point

in
lieu
of
an
in-person
meeting,
in
conformance
with
the
governor's
prior
directives
related
to
the

motion
to
have
a
virtual
meeting
due
to
the
pandemic
passes
the
evanston
city
council
on
a
9-0
vote,
so
welcome
everyone.
Today
is
this
special
city
council
meeting
on
october
19
2020..
We
have
two
items
on
the
agenda.
The
first
item
is
for
the
interim
city
manager
to
present
the
proposed
budget
for
2021.

So
this
will
be
our
first
formal
conversation
of
that
budget
and
we
will
be
having
multiple
meetings
and
discussions
on
that
budget
before
it
goes
up
for
a
vote
for
approval
at
the
end
of
november.
A
second
item
on
the
agenda
is
a
resolution
to
appoint
erica
storley
as
the
permanent
city
manager
for
the
city
of
evanston.
So
those
are
the
two
items
on
the
agenda.
First
up
is
any
mayor
announcements,
real
real,
quick
first
off,
I
want
to
thank
everybody.

had
hundreds
of
people,
clerk
read,
I'm
sure
we'll
go
over.
The
numbers
show
up
today
on
the
first
day
of
early
voting,
so
thank
you
as
always,
evanston
for
being
as
engaged
as
you
are,
and
understanding
the
importance
of
the
vote
that
each
of
us
hold.

I
did
get
an
email,
just
saying:
hey,
I
think,
there's
a
couple
improvements
you
could
make
to
the
process.
I'm
sure
the
clerk's
office
and
city
manager's
office
is
getting
those
again.
Today
was
the
first
day
we'll
look
at
how
that
went
and
work
with
the
cook
county
clerk's
office
and
try
to
make
those
adjustments.

So
in
weeks
past,
when
I've
been
reporting
our
positivity
rate
generally,
ranging
from
one
to
two
percent,
which
again
is
very
good,
and
it's
indicative
of
the
good
work
that
everyone
in
this
city
has
been
doing
taking
this
pandemic
seriously,
that
positivity
rate
the
seven
day,
positivity
rate
just
jumped
over
two
percent.
Here
in
evanston
to
2.03
so
still
good,
but
the
trend
is
in
the
wrong.
The
trend
is
in
the
wrong
direction,
our
seven
day,
moving
average
on
the
number
of
cases.

week
ago.
We
were
probably
in
that.
A
If
I
recall
we
were
in
the
six
to
seven
cases
a
day
range
on
the
seven
day,
moving
average
today,
we're
close
to
12
cases
a
day
on
on
the
seven
day,
so
can't
stress
enough,
we
have
to
be
vigilant,
we
all
have
to
be
wearing
masks,
we're
going
to
be
spending
more
time
indoors,
and
we
know
the
transmission
is
greater
indoors.
Social
distancing
is
absolutely
necessary.
Good
hygiene
and
good
common
sense
about
limiting
your
interaction
nearby
with
other
people.

haggerty,

sorry
this
is
really
important.
Can
can
you
tell
us
if
there
is
a
particular
community
or
demographic,
that's
having
the
spike
so
that
we
know
what
kind
of
outreach
to
be
doing

few
more
cases
in
our
senior
living
facilities
recently,
where
we

month

two
without
seeing
too
much
there
we
have
as
a
city.
Our
emergency
operations
center
meets
every
wednesday.

this
week
I
will
ask
that
specific
question
older
woman
and
and
bring
back
to
the
council
into
the
community
on
monday.
If
we've
got
some
more
more
relevant
data
that
we
can
use
to
help
people
okay.
Lastly,
I
just
want
to
do
a
shout
out
to
two
businesses
here
in
evanston
that,
despite
you
know
the
difficult
moment
that
we're
all
in
have
opened,
one
was-
and
this
has
been
open
for
a
little
bit.
But
we
just
had
a
ribbon.

Cutting
last
week
for
commonwealth
running,
a
young
entrepreneur
started
that
it's
on
sherman
avenue
in
downtown,
so
if
you're,
a
runner
or
you're
in
need
of
a
new
pair
of
sneakers,
please
consider
commonwealth
running
right,
downtown
and,
secondly,
a
shout
out
to
a
new
hotel
in
town
and,
as
we
know,
the
hotel
industry
has
been
decimated
due
to
this
disaster
and
graduate
hotel,
which
is
a
chain
and
different
college
towns
around
the
country
just
opened,
and
I
know
that
there's
a
a
small,
socially
distant
sort
of
outdoor,
I
think
event
there
that
the
chamber
is
holding
for
no
more
than
25
people
this
this
wednesday.

congratulations

both
of
those
businesses
for
opening
at
a
difficult
time
and
for
sticking
with
us
we
will,
as
a
council,
revisit
because
it's
on
the
minds
of
all
of
our
aldermen
and
our
interim
city
manager

our

bit

time
in
the
cold
and
rainy
today,
and
so
with.
Today,
we
marked
the
first
day
of
early
voting
here
at
the
evanston
civic
center.

You
can
vote
on
weekdays
from
from
8
30
a.m,
until
7
00
p.m,
and
on
weekends,
from
9
to
a
few
announcements.
Regarding
early
voting,
two,
the
mayor's
point
about
an
email
that
was
received.
You
know
there
is
a
dropbox
available
here
at
the
evanston
civic
center.
It
is
right
inside
of
the
you
know,
the
downstairs
doors,
the
polling
places
in
g300
or
the
voting
machines
are
in
g300
they're
about
20
machines
set
up,
so
we
have
had
a
line
throughout
the
day.

You
know
at
some
points
you
know
some
folks
reported
waiting.
You
know
up
to
two
hours
to
vote.
You
know,
while
I
was
there
for
you,
know
I
spent
quite
a
bit
of
time
outside
today
and
it
seemed
like
most
folks
were
waiting
for
about
an
hour
at
the
longest.
While
I
was
there,
you
know
one
of
the
things.
If
you
have
a
mailing
ballot,
you
know
make
sure
you
bring
that
mail-in
ballot
with
you.

If
you
can,
if
you
do
not
have
your
mail-in
ballot,
you
will
still
be
able
to
vote.
You
will
just
be
issued
a
provisional
ballot,
which
means
that
your
vote
will
be
counted
a
few
days
after
election
day
to
ensure
that
you
that
folks
aren't
double
voting.

Another
thing
to
be
very
careful
of
and
and
a
situation
that
we
have
run
into
is
if,
if
you've
made
a
mistake
on
your
mailing
ballot,
such
as
you
know
there
are,
you
know,
there's
one
candidate
you
can
vote
for
for
judge,
but
you
know
there's
you
can
select
one
person
for
judge,
but
there
are
three
candidates
and
you
maybe
crossed
a
name
out
or
you.
You
made
a
mistake
in
voting,
whatever
the
case
may
be,
or
water
reclamation
district,
I
think
you're
voting
for
three
or
four
and
you
voted
for
five.

According
to
the
conversations
we
had
with
election
judges,
so
best
practice
is
to
just
if
you
made
a
mistake
on
your
mailing
ballot,
bring
it
in
exchange
it
you
know
at
in
the
moment
and
if,
if
you
hand
over
your
mail-in
ballot,
you
will
not
be
given
a
provisional
ballot,
which
means
your
vote
will
be
counted
on
election
day
as
opposed
to
a
few
days
down.
The
line
so
do
make
sure
that
you
fill
in
your
mailing
ballots
very
carefully.

Another
thing
that
we
ran
into
quite
a
bit
today
is,
if
you're
dropping
off
you
can.
You
know,
send
your
mail
and
ballot
with
someone
else
to
drop
off
for
you,
but
in
order
for
them
to
drop
it
off
for
you,
you
want
to
make
sure
that
they
have
filled
out
the
affidavit.
That
is
on
the
back
of
the
slip
that
you
have
received.

you
requested
me
on
the
ballot,
so
just
make
sure
you
fill
it
out
completely
before
you
turn
that
in
we've
also
had
one
report,
but
I'm
sure
it
happened
to
to
more
folks.
I'm
sure
that
the
error
is
widespread,
where

folks
have
received
a
letter
from
the
secretary
of
state's
office,
saying
that
the
county
clerk's
office
put
them
on
a
list
to
receive
a
mail
and
ballot.

If
you
have
not
requested
a
mail-in
ballot
and
you've
not
received
one,
this
is
likely
sent
you
an
error,
and
you
can
just
you
know,
head
on
out
to
vote,
and
you
should
not
face
an
issue
if
you
do
have
an
issue.
Please
reach
out

the
city,
clerk's
office
and
we'll
work
to
get
this
information
spread
beyond
just
this
council
meeting.

the
mayor
mentioned,
one
thing
the
city
clerk's
office
has
pushed
for
for
a
long
time
is
folks
to
utilize
early
voting
and
now,
with
you
know,
covet
19
and
the
pandemic
endemic
that
we're
in
it
is
more
important
than
ever
for
folks
to
early
vote.
I
just
want
to
get
the
latest
numbers
here
at
the
evanston
civic.

So
today
we
had
the
polls
are
not
closed,
yet
right
polls
close
at
7
pm,
so
we
still
have
about
40
minutes
left
for
folks
to
vote,
but
as
of
now,
730
ballots
have
been
cast
on
today.
The
first
day
of
early
voting,
which
is
pretty
good,
so
evanson
should
be
proud
of
itself.
For
for
that
and
we'll
continue
to
report
the
numbers
out,
as
we
have
meetings.

think
well,
of
course,
we
want
to
make
sure
folks
come
out
and
vote
on
election
day.
If
you
don't,
if
you

here's
one

if
you
are
early
voting
while
I'm
out
there,
one
thing
I've
tried

is:

someone
who
is
a

senior
citizen
or
someone
who
seems

they

stand

line

hour

half.

low-wage
worker,

can't
stand
there

we

folks

opportunity

go
vote,
we've
helped
a
number
of
folks
today
who
could
not
stand
out
in
the
rain
for
too
long

quickly
as
possible
and
get
out,
and
so,
if
we
can
just
for
evanstonians
we,
you
know,
we
know
how
to
treat
each
other.

let's,
let's
do
that
on
our
own
and
help
usher,
senior
citizens
and
folks
with
disabilities
and
other
ailments
in
quickly
and
then,
if
you,
if
you
want
to
avoid
the
long
lines
currently
there's
a

many
folks

early
voting
on
the
county's
website.
There's
a
live
tracker
we'll
try
to
get
that
posted
on
the
city's

The
tracker
seems
to
have
not
been
working
today

folks
have
reported
that
the
lie.

delay

vote

few

and

few

tend

be
the
busiest

midweek

slows

received
notice,
the
council
members
were
going
into
a
private,
closed
door
meeting
and
likely
choosing
the
candidate
to
make
the
job
offer
to
this
didn't
make
sense
to
me
unless
transparency
and
citizen
involvement
with
a
racial
equity
lens
was
more
or
less
a
hollow
commitment
on
the
city's
part.
I've
been
part
of
several
other
protests
in
the
past
few
years.

Around
city
budgeting
issues,
the
firing
of
kevin
brown,
former
director
of
youth
and
young
adult
division
and
mayor
hegarty's
proposed
hire
of
the
interim
manager
without
a
national
search.
I
strongly
recommend
that
mayor
haggerty
and
the
city
council
review
the
resolution
from
june
2019,
which
says
the
city
has
a
commitment
to
end
structural
racism
and
achieve
racial
equity
in
evanston,
for
both
the
city,
manager's
search
and
the
upcoming
2021
budget.
I
believe
it
is
essential
to
have
a
more
open
and
transparent
process.

Otherwise,
the
stated
commitment
to
racial
equity
is
suspect
and
may
be
nothing
more
than
an
empty
statement.
What
evanston
needs
is
a
genuine
commitment
to
racial
equity
and
ending
structural
racism
in
evanston,
and
this
will
be
remembered
in
february
and
april
when
it's
time
for
city
elections.

about

on

watched

interest

city
manager
candidate
forum
a
few
weeks
ago,
but
I'm
concerned
with
the
lack
of
transparency.
I
was
hoping
for
more
citizen
participation
and
interaction
and
feel
like
the
community
should
have
been
involved
much
sooner
once
again.

feels
like
a
sham
of
process,
giving
citizens
the
illusion
that
we
would
be
involved,
but
once
again
too
little
too
late
with
a
hand
selected
group
that
seems
like
they
were
given
a
wink
and
a
nod
for
who
they
should
select.
This
decision
has
been
made
too
hastily
and
also
too
opaquely
for
what
will
truly
benefit
a
level
of
trust
and
endorsement
by
the
citizens
for
a
new
city
manager.

also
think
that
she
has
too
much
baggage
to
ever
effectively
be
able
to
be
fully
trusted
again
by
the
community,
and
it
seems,
like
the
mayor
was
once
again
trying
to
railroad
an
outcome
which
not
only
hasn't
helped

lee,

also
disregarded
the
community,
as
he
seems
want
to
do
with
dr
peeples
as
city
manager.
Evanston
would
have
gotten
new
ideas
and
a
fresh
perspective,
which
I
think
is
so
desperately
needed
right
now
and
will
hopefully
be
better
reflected
at
the
ballot
box
next
april.

decided
to

search

intended

deserves

kind

bonus

her
trial

are
raising
their
kids

evanston.
They're
dug

stop
somewhere

a
list
of

other
places
to

process

taken

of
people
upset
with

it

months

proved
herself
leading

if

performance,

demeanor

deserve
a

manager
that

dismantling

believe
it

wanted
to
come
tonight
to
make

position
very
clear
on
the
process
for
the
city
manager,

say
that
simply
because
there
were
visitors
from
other
wards
who
really,
in
my
opinion,
bullied
my
alderman
by
trying
to
have
her
reveal
that
night
to
them
how
she
had
voted
in
executive
session
having
been
in
alderman
for
12
years.

I
found
that
a
real
violation
and
I
was
very
insulted
by
it
because
all
of
you
know
we
all
take
an
oath
and
what
happens
in
executive
session
should
stay
in
executive
session
and
there
is
a
public
process
for
the
vote,
which
is
what
you
would
take
tonight,
and
everybody
will
know
how
people
voted
or
will
vote.
The
selection
process
to
me
is
a
fair
process.
I
based
my
position
on
this
in
the
fact
that
it
worked
for
me
for
the
last
of
the
two
previous
city
managers.

involved
that
long
and
I
felt
that
it
was
fair.
Now,
adjustments
had
to
be
made
for
covet
19..
Otherwise,
we
would
have
been
meeting
in
rooms
where
people
could
be
together
and
for
me
that
was

biggest
change

people
felt

they
didn't
have
a
chance
to
speak.

when
you
elect
someone
to
speak
for
you,
I
think
that's
one
of
the
things
that
we
have
to
learn
how
to
honor.

with
a
group.

was
a
member
of
the
issue
was
a
divisive
one.
As
is
common
in
evanston
it
seemed
everyone
was
forced
to
choose
a
side
and
take

stand.
Yet
mr
lee
remained
impartial
and
solution
oriented
she
held
true
to
two
mandates.
First,
she
ensured
the
city
was
financially
indemnified,
regardless
of
the
outcome
and,
second,
that
the
legal
ramifications
of
the
deal
were
sound.

protected
evanston
at
each
crossroads
to
the
point.
It
yielded
much
more
work
for
our
group.

me.
That's
the
essence
of
the
job.

recall
thinking
then,
as
I
do
now,
that
we
could
all
be
so
fortunate

someone
steadfast
and
principled
manage
evanston
at
some
point
in
the
future,
and
so
here
we
are,
after

sorley
herself
advocated
for
a
public
process
to
fill
this
position.

elective
officials
have
chosen

little
racist
things
everywhere.

police
department's
recent
annual
report
says
that
we're
pulling
over
black
drivers
nearly
nine
times
out
of
white
drivers,
epd's
use
of
force
reports
show
that
nearly
one
in
five
of
these
incidents
in
the
past
four
years
started
as
a
traffic.
Stop.
Our
police
officers
belong
to
the
fraternal
order
of
police,
which
has
endorsed
donald
trump.
Our
black
city
clerk
has
had
his
elected
powers
to
ensure
transparency
systematically
dismantled
by
our
primarily
white
city
leaders.

in
a
process
that
lacked
transparency
in
actual
public
input,
we're
seeing
the
police
budget
increase
in
funding,
while
all
other
community
services
are
defunded
and
the
new
alternative
to
policing
program
is
being
given
a
pittance
compared

order
to
succeed,
the
proposed
budget
calls
for
an
increase
in
property
taxes.
When
we
know
this
is
one
of

many
things

are
pushing
our
neighbors

color
out
of
town
white
supremacy

an
engine

running
because
people
keep
putting
fuel
into
it.

know
it's
not
a
requirement

executive
session
member
to

state

protects
anyone
who
shares
what

intimidation

you
just
spoke
of.

holmes
and

they're
turning
your
back

community
voting

inexperienced

candidate

qualified
candidates
who
happen
to
be
black
women.

the
racist
perspective
is
impossible

ignore,
but
the
reality
is.

comfortable
with

inexperienced
person

gladly
take
orders
from

group

those
officials
who
have

separate
agenda
voting

of
an
experienced
and
honest
city
manager
could
have
brought
a
wealth
of
new
ideas
to
evanston
reopen
the
search
hire
marie
papils,
as
the
city
manager,
others

mentioned

those

few
people

called
in
to
support

everything
that's
been
going

last
six
months

budget

increased
and

services

appalled

could
we
stick
with
the
same
old
same
old
women,
especially
when
we
had
two
incredibly
qualified
women
on
the
panel
way
more
qualified?

that
there
have
been
separate
meetings
with
all
of
us

aldermen

myself
on

the
budget
and
the
materials
have
been
out
for
a
while
and
everyone's
taken,
some
time

look
at
those
as
well

interim
manager
storly.

we've

some
extreme
fiscal
challenges
this
year
due
to
our
revenues
being
challenged
by
the
pandemic,

continue

see
that
in
2021,

balance
between
prioritizing
the
city
services
and
the
core
services
and
the
human
services
while
redirecting
as
much
as
we
could
from
the
smaller
pie.

purpose

What

the
priorities?

mean
we
had
the
community
budget
conversation.
What
did
we
hear?
You
know,
and
I
mean
we
spent
a
lot
of
time.
Sometimes
people
feel
like
that.
Okay,
this
is
just
the
numbers
all
over
in
200
300
pages,
but
it's
not
every
line
item
what
we
call
it.
I
mean
there
was
a
lot
of
discussion,
whether
it's
in
parts,
recreation,
public,
works,
community
development.

We
have
to
work
with
the
less
resources
and
still
we
have
to
kind
of,
as
erica
mentioned
earlier,
maintain
the
core
services.
You
know
talk
about
the
safety
in
light
of
the
particularly
the
kobe
19
and
take
care
of
the
economic
development,
take
care
of
the
human
services
all
that.
So
these
are
some
of
the
highlights
that
what
were
the
priorities,
maintaining
core
services,
continued
health
and
safety
of
residents
and
some
of
those
things
which
we
heard
from
the
budget
conversation.

social
service
preparation
for
the
future
pandemic,
how
could
we
do
a
better
job
and
where
should
we
allocate
the
resources,
affordable,
housing
and
the
food
security?
Obviously
the
residents
they
were
looking
for
that
and
the
last
one
is
the
support
for
small
businesses
because
they
are
suffering.

we
have
some
of
the
programs
already
in
place
where
we
try
to
help
them,
and
I
think
we
are
continued
with
them
in
the
current
project
next
likely
2021
proposed
budget,
so
I
think
we
have
already
covered
individually
with
the
aldermen
or
in
a
small
group,
it's
around
299
million
dollars
a
little
under
300
million,
which
is
a
decrease
of
around
20
million
from
the
last
year.
Six
and
a
half
percent
because
of
couple
of
big
capital
projects,
one
of
them
is
the
crown
and
the
other
one
in
the
water
capital.

this
is
chart
just
to
kind
of
summarize.
You
know
what
we
are
proposing
by
the
funds.
So
the
public
safety
pension
fund,
so
which
is
police
and
fire
pension,
contributes
around
nine
percent
of
the
total
300
million
dollars
enterprise
fund,
which
is
the
big
one,
almost
one-fourth,
which
is
like
our
parking
fund,
waterfront
sewer
fund
and
solid
waste
one
capital
projects.
Obviously,
five
percent
special
revenue
funds
where
we
have
motor
fuel,
cdbg
and
other
special
funds,
then
the
next
one.

But
yeah
I
mean
we
are
suffering
a
lot
in
our
home
revenues
too,
like
a
parking
tax,
the
local
gasoline
tax,
parking,
fines
and
hotel
tax
amusement
tax
athletic
tax,
so
we
proposed
some
expense
reductions
and
some
new
revenues
during
the
2020
and
that
amounted
to
around
8.3
million
dollars
so
and
we
had
already
budgeted
1.6
million
dollar
for
the
2020..

Next,

Moving
on
to
the
2021
general
from
projector
revenues
against
the
12
million,
as
we
transition
in
the
code
with
19
and
hopefully
near
normalcy,
at
least
towards
the
end
of
the
next
year,
we
still
expect
around
8
million
in
revenue
losses
and
again
this
would
be
major
in
our
own
root.
Taxes,
like
I
mentioned
earlier,
amusement
aesthetic
context,
author
tax,
real
estate,
transfer,
tax
parking
checks,
moderate
losses
in
sales
tax
and
income
tax.
Yes,
I
mean,
based
on
the
current
trend.

have
slightly
better
off
at
the
end
of
those
eight
months
compared
to
a
2019
so,
but
we
have
to
account,
for
they
are
like
the
census
workers
and
making
money,
and
then
we
have
the
unemployment
insurance
payments
going
out.
So
we'll
have
to
see
how
we
do
the
next
year
and
one
of
the
things
which
we
heard.
While
we
were
on
the
wheel
tax
season
in
august
and
september
about
the
late
field,
particularly
after
the
september
deadline.

people
were:
not
residents
were
not
happy
with
the
fee
of
42.50,
which
is
50
of
our
regular
charge
of
85,
so
we
are
proposing
for
the
next
season
to
bring
it
down
to
25.

deficit
of
4.5
million
dollars
and
what
we
did
and
I
think
we
have
shared

part
of
our
proposed
budget,

million

half
million
in
expense
reductions.

cuts

the
police
department,

largest

administrative
service,

some
of
the
other
departments,
and
then
the
rest
of
them,

public

says
around

percent.

for
the

approach

we
took

year's
budget,

knew
we
had
to
make
reductions

saying
we're
going
to

tried
to
be
very
surgical
about
it.

tried
to
look
at
the
overall
operation
and

areas

reductions

have

lesser
of

impact
on
overall
services?

more
of

impact,

you
just
say
across
the
board,
we're
going
to
cut
the
exact
same
percentage
from
everybody,
because
not
every
department
has
as
much
to
give
so
the
surgical
approach.

think,
worked
out
a
lot
better
in
this
budget,
because
you
see
that
there's
reductions
in
areas
where
we
typically
haven't
reduced
in
the
past
and
it's
16
years
that
I've
worked
for
the
city
of
evanston
under
four
different
city
managers.
Never
once
have
we
reduced
police
officers
in
a
budget
to
actually
propose
the
elimination
of
a
police
officer
position.

them
vacant

times,

we've
never
actually
reduced
them
in
this
budget,
as
you

tell
from
the

cut,
is
eliminating
11
officer
positions,
we're
going
to
get
into
that

bit

highlight
that
on
this
particular

been
with

city

Those
are
sort

distributed

in

so

hoping

staff

human
services
division
has
one
position
to
be
held
vacant.

and

somehow
missed
the

but
shown
in
the
budget
document

detail
of
the
police
department-
is
a
41
million
dollar
budget,
41.9
million
dollars.

positions

those

the

pension

of
the

reports

revenue

if

40
million
detail,

the
proposed
budget,
11
million
dollars
for
the
police
venture,
which
is
not
a
true
operating
expense
of
running
the
police
department,
so
the
net
would
come
down
to
around
29
to
30
million.

that's
what

we
wanted

sort
of
show
here

a
bit
of
year-over-year
information
on
the
police
department's
budget,
including
what
portion
of
that
is,
the

pension
contribution.
So,
as

said,
the

receive

direct
property
tax
revenue,
a
specific
property
tax
levy
for
the
police
and
fire
pension
amounts
contributions
that
we
need
to
make
to
those
pension
funds
on
an
annual
basis
that
revenue
comes
into
the
general
fund
and
then
is
required
to
be
transferred
out
again
to
the
those
pension
funds.

expense

that

match

part

that
40

million
dollar
budget

million

apples
to
oranges,

based
on
the
difference
in
salary

I
understand
what

a
future

of
our
staff
are
having
to
do
a
lot
of
overtime
in
order
to
ensure
that
that
staffing
level
is
met
24
hours
a
day
seven
days
a
week,
so
it
is,

require
a
lot
more
staff
to

course
our
employees
have
to
take
time
off
and
vacations.
And
so,
when
that
happens,
you
need
to
have
other
people
fill
in
so
covering
that
24-hour
shift
in
public
safety,
both
on
the
fire
side
and
the
police
side.

just
to
discuss,
what's
happening
with
our
general
fund
balance.
So
the
budget
balancing
worksheet
includes
a
one
million
dollar
contribution
to
that
fund
balance.
That's
supported
by
a
five
hundred
thousand
dollars
in
a
property
tax
increase,
so
we'll
go
over
what
the
sort
of
line
by
line
full
property
tax
proposed
increases,
but
a
portion
of
that
500
000
will
be
put
directly
towards
the
general
fund
contribution
to
fund
balance.

our

balance
up

14.7
million
or
about
13
of
our
expenses
in
the

city
has
a

will
have
to
be
paid
on

originally

encourage

managers

our

make
sure

you

we're
leaning
forward

lobbying

us,

all
local
governments
to
you,

modernize
our
our
tax
system
as
the
economy
changes
that
we're
doing
that.

things

we've

talking

lot

is
how

we
look
to
the
future

look
to
how
our

needs
will
continue
to
evolve
over
the
next
five
years
and
how
we
can
align
revenues

not
interested
in
fee
hikes
and
fees
for
charges
that
put
more
burden
on
our
residents,
we're
looking
at
finding
ways
that
we
can
really
modernize
the
structure
of
our
taxes
so
that
they
better
meet
the
needs
of
our
city
and
our
residents
without
having
that
adverse
impact.

that
takes
some
lobbying
of
our
state
government.
There
are.
There
are
a
lot
of
avenues
that
haven't
been
tapped
yet
that
we
will
look
to
tap
in
the
future,
but
really
when
we
were
putting
together
this
budget,
we
were
trying
to
make
sure
that
we
weren't
putting
a
huge
burden
on
any
portion
of
the
population,
and
we
didn't
touch
on
this
in
the
slides
earlier.
But
the
property
tax
that
we
get
is
only
59
million
dollars
of
that
300
million
dollar
budget.

So
there's
often
a
thought
that
the
property
tax
covers
all
of
our
services.
It
does
not.
We
have
many
revenue
sources,
we
try
to
keep
them
diversified
so
that
when
we
get
into
situations
where
we
have
a
recession
or
we
haven't
it,
we
have
some
a
change
in
any
kind
of
revenue.
It
doesn't
hit
us
such
that
everything
hurts
we're,
not
overly
overly
can't
think
of
the
word
in
the
court.
We
don't
put
all
of
our
eggs
in
one
basket.

try
to
make
sure
that
we're
getting
revenue
from
a
variety
of
sources
so
that,
if
anything
happens,
we
can
sustain
ourselves
and
not
have
to
worry
about

case
of
having
just
old
orchard
and
sales
tax
and
that
being
our
bread
and
butter
for
for
the
future,
we
have
to
continue
to
be
creative.

to
continue
to
be
innovative
and
we
have
to
think
about
how
our
priorities
are
shifting
and
how
our
taxes
are
shifting.

don't
have
you
know
the

same
taxes
coming
in
from
you
know
our
previous
landline
phones,
that
used
to
be
a
huge
revenue
source
for
the
city,
but
you
know
now
everybody
doesn't
have
a
landline
phone
anymore.

fact,
more
people
don't
have
one
than
do
and
as
that
has
eroded
as
a
revenue
source,
we
need
to
look
to
modernize
on
how
we
look,
how
you're
going
to
get
our
revenue
in
the
future
and
not
be
overly
burdensome
to
any
any
one.

area
of
our
budget.

I
agree,
I
think,
as
a
city
we're
blessed,
that
we
have
a
really
diverse
revenue
base
here
in
evanston,
which
may
be
one
of
the
reasons
why
I
think
we've
weathered
better
than
some
communities
the
impact,

least
on
our
general
fund
in
2020,
where
it
was
about
a
10
percent
loss
that
12
million
loss.

again,
if

factor
in
some
of
the
other
funds,

parking
fund
and

we
certainly

losses

the
diversity
of
revenue

any
budget
requests,

our
best
to
turn
around
by
friday,

don't

done

be

this

think

take
this
property
tax,
increase
off

table

work
towards

budget

doesn't

hard.
It's

employment
crisis
right
now.

are

of
people
who
are
facing
a
stability,
and
so
I
would
just
suggest
that
we
take
the
property
tax
off

table

move
forward
with
a
budget
that
doesn't
include
it,
and

don't
know
if
it
has
any
support.

not
trying
to
put
anybody
in
the
top
position,
but
I
think
we
can
put
together
something
that
does
not
include
a
property
tax
increase.

so
we
in
this
year's
budget,
as
you
saw
earlier
in
the
presentation,
we've
eliminated
15
positions
and
then
we're
holding
another
25
vacant,
so
we're
operating
with
far
less
staff
than
we're
typically
used
to
year
over
year,
we're
down
about
50
people
and
we're
still
trying
to
meet
the
needs
of
the
residents
and
to
try
to
provide
the
core
services
that
everybody
relies
upon.

But
we
have
to
do
that
with
a
lot
less
people
and
our
staff
is
amazing
and
they've
certainly
risen
to
the
challenge,
but
they
are
also
being
taxed
by
not
having
as
many
staff
as
they're
used
to
having
and
to
try
to
meet
the
same
expectations
that
we
are
used
to
meeting.
So
we
could,
you
know,
continue
to
make
different
decisions
about
how
we
allocate
our
staff,
but
if
we
wanted
to
eliminate
the
entire
property
tax
increase,
which
is
about
I'm
not
sure
if
you're
referring
to
the
general
fund
increase
or
the
overall
increase.

But
the
overall
increase
is
about
3
million
a
little
over
3
million
dollars.
We
would
have
to
find
another
50
positions
to
cut
because
the
50
that
we
have
held
vacant
are
eliminated
and
equal
about
or
45
that
equal
about
a
little
over
three
million
dollars.

Our
personnel
account
for
eight
percent
of
our
expenses.
So
if
we're
going
to
cut
expenses,
additional
expenses
they're
going
to
have
to
come
from
people
and
we're
pretty
fortunate
that
in
next
year's
budget,
we
only
had
one
position
out
of
those
45
that
we
were
proposing
to
hold
or
eliminate.
That
was
a
filled
position.

we

discussed

I
think
so
again
since
we're
early
in
the
process.

think,
if
you
present
that
to
taxpayers,
as
you
know,
a
possible
alternative
or

willing

accept

reduction
in
service
levels
in
exchange
for
not
having

increase
in
your
property?

sure
there
would
be
a
lot
of
people
would
be
willing
to
trade
higher
property
taxes
for
maintaining
service
levels
at
the
level
they
are.

are

lot
of
people
who
will
say
I've
been
making
a
lot
of
difficult
decisions
in
my
own
personal
economic
life,
and
I
would
appreciate
if
the
city
would
consider
doing
that
as
well.
So
I
don't
want
to
create,
like
a
whole
alternative
budget,
but
I
just
want
us
to
be
mindful
of
the
impact
that
property
tax
increases
have
on
people
and
when
you
talk
about
affordability,
that
is
one
of
the
main
drivers
of
people
out
of
evanston,
and
so
anything
we
can
do
to
lessen
that
burden.

suffered
and
when
any
of
us
make
comments
like
that

are
so
dramatic,
we
also
have
a
responsibility
to
come
up
with
our
own
cuts

own
revenue

expect
to
participate
in
the
raising
of
other
revenue
or
finding

cuts.

other
ways
other
than
you
know
just
making
a
statement
like
that.

have
to
come
up
with
other

marks

voted

on
behalf
of
my
residents

have

look

likes

they

want

see

households

residents

do

look
at
possible
tax
sources

have

storage

unit

regressive,
that
people
were
renting
storage
spaces
were
people
that
were
unlikely
to
be
able
to
afford.

those
people
who

like
able

taxes?

choose

not
have

storage
unit?

are
other
taxes
that
we've
taken
off
the
table

onerous

can
help
us
reduce
the
overall
property
tax
burden,

serious
driver
of
why
people
find
evidence
to

unaffordable.

lot
of
it's,
not
the
city,
but
the
reality
is
the
total
tax
burden
in
evanston
is
very
high
behind.

next
couple
of

really
creative
revenue
ideas
that
will
help
to
not
only
reduce
our
tax
liability
but
to
generate
income
for

Raising
property
taxes
in
a
pandemic
is
a
very
difficult
thing,
especially
when
we
haven't
exhausted
all
other
alternatives
and
again
to
the
mayor's
point.
We
are
at
the
start
of
this
process.

saying,

process,
let's
be
very
mindful
of
the
fact
that
people
don't
have
an
appetite
to
pay
higher
property
taxes.

think
it's
a
fair
point

I
think,
as
city
staff
works

this

budget
balancing

these
different
things,
you

should
you

considered
in
there

the
council

when
our
staff
comes

us

have

million
dollar
shortfall,
it

difficult
to
criticize

staff
for
coming
to
us
with
a
three
million
dollar
tax
increase.

difficult
times
in
front
of
us
and
we
have
to
make
up
the
shortfall
in
some
way
in
order
to
continue
to
provide
those
in
need
with
certain
services.

So
I

think
they've
done
a
pretty
good
job
so
far.
Yes,
we
can
massage
what
we've
been
given,
but
they
have
given
us
a
pretty
good
package.
I
think-
and
yes-
maybe
we
can
add
to
this
and
take
from
that-
but
it's
not
like
it's.
It's
not
like
people
haven't
worked
very,
very
hard
to
bring
us
something
that
is
palatable
to
some
extent.

to

say
we
still

coping
with
the
pandemic,

is

hold
back

would
be

that

spend

desperate
needs

many

our

service

for

little
while
to
get
us

but
overall,
we'll
still

the
end,

behind

our
typical
schedule
for

our

is

neighbors

voted

now

people

Hey
graffiti
removal
is
going
to
take
two
weeks.

We've
got
a
72
hours
or
whatever
we
turn
it
around
in
them.
I
think
people
will
be
very
reasonable
about
that
and
you
know
other
right

like
have
tremendous
respect,
but
I
think
you're
mischaracterizing
the
people
who
live
up
here
as
people
who
have
unlimited
funds
to
spend
on
property
taxes.

encourage
you

take
a
look
around
at
some
of
the
houses
very
far
west
in
this
ward.

lot
of
people
that
are
hanging
on

it's

very
scary
to
them
to
have
their
property
taxes
increase
at
a
time
when
their
kids
aren't
in
school
they're
dealing
with
the
economic
fallout
of
this
entire
situation.

not
a
matter
of
rich
people
who
don't
want
to
pay
taxes
because
they
don't
like
paying
taxes.
There
are
a
lot
of
people
here
are
on
the
edge
too,
and
I
think
that's
why
it's
important
that
we
have
these
meetings
with
people
from
different
boards.

to
a
third
to

the
third
lord
wants

involved,

mean
I
think,
we've
got
to
come
up
with

plan,

know
that

think
that
not
voting
for
bad
budgets

obligation
not
to

start
off
with,
I
just
want
to
really
briefly
talk
about.
There's
all
of
these
different
sections
to
the
the.

Upper
right,

There

The
budget
has
been
reduced
from
about
64
million
down
to
about
45
million
dollars
in
the
citywide
cip.
The
different
sections
of
the
capital
improvement
program.

So
we've
talked
about
this
in
previous
years,
but
when
you
look
at
like
streets,
water
main
sewer
repairs
that
level
of
26
million
dollars
is
supported
by
a
lot
of
federal
funds.
The
water
from
the
sewer
fund
grants
the
geo
bonds
that
are
spent
in
this
section
of
the
capital
improvement
program
are
almost
always
just
matching
funds
in
order
to
get
federal
grants
and
you
compare
that
to
parts
which
is
almost
entirely
funded
by
general
obligation.
Bonds.
E
We've
had
basically
three
changes
in
our
funding
sources.
This
year,
voter
fuel
tax,
while
receipts
are
expected
to
be
down
a
little
bit.
We
typically
get
about
two
million
dollars
in
motor
fuel
tax
rebated
from
the
state
and
of
that
1.2
million
is
spent
on
capital
improvement,
which
primarily
is
street
resurfacing.
E
So
the
the
bulk
of
this
is
that
there's
actually
a
slight
increase
in
our
street
resurfacing
program
related
to
this.
Now
this
is
only
expected
to
go
through,
maybe
22,
so
in
a
year
or
two,
we
will
actually
have
to
then
figure
out
if
we
want
to
continue
to
use
more
fuel
tax
funds
for
street
resurfacing,
how
to
ship
those
operations
costs
back
to
the
general
fund.

Talking
about
the
bonds
that
are
issued
directly
to
the
capital
improvement
program
and
not
to
the
water
fund,
the
library
fund,
the
parking
fund.
This
is
purely
just
what
is
directly
abated
by
the
property
tax.
So
in
this
particular
case,
we've
reduced
the
budget
for
general
obligation
bonds
by
about
a
little
over
4
million
dollars
and
then
parking
fund.

We've
talked
about
utilizing
buzz
for
report
bonds
for
a
portion
of
it
generally
speaking,
any
project
that
we
have,
as
shown
as
coming
from
the
parking
fund,
we're
sort
of
planning
on
looking
and
seeing
where
we're
at
with
the
parking
fund
as
we
go
through
the
year
before
we
proceed
with
those
projects.

So
this
is
just
the
changes
in
the
funding.
Sources
have
a
significant
and
real
impact,
the
nut,
the
biggest
piece
being
the
drastic
reduction
in
parks
and
facilities,
and
I
just
wanted
to
show
you
this
a
little
bit
so
that
you
can
understand
what
I'm
talking
about
in
2021
in
parks.
We
spent
2
million
dollars
of
the
bond
issue
and
this
was
pre-pandemic.
E
So
this
isn't
what
actually
ended
up
happening,
but
this
is
typical
of
how
we
normally
budget
for
parks
projects
in
our
2021
budget
that
is
proposed.
E
The
general
obligation
bond
is
only
620
000,
that's
a
70
reduction
in
parts
and
parks
and
facilities
are
hit
really
badly
by
this,
and
there
are
a
few
other
funding
sources
mixed
in
excuse
me,
but
the
the
net
impact
of
that
is
parks
and
our
facilities,
which
are
generally
especially
parks,
are
being
used
at
a
much
higher
level
right
now
because
of
limited
entertainment
prospects
for
people
and
their
choices
to
be
outdoors,
we're
actually
substantially
reducing
funding
to
parsons
facilities.
E
So
there
are
some
very
real
implications
to
that.
There
are
about
five
projects
which
would
have
been
funded
had
we
had
that
additional
four
million
dollars
and
I'm
just
going
to
go
through
them
very
quickly.
The
mcculloch
park,
construction-
that
is,
a
project
that
we've
gone
through
two
a
year
and
a
half
of
public
engagement.
E
We've
completed
the
planning,
the
design,
we're
ready
to
go
into
construction
right
as
the
pandemic
hit
as
we're
getting
ready
to
go
out
to
bed,
and
so
that
is
just
a
delayed
construction,
and
this
is
a
park
that
has
a
lot
of
deterioration
and
some
safety
concerns
are
developing
and
representative
of
some
of
our
other
parts.
We
may
need
to
start
removing
equipment
and
doing
things
like
that
in
order
to
keep
the
safety
issues
under
control
shoreline
emergency
repairs.
This
refers
not
to
the
emergency
repairs
that
we
were
doing
this
summer.
E
This
in
a
way
we
actually
have
the
smidgen
of
good
news
in
that
I
was
just
checking
and
the
lake
level
in
lake
michigan
is
one
inch
below
where
it
was
this
time
last
year,
which
is
the
first
time
that
it's
been
lower.
E
Since
last
year,
since
the
beginning
of
the
year,
however,
that's
still
a
very
high
lake
level
and
just
as
we
saw
some
damage
occurring
last
year
and
we
have
tried
to
put
in
in
the
worst
situations
some
temporary
stabilization,
we
would
expect
to
see
further
damage
this
year
and
right
now,
we're
not
really
planning
on
how
we
will
deal
with
it'll
just
be
an
emergency
cost,
the
animal
shelter
which
is
a
grant
that
we
are
negotiating
with
cook
county.
Because
of
the
uncertainty
around
that
project.
E
The
service
center
fuel
system
replacement.
The
fuel
system
is
really
at
the
it's
failing.
It's
every
two
to
four
weeks
we're
calling
out
somebody
to
do
repairs
on
it
and
it
clearly
needs
to
be
replaced.
But
it's
just.
The
cost
of
the
project
is
too
much
for
us
to
tackle
at
the
moment
and
the
fiber
optic
system.
As
we
have
gone
through
and
added
high-speed
connectivity
and
free
wi-fi
at
all
extra
city
facilities.
E
Expanding
what's
available
to
our
residents,
we
have
taxed
the
fiber
optic
system
that
was
originally
installed
back
in
the
90s
early
2000s,
and
so
really
we
need.
If
we're
going
to
maintain
reliability,
we
need
to
start
a
multi-year
capacity
upgrade
of
which
300
000
would
be
the
first
part.
I
would
perceive
it
going
for
two
to
three
years
and
then
we
would
reevaluate
where
we
are
at,
but
we
are
not
going
to
start
that
either
in
21
and
that
was
anticipated
actually
to
begin
in
20.

So
that
is
the
unfortunate
news
we
actually
still
do
have
a
pretty
robust
capital
program
going
forward,
particularly
in
streets,
water
main
and
sewer.
The
howard
street
border
improvements
is
ongoing.
We
did
the
water
main
work
this
summer
and
we
will
be
doing
the
streetscape
work
next
year
that
is
again
federally
funded
and
we're
doing
that
project
jointly
with
the
city
of
chicago
the
main
street
corridor
maple
the
hinman.
E
We
are
doing
the
utility
work,
which
is
a
big
water,
main
replacement
in
21,
and
we
will
be
working
in
22
to
start
construction
on
the
streetscape.
We
recently
received
a
500
000
grant
from
cook
county,
invest
in
illinois,
so
that
was
great
news
and
we
are
in
the
process
of
putting
together
an
application
to
apply
for
some
federal
funds
or
through
state
funds
through
the
illinois
transportation
enhancement
program
for
this
project,
we'll
have
our
regular
mft
street
resurfacing
and
water
main
projects
that
we
normally
do
as
well.

Other
transportation.
The
central
street
bridge
project
has
been
awarded
by
idot
the
construction
contractors
pushing
to
start
today
we're
reluctant
to
take
the
street
out
of
service
or
do
major
construction
in
the
middle
of
winter
for
a
two-year
project.
So
we
would
anticipate
that
construction
is
going
to
start
in
february
march,
and
half
of
the
bridge
will
be
done
in
one
year
and
half
of
the
bridge
will
be
done
in
another
year.

The
bridge
is
being
widened
so
that
we
can
make
to
maintain
two-way
directional
traffic
during
both
years
of
the
construction,
we'll
be
doing
our
street
patching
program,
special
assessment,
alley
improvement
and
we're
actually
doing
another
alley
for
utilizing
waste
transfer
station
funds
in
terms
of
parks.

This
is
where
we're
starting
to
see
a
big
reduction
in
our
projects,
so
the
we
are
looking
at
doing
a
couple
of
projects
in-house,
primarily
so
the
back
park
expansion
we
want
has
been
delayed,
but
we
would
like
to
start
the
public
engagement
just
using
our
in-house
staff
in
21
to
begin
the
planning
and
conceptual
design
on
that
similar
with
the
dark
dog
park.
That
has
also
been
delayed
and
we've
actually
set
aside.

Some
funding
for
very
minimal
amenity
dog
park,
but
basically
to
do
a
public
engagement
process
to
determine
where
the
best
location
is
and
then
put
some
fencing
around
it.

our
proposal.

designated

put
aside
thirty
thousand
dollars,
which
is
a
pretty
small
amount
in
order
to
do
various
types
of
studies
that
we
don't
have
the
capacity
to
do
in-house.

this
public
engagement
would
largely
be
led
by
our
in-house
staff
and
we
would
then
look
to
hire
a
consultant
to
do
the
design
based
on
the
information
that
we
receive
in
the
public
engagement
process.
But
that
would
be
in

The
lovelace
park
path
repair
is
another
one
that
was
delayed
actually
for
a
grand
application
from
the
illinois
department
of
natural
resources,
which
we
unfortunately
found
out.
We
did
not
receive
by
the
time
we
found
that
out.
It
was
not
really
feasible
to
start
bidding
the
project
so
that
project
will
be
completed
in
the
spring
and
is
reportedly
funded
with
bond
funds
that
were
issued
in
previous
years,
and
then
we
are
proposing
to
start
a
design
for
the
long-term
shoreline
repair
at
sheridan
road
la
park
in
greenwood
beach.
These
are
having
temporary
repairs
done.
E
Currently,
it's
under
construction.
We
would
like
to
apply
for
federal
funds
in
order
to
get
final
big
fixes,
and
these
are
largely
to
be
expensive
projects
if
they
move
forward
into
construction.
But
in
order
to
apply
for
the
funds,
we
have
to
have
done
the
design
and
have
a
very
clear
understanding
of
what
we're
doing
so.
For
that
reason,
we're
proposing
to
move
forward
with
the
design
project.

We
are
going
after
the
brick
funding
regard.
That's
a
little
bit
different
and
yeah.
E
You
facilities
our
ada
transition
plan
is
out
of
date,
it's
an
assessment
of
our
facilities
and
our
services
to
make
sure
that
we
are
going
forward
always
in
the
right
direction,
on
meeting
ada,
and
so
we
are
proposing
to
hire
a
consultant.
Although
this
takes
a
significant
staff
investment
in
time
as
well,
there
is
money
proposed
for
the
civic
center
planning
and
design
some
of
it
from
previous
year
on
sale.

However,
if
we
are
not
moving
forward
with
a
permanent
relocation,
then
we
would
need
to
start
moving
forward
with
some
design
on
repair
work
for
the
civic
center,
and
so
for
that
reason
we
set
aside
money
which
could
be
directed
either
direction
at
the
decision
of
the
city
council,
our
hvac
improvements
project.
This
project
was
actually
bid
awarded
the
contractor
withdrew,
and
then
we
re-bid
the
project
and
didn't
get
good
prices
and
part
of
that.

We
believe
a
substantial
reason
and
feedback
we
got
from
contractors
was
just
the
time
of
year
that
we
were
bidding
it
at
this
work.
We
compete
with
schools
and
in
spring
and
summer,
is
a
hard
time
of
year
to
be
fitting
this,
so
we
are
bidding
it
in
fall
for
spring
construction,
but
it
will
not
be
competing
with
school
work,
although
it
might
be
a
little
bit
more
during
the
pandemic
than
normal
and
then
structural
repairs
of
parking
garages.
This
gets
into
the
parking
funded
projects
and
is
actually
there's
an
ongoing
structural
assessment.

So
we
are
waiting
to
to
hear
back
on
what
the
verdict
is
and
recommendations
that
come
out
of
the
structural
assessment,
and
so
we
will.
We
don't
have
this
very
well
defined.
We
set
aside
some
money
and
we
will
have
a
better
understanding
in
a
few
months
about
what
this
project
would
entail,
and
then
we
would
balance
that
against
the
stability
of
the
parking
fund
water
treatment
plant,
we
are
ongoing
currently
with
our
design
in
the
intake
replacement,
which
we
plan
to
be
finishing
in
21.

At
this
point,
they
should
be
hard
solid,
complete
by
end
of
the
year
they
would
be,
except
for
northwestern,
who
had
originally
planned
to
do.
The
restoration
on
top
of
the
reservoir
has
basically
determined
that,
with
their
limited
resources,
it
would
be
easier
for
them
if
they
paid
us
to
do
the
restoration
under
the
existing
contract.

And
I
want
to
end
by
saying
that,
although
every
year
I
stand
here
and
give
you
the
doom
and
gloom
version
of
the
capital
program,
I
really
do
think
that
the
stuff
that
has
been
accomplished
in
the
last
few
years
has
been
really
good.
We've
we've
stabilized
issues
at
fleetwood,
jourdain
that
were
ongoing.

The
robert
crown
center
is
completed
the
res
the
tree.
Water
storage
was
a
big
reliability
issue
in
terms
of
supplying
drinking
water.
So
I
think
that
the
the
biggest
issue
that
we
face
is
really
this
reduction
in
funding
that
is
related
to
the
the
the
budget
issues
caused
by
the
pandemic.

imagine,
it'll
a
huge
disappointment
among
them
mcculloch
park
neighbors.
They
were
so
excited
and
energized
by
those
planning
meetings
that
we
had
and
the
park
renovation
has
already

summer.

was
so
I'd
like
to
follow
up
with
you
offline
about
some
of
the
safety
concerns,
and
you
know
how
how
you
plan
to
handle
those
and
certainly
look
forward
to
a
mcculloch
park
renovation

for
erica

have
accused

it
was
easier

she
lives

because

was
simpler

we
knew

for
her
because
she
was
absolutely,

mind
the
very
best
candidate.

didn't
realize
she
had
been
here
as
long

she
mentioned

but
I
believe
erica
you

behind

back
you're
sitting
right
here
that
you
have
such
a
firm
grasp
of
our
finances

our
various
departments
and
that
you're
sensitive

all

racial
issues

we
have

long

no
question

she

led
us

the
toughest
problem.

city
manager
will
ever
face

lifetimes
and
she
has
led
us
through
it

lost
sight
of
how
well
erica
has
handled
this,
because
we
aren't,
we
aren't
living
in
other
municipalities.

aren't
living
in
other
cities,
but
I
will
tell
you
that
I
cannot
tell
you
how
many
people
have
come
up
to
me
and
told
me.

so
safe
to
be
here
in
evanston
and
that's
because
of
our
leadership.
That's
because
we
had
an
interim
city
manager
who,
when
this
crisis
arrived
immediately,
went

action
immediately.
We've
been
looking
at
our
budget
issues

end
of
march,
erica
has
been
through
a
trial
by
fire.
The
fire
is
not
over.
I
mean
we're
still
burning
hot,
but
what
erica
has
demonstrated
in
these
seven
months
is
to
me
that
she
can
lead
our
city
like
no,
no
one
else.
She
understands
it
so
deeply.

team
that
is
committed
to
her.
She
knows
our
community
through
all
of
the
various
positions
that
she's
had
here
in
evanston
forwards
and
backwards,
and
that
I
have
complete
confidence

you
erica

you

forward

year

being

interim,
I'm

a
long
year
to
be
an
interim

implement

guy

lot
of
powerful
interests
in
evanston

erica
somehow

another
seems
to
me
from
my
point
of
view.

have

her

the

she
comes
to
my
word
meetings
and
people
love
her

rock

people
would
come
up
to
me
and

she
going

run
for
city

all

these
are
qualities
that,
if
you
don't
have
them
they're
going
to

manager

erica
does

them

other
side

that
I
will
say
that
I
have
been
really
disappointed
in

actions
of
a
couple
of
council
members
and,
and
I
think
that
there
has
been
some
unfortunate
communications
that
have
raised
unfounded
questions
about
erica,

which
I
personally
feel
she's.

of

in
the

city

listening
for
more
than
an

These
were
the
theatricals
that
I
took
into
the
city
manager,
some
of
them
fared
better
than
others,
but
I'm
I'm
proud
to
say
that
it
out
of
the
70
with

three
that
were
selected,
that
I
could
very
easily
work
with
any
one
of
those
women
candidates,
but
tonight
we
will
be
voting
on
erica
and
I'm
going
to
support
the
contract.

those
are
my

so
I
agree,
we
did
have
three
strong
candidates
as
finalists.
In
my
personal
view,
there
were
two
especially
strong
candidates,
each
with
different
strengths
and
different
talents
and
different
records
of
accomplishments,
and
so
to
evaluate
the
candidates
we
had
interviews.

But
in
the
case
of
one
candidate,
erica
storley,
we
have
the
additional
benefit
of
direct
experience
with
her
performance
this
past
year,
and
I
I
just
want
to
touch
on
three
aspects
of
erica's
performance
that
to
me
really
made
a
led
to
my
my
strong
support
for
her
being
our
permanent
city
manager.
First,
with
erica,
we
know
we
have
a
very
strong
staff
leader,
she's
proven
her
ability
to
be
build
and
lead
a
very
capable
staff.

Second-
and
we've
heard
a
lot
about
that
tonight
in
our
budget
discussion,
erica
is
able
to
make
tough
decisions.
She
made
tough
decisions
early
in
the
pandemic
to
mitigate
the
expected
loss
of
roughly
12
million
dollars
in
revenues,
and
she
asked
for
significant
sacrifices
from
our
staff
and
and
gained
those
sacrifices.

She
halted
all
unnecessary
spending
and
those
early
decisions
resulted
in
savings
of
roughly
10
million
in
expenses
leaving
out
us
with.
I
hardly
believe,
I'm
saying
a
relatively
manageable
two
million
dollars
in
deficit
spending
in
our
general
fund,
but
she
really
those
tough
decisions,
really
put
us
in
a
in
a
good
financial
position
headed
into
2021
and
then
third,
over
the
past
year,
I've
really
been
impressed
with
erica's
long-term
thinking
for
the
city.

An
example
I
think
of
erica's
long-term
thinking
for
our
financial
strength
is
her
identifying
the
opportunity
we
have
to
right-size
the
number
and
kinds
of
city
assets
we
have
and,
in
particular,
in
making
a
wise
decision
about
what
to
do
about
our
civic
center,
because
that
does
provide
some
really
positive
opportunities
for
us
going
forward.
So
in
in
hiring
erica.
We
can
continue
the
momentum,
there's
no
time
to
be
lost
in
a
transition
period.

Some
kind
of
management
brochure,
it's
the
city
council's
responsibility
to
set
goals
and
policies
and
determine
the
direction
for
the
city.
The
council
appoints
a
professional
city
manager
to
carry
out
the
day-to-day
administrative
operations
and
I'm
really
confident
that
erica
will
be
a
very
capable
partner
for
us
as
we
work
to
implement
the
policies
that
we've
already
set
and
set
new
policies
for
us
going
forward.
So
I'm
really
pleased
to
support
erica
for
our
permanent
city
manager.

we're
gonna,
take
the
vote

see
seeing

just
have
a.
I
do
have
a
statement,
a
couple
words
I
do
want
to
say
you
know
we
wouldn't
be.
We
wouldn't
be
evanston
without
a
controversy
in
this
town,
whether
it's
plan
developments
or
it's
foia,
or
it's
personnel
decisions
or
it's
police,
and
now
it's
a
controversy
over
who
should
be
the
next
city
manager.
The
reality
is
that
our
disagreements
in
town
are
not
because
we're
a
corrupt
government
or
council.

Nonetheless,
too
often
today-
and
this
isn't
just
in
evanston
when
someone
is
not
on
the
prevailing
side-
they
either
claim
that
there
was
a
conspiracy
or
a
lack
of
transparency,
with
the
belief
that
more
transparency
would
have
resulted
in
the
outcome
that
they
preferred.

Still
input
from
the
community
is
sought
and
considered
by
the
city
and
its
elected
representatives.
It
is
available
at
all
of
our
public
meetings.
It's
often
available
at
ward
meetings
and
town
halls.
It's
available
via
email,
social
media,
in-person
meetings,
telephone
calls,
some
elected
representatives
take
this
input
as
indicative
of
what
their
constituents
think.

Others
consider
it
as
one
part
of
their
decision-making
process
during
the
process
with
the
city
manager.
We
had
the
opportunity
we
had
several
opportunities
for
public
input,
including
a
survey
completed
by
over
650
residents,
virtual
public
forums
attended
by
a
hundred
residents,
stakeholder
meetings
with
the
education,
business,
non-profit
faith
communities,
as
well
as
the
labor
union
representatives
and
city
employees.

Each
alderman
and
the
mayor
selected
two
individuals
to
serve
on
the
two
community
interview
panels.
The
three
panelists
participated
in
a
90-minute
community
forum.
Additionally,
alderman
received
input
via
email
and
in
person
from
constituents
about
their
thoughts
on
what
the
city
should
seek
in
the
city
manager
and
who
would
make
a
good
city
manager.

My
decision
was
based
on
the
fact
that
I
thought
she
did
a
great
job,
checking
off
the
boxes
that
were
in
the
job
description,
but
also
because
of
her
past
relevant
experience
here
with
the
city
of
evanston,
her
deep
understanding
of
the
operations
of
the
city.
I
think
we
saw
that
even
tonight
in
this
budget
discussion
and
the
challenges
our
city
faces
her
commitment
to
climate,
racial
equity
and
affordable
housing.

issues
deeply
important
to
many
residents
in
evanston
her
ability
to
work
effectively
with
people,
her
commitment
to
personally
improve
and
her
effective
leadership
style
erica
demands,
good
government.
She
treats
people
with
respect
and
fairness.

cater

one
elected
official
over
another.
She
is
a
problem
solver.
She
cares
deeply,
as
I
mentioned,
about
the
environment,
racial
justice
and
good
policing.

negotiates
well

our

we
can

legal

district

youth

unsafe
