preservation
month:

evanston's

and
landmark
buildings,
whereas
historic
preservation
is
an
effective
tool
for
managing
growth
and
sustainable
development.

important
to
celebrate
the
role
of
history
and
our
lives
and
the
contributions
made
by
dedicated
individuals
in
helping
to
preserve
the
tangible
aspects
of
the
heritage
that
has
shaped
us
as
a
people
and
whereas
celebrating
evanston's
historic
districts
and
landmark
buildings
is
the
theme
for
preservation
month,
2015
sponsored
by
the
city
of
Evanston
Illinois.
Now,
therefore,
I
Elizabeth

to
proclaim
2015
as
Evanston
preservation
month
and
call
upon
the
people
of
Evanston
to
join
their
fellow
citizens
in
recognizing
and
participating
in
this
special
observance
and
I.

Mark,
first
of
all,
I
wanted
to
recognize
the
jurors
that
helped
us
make
these
decisions.
First
of
all,
it
was
Andy
cross,
who
is
a
planner
with
the
city
of
highland
park,
lisa
d
quiero,
who
is
the
director
of
advocacy
for
landmarks,
Illinois
and
finally,
Dwayne
McEwen,
the
principle
of
dma
see
architecture.

Our
first
award
recipient
is
2413
pain,
and
this
is
an
award
for
sensitive
addition
and
alteration.
This
edition
keeps
in
kick
in
character
with
the
historic
home,
given
an
appropriate
setback.
The
sensitive
expansion
to
the
original
design
allows
the
evolution
of
the
existing
design
vocabulary.
The
appropriate
use
of
exterior
materials
and
scale
was
praised
by
the
jurors.
The
owners
are
Cheryl,
lens,
Calvo
and
William
Stanford.
The
architect
is
Nathan
Kipnis
and
the
contractors
are
Scott
Simpson
builders.
If
all
of
you
would

next
award
is
for
appropriate
new
construction,
and
this
is
for
419
greenwood
street,
and
this
is
for
a
new
garage
at
that
location.
This
is
a
replacement
of
a
former
dilapidated
garage,
and
this
project
was
above
and
beyond
the
norm
for
the
typical
garage
projects
that
we
see.
The
new
garage
was
designed
with
the
sensitive
use
of
historic
details,
inspired
by
the
historic
home
attention
to
detail
and
use
of
appropriate
materials
as
commended.
The
scale
of
the
garage
complements
the
main
house
and
maintains
the
open
space
for
a
rear
yard.

Next
is
the
award
for
sensitive
addition
or
alteration.
This
is
at
14,

him
moon.
The
jurors
comments
were
that
it
was
a
sensitive
and
well
designed
two
and
a
half
story.
Addition
that
replaced
a
previously
less
appropriate
addition
from
decades.
Prior
special
recognition
is
given
to
the
extra
effort
to
integrate
existing
architectural
details
from
the
historic
home
on
the
new
addition.
The

next
award
is
for
proper
restoration
and
rehabilitation,
and
this
is
for
300
church
street.
This
is
a
meticulous
interior
and
exterior
restoration
of
the
main
house
in
the
coach
house
at
the
property.
Despite
its
new
commercial
uses
of
B&B,
it
still
reads
as
a
single-family
home
attention
to
restoration
of
the
details
such
as
railings
and
window
frames
is
commendable.
The
ad
a
ramp
was
sensitively
integrated,
the
owners
are
Jennifer,
Pritzker
Don
overran,
Kerry,
King
and
Jim
King.
The
architect
is
Paul
Janneke
architects
and
the
contractor
is
Kim
residential
cortos
construction.

this
one
is
that
it
is
an
outstanding
exterior
restoration
of
masonry
work
and
steel
windows,
important
components

the
architectural

character

The
design
of
the
accessible
walkway
to
the
building
is
integrated
with
the
landscape
and
respects
the
character
of
the
quad.
The
walkways
gentle
slope
in
the
form
of
a
rising
broom,
avoided
the
need
of
an
to
install
railings,
thus
keeping
the
open
space
feeling
with
the
25,
with
the
25th
anniversary
of
the
Americans,
with
Disabilities
Act.

Next
is
an
award
for
innovative
solution
in
preservation.
This
is
for
2407
sheridan
road,
which
is
the
patent
gymnasium
at
Northwestern.
This
was
noted
as
a
comprehensive
exterior
renovation,
the
scope
included
masonry
reconstruction
and
refurbishment
of
the
underlying
steel,
supports
and
glass
block
window
replacement,
with
new
appropriately
designed
aluminum
windows
to
return
the
building
to
its
original
design.
The
use
of
liquid
reinforcement
flashing
protects
the
new
steel
from
moisture
penetration
while
providing
an
aesthetic
flashing
that
is
not
visible
to
the
exterior.

the
final
award
is
for
appropriate
new
construction,
and
this
is
46
Milburn
Park.
This
new
house
integrates
a
complementary
design
and
material
and
scale
to
the
enclaves
of
the
nine
existing
houses,
mostly
built
between
the
1930s
and
50s.
A
non
historic
house
was
demolished
on
this
site
to
make
new
for
this
make
room
for
this
particular
new
house.
The
use
of
land
and
stone
on
the
front
facade
is
in
keeping
with
the
architectural
character
of
millburn
park
in
the
neighboring
properties.
The
owners
name
is
repelled
on
request.

as

goal

awards
evanston's
joins
a
short
list

gold
communities,
including
San,
Francisco,
Boulder
and
Minneapolis.
They

on
a
nice
natural
wood

plaque
right

some
of
the
highlights
of
our
recognition
include
our
multiple
convenient
options
for
getting
around
town
and
the
high
percentage
of
residents
and
visitors
who
report
using
our
public
transit,
walking
and
biking
to
get
around
Evanston
evanston
also
has
a
very
robust,
safe
routes
to
school
program,
including
all
of
our
15
elementary
and
middle
schools.

It
is
a
program
that
requires
a
lot
of
coordination
across
all
of
our
city
departments
and
our
school
community
partners,
which
is
wonderful
and,
of
course,
as
well.
Evanston
was
recognized
for
encouraging
community
members
to
lead
a
healthier
lifestyle
with
our
women
out
walking
program
which
is
just
concluded
with
the
health
and
human
services
department.
So
a
lot
of
wonderful
work
to
help
make
Evanston
a
walk,
friendly
place,
and
so
we're
going
to
put
this
on
the
list
of
our
awards
for
the
community.

don't
know
that
Erica
story
is

but
we
would
recently
recognized
by
the
United
Way
north
northwest
as
one
of
their
top
municipal
campaigns
as
I
think
you
know,
United
Way
has
consolidated
over
the
last
several
years,

this
north

Northwest
is
pretty
much
all
of
the
the
north
suburbs
outside
of
Chicago
and
we're
very
pleased
to
have
come
in
a
second
with
the
Silver
Award
for
our
United
Way
employee
campaign.

our

completion

wellness

program
is

major
component
of
the
first
lady
Michelle
Obama's,
comprehensive.

Areas
more
than
480
cities,
towns
and
counties
participate
in
this
initiative
and
the
Department
of
Health
and
Human
Services
in
collaboration
with
the
city,
manager's
office
parks,
recreation
and
community
services,
as
well
as
various
external
health
organizations
in
Evanston,
have
worked
tirelessly
to
accomplish
the
goal
over
the
last
two
years
and
we're
proud
to
announce
that
we
received
three
medals
and
being
one
of
three
cities
in
the
Midwest
to
graduate
to
this
designation.

this
month
we
have
four
additional
medals.

awarded

Evanston
for
action
taken

improve
access

healthy,
affordable
food
increase
opportunities
for
physical
activity.

medals
were
awarded
because
Evanston's
achievements
promoting
the
usda
national
guide,
my
plate,
we've
pushed
this
in
all
city-owned
venues
that
offer
or
sale
beverages
and
our
food
and
we're
launching
at
least
three
programs
to
increase
physical
activity
and
youth.
As
to
impact
obesity
at
the
dais
at
your
seating,
I
gave
you
what
the
my
plate
looks
like
and
how
all
of
our
schools
are
participating
in.

All
of
our
city
sites
are
participating,
so
there
are
five
goals.
Go
one
is
to
encourage
start
early
and
start
smart,
which
is
promoting
best
practice
for
nutrition,
physical
activity
and
screen
time
and
early
child
and
education
settings

my

place,
which
promotes
displaying
my
plate

all
municipal
or
County
venues
where
food
is
served.
Evanston
the
city
of
Edinson,
has
received
a
bronze
medal
for

percent

municipality

and

commuter
challenge

competition

thousands

chicagoland
businesses

organizations,
governments

individuals.

we're
encouraging
residents
and
commuters
that
work
up
here
in
Evanston
to
join,
to
create
a
team.
You
can
go
to
the
bike,
commuter
challenge,
org
website,
two
things
that
are
different
from
last
year.

The
active
transportation
alliance
who
puts
the
commuter
challenge
on
is
promoting
this
through
and
the
ability
to
to
donate
money
to
a
particular
cause.
So
if
you
have
a
team
that
wants
to
raise
money
for
a
particular
cause,
you
can
do
that
as
well,
something
different
here
in
Evanston
we
heard
last
year
from
folks
that
worked
from
home
and
said
there
wasn't
a
team
for
them

join,

we
created
a
team
for
them.

arts

built
and
being
cultivated

Crown

established
need
for
quality
day
care,
open,
gym
programs,

place

care

to
study
crown
serves
the
hard
tax

working
families,

a
community
center

programs
are
a
nice
draw,
don't
get
me
wrong,
they're,
really
cool,

not
forget

services
that
crown
provides
to
the
working
families
of
Evanston,
not
just
a
gilded
few

bicyclist
I

alerting
the
council
about
a
question
in
the
Age
Friendly
Evanston
survey
that
demonizes
and
targets
only
bicyclist.

crack
question
reads:
bike
riders
in
downtown
evanston,
obey
signals
and
rules
of
the
road.
This
survey
never
questions
the
politeness
and
responsibilities
of
automobile
drivers,
except
for
this
question.
All
other
questions
in
the
survey
concern
quality
of
life
and
the
quality
of
infrastructure.
This
question
only
raises
doubts
of
the
quality
of
bicyclist.

like
to
say,
I'm,
very
interested
in
an
age-friendly
Evanston,
along
with
being
a
bicycle-friendly
oven.
Since
all
the
questions
in
that
survey
concerned
me,
the
bicycle
related
questions
in
that
survey
concerned
me
also.

Basically,
I
think
they
were
pretty
much
written
from
the
perspective
of
someone
who
observes
bicyclists,
but
someone
who
does
not
buy
sickle
him
or
herself.
So
you
know
short
term
I
would
encourage
the
council
to
just
beware
of
using
any
of
the
answers
from
that
survey
to
set
bicycle
policy,
but
longer
term
I
would
really
like
to
encourage
evanston
to
have
a
bicycle
Advisory
Committee,
so
that
that
kind
of
I
guess
misbegotten
question.

once
again,
we
are
wasting
taxpayers
money
close
to
half
a
million
dollars
for
another
useless
study,
which
will
do
nothing
for
robert
crown.
The
taxpayer
should
be
asked
for
by
referendum,
but
they
want
to
take
a
four
to
five
percent
property
tax
increase
for
the
new
robert
crown,
as
mr.
lies.
I
stated
this
at
one
meeting
prior
mr.
Lyons
agree
that
my
numbers
were
correct.
That's
what
it
will
take
to
build
robert
crown.

Frankly,
if
the
taxpayers
do
not
want
to
support
this,
then
we
should
board
it
up
like
Harley
car
can
take
it
down.
It's
the
same,
if
we
use
the
same
kind
of
reason
that
Wally
likes,
unfortunately,
when,
while
he
went
to
privatize
what
this
whole
robert
crazy
spent
a
hundred
thousand
dollars
of
taxpayer
money
for
a
study
that
proved
this
couldn't
be
done.
Anyone
could
do
this
with
a
back
of
an
envelope
and
come
up
with
the
same
answer.

we've
spent
we're
going
to
have
spent
over
six
hundred
thousand
dollars
and
got
nothing
so
far,
and
that's
pretty
pretty
unfortunate
and
we've
talked
about
Harley
Clark
dragging
out
for
four
years
well.
This
is
dragged
out
for
quite
a
few
years.
Two
and
two
years
have
been
wasted
with
these
studies
and
things,
so
it
is
pretty
interesting
how
we
waste
money
and
in
reviewing
this
whole
thing.
It
is
interesting
to
me,
with
a
conceptual
design
is
shown
to
me,
looks
like
it
will
have.
It
could
be
a
very
expensive
with
many
problems.

also
appears
you
are
building,
not
just
an
ice
rink
or
something
with
so
many
other
functions,
it's
very
expensive
and
frankly,
if
you
just
want
a
two
and
a
half
cut
sheets
of
ice,
some
lockers
and
some
pro
shops,
you
didn't
do
it
cheaper
and
clearly
the
city
can't
really
do
things.
This
is
where
there's
a
problem
here.

Nobody
knows
how
to
drive
a
scope
or
do
anything
and
that's
why
we're
wasting
so
much
money,
it's
very
unfortunate
and,
frankly,
putting
a
library
in
this
when
many
on
this
council
didn't
want
a
branch
library
is
really
very
interesting
and
also
the
inflated
capital
cost
to
that.

think
are
very
interesting
too
and
unfortunately,
my
other
person
isn't
here.

people
if
they
want
this

then
let's
go
ahead
and
do
it
if
you're
going
to
do
it

worry
about
collecting
some
money,
because
you're
not
going
to
collect

hardly

millions
of
dollars

donations

theory
they're

to
want

support

wish

we

have
gotten
a
lot
of
proposals,
the
two
that
we
did
get
our
very
accomplished
firms,
our
recommendation
tonight
is
to
request
the
council
give
the
city
manager
authorization
to
go
with
community
counseling.
As
our
fundraiser.
As
noted
in
the
report,
this
is
really
a
a
two-stage
process.

Both
respondents
echoed
the
same
type
of
process
that
a
and
neither
one
of
them
liked
a
description,
but
that
the
two-stage
process
be
first,
a
feasibility
study
that
actually
confirms
the
audience
that
we
have
for
fundraising
before
actually
going
into
the
fundraising
campaign:
Full
Tilt
for
lack
of
a
better
term
the
the
report
outlines
it
is
477
thousand
dollars.
However,
that
is
to
include
what
staff
feels
strongly
as
an
investment
to
have
an
on-site
fundraiser.

have
noted
before
the
council
before
that
city
staff
are
not
expert
fundraisers
that
and
we
feel
it
will
be
a
great
investment.
While
we
may
look
at
four
hundred
and
seventy
seven
thousand
dollars
as
a
large
sum
of
money-
and
we
do
our
goal-
is
17
million
dollars
to
raise
if
we
are
building
a
new
crown
center
at
an
estimated
thirty
million
dollars.
So
we
are
looking
at.
If
you
look
at
that
way,
the
fundraiser
will
receive
three
percent
of
17
million
dollars,
so
it
is.

it

tell

separate

capital
campaign,

other
words,
is
it
possible
that
the
feasibility
study
will
produce
results
that
show
this
is
infeasible
and
we
won't
continue.

think
as
a
community
that
we're
fully
aware
of
all
the
donors,
but
what's
really
important,
is
to
continue
that
lists
all
the
way
down
to
the
50th
person
or
entity,
who
is
all
going
to
be
able
to
be
a
likely
donor
and
they
will
prepare
and
conduct
interviews
with
these
individuals
firms,
associations
all
of
them
in
a
setting.
That
is
much
more
conducive
to
an
open
discussion.
A
discussion
with
members
of
council
or
discussion
with
members
of
staff
might
not
produce
the
same
results.

So
this
is
what
they
do
for
a
living
to
ask
those
kinds
of
questions
of
when
how
much
things
of
that
nature
any
requests
they
have
whether
or
not
they're
interested
in
rights
naming
rights.
How
will
we
proceed
so
the
feasibility
will
define
how
many
interested
parties
we
have
at
each
level
when
we
talked
about
this
with
the
both
sets
of
consultants
to
determine
how
many
are
in
our
top
10.
So
those
are
and
really
we
talked
about
a
top-five
that
could
be
in
a
successful
campaign.

The
top
five
will
drive
the
rest
of
the
campaign.
If
the
top
five
represent
five
million
dollars,
then
your
campaign
may
only
be
able
to
go
up
to
seven
to
ten
million
dollars
total.
So
it's
going
to
be
very
important
to
identify
those
that
are
going
to
be
the
large
givers
and
the
feasibility
study
is
meant
to
do
that
and
how.

those
details
on
automating,
contrary
to
maybe
what
some
people
think
you
know
we're
not
stupid.
So
we've,
we've
we've
been
out
in
the
alcohol,
the
philanthropic
community

mayor

people
have
been
talking
to
people
and
the
idea
of
having
this
fundraiser
is
not
only
our
idea,
but
what
has
also
been
suggested
by
other
people
in
the
community.

Those
individuals
who
are
interested
in
making
contributions
are
helping
to
support
this
want
to
know
what
our
commitment
is,
and
so
now
we've
flushed
out
some
of
what
our
commitment
it
is
likely
to
be
as
far
as
the
dollars
are
concern
what
we
want
to
do,
but
we
also
are
trying
to
demonstrate
that
we
are
going
to
be
going
out
and
doing
this
capital
campaign.
It's
not
just
going
to
be
tax
dollars,
it's
a
really
large
number
and
the
cost
of
this
fundraiser
and
mari.
I'm
sure
you'll,
correct
me.

We
could
charge
the
taxpayers
money,
you
can
stretch
it
out
all
over
over
all
these
years,
but
this
is
a
better
deal
and,
as
I
mentioned,
your
representatives
have
been
having
conversations,
and
we
have
a
sense
that
there
is
a
reasonable
level
of
support.
It
would
justify
this
investment
so
can
I
guarantee
it
I
can't
guarantee
anything.
Anything
could
change
tomorrow,
but
I
think
that
we
have
a
degree
of
confidence
that
it
makes
us
comfortable.
Taking
this
route
and
I
think
it's
appropriate
and
we're
taking
a
different
step.

We're
not
saying
okay,
taxpayers,
you
put
the
whole
foot.
The
whole
bill
will
just
put
it
on
the
credit
card.
We're
not
doing
that.
We're
undertaking
a
process
to
raise
a
big
portion
of
the
money
and
I
think
that's
the
most
fair
and
appropriate
way
to
do
it.
So
we
have
a
lot
of
people
who
use
this
facility.
It's
heavily
used.

is
in
it
is
it's
interesting
to
me
because,
given
the
condition
of
the
facility
in
working
with
the
people
talking
to
people
in
spending
time
there,
you
wouldn't
know
that
it's
nasty
and
decrepit
because
people
do
beautiful
work
there.
We
have
incredible
skaters
who
knew
train
their
figure
skating
hockey
ice
skating.
We
have
daycare
speed
skating,
we
have
daycare,
we
have
a
laundry
list
of
programming
that
happens
at
that
facility
and
in
the
parks.

I
think
it's
the
most
heavily
used
facility
we
have
in
the
city,
we
have
to
take
care
of
what
we
have.
That's
the
bottom
line
and
I
think
that
we've
really
been
working
to
accomplish
that
on
a
slow
but
steady
progress
basis
and
undertaking
this
course,
I
think,
is
the
best
way
to
go
about
that.

not
quite
pay-as-you-go,
but
it's
certainly
better
than
just
then
putting
the
whole
thing
on
the
credit
card,
and

big

rights
donors,

there's
also
going
to
be
a
way
to
efficiently
ask

whole
community

donations,

that's
not
our
Forte,
so
I
think
that's

be
very
important
to
also
have
those
public
campaigns
that
are
fliers
that
are
community
meetings
that
involve
raising
at
the
100-dollar
level,
not
the
1
million
dollar
level
and.

number
that's
floating
around
for

bill,
that's
included
in
our

consultant

have
a
sense
of
what
we're
going
to
be
able
to
generate
here,
but
really
and
truly
until
they
go
out
there,
they're
they're
not
going
to
really
know.

mean
they.

what
their
their
experience
has
been,
but
this
is
a
little
different
right
now,
so
I
I
just
think
it's
money
very
well
spent
it's
not
a
lot
of
money
for
what
we're
going
to
get
and
we're
not
going
to
spend
any
more
until
we
spend
the
75,000
at
least
that's
what
I
think.
Mr.
Lyons
has
told
us
if.

right,
they
did
stress
the
feasibility
study
because
picture
this
firm,
that's
going
to
charge
477
thousand
dollars
and
raise
a
million.
We
won't
have
very
many
more
customers
after
that,
so
their
goal
is
to
do
the
investment
up
front
to
determine
where
they're
at
before
they
place.
Someone
here,
you
know
eight
hours
a
day
five
days
a
week,
which
is
our
and
we
didn't
specify
that
they
had
that
in
their
proposal,
but
they
wanted
to
embed
someone
at
the
city
to
make
it
work.

compare
the
two
without
that
they're
right
on
top
of
each
other,
pricing
lies
and
qualifications
wise.
So
again
we
were
very
fortunate.

wish

would
have
thought

the

the
work
that
has
been
done.

decided
to
back
away
from
that
after
finding
that
the
building
had
a
very
thorough
and
active
security
system,
so
we
have
simply
transferred
the
security
systems
names
to
the
city
and
in
which
now
the
police
department
will
be
notified,
and
you
know
at
any
point
in
time
in
which
somebody
violates
the
the
plane
which
is
going
through
the
windows
and
moving
around
the
inside
of
the
building.
While
the
system
still
active.
Currently,
the
building
is
monitored
at
a
minimum.

week
personally,
I
try
to
go
out
there
once
or
twice
a
week
myself,
just
to
make
sure
everything's
intact
and
just
to
watch
make
sure
that
nothing's
really
degrading
all
the
facilities
are
secure.

have
all
been
in
place
for
years
and
really
haven't
moved
in
a
long
time.
We've
allowed
some
of
those
features
to
stay
in
place

in

over
the
summer,
anybody

the

headed

winter
starts

coldest

We
had
two
point,
eight
inches
of
snow,
and
that
is
above
average
for
Chicago
standards.
December
was
cold
and
dry.
We
were
off
to
a
slow
start
for
snow.

encouraged
January,
we
started
to
slip
away
and
we
had
frequent
light.

falls,
totaling
13.9
inches,
which
was
above
average

we
all
recall
februari
with
the
big
20
inch
snowfall
that
place
dust
number
five
on
the
chicago
snow
grand
hit
list.
At
that
point
we
were
for
the
month,

continued
cold.
So
quick
important

to
point
out
four
of
the
past
five
winters
have
had
above
average
snowfall
early
predictions
for
next
winter,
more
of
the
same

snowfall.

wants

how
much
more,
but
that's

This
year,
I'm
being
told
that
the
price
of
salt
will
drop,
but
how
much
I'm
not
really
quite
clear
so
should
have
some
answers
for
you
in
the
next
month,
or
so
your
two
day
budget
projections
guess
that,
unfortunately,
winter
does
not
end
or
actually
begins
in
November.
So
we
do
have
the
need
to
probably
purchase
about
another
2,500
tons
of
salt.
So
we
are
projecting
that
our
winter
costs
could
be
up
around
a
million
dollars
with
everything
that
we
had
we'll
have
a
better
handle
on
that.

understand
what
our
costs
are
going
to
be
per
ton
in
terms
of
salt
costs
next
year,
these
are
all
based
on
current
contract
costs,
operational
adjustments,
one
of
the
things
that
we
were
concerned
about,
as
the
20
inch
snowfall
indicated
to
us,
is
that
our
sidewalk
clearing
efforts,
while
adequate
in
in
reasonably
good
shape
during
no
more
normal
snow
falls,
become
slower
and
more
complicated.
When
we
get
very
heavy
snowfalls,

that
was
something
that
we
identified
as
something
of
a
little
bit
slower
in
terms
of
service
response.
What
we
are
proposing
to
do
this
year
is
to
purchase
another
specific
piece
of
sidewalk
equipment

through
some
savings
and
some
rearrangements
with
our
own
vehicle
replacement
fun.
This
will
allow
us
to
split
the
city
into
three
different
parts
and
to
be
able
to
create
specific
sidewalk
routes
so
that
we'll
have
people
dedicated
with
this
versatile
piece
of
equipment.

look

other
communities-
and
this
is
a
particular
example
out
of
Minnesota.
They
use
more
graphics
and

at
this,

talking
with
our
citizen,
engagement
and
we'd
seem
to
think

way
to
go.
One
thing
we
would
like
to
do
in
introducing
some
of
this
is
to
crowdsource.
This
is
to
actually
engage
our
public
to
tell
us
how
best
to
communicate
with
them,
instead
of
assuming
and
then
here's
yet
another
example
of
signs
with
heavy
on
graphics
and
lighter
on
the
text.

we

going
to
do
is

incorporate

revision
of
the
over
the
snow
parking
band
as
well
as
be
more
clear
as
to
when
the
streets
are
actually
slept.
