Twenty
fourth
meeting
of
the
Evanston
City
Council
first
item
on
the
agenda
is
the
mayor's
public
announcements
and
proclamations
and
I
have
an
announcement
at
several,
but
one
is
very
exciting.
That's
I
am
presenting
the
key
to
the
city
to
Dino
robinson
and
I'm
going
to
read
about
Dino,
because
I
even
learned
some
things
about
you
Dino
that
I
didn't
know
in
Dino's
early
efforts
in
recording
local
history
between
1995
and
2002.
A
During
this
time,
Dino
began
forming
community
relationships
throughout
the
North
Shore
from
Evanston
north
to
lake
forest
by
2018,
o
designed
and
introduced
9
traveling
exhibits
for
publications
1,
which
won
a
national
award
and
has
lectured
over
three
dozen
venues
throughout
the
Chicago
metro
area
in
2009,
shorefront
outgrew
its
space
in
a
basement
apartment
unit
and
moved
to
the
family
focus
center.
While
there
Dino
grew
the
archives
from
10
linear
feet
to
75
linear
feet,
researchers
began
to
utilize
its
holdings
on
a
regular
basis
in
2010.
The
original
shore
for
Journal
ceased
publication.
A
After
35
consecutive
issues
with
Dino's
work,
the
shore
front
board
reimagined
how
the
journal
can
move
forward
in
2012,
the
journal
was
introduced
online,
reaching
a
broader
audience
between
2010
and
2013
shorefront
formalized
the
shore
front
board
of
advisers
in
the
honorary
board,
with
a
broad
network
shorefront
focused
on
its
new
initiatives
under
three
core
ideas:
collect
preserve,
educate,
Dino
began
working
with
a
chicago-based
group,
the
Black
metropolises
research
consortium
and
eventually
became
a
board.
Member
of
that
organization
between
2013
to
present
Dino
has
lectured
on
a
national
level
tying
in
local
history.
A
With
a
message
of
communities
controlling
their
own
narrative,
Gino
has
spoken
at
northwestern
UCLA
University
of
Michigan.
The
schomburg
center
for
research
in
black
culture
and
recently
was
asked
to
be
part
of
an
advisory
team
at
the
Radcliffe
Institute
for
Advanced
Study
at
Harvard.
In
addition,
Dino
has
partnered
with
organizations
throughout
the
nation
highlighting
the
importance
of
local
archives
and
that
it
remains
in
the
control
of
the
communities
it
resides
in
Dino's.
A
Work
in
the
field
of
community
archives
has
placed
the
city
of
Evanston
within
a
national
and
global
dialogue
in
archiving
the
history
of
african-american
communities.
Such
dialogue,
with
specific
mention
of
the
activities
of
shorefront,
has
come
up
in
symposiums
in
California
Louisiana,
Florida,
New
York,
and
in
archival
and
human
rights
symposiums
in
South,
Africa
and
Europe,
and
he's
a
heck
of
a
nice
guy.

daughter

has
been
instrumental
in
their
early
stages
of
shorefront
she's,
with
my
professional
labeler,
and
if
you
went
to
any
of
our
fundraisers,
she
was
working
the
door.
She
grabbed
all
your
money
very
good
at
it.

you're
a
non-profit,
you
need
some
help,
she
can
grab
the
money.

Twenty
thirty
to
twenty
ninth
is
National
Volunteer
Week.
However,
on
april
twenty
second,
we
held
our
cleanup
evanston
and
we
had
over
300
participants
who
were
able
to
go
to
over
a
dozen
sites
want
to
say
15
sites
throughout
Evanston.

The
weather
was
perfect
and
everyone
who
participated
had
a
wonderful
time
and
they
were
able
to
register
through
our
revamped
volunteer,
evanston
org
website,
and
I
want
to
this
week
remind
those
who
are
looking
for
opportunities
to
volunteer.
If
you
go
to
volunteer
Edison
org,
you
will
find
/
79
agencies
with
close
to
a
little
bit
over
30
active
activities
today
available
for
any
person
from
minors
to
seniors
we're
always
looking
for
volunteers
to
come,
unto
the
community
to
give
their
time
from
skilled
labor
to
just
being
a
friend.

a
wonderful
opportunity
to
remind
you
on
to
community
volunteer
evanston,
and
hopefully
we
continue
to
grow
right.
Now
we
have
over
a
thousand
members
volunteering
on
our
site
and
will
love
to
see
that
number
grow
over

course
of
the
next
year.

happy
to
announce
that
this
is
your
10
of
our
women
out,
walking
that
its
revamped
to
we're
out
walking,
wanted
to
be
inclusive
and
celebrate
our
year
10,
but,
ironically,
down
through
the
years
we've
had
many
men
and
many
children
participate.
You
know,
but
this
time
we're
going
to
intentionally
target
the
whole
family.
So
let
me
give
you
a
little
background.

This
program
was
started
by
jonathan
webb
and
the
charge
of
the
program
to
get
60
women
to
either
decrease
their
stress
sleep
better
and
be
conscious
of
whether
or
not
they
were
moving
or
not,
and
what
we
did
year.
One
was
we
gave
water
bottle,
a
t-shirt
and
a
pedometer,
and
we
targeted
and
wanted
to
challenge
ourselves
to
reach
50
women.
Well,
that
day,
1,500
women
showed
up
and
the
peristyle
room
was
not
big
enough
to
hold
all
the
women
that
showed
up.

So
we
had
a
great
problem
that
we
had
to
address
right
away,
but
that
year
fondest
community
movement.
The
wild
program
is
not
only
a
program
that
challenges
you
to
be
conscious
of
whether
or
not
you're
moving
or
not,
and
increase
your
movement
and
incentivize
you
to
do
so.
We
have
our
community
partners,
our
business
partners,
who
give
us
incentives
to
share
with
the
women
at
surprises.
We
have
Northwestern
University
students
that
compete
amongst
themselves
in
creating
these
teams
for
year
10,
we
thought
we'd
do
something
different.

But
there
was
some
participants
who
have
been
with
us
from
the
inception
of
Wow
all
ten
years
and
they
wanted
to
share
their
perspective
of
how
Wow
has
benefited
their
lives,
because
what
has
made
this
program
so
rich,
robust
and
10
years
long
as
the
stories,
the
stories
of
women
who
are
diagnosed
with
cancer
and
they
use
the
wild
program
to
focus
on
living
and
not
dying
that
they
track
their
steps
to
share
with
their
providers
how,
where
they
were
taking
care
of
their
bodies.
That
were
assaulted
by
a
chronic
health
condition.

It
was
the
stories
of
moms
who
said
this
is
the
only
time
I
teenager
will
talk
to
me
as
when
we're
tracking
our
steps
on
the
lakefront.
So
it's
the
stories
and
the
sense
of
community
that
was
birthed
out
of
this
movement,
and
it
wasn't
about
whether
or
not
you
were
losing
weight
or
losing
dress
sizes
or
pant
sizes.

Hello,
everyone,
I'm
Willie,
Shaw
and
I'm
here
in
support
of
the
women
out
walking
a
program
first
I
want
to
say
that
I
had
been
seeking
for
a
long
time.
Women
that
were
interested
in
walking
and
who
loved
to
walk
outside
I
had
done
that
quite
a
bit
in
the
past,
but
I
was
not
consistent
with
my
walking,
so
I
discovered
women
out
walking
and
they
provided
that
consistency.

For
me,
one
day
a
week,
I
met
here
at
the
Civic
Center
at
lunchtime
and
walk
with
some
of
your
staff,
and
then
we
eventually
got
a
group
going
in
the
eighth
ward,
yay,
eighth
ward,
and
we
walked
three
four
times
a
week,
getting
well
over
our
10,000
steps
in,
and
this
led
to
several
other
benefits
for
myself
and
I'm
sure
for
the
group
as
well.
One
of
the
things
was
a
commitment,
a
value
commitment
and
therefore
being
committed.
I
became
a
more
consistent.

Walker
I
met
a
diverse
group
of
people,
women
there
that
I
probably
would
have
never
met
otherwise,
evanston
always
boast
of
its
diversity
and
in
this
community,
and
this
group
was
actually
diversity
in
action.
The
walking
group
allowed
me
to
get
to
know
a
group
of
women
in
a
real
way.
We
talked
about
every
imaginable
issue
and
it
made
the
walk
so
much
easier
and
so
much
faster.
It
was
just
mere
minutes.

The
walk
allowed
me
also
to
appreciate
more
the
beauty
of
ellingson
evenson.
You
know
we
like
to
drive
everywhere,
even
when
it's
just
around
the
corner.
After
many
years
of
living
here,
I
never
walked
pass
or
enjoy
as
much
of
evanston
sceneries
I
have
participating
in
the
women
out
walking
program.

The
program
has
provided
healthy
eating
classes
that
I
attended,
and
they
were
just
fantastic
I
learned
and
use
many
of
the
recipes
that
were
taught
by
the
various
chefs
that
were
brought
in
and
although
I
walked
and
participated,
I
believe
maybe
three
or
four
years
in
the
Ricky
birdsong
event.
Several
of
the
women
in
our
group
I
decided
to
walk
together
and
we
participated
in
that
last
year
and
I'm
sure
we
will
again
this
year.
And
finally,
I
vonder
mentioned
health
issues.

I
have
some
serious
back
issues
and
the
women
out
walking
program
has
assisted
me
with
that.
I've
been
able
to
curtail
drastically
the
amount
of
time
that
I
spend
with
my
physical
therapist.
You
know
so
it's
just
been
a
fantastic
program
all
around
when
you
think
about
it.
I
encourage
you
to
keep
this
program
going
in
evanston.

Jackson

I've
been
a
member
of
Second
Baptist
Church
here
in
evanston
for
over
30
years
and
I've
been
with
Wow
since
the
beginning,
I
started
a
walking
club
along
with
a
good
friend
Charlene
per
year
at
church.
This
was
many
many
years
ago.
So
we
have
this
walking
club
already
going
when
jonathan
webb
approached
us
about
possibly
joined
during
in
this
new
group
that
he
was
started.
It
was
really
a
no-brainer
because
we
had
the
same
goals,
helping
women,
helping
church
members
to
to
become
more
healthy.

So
we
jumped
on
board
right
away
and
was
we
one
of
the
first
groups
and
churches
to
to
join
Wow
and
over
the
years
we've
had
teams
and
individual
participants
participate
in
Wow
and
besides
starting
the
walking
club,
my
friend
Charlie
and
she
was
already
at
our
end.
She
ran
the
diabetes
program
at
her
job
and
she
held
let
the
Wellness
Committee
at
second
baptist
church.
So
again
it
closed
tie-ins
with
what
we
were
doing
at
church
and
what
wow
wanted
to
start.

So
over
the
years
we
we
haven't
had
teams
every
year,
but
we've
always
had
individual
participants
to
participate
in
Wow.
But
now
because
of
the
while
10th
year
anniversary
we're
getting
the
band
back
together
and
we're
going
to
start
a
second
baptist
team
for
a
while.
So
we're
really
looking
forward
to
it
and
congratulations
well.

Linda
Mathis
I
moved
to
evanston
about
a
year
and
a
half
ago,
and
my
first
experience
with
well
was
last
year.
This
program
motivated
me
to
participate
in
the
Avon
39
walk
against
breast
cancer,
which
I
did
complete
I
just
turned
70
last
month
and
I
strongly
feel
that
whatever
age
you
are,
or
whatever
fitness
level
you're
at
Wow
is
the
perfect
program
for
everyone.

I'm
in
evanston
residence
and
I
teach
at
the
high
school
for
many
many
years
and
I've
been
part
of
women
out
walking
friend
it
from
its
inception
and
I
thought.
The
best
thing
to
do
to
get
myself
out
walking
was
to
actually
volunteer
to
read
a
walk,
because
when
you
tell
someone
that
you're
going
to
be
there,
you
have
to
show
up.
So
that
was
very
exciting
and
we
have
regular
women
out
walking
and
we're
out
walking,
volunteer
wats
on
sunday
mornings
at
eight
o'clock.

south
boulevard
and
chicago
avenue.
Others
in
our
group
also
lead
ones
on
friday
at
five
and
linda
also
things
one
on
wednesdays
at
seven
had
a
main
street
in
chicago
avenue
and
what's
so
powerful
about
that
are
several
things.
One
is
that
you
get
to
know
people
in
your
neighborhood
and
you
get
to
do
things
outside
of
the
walking
and
you
get
to
be
more
civic
minded
and
involved
in
the
community.
You
share
lots
of
things.

was
very
exciting
to
talk
a
lot
about
the
campaign's
that
we're
running
recently
and
our
Ward's
was
very
exciting
to
look
at
the
architecture,
the
infrastructure
of
Evanston,
to
think
about
hey.
What
are
some
of
the
things
that
our
evenson
is
doing,
so
you
would
get
more
active
physically,
you
get
more
active.
You
also
get
more
involved
in
connecting
with
a
wide
variety
of
people
that
you
may
not
necessarily
know
in
your
neighborhood
and
then,
when
there
are
things
that
are
gathered.

example,
the
kickoff
will
be
in
May
twentieth
at
the
high
school
you're,
taking
advantage
of
city
facilities
where
students
are
where
a
lot
of
people
live
in
the
neighborhood.
So
your
community
is
very
involved
in
that
way
and
I
commend
women
out,
walking
and
we're
out
walking.

everyone

be
involved

that
and
go
ten
years

past
six
years

lead
a
walk

The
ladies
have
already
said
pretty
much
everything
but
I
do
want
to
stress
that
women
out
walking
and
participating
in
the
walks
provides
a
profound
sense
of
well-being,
partly
because
we
have
accomplished
something,
partly
because
we
are
interacting
with
people
in
our
neighborhoods,
and
one
of
the
things
that
I
think
is
the
best
about
women
out
walking
is
that
it
is
neighborhood-based.
It
really
is
based
on.

know
a
group
of
women
who
all
live
within.
Let's
call
it
a
four
or
six
block
radius
are
getting
together
and
walking
when
I
started,
walking.
I
did
not
know
any
of
these
women
I
started
corresponding
with
hilda
and
we
walked
separate
walks,
but
we
still
correspondent
with
each
other
and
reported
our
steps
and
over
time
I
have
met.

many
people
and
feel
like
I
have
a
much
better
sense
of
what's
going
on
in
the
community,
and
I
also
have
been
able
to
take
more
action
in
the
community
because
I
have
people
to
talk
about
stuff
with
and
when
you're
taking
a
walk,
that's
two
and
a
half
miles.
It
takes
us
about
45
minutes.
We
can
get
a
lot
of
talking
in
during
that
time.
In
essence,
it
works
out
really
well
anyway.
It's
a
wonderful
program.

public
health
educator
with
the
health
department,
so

talk
about
our
kickoff
event,
which
is
on
May
twentieth
at
evanston,
township
high
school
from
eight
in
the
morning
until
eleven
in
the
morning.
Typically-
and
this
year
is
no
different-
they
took
off
includes
on
local
vendors,
health
and
fitness
demonstrations,
speeches
and,
of
course,
a
walk.
The
walk
will
take
place
around
the
high
school
just
to
kind
of
get.

Everyone
well
started
on
their
steps
as
well,
as
you
know,
motivated
to
start
walking
for
the
summer.
If
they
haven't
already,
you
can
register
at
any
time.
So
registration
is
open.
Now
it's
at
the
city
of
Evanston,
dot,
org,
slash
Wow
and
there
you'll
also
find
our
event
calendar,
which
currently-
or
you
know,
always
updating.
So
we've
added
the
walks
that
are
going
on
now,
as
well
as
events
that
go
on
throughout
the
12
weeks
of
wow.
So
we
have
cooking
demonstrations
that
were
mentioned
nutrition
classes.

just
added
a
zumba
class
today
and
all
of
these
things
are
either
free
or
like
very
low
cost.
For
a
while
participants
and
and
I'd
also
like
to
just
put
out
there
that
if
anyone
would
like
to
lead
a
walk
in
their
neighborhood,
we
have
you
know
like
in
South.
Evanston
were
well
represented
with
walks,
although
we
will
always
take
more
at
different
times
in
different
days,
but
in
other
neighborhoods.

brief,
we're
over
7
million
in
funds
raised
if
we
take
the
full
value
of
the
matching
grant.
That
puts
us

eight

half
million,

that
means
one
and
a
half
million
is
what
is
needed
to
get
us
to
10
million.
So
that's
enough
about
the
dollars
and
that's
in
less
than
a
year
and
so
I
think
that's
a
really
great
effort,
because
we
really
didn't
get
going
until
May
June
of
last
year
with
fundraising.

with
that
being
said,
just
as
far
as
scheduled
go,
some
of
you
might
be
wondering
where,
at
with
the
project,
so
we
are
in
schematic
design
right
now.
That
means
that
the
architects
are
making
a
lot
of
drawings
and
we
are
sharing
those
with
a
lot
of
residents.
So
we've
had
stakeholder
meetings.
Those
are
stakeholder
meet.
Those
stakeholder
meetings
are
with
turf
representatives
ice
representatives
on
community
center
and
library,
so
we're
presenting
them.

our
second
rounded
meetings
where
we're
presenting
them
ideas
based
on
their
first
round
of
meetings

they
gave
to
us.

does
this
mean
to
the
council?
We
hope
to
be
in
front
of
the
council
in
July
to
talk
about
a
design
and
then
that
will
lead
us
towards
construction
drawings.

we
keep
right
on
moving
with
the
project
and
be
happy

any

youth

young
adults

our
community

particularly
to
helping
them
become
resilient
and
focusing

their
health

particularly
the
mental

just

little
bit

the
special
nature
of
this
place,
something
you
all
may
not
be
aware
of
so
I'm
going

talk

little
bit
about
some
women's
history.
There
is
a
concentration
of
women's
history
in
this
place
and
evanston's
women's
history
is
a
founding
part
of
the
story
of
evanston.
We
would
not
have
this
community.

It
would
not
look
anything
like
this
without
the
women
who
have
made
it
this
place,
and
this
story
is
what
the
evanston
women's
history
project
is
here
to
tell
so
this
particular
place
so
is
very
special.
It
is
sort
of
ground
zero
for
women's
history
in
evanston,
the
intact
structures
there,
the
woman's
club
and
the
Willard
house
and
the
WCTU
administration
building,
which
sits
behind
the
Willard
house
together,
make
a
highly
concentrated
area
of
important
women's
history,
and
this
is
not
just
evanston's
history,
it's
Illinois
history,
it's
US
history
and
it's
even
world
history.

There
are
not
many
women's
history
sites
in
America
that
are
so
well
preserved.
The
Willard
house
is
almost
a
completely
intact
interior,
the
administration
building
behind
it
and
the
Women's
Club,
both
extremely
well
preserved,
cared
for
places
and
the
history
they
hold
equally
important.
The
National
Park
Service
is
well
aware
of
the
Willard
campus.
O
A
short-term
gade
could
lead
to
long-term
regrets
and
we
invested
as
much
time
and
money
in
developing
evanston
heritage
tourism
sites
and
thinking
about
that
is
an
economic
driver
for
the
community,
something
like
what
oak
park
does
so
well.
We
have
as
much
as
story
as
they
do.
We
just
need
to
tell
it
and
tell
it
better.

want
to
speak
about
the
development
at
17,
14,
17,
20,
church
street
we
reminded
last
week.
This
is
the
beginning
of
a
process
and
I
am
aware
of
that.
It's
important
that
we
continue
to
be
heard
and
our
concerns
continue
to
be
addressed,
not
just
for
our
members
before
the
many
community
nonprofits
that
we
support
for
more
than
a
hundred
years,
the
most
beloved
evidence
and
nonprofits
have
been
supported
by
the
woman's
club.

want
to
continue
to
be
able
to
support
those
groups
and
provide
those
services.
We
heard
that
it's
volunteer
volunteer
week
tonight.
Our
Clubhouse
is
open
with
volunteers,
providing
prom
dresses
at
our
dreams,
Willard
prom
boutique
to
grow
the
Ephs.
So
for
me
it's
personal.
It's
important
I
want
to
make
sure
that
we
can
continue
to
provide
those
services
to
the
community,
so
whatever
development
goes
there
when
neighbors
and
community
need
to
be
heard,
need
to
be
understood
so
I
know
at
the
beginning.
We
want
to
continue
to
be
engaged.

Janet's
title
and
I'm
a
practicing
interior
designer
I've
had
my
own
firm
here
in
in
evanston
for
a
long
time,
I'm
also
a
retired
professor
of
interior
design.
I
was
in
in
the
classroom
for
25
years
I
hold
a
master's
degree
in
interior
design
and
also
in
historic
preservation.
I'm
here
to
talk
about
the
part
not
building
and
I,
have
two
issues
regarding
the
building
and
I
have
three
suggestions
to
address
those
issues.
The
first
issue
is
the
alley
that
runs
behind
this
block.
It's
really
narrow
it
jogs
sharply.
Q
We
all
know
what
this
alley
is:
it's
confusing
to
navigate
it's
already
heavily
trafficked
and
by
service
to
vehicles,
cars,
bicycles
and
pedestrians.
The
the
developers
say
that
the
building
will
bring
500
new
office
workers
using
all
modes
of
transportation,
its
three-story
parking
lot,
loading
dock
and
employee
entries
will
all
be
accessed
through
the
same
alley.
My
first
suggestion
is
the
city
should
undertake
a
comprehensive
traffic
study
of
the
alley
broken
down
by
mode
of
transportation
and
and
then
an
impact
study
should
follow,
showing
the
effects
of
500
new
office
workers
and
related
vehicles.

So
my
second

to

ballot
by
the
people
who
thought
it
would
be
such
fun
to
see

was
the
most
important
community
in
developing

things

very
beneficial

the
community
hall

women,

you

first
state

know

League
of
Women
Voters
was
founded
in
Chicago
at
the
congress
hotel,
and
you
know
that
women
from
Evanston
were
scheduled
and
went
down

Springfield
and
stood
in
the
door
and
said
oh
mere
who's.

have
to
leave
now
it's
only
about

minutes
till
the
next
food-
and
you

vote
is
so
important
on
these
things
that
we
care
about.
So
much
so
I'd
like

think
of
you
all
thinking
carefully

whether

four
million
dollars.

heard

heard

lot

other
things,
whether

would
be
worth
more
to
evanston
in

long
run

making

destination

place

the

not
just
any
old
empty
space

development

be
used
to
achieve
maximum
density
in
downtown.

parcel
effects,
jewels
of
architectural
and
cultural
history
that
have
been
well
hidden
in
plain
sight
for
many
decades.

the
important
question
here
is
not,
as
it
has
been
posed
by
some
surface
parking
lot
versus
office
building
tower

suggest

ask
a
different
question:
what
is
the
best
use
of
this
land
for
our
community?
This
parking
lot,
which
also
serves
the
library,
is
part
of
evanston
significant
place
in
American
social
history.

do

that
in

architectural

the
proposed
structure

to

at
the
extensive

painstaking
work
just
completed
to
restore
the
Frances
Willard
house.

at
this
location

reflects

communities
place

women's
movement
nationally

internationally.

furthered

evanston,

could
we
achieve

promoting
the
historic
tourism

Evanston's

ignoring

the
first
community

to

are
on
the
list
for

are
recognized
sites,

strongly
suggest

we

that
decisions
about
this
land,
don't
damage
or
diminish
the
history
represented
in
this
part
of
chicago
avenue.

are
other
sites
where

council

well
act
to
underscore
evanston's
urban
nature,
but
not
here
I
remind
you
two
that
the
council
has
even
gone
so
far
as
to
purchase
land
and
structures
to
achieve
social
ends.

Church
Street,

example,
the
site
of

former
buku,
the
organizations
that
are
engaged

this
instance,

History
Center,
the
Women's
Club
of
Evanston
Frances,
Willard
health,
exemplifies
strong
collaboration

growing

to
function
as
organizations.
They
have
a
demonstrated
track
record
and
commitment
in
their
areas

work
and
community

how
sad

would
be,
in
this
age
of
Trump
to
plunk
down
a
real
estate
development
on
this
site
without

fully
informed
discussion
of
what
the
cost
would
be
for
our
beloved
Evanston.

demolished

money

development

that

saw

Board
recently

a
city
attorney
at

behave

of
meetings
in
the
last
month
or
so,
and
I'm
grateful
for

because
I
have
a
lot

objections
to

Emerson
proposal,
and
here
are
some
examples
of
things
that
were
talked
about
if
previous
meetings
and
they're
still
true
in
the
proposal
tonight.
The
first
one
is
the
issue
of
the
student
focused
development.
When
residents
first
learned
of
the
a31
Emerson
plans,
the
petitioner
portrayed
the
portrayal.
The
proposal
is
a
multiple
family
residential
development.

According
to
the
wording
of
the
official
notice
to
residents
centrist
prior
to
the
first
community
meeting
back
in
September
of
2015,
we
soon
learned
that
the
development
was
targeted
to
students
back
in
October
2015,
the
developers
application
stated
the
projects
proposed
used
as
a
multi-family
residential
building
targeted
towards
Northwestern
University
students,
given
the
close
proximity
of
the
site
to
the
University.
This
is
an
appropriate
land
use
for
this
location.

Many
local
neighbors,
including
Sherman
garden
residents,
expressed
their
concerns
and
objections
to
the
idea
of
a
private
student
dormitory
development
of
the
proposed
site
in
our
letters
and
public
comments
at
meetings,
we
raised
issues
concerning
the
potential
noises
and
disturbances
a
transient
in
population
moving
in
and
out
problems
with
student
behavior
at
the
nearby
Optima
building
and
whether
the
development
would
have
24-hour
management
on
site.
We
also
discuss
Northwestern's
housing
plans
in
light
of
the
new
requirement
for
all
freshmen
and
sophomores
to
live
on
campus.

At
the
time
there
seemed
to
be
a
consensus
that
private
developments
geared
to
students
would
not
be
beneficial
to
the
local
neighborhood
in
the
petitioners
new
application
from
this
year,
the
revised
paragraph
about
compatibility
compatibility
with
the
surrounding
neighborhood
states.
The
projects
proposed
use
is
a
multi-family
residential
building
targeted
towards
young
professionals.

Despite
the
revised
wording,
I
would
argue
that,
in
effect,
the
proposed
development
will
end
up
functioning
as
a
high-end,
dormitory
style
developments
predominantly
attracting
affluent
students.
In
fact,
this
topic
came
up
at
the
plan
commission
meeting
on
March
22nd
during
a
discussion
about
how
the
proposed
development
could
affect
district
65
schools.
One
of
the
one
of
the
commissioners
commented
saying
I
would
suspect,
based
on
seeing
who
occupies
other
apartments
in
the
area.
That
I
would
not
be
surprised
if
most
of
the
tenants
were
northwestern
students.

one
at
the
meeting
refuted
that
comments
here
are
some
relevant
points
to
consider
based
on
the
high
rents
and
location.
The
development
would
be
most
likely
to
attract
affluent
students,
whether
they
are
the
official
target
or
not.
The
proposed
project
is
targeting
an
affluent
rental
market
that
is
already
well
served
in
Evanston
as
an
example.
The
rental
development,
the
main
main
in
Chicago,
currently
has
71
vacancies.

to
the
website,
the
vacancies
are
in
every
category
except
sri
bedroom
studios,
one
bed,
one
bath,
two
bed,
two
bath,
two
bed,
two
bath
balcony,
based
on
what
I've
read
and
my
own
experience,
the
Millennials
who
would
make
up
the
young
professionals,
demographic
being
targeted,
are
known
for
being
very
careful
in
how
they
manage
their
money.
Many
of
them
are
choosing
to
live
at
home.
Others
are
choosing
to
live
a
very
frugal
lifestyle
while
they
save
money
to
buy
a
home
of
their
own.

niece
is
