A
B
A
A
I
am
very
sorry
to
announce
tonight
that
woody
bowman
and
our
legislator
for
many
years
1976
to
1990
and
more
recently,
a
professor
of
public
policy
at
depaul,
was
killed
in
a
car
accident
and
his
wife.
Michelle
was
also
gravely
injured,
so
there
will
not
be
any
services
until
michelle
is
better
and
can
pull
it
together.
A
Also,
very
sadly,
jean
bell
passed
away.
He
he
attended
evanston
high
school
haven
and
evanston
high
for
two
years.
He
was
the
only
black
team
member
on
the
baseball
team.
He
also
played
on
the
basketball
team
for
three
years
and
during
his
junior
year,
was
the
only
black
player.
A
He
played
semi-professional
basketball.
I
did
not
know
this
about
my
friend
and
semi-professional
baseball
and
for
28
years
he
worked
at
evanston.
Township,
high
school
and
gene
did
many
many
things
in
our
community,
but
I
think
he
will
be
best
known
for
having
been
one
of
the
people
who
started
the
fellowship
of
african
american
men.
Basketball
in
1968,
working
with
a
group
of
men,
fam,
was
created
as
a
means
to
replace
school
athletic
programs
that
had
been
cut
from
the
middle
schools.
A
11
o'clock
at
ebenezer,
thank
you
alderman
holmes,
so
our
condolences
go
to
his
family
and
his
wife
connie.
E
Good
evening,
madam
mayor
members
of
city
council,
city
clerk,
green
and
city
manager,
bob
quits,
I'm
joe
mcrae,
director
of
parks,
rec
community
services,
I'm
here
to
celebrate
national
parks
and
rec
month,
I'm
going
to
give
a
brief
overview
and
then
show
you
a
great
video
and
then
let
you
all
go
on
with
your
meeting.
Our
department's
mission
is
to
enhance
the
quality
of
life
of
all
citizens
by
providing
collaborative
opportunities
for
our
community
to
grow,
learn,
create
and
play.
E
This
mission
is
really
on
display
during
the
beautiful
summer
months
in
evanston,
when
the
department
successfully
coordinates
amazing
summer
camps,
fleetwood,
theater
productions,
starlight
concerts
movies
in
the
park,
amazing
farmers
markets,
swim
beaches
for
people
and
their
dogs
and
lakefront
festivals.
Last
year,
we
shined
a
bright
spotlight
on
our
summer
camps.
This
summer
marks
the
30th
anniversary
of
the
evanston
ethnic
arts
festival,
a
two-day
celebration
on
july,
18th
and
19th
this
saturday
and
sunday
of
cultural
diversity
presenting
the
best
in
ethnic
art,
food
and
performance
at
dallas
park.
E
Several
local
and
global
food,
vendors,
family
arts
activities
area
and
continuous
entertainment
with
exciting
performances
of
music
and
dance
to
commemorate
this
milestone
anniversary,
a
special
legacy
exhibit
exhibition
that
honors,
the
founders
of
the
festival
will
commence
on
saturday
july
18th
at
1
pm
and
will
remain
open
to
the
public
on
both
saturday
and

G
Good
evening,
madam
mayor
clerk,
green
members
of
the
city
council
and
city
manager,
bob
quits
karen
danzig
lyons
here
from
the
evanston
public
library
to
show
you
another
type
of
video
that
the
staff
created
highlighting
our
summer
reading
program.
We
have
materials
that
we've
translated
into
spanish
into
mandarin
and
english
and
we're
having
a
lot
of
fun.
At
the
summer
reading
program
read
to
the
rhythm
we
have
a
few
more
weeks
left
so
still
time
to
come
and
join
us.

B
F
F
A
Thank
you
very
much
director
lyons.
That
concludes
my
report.
City
manager.
Do
you
have
announcements?
Yes,.
H
Ma'am
mayor
members
of
the
council
good
evening
of
a
few
first,
I
tasks
given
to
thomas
smith,
our
director
of
health
and
human
services.
Let's
come
talk
a
little
bit
about
our
community
health
survey.
I
So
our
department,
in
partnership
with
the
evanston
health
advisory
council,
is
undergoing
a
strategic
planning
process
entitled
e-plan
e-plan
is
a
short
acronym
that
stands
for
creating
a
healthier
evanston.
So
this
one
and
a
half
year
process
aims
to
bring
public
health
officials,
community
leaders
and
residents
together
to
assess
and
improve
the
health
of
evanston
residents.
I
I
So
our
department
has
been
working
hard
on
this
e-plan
process
since
february
of
this
year
and
I'm
happy
to
report
that
our
first
meeting
of
convening
community
members
and
our
community
stakeholders
occurred
just
about
a
month
ago,
and
we
had
90
participants
to
come
to
the
parasaur
room
and
talk
to
us
about
forces
of
change
that
impact.
The
outcome
of
health
for
our
community.
I
And
the
culmination
of
the
matter,
we
will
have
completed
four
different
community-wide
surveys,
so
our
hope
is
that
we
really
reach
deeply
into
the
community
to
hear
the
voice
of
community
members
in
terms
of
what
is
health
to
them
and
what
a
healthy
community
looks
like.
So
the
survey
is
especially
important
to
us
because
we
get
information
from
our
community
members,
but
we
also
get
evanston's
specific
data.
Now
it's
easy
for
us
to
access
state
data
and
county
data.
I
But
we
know
evanston
is
a
unique
environment
and
we
want
to
make
sure
that
we
are
capturing
evanston,
specific
data
and
that's
why
we
really
push
the
survey
we
have
it
online.
We
have
paper
surveys,
we
will
attend
ward
meetings
up
on
your
request
and
your
approval
and
we
will
attend
community
events
to
make
sure
that
we're
capturing
the
essence
of
what
community
feels
their
health
should
look
like
over
the
next
five
years.
I
I
J
National
night
is
a
unique
crime
prevention
event,
which
is
celebrated
annually
on
the
first
tuesday
in
august,
so
this
year
the
event
will
be
held
on
tuesday
august
4th
from
6
pm
until
9
p.m.
The
purpose
of
the
event
is
to
strengthen
neighborhood
spirit
and
police
community
partnerships
and
to
send
a
message
to
criminals
that
neighborhoods
are
organized
and
fighting
back
against
crime.
J
J
Each
participating
neighborhood
plan,
different
activities
and
initiatives
such
as
candlelight,
visuals,
community
walks
block
parties
movie
in
the
park,
live
music,
food,
perform
performances
and
even
a
resource.
Fair
target
superstore
is
the
national
sponsor
of
national
night
out
and
they
have
played
a
huge
role
in
the
success
of
our
program
here
in
evanston
each
year
they
send
20
to
30
employees
out
into
the
community
to
support
national
night
out
with
giveaways
such
as
school
supplies
and
even
bikes
for
those
interested
in
obtaining
more
information.
J
H
And
lastly,
madam
members
of
the
council,
I'd
like
to
ask
oscar
mario
to
come
forward.
Oscar
is
our
new
local
government
management.
Fellow
who
started
with
us
on
july,
1st
oscar
comes
to
us
from
northern
california,
where
he
has
just
completed
his
master's
degree
in
public
administration
from
san
jose
state
university.
H
He
had
worked
as
a
full-time
intern
with
the
city
of
campbell
california.
Prior
to
that
did
a
little
traveling
worked
in
chile
for
a
period
of
time
and
has
his
bachelor's
degree
from
the
university
of
california
at
santa
barbara.
So
we're
very
happy
to
have
oscar
he'll,
be
here,
helping
with
council
meetings
and
doing
a
whole
variety
of
different
projects
with
us.
So
oscar
welcome
and
if
you
have
a
let's
say
a
few
words.
K
Sure,
good
evening,
madam
mayor
members
of
the
city
council,
like
city
manager,
bob
kovitz,
said
I
come
from
california,
it's
my
first
time
in
the
midwest.
I've
heard
a
lot
of
great
things,
especially
great
winters
that
you
have
here.
K
H
A
Thank
you,
city
clerk.
Do
you
have
communications
for
us.
C
Yes,
ma'am
just
a
few,
and
I
just
want
to
say
it's
good
to
be
back.
I
appreciate
all
the
calls
and
cards
and
concerns
about
my
health
still
working
under
the
weather,
but
I'm
not
back
100,
but
I'm
glad
to
be
back
here.
The
other
thing
is,
you
may
have
seen
a
an
announcement
on
the
web
page
or
whatever
about
the
city
clerk's
office.
C
Closing
it's
not
closing,
but
we
will
be
closing
for
a
short
time
on
the
15th,
because
my
staff
and
I'll
be
going
to
a
freedom
of
information
act
and
open
meetings,
act,
changes
in
the
law,
so
we
close
down
for
that
one
day,
wednesday.
The
15th
we'll
be
back
in
full
swing
on
thursday.
C
A
L
Good
evening
I
titled
this
smile
and
smiley
smile
because
actually
most
of
time
I
come
up
here
and
I'm
usually
chastising
you
and
this
time
I
congratulate
the
city
for
finally
securing
the
harley
clark
house
on
friday.
I
believe
I
received
an
email
that
they
finally
secured
all
the
windows
removed
the
ac
units
and
put
a
wood
on
the
fire
escape
to
keep
anybody
from
going
with
the
fire
escape,
though
you
know
I,
you
know
harley
clark,
closed
june
june
1st
and
on
january
5th
or
june
15th.
L
I
submitted
a
3-1-1
request
to
have
this
done.
I
believe
I
have.
I
have
a
few
sets
of
teeth
from
various
city
managers
such
as
mr
mayman,
that
I
need
to
return,
but
but
I'm
glad
that
that
all
that's
all
has
been
done
and
it's
about
time
then
in
terms
of
smiling
the
brewery
and
restaurant.
L
I
would
suggest
to
this
group
that
that
you
need
to
go
back
and
get
more
proposals
to
stop
this
negotiation
with
smiley
brothers.
This
business
has
only
been
around
for
a
year
and
many
restaurants
and
brewery
car
breweries.
Don't
last
very
long,
and
even
tonight
you
allow
sketchbook
another
brewery
to
increase
production.
This
is
already
a
crowded
area.
You
have
temperance
brewery
also
in
in
the
area.
L
L
One
other
thing:
actually:
why
are
we
rushing
this
thing
too,
because
actually
on
your
own
timeline,
we're
quite
ahead
of
the
process,
so
I
think
we're
kind
of
rushing
the
whole
process
here.
Thank
you
much.
M
Janette
risky,
how
messed
up
are
things
here,
I'm
hearing
rumors
of
racism
and
harassment
of
employees,
but
tonight
I'm
going
to
speak
also
about
this
negotiation
with
smiley
brothers
at
the
recycling
center.
What
a
mess
we're
starting
a
process
with
no
appraisal.
M
That's
not
how
you
do
real
estate
business
and
that's
how
you
do
any
business.
How
do
you
determine
a
price
for
a
city
asset?
What's
also
troubling?
There
was
a
story
today
posted
on
the
evanston
roundtable's
website
about
a
lawsuit
going
on
with
james
park
between
the
city
and,
I
believe
it's
nicor
and
metropolitan
water
district.
M
The
city
is
claiming
the
site's
contaminated.
So
how
could
the
city
go
out
and
start
negotiating
on
property?
That's
contaminated
and
it
didn't
inform
in
the
proposal.
The
city
didn't
inform
anybody
of
this,
so
I
don't
understand
real
estate
to
claim
to
be
an
expert
but
you're
supposed
to
disclose
those
types
of
things
to
potential
buyers,
smile
and
the
other
thing
that
was
stated
in
the
article
is
smiley
was
was
saying
they
might
get
a
new
water
line
in
that
article.
So
if
that's
the
case,
have
they
we've
already
started
negotiations?
M
It
sounds
like
to
me
and
and
the
issue
of
the
new
water
line,
there's
something
about
the
water
being
contaminated,
and
I
thought
that
was
rather
interesting
in
this
article,
our
residents
now
having
contaminated
water.
I
don't
know
that's
what
the
apparently
the
lawsuit
said,
such
things
at
least
that's
the
way,
I'm
reading
the
article
in
the
round
table.
M
My
alderman
grover
stated
this
process
would
be
transparent.
Will
it
be
an
ethical
process
and
will
it
get
the
maximum
money
for
this?
Our
taxpayers?
Out
of
this
deal?
That's
what
concerns
me,
because
all
these
deals
never
give
us
the
maximum
money.
M
Then
that's
a
problem,
and
frankly,
with
the
the
several
attorneys
up
here
and
and
former
attorneys,
we
ought
to
be
able
to
somewhat
knowledgeable
legal
issues
and
I
would
hope
some
of
you
would
start
to
at
least
look
at
these
things
more
carefully
before
you
jump
and
don't
approve
this
as
a
consent
agenda
and
let's
have
some
discussion.
Thank
you.
A
Thank
you,
city
manager.
Do
you
want
to
speak.
H
Madam
mayor
members
of
the
council,
just
to
make
it
clear
to
everyone
in
the
community
that
issues
regarding
water
are
not
an
issue.
We
get
our
water
from
lake
michigan,
all
the
potable
water
and
evidence
comes
from
there.
It's
been
documented
in
the
process
that
we
are
have
an
ongoing
lawsuit
with
nightcore
regarding
issues
regarding
a
gas
leak
which
has
no
impact
on
this
property
or
on
water.
So
just
want
to
be
clear
with
that.
N
I
don't,
I
don't
think
you've
gone
far
enough.
We've
just
been
told
the
community
is
just
it's
just
been
alleged
to
the
city
of
evanston
that
there's
a
potential
that
our
water
is
contaminated.
Where
did
that
come
from,
and
why
would
anybody
say
that
I
mean
he
didn't
make
it
up
obviously,
or
did
he
I
mean?
I
really
think
you
need
to
go
a
little
farther.
H
H
So
if
there
were
issues
with
groundwater
issues
with
the
contamination
that
we
are
in
a
lawsuit-
and
I
hesitate
to
talk
very
much
further
about
that-
have
nothing
to
do
with
the
potable
water
that
is
consumed
by
the
residents
of
evanston
period.
H
O
Good
evening,
mayor
tisdale
city
council,
my
name
is
rudy
mayo.
This
is
jagma
and
singh
we
represent
eapc.
O
O
When
I
started
it
was
about
10
to
15
kids,
roughly
with
the
growth
and
how
we've
been
successful.
We've
we've
grown
in
a
year
and
a
half
from
15
to
about
250
kids,
we
service
in
the
community.
So
with
that
being
said,
we
noticed
that
in
april
the
city
wanted
a
proposal
submitting
for
the
the
recycling
center
here
in
evanston,
and
we
submitted
everything
that
was
required.
O
All
the
financial
paperwork
and
all
that
we
submitted
that
and
I'll.
Let
juggy
go
ahead
and.
P
During
the
wait
of
being
reviewed,
we
sent
out
emails
to
each
of
the
aldermen
and
also
mayor
teza
tisdale
as
well.
Our
intent
was
to
have
each
council
person
know
of
our
intent
and
our
program.
P
Our
goal
is
to
let
each
of
you
know
that
we
were
a
part
of
the
community
and
that
we
are
here
to
stay
and
help
guide
the
youth
we
connected
with
mayor
and
alderman
miller.
All
in
all,
it
was
our
understanding
that
the
council
would
have
a
chance
to
review
our
outline.
However,
after
talking
with
the
alderman
miller,
he
was
surprised
that
we
even
submitted
a
proposal.
He
nor
the
other
members
knew
that
we
even
existed
any
even
that
we
were
in
the
running.
We
were
taken
aback
by
this.
P
We
take
our
time
and
use
our
resources
to
submit
an
idea
to
the
board
and
it
doesn't
even
make
it
to
the
hands
to
at
least
get
a
look.
We
would
like
some
transparency
in
finding
out
what
we
missed,
how
we
missed
out
on
getting
selected
and
getting
feedback
from
the
city
council,
so
that
we
will
not
lose
out
on
another
opportunity
or
opening
spot
that
may
come
in
the
future.
P
That
is
why
we're
here
trying
to
reach
out
to
you
personally
and
find
out
what's
right
and
the
right
way
of
doing
things
and
the
right
way
of
things
getting
done.
We
submitted
a
48-page
proposal,
however,
we're
not
we're
not
getting
any
feedback
on
how
we
will
be
able
to
connect
with
the
next
opening
with
the
city.
The
perception
we
have
gotten
from
this
and
is
that
there
really
isn't
a
fair
and
viable
process
for
anyone
to
be
taken
seriously.
P
Q
Which
has
to
do
with
the
smiley
brothers
brewery
and
I'm
looking
at
this
and
looking
down
the
street
from
there?
There
is
doll's
school
where
my
grandchildren
went
where
lots
of
my
friends,
children
are
and
lots
of
people
are
going,
and
this
is
a
business
which
falls
within
what
is
called
the
safety
zone
because
it
would
be
within
the
1
000
feet
off
the
school
unless
something
changed,
and
I
have
stayed
up
on
the
safety
zone
because
I
had
to
deal
with
that
issue
before.
Q
Q
R
I'd
like
to
start
by
reading
a
statement
from
the
evanston
y
ayso
president,
while
many
of
us
in
evanston
ayso
are
big
fans
of
smiley
brothers.
Evanston
ayso
is
opposed
to
the
smiley
brothers
proposal
for
the
conversion
of
the
former
recycling
center
adjacent
to
james
park.
At
a
time
when
our
playing
fields
are
scarce
and
in
poor
condition.
Overall,
we
can
ill
afford
to
give
back
public
space
to
a
private
entity.
R
Furthermore,
evanston
ayso
is
concerned
about
the
traffic
safety
and
risks
associated
with
an
alcohol-based
establishment
adjacent
to
a
public
park
where
children
will
be
on
fields
either
during
business
hours
or
on
sunday
mornings.
Where
we
are
concerned,
that
fields
could
be
compromised
because
of
the
actions
taken
by
careless
and
intoxicated
patrons
of
the
establishment.
R
That's
from
the
evanson
ayso
from
team
evanson.
We
would
like
to
echo
that
we
have
a
scarcity
of
athletic
fields
both
indoors
and
outdoors,
and
that
we
believe
that
the
city
and
the
pass
planning
department
has
designated
that
the
best
use
of
that
facility
would
be
for
athletics
and
parks
and
recreation.
R
So
we
feel
we're
now
moving
away
from
the
best
use
to
just
the
most
convenient
commercial
use.
We
are
also
as
evans
and
ay
so
concerned,
with
the
fact
that
we
will
have
hundreds
of
evanson's
youth
within
feet,
yards
of
a
beer
establishment,
an
outdoor
beer
establishment
and
we're
not
sure
any.
You
know,
proper
urban
planning
department
would
be
planning
for
an
outdoor
beer
garden
next
to
youth
playing
fields.
R
S
Thank
you
mayor
and
city
manager
and
aldermen
council.
My
name
is
dan
coyne.
I
live
at
827
monroe
and
I've
been
very
happy
and
proud
to
live
here
in
evanston
these
last
24
years.
I
love
evanston
very
much,
and
I
also
want
to
take
the
time
to
publicly
congratulate
my
new
alderman,
mr
miller,
who
I
consider
a
friend
and
a
good
man,
and
I'm
just
glad
that
the
mayor
was
able
to
make
a
choice,
and
I
appreciate
all
that
you
went
through
mayor
in
making
that
choice.
S
I
would
like
to
talk
about
an
issue
that
concerns
me
we're
not
perfect
as
a
city
and
I
think,
there's
room
for
improvement.
As
you
all
know,
city
managers
come
and
go.
That's
just
the
field
in
the
united
states
of
this
profession.
S
You
do
the
work
that
the
council
asks
you
to
do
and
you're
asking
people
to
change,
I'm
a
school
social
worker.
I
know
people
don't
like
to
change
and
that's
a
tough
job.
Now
we
do
pay
our
city
manager
well,
but
occasionally
we
need
new
city
managers
when
enough
community
members
are
feeling
that
things
have
gone
amiss
and
that's
what
I'd
like
to
talk
about,
if
I
may,
just
for
a
minute
there's
a
few
things
that
I
feel
bring
up
the
question
of
our
city,
manager's
tenure.
S
I
believe
that
the
accumulative
actions
that
I'm
aware
of
the
last
few
years
taken
by
our
city
manager
has
raised
some
liability,
legal
and
ethical
concerns
that
I
have
in
some
of
my
constituents
and
neighbors,
and
I
think
this
warrants
at
a
minimum.
Some
council
explanation
on
some
specific
questions
and
I
have
six
one.
Given
the
current
naacp
complaint
by
our
president
of
the
illinois
chapter
written
on
july
6
regarding
the
manager's
apparent
retaliation
towards
two
city
employees
for
practicing
their
freedom
of
speech.
S
I
think
we
need
to
know
as
a
community
what
we're
going
to
do
about
this.
I
know
there
needs
to
be
due
process,
but
that
concerns
me
greatly.
Two,
given
the
predominant
young
female
caucasian
employees
hired
by
our
manager
and
working
on
the
fourth
floor,
I'm
wondering
if
we
really
are
hiring
the
demographic
representation
of
the
city.
I
love
three
given
the
apparent
mandatory
use
of
paid
city
workers
to
pack
this
city
hall
meeting
when
the
township
was
being
dissolved.
S
S
S
T
It
held
its
last
noisy
class
at
904-906,
sherman
avenue
on
may
31st,
a
new
business
moved
into
the
revolution
x,
space
now
doing
a
telephone
conversation
I
had
with
alderman
wilson.
I
didn't
find
out
the
name
of
the
new
business,
but
a
neighbor
and
I
peeked
in
the
window
and
saw
the
sign
sureside
athletics,
posted
on
the
wall.
T
T
Now,
hopefully,
after
having
four
years
of
noise,
this
business
will
not
be
a
problem
and
I'm
sure
alderman
wilson
hopes.
It
won't
be
a
problem
because
I
won't
have
to
call
him
so
much
all
right.
The
next
thing
is
we
have
a
drug
problem
and
a
drug
dealing
problem
in
the
park
connected
to
the
nichols
school
playground
and
the
alley
across
the
street
from
this
park
that
runs
between
the
900
blocks
of
sherman
and
elmwood
residents
in
the
area
have
observed
the
drug
activity,
and
some
say
they
have
reported
it.
T
T
The
male
no
longer
lives
in
our
neighborhood,
but
he's
there
all
the
time
both
of
these
people
are
said
to
have
some
mental
issues,
but
mental
illness
should
not
be
a
reason
to
overlook
criminal
behavior
and
all
of
us
know
what
happens
when
there's
drug
activity
now
a
sure
side,
athletic
staff.
Member
said
she
called
the
police,
and
a
police
report
was
made
on
or
about
june
18th
because
of
drug
activity
near
shore
side.
T
Okay
now
this
is.
This
is
a
last-minute
thought
and
that's
about
the
main
library.
The
main
library
computer
system
has
a
sever.
Apparently
a
server
problem.
That's
gone
on
for
months,
ms
tara,
you
do
need
to
write
it's
my
understanding.
The
city
is
responsible
for
at
least
paying
for
it.
The
empty
magazine,
racks
in
the
library
convey
a
sense
of
the
library,
not
caring
about
having
providing
reading
material
and
listening
to
security.
T
There
need
to
be
some
more
cameras
in
the
library
because
of
sexual
activity.
There
have
been
exposures
by
by
males
there
and
other
sexual
activity
and
library.
Now
you
know
what
I'll
be
back
to
tell
you
more.
U
Greetings,
madam
mayor
city,
clerk
city
manager,
and
to
all
of
our
other
people,
the
president
of
the
evanston
north
shore,
branch
of
the
naacp,
mr
george
mitchell,
is
at
the
national
convention.
Therefore,
you
have
me
to
read
the
following
statement
on
his
behalf.
U
V
There
were
two
tables
set
up
to
discuss:
the
homeless,
a
large
number
of
citizens
using
soup
kitchens
and
food
pantries,
and
the
many
families
doubled
up
in
single
units.
The
many
under
in
underemployed.
The
many
students
depended
on
free
lunches
and
holiday
food
baskets
school
supply
giveaways
once
a
week.
V
Once
a
week
using
former
public
beaches,
that's
what
we
have
now
government
phones
subsidize
housing.
These
are
because
of
a
lack
of
jobs.
The
main
issue,
the
next
day
the
city
council,
made
up
of
nine
members,
discussed
the
developers.
That
was
their
main
topic
and
it
was
discussed
about
buying
out
units
so
that
I'm
assuming
that
the
rich
don't
have
to
have
this
poor
in
their
sight.
V
N
N
W
Those
questions
there,
we
go:
okay,
okay,
that's
off
the.
N
Consent
agenda
and
will
be
addressed
by
the
committee
chair,
a
3.3:
ask
your
approval
for
a
contract
with
eleanor
construction
for
baker
park
renovation
project
in
the
amount
of
four
hundred
ninety
four
thousand
two
hundred
and
sixty
nine
dollars.
Your
approval
is
requested
for
a
contract
with
public
financial
management
from
financial
advisor
services
in
for
a
four-year
contract
in
the
amount
of
twenty
thousand
per
year.
N
Next,
we
ask
approval
for
a
contract
with
parking
parking
access
and
revenue
control
system
is
off
the
consent
agenda,
we're
getting
more
information
and
there's
no
problem.
With
delaying
this
approval
to
recommend
to
proceed
with
the
church
street
boat
ramp
improvement
project.
N
This
is
so
that
a
full-service
restaurant
will
be
able
to
have
ada
access,
compliant
parkway
to
the
restaurant's
eastern
exit
entrance,
and
it
is
four,
let's
see
400
a
year.
I
believe
ordinance
92015
is
for
introduction
and
extends
the
electric
franchise
agreement
with
commonwealth
edison
until
september.
12
2020.,
we
ask
your
approval
for
introduction
of
ordinance,
100
0-15,
amending
the
public
safety,
civil
service,
commission
rules
and
regulations.
N
We
agreed
to
suspend
the
rules
on
the
next
two
items.
Is
that
correct
ordinance,
86015
decreasing
the
number
of
classy
liquor
licenses
for
horizon
group
management,
doing
business
as
the
marion
1611
chicago
avenue
from
21
to
20.?
Madam
mayor,
we
move
introduction
and
also
the
committee
agreed
to
request
suspension
of
the
rules.
So
action
could
be
taken
tonight.
The
same
conditions
exist
for
ordinance
87015,
where
we're
increasing
the
number
of
class
c
licenses
for
hrg
realty
management,
doing
business
as
the
marion
at
1611
chicago
avenue,
increasing
from
20
to
21
class
c
licenses.
N
I
move
introduction
of
this
and
request.
The
council
approved
suspension
of
the
rules.
The
committee
chair
will
explain
further
ordinance,
88015
increasing
the
number
of
class
d
liquor
licenses
for
janco
hospitality,
llc
doing
business
as
hyatt
house
evanston,
1515
chicago
avenue,
increasing
the
number
of
class
d
licenses
from
48
to
49..
N
N
Approval
is
also
requested,
and
suspension
of
the
rules
has
been
requested
as
well
for
ordinance
9015
increasing
the
number
of
class
d
liquor
licenses
for
vpc
evanston
pizza,
doing
business
as
giordano's
of
evanston
1527
chicago
avenue,
increasing
licenses
from
50
to
51..
So
this
is
for
introduction
and
suspension
of
the
rules.
Ordinance
91015,
increasing
the
number
of
class
d
licenses
for
800
evanston
llc
doing
businesses,
800
degrees,
pizzeria,
812,
church
street.
This
increases
the
number
of
class
d
licenses
from
51
to
52..
N
Ordinance
95015
is
for
introduction
and
increases
the
decreases.
The
number
of
class
c1
liquor
licenses
for
cheesies
evanston,
doing
businesses,
cheesy's
pub
and
grill
622
davis
street
from
six
to
five.
That's
for
introduction
and
also
for
introduction,
is
96015,
which
increases
the
number
of
class
c
licenses
for
cheesies
from
21
to
22..
This.
The
difference
in
these
licenses
is
the
time
for
which
the
business
can
be
selling
alcohol.
So
it's
a
downgrade
to
see.
A17
is
ordinance
for
action.
N
Next
ordinance
69015,
establishing
a
special
service
area
number
six
in
the
city
of
evanston
for
the
commercial
corridors
along
chicago
avenue,
main
street
and
dempster
in
southeast
athens,
and
this
is
for
action
under
planning
and
development,
ordinance
84015
grants
a
special
use
for
a
craft
brewery
sketchbook
brewing
company
at
821,
a
821
b
chicago
avenue
in
the
c1a
mixed
commercial
use
area
for
introduction
for
introduction
also
is
ordinance.
79015.
N
The
rules
committee
met
recently
and
request
your
approval
to
amend
the
name
of
the
animal
control
board,
the
animal,
the
board
of
animal
control
to
the
animal
welfare
board.
N
A
N
A
A
Q
N
A
3.5
approval
of
a
contract
with
parking
access
and
revenue
control
system
with
automated
parking
technology.
We
asked
for
maybe
an
explanation
about
adding
an
additional
feature
to
the
to
the
software.
N
Five,
okay,
then
a3.5,
that's
where
we
took
off
okay
and
then
we
did.
What
was
the
next
one?
Guys?
Three
point:
two!
Oh
that's
right,
alderman,
we'll
see
anything
check
that
out
a
3.2
approval
of
a
contract
with
a
lamp
concrete
contractors
for
central
street
streetscape
project
in
the
amount
of
one
million,
one
hundred
thousand
four
hundred
seventy
seven
dollars
and
forty
cents.
I
move
approval.
W
Thank
you
and
I
recognize
that
the
that
the
central
street
sidewalk
streetscape
program
was
approved
previously,
but
I
just
wanna,
I
guess
reiterate
my
concern
about
the
prioritization
of
you
know
the
amount
of
money
that
we're
spending.
It's
it's
three
halves
or
three
blocks
of
sidewalk
one
side
of
the
street.
It's
a
million
dollars,
and
I'm
just
I
just
remain
uncomfortable
with
with
these
kinds
of
allocations.
Y
Y
I
I
think
it's
it's
just
an
extraordinary
price
tag
for
for
what
we're
getting.
Thank
you
alderman.
Z
Grover
at
committee
we
discussed
both
the
the
price
affiliated
with
this
project
and
a
lot
of
it
had
to
do
with
filling
of
the
vaulted
sidewalks
under
one
block
of
central
street
vaulted
sidewalks
that
used
to
house
the
coal
as
they
were
shoveled
into
the
buildings
to
heat
the
buildings,
and
then
we
built
sidewalks
over
them
and
underneath
the
sidewalks
which
are
now
empty
and
I've
actually
been
under
these
sidewalks.
It's
made
it
very
difficult
to
maintain
the
sidewalks.
The
businesses
have
complained
for
years.
Z
I
think
it
was
probably
three
or
four
years
ago
that
I
was
underneath
the
sidewalk
in
those
buildings
with
tom
erd
from
the
spice
house,
trying
to
understand
why
we
couldn't
keep
the
sidewalks
in
a
safe
condition.
A
lot
of
it
has
to
do
with
the
the
vaulted
space
underneath.
Z
So
we've
been
working
on
this
project
for
a
long
time
and
and
the
the
business
owners
in
that
one
block
of
prairie-
and
I
don't
know,
aldermen-
tend
to
much
about
the
the
businesses
that
front
the
the
blocks
in
the
west.
Z
End
of
central
street
have
been
hoping
expecting
for
years
that
we
could
finally
undertake
this
project,
and
both
mr
nagar
and
director
robinson
did
address
some
of
the
issues
around
the
the
engineering
the
engineers
estimate
being
exceeded
by
the
bids
that
actually
came
in
and,
among
those
reasons,
are
large
construction
projects
that
are
happening
in
the
chicago
area.
Z
Everything
from
from
a
lot
of
highway
construction,
freeway
construction
to
construction
at
at
o'hare
airport
and
other
places
that
have
made
this
more
of
a
seller's
market
for
contract,
pricing
and
materials
and
and
labor,
and
most
of
our,
not
I
don't
know
if
most
of
but
many
we've
seen
of
the
projects
that
have
been
that
have
come
in
at
a
much
higher
bid
than
our
own
estimates
for
those
projects.
So
the
I
don't
see
the
trend
is
reversing
itself
and
the
reality
is
is
that
the
the
cost
of
these
projects
is
increasing.
Y
That
was
my
point
is
that
it
is
a
competitive
season
and
if
you
wait
until
things
aren't
aren't
so
competitive
if
you're
smart,
like
our
water
department,
is
smart
and
do
things
that
bid
them
out
of
the
off
season,
then
you
end
up
with
a
better
price
and
so
bid
them
out
at
the
height
of
the
season
when
there
are
a
lot
of
other
construction
projects
going
on.
Simply
it's
not
a
smart
thing
to
do,
and
I
I
really
expect
better
from
from
us,
given
how
tight
money
is
and
how
short
it
is.
AA
Thank
you.
This
project
is
at
least
in
the
two
blocks
in
the
sixth
ward,
is
half
of
a
project
that
was
was
to
be
completed
several
years
ago
when
the
south,
shortly
the
season
after
the
south
side
had
been
resurfaced,
the
you
know
so.
We've
been
very
patient
and
I
have
really
been
okay
with
passing
over
a
couple
years,
a
couple
seasons
so
that
other
projects
with
a
better
priority
higher
priority
could
get
done.
AA
That
said,
I
don't
know
that
you
know
next
year
or
next
season,
there's
going
to
be
any
reduction
in
the
price
of
concrete.
It
is
in
shortage.
A
lot
of
things
in
the
sixth
ward
warden
elsewhere
in
the
city
did
not
get
completed
last
year,
not
this
project
but
others,
because
there
just
was
no
concrete
to
be
found.
So
I
think
we
have
an
opportunity
here
to
do
it
at
a
known
cost.
If
there's
any
way
our
our
director
of
streets
and
of
public
works
can
can
negotiate.
AA
Another
cause
certainly
would
love
for
for
her
to
try,
but
I
think
it's
time
to
get
this
job
completed.
AB
Good
evening,
madam
mayor
city,
council,
clerk,
green
city
manager,
bob
witz
susan
robinson,
director,
director
of
public,
works,
alderman
fisk.
The
the
issue
is
not
just
a
competitive
season.
Much
like
the
announcement.
Let's
bid
and
fall
all
the
other
communities
that
are
facing
some
of
the
same
challenges.
We
are
with
the
higher
bid
prices,
and
it's
not
just
for
this
project-
we're
going
to
actually
do
a
report
for
you
in
august,
because
there
are
some
other
projects
that
we're
going
to
have
to
defer
because
the
bids
are
coming
in.
AB
There's
a
large
project,
that's
being
done
by
the
tollway,
that's
impacting
the
cost,
but
the
other
thing
is
is
that
we
had
a
three-year
economic
downturn.
So
everybody
was
holding
tight
so
now,
everybody's
kind
of
a
little
more
freer
with
with
money
in
projects
and
there's
just
way
way
way
too
many
projects
and
far
too
few
contractors,
and
so
they
can.
Basically,
you
know
it
kind
of
charges.
You
know
to
to
a
certain
degree
what
they
want
within
reason.
But
so
I
I
think
that
you
know
waiting
un
until
the
fall.
AB
The
the
other
thing
is
when
you
bid
in
the
wintertime
they're
making
a
projection
on
what
the
concrete
is
going
to
cost
the
following
year.
So
not
always
when
it's
a
smaller
number
of
people
putting
in
for
those
bids,
they
can
kind
of
take
a
loss
so
to
speak,
but
if
it's
a
higher
number,
they
have
to
really
inflate
those
numbers.
So
I'm
concerned
that
as
more
kind
as
more
communities
move
to
this
earlier,
you
know
who
can
be
the
first
one
out
of
the
gate,
type
mentality.
AB
The
the
pricing
is
going
to
go
along
with
that.
So
because
contractors
are
going
to
have
to
make
decisions,
they
don't
know
what
the
price
of
asphalt
is
dependent
on
fuel.
So
they
don't
know
what
that
price
is
going
to
be
until
march
or
april.
We
can't
get
a
number
for
the
own,
the
asphalt
that
we
purchased
they're
unwilling
to
give
us
con,
and
we
have
that
same
problem
with
concrete.
AB
That's
when
we
put
our
materials
approvals
out
in
the
spring,
that's
usually
the
earliest
that
the
the
plants
will
give
us
in
terms
of
how
much
it's
going
to
cost
for
their
materials.
So
when
they're,
making
decisions
in
the
fall,
then
they're
making
decisions
in
the
blind
because
they
have
no
idea
what
the
materials
are
going
to
cost.
D
I'm
just
going
to
ask
alderman
grover
if
she
would
share,
maybe
with
the
rest
of
the
council
what
you
share
with
us
in
terms
of
walking
under
the
sidewalk
and
the
condition,
and
that
you
know,
I
think
that
we
have
to
look
at
in
terms
of
what's
safe
and
what
needs
to
be
done
now.
So
it's
not
the
matter
of
yeah,
it's
a
lot
of
money.
I
understand
that.
But
if
it's
a
safety
issue
that
we
need
to
get
done
for
the
citizens-
and
I
think
that's
what
we
have
to
do.
Z
Thank
you,
alderman
walking,
taking
a
tour
of
the
the
lower
level
of
these
buildings.
It
probably
was
two
or
three
years
ago,
maybe
three
or
four
years
ago,
with
mr
nagar
and
mr
de
hall,
we
took
a
look
at
it
and
there's
water
infiltrating
through
the
sidewalk
into
the
base
of
these
buildings.
This
is
a
place
where
they
used
to
store
the
coal.
But
now
it's
it's.
It's
storage.
Z
I
think
for
some
of
the
businesses
there,
but
they
really
can't
use
it
anymore,
because
the
space
is
is
in
such
bad
condition
and
what's
happening
to
the
sidewalk
above
the
vaulted
ceiling.
The
vaulted
space
is
that
the
sidewalk
deteriorates
constantly.
So
not
only
are
the
business
owners
patching
the
sidewalk,
the
city's
been
patching,
the
sidewalk
to
try
to
eliminate
trip
hazards
and
and
and
keep
it
safe
for
pedestrians,
and
we
have
lots
of
them
on
this
one
stretch.
So
it's
it's
not
just
a
safety
and
aesthetics.
Z
It's
part
of
the
central
street
improvement
plan.
It's
it's
been
a
long
time
coming
and
it's
unfortunate
the
timing
of
this
project
with
the
way
that
the
the
contract
pricing
has
worked
out.
AB
This
is
davis,
davis,
street
streetscape
work
from
from
last
year,
so
this
is
actually
money
that
was
carried
over
to
complete
the
the
benches.
We
also
had
money
to
complete
the
rest
of
the
the
bike
path,
so
it's
work
that
was
permanently
to
be
deferred,
so
it
was
never
going
to
be
done
as
as
a
result
of
having
the
meetings.
The
decision
was
made
not
to
continue
the
bike
lane
along
davis.
So
there
was
money
left
over
for
that.
AB
W
All
right,
okay,
all
right!
Thank
you
for
that,
and
and
again
it's
not
just
and
I
went
and
looked,
I
didn't
walk
under
the
sidewalks,
but
I
looked
at
the
sidewalks
and
they're
in
bad
shape,
but
then
there
are
a
lot
of
things
in
bad
shape,
but
it
is
an
extraordinary
amount
of
money
and
in
a
few
minutes
we're
going
to
start
talking
about
a
different
building
in
the
city
and
we're
going
to
talk
about
the
fact
that
we
don't
have
the
money
to
turn
it
into
a
recreation
facility.
W
A
Y
Thank
you,
madam
mayor.
I
I
I
don't
think
anyone's
saying
that
the
work
on
central
street
isn't
warranted.
It's
clearly
warranted.
I
mean
the
difference
is
between
what
we
can
anticipate,
what
the
cost
is
going
to
be
and
a
cost
that
far
exceeds
that
and,
of
course,
there
are
no
guarantees
that
things
are
going
to
be
better
if
we,
if
we
bid
them
in
the
winter
time.
Y
Y
I
mean,
there's
nothing
like
a
leaky
sidewalk
to
make
you
go.
Oh
my
gosh.
This
is
terrible
and
it
is
terrible,
but
delaying
it
by
six
months
is
not
going
to
make
it
any
worse
and
the
potential
for
making
it
a
whole
lot
better.
For
the
pocketbooks
of
evanston's,
taxpayers
is
significant
and
that's
that's.
What
my
concern
is.
Is
that
we're
doing
this
well
in
other
areas?
We're
just
not
doing
this
well
here.
N
Alderman
fisk
I
at
first
I
agreed
with
the
idea
of
waiting
to
bid
it
out
again,
because
I
believe
that
I
mean
the
prevailing
thought
is
when
you
do
it
closer
to
the
winner.
The
prices
are
cheaper,
but
I
thought
director
robinson's
explanation
of
what
could
possibly
happen,
given
the
flurry
of
jobs
and
infrastructure
work
going
on
in
municipalities
and
the
toll
road
thing
that
is
taking
everybody's
time,
I
I
think
we
could
be
actually
get
a
worse
price.
N
I
I
think
her
explanation
is
extremely
plausible,
and
that
concerns
me
so
I,
while
I
had
concerns
at
the
beginning,
I
think
I,
in
six
months
the
leaking
isn't
going
to
get
any
worse,
probably,
but
I
think
the
price
could
get
worse,
and
so
I
appreciate
that
explanation.
I
wasn't
even
thinking
along
those
lines
so.
Z
Yeah,
I
think
it
would
just
be
deferring
the
project
till
next
year,
not
even
six
months
and
and
and
although
alderman
wilson
it.
It
may
not
seem
as
if
this
is
a
priority
among
the
things
on
our
agenda
tonight,
the
central
street
improvement
project
has
been
on
our
list
of
priorities,
reflected
in
this
capital
improvement
plan
for
a
number
of
years,
so
big
picture
long
term.
This
is
indeed
one
of
our
identified
priorities.
It's
just
in
the
moment
and
in
this
window
of
tonight's
agenda.
Z
There
are
some
other
things
that
yes
are
larger
priorities
for
me
as
a
matter
of
fact,
but
but
long
term
and
big
picture
this.
This
we
have
made
this
one
of
our
priorities.
One
of
our
facilities,
street
improvement
priorities
for
public
works
projects.
AC
Yes,
thank
you,
madam
mayor.
I
do
think
maybe
we're
looking
at
this
in
somewhat
the
wrong
direction,
because
we
have
experienced
this
before
in
the
building
boom.
AC
There
was
for
a
long
time,
shortages
of
steel,
and
we
had
a
number
of
projects
before
the
great
recession
that
got
delayed,
because
there
simply
was
not
enough
steel
in
the
united
states
because
of
the
numbers
of
projects
that
were
going
on,
and
there
were
many
contracts,
not
necessarily
that
the
city
had,
but
that
had
that
we
knew
about
where
commodity
prices
were
very
difficult
to
predict
because
of
the
building
boom.
AC
So
my
question
actually
is-
and
I
I
understand
exactly
what
you
are
describing-
that
it's
very
hard
to
predict
because
of
fuel
prices.
What
the
price
will
be
for
asphalt
or
concrete
next
year
is
who
who
gave
us
the
estimate
originally
because
it
sounds.
It
seems
to
me
that
the
estimate
that
was
being
given
was
not
correctly
projecting
what
the
price
of
concrete
would
be
in
the
market,
and
so
we
may
be
looking
at
our
estimate
and
saying
gee.
AC
This
is
much
higher
than
what
the
estimate
was,
but
how
accurate
was
the
estimate,
and
so
I
I
agree
with
alderman
rainey,
and
what
director
robinson
has
said
is
I
don't
necessarily
think
that
a
tollway
project
certainly
is
not
completed
in
a
year.
O'hare
is
not
going
to
be
completed
in
a
year.
We
are
seeing
construction
all
over
chicago.
AC
Concrete
is
not
going
to
get
more
plentiful
and
I
would
say,
given
the
difficulty
of
the
sidewalk,
that
we
should
get
it
done.
H
H
We
feel
that
it's
important
to
move
forward
with
this
project.
I
think
also
dr
robinson
mentioned
at
the
committee
some
concern
about
the
water
issues,
underneath
that
would
be
easier
to
deal
with
in
the
summertime
than
in
the
winter
time.
We
have
a
tradition
of
doing
capital
projects
from
the
spring
until
november,
we're
going
to
have
to
change
that
and
we're
going
to
have
to
change
that
next
year.
Otherwise
we
won't
get
any
bang
for
our
buck,
so
I
think
this
project
really
represents
at
the
end
of
a
cycle.
H
I
think
we
we
would
agree
with
the
comments
made
by
a
number
of
aldermen.
This
has
been
long-standing
in
in
the
list,
but
we're
going
to
have
to
really
change
how
we
approach
capital
projects
or
all
the
projects
are
going
to
be
like
this
they're.
All
the
engineer,
estimates
will
ultimately
adjust,
as
we
are
seeing
real
numbers,
but
because
this
has
happened
rather
suddenly
those
engineer
estimates
haven't
adjusted
accordingly.
H
So
our
hope
is
that
the
council
will
move
forward
with
with
this
project,
we
hear
you
absolutely
you're
going
there's
a
number
of
other
projects
that
will
not
move
forward
this
year
because
of
the
issues
you've
all
talked
about,
and
we
recognize
that,
but
we
feel
we
do
need
to
move
forward
with
this
this
evening
and
we'll
be
back
to
you
on
the
17th
with
a
larger
discussion
of
this
as
we
move
forward
over
the
next
year
or
two.
A
N
N
The
reason
we're
doing
this,
for
both
of
them
is
because
it's
the
transfer
of
the
license
from
one
family
member
to
the
other.
So
there's
no
big
change
going
on,
but
we
alderman
grover
pointed
out
that
we
don't
want
to
leave
either
one
without
a
license,
so
we're
doing
it
both.
So
I
I
move
adoption
of
ordinance
86015..
N
C
A
Thank
you
all
right.
It's
been
moved
and
seconded
to.
A
Vote
on
as
an
action
item
on
ordinance,
86015
and
87015,
seeing
no
lights
for
discussion
city
clerk,
would
you
call
the
roll.
C
Okay,
we
still
have
paid
3.5.
V
N
N
C
Q
A
AC
Yes,
madam
mayor,
we
have
item
01
resolution
70r15
authorizing
negotiation
with
smiling
brothers
brewing
company
for
the
use
of
city-owned
property
at
2222
oakton
street.
The
economic
development
committee
and
staff
recommend
the
city
council
adopt
resolution
70r15,
which
authorizes
the
city
manager
negotiate
with
the
principals
from
smiley
brothers
brewing
company
to
repurpose
the
city-owned
property
located
at
2222
oakland
street.
I
move
approval.
X
I
just
have
a
couple
of
issues
with
this.
I
just
wanted
to
state.
First
of
all,
I
just
like
to
say
that
I
really
love
barbecue.
I
post
basically
pictures
of
my
kid
on
facebook
and
pictures
of
things
I
make
with
barbecue
pretty
much.
I
make
a
great
bacon
explosion
if
anyone
is
interested
in
trying
it.
My
problem,
though,
is
I
don't
feel
that
this
is
the
best
use
for
the
property
it's
next
to
our
largest
park
or
one
of
our
largest
parks.
X
If
not
busiest
parks,
I
don't
feel
that
the
process
actually
gave
the
most
information
to
make
a
decision.
I
think,
if
you
look
at
the
backup
material
from
the
economic
development
committee,
it
didn't
actually
fully
explain
the
various
proposals
that
were
put
forth.
That
only
explained
that
the
benefits
and
the
merits
of
the
smiley
brothers
proposal
so
I'd
like
to
see
a
more
thorough
process
in
that
regard.
I'm
for
me.
X
I
I've
learned
since
coming
on
the
job
that
there
are
more
five-year-olds
or
more
children
under
the
age
of
five
in
my
award
than
anywhere
else
in
the
city,
and
I
feel
like
they
are
the
future
users
of
james
park
and
the
future
users
of
potentially
what
we
could
do
with
this
site,
and
I
think
it's
it's
just
not
the
best
thing
we
can
do
in
the
busiest
place
we
have.
So
I
would
hope
what
we
can
do
moving
forward
from
this,
I'm
not
going
to
hold
it
up.
X
I
don't
think
I
have
the
support
to
hold
it
up,
but
I'd
like
to
see
either
our
parks,
recreation
department
or
our
parks
board
come
up
with
a
plan
for
our
parks
facilities.
We
have
or
an
update
to
the
plan.
We
have
one
in
place,
but
it
was.
It
was
formed
in
2001
it's
about
15
years
old.
At
this
place,
we've
looked
at
it
a
couple
times
since
then,
but
I
think
it's
time
to
renew
that
and
actually
make
a
a
list
of
priorities
for
what
we
should
be
doing
with
our
parks
and
facilities.
X
I'd
also
like
going
forward
to
see,
if
there's
any
significant
proposals
for
development,
that
we
have
a
thorough
presentation
of
the
review
process
by
staff,
and
it's
not
just
why
one
proposal
is
the
best,
but
why
the
other
ones
were
declined
in
that
sense.
I
just
feel
like
this
was
a
very
short
shrift
to
the
actual
the
process
and
put
forth
only
the
merits
of
the
one
proposal.
So
I'd
like
to
see
the
decision-making
process
from
staff
before
we
go
into
these
types
of
decisions,
thanks.
W
And
thank
you
mayor,
and
I
I
don't
disagree.
I
as
far
as
the
space
the
park.
All
of
that,
and
as
most
of
you
know,
I
did
support
the
idea
of
using
this
for
a
recreation
facility
all
along
but
contrary
to
the
idea
that
it's
been
rushed
and
moved
quickly.
We've
been
talking
about
it
since
at
least
2011
in
earnest.
There
was
a
committee
appointed.
The
committee
talked
about
it
made
recommendations.
W
W
I
think
that
we're
lucky
because
something
it
is
a
great
product
and
the
business.
That's
approached
us
with
this
particular
pro
proposal
I
think,
is
going
to
do
an
outstanding
job.
You
go
back
and
forth.
Personally,
I
have
spent
countless
hours
at
james
park,
soccer
baseball,
infinity
hours,
freezing.
W
I'm
sure
that
some
people
are
going
to
have
an
issue
with
the
idea
of
having
a
place
that
serves
alcohol
right
by
the
park,
but,
on
the
other
hand,
I've
had
an
infinite
number
of
conversations
with
fellow
parents
and
game
watchers
boy.
We
really
wish
there
was
some
place
we
could
walk
to
in
the
vicinity
to
get
warm
and
and
have
a
little
something
and
some
food
just
kind
of
take
a
break.
W
A
little
bit
of
a
side
point
I
I
do
agree
with
alderman
miller
as
far
as
having
our
rec
board
be
utilized
to
a
greater
extent,
I'm
interested
to
hear
what
they
have
to
say
about
long-term
planning
for
our
facilities
and
our
parks,
as
I've
already
mentioned
before,
I'm
not
interested
in
hiring
consultants
for
hundreds
of
thousands
of
dollars,
but
I
do
think
that
the
individuals
who
are
involved
and
engaged
in
our
rec
board
are
knowledgeable
and
have
some
pretty
good
things
to
say.
So.
W
A
Y
Well,
I'm
concerned
when
citizens
in
our
community,
who
are
actively
working
with
youth
and
sports
programs,
come
to
us
and
say
that
they've
submitted
a
proposal
and
have
received
no
response.
So
could
we
get?
Could
someone
just
explain
to
me
what
happened
there.
AD
They
did
receive
a
response.
We
reviewed
that
all
of
the
proposals
and-
and
I
would
like
to
remind
everyone
that
this
first
stage
was
qualifications-
that
people
were
asked
to
submit
their
qualifications
for
this,
and
then
we
would
have
gone
to
a
proposal
stage.
But
since,
as
we
talked
about
an
economic
development
committee,
we
only
had
a
handful
of
people
who
were
qualified.
We
went
forward
with
with
the
proposal
stage,
we
did
respond
and
we
let
the
two
groups
that
were
not
moving
forward.
AD
Know
that
and
I
sent
that
via
email,
and
I
think
that
albert
miller
actually
included
that
in
his
and
what
was
sent
to
council.
N
Well,
I
would
remind
you
all
that
we
get
every
single
meeting,
maybe
five
six
seven
results
of
proposals
requested
either
bids
etc.
For
example
over
a
million
dollars
tonight
for
central
street,
and
I
mean
did
we
did
we
get
all
the
details
and
the
the
the
text
from
all
the
letters
from
all
the
other
contractors
who
did
or
did
not
bid?
I
mean
we,
we
trust
our
staff
to
take
these
proposals
and
review
them
and
the
fact
of
the
matter
is
the
the
angry.
N
Submitters,
who
claim
not
to
have
received
any
response
from
people
they?
They
wrote
to
me
after
the
submittal
and
asked
me
to
meet
with
them,
and
I
responded
to
them,
and
they
know
this
that
I
felt
just
as
I've
done
with
the
theater
groups
that
that
is
really
inappropriate.
I
think
when
people,
when
our
staff
is
vetting
their
proposals
to
sit
down
privately
and
meet
the
people
who
have
submitted
that's
my
opinion-
might
not
be
anybody
else's,
but
I
just
feel
like
it's
a
fairer
process
of
you
know.
N
If
that's
the
way
it
happens,
this
property
is
going
to
cost
somebody
over.
You
know
three
four
million
dollars.
We
did
not
receive
people
with
that
capacity
to
produce
what
the
vision
was
for
that
location.
Now,
it's
interesting
to
note
that
right
behind
the
recycling
center
is
going
to
be
a
sports
dome,
one
of
those
huge
indoor
cloth,
whatever
the
material
is
sports
stone,
we've
issued
the
foundation
permit
and
in
talking
to
those
people
who
are
going
to
do
the
sports
dome,
randy,
mayne
who's
known
to
many
of
the
sports
people
in
town.
N
He
he
thinks
and
his
partner
think
that
this
is
the
greatest
use
you
could
get.
He
said,
how
could
you
get
any
better?
First,
we've
got
a
sports
dome.
We've
got
the
biggest
park
in
the
city
with
every
single,
conceivable
outdoor
sport
functioning
there,
except
for
ice
skating.
I
don't
think
we
have
any
of
that.
N
Then
we
have
a
grocery
store,
gordon
foods,
and
we
have
a
gas
station.
People
can
do
one-stop
shopping
while
their
kids
are
either
in
the
sports
dome
or
on
the
on
the
playing
field.
So
it
is
not
an
incompatible
use
and
that
does
school
is
down
the
street
in
one
of
the
busiest
traffic
corners
in
town
and
people
are
worried
about
people
at
eight
o'clock
at
night
sitting
at
smiley
brothers.
If
they
come
there
remember
we're
just
looking
for
qualifications.
N
Now
they
rose
to
the
top.
You
know,
there's
not
going
to
be
any
little
children
around
at
five
o'clock
at
night,
seven
o'clock
at
night,
eight
o'clock
at
night
saturday,
saturday,
night,
sun,
I
mean
it's,
it's
a
false
fear.
It
absolutely
is
a
false
fear
we
have
put
in.
N
I
think
two
requests
for
four
two
formal
requests
for
proposals
in
the
last
five
years.
I
think
the
building
has
been
vacant
for
other
than
storage
since
2000,
okay,
it's
2015..
N
You
know
we
we
had
a
proposal
from,
I
think
it
was
the
baseball
league
or
the
softball
league.
They
they
left
they.
They
said,
you
know
this
is
going
to
be
too
expensive.
They
want
to
to
do
something
and
then
they
wanted
to
leave
the
building
to
us.
I
mean
they
left.
They
said
they
could
find
cheaper,
accommodations
elsewhere.
N
The
city
is
going
to
benefit
millions
of
dollars
from
unloading.
This
building
to
a
use
for
somebody
who
is
already
here
who
has
proven,
I
mean
whoever
said
that
they've
only
they've
only
been
in
business
a
year.
Well,
that
is
accurate,
but
this
is
one
of
the
most
successful
businesses
that
the
city
has
ever
had.
I
mean
it
is
just
off
the
charts.
N
The
reason
why
they
want
to
expand
here
is
because
they
could
go
to
skokie
or
someplace
else,
but
they
have
been
looking
at
this
site
visually
and
thinking
about
it
way
before
we
issued
a
request
for
a
proposal.
These
people
came
to
us,
we
didn't
say
oh
you're,
our
favorite,
and
we
went
out
and
picked
them.
This
is
an
opportunity
for
economic
development
to
achieve
one
of
its
goals,
and
that
is
to
allow
for
the
expansion
of
a
current
evanson
business.
N
Smiley
brothers
can
no
longer
produce
one
more
pint
of
beer
at
their
current
location.
We
are
you
know
I
I
am
honored
to
have
their
proposal.
They
are
not
a
threat
to
the
community,
as
others
have
seen
when
they're
down
on
oak
street.
It
is
a
very
family-friendly
organization
and
I
hope
we
all
support
it.
You
know
everything
that
seems
to
come
in
the
eighth
ward
is
under
attack.
As
being
you
know,
a
money-sucking
grubbing
organization
that
you
know
can't
stand
on
its
own.
N
For
god's
sakes,
these
people
can
stand
on
their
own
and
the
others
by
the
way
have
proven
that
they
can
be
successful
too.
So,
let's
set
aside
all
these
really
uncalled
for
unnecessary
unsubstantiated
fears.
They
you
know
yeah.
It
would
be
nice
to
have
more
sports,
more
indoor
facilities
more
this
more
that,
but
in
this
case
nobody
doing
that
can
afford
this
property.
Nobody
and
this
city
over
my
dead
body
is
going
to
put
any
more
money
in
this
and,
like
I
said
before,
it
is
not
going
to
become
south
evanston's
harley
clark.
N
We
made
a
terrible
decision
there,
a
horrible
mistake.
We
had
a
gift
from
the
tuwani
enterprise
and
we
turned
it
down
and
look
at
the
mess
we've
got.
We
have
got
a
mess
on
the
north
end
of
town,
so,
let's
let's
go
with
what's
good
and
what
is
not
going
to
cost
us
anything.
Please.
AE
Thank
you,
madam
mayor
and
I'll
try
to
be
brief.
I
also,
along
with
alden
wilson
and
other
members
of
council,
supported
the
idea
of
notion
of
youth
programs
in
that
particular
space
and,
however,
I
I
didn't
have
an
opportunity
to
look
at
the
the
proposal
and
read
through
it,
and
so
I
don't
know
if
there
was
a
recommendation,
so
I
will
make
the
recommendation
now
to
staff.
I
think
there's
enough
community
support
to
take
another.
Look
at
that
proposal.
AE
I
think
there's
enough
there
that
I,
I
don't
think
the
this
site
is
going
to
be
a
good
location
for
them,
but
maybe
there
are
other
opportunities
to
partner
at
least
connect
them
to
the
the
sports
facility
next
door.
So
they
understand
what
they're
doing
and
maybe
we'll
find
another
place.
But
I
I
do
plan
on
supporting
this.
Some
of
the
things
that
you
didn't
mention
alderman
rainey,
which
I
think
this
this
opportunity
will
also
provide
the
residents
of
evanston's
is
it
will
create
jobs.
I.
S
AE
Me,
okay,
okay,
so
so
I
do
see
it
as
an
opportunity
to
create
jobs.
I
also
see
the
city
benefit
from
permitting
fees
and
and
all
the
other
expenses
that
goes
along
with
the
large
project
like
that
as
well.
I
look
forward
to
that
property
generating
property
and
and
retail
tax
for
four
years
to
come,
so
I
will
support
it
and
also
hold
you
and
members
of
the
council
that
that
property
will
not
cost
us
any
more
money,
and
so
thank
you
for
the
statement.
A
Z
Think
that
the
issues
about
proximity
to
school
can
be
worked
out,
I'm
pretty
sure
that
we
have
other
restaurant
bar
establishments
that
are
much
closer
to
a
school
building
than
this
would
be.
We
can
accommodate
concerns
about
the
compatibility
of
these
neighboring
uses
the
the
park
open
space
with
a
with
a
brewery
in
a
restaurant
by
design
through
the
negotiation
through
design
of
the
the
new
smiley
brother.
So
I
I
think
those
concerns
can
be
addressed.
Z
What
I'm
looking
at
is
what
skokie
is
doing
on
the
other
side
of
mccormick
and
skokie
is
building,
I
believe,
some
larger
recreation
facilities,
but
in
that
what
two
block
in
that
whole
area
there's
not
a
whole
lot
of
restaurant
opportunity
at
all
and
and
skokie's
not
building
it.
That's
for
sure,
so
I
don't
think
it's
a
bad
idea
for
us
to
have
the
place
where
people
can
go
when
they
come
to
the
neighborhood
for
recreational
programming.
Z
The
interesting
thing
about
going
through
the
rfq
process
is
that
did
bubble
up
a
couple.
Others
who
submitted
interest
in
in
operating
a
business
in
evanston.
As
you
said,
alderman
braithwaite
it's
an
opportunity,
we're
on
each
other's
radar
screen
now.
So,
let's
see
if
we
can
find
another
place
for
the
for
the
youth
sports
group
to
go
or
another
place
for
this
climbing
facility
to
go,
I
if
they're
interested
here
and
they
think,
there's
a
market
here.
Z
Maybe
we
can
work
with
them
and
find
other
more
compatible
space,
even
and
so
see
that
as
an
opportunity
and
not
close
that
that
door
with
them.
So
a
lot
of
these
concerns
can
be
worked
out
and
and,
as
we
discussed
at
committee,
really
hope
that
that
bringing
a
restaurant
establishment
will
be
a
catalyst
for
some
of
the
other
good
development
that
we
want
happening
in
the
neighborhood
along
the
lines
of
recreational
entertainment
programming.
A
Thank
you
alderman
holmes.
Well,
I'm.
D
A
supporter
of
the
project,
even
though
you
don't
have
a
bowling
alley.
D
I'm
making
the
complaint
every
time
mayor
so
just
just
to
keep
it
on
the
radar.
The
only
concern
not
even
a
concern,
but
the
the
issue
that
was
raised
tonight
and
alderman
grover
just
touched
on.
It
is
the
proximity
to
a
school.
But
then
I
was
thinking,
doesn't
gordon
have
alcohol,
don't
they
sell
alcoholic
gordon's
and
they
don't,
but
I
know
the
gas
station
does
so
so
does
all
these?
D
Yes,
so
I'm
just
wondering
in
terms
of
that
is
that
an
issue
you
know
I
know
that,
there's
an
issue
about
drugs
and
things
being
sold
within
a
thousand
feet,
but
I
didn't
nev
never
knew
anything
about
a
restaurant,
so
I
I
think
that
we
need
to
look
into
that.
I'd
like
to
have
more
information
about
it,
but
I'm
sorry,
oh
okay!
D
I
thought
maybe
you
knew
I
was
just
okay,
so
I
that
that's
the
only
thing
that
I
think
that
you
know
I'd
really
like
to
make
sure
that
we're
real
clear
on
that,
but
other
than
that,
I
think
it's
a
great
project
and-
and
the
biggest
piece
for
me
is
that
they're
not
asking
us
for
anything.
X
Real
quick,
I
just
want
a
second
alderman,
braithwaites
and
third
alderman
grover's
suggestion
that
staff
reach
out
to
the
various
groups
that
did
proposals
and
see
if
we
can
bring
them
here.
I
also
want
to
say
I
really
do
appreciate
the
dialogue
among
council
about
this.
Although
we
disagree,
I
disagree,
I
think,
with
the
council.
It's
been
a
good
discussion
of
this
and
I
truly
appreciate
that
thanks.
N
I
just
want
to
make
a
note
of
the
fact
that
the
effort
is
going
to
be
for
this
organization,
should
they
negotiate
their
way
into
the
recycling
center
to
be
off
the
grid,
and
I
think
it
is
an
absolute
monumental
offer
to
make
that
attempt.
They
are
going
to
use
the
spent
grain
to
generate
methane
to
heat
their
water
they're,
probably
going
to
have
a
windmill
like
the
walgreens
has.
N
N
People
will
not
only
be
able
to
get
jobs,
entry
level
like
busboy
and
things,
but
this
is
going
to
be
a
workshop.
Really,
I
mean
you'll
be
able
to
learn
how
to
brew
you'll,
be
able
to
understand
about
composting
and
and
recycling
all
of
the
materials
that
they
have.
It's
really
just
an
amazing
operation
and
their
proposal
when
compared
to
the
other
proposals
is
the
reason
why
they
were
ranked
in
the
90s
and
the
other
proposal
was
ranked
a
17
or
something
like
that.
N
We're
looking
for
capacity,
no
one
demonstrated
the
capacity,
including
the
guy,
who
built
the
wall
of
the
walmart,
who
wanted
to
build
a
so-called
climbing
wall.
Nobody
had
that
kind
of
capacity
or
that
kind
of
depth
of
experience,
and
much
of
it
is
all
within
the
same
family.
Not
only
do
they
have
the
experience,
but
they
have
the
financial
capacity,
and
for
that
reason
we
need
to
be
grateful
and
not
make
another
mistake.
So
thank
you
all
for
the
support
that
you've
shown.
AC
I
have
two
points
to
make:
one
we
just
approved
sketchbook
brewing
expanding
significantly.
I
am
certain
that
it
is
closer
to
lincoln
school
than
smiley.
Brothers
is
to
dawes,
and
lincoln.
School
has
585
children
playing
in
the
playground
right
there
lucky
platter,
which
is
around
the
corner,
even
closer
oceanique
I
mean
we
have
sidewalk
and
those
all
they
all
have
sidewalk
cafes
right
out
there
in
the
open
drinking.
AC
AC
The
other
thing
is
I'd
like
to
support
the
staff
on
this,
because
we
as
alderman
rainey,
said
we
receive
bids
and
we
have
a
bidding
process
and
we
have
a
bid
review
process
on
on
everything
in
this
community
and
we
have
a
professional
staff
and
I
don't
want
to
have
the
city
council
become
the
bid
review
committee,
if
that's
not
appropriate,
I'm
happy
to
look
at
the
the
bids
that
people
are
submit,
but
every
single
contract
we
get.
Has
the
description
of
how
the
scoring
goes
and
that's
really
important
and
it's
fair
it.
AC
It's
something
we
defend.
We
can
defend
in
court
any
time
and
we
don't
politicize
it,
and
so
I
think
I'm
happy
to
hear
from
people
who
come
here
and
have
issues
that
they
they
have
a
good
idea,
but
our
staff
is
a
very
professional
staff
and
I
think
that's
that's
the
way
it
should
remain
and
I
would
call
the
question,
but
I
think
that
alderman
tendum
is
still
gone.
AA
For
the
same
reasons,
I
did
support
this
in
the
economic
development
committee
meeting,
but
I
would
like
to
actually
just
before
it
dies
into
the
distance,
bring
up
again
the
point
that
alderman
miller
made
about
the
master
plan
for
our
parks
and
recreation.
I
think,
could
use
another
look
like
you
said
it
hasn't
been
updated
since
maybe
over
14
13
14
years,
and
if
that
needs
to
be
referred
to
staff,
I'm
sure
I
would
be
able
to
do
or
alderman
miller
could
do
it
at
called
the
awards.
Thank
you.
W
There
will
be
a
joint
first
and
fourth
board
meeting
and
thank
you
for
ultimate
fist
for
getting
that
going
primarily
to
review
the
fountain
square
project
and
that
will
be,
and
for
those
who
noted
it
before
change
of
location
is
going
to
be
in
this
room
tomorrow
night
at
6,
30
p.m.
D
Oh,
thank
you,
madam
mayor,
just
to
remind
everyone
that
this
thursday
7
p.m.
At
fleetwood,
jourdain
is
the
regular
fifth
ward
meeting.
We
will
be
having
an
update
from
you
and
their
new
proposed
development
in
the
1900
block
of
church
street,
as
well
as
an
update
from
our
police
department
and
also
just
want
to
remind
people
again
all
d.c
barnes
did
already
about
national
night
out,
but
just
to
say
to
each
one
of
us
that
this
is
a
chance
to
for
evanson
own
it.
D
We
can
own
it
by
supporting
nationalized
activities
in
our
in
our
awards
and
I'm
happy
to
refer
pastors.
Who
would
be
happy
to
work
with
you
if
you'd
like
to
do
that
I'll.
Just
let
me
know
thank.
AA
Thank
you,
madam
mayor.
I
would
like
to
inform
the
sixth
order
residents
and
others
that
the
regular
award
meeting
scheduled
for
july
23rd
will
is
postponed
to
a
later
date
to
be
determined
and
we'll
have
that
on
the
calendar,
hopefully
within
the
next
month
or
so.
Thank
you.
Z
Just
a
big
thanks
to
everyone
who
made
for
such
a
spectacular
fourth
of
july
celebration
in
evanston,
I
think
we
did
it
really
well
this
year
with
great
weather,
a
great
parade.
So
thank
you
to
our
fourth
of
july
association
for
putting
it
all
together
for
us
and
making
it
happen.
Oh.
A
AA
And
thanks
to
the
city,
staff
and
others
who
do
such
an
incredible
job
of
cleaning
up
after
the
parade,
my
ward
is
as
clean
as
it
is
before
the
parade,
and
I
really
appreciate
it
and
getting
rid
of
those
extra
chairs,
and
things
is
always
a
blessing
too.
So
thank
you.
N
Yes,
I'd
like
to
tell
the
entire
city
that
they're
welcome
to
the
bremel
park.
Food
truck,
fest
and
concert
starts
at
five
o'clock
and
ends
around
nine
tomorrow
tomorrow
night
and
for
those
people
who
live
on
bremel,
it
will
be
closed
between
about
custer
and
elmwood,
and
saint
francis
hospital
has
offered
us
the
sixth
floor
of
the
hospital
parking
lot.
You
can
come
and
put
your
car
in
there
anytime
after
three.
You
must
get
it
out
of
there
by
eight
o'clock
the
next
morning
or
earlier.
It's
up
to
you.
N
N
X
Okay,
that's
fine!
I
you
know
I'd
love
the
chance
and
let
me
officially
make
the
the
formal
request
to
staff
either
to
the
recreation
department
or
or
in
conjunction
with
the
parks
and
rec
board,
to
develop
a
formal
recreation
plan
or
an
update
to
our
plan.
Thanks.
AE
Thank
you,
madam
mayor,
and
thank
you
for
for
acknowledging
the
family
of
gene
bell
a
long
time,
residence
second
ward,
and
just
my
condolences
on
behalf
of
our
city
and
as
well
as
the
presence
of
second
ward
in
thanking
connie
bell
for
sharing
gene
with
the
evanston
community
for
all
those
years.
AE
I
also
would
like
to
make
a
referral
to
human
services
in,
in
light
of
some
of
the
comments
we
heard
earlier
today,
I
would
like
to
have
a
better
understanding
of
how
our
drug
policy
is
administered
and
and
also
enforced.
So
if
there's
someone
that
could
make
a
presentation
to
human
services,
that
would
be
great.
Thank
you.
A
Thank
you.
That
concludes
call
of
the
awards.
Would
someone
like
to
make
a
motion
to
adjourn?
Thank
you.
Is
there
a
second
all
in
favor,
say
aye.
