B
A
Have
a
quorum
welcome
to
the
Monday
April
10th
meeting
of
the
evanston
City
Council.
First
item
on
the
agenda
is
the
mayor's
public
announcements
and
proclamations,
it's
National,
Public,
Library,
Week
april
9th
to
15th,
and
my
congratulations
to
all
the
winners
and
to
everybody
who
ran
for
municipal
government.
Thank
you
all
for
doing
that.
City
manager.
Do
you
have
announcements?
I
do.
C
D
Madeline
decree
here
for
the
Ford
resident
I'm
not
going
to
keep
long
I
just
want
to
say
a
few
things
in
a
way
I'm
glad
the
election
is
over
and
another
way.
I'm
not.
I
think
the
ethic
board
I'm
glad
to
hear
that
we're
meeting.
April
18
is
it
yes.
Thank
you
and
I
just
wish
that
this
could
have
happened
before
April
the
18,
because
we
would
have
really
had
a
lot
of
things
sorted
out
in
this
community
fifth
Ward
and
not
to
mention
first
ward.
D
The
mayor
election
I
think
there
was
a
lot
of
information
out
there.
I
don't
know
if
it
was
true.
The
Turk
I
think
it
touched
on
just
about
everyone
here
almost,
but
that
didn't
get
in
a
complaint
tie
in
there,
but
nevertheless
I
think
it
affects
the
affected.
Many
people
who
voted
by
hearing
things
and
not
clearing
it
up
I
really
do
believe
that
it
could
have
been
different
for
this
election.
Someone
mentioned
that
this
was
the
first
time
that
something
happened
in
this
community,
like
that
I
thought
about
it.
D
I,
don't
think
so
happening
a
lot
back
in
the
days
when
district
65
was
going
on
school
board
council
meeting.
There
was
a
lot
of
action
going
on
here
in
the
past,
and
this
is
one
of
the
reason
why
I
think
I
stayed
here
and
everson
things
may
not
always
be
right,
but
you
can
fight
and
you
don't
give
up
the
fight.
So
I
admire
this
about
ariston.
Even
though
I
think
people
should
listen
a
little
bit
more
to
the
public
to
the
people.
We
are
a
local
government.
D
I.
Remember
when
I
was
Voting
when
we
were
fighting
for
the
school's
the
pasta
school
here
at
shoots,
go
we
stayed
up
12
o'clock
in
the
morning.
I
happened
to
be
in
there
late
as
I
was
so
disappointed
in
this
community,
miss
Peterson
mr.
Stalin
Stalin
or
whatever
his
name
was
they
tried
to
help
I
think
our
Ottoman
can
remember
that,
but
we
didn't
get
the
vote,
but
when
I
was
coming
out,
I'll
never
forget
it.
They
said
the
group
of
people.
D
If
my
life
depended
upon
it,
I
could
not
save
my
life,
but
I
heard
went
out
before
I
open
the
door.
Those
will
never
get
a
foster
school,
it
bothers
me,
it
bothers
me
Ben
and
it
still
bothers
me
every
time
I
pass
shoot
school.
I,
never
forget
that,
and
sometime
I
just
want
to
weep
when
I
come
up
here.
Angry
I
have
a
reason
to
be
angry.
Okay,
I,
don't
always
want
to
show
it
that
way,
but
there's
a
reason.
I.

Next
item

This
is
a
nice
one.
Anybody
want
to
comment
on.
This
should
I.
Take
it
off
the
bill
to
the
consent
agenda.
No
okay,

Madame

We

Could
you
take.
E
The
three
of
the
Board
of
Ethics
new
appointments
are
off
the
consent
agenda,
citizen
police

committee,
James
Gordon
Commission

Public,
Safety,
civil

commission

to
the
Board

Ethics
Calvin
Harris

And
could
you
remove
that?
Please,
yes,
I'm,
sorry
that
is
removed
and
will
be
addressed
by
the
mayor.
I'm,
sorry,
mental
health

Sandra

also
to
the
Public
Safety
Civil
Service
Commission
does

That
concludes
the
consent.
Agenda.
I,
move
approval
and.
G
A
F
F
F
A
I'll
jury
members,
that
is
including
the
one
who
would
be
reappointed.
It
is
traditional
to
reappoint
members
who
have
served
okay.
This
is
for
a
second
term
from
his
house
party
and
okay.
If
you
remove
her,
which
I
had
not
known
you
were
going
to
do,
they
do
not
have
any
possibility
of
a
quorum.
Okay,.
F
I
think
it's,
I
think
it's
just
difficult,
even
in
her
case,
to
just
say
that
she
ought
to
be
and
she
ought
to
be
reappointed.
I
think
this
is
something
that
really
does
need
to
wait
until
the
next
until
the
next
council
is
seated
and
I'm
sorry
that
it's
going
to
take
more
time
but
having
just
been
through
a
a
campaign,
as
many
of
you
were,
and
hearing
a
lot
from
people
in
in
the
city,
they're
very
concerned
about
how
we
make
decisions
and
about
transparency
and
I.
F
This
is
just
not
the
right
thing
to
do.
I'm,
sorry
to
say,
but
it's
it's
better
for
you.
If
I
can
make
that
recommendation
for
you
to
wait
until
the
next
until
the
next
council
I,
just
don't
think
it's
going
to
hurt
anyone
and
I
think
that
it
says
to
the
community
that
we
are
that
that
we
care
about
the
appearance
of
calm
clicks
and
that
we're
going
to
take
every
step
that
we
can
to
ensure
that
there
isn't
any
perception
that
there
is
either
favoritism
or
a
conflict
on
the
council.
G
Well,
when
you
say
it's
not
going
to
hurt
anyone,
dude
I'm
feeling
very
hurt
since
I'm,
one
of
the
people
that
named
in
excellent
name
three
times
so
I
came
on
March
21st
expecting
a
meeting
and
there
wasn't
and
it
was
no
qualms.
This
is
starting
to
remind
me
of
our
national
elections
or
before
that
for
our
Supreme
Court
in
terms
of
a
field
like
the
mayor
is
a
mayor
until
May,
A's
I
believe
and
therefore
will
be
functioning
until
then,
as
we
all
will.
G
F
G
I
You
and
and
I
do
understand
the
point
about
the
appearances,
but
as
ultimate
Holmes
is
indicated,
the
nature
of
some
of
the
complaints
are
with
regard
to
endorsements,
the
incoming
mayor,
who
had
a
lot
of
endorsements,
as
we
all
know.
So
I
think
it's
and
that's
the
mayor's
job,
so
whoever
the
mayor
is
is
going
to
have
to
make
these
appointments
and
I.
Think
in
balancing
those
things
out.
There
was
a
lot
of
social
media
information
in
the
community,
a
lot
of
things
that
just
simply
weren't
correct.
I
So
unfortunately,
we
had
a
lot
of
perceptions
that
just
simply
weren't
true.
So
when
you
try
to
take
that
out
of
the
equation-
and
you
look
at
the
fact
that
this
appointment
process
is
an
open
process,
the
individuals
have
been
identified,
I
think
at
least
one
local
press
outlet
published
information
about
some
of
the
appointees.
So
the
information
is
available
to
anybody
who
might
have
concerns
and
as
far
as
I'm
aware,
we
haven't
received
any
concerns
about
the
actual
appointment,
so
it
give
it.
You
know,
balancing
all
those
things
out.
E
I
alderman
Fisk
I,
you
know
for
the
appointments,
I
think
you
should
you
might
as
well.
Let
it
go
to
a
vote,
but
I
think
you
should
absolutely
withdraw
your
objection
to
the
reappointment
of
calda
harris
hardy
this.
This
is
a
reappointment
and
there's
there's
really
no
justification
under
any
circumstances
to
to
withhold
that
reappointment
and
if
anything
should
go
wrong
and
the
others
aren't
appointed
or
approved
tonight.
E
The
the
committee
has
an
obligation
to
meet
and
to
have
a
forum
on
the
18th
and
if
they
don't
shame
on
them,
I
can't
imagine
why
they
shouldn't
have
a
forum
after
all
this
controversy.
So
if
nothing
else,
please
withdraw
the
Kelda
harris
hardy
Hardy,
it's
a
reappointment.
The
woman
has
been
serving
and
serving
and
serving,
and
it
if
it
hadn't
happened
that
her
her
term
was
up
now
she
would
still
be
serving,
and
the
mayor
would
still
be
on
before
the
Ethics
Committee
just
coincidence,
Thank.
J
I
I'll
morena
I
think
you
made
the
point.
I
was
going
to
make
that
ultimate
risk.
If
the
meeting
had
actually
taken
place
on
the
date
that
they
were
unable
to
mean
a
quorum.
All
of
those
people
who
had
who
were
on
the
Board
of
Ethics
had
been
appointed
by
the
mayor,
and
so
what
is
the
difference
here
and
also
all
of
those
people
who
are
on
the
board
of
ethics
have
been
approved
by
every
single
member
of
the
City
Council.
J
So
at
some
point
we
have
to
believe
that
our
Board
of
Ethics
can
act
independently
and
so
I
think
that,
as
alderman
home
said,
this
is
you
know:
you're
you're
you're,
making
this
found
you.
So
this
has
to
wait
until
an
entire
other
council
needs
to
vote
on
these
things,
because
if
you
think
that
there
is
a
potential
for
a
conflict
of
interest
in
appointment,
then
none
of
us
should
vote
on
these.
J
So,
and
because
of
the
potential
that
one
of
us
might
have,
someone
lodge
an
ethics
complaint
against
us
and
I
mean
obviously
that
can't
be
what
that
cannot
be
viewed
as
a
problem,
because
then
the
Board
of
epochs
structure
would
not
be
what
it
is.
So
I
think
that
your
argument
is,
it
doesn't
hold
water
and
I.
Think
that
you
should
withdraw
your
objections
to
all
three
of
these,
and
if
the
Board
of
Ethics
is
appears
to
be
operating
with
any
impropriety,
then
though,
there
will
be
consequences
for
that.
K
Possessive
being
late
actually
agree
with
all
the
roof
is
going
to
to
ethics.
Ports,
appointments
I
should
know
one
of
them
personally
and
I
know
that
he's
campaign
manager
for
an
incoming
Alderman's
campaign.
So
it's
not
just
about
getting
this
one
instance
or
whatever
is
currently
pending
before
the
board
resolved
it's
about
having
a
good
process
going
forward
for
the
remainder
of
these
individuals
terms.
So
to
just
say,
we
have
to
get
this
done
because
there's
it's
hanging
over
people
isn't
a
good
enough
argument.

E
J
I
have
one
quick
item:
I
had
a
resonant
contact
me
yesterday,
whose
daughter
had
been
nearly
hit
by
a
drone
that
was
being
flown
in
one
of
our
playgrounds
and
I'd
like
there
to
be
I'm,
making
a
reference
to.
Perhaps
the
plan
commission
about
an
ordinance
about
flying
drones
in
playground,
areas
I,
understand,
Chicago,
has
an
ordinance,
and
so
does
winnetka.
So
I'd
like
to
find
out
what
those
other
communities
have
and
what
type
of
regulation
we
might
need
to
have
in
our
parks
and
playgrounds.
Thank.
