a
manual
m1
or
left
matter
manual
practice.
I
think
it's
27,
but
it
outlines
this
and
so
there's
multiple
accepted
methodologies.

It's
it's
based
on
it's
based
on
more
detailed
numbers,
there's
probably
there's
some
assumptions
in
it,
but
I
think
they're
assumptions
that
they
can
be
that
can
be
refined
with,
as
as
we
gain
more
actual
data
for
actual
charges
over
the
course
of
the
year,
and
so
we
shifted
course
and
went
with
that
other
methodology.
So
we
we
changed
the
approach.

would
step
back
and
change
the
approach
to
to
align
with
that
new
methodology.
Again
both
of
them
are,
are
industry
accepted.
They
just
had
a
request
that
we
moved
this
other
way
because
they
think
it's
more
transparent
and
more
fair.
In
reality,
we
agree
with
that.
We
then
reviewed
that
new
methodology,
with
leadership
of
southgate
and
their
financial
consultant
on
august
24th
and
received
positive
feedback
from
them,
so
that
was
part
of
the
that's
part
of
the
issue.

So
when
we
went
when
we
proposed
1.05
to
1.2,
we
got
a
tremendous
amount
of
pushback
and
there
was
a
concern
that
it
was.
It
was
too
arbitrary
and
that
it
wasn't
it
wasn't
fair
again.
We
think
if
we
thought
it
was,
we
thought
it
was
fair,
however,
to
to
help
mitigate
any
long-term
fighting
over
this
process,
which
I
think
is
a
is
a
result
that
happens.
When
you
make
these
changes,
we
felt
that
it
was
better
to
to
use
industry
accepted
approaches
that
still
get
us.

The
charges
are
for
treatment,
collection,
administration,
and
then
we
recover
the
capital
costs
and
we
have
our
inside
costs
from
operational
costs
from
a
flow
perspective.
On
the
connector
district
side,
it
does
not
include
collections,
because
the
collections
is
is
a
city
of
englewood
only
entity.
The
treatment
is
what
the
connector
districts
are
paying
for
they're
paying
for
that
treatment.
That's
that's
provided
by
south
platte
renew,
but
they're
also
paying
for
the
administration.

So
we
do
all
the
billing
for
those
districts
and
we
do
a
number
of
financial
aspects
for
them
from
a
capital
perspective.
We
look
at
a
return
on
assets
and
their
annual
depreciation
and
then
the
outside
cost
from
an
outside
flow
perspective.
So
how
that
splits
up
and
where
we're
kind
of
unique
as
a
as
an
entity
is
in
most
utilities
the
utilities
larger
than
the
extra
territorial
service
areas
we're
flipped.
So
our
extra
territorial
service
areas
are
actually
larger
than
the
inside
city.

Seven
percent
is
inside
city
treatment
only
and
what
that
accounts
for
is
the
areas
such
as
south
and
the
largest
of
which
is
south
angle,
with
sanitation
district,
which
is
that
southern
third
of
of
the
city,
where
the
collection
system
actually
doesn't
isn't
part
of
the
city
of
englewood.
It's
part
of
south
anglewood
sanitation
district,
which
is
why,
if
you're
in
that
area,
which
I'm
I
live
in
that
area,
my
bill
has
the
treatment
charge
and
then
it
has
a
south
angle
with
sanitation
district
charge
which
accounts
for
the
collection
piece
of
it.

How
that
revenue
requirement
translated
to
the
results
for
those
charges
is
what
you'll
see
here,
and
so
we
we
calculated
a
revenue
need
of
20
million
six
hundred
and
six
thousand
from
that
we
looked
at
the
build
flow
and
then
it
we
ended
up
with
a
cost
per
thousand
gallons
for
outside
city
treatment,
inside
city
treatment
and
inside
city,
treatment
and
collection.
So
you
can
see
those
numbers
in
the
right
hand,
column.

that
really
mean,

our

approach

providing
defensible
rationale

how
we
came
up
with
these
charges,
and
we
asked
for
the
same
corresponding
information
and

the
response
was
they
don't
have
a
methodology,
so
that
presents
a
bit
of
a
of
a
it's
a
question
for
us
and
the
issue:
is
they
base
their
collections,
charge
off
the
city,
treatment
rate,
and
so
where
we've
struggled
with?
This
is
there's
no
real
connection
between
the
costs
related
to
the
city,
treatment
process
and
the
collections
charges.

The
collections
costs
for
south
england,
sanitation
district
as
it
relates
to
the
city
of
englewood,
and
so
because
we
have
decreased
that
inside
city
treatment
rate
by
22
percent.
That
means
whatever
multiplier
that
they're
using
on
that
number
is
going
to
result
in
less
revenue
for
them
for
their
collections
charge.

So
we
are
anticipating
once
they
get
these
results,
that
they
will
come
back
and
say
we
need
to
increase
our
multiplier
to
make
up
the
difference,
at
which
point
we're
developing
our
our
approach
to
how
we
plan
to
respond
to
that
because,
just
like
they
expected
us
to
provide
a
defensible
rationale
for
how
we're
charging
them.
I
think
it's
incumbent
upon
us
to
expect
the
dependable
the
defensible
rationale
for
how
they're
charging
our
inside
city
customers.
So
that's
that's
just
a
caveat
of
more
to
come
out
of
this,
but
essentially,
from
a
summary
perspective.

It
actually
results
in
a
slight
reduction
to
our
bill.
Even
when
we
incorporate

four
and
a
half
percent
increase
to
to
the
water
rates,
you
can
see
the
38

to

53.
That's
incorporating
that
pre-planned
increase
that
our
financial
plan
accounts
for,
but
this
resets.
This
is
a
one-time
reset
of
everything
and
then
what
we
do
is
we.

build
the
financial
plan
for
the
future
years
off
those
new
numbers,
so
we're
planning
for
four
and
a
half
percent
increases
off
those
numbers
into
the
future.
This
is
a
reset
year
to
reset
that
distribution
of
of
what
the
outside
city
customers
pay
versus
what
the
inside
city
customers
pay.
So,
ultimately
it
results
in
a
multiplier.
You
could
calculate
a
multiplier,
but
it's
actually
based
on
setting
those
charges.

the
the
multiplier
is
an
outcome
of
this
process
as
opposed
to
a
driver
of
this
process,
and
that's
the
that's,
the
real
fundamental
shift
that
they're
asking
us
to
make,
and
and
realistically
we
we
understand
why
and
that's
why
we
ultimately
made
these
adjustments.
So
what
it
means
is
moving
forward.

The
methodology
like
we've
talked
about
one
of
the
other
requests
that
the
connector
district
districts
have
is
that
we
move
to
monthly
billing,
at
which
point
we're
we're
fact
we're
planning
for
that
that
implementation
would
start
in
june
1st
of
next
year,
because
that's
when
the
annual
billing
cycle
begins,
we
have
a
lot
of
work
to
do
before
we
get
to
that.
But
it
is
a
request
that
they've
made
and
frankly
it's
better
for
our
customers
outside
the
city,
because
right
now
you
know
once
a
year
they
get
a
400
bill
for
their
sewer.

would
be
a
contributed
value
that
we
would
then
amortize
over
a
number
of
years.
So
there
wasn't
this,
this
sudden
spike
that
we'd
have
to
deal
with
it's
a
way
to
just
smooth
this
all
out
to
to
look
in
our
five-year
arrears
to
ensure
that
we're
we're
collecting
fairly
based
on
the
methodology
and
then
the
last
thing
we
figured
out
in
this
whole
process.
Is
we
got
to
get
better
about
our
tap
accounting,
so
we're
going
to
work
on
that
and
and
really
it's
not
just
what
we
have
to
do?

we're
requesting
a
letter
of
support
from
the
water
sewer
board
and
then
a
recommendation
to
the
city
council
for
a
re.
Excuse

resolution
to
support
the
application
so
tonight
I'll
just
give
you
a
little
bit
of
background
on
the
program,
our
application,
the
timeline
and
then
request
a
motion
through
the
water
smart
program.

So
examples
of
eligible
projects
can
include
municipal
metering,
irrigation
flow
measurement,
scada
system,
implementation,
landscape,
irrigation
measures
and
other
you
know
more
customer
related
items
such
as
high
efficiency
appliances
and
fixtures.
So
projects
are
selected
through
a
competitive
process.

They
also
require
a
minimum
of
50
funding
match
from
the
entity
applying
and
the
project
should
be
completed
within
two
to
three
years.
At
the
500
000
request,
we
would
aim
to
be
done
in
two
years.
So,
as
of
september
2021,
the
bureau
has
awarded
grants
through
the
western
united
states
for
227
projects,
totaling
73
million,
so
our
grant
application
is
it's
very
similar
to
the
application
that
was
submitted
to
the
bureau
of
recommendation
reclamation
last
year.

there
is
a
voluntary
process
right
now
where
customers
can
come
to
us
and
ask
to
go
ahead
and
make
that
conversion.
So
if
there
are
individuals
already
on
that
list,
we
would
go
ahead
and
start
there
and

public
outreach
campaign
to
to
find
those
that
are
most
interested
in
converting
right
right
away.

there's
a

prior

our

issue

in
august.
We
were
actually
formulating
a
process
by
which
to
incentivize
people
to
sign
up
to

lead.
Their
meter
slash
lead
service
line,
replaced
and
then
by
by
structuring
this
such
that
there
was
an
advantage
to
saying
there's
an
advantage
to
them
to
sign
up
by
a
particular
date.
They
could
access
these
funds,
which
would
help
them
offset
their
costs.
That
would
encourage
people
to
more
proactively
and
do
this.

So
those
are
the
ways
that
we've
been
looking
at
potentially
structuring
this.
We
we
have
a
a
we
have
a
framework
for
this
and
we're
like.
I
said
we
were
going
to
present
this
early
later
on
this
summer,
but
we
we've
been
subsequently
diverted
to
things
like
backflow.
That
we've
decided
are
are
more
pressing
right
now,
as
things
settle
down
this
fall
and
winter,
we'll
we'll
bring
that
back
as
a
more
incentivized
and
and
defined
approach
to
getting
everybody.

problem

as

know,
we've
been
kind
of
tracing
the
the
issue
that
we
had
with
the
ipod
system
to
figure
out.
How
did
a
system
that
is
supposed
to
bleed
over
about
you
know?

They
kind
of
took
it
upon
themselves
to
extend
that
bleed
over
range
from
about
a
tenth
of
a
mile,
which
is
mind
you.
What
federal
law
requires
that
it
be
to
10
miles
because
they
found
in
large
rural
areas?
There
were
communities
that
were
not
getting
notified
when
when
they
would
have
liked
to,
they
would
have
liked
to
cast
a
wider
net.
So
there
was
a
bit
of
an
issue
at
the
tower
level.
We've
heard
of
several
different
places
in
california,
more
urban
places
like
englewood,
who
had
the
same
exact
sort
of
problem.

One
good
thing
we
found
is
there
was
also
it
was
a
point
of
confusion,
but
it's
turning
into
a
bit
of
a
solution
was
there
was
also
a
problem
at
the
cell
phone
level,
so
there's
three
different
variations
of
the
software
on
your
cell
phone
that
receives
these
messages
and
they're.
You
know
creatively
named
version.
One
version
two
and
version:
three:
the
newest
phones
have
version
3..

Now
what
version
3
can
do
is
it
gets
the
message
and
it
knows
your
location,
because
your
phone
is
following
you
all
the
time,
and
so
it
says
wait
a
minute.
This
isn't
for
me,
I'm
not
within
the
little
square,
I'm
not
within
the
shape
that
they
drew
and
it
doesn't
pass
the
message
through.
So
this
the
messages
would
get
filtered
geographically,
not
only
at
a
tower
level,
but
at
a
cell
phone
level,
which
can
be
a
lot
more.
Accurate
problem
is
only
38
of
cell
phones
out
in
the
public.

that
version
3.0
software,
previous
versions,
don't
make
that
distinction.
They
simply
say.
Oh,
you
got
a
message
I'll
pass
it
right
through,
so
they
don't
do
any
sort
of
that
filtering
for
you.
The
good
news
is
next
year,
early
next
year,
they're
going
to
weed
out
the
version
1.0
of
that
software.
So
we
will
see
a
huge
increase
in
the
number
of
version,
3
folks,
which
means
in
the
future.

the

talking
about
is
the
ipod
system.
That's
similar
to
an
amber
alert
right
makes
that
horrible
noise.
So
we
we
chose
to
do
that

beginning,

life
safety
threat.
We
didn't
want
people
drink
the
water
and
we
needed
them
to
know
immediately.

not
use
the
ipod
system,
because
what
we
decided
at
arapahoe
county
was
we're
only
going
to
utilize
this
system
if
there
is
an
actual
life
safety
threat,
and
if
then
we
can
absorb
that
over
notification
right,

notify
than
under.
In
that
circumstance,
lifting
an
order
is
very
different
than
putting
an
order
in
place,
and
so
what
we
did
instead
was
we
went
through
the
911
system
and
did
a
reverse
9-1-1,
so
very
different
systems
in
the
way
that
they
work.

reverse
9-1-1
only
went
to
that
immediate
one-tenth
area
and
not
to
the
10-mile
area.
So
there
were
some
places
totally
impacted
and
I
just
happen
to
have
several
clients
that
are
medical
doctors,

it

them

they
never
got
the
reverse
order
in
any
way,
shape
or
form.

think

have

they're

top

little
worried

concerned

notices

out

the
iphone
system,

toward
that
system
all
around
now,

so
maybe
it
would
be
something
to
consider
in
the
future
setting
something
up

there
can
be

reverse

to
let

know

guard

down

seems
great
that

could
do

initial
everybody

do

waste

system

reverse
it,

understand

need

elderly
people
involved
that
had
to
be
turned
away.

on
top

it.

just

reverse
911
goes

more
than
it
does
to
the
individual
phone
operator
younger

kids
never
would
have
even
looked

been
waiting
on
their
cell
phone

see
a
reverse
of
that,
and
I
think
that
process
needs
to
be
thought
out
and
included
in
the
future.

reason
why
we've

gone

reliably

need
to

notice
was
not
sent

not

pre-existing
requirement

system.

that
that's
not

pre-existing

just

applies

choice,

such
a
massive
level
of
confusion
that
it
crashed
the
city's
website-
and
I
know
several
different
places
were
inundated
with
calls,

so
we
wanted
to
make
sure
we
didn't
cause.

okay,
let's,
let's
put
that
life
safety
kind
of
limit
on
it
until
we
can
have
our
confidence
restored
in
the
system.
So
my
my
thought
is
once
once
we
find
out
more
about

conversations

different
communities
in
california,
as
well
as
fema,
as
well
as
verizon
and
the
different
carriers.

information
on
that,
and
if
you
know

they
were
on
emergency
in
englewood
tomorrow,
we

would
utilize
that
system
again,
if
need
be,
because
we
we
also
would
rather
over
notify
in
the
case

think
we
will
be
at
a
level
fairly
soon,
where
we'll
have
a
lot
more
increased
confidence
in
the
system.
As
we
learn
more
about,
what's
going
on
and
diagnose
exactly
what's
happening,.

amber,
amber
alert,
we
get
alerts
when
they
found
the
young
person,
usually
right,
so
I
don't
I
mean
I
think
it's
always
helpful
for
people
to
get
the
final
alert
that
things
were
taken
care
of
I'm
on
a
system.
You
know
my
full-time
job
is
at
the
university
of
denver
and
we
have
a
safety
security
thing
and
I
get
stuff
at
two
and
the
am
in
the
morning.

shots
on
iliff
and
it's
very
upsetting
and
the
students
need
to
know
this
they
get
indoors
and
then
they
get
a
follow-up
with
as
soon
as
it's
cleared,
they're
they're
followed
up,
they
don't
say:
well,
it
doesn't
matter
anymore
because
it's
all
done
and
over.
So
I
just
think
there's
good
reason
to
do
a
follow-up,
so
I
strongly
recommend
we
do
some
kind
of
a
encouragement
to
follow
through
on
it.

everybody's
got
a
real
high
trust
level
of
the
system.

so

one

reverse,
911,
the
one-
that's
not
ipos,
that

cell
phones

pending
people
have
opted
their
cell
phone

know
the
communications
folks
are
working
on
a
different
marketing
campaign.
So
that
way,
englewood
will
have
different
kind
of
layers
of
reaching
out
to
citizens
in
the
in
the
event
that
they
would
need
to.
