evanston
city
council.
The
first
item
on
the
agenda
is
the
mayor's
public
announcements
and
proclamations
and
even
more
important
than
the
global
award.
If
we
won
is
the
fact
that
alderman
burst,
I'm
not
going
to
start
crying
is
leaving
us
and
alderman
burris
in
trying
to
find
someone
to
replace
you.
I've
gotten
letters
from
your
award.
I've
had
people
come
in
and
talk
to
me.
I've
gotten
emails
and
you're
pretty
hard
to
replace.

Well,
I
remember
colleen
being
on
the
planned
commission
and
I
never
really
thought
much
of
her
decisions
there.
I
remember
the
tower,
I
remember
a
few
other
things,
but
the
night
she
got
elected.
She
came
to
my
house
and
I
I
just
thought
there's
something
about
her,
that
isn't
all
bad,
and
so
I
gave
her
a
chance
and
it
turned
out
that
she's,
probably
one
of
my
favorite
people
ever.

And
we'll
be
okay,
we'll
be
okay,
colleen,
we
share
a
birthday,
we
haven't
shared
a
lot
of
votes,
but
we
have
shared
many
votes.
There
have
been
some
some
great
ones
that
we've
diverged
on,
but
it's
always
been
an
interesting
discussion
and
it's
been
a
pleasure
for
me
getting
together
with
you
at
least
once
a
year
in
july,
with
wally
to
celebrate
our
our
common
birthdays,
and
I
think
we
met
in
leadership
evanston.
You
were
a
program
participant.
I
was
running
that
program
and
it
was.

knew
right
away
that
you
were
going
to
be
the
right
person
for
the
job
and
was
just
delighted
when
I
learned
that
you
were
going
to
stand
for
elections.
So
thank
you
for
doing
it
twice.
Thank
you
for
being
a
public
servant.
You
know
what
it
takes
to
stand
for
election
and
you
know
what
it
takes
to
take
your
turn
in
this
job
and
it's
been
interesting
and
it's
been
a
pleasure
serving
with
you.

actually

going

speak
on
a
very
personal,
serious
note,
but
when
I
was
going
through
some
personal
problems
a
few
years
ago,
you
were
pretty
much
the
only
one
that
sort
of
became
aware
of
that,
and
at
least
the
only
one
who
confronted
me
periodically,
you
would
check
in.
Are
you
okay?
What's
going
on
in
your
life,
and
I
you
didn't
do
any
more
than
that,
because
I
didn't
ask
for
any
more
than
that.

fact,
I
tried
probably
to
avoid
you
at
times
for
that
reason,
but

and
other
reasons,
but
you
know
it
was.
I
will
always
remember
you
and
love
you
for
that,
because
you
were
there
if
I
needed
you

you're
part

made
me
finally
realize
I
had
to
get
help,
and
so
you've
been
in
my
corner
on
that
and
I
really
liked
it.

plan
commission
as
well,
but
I
remember
sitting
beside
you
at
the
library
at

we
were
running.

think
in
209,
and
I
thought
this
lady,
but
anyway
we
we
did
come
to
terms
with
each
other
in
terms
of
learning,
and
I
think
that's
one
of
the
things
that
as
people
get
ready
to
come
on
the
council,
it's
all
about
relationships
and
how
you
establish
those
and
it's
work.

knew
then
that
we
had
solidified
this
relationship
and
I
am
going
to
miss
you.
I
miss
your
questions
because
you
always
have
the
question
and
that
is
so
important,
not
that
I
always
agree
with
it,
but
you
always
ask
it
and
I
think
that
that's
important,
so
you
will
be
missed
for
that.
For
me,.
I
And
colleen
we
went,
we
met
when
we
were
candidates
way
back
and
yeah.
That's
right!
That's
right!
We
really
want
to
do
this.
We
really
want
to
do

that's
really
what
it
boils
down
to
is
that
we
really
want
to
do
this.
I
I
know
that
we
still
have
a
lot
of
work
to
do
as
a
community
in
a
lot
of
ways,
but
the
mayor
is
going
to
work
hard
to
find
somebody
to
at
least
fill
one
of
your
shoes
and
and
keep
that
moving
forward.
But
in
addition
to
the
work
and
the
accessibility
and
you're
willing
to
talk
about
thing,
your
willingness
to
talk
about
things
at
all
times,
even
when
we
didn't
agree,
you've
also
been
a
good
friend.

a
lot
of
people
don't
realize
is
that
the
way
the
deus
is
set
up
here
in
the
semicircle
colleen
and
I
look
at
each
other
all
the
time.
So
when
we're
talking
we're
looking
at
each
other
and
so
what
I'll
usually
get
is
either
some
approval,
occasionally
some
disapproval
like
or
but
it's
always
been
a
very,
very
interesting,
an
interesting
dynamic
one
that
I've
appreciated
very
much.
I
wondered
a
few
weeks
ago
when
I
saw
colleen
and
I
was
thinking
to
myself-
I've
never
seen
colleen
happier
it's
just
every.

She
was
smiling
and
bouncing
and
being
just
looking
like.
She
had
the
the
world
by
by
a
string,
and
I
I
hope
that's
the
way
you
feel
about
where
you're
going
and
what
you're
going
to
be
doing.
You've
had
a
lot
of
personal
changes
in
your
life,
all
of
which
are
happy,
and
I
think
all
of
us
are
really
really
glad
about
that.

I
haven't
voted
a
lot
together,
but
I
think
when
we
do
and
when
we
have
conversations,
I
think
there's
a
lot
of
respect
there,
and
I
want
you
to
know
that.

really
value
your
personal
integrity
and
your
honesty
and
I
think,
there's
a
bravery
there
that
is,
is
not
connected
with
political
expediency
and
that's
that's
really
important.
It's
really
important
because
it
shows
at
the
core
there's
a
real
person
there
and
it's
a
person
that
I
respect
very
much
as
I've
told
you
many
times.

like
you
just
we
don't
vote
vote
the
same
way,
but
but
I
will
miss
you
on
that
side.

miss
the
either
the
nods
or
the
frowns
or
whatever
goes
along
with
that,
but
I
really
value
your
your
participation
on

council
and

truly
you'll,
be
missed
by
everyone.

say
before
we
get
into
the
meeting
that
it's
very
important
to
know
that
the
reason
colleen
is
leaving
is
because
of
an
amazing
acknowledgement
of
her
her
brilliance
and
her
genius
really
in
the
area
in
her
field
and
princeton
reached
out
across
the
country
and
found
her,
and
I
think
that
we're
all
very
proud
to
know
you
thank
you,
and
I
think
it's
also
important
to
say
that.
Can
we
interpret
that
for
sure
okay
could
colleen's
fair?

wrote
this
out
and
and
because
at
the
end
it's
not
going
to
be
good
I'll,
be
a
mess,
as
you
can
imagine.
The
decision
to
move
away
from
evanston,
thus
resigned
from
being
the
ninth
alderman,
was
a
very
difficult
choice
for
me.
Leaving
many
trusted.
Colleagues-
and
I
thank
you
all
for
your
very
kind
kind
and
honest
words
forever
expect
nothing
less
from
all
of
you,
the
talented
city
staff.

Oh
my
gosh,
I've
become
friends
with
many
of
you
and
respect
what
you
do
and
the
very
supportive
residents
of
the
ninth
ward.
So
this
all
is
very
melancholy,
exciting
for
me
professionally,
but
but
very
sad.
On
another
note,
I've
had
the
privilege
to
serve
the
city
of
evanston
for
really
nine
years,
three
years
on
the
planned
commission
and
six
years
as
an
alderman.

So
basically
my
entire
forties,
bob
seidenberg
said
I
was
50
in
an
article,
nobody
not
till
july.
So
some
someone
came
running
in
my
office.
You
turned
50
when
I'm
like
bob
seidenberg's,
a
lot
of
trouble
anyway,
still
49..

I'm
most
grateful
really
to
the
ninth
ward
residents
to
embrace
my
common
sense,
direct
approach,
because
I
realize
my
style
is
not
for
everyone,
but
the
ninth
ward
residents
got
it
and
I
will
always
be
thankful
for
that,
because
when
votes
happened
I
would
get
not
happy
emails
from
other
parts
of
the
community.
The
ninth
ward
residents
always
sent
yes
you're
on
the
right
track.

You're
doing
the
right
thing,
you're
voting
the
way
we
want
you
to
vote
and
that
made
all
the
difference
in
being
able
to
come
up
here
and
take
a
lot
of
hits
a
lot
of
nights.
So
thank
you
to
all
the
residents
that
voted
for
me
twice.
So
I
really
appreciate
that,
despite
the
ups
and
downs
and
turbulence
of
evanston
government,
I
will
always
remember
my
time
on
this
council
fondly
and
proudly
we
accomplished
a
great
deal
as
alderman
wilson
has
said,
and
made
substantial
positive
changes
over
the
past
decade.

will
miss
the
debate
and
deliberation
of
this
body
while
we've
had
some
great
arguments
and
we've
gotten
a
lot
done.
It's
challenged
me,
intellectually
and
personally,
I
give
a
lot
of
thought
to
what
you
all
say,
believe
it
or
not,
and
I
have
a
lot
of
sleep
this
night,
sleep
nights
after
council
meetings,
as
my
husband
will
attest,
we'll
wake
up
and
say:
how'd
you
sleep,
I'm
like
I
had
consult
last
night.
You
know
how
I
slept.
I
didn't
sleep,
so
thank
you
for
your
service
to
the
special
community.

It's
not
easy,
but
it
is
rewarding.
You
all
put
in
a
whole
whole
lot
of
time.
I
know
I'd
be
remiss
without
a
few
thank
yous.

hansen

suggesting
I
run
for
alderman
she's,
a
great
friend
and
a
colleague
my
husband
still
won't.
Forgive
you

city
staff
have
stretched

abilities

he's
encouraged.
Creative
thinking

innovation.
He's

transformational

organization

think
it
needs
to
be
recognized.

know
we
do
it
on
a
daily
basis,
but
the
community
needs
to
know
he
is
steering
us
in
a
great
way.
We
give
him
advice
and
he
makes
it
happen.
We
are
so
lucky
every
day
to
have
him
mayor
tisdale.

leadership,
particularly
supporting
the
city's
efforts
toward
fiscal
responsibility,
ensuring
that
the
city's
concerns
are
heard
by
elected
officials

washington
and
springfield.
No
one
else
could
do
it
as
well

out

you
tell

all
you
know,
come
to

we
get

your

I

entire
council
and
the
entire
community
want
it.

hard
fought,
lots
of
communities
tried
to
do
this
and
in
the
end
we
beat
seattle
and
cleveland
to
win
as
the
best
city
for
green
practices
in
the
united
states
of
america,
and
that
is
no
small
feat.
So

congratulations

this
council
and
to
citizens
for
greener
evanston
and
to
the
entire
community,
because
that's
who
won
it?
We
love
evans.

jay
and
that's
that
we
didn't
win.
We
came
close,
but

we
this
this
one
is
more
significant,
because
this
is
for
green
practices
and
having
been
in
south
korea
and
in
china.
People
are
wearing
masks

faces

be
able
to
breathe
the
air.
So
this
is
an
important,
very
critical
issue
for
all
of
us.
So
my

to

entire

I

talk

our
city's
evanston's
cleanup,
cleanup,
evanston
community
members
are
invited
to
participate
this
event
in
honor
of
earth
day
and
arbor
day
on
saturday
april
25th
from
9
a.m
to
11
a.m.

This
year
there
will
also
be
mulching
and
tree
planting
plantings,
led
by
the
evanston
tree
keepers
in
honor
of
earth
day
and
arbor
day
at
both
the
lad,
arboretum
and
lovelace
park.

The
10
sites
include
robert
crown
park
elliott
park
at
the
lakefront
lad,
arboretum
cayman
east
park,
the
lakefront
burnham
shores
james
park
mason
park
centennial
park
at
the
lakefront
dawes
park
at
the
lakefront,
as
well
as
lovelace
park.

Volunteers
should
look
for
large,
clean
up
evanston
signs
as
well
as
city
public
works
vehicles
to
pick
up
their
green,
refuse
bags
and
gloves
at
each
of
the
cleanup
sites
and
on
a
couple
of
related
events.
On
that
same
day
same
time,
evanson
township
high
school
is
partnering
with
the
kiwanis
club
of
evanston
to
hold
their
sixth
annual
earth
day.
Cleanup
event
on
april
25th
as
well.

Student
and
community
volunteers
can
meet
at
the
dodge
avenue
entrance
of
eths
starting
at
9
a.m,
and
will
focus
primarily
on
areas
in
the
city's
second
and
fifth
wards
interested
community
members
can
contact
eths,

at

to
sign
up,
or
they
can
just
show
up
the
west
end.
Business
district
cleanup
is
also
be
holding
their
annual
spring
cleanup
event
and
are
encouraging
residents
in
their
area
to
join
them
on

25th

walk
through
the
neighborhood.

pick
up
litter
and
then
gather
at
irmco
afterwards
for
refreshments,
interested
residents
should

This
almost
seems
like
it's
getting
repetitious
for
the
31st
year
in
a
row,
city
of
evanston
has
been
awarded
for
the
tree
city,
usa
for
2014..
L
We
are
still
in
the
top
10
cities
in
the
state
for
receiving
this
water
for
consecutive
years.
We
continue
to
make
improvements
to
our
urban
forestry
program
year
after
year,
in
2014
was
no
exception.
L
Our
dedicated
staff
has
been
able
to
maintain
the
elm
injection
program
by
completing
over
200
injections
last
summer
in
all
of
our
parks,
while
a
local
contractor
injected
one
thousand
five
hundred
three
trees
throughout
the
city
which
kept
our
dutch
elm
disease
losses
last
year
to
one
percent
of
the
overall
elm
population,
forestry
staff
also
trimmed
nearly
1
000,
parkway
trees
and
unfortunately
had
to
remove
over
over
600
trees,
mostly
due
to
emerald
ash
borer
new
parkway
tree
plantings
increased
to
over
500
in
2014,
and
that's
for
a
couple
of
reasons.

We
implemented
a
replant
express
program
that
allows
residents
to
directly
pay
for
their
new
parkway
tree
and
have
it
planted
during
the
next
planting
season,
rather
than
waiting
the
typical
now
two
years
to
get
a
new
tree,
and
the
second
is
the
I
heart,
evanson
trees,
fundraising
efforts
that
solicited
donations
specifically
to
purchase
and
plant
new,
more
new
trees.
These
two
efforts
generated
nearly
fifteen
thousand
dollars
in
additional
funding
which
went
directly
into
our
tree,
planting
efforts
and
so
far
in
2015.
Both
of
these
programs
have
shown
a
strong
support.

Already
this
year,
evanston
has
also
received
the
tree
city,
usa,
growth
award
for
the
14th
year,
and
this
award
is
for
communities
that
go
above
and
beyond
what
the
requirements
of
the
tree
city.
Usa,
there's
excuse
me.
The
city
received
this
growth
award
based
on
two
activities
that
took
place
in
2014..

The
second
activity
that
helped
us
achieve
this
growth
award
was
the
completion
of
a
gis
based
tree
inventory
of
all
of
our
public
trees
on
on
city
property.
Based
on
this
inventory,
we
have
between
planting
sites
and
trees.
Thirty
four
thousand
and
two
hundred
trees
and
planting
sites
city-wide.

would
like
to
thank
the
mayor
and
the
city
council
and
city
manager
bob
kowitz,
especially
for
your
continued
support
for
our
urban
forestry
program,
as
well
as
all
the
hard
work
of
my
staff.

of
these
awards
would

been

us
working
together
and

sorry,
we
got
a
little
bit
out
of
order,
but
the
night
wouldn't
be
complete
and
if
the
staff
didn't
get
a
have
a
chance
to
talk
about
a
list
of
memorable
moments
with
alderman
burris,
so
I
asked
them
to
put
together
a
few
a
few
memorable
moments
but
seriously.

On
a
more
serious
note,
I
will
just
tell
you
that
the
staff
would
like
to
thank
alderman
burris
for
all
of
her
years
of
service,
her
direct
style
of
communication,
offering
praise
when
earned
and
criticism.
When
deserved.
We
appreciate
it.

I
checked
out
a
lot
of
the
newspapers
today
and
I
heard
comments
such
as
fiscal,
hawk
or
conservative,
and
I
would
amend
that
characterization
to
state
that
alderman
burris
from
a
staff
perspective
was
all
about
transparency
with
what
we
were
doing
and
efficiency.

One
of
my
favorites,
you
shouldn't
let
the
cfo
do
a
part
of
this
speech,
because
we
I
heard
so
many
of
you
say
you
didn't
always
agree
with
some
of
her
votes.
I
can
say
we
always
agreed
on
the
debt
votes.
It
was
very
interesting
that
alderman
burris
voted
for
every
bond
issue
and
at
every
time
said
we
should
not
be
issuing
debt,
but
she
realized
how
much
we
needed
to
do
for
our
capital
program.
So
I
know
that
all
of
the
capital
staff
managing
projects
appreciated
your
support
in
all
of
those
areas.

Harley
clark
is
coming
back,
it's
coming
back
and
what
is
the
transition
plan
here?
Wally's
plan
is
to
possibly
board
the
building.
Up.
On
sunday
there
were
hundreds
of
community
members
at
harley
clark,
because
the
art
center
had
an
open
house.
Artists
were
in
the
studios,
children
were
in
the
classrooms,
activities
were
occurring
throughout
the
building,
and
the
city
was
there
because
it
provided
tours
to
the
residents
who
wanted
to
tour
the
building
to
understand
the
condition
of
the
building
better.

Since
no
tour
had
been
set
up,
this
building
works
as
a
community
center,
since
it
complies
with
similar
usage
and
functions
as
the
arts
center,
and
it
meets
the
zoning
tonight.
I'd
like
to
ask
this
council:
why
would
you
approve
nine
hundred
thousand
dollars
for
a
fog
house
renovation
in
the
capital
plans
of
the
park
department
when
you
have
a
building
that
has
classrooms?
You're
gonna
spend
nine
hundred
thousand
dollars
on
minimal
square
footage
for
fog
houses
right
next
to
harley
clark,
it's
very
interesting
how
this
place
is
working.

Also,
having
toured
that
building
and
went
up
to
the
attic
space,
we
looked
at
the
roof
under
structure
the
roof
it's
dry
very
little
is
wrong
with
it.
Nothing
really
the
building's
structurally
sound-
and
this
is
from
someone
who's
worked
as
an
engineer
and
an
architect
for
many
years.
Yes,
the
building
does
need
work.
Of
course
it
does.
It's
got
old,
mechanicals
and
electricals
and
other
things
that
need
to
be
looked
at,
but
the
fact
is,
the
community
can
use
this
building
and
people
can
use
it
tonight.

Also,
I
want
to
get
off
the
because
the
issue
is
money,
we're
going
to
probably
you're
going
to
approve
1571
maple,
but
I've
done
some
foia
ing
on
this
thing
and
realized
the
city
is
going
to
lose
5
million
dollars.
So
as
we
lose
more
and
more
money
here,
when
we
do
these
deals,
just
keep
in
mind,
we
don't
have
money
for
harley
clark.
My
analysis
pretty
much
showed
that
basically
you
you
spend
sixty
dollars
a
month
to
rent
a
sp
to
actually
operate
a
space
and
you're
gonna
get
85
a
month,
not
including
capital.

It
was
being
worked
on
to
be
a
like
history,
museum,
the
people
that
was
working
and
doing
the
prepare
works
and
stuff
on
the
bill
was
not
professional
people.
So
the
building
sat
there.
Then
the
city
made
a
decision
to
well.
We
will
have
to
do
something
with
the
building
which
is
correct.
You
sold
it
to
the
evanston
north
shore
contracted
cooperative
cllc
for
a
dollar,
and
you
gave
them
a
timeline
to
finish
the
work
it
was
february
2015..

Then
it
came
to
light
that
hey
these
people
are
not
in
compliance
with
that
agreement.
Just
like
the
city
was
the
community.
Wasn't
the
community
didn't
have
the
skill
to
maybe
the
nowhere
all
and
everything
here
you
have
contractors
and
things
they're
supposed
to
be
professional
and
know
this.
They
had
a
purpose.

They
are
saying:
well,
they
hope
to
do
this,
but
it
would
be
at
some
other
location
who
is
going
to
pay
for
that
other
location.
So
I
don't
think
we
should.
What
I
think
should
happen
in
all
fairness
to
the
community.
Is
that
you
take
the
building
back
and
do
and
sell
it
on
the
open
market
for
money
that
we
can
put
into
the
general
funds
that
will
help
us
meet
our
debt,
because
each
day
we
hear
about
money
that
the
city
is
losing
according
to
marty
lines,
it
might
not
be
a
million
dollars.

certainly
communities
experimenting
with
reducing
or
eliminating
parking
requirements
in
transit-rich
environments,
while
some
parking
reduction
for
15
17-1,
the
1571
maple
project
may
be
appropriate.
Is
it
really
necessary
to
demonstrate
that
evanston
is
progressive
community
by
eliminating
the
on-street
parking
requirement
entirely?

is

that
there's

real
vision
to
keep
our
lakefront

black
part
of
the
area
is
the
parkland
for
harley
clark,
and
this
is
a
whole
lakefront
site
that
would
be
very
