past
couple
years,
trying
to
institute
to
really
change
the
trajectory
for
utilities
in
in
the
city
of
englewood,
and
your
leadership
and
guidance
has
been
tremendously
impactful
for
me
as
well,
as
I
think
everyone
else,
and
I
just
we
just
really
wanted
to
say
thank
you
for
all
the
time
that
you've
dedicated
to
making
this
community
better
and
and
that's
so.
We
we
put
together
a
small
letter
of
our
appreciation
and

then
we'll

go

board
and
and
just
again,
thank

as

It's
been
a
pleasure
serving

on
this

I've
also
loved
having
you
as
my
representative
in
my
district
for
the
last
12
years.
So
I'd
like

really

your
service
in
the
in
the
confines
of
this
board
and
much
more
broadly
for
the
city.
So
it
has
been
a
true
pleasure
and
I
I
really
do
want
to
thank
you
for
that.

just
in
advance
of
this
meeting.
I
just
sat
at
my
last
pension
board
meeting,
which
literally
has
been
20
years
on
a
single
board
because
eight
year,
eight
years
as
a
council
member
in
12
years
as
a
citizen
so
yeah,
this
is
a
this
20
years.
Quite
a
marker,
so
yeah,
it's
it's
very
fascinating.
I
don't!
I
don't
don't
feel
20
years
older.
Until
I
listen
to
my
body,
then
I
realize
it
is
true
anyway.
So
it's
been
great,
it's
been
appreciated.

couple
things

this
has

absolutely
yeah
for
the

think
my
internet's

don't
know
if
your
comcast
was
out
all
day,

come
back

good
risks

risks

changes

needed

big

love

team

you're
developing

presented

mayor

council
last
night
and
going
over
our
system,
I'm
going
to
start
up
up
in
the
mountains
up
in
at
meadow
creek
reservoir
and
so
meadow
creek
reservoir
is
a
is
the
reservoir
that
the
city
owns.
We
also
own
about
10
miles
of
downstream
piping.
From
that
the.

We
in
turn
will
then
be
reimbursed
by
climax
mine,
who
is
also
a
water
user
of
this
system
that
receives
that
water
through
a
trade,
so
we'll
pay
denver
water
for
the
annual
and
then
climax
pays
us
a
portion
back.
This
system
is
located
up
near
winter
park
if
you're
familiar
with
that
area.
If
you
go
past
winter
park
beyond
frasier
to
tabernash,
there's
a
tent
there's
a
summer
eight
mile
dirt
road
that
will
head
up
to
meadow
creek
moving
south.
We
have
the
boreas
pass
dish.

Moving
down
here
locally,
our
system
really
starts
here
at
chatfield.
The
angle,
the
city
does
not
have
any
ownership
stake
in
chatfield.
Nor
do
we
have
any
storage,
but
it
is
the
basically
the
starting
point
for
for
city
ditch
and
the
continuation
of
the
south
platte
river.
We
have
two
means
of
raw
water
supply
that
we
treat
at
the
island
treatment
plant.
One
is
the
union
avenue
pump
station
that
pumps,
water
off
of
the
south
flat
river
and
one
is
city
ditch
which
gravity
feeds
directly
to
the
allen
water
treatment
plant?

We
also
have
the
mcclellan
reservoir.
That
is
a
backup
storage
for
the
city.
We
can
pump
water
up
to
the
reservoir
from
city,
ditch
through
the
mcclellan
pump
station.
Again
we
use
it
for
backup
storage.
It's
one
of
the
primary
or
is
a
primary
source
of
water
for
centennial,
water
and
sanitation,
district,
no,
no
affiliation
or
association
association
with
the
city.
They
actually
serve.
The
highlands
ranch
community,
it's
a
very
important
infrastructure
for
them.
From
the
treatment
plant
we
pump
out
into
our
distribution
systems.

We
have
pumping
facilities
located
at
the
tree
implant
that
can
pump
to
one
of
three.
They
can
either
pump
directly
to
the
distribution
system
or
they
can
pump
to
one
of
three
storage
tanks,
and
we
also
have
a
couple
booster
stations
with
with
the
purpose
of
boosting
pressure
into
the
very
far
northeastern
fringes
of
our
our
service
area.

those
things
that
just

brief
history
of
it.
You

when
did
we
acquire
those
to
the
city
build
those?
Obviously,
we
must
have
gone
into
meadow
creek.
Knowing
denver
would
be
willing
to
swap
with
us
or
something
like
that,
but
I'm
just
curious
if
you
guys
have
just
like
a
short
history
of
how
those
two
things
came
about.

don't
know
the
vintage
of
of
the
reservoir.
I
believe
it
was
originally
angled
with
construction
and
then
the
agreement
dates
back
to
about
that
time.
That
said
all
the
terms
and
conditions,
but
I'm
happy
to
report
back,
I'm
not
sure
if
anyone
else
evangel
or
peter
do
you
happen
to
know
the
history
of
that.

actually
do
not
have
the
history
on
that,
but
it's
a
good
question
that
we'll
go
back
and
and
figure
out
when
we
bought
various
bats
to
pass
and
when
we
bought
or
constructed
meadow
creek
and
how
that
all
came
about.
I
think
we,
you
know
it's
really
a
question
for
our
our
water
law,
attorneys
and
water
rights.
Engineer
they'll
probably
have
the
the
complete
history
and
background
on
it.
So
we'll
report
back
with
that.

I
just
think
he's
kind
of
curious
because
I
you
know
certainly
the
average
citizen
is
not
going
to
realize
we're
holding
those
two
assets
and
it's
just
kind
of
interesting
to
know
how
that
came
about
and
again
that
the
one
that
I
find
most
fascinating
is
the
meadow
creek
one
where
obviously
we
went
into
it.
Knowing
we
couldn't
get
it
get
our
hands
on
that
water
directly,
but
it
must
have
been
an
interesting
time
and
I'm
guessing
of
it.

So
taking
a
closer
look
at
aureus
pass
again.
This
is
a
trans
mountain
diversion,
so
the
the
continental
divide
actually
runs
right
through
here,
and
so
we
are
collecting
water
that
basically
accumulates
in
snow
melt
in
this
area
and
then,
as
it's
melting
and
runs
off,
we
connect
it
into
this
system
of
of
actually
like
a
catch
basin
along
with
piping
and
open
channel
reaches
that
bring
the
water
so
we're
up
above
the
continental
divide
here.
So
this
is
an
all
entirely
a
gravity
flow
system
to
a
measuring
flume.

That
is
that
is
right
here
and
then
we're
on
the
other
side
of
the
continental
divide.
Now,
where
we
have
a
piping
system
that
will
discharge
that
water
into
upper
terel
creek,
where
it
eventually
flows
into
the
south
flat
basin.
Another
beautiful
area,
if
you've,
if
you've
ever
made
that
drive
or
have
some
extra
time
to
get
to
breckenridge,
taking
the
pass
up
and
over
in
over
over
boreas
passes,
is
really
beautiful.
There's
also
a
a
an
overnight
hut
sitting
up
at
the
up
at
the
pass.

So
this
this
picture
to
the
right
is
sitting
approximately
up
here,
and
so
so,
where
that
natural
drainage
is
coming
off
the
mountain,
it's
channeling
all
that
water
actually
into
this
pond
and
then
into
this
diversion
and
there's,
there's
there's
two
outlets
of
this
diversion,
one
of
which
can
send
water
through
the
boreas
pest,
ditch
and
one
which
will
continue.
This
is
actually
indiana
creek.
It's
the
headwater
of
indiana
creek,
which
eventually
goes
into
the
blue
river,
which
eventually
goes
into
the
colorado
river.

What
makes
that
difficult,
then,
with
this
open
channel,
is
to
be
able
to
collect
that
water,
and
so
we're
exploring
opportunities
where
potentially
through
piping
or
other
means
that
we
can
extend
the
amount
of
time
that
we
can,
that
we
can
take
that
we
can
take
the
yield
from
that
system,
but
yeah.
So.

So
this
this
part
here
is
it's
called
a
partial
flume,
and
so
what
that
does
is
based
on
the
level
of
the
water.
In
here
we
can
determine
how
much
flow
we're
getting,
and
so
then
we
can
account
for
that
and
use
a
corollary
amount
of
flow
taken
out
of
out
of
chat
field.
This
device
here
is,
what's
called
a
stilling
basin,
so
if
we
measure
the
level
of
the
water
in
here
that
then
correlates
to
a
flow,
this
picture
on
the
right
is
the
inside
of
that
one
of
those
catch
basins.

it's
it's.
You
can
see,
there's
a
decent
amount
of
flow.
We
popped
the
lid
and
looked
into
it,
and
I
asked
the
water
commissioner.
If
that
was
our
water,
and
he
said
yes,
it's

water,
and
so
so
again,
what
we're
going
to
look
at
is
there
is
there?
Is
there
ways
that
we
could
potentially
extend
the
typical
amount
of
time
or
historic
amount
of
time
we've
been
collecting
water
out
of
the
system.

then
moving
on
to
meadow
creek
so
again
we're
up
in
the
fraser
tabernach
area.
This
is
the
dirt
road
that
heads
up
to
the
reservoir
and
the
reservoir
itself
sits
up
here.
There's
a
portion
of
of
the
the
the
natural
meadow
creek
that
runs
and
then
then
we
have
a
diversion
in
our
10
mile
pipeline
here.
So
again
we
own
this
pipeline.
We
own
the
reservoir
and
we're
paying
denver
water
to
perform
the
maintenance
of
it
and
just
a
few
pictures
of
meadow
creek.
So
this
is
the
reservoir
itself.

This
is
just
downstream
of
the
control
structure.
That's
controlling
the
flow
out
of
the
reservoir,
so
this
would
be
the
start
of
meadow
creek.
This
is
looking
in
the
opposite
direction.
Now
this
is
that
control
structure.
These
are
the
valves
that
are
in
that
control
control,
structural.
By
throttling
those
valves,
we
can
control
how
much
water
is
coming
out
of
this
system
and
into
meadow
creek
now
so
moving
down
here
locally,
I
discussed
chatfield
reservoir
and
mclaren.
I
wanted
to
point
out
city
dish
here:
that's
the
blue
and
red
line.

That's
running
from
chatfield
up
to
harvard
gulch,
the
the
red
line
indicates
where
the
the
there's
pipe,
so
it's
very
pipe
in
the
ground,
and
the
blue
line
indicates
we're
open
channel.
As
we've
discussed
with
this
board
and
council,
we
are
in
project
planning
and
development
to
to
pipe
those
remaining
portions,
remaining
open
channel
portions
between
chatfield
reservoir
here
and
the
allen
water
treatment
plant,
which
sits
right
there
and
there's
a
lot
of
benefits
associated
with
that
water
quality.

What
I
wanted
to
point
out
here
was
one
of
our
storm
water
discharges
right
into
the
ditch,
and
this
is
literally
a
couple
hundred
yards
where
we
then
would
divert
this
water
into
our
north
reservoir
and
so
again
a
lot
of
a
lot
of
improvement
opportunity
if
we
were
to
pipe
this
area
and
remove
these
these
storm
water
discharges
into
the
ditch.
This
is
one
of
our
four
overhead
phones.
This
is
the
mcclellan
pump
station,
so
that
was
the
the
facility
I
was
explaining
earlier
that
pumps,
water
up
to
the
clone
reservoir.

So
again,
there's
a
lot
of
vulnerability
with
these.
With
these
flume
systems
they
wear
out
over
time
in
this
area,
there's
actually
a
really
large
development,
that's
in
the
planning
phases,
so
we
could
potentially
have
homes
nearby,
and
this
is
just
right
for
children,
climbing
on
it
or
trying
to
take
a
tube
down
the
the
channel.
So
I
think
it's
really
important
for
a
lot
of
reasons
to
be
able
to
remove
these
vulnerabilities.
Here's
one
of
our
open
channel
the
pipe
transitions.

As
you
can
imagine,
a
lot
of
debris
builds
up
here.
So
when
we're
starting
up
the
ditch,
it
requires
a
lot
of
staff,
time
and
effort
to
remove
all
that
debris
and
finally,
here's
our
mcclellan
reservoir.
So
this
is
obviously
looking
west.
This
is
the
the
pipeline
that
that
connects
mcclellan
reservoir
up.
Excuse
me
connects
the
clown
pump
station
up
to
the
reservoir,
so
we
pump
it
uphill
to
the
reservoir.
It's
a
bi-directional
pipeline.

So
then
we
can
gravity
flow
back
out
of
the
reservoir
through
this
pipeline
back
into
city
ditch-
and
this
is
where
we
are.
We
are
also
able
to
discharge
back
into
south
platte
river.
Sometimes
we
have
to
augment
or
return
floors
back
into
the
river,
and
this
is
this
is
the
area
where
we
do
that,
we'll
eventually
meander
back
to
the
the
plot.

interested
in
the
history
I
bet
jim
woodward
knows
it
because
I
think
he
keeps
track
of
those
things
quite
a
bit,
but
I
would
be
curious
as
to
how
that
happened
and
when
and
who
the
players
were,
why

a
great
one
for
englewood.

do
have
a
question
on
one
of
the
slides
back,
showing
the
just
the
very
top
there
with
the
beautiful

What
are
we
able
to
measure
any
of
the
climate
change
sort
of
changes
going
up
there?

anecdotally
we're
getting
feedback
that
the
snowpack
starts
later
and
it
runs
off
a
little
bit
earlier,
but
I
don't
I
I'm
not
aware
of
any
concrete
evidence
that
we
have.
That's
that's
actually
proving
that.

it's
one
of
the
things.
I
think
it's
a
it's
something
that's
been
observed,
but
as
far
as
actually
quantifying
that
I
I'm
not
aware
of
anything,
that's
been
done
so
far.

meadow
creek.
Reservoir
is
wildfire
risk
and
how
that
could
potentially
impact
the
reservoir
itself,

we
met

denver
water

talked
about
that,
and
that
was
one
of
the
things
that,
from
a
from
a
vulnerability
standpoint,
which
is.

we've

than
those
couple
anecdotal
things.
It's
something
that,
as
we
look
to
complete
a
water
supply
master
plan
or
our
water
resources
master
plan.
One
of
the
scenarios
that
we're
looking
at
is
the
climate
change
scenario
and
how
that
could
affect
our
yields,
which
could
then
affect
the
the
amount
of
water
that
we
have
a
firm
yield
on
and
the
corresponding
impacts
to
our
citizens
into
the
future.

more

a
number
of
council
members
and-

maybe
some
of
you
in
the
community
of
or
on
the
board,
have
heard
that
there's
a
bit
of
a
community
push
to
put
a
historic
designation
on
city
ditch
and
that
creates
a
challenge
for
us
as
we
try
to
as
we
try
to
pipe
the
rest
of
it
and
steve.
Can
you
go
back
to
that

the

where

lot
of
it
is

actually
most

chatfield
and
and
allen
plant

piped,

sections

to

run
the
ditch
year
round:
pull
water
of
of
higher
source
water
quality
from
chatfield
as
opposed
to
low
flow

flow
at
union
ave
pump
station
when
it's

just
more
concentrated
with
contaminants
and
then
that
the
the
vulnerability
of
potential
contamination
is
another
issue.

see
there

there's
a
significant
part
of
it.
That's
already
piped
and-
and
I
think
really
this
comes
down
to
a
a
question
of
of
progress
for
a
water
system
versus
versus
you
know
the
historic
value
of
of
an
open,
ditch
that
that
is
very,
very
old,
and
so
I
just
want
to
make
sure
you
alert
the
board.
I
know
the
council
members
have
been
alerted
to
this,
that
there
is
an
increased
push
to
to
designate
this
as
a
historic,
especially
within
the
reaches
associated
with
littleton.

this
is
probably
going
to
result
in
in
some
form
of
conflict,
not
sure
exactly
how
that
conflict
is
going
to
play
out.
Yet
I
just
want
people
to
be
aware
that
if
you
start
to
hear
of
a
historic
designation
of
city
ditch,
it
is
contrary
to
the
the
two
cities
agreements
from
2012
and
our
current
plan
to
to
pipe
it
to
to
for
firm
up
and
create
a
more
resilient
water
supply
system.
For
the
city
of
englewood.

That's
gotten
more
recent
interest
in
from
the
historic
preservation
societies,
both
in
littleton
and
englewood,
on
this
on
this
issue,
and
so
it's
you
know
it's
a
it's
a
part
of
you
know
it's
part
of
this
type
of
project,
utilizing
federal
dollars
and
how
that
plays
out
through
epa's
process
versus
the
application
for
historic,
designation
and
the
participation
of
the
two
cities
in
opposing
that,
because
it's
really
this
is
a
question
of
water
supply.
Resiliency
versus
you
know
the
protection
of
a
historic
pitch.

will
also
add
that
the
when
you
get
downstream
of
the
allen
plant
right
now,
we
don't
see
a
a
reason
to
pipe
those
sections,
and
so
you
can
see
there
are
still
some
sections
of
city
ditch
that
are
open
channel
downstream
of
the
allen
plant.
So
right
now
we
wouldn't
anticipate
any
any
need
to
pipe
that
which
would
protect
that
historic
nature
of
remaining
elements
of
the
ditch
to
to
ensure
that
they're,
that's
not
completely
lost
to
to
history.

sense

number

homes

the
city

littleton,

it's

that
decision

adamantly
put
in
there
that
this
was
not
to
be
changed.
So

don't
know

imagine
those
citizens
trying
to
do
something,
but
I
think
if
englewood
citizens
realize
the
impact
it
could
have
to
ke
to
to
actually
channel
it
in
a
better
way
and
it
would
actually
impact
taste.

that's

our
goal
is
we
think
it'll
it'll
create
a
more
consistent,
reliable,
higher
quality
source
water
that
we
can
run
year-round
because
right
now,
once
it
you
know,
we
shut
the
ditch
off
in
november
first,
and
so
then
it
stays
off
until
april
first
and
because
we
can't
really,
we
can't
run
it
in
the
winter
anyways,
because
it'll
you'll
get
ice,
dams
and
things
like
that.
But
if
it's
piped
we
can
utilize
our
water
rights
portfolio
to
pull
the
water
at
chatfield
and
just
run.

it
year
round
from
there,
which
then
makes
union
avenue
more
of
a
backup
and
so
union
have
in
the
summer,
especially
and
and
the
low
flow
elements
of
the
winter.
It's
just
the
plat.
You
know
six
or
seven
miles
downstream
of
chatfield
has
a
whole
lot
of
urbanization,
impact
that
impacts
the
source,
water
quality,
and
so
this
is
just
a
step
in
a
in
the
set
of
steps
that
we're
trying
to
take
to
address
taste,
odor
and
hardness
holistically.

one
of
the

the
main
points
is
that,
whether
it's
accidental
contamination
or
intentional
contamination
right
now,
this
is
all
free-flowing
and

without
much
control
over
it
by
piping
it.

maintain
control

all
the
way
to
the
point
of
the
animal
plant.
You
don't
have
to
worry
about
some
kind
of
external
influence
that
could
potentially
damage
that
water
quality

is
the
actual
cross
connection
control
and
those
are
surveys

owners

we
did

to

have

issue

think
to
have
all
of
that
water
kind
of
flow

of

ditch
and

dry

utilize

ditch

some
of
that
higher
quality
water

we're

to
get

intense
then
to
bring

irrigation
users

channel

lake,

It
is
basically
due
east
across
the
across
santa
fe
and
the
railroad
tracks
from
carboy,
I
believe,
or
the
the
breckenridge
brewery
site.

that

the
location

tracks
the
ditch
wraps
around
the
edge
of
that
lake
and
and
there's
a
there's,
a
there's,
a
homeowner
in
there
that
has
taken
the
liberty
to
make
modifications
to
the
ditch,
to
ensure
that
he
is
receiving
water.
The
way
he
wants
to,
despite
what
we've
said
is
allowed,
and
so
we
are,
we
will
be
bringing
more
information
on
that

part

the

whole
process
of
changing

connector
district
multiplier
and

our

the
inside
city
treatment
rate
went

there
was

significant
reduction

rate

then
the
outside
city
treatment
rate
was
set
at

that

accounted

owner
versus
non-owner.

sanitation
district,
so
we
assumed
that
they
were
going
to
come
back
and
say
well,
we
need
to
make
up
that
the
difference,

we're
going

raise

percent
they
didn't
do
that
they
actually
changed

analysis
to
match
the
outside
city
treatment
rate,
which
is
four
dollars
and
one
cent,
so
they
correspondingly
went
down
from
point
five:
five
percent
of
that
treatment
rate
to
0.52
percent
of
that
treatment
rate.
So
what
does
that
all
mean
for
a
south
englewood
sanitation,
district
homeowner?

because
of
the
way
they
modified
their
calculation,
their
the
total
treatment
rate
is
264,
plus
a
dollar
37
which
equals
four
dollars
of
one
cent
poor
per
thousand
for
treatment
and
collection,
which
equates
to
twenty
four
dollars
and
six
cents,
so
south
englewood
sanitation,
district,
homeowners
and
residents
and
full
disclosure.
I
live
in
that
district.
I'm
one
of
these
people,
the
monthly
bill
for
them,
is
now
going
to
go,
go
down
by
eight
dollars
and
sixteen
cents
a
month
which,
essentially
their
annual
sewer
bill,
will
go
down
about
97.98
a
year.

so
we
were
surprised
by
that
result.
But
I
will
say
pleasantly
surprised
because
it
it
comes
more
into
line
with
what
an
insight
it's
it's
more
similar
to
what
an
inside
city
customer
in
englewood
is
charged
for
treatment
and
collection.
It's
it's
much
closer
and
so
the
the
issue
that
was
out
there
where,
where
those
customers
were
being
charged
so
much
more
seems
to
have
largely
it's
not
that
it's
evaporated.
But
it's
it's
a
lot
closer
than
it
used
to
be
and
based
on
this
set
of
calculations
and,
frankly,
results
in
a
a
really.

think
is
a
is
a
great
success
for
people
who
live
in
that
part
of
the
city,
because
I
think
now
they're
paying
a
rate
that
is
similar
to
what
what
a
person
down
the
street
would
be
paying
within
a
couple
dollars
a
month
and
that's
a

So
it's
just
a
it's
a
it's.
An
ancillary
effect
of
the
whole
process
that
we
went
through
over
the
last
year
to
change
this
outside
city
multiplier
approach
to
an
outside
city
versus
inside
city
rate
and
the
corresponding
effects
to
the
outside
district.
