Today
we
have
lots
of
positive
news
to
start
things
off
this

evening.
I
would
also
note
we
do
have
the
entire
Evanston
City
Council.
So
all
nine
members
are
here.
City,
clerk's
here
and
city
manager
is
here
as
well.

First,
first
item
of
business
that
I'd
like
to
announce
is:
we've
had
lots
of
conversations
here
about
investments
that
are
made
in
the
city.
It's
not
often
that
we
make
a
very,
very
large,
substantial
investment
in
this
community
when
it
comes
to
infrastructure,
it
probably
hasn't
been
done
and
I
don't
know,
I'd
have
to
look
to
alderman
rainy
or
all
them
and
fit
some
folks
that
have
been
here
for
Alderman
win.

Probably
you
know,
25
years
since
we've
made
a
substantial
infrastructure
investment,
and
tonight
we
are
going
to
receive
a
check
for
five
million
dollars
from
the
Friends
of
Robert
crown
community
center.
The
Robert
crown
that's
what
that's
worth.
That's
worth
a
big
clap,
we're
gonna
have
them
we're.
Gonna!
Have
them
come
up,
we're
gonna
come
have
them
come
up
in
a
minute.

It's
not
only
going
to
have
to
full
sheet
of
ice
for
all
of
those
that
play
hockey
in
this
community,
but
it's
going
to
have
an
expanded
headstart
program
with
much
with
a
much
better
facility
for
all
of
those
for
early
childhood
education.
It
is
going
to
have
a
public
library.
Okay
in
in
there
a
branch
of
the
Evanston
public
library
there
it
is
going
to
have
you
know,
250,000
square
feet
or
something
along
those
lines
of
turf
fields
outside
which
mean
with
all
the
rain
that
we've
had
and
everything
else.

There
were
some
folks
recently
that
had
the
opportunity
to
walk
through
the
site
and
I
really
got
to
say
it
is,
it
is
magnificent
what
they,
what
they
are
doing
so
I'm
very,
very
proud
of
the
community
and
what's
been
done,
but
I'm
particularly
proud
of
the
Friends
of
Robert
Crowne.
Who,
honestly
this
project
would
not
have
you
know,
sort
of
come
to
completion?

Had
it
not
been
for
the
incredible
fundraising
efforts
of
this
group
and
their
goal
is
to
raise
fifteen
million
dollars
for
this
fifty
four
million
dollar
facility
and
they're
at
about
twelve
and
a
half
million
right
now,
but
I
know
tonight
they
want
to
present
something
to
us.
I
just
want
to
ask
alderman
Wilson,
whose
war
this
is
in.
If
there's
anything
else
that
you
wanted
to
add,
and
then
the
city
manager
and
then
I'll
go
collect
this
important
check.

that's
the
most
exciting
part,
but
it
it's.
You
covered
it
very
well
mayor.

This
is
really
an
example
of
the
community
coming
together
and
accomplishing
something
big
important
and
that's
going
to
serve
a
really
broad
part.
Everybody
in
the
community
really
not
just
not
just
part
of
the
community,
but
this
is
gonna,
serve
everyone
in
the
community
and
I'm
thrilled
that
we
can
finally
move
forward
with
this
I
appreciate
the
efforts
of
my
colleagues
over
over
the
many
years.

residents

dedicated

committed

this
is
not

project
we

seen

examples
over
many
many
years
where
Evanston
residents
have
stepped
up
to
say
this
is
important.
This
is
a
priority.
I
think.
Certainly
the
dollar
amount
mr.
mayor
we're
seeing
tonight
and
what
has
been
committed
is
truly
outstanding
and
so
from
a
staff
perspective.

if
it's

it's
coming

this
is
someone
who,
as
the
city
manager
just
mentioned,
is
really
a
big
piece
of
the
fabric
of
Evanston
in
this
community,
and
lots
of
you
know
areas
where
we've
made
improvements
in
social
justice
here
is
is
turning
90
years
old
and
he
has
been
were.
He
has
been
working
on
efforts
to
foster
the
rights
and
the
dignity
of
African
Americans,
his
entire
entire
life
and
I'd
like
to
ask
Darlene
cannon.

Pioneer
entrepreneur,
publisher,
teacher
mentor
and
leader
having
grown
up
next
to
Holly
Clark
mentioned
he
and
his
family
were
one
of
the
few
african-american
families
in
the
area.
At
the
time.
This
beginning
for
Bennett
formed
the
foundation
of
his
life's
work
for
the
right
of
black
people
in
Evanston
and
beyond,
while
attending
UCLA.
He
founded
and
was
the
president
of
the
campus
input
in
double-a-c-p
Bennett
served
as
president
of
the
Evanston
n-double
a-c-p
from
1995
to
2002
in
1915.

1958
Johnson
was
among
those
who
started
the
Chicago
League
of
Negro
voters,
an
independent
political
organization
aimed
at
supporting
black
candidates
in
Chicago
elections.
Johnson
strived
not
only
to
increase
minority
representation
and
politics,
but
in
business
and
literature
as
well.
He
and
his
friend
Herman
Gilbert,
opened
up
paths,
press
publications
in
the
1960s
after
Gilbert's
book.
The
negotiations
was
rejected
from
another
publishing
house
path,
for
us
was
one
of
the
first
black
owned
publishing
houses,
Johnson
brought
Martin
Luther
King
jr.
to
Evanston,
and
he
acted
as
the
primary
liaison
for
the
historic
meeting
between
dr.
E
Martin
Luther
King
and
the
Honorable
Elijah
Muhammad
Johnson
also
accompanied
Muhammad
Ali
to
Tehran.
During
the
Iran
hostage
crisis,
Bennett
Johnston
organized
the
first
black
owned
real
estate.
Investment
trust
merit
trust.
He
has
strong
connections
to
black
businesses
in
the
area
and
is
the
past
president
of
the
Evanston
minority
businesses
historian,
a
group
that
promotes
business
opportunities
for
black
business
owners
coming
full
circle.

lived
in
evidence
in
a
long
time
and
done
a
lot
of
different
things
and
I.
My
one
of
my
examples
as
far
as
I
have
three
examples:
dr.
King,
Muhammad,
Ali
and
Harold
Washington,
and
the
one
thing
I
want
to
say
about
Harold
is
that
Harold,
as
you
know,
was
in
office
for
a
long
time,
I
mean
in
public
life
upon
stints
in
1964
until
his
death
and
his
father
was
a
very
wealthy
guy
and
he
had
three
brothers.
One
of
them
died
before
Harold
and
Harold's
entire
estate
with
$250,000.

as
you
can
imagine
that
that
means
that
he
was
a
very
honest
politician
to
say
the
least-
and
he
know
he
was
honest,
but
he
his
model
was
to
be
fair
and
we
all
grew
up
together,
more
or
less
and
I.
Think
that
that's
very
important
thing
for
all
of
us
understand
not
only
those
who
hold
office,
but
all
the
citizens
just
do
likewise,
because
fairness
and
equity
is
what
it's
all
about
and
I.

someone
said,
I'm
a
little
over
21
now
and
I,
just
a
little
and
I've
seen
how
important
it
is
for
our
country
and
if
we
want
to
be
not
only
an
important
part
of
that
country,
we
should
keep
always
be
fair,
always
be
open-minded
and
always
try
to
realize
that
the
other
guy
has
something
to
say
to,
and
somebody
needs
as
well.

news

recognition

the
difference
that
each
of
us
can
make
in
someone's
life
and
the
difference
that
teachers
make
in
people's
lives
the
difference
that
bus
drivers
in
my
case
can
make
in
some
in
someone's
life
and
I,
told
a
story
about
mrs.
Hornbuckle,
and
we
can
all
do
that
right.

Everything
every
single
one
of
us-
and
you
know
tonight
in
this
room
I-
want
to
recognize
someone
who
has
done
just
that,
and
there
are
a
lot
of
people
here
to
recognize
this
person,
and
we
are
talking
about
someone
at
a
young
age
who
dedicated
themselves
to
education
and
getting
a
bachelor's
degree
in
human
services
and
a
master's
degree
in
human
services,
knowing
that
they
wanted
to
work.
You
know
with
young
people.

Someone
who
stayed
with
their
employer
for
37
years
doesn't
happen
very
often,
and
this
in
this
in
this
day
and
age,
someone
who
literally
has
enriched
the
lives
of
thousands
of
youth
in
this
community
through
direct
programming
in
her
role,
providing
education,
training,
character,
development
leadership,
community
linkages,
with
an
enormous
enormous
amount
of
love
mixed
in
with
kindness.
There
are
people
that
have
been
affected
that
are
young
positively
have
been
affected,
who
are
young
in
this
room
and
who
aren't
quite
so
young
any
more.

person
is
highly
regarded
as
a
mentor
in
a
role
model
whose
passion
for
youth
is
evident
in
her
constant
life's
work,
which
is
a
true
testament
to
her
commitment.

department

us

projects
that
you
see
around
town,

downtown

know
it's
a
bit
of
an
inconvenience.

public
works,
potholes

filled.

works
lots
of
really
positive
things
for
our
community.

preservation
month
right.

also
National
Police
week
coming
up,
which
is
May
12
to
the
25th,
we're
going
to
have
several
different
events
to
celebrate
National
Police
week,
so
that
will
that

be
this
month

So

officers

keep

us
safe
everything
every
single
day
with
that
I'm
going
to
move
to
the
city
manager
for
any
announcements
that
you
may
have
tonight.

remember

there
is
a
north,
suburban
branch
of
the
American
Public
Works
Association,
yes,
and
then
there
is
a
Chicagoland
branch,
the
American
Public,
Works,
Association
and
because
Chicagoland
is
so
big,
it's
almost
like
a
state
within
a
PWA,
that's
gone
and
then
there's
the
National
Organization
and
each
year
we
look
and
see
our
projects
if
any
of
them
would
be
eligible
and
worthy
enough
to
be
submitted
for
the
annual
awards
program.
Is
that

Yes,
that
is

Project
sure
so
this
project
cost
ten
point:
seven
million
dollars
it
took
over
two
years
to
construct.
It
included
a
lot
of
different
phases.
We
had
a
very
capable
engineering,
firm,
Christopher
Burke
who
led
to
design
on
that,
and
they
have
representatives
with
us
here
tonight
and
then
we
also
were
fortunate
and
we
got
a
highly
qualified
and
competent
construction
company
piloti
construction
to
complete
the
workforce.
So
with
this
project
was
a
complete
Street
philosophy.

It
focused
on
Chicago,
Avenue
and
Sheridan
Road,
promoting
safety
for
all
users
of
the
road,
including
pedestrians,
bicyclists,
the
mass
transit
and
motor
vehicles,
and
it
was
an
environmentally
friendly,
efficient
design
to
construct
a
motor
model
corridor
from
downtown
Evanston,
Northwestern
University's
campus
long,
Sheridan,
Road
and
then
also
connected
to
the
bike
lane
and
we'll
met.
So
this
project
was
years
in
the
making.

It
took
a
long
time
to
have
citizen
engagement
with
everything
meet
with
the
universities,
fulfill
all
the
requirements
of
the
I
dot
requirements,
and
we
submit
the
project
to
the
suburban
chapter
and
we
won
the
category
4
5
2
million
to
25
million
dollar
in
the
transportation
category.
And
then,
when
you
win
in
their
suburban
branch,
you're
automatically
nominated
into
the
Chicago
metro
chapter
and
at
that
chapter
we
also
won
the
same
or
for
transportation
category
for
projects
between
5
million
25
minutes.

this

It
took
a
while

beginning,

our

supporting

project
fully
and

up

the
changes

the
recommendations.

this

There
is
no
one

It
was
a
lot

the
citizen.
Engagement
in
Devon's
residents
participating
the
bike.

make
it

the
national

APW

other
exciting
thing
about
this
project
was
that
it
was
voted
America's,
ten
best
new
bike
ways
of
2018
by
people
on
bikes,
and
that
is

national
organization,

we
came
in
number
seven
on
that
as
well.
So
there's
a
great
project.

on
that
award

hope
the
City
Council
and
everybody
in
the
community
recognizes
that
that
award
reaffirms
this
Complete
Streets
approach
that
this
city
is
taking.

know
it
wasn't
by
accident
and
chance
that
we
won
that
it's
a
much
safer,
Road,
pedestrian,
friendly
bicycle
friendly,
Auto
friendly.
It's
great
work
and.

Award

the
Fountain
Square
project.
We
are
doing

formal
dedication

fountain

Fountain
Square

mayor
will
be

This
could
be
there

sure
other
members
of
the
council
so
we'd
encourage
everyone

and

completion

the

fun

Square

questions

consider
the
perspectives.

three
speakers
we

We
have

like
to
have
you
give
credit
where
credit
is
due.
First
of
all,
I
want
I
do
want
to
thank
the
Friends
of
Robert
crown
for
returning
the
millions
of
dollars
the
five
million
dollars
of
funds
raised
by
CCS,
which
was
the
city
hired
fundraising
company.
We
spent
almost
$800,000
funding
on
behalf
of
the
citizens
of
Evanston.
In
fact,
CCS
raised
ten
point
three
million
dollars
at
the
time
of
their
final
report,
which
was
December
of
2017.

That
is
effectively
the
date
that
the
Friends
of
Robert
crown
took
over
fundraising
to
this
very
moment
and
I
just
emailed
all
of
you,
the
link,
the
Friends
of
Robert
crown
website
is
still
promoting.
The
city
of
Evanston
is
only
responsible
for
ten
million
dollars
towards
the
project
tour,
so
you
knew
Robert
crown
project,
libraries
responsible
for
2.5
and
other
donations
and
pledges
for
17.5.

So
that's
been
on
the
website
for
I
believe
years,
probably
three
years,
and
it's
still
there
today
tonight,
Friends
of
Robert
crown
have
been
promoting
a
false
narrative
for
years
now
that
there
is
a
fight
now
that
there
is
finally
years
late,
a
memorandum
of
understanding
with
the
friends,
albeit
terribly
fault,
flawed
MOU,
the
city
of
Evanston,
is
even
more
liable
for
the
false
narratives,
quoting
from
the
CCS
report.
The
filed
report
as
a
managing
agent
of
the
project,
the
city
of
Evanston,
has
the
fiduciary
interest
in
ensuring
that
all
financial
matters
are
handled
accurately.

The
city
and
the
friends
have
entered
into
a
memorandum
of
understanding.
This
was
set
back
in
2017.
That
didn't
occur,
as
you
know,
and
he
told
several
weeks
ago
whereby
the
city
will
provide
certain
administrative
functions
for
the
friends.
It
goes
on
to
say
that
the
city
is
going
to
do
the
banking,
the
bookkeeping,
the
financial
statements
to
book
the
record-keeping
and
pledge
tracking,
fundraising
reports,
invoices
and
reminders,
none
of
which
the
city's
has
done.

Recently,
the
city
lost
our
esteemed
director
of
Health
and
Human
Services
ovando,
Thomas
Smith,
and
the
position
has
been
filled
by
mr.
Ike
Obie
during
this
transition
and
when
there
is
always
consideration
to
reorganize
functions
and
Health
and
Human
Services.

Let
me
share
with
you
several
pieces
of
recent
information
to
demonstrate
how
important
public
health
is
to
our
wonderful
community
from
the
mental
health
perspective.
Evanston
is
experiencing
a
dramatic
spike
in
suicides
pertaining
to
communicable
diseases.
Sexually
transmitted
diseases
are
rising
dramatically
in
Evanston.
A
rate
of
chlamydia
gonorrhea
has
gone
up
steadily
since
2013.
According
to
most
recent
reports.
Even
worse,
our
rates
of
syphilis
are
second
only
to
Chicago
among
health
departments
in
Cook
County
and
among
the
highest
in
the
u.s..
Moreover,
with
legitimate
concerns
about
measles
Salmonella
disaster
preparedness,
we
have
to
be
vigilant.

These
public
health
problems,
along
with
obesity
and
diabetes,
aren't
going
away,
so
it
is
imperative
that
we
maintain
a
strong,
fully
certified
health
department
with
the
full
complement
of
professional
staff.
Evanson
was
the
first
certified
health
department
in
the
state
of
Illinois.
Our
health
Advisory
Council
will
continue
to
support
the
city
and
the
new
leadership
of
HHS
to
keep
Evanson
healthy
and
prosperous,
but
I
ask
you,
please
commit
to
upholding
our
public
health
capacity
and
the
full
certification
of
the
health
department.

City
Council
members,
hi
alderman,
Murray
Simmons,
my
husband
and
I,
are
homeowners
at
1910
Wesley
Avenue
in
the
5th
Ward.
We
want
to
express
our
support
of
Alderman
roof
Symons
proposal
tonight
to
rezone
areas
of
the
fifth
Ward,
including
our
block
bounded
by
Emerson
and
foster
between
Jackson
and
Wesley.
We
recently
became
aware
that
a
West
Evanston
master
plan
was
approved
by
the
city
in
2007,
and
changes
in
zoning
were
recommended
at
that
time,
revisiting
those
recommendations
and
revising
current
zoning
based
on
the
neighborhood's
evolution.
Q
That's
that
our
neighborhood
is
still
zoned
for
five-story
buildings
is
an
oversight
after
the
recommendations
made
in
2007
and
speaks
more
to
the
neglect
of
the
fifth
Ward
than
its
current
needs.
We
move
from
Chicago
in
part
to
escape
urban
density.
We
love
being
this
close
to
downtown
Evanston
and
still
having
a
suburban
feel.
Q
We
love
having
a
mixed,
balanced
mix
of
single-family
and
multi-family
units
accommodating
many
diverse
neighbors
and
incomes,
and
having
access
to
so
many
resources
without
sacrificing
adequate
parking
and
green
space.
Our
five
scale
density
is
a
threat
to
all
these
things
that
make
our
neighborhood
and
Evanston
gem
buying
in
this
neighborhood
is
an
investment,
my
neighbors,
my
spouse
and
I
made
in
the
fifth
Ward,
and
we
don't
want
to
see
that
investment
squandered
by
developers
wanting
to
maximize
profits
without
considering
the
long
term
and
very
local
ramifications
of
over
scale
construction.

Please
know
we're
pro
development,
but
any
new
development
should
maintain
the
integrity
of
our
neighborhood
and
not
come
at
the
expense
of
what
makes
it
a
great
place
to
live.
We
feel
our
five
scale.
Construction
in
our
back
yards
would
change
our
quality
of
life
for
the
worst.
We
don't
want
to
live
in
the
little
in
the
literal
shadow
of
hulking
five-story
buildings
and
we're
concerned
about
any
increase
in
density,
noise
and
traffic.
That
development
on
that
scale
would
certainly
bring
rezoning
will
hopefully
help
prevent
that
from
happening.

One
I
should
say
many
times
asking
you
to
increase
the
extended
to
extend
the
parking
near
the
EAC
of
incentive,
let
it

my
wife

exercise

give
us
a
ticket
in
the
middle
of
our
shower,
because
we
don't
finish
in
two
hours.
Being
able
to
extend
for
two
three
hours
seems
like
a
very
minor
request
and
it
seems
to
be
ignored

it
seems
like
it's
a
very
difficult
thing
to
do.

said
there
was
three
hour
parking
somewhere
nearby
and
I
said
where,
and
they
didn't
know
simple
request.

the
next
one
is
actually
the
one
that
got
me
to
come
here.
While
I
was
sitting
at
the
EIC
I
was
reading
an
article
in
the
daily
Northwestern,
where
they
were
quoting
you
mayor
regarding
being
an
early
adopter
of
recreational
marijuana
in
Evanston
and.

Not
long
ago,
a
young
woman
came
around
doing
some
lectures
a
neuroscientist
and
by
listening
to
