See
you

and
I'm
sorry
I
didn't
miss.
Last
me
not
as
much
that's
week's
meeting
I
was
thinking.
If
you
guys
could
raised
up
when
the
firemen
come
and
pick
up
a
person,
who's,
sick
and
I
know
you
guys
said
they
send
out
a
bill.
You
know
for
the
ambulance,
pickup
and
then,
or
else
when
the
ambulance
comes.
If
our
family
comes
and
picks
up
a
person
who
fell
out
as
chair
or
scooter,
maybe
you
guys
could
send
him.
I
know
it's.

D
B
D
My
question:
if
there
is
Park
staff
here,
thank
you.
Can
you
I
guess
I
have
a
couple
questions
I
know
that
we
did
throughout
the
summer,
do
vendor
license
for
Taekwondo
and
and
such
things
this
one
seemed
to
be
a
little
bit
more
basic
programming
from
what
I
could
understand.
So
I
guess.
My
question
is:
why
don't
we
use
city
staff
to
run
basketball?
You
know
whatever
programs,
this
vendors
running
so.
H
Madam
chair
director,
stone
back
members
of
the
committee
Karen
hock
assistant
director
of
community
services,
so
we
do
use
staff
to
run
some
of
the
basketball
leagues.
These
are
more
specialized
camps,
so
at
Crown
we
run
a
t-ball
league
and
a
basketball
camp,
and
at
Chandler
we
run
a
basketball
camp
and
a
flag
football
camp.
Those
are
more
specialized
and
work
on
a
lot
of
different
drills.
H
D
Ok,
so
I
understand
that
but
I
also
I
guess,
given
basically
what
you
said
now:
t-ball
basketball,
flag,
football
and
I
forgot,
the
other
ones,
soccer,
I,
guess
I
guess
I
feel
like
it
might,
in
my
opinion,
save
money
for
us
to
hire
seasonal
staff.
Who's
gonna
run
in
our
t-ball
program.
T-Ball
is
pretty
small
kids
and
you
know
I
understand
it's
fun
and
there's
some
skill,
but
then
that
way
we
could
I
would
like
to
see
the
cost.
D
I
guess
I
would
have
liked
to
seen
the
cost
for
paying
a
staff
member
even
on
a
seasonal
salary
versus
splitting
revenue
and
being
in
a
two
year
contract
again
I
just
feel
like
we
could
find
some
staff
here
in
the
city,
even
seasonal
staff,
to
run
these
programs
versus
I
was
sourcing
for
two
year
contract.
So
that
was
my
comment
autumn.
C
You,
madam
chair
Isles,
I,
mean
you,
you
kind
of
nailed
it
for
me.
Also
I
was
looking
for
more
numbers
and
I
would
hope
that,
within
all
of
the
different
sports
clubs
within
the
city
of
Evanston,
that,
even
if
we
couldn't
bring
on
board
up
part-time
seasonal
staff,
which
I
would
definitely
support
they,
we
would
have
been
able
to
partner
with
some
of
our
local
organizations
that
were
not
outsourcing
it
to
our
neighbors
to
the
south.
C
H
C
H
H
The
one
concern
I
see
with
doing
that
as
we
compete
against
these
different
I
mean
they're
different
age
groups,
but
they're
taking
place
a
lot
at
the
same
time
as
a
lot
of
local
organizations
with
the,
especially
with
the
basketball
and
the
flag
football.
A
lot
of
that
stuff
is
taking
place
all
at
the
same
time.
So
we
can
absolutely
look
into
that.
I,
don't
see,
I,
don't
have
any
concern,
you
know
doing
contracting
it
out
for
a
year
and
then
looking
at
different
options
for
2020.
H
Have
the
basketball
camp
they
are
I
believe
there
are
seven
seven,
seven
different
weeks
that
we
do
a
one-week
camp
at
Chandler
that
has
been
outsourced.
The
leagues
are
our
staff
run,
which
happened
during
the
school
year.
It's
like
football.
We
I
don't
know
that
that's
been
sourced
out
prior
to
this
contract,
but
t-ball
has
additionally
been
sourced
out,
typically
yeah.
D
So
so
I
appreciate
the
explanation.
I
guess
I
can't
support
this
I
would
have
liked
to
think
that
we
were
a
little
more
creative
I
know
that
there
was
some
conversation
earlier
this
year
about
just
our
rec
programs
and
some
of
them.
You
know
looking
at
the
ones
that
are
full
and
the
ones
that
aren't
full
and
being
that
we
talk
a
lot
about
job
creation
and,
supporting
you
know,
local
vendors
and
such
it's.
D
It
just
seems
like
I
would
have
liked
us
to
work
a
little
harder
trying
to
figure
out
how
we
could
use
some
local
people
to
run
these
things,
even
if
it
meant
scaling
back
a
little
bit,
particularly
if
we're
finding
that
there
are
some.
You
know,
classes
or
programs
that
aren't
fool.
So
I
appreciate
you
going
to
the
one
year,
but
I
would
like
to
see
us
kind
of
think
through
a
little
more
how
to
bring
the
cost
down
a
little
bit
and
keep
the
program
in-house.
C
C
A
B
B
Okay,
this
this
theater
is
a
dinner
theater
I
know
we
call
it
a
cabaret,
but
it's
a
dinner
theater,
and
this
this
request
is
for
two
hours
before
a
show
and
two
hours
after
a
show
to
serve
liquor.
So
very
exciting
news.
The
theater
is
going
to
open
I,
believe
December
5
the
first
week
in
December,
and
so
given
that
I
would
like
to
move
suspension
of
the
rules
and
action
for
this
evening,
because
that's
not
a
lot
of
time
to
purchase
their
inventory
and
get
the
bar
set
up.
Second,.
A
C
A
D
Fleming,
hey
17
is
ordinates
30
0
18
amending
section
7,
2
6
G,
moving
vehicle
parking
and
storage
containers
on
public
way.
Staff
recommends
that
City
Council
adopt
this
ordinance,
which
would
increase
the
fee
to
allow
public
parking
spaces
and
or
other
public
right
of
ways
to
be
reserved
for
loading
and
unloading
of
moving
vehicles
and
storage
containers
without
obstruction
flow
of
traffic
from
$100
to
$120.
To
begin
in
July
I
mean
January.
1St
2019
is
for
introduction.
B
D
And
actually
so
here,
I
wasn't
objecting
to
the
ordinance
what
I
was
going
to
ask
staff
they
do
because
I
had
this
issue
now
twice
in
my
ward,
I
said
we
could
just
make
sure
that
that
well
can
someone
come
up
because
I
guess
I
have
a
question.
My
question
is:
what
do
we
do
when
people
are
parking?
These
storage
containers
on
their
public
on
their
private
property
I
had
a
couple.
People
get
very
conflicting
information
about
that.
Do
they
need
a
permit?
Do
they
not
need
a
permit.
I
I
This
is
letter.
Maybe
you
can
just
come
up.
The
my
understanding
is
is
that
we
don't
hear
a
lot
of
complaints.
It's
on
the
property.
So
if,
if
a,
if
a
container
is
on
a
piece
of
private
property,
normally
that's
by
complaint,
we
don't
have
the
ability
to.
We
don't
mark
them
check
them.
Things
like
that,
if
they're
on
private
property
right.
D
I
know
and
that's
what
I
notice,
because
it
was
by
complaint,
but
the
person
had
gotten
conflicting
information
from
the
city,
so
I
wanted
to
just
publicly
get
the
correct
information
out
there.
If
you
have
a
container
in
your
driveway
or
such
you
do
not
need
a
permit,
but
you
only
have
30
days
that.
J
Is
correct,
I
think
what
had
happened
was
in
your
particular
case.
Somebody
had
called
a
different
office
and
asked
regarding,
and
they
were
they
were
given
the
answer
for
a
public
right-of-way
time
frame
versus
versus
they
had
it
on
a
private
space,
so
they
were
given
conflicted
information.
Okay,
thank
you,
director,
stone,
bat
and.
K
I
A
F
B
F
I
I
C
B
Six,
this
is
ordinance
141,
Oh
18.
It's
for
introduction,
we're
being
asked
to
approve
our
to
introduce
this
ordinance,
which
amends
rental
registration
of
rental
residential
buildings
to
include
inspection
requirements
in
the
addition
of
accessory
dwelling
units
and
includes
a
fee
of
$200
for
the
initial
inspection
and
registration
of
existing
dwelling
units,
including
accessory
dwelling
units,
a
fine
of
75
to
375
dollars
for
renting
an
unregistered
unit
following
the
amnesty
period.
These
changes,
including
three
structures,
were
approved
by
the
Council
on
October
29.
B
E
B
M
M
We
actually,
we
actually
do
not
have
any
idea
of
the
unregistered
rental
units
that
we
have
in
Evanston,
the
ones
that
we
have
registered,
that
we
find
out
or
through
maybe
complaints
or
we
just
drive
into
on
a
drive
by
doing
inspections.
Then
we
find
a
for
rent
sign.
That's
usually
how
we
find
out
about
diesel
registered
rental
units
and
what
we
do
is
we
send
a
notice
to
the
property
owners
to
come
forward
and
register,
but
we
typically
do
not
know
diesel
registered
rental
units
until
there's
a
complaint
I.
M
M
Usually-
and
we
do
send
two
notices:
I'll
do
an
event:
two
registration
period.
The
information
is
on
our
website
and
I
think
we
can
actually
maybe
do
more
by
you
know,
trying
to
find
out
about
these
unregistered
rental
units
and
encourage
people
to
register,
maybe
through
our
website
and
what-have-you,
but
I'm.
M
B
M
Yes,
certainly
I
mean
certainly
I
mean
they're
there
ways
in
which
we
can,
you
know,
inform
unregistered
renters,
definitely
maybe
through
maybe
Ward
meetings
our
website,
maybe
through
emails.
We
can
definitely
do
that.
We
now
we
have
a
program
called
rent
Evanston,
where
we
invite
property
owners
around
Evanston,
to
talk
about
property
issues,
properly
baton
and
familiar
from
our
linearity
with
the
code
where
we
can
actually
disseminate
this
information
so
but.
I
I'm
sure
all
been
rainy,
I
think
the
amnesty
program
or
we're
setting
the
effective
date
back.
A
little
bit
makes
a
lot
of
sense.
So
I've
been
talking
with
director
Thomas
Smith.
You
know
probably
90
days
60
days
for
the
council,
so
that
the
council
adopts
the
ordinance.
We
could
set
an
effective
date
that
could
be
April
1
and
then
do
the
kinds
of
things
that
you're
talking
about
here
to
let
people
know
is
again
the
idea
here:
it's
really
compliance
I
mean
we
really
would
much
prefer
people
comply.
I
We
don't
want
to
go
after
people
who
are
our
scofflaws.
That's
this!
That's
not
the
intent
of
all
this,
so
this
is
for
introduction
this
evening.
If
the
council
would
like
us
to
add
some
language
for
an
effective
date
again,
director
thomas
smith,
90
sounds
right
to
us,
so
99
0.
So
we
could
have
this
be
effective,
April,
1st
and
we'll
do
an
adjustment
for
for
revenue.
There'll
be
some
small
revenue
impact,
but
we
can
make
an
adjustment
with
that
with
the
budget.
Great.
I
A
I
I
M
B
I
A
K
F
F
B
B
F
A
You
I
want
to
add
that
if
you
could
staff
reach
out
to
the
white,
the
ride
share
companies
to
talk
to
them
about
actually
getting
these
accessible
rides
in
Evanston
I've
attempted
on
a
handful
of
times
for
a
friend
to
get
transportation,
and
when
you
go
on
the
app
it's
not
showing
availability
for
our
zip
code.
So
if
we're
going
to
work
on
this
exemption,
it
would
be
nice
if
they
were
here
for
us
to
access
the
service.
M
A
D
Me
I
have
a
question:
yes,
so
I'm
just
looking
at
this
sorry
Ottoman
suffering.
How
would
this
I
guess?
My
question
is:
how
can
we
include
our
seniors,
who
are
using
or
would
we
can
include
our
seniors,
who
are
using
our
taxi
cab,
voucher,
coupon,
or
is
that
too
difficult
to
do?
They
have
their
car
that
they
load
up
and
but
I
don't
know
if
I
don't
know,
if
it's
classified
differently
in
the
uber
ride
share
system,
it's
not
so
they
just
have
the
fee.
I
think.
I
Ottomans
Aldrin
Flamenca
member
of
the
committee.
The
systems
really
aren't
set
up.
They
don't
classify
the
writer
okay
in
that
way.
If
the
writer,
if
someone
signs
up
either
or
notes
on
that,
the
app
that
they're
looking
for
the
carpool
or
they're
looking
for
the
assistance
vehicle,
that's
something
that's
self
selected,
so
we
can
then
easily
tax
the
difference
there.
D
So
I
have
a
question.
I
appreciate
the
staffs
chart
in
here,
but
it's
a
little
bit
confusing.
So
can
you
explain
to
me
I?
Guess
the
different
types
of
calls
I
understand
the
fees.
It's
gonna
be
a
flat
fee
here,
but
it
says
it
won't
have
an
impact
on
our
residents
and
and
the
only
way
I
could
understand.
That
is
if
everyone
has
insurance,
which
I
imagine
is
not
the
case
that,
like
some
more
information,
good.
N
Evening,
madam
chair
and
members
of
the
committee,
so
what
we
can
do
here
is
in
the
company
our
ambulance
billing
event.
At
the
end,
Redick
L
building
worked
with
the
hundreds
of
cities
in
the
Illinois,
so
what
we
are
looking
at
the
increase
here
is
for
the
insurance
company,
the
patients,
whoever
insurance.
So
we
will
bill
the
insurance
company,
and
if
the
council
decides
I
mean
we
can
write
of
the
amount
owed
by
the
Evanston
residents
will
still
build
a
non-resident,
obviously
the
Medicaid
and
Medicare
patients.
N
D
N
B
N
N
D
I
I
guess
for
me,
then:
if
we
have
a
non-resident
who's
in
town,
calling
the
ham
relay
doesn't
have
insurance
I'm
happy
to
build
them.
I,
don't
think
that
we
should
price
couch
them
at
$1500.
I.
Think
if
we
have
someone
in
our
town
who
needs
an
ambulance
that
they
should
call,
but
obviously,
if
they
don't
have
insurance
I'm
going
to
assume
they
might
not
have
$1500
for
the
ambulance
right.
So
I
would
like
to
make
a
motion
that
we
lower
that
non-resident
non-insured
fee
so
that
we're
not
being
a
burden
as
well
to.
N
A
N
A
B
Rainy
I
think,
since
this
was
a
little
confusing
to
several
of
us,
that
maybe
we
could
just
hold
it
and-
and
you
could
come
back
with
us
and
explain
how
it
currently
works,
because
we
don't
gouge
people
now
who
don't
have
insurance
and
I.
Don't
think
the
increase
in
the
rate
has
anything
to
do
with
those
individuals
that
we
aren't
currently
gouging
we're
trying
to
get
the
maximum
price
surance
come.
D
N
Current
rates
are
there
if
you
read
the
ordinance
and
it
is
different
for
different
categories,
so
like
Els,
what
they
call
the
four
resident
is
579
Els
to
advanced,
771
and
BL
is
flight.
Well,
so
those
are
the
rest
in
non-residents.
A
little
higher
Els
754,
non-resident
Els
to
$900
for
non-resident
and
BLS
is
$700.
Those
are
the
current
rates
and
we
are
proposing
a
fixed
rate
of
$1,500
in
all
categories.

By
Fleming
I
just
have
a
quick
question.
I
know
this
was
a
kind
of
emergency
job.
What
happened
do
but
during
this
process
are
they
do
they
check
in
with
us
to
say,
hey
we're
going
to
go
over
or
is
it
just
kind
of
when
they
finish
they
realize
they
went
over
I'm
just
trying
to
figure
out
what
our
checks
and
balance
is
here
director
stone.
A
K
D
Ottoman
fleming
a
16
is
ordinance
128,
OH,
18,
amending
title
8
for
municipal
solid
waste
and
increasing
the
Sanitation
service
charge.
Staff
recommends
council,
adopted,
ordinance,
modifying
title
8
chapter
4
of
the
city
code
for
municipal,
solid
waste,
increasing
the
service
charges
for
refuse
collected
in
ninety
five
and
sixty
five
gallon
roll
out
carts
by
15%
the
collection
of
refuge
from
condominiums
by
2.3
percent
and
the
charges
for
special
pickups,
beginning
January,
1st
2019.
This
is
for
introduction.
B
We're
being
asked
to
introduce
amending
the
city
code
regarding
parking
violation,
penalties,
increasing
the
fine
for
street
sweeping
violation
by
$35
to
$75,
with
a
$50
additional
penalty
of
paid
after
the
expiration
of
21
days.
A
policy
change
regarding
towing
procedures
will
accompany
this
change
to
reduce
the
financial
hardship
and
inconvenience
the
vehicle
owners
currently
endure.
As
part
of
sweeping
operations,
staff
also
recommends
increasing
the
fine
for
an
expired
parking
meter
by
$5
to
$25
effective,
January
1
as
part
of
the
2019
budget
proposal.
This
is
for
introduction.
A
A
So
can
we
discuss
that
a
little
bit
more,
that
we
do
not
increase
this?
This
piece
of
it
so
I'm
recommending
that
we
do
not
increase
the
street
sweeping
violation
or
maybe
do
we
have
any
options
for
hardship
when
residents
have
heavy
fines
for
parking
or
boots?
Is
there
any
sort
of
income
qualifying
way
to
get
a
boot
off?
What
are
our
options
because
we're
further
impacting
their
financial
life
by?
L
Evening,
madam
chair
members
of
the
committee
Erica
story
in
city
manager,
so
the
whole
point
of
increasing
this
fine
is
that
it
is
it
accompanied
by
the
new
policy
that
we
would
no
longer
toe.
So
currently,
if
you
are
in
violation
of
street
sweeping
on
a
street
that
allows
for
towing,
you
pay
$35
to
the
city
of
Evanston,
for
your
fee.
For
your
fine
and
excuse
me
$40
you,
then
your
tow
car
is
towed
to
Northshore
towing.
L
If
we
were
to
I'm
sorry,
your
question
was
about
options
that
we
have
so
we're
working
with
our
parking
citation
management
company
passport
to
implement
Park
payment
plan.
We
have
these
now
and
limited
order,
because
it's
a
manual
process
and
super
time-consuming,
but
with
the
change
over
to
the
new
provider
that
we
did
an
earlier
earlier
this
year,
one
of
the
requirements
that
we
had
was
that
we'd
be
able
to
offer
these
parking
ticket
payment
plans
more
frequently
and
a
little
bit
easier
to
track
and
implement.
L
So
that
will
be
rolling
out
after
the
first
of
the
year,
which
will
make
it
significantly
easier
for
some
people
to
sort
of
pay
those
overtime
versus
having
to
come
up
with
them
all
up
front,
but
just
the
whole
impetus
behind
this.
This
policy
changes
in
order
to
alleviate
the
financial
burden
that
currently
exists,
not
to
increase
it,
although
for
some
it
will
be
increased
because
not
every
street
that
has
street
sweeping
is
a
toe
street.
L
But
significant
portions
of
time
for
the
parking
enforcement
officers
are
spent
actually
doing
the
towing
operations,
which
brings
no
financial
benefit
to
the
city
of
Evansville,
because
by
the
time
they
tow
the
cars.
It's
not
even
worth
their
time
by
the
forty
dollar
fee
that
we
get.
But
then
the
resident
has
to
endure
the
$125
feet
to
the
towing
company
plus
the
storage.
Those.
L
So,
right
now
for
street
cleaning,
there
are
certain
streets
that
are
posted
tous
owns
part,
mostly
streets
with
one
sided
parking
and
then
there's
streets
that
are
not
to
his
own
unless
they're
special
posting
so
like.
If
a
physical
placard
was
put
up
around
those
are
ones
where
debris
has
built
up
so
such
that
we
actually
have
to
move
the
cars
and
do
a
special
posting
versus
your
standard.
Every
three
week
or
four
to
week,
just
clean
that
you
currently
have
okay.
B
A
I'm
saying
there
certain
neighborhoods
that
there
are
no
other
option.
So
when
we
have
street
cleaning
and
you
can
only
park
on
one
side
of
the
street
and
then
the
next
block
over
is
going
to
be
congested
and
full
of
to
capacity
for
parking,
because
everyone
on
that
block
park
there,
and
so
you
could
have
to
walk
as
as
much
as
three
blocks
from
your
house
and
you
may
have
a
senior
there.
A
A
B
Was
going
to
mention
that
in
the
south
end
of
town,
it's
wall-to-wall
multifamily
buildings,
so
we
have
a
terrible
problem.
However,
what
we
found
was
that
people
and
the
tickets
I'm
sure
the
city
is
losing
money
now,
because
we're
not
getting
tickets
anymore,
mainly
because
people
claim
they
couldn't
keep
track
of
when
street
cleaning
was
because
the
sigh
I
mean
I
still
have
to
read
the
sign
to
remember
website,
and
so
you
know
there
all
sorts
of
ways
to
find
out
about
street
cleaning.
B
B
Unless
somebody
has
been
taken
away
to
the
hospital
and
can't
get
home
to
move
their
car,
people
actually
do
move
their
car
and
they've
been
they've,
told
people
that,
oh,
my
god,
it's
so
nice
that
you
put
those
signs
up
and
three
or
four
signs
on
each
side
of
the
street
in
a
block
it
just
made
the
biggest
difference,
and
so
I'm.
Just
thinking
sometimes
a
lot
of
cars,
we
see
part
they
really.
You
know
they
go
to
work
every
morning
to
come
home.
They
they
sleep
here.
B
They
don't
really
participate
in
what's
going
on
and
they
really
don't
remember
that
it's
time
to
retire
and
it's
only
from
9:00
to
1:00
or
from
what
1:00
to
4:00
I
mean
that
they
aren't
like
eight
or
ten
periods,
so
I'm,
just
saying,
I
I
think
if
people
really
knew
that
they
could
get
their
street
clean
and
that
wouldn't
look
terrible
if
they
move
their
card,
they
wouldn't
their
car.
We
found
that
to
be
the
case.
C
C
C
C
C
G
Hello,
everybody
thank
you
for
allowing
me
to
comment.
This
is
a
general
thing,
but
I
can
just
set
one
example
and
I
noticed.
One
of
the
plans
is
to
increase
parking
enforcement
officers
by
2,
with
the
plans
of
increasing
revenue
from
people
that
are
not
following
the
law,
and
it
looks
like
it's
based
on
something
called
ceteris
paribus,
which
means
all
other
things
equal,
but
it
not
might
not
be.
G
For
example,
if
the
city
makes
an
announcement
now
we
have
enough
parking
enforcement
officers
that
anybody
parks
more
than
10
five
minutes
in
a
wrong
place,
will
be
ticketed
and
that
might
scare
enough
people
way,
so
the
revenue
totally
will
drop.
So
my
concern
is
when
you're
looking
for
ways
to
increase
revenue
by
and
which
an
increased
cost
to
increase
revenue.
It
might
not
come
out
the
way
you
planned.
Thank
you
thank.
B
I'd,
like
could
may
I
explain
why
I
proposed
the
additional
two
parking
enforcement.
All
these
dues,
okay,
had
nothing
to
do
with
getting
our
residents.
It
came
to
be
that
I
discovered
that
on
weekends
and
many
nights,
while
we
have,
on
behalf
of
our
neighbors,
put
Evanston
parking
districts
only.
In
other
words,
if
you
live
in
Evanston
and
you
have
your
car
registered
in
Evanston,
you
can
park
any
time
of
the
day
or
night
or
weekend
in
these
districts.
B
So
this
really
is
to
support
our
neighborhood
parking
restrictions
so
that
those
people
who
live
in
very
dense,
congested
neighborhoods
will
have
some
enforcement,
the
rules
that
are
governing
their
street
and
not
not
to
go
around
downtown
and
took
it
all
our.
You
know
our
guests
and
things,
but
it's
really
to
support
neighborhood
parking
enforcement
and
our
neighbors.
So
that's
that's
why
I
really
wasn't
looking
for
a
whole
bunch
of
extra
money,
but
if
we
