Council.
First
on
the
agenda
is
mayor's
public
announcements
and
proclamations,
I,
sending
condolences
to
the
family
of
Dave
Schmidt,
the
mayor
of
Park
Ridge,
who
died
very
unexpectedly
at
age,
57
of
a
heart
attack
and
who
was
a
member
with
me
of
the
Northwest
municipal
conference.
Also,
the
family
of
Lloyd,
Mayday
Lloyd
ran
made
a
brother's
car
repair,
&
Gas
shop,
and
he
was
a
member
of
the
High
School
boosters
Association
for
many
years.

While
his
children
went
through
the
high
school
and
one
of
the
last
times,
I
saw
a
Lloyd
was
at
dominicks
when
we
had
Dominic's
and
he
had
a
huge
cart
full
of
turkeys
that
he
was
in
typical
Lloyd
fashion,
taking
to
some
shelter
and
soup
kitchen.
So
my
condolences
to
Katie
into
all
his
children
and
then
on
a
happier
note
for
Women's
History,
Month
I
have
a
proclamation,
whereas
women
of
every
age,
race,
class
and
ethnic
background
have
made
historic
contributions
to
the
growth
and
strength
of
our
city
in
countless
recorded
in
unrecorded
ways.

And
whereas
women
continue
to
play
a
critical
economic,
cultural
and
social
role
in
every
sphere
of
the
life
of
the
city.
By
me,
by
contributing
a
significant
portion
in
the
labor
force,
working
inside
and
outside
of
the
home.
And
whereas
women
have
played
a
unique
role
throughout
the
history
of
the
city
by
providing
the
majority
of
the
volunteer
labor
force
of
the
city.
And
whereas
women
were
particularly
important
in
the
establishment
of
early
charitable
philanthropic
and
cultural
institutions
in
our
city.

whereas
women
have
been
leaders
not
only
in
securing
their
own
rights
of
suffrage
and
equal
opportunity,
but
also
in
the
industrial
labor
movement,
the
civil
rights
movement
and
other
movements
which
create
a
more
fair
and
just
society
for
all.

whereas
on
Saturday
March,
14
2015,
the
city
of
Evanston,
celebrates
the
extraordinary
progress
of
all
women.

Women's
History
Month
in
the
city
of
Evanston.
In
celebration
of
the
extraordinary
progress
of
all
women,
it
is

city
manager,

and
clerk
terrier,

with
assistant
to
the
city
manager,
evanston
lobby
day,
we
have
set
a
date
and
we're
very
excited.
It
is
April
14th.
We
will
be
leaving
from
Evanston
that
morning
and
then
driving
down
with
residents
and
community
leaders
and
business
leaders
to
rally
down
in
Springfield
for
making
sure
that
our
our
legislators
and
other
legislators
and
governor
will
be
able
to
listen
to
our
residents
about
some
of
the
issues
that
are
affecting
our
community.

we
really
want
to
encourage
residents
from
all
across
our
community
to
participate.
We
usually
have
some
northwestern
students
in
evanston.
Township
high
school
students
participate
in
the
event,
so
we're
hoping
that
we'll
also
have
a
good
contingency
from
those
coming
as
well.
This
year,
we're
doing
things
a
little
bit
differently.

had
a
luncheon
last
year
and
I,
and
this
year
we're
going
to
be
having
an
evening
reception
which
is
hosted
by
northwestern,
where
we'll
have
speaking
the
mayor
will
be
speaking
and
then
as
well
as
the
president
of
Northwestern
University
and
then
just
a
casual
reception
with
legislators.

so
encourage
you
to
attend
and
I
can
answer

Saturday,
we
celebrated
we
love
evanston
day.
As
you
know,
we've
been
working
hard
with
the
World
Wildlife
Federation's
Earth
Hour
Challenge
charlize
Agnew,
who
is
one
of
our
community
engagement.
Specialist,
really
was
the
spearhead
of
putting
that
day
together
and
I've
asked
Charlize
to
come
today
and
give
a
brief
overview
really.
The
tremendous
outpouring
of
support
we
received
from
the
Evanston
community
Charlize
good
evening,
good.

Evening,
madam
mayor
members
of
City,
Council
city
manager,
Bob
poets
and
deputy
city
clerk,
I'm,
Charlie's
Agnew,
community
engagement,
specialist
and
I
am
pleased
to
be
here
tonight
tonight
to
give
an
update
on
the
wheel
of
Evanston
day
and
our
quest
to
become
named
the
most
lovable
sustainable
city
throughout
the
world.
So
on
Saturday,
September
or
September
cheese
on
Saturday,
March
7th.

We
created
this
day
to
help
boost
sales
for
local
businesses,
create
awareness
about
the
wheel
of
Evanston
campaign
and
to
create
fun
photo
opportunities
for
community
members
to
share
on
social
media
using
the
hashtag
wheel
of
Evanston.
So
throughout
the
day
we
created
three
main
events.
There
was
a
photo
opportunity
with
Ronald
McDonald
that
took
place
on
dempster
and
dodge.
There
was
Willie
the
wild
kid
at
little.

Beans
gave
the
kids
the
opportunity
to
kind
of
meet
the
high
school
mascot
before
it's
their
turn
to
kind
of
cross
that
that
stage
there
and
then
we
had
a
special
water
treatment
facility.
Tour
and
I
would
like
to
give
a
special
thanks
to
the
Utilities
Department
for
hosting
that
they
had
mentioned
that
33
people
were
in
attendance
on
that
tour,
which
was
more
than
their
typical
chore
that
they
normally
hold.

To
me
on
that
day,
to
the
great
Sophie
with
Ronald-
and
so
here
you
can
just
see
that
there
was
just
a
lot
of
community
support.
There
was
balloons
inside
and
outside
of
the
facility
at
McDonald's,
so
it
was
great.
We
also
received
comments
on
Instagram
with
people
driving
by
wanting
to
know
what
was
happening,
so
it
sparked
a
lot
of
community
interest,
and
then
we
also
have
photos
here
from
the
willya
wild
kit
event.
At
little
beans
cafe,
it
was
kind
of
meat
because
they
actually
have
a
lighthouse
constructed
there.

So
the
kids
were
taking
photos
in
front
of
the
lighthouse
with
Willie,
and
so
we
also
have
the
police
department.
Some
officers
came
on
in
while
serving
their
bead
and
took
some
photos
with
Willie
as
well,
and
then
here
are
some
photos
from
the
water
treatment
facility
plant
tour.
So,
as
you
can
see,
the
packed
room
seemed
to
be
really
engaged
and
everyone
actually
got
a
free
water
bottle
at
the
end
of
it.
So
that
was
great.

Here
is
just
a
slide
where
you'll
see
kind
of
the
promotion
that
was
done
with
the
businesses
who
participated.
They
really
took
to
this
whole
event
and
really
excited
about
it.
As
you
can
see,
they
did
sidewalk
boards
space
and
evanston
also
held
a
special
sale
where
they
made
that
shirt
specifically
for
we
love
Adam,
stand
day
and
then
at
the
bottom
right
you'll
actually
see
someone
holding
up
a
sign,
saying
we
love
evanston
the
owners,
father
of
notice,
this
and
evanston
created
that
sign
just
for
the
day.

So
it's
something
that
they
were
really
looking
forward
to
leading
up
to
it,
and
it
was
great.
The
outpour
on
social
media
was
something
that
I
think
speaks
volumes
for
their
excitement
and
their
dedication
to
our
community.
We
had
30
participating
businesses
and
organizations,
kind
of
jump
on
board
some
earlier
than
others,
but
we
were
certainly
glad
that
they
had
gotten
involved
and
no
temperance
and
peckish
pig
were
one
of
the
final
two
to
kind
of
jump
on
board
there,
with
their
special
savings
and
events
that
they
were
hosting
as
well.

So
where
do
we
stand
now
out
of
all
of
this?
So
I
know
when
catherine
spoke
to
you
guys,
I
think
it
was
either.
Last
week
we
were
in
fourth
place
and
we
had
the
lowest
volume
of
tweets
and
Toluca
Mexico
was
beating
us.
Well,
we
have
some
encouraging
news.
We
are
now
behind
Paris
in
third
place
and
that
number
of
1972
tweets
has
been
exceeded.
We
are
currently
at
over
2,000
tweets
as
of
five
minutes
ago,
so
definitely
keep
tweeting
using
the
hashtag.

Maybe
we
can
reach
out
to
the
high
school,
maybe
get
them
to
do.
You
know
you
know
lunchtime,
everybody
in
the
school
do
a
tweet
or
something
like
that
right.

And
we
actually
have
reached
out
t
th
s
as
well
as
northwestern
we've
been
working
with
e
THS
alumni
association,
so
they've
been
sending
out
a
couple
of
tweets
as
well
and
they
send
out
reminders
via
their
facebook
group.
But
I
have
been
in
works
with
the
community
service
center
there
at
the
high
school
to
pass
out
buttons
and
so
forth.
But
it's
completely
on
the
radar
and
we
have
gotten
a
couple
of
tweets
from
from
the
high
school
themselves,
but
not
the
students,
so
we're
certainly
trying
to
engage
them
via
Twitter.

And
before
you
leave
the
slide,
it's
important
to
mention
that
there's
going
to
be
two
measures
of
this
one
is
going
to
be
on
the
sheer
number
of
tweets.
The
other
is
going
to
be
the
per
capita
right.
So
if
you
look
at
Paris
at
2.2
million
residents
in
US
75,000,
our
per
capita
numbers
we're
feeling
pretty
good
on
the
per
capita
side.

is

They
weren't
and
so
I
finally
took
a
scroll
through
and
they
were
kind
of
lagging
behind
and
all
of
a
sudden
you
I
kept
seeing
this
increase
in
Twitter
usage
and
sure
enough
they're
beating
Paris,
so
just
yeah,
probably
their
high
school.
That's
right,
but
so
something
to
keep
in
mind
before
we
hit
that
the
1900
number
we
were
at
70
1702
before
the
day
before
the
wheel
of
Evanston
event.
So
it
did
bring
a
lot
of
awareness
via
social
media
got
people
excited.
We
saw
a
lot
more
photos
via
Instagram
as
well.

it's
something
that
we're
going
to
continue
to
push
but
we're
doing
very
well,
and
so
it's
an
exciting
time.
People
definitely
love
our
city
and
it's
just
great
for
community
engagement
kind
of
getting
out
there.

meeting
that
you're
really
excited

We
love
evanston
org
and
then
the
Evanston
Township
High
School
digital
marquee
also
had
some
verbiage
as
to
getting
votes
out
there
and
promoting
the
URL.

mayor
members
of
the
council,
as
you
know,
we've
been
working
on
this
for
several
weeks
now.
You
know
the
charlise
has
been
the
has
been
the
engine
behind
the
community
engagement
piece
for
this,
so
charlize.
Thank

your
creativity,
just
the
number
of
businesses
that
you've
been
able
to
get
involved
and
the
number
of
community
organizations
has
really
been
outstanding.
So
thank
you
very
much.

once
again,
I
feel
the
City
Economic
Development
Department
is
not
being
competent
on
this
project
of
1571
maple
for
the
record
I'm
a
30-year
resident
here
and
I've
lived
in
Northeast
Evanston
for
that
30
years.
My
issue
is
that
the
staff
continues
to
sell
off
our
assets,
basically
for
pennies
on
the
dollar
and
claims
that
these
are
public
benefits
to
justify
things,
as
I
said,
leasing
and
in
the
P&D
meeting
leasing.
The
parking
spaces
is
giving
away
our
money.
H
There's
a
there's,
a
troubling
thing
here:
it's
what
I
would
call
the
collusion
of
private
interest
with
the
city,
and
we
see
it
with
these
different
developments
going
on.
They
seem
to
be
involved
in
many
things:
they're
they're,
like
release.
I
saw
the
package
pick
up
here
with
that
other
development.
The
assist,
doesn't
seem
to
make
quite
sense
to
me
that
why
these
businesses
are
being
colluded
with
the
city.
Is
the
city
doing
an
arm's-length
deal
with
many
of
these
businesses
when
there's
problems
and
leasing
these
parking
spaces
is
troubling
in
that
sense
too.

There
was
a
comment
made
about
1987
here
and
I
I'm
going
to
have
to
start
fighting
some
information,
but
northwestern
owns
a
huge
parcel
land
behind
the
parking
garage
and
I'd
like
to
understand
why
that
hasn't
been
developed
and
basically
the
parking
garage
may
be
part
of
that
reason.
I
don't
know
the
story,
so
I
think
we
need
to
understand.
What's
going
on
here
with
our
money
as
I
keep
on
saying,
the
city
seems
reluctant
to
do
the
kind
of
financial
analysis
that
needs
to
do.

Some
of
you
ought
to
be
asking
the
questions,
because
it's
sitting
vacant
it's
a
prime
piece
of
real
estate
in
the
downtown.
You
could
put
a
plenty
of
pretty
several
big
buildings
on
it
and
it's
sitting
vacant
with
surface
parking
next
to
the
big
garage
that
is
empty.
So
what
is
going
on
and
why
haven't
you
done
anything?
We
do
these
silly
little
developments
for
coffee
shops
and
things,
but
we
have
prime
real
estate
sitting
in
the
downtown.

suburban
coordinator.
We
have
over
500
members
in
the
north
shore,
north
suburban
area,
including
Evanston
Illinois,
where
we
have
a
number
of
members
and
I'm
speaking
on
their
behalf,
I'm
speaking
regarding
two
ordinances,
the
proposed
six
dash
0
dash
15
and
then
the
multifamily
are
concerned.
I
am
not
a
resident
of
Evanston,
nor
is
my
opposition.

So
let
me
just
point
that
out,
but
we
do
have
members
that
I'm
representing
in
Evanston
and
we're
very
concerned
that
you
would
bring
up
such
an
ordinance
first
of
all,
because
there
has
been
no
attempts
to
open
a
range
or
a
gun
shop
in
Evanston
and,
furthermore,
your
map
restricting
the
locations
is
basically
a
de
facto
denial
of
a
right
which
has
been
adjudicated
under
Iselle
vs
chicago,
in
which
case
the
city
of
Chicago
lost
big
time
and
cost
them
a
tremendous
amount
of
money.
Again.
I
This
will
probably
be
litigated
and
I'm
sure
the
residents
of
Evanston
do
not
want
to
pay
legal
fees
for
a
moot
point,
basically
a
moot
point
being
that
there
has
never
been
an
I
doubt
if
there
ever
will
be
an
attempt
to
open
a
gun
shop
or
a
range
in
Evanston.
So
what's
the
purpose
of
this
ordinance
other
than
another
feel-good
ordinance
which
are
challenging
constitutional
rights
and
Court
decisions,
so
I
would
urge
that
you
just
not
approve
the
ordinance
or
table
it
and
forget
it.
I
On
the
other
issue
report
concerning
firearm
regulations
and
multi-family
residences
in
the
city
of
Evanston,
this
has
also
been
adjudicated
in
federal
court
regarding
rental
units,
condominiums
and
public
housing
units
and
there's
an
absolute
constitutional
right
under
strict
scrutiny
to
allow
citizens
to
own
firearms.
One
cannot
deny
the
ownership
or
possession
of
firearms
in
private
dwellings
again.
This
would
open
the
city
of
Evanston
to
litigation,
should
they
attempt
to
deny
citizens
of
Evanston
in
their
private
dwelling
the
right
to
keep
and
bear
arms
so
again
on
both
of
these
issues.

role

one
of
the
co-producers
of
the
local
TV
show
the
reporters
like
to
wish
all
of
you
a
happy
Women's,
History
Month
within
the
past
hour
about
a
hundred
thousand
cable
homes
in
the
area
surrounding
Evanston
have
watched,
came
out
at
seven-thirty,
a
documentary
that
we
created
in
collaboration
with
the
northwestern
archives
in
the
woman's
club
of
Evanston.
Basically,
it
is
a
commemoration
of
the
125-year
history
of
the
Women's
Club,
which
occurred
last
year.

The
area
that
the
documentary
has
been
viewed
in
basically
goes
along
the
lake
from
Evanston
up
to
lake
cook,
road
out
to
365
and
down
to
an
area
parallel
with
right,
underneath
O'hare
Airport
and
comes
back
to
the
lake.
It's
about
750,000
population
and
I,
also
AM,
seeped,
metrics
I
believe
that
there
were
probably
some
of
the
hundred
thousand-plus
cable
homes
that
were
watching
it.
This
was
a
great
project
because
it
involved
seven
collaborating
organizations
in
the
community,
including
the
northwestern
archives,
which
is
up,
has
been
gracious
enough
to
house.

led
by
the
senior
members
of
the
Women's
Club.

is
a
representation
of
what
we
call
a
multi-touch
multi-platform
approach
that
we've
been
working
on

two

only

reach
people
within
the
community
of
Evanston
on
significant
public
affairs
and
cultural
issues,
but
we
also
help
to
take
the
resources
that
we
take
for
granted
here
in
evanston
and
share
them
with
people
in
the
surrounding
area
and
I
do
hope.

implements
needed
in
order

exercise

fundamental
civil
right
and
then
the
ability
to
get
you

education

practice
with
those

already
well
dealt
with

just

no
one
here
that
actually
wants
to
put
a
range
or
retail
firearms
establishment
in
evanston.

don't
understand

need

the
ordinance.

we

one
mile

so
I
said
I
wonder
how
much
turn

feet
is
in
miles
and
it's
less
than

of
a
mile.
So
basically
it
was
my

If
I
was
running
around

track,
it's

one
time
around.

far
as
distance
and
although
I

family

been
personally
affected

gun
violence,
I
lost
a
cousin's
gun
violence
and
so
obviously
it
became
if
it
was
not
before
an
issue.
For
me,
the
idea
of
it
coming
home
to
evanston
really
obviously
brings
that
up,
and
I
just
wanted
to
say
my
piece
and
for
you
all
to
take
that
into
consideration.

this
issue
was
held
in
a

committee
and

Think
the
members
of
that
committee
for
making
that
decision
I
want
to
talk.
I
am
here
as
an
evidence
in
resident
who
lives
within
walking
distance
of
all
the
theoretical
locations
within
a
few
blocks
of
the
two
that
are
within
a
few
blocks
of
Evanston
Township,
High,
School
I'm.
Also
a
lawyer
and
I'm
here
to
talk
about
some
of
the
cases
that
have
been
mentioned
and
Miss
characterized
by
others.
That
spoke
earlier.

So
first
I
think
it's
important
to
understand
what
the
zoning
requirement
or
proposed
zoning
at
issue
is
it's
that
a
firearm
dealer
can't
be
located
in
any
district
other
than
I
one,
two
or
three
district,
and
not
within
250
feet
of
any
r1
r2,
r3
district
or
250
feet
of
any
school
child
daycare
facility
or
public
park.
That's
the
proposed
evident,
Evanston
ordinance,
I
think
we
can
look
to
Chicago's
ordinance
for
guidance,
especially
because
in
the
Iselle
case
it
hit.
It
was
not
a
big
loss
for
Chicago.

The
other
thing
I
want
to
talk
about
quickly
as
this
idea
of
a
de
facto
ban,
which
was
mentioned.
That
was
also
brought
up
by
the
plaintiffs
in
his
L.
This
aspect
of
the
decision
was
not
mentioned
by
the
speakers
who
spoke
earlier.
It
was
rejected
by
the
court
de
facto
ban
is
essentially
the
argument
that
your
ordinance
isn't
unconstitutional,
but
the
cumulative
effect
of
all
your
ordinances
effectively
bans
a
gun
range
plaintiffs
in
as
L
brought
that
up
and
I
want
to
read
you
what
the
court
says
again,
quoting
from
the
opinion.

Honorable
mayor
Tisdale
and
members
of
the
city
council,
city
manager,
corporation
council
good
evening,
thank
you
for
introducing
the
firearms
ordinance
earlier
in
a
BW
I'd
like
to
say
a
few
words
about
the
ordinance
while
I
don't
currently
live
in
Evanston
I
was
born
here
and
I
have
close
ties
to
this
community.
I
hope
I,
never
see
a
gun
shop
or
gun
range
in
Evanston.
It
would
bring
more
guns
to
this
community
and
with
Morgan's
comes
more
gun
violence.
O
Today,
in
the
United
States,
we
already
have
a
public
health
crisis
on
our
hands
with
a
level
of
gun
violence
with
310
million
guns
in
America,
more
than
100,000
people
are
shot
or
killed
with
a
gun
every
year.
In
fact,
in
2011
gun
deaths,
outpaced
motor
vehicle
deaths
in
14
states
and
in
the
District
of
Columbia.
If
we
compared
to
the
u.s.
to
other
developed
countries,
no
other
country
in
the
world
comes
anywhere
close
to
the
guns
and
gun
deaths
in
the
United.
States
I
appreciate
evanston's,
proactive
approach
to
the
issue.
O
However,
again
I
am
here
to
urge
you
to
look
at
the
ordinance
and
make
sure
it
is
the
strongest
ordinance
possible
I
believe
there
are
some
things
that
can
be
strengthened
and,
in
particular,
the
distance
of
a
gun
range
to
a
school
250
feet
is
not
enough.
The
concern
over
proximity
of
schools
to
a
gun,
shop
and
range
is
not
a
new
issue.
O
It
has
been
a
valid
concern
expressed
by
communities
across
the
country,
and
this
is
because,
besides
the
obvious
safety
concerns,
a
gun
range
near
school
sends
a
message
to
children
about
the
acceptability
of
guns
in
our
society.
Gun
violence
affects
children's
and
teens
disproportionately,
a
child
or
teen
dies
or
is
injured
from

within
one
mile
of
any
public
or
private
school

park
with
everything
we

about
guns
and
gun
violence.

want
to
pass
a
weak
law
that
we
will
regret
down
the
road.
We
want
to
pass
the
strongest
ordinance
possible
if
their
concerns
about
potential
litigation
for
pro-gun
groups.

Law
Center

Prevent
Gun
Violence
has
tracked
every
second
Amendment
case
since
the
2008
Heller
decision
and
approximately
ninety-six
percent
of
the
Second
Amendment
claims
have
been
rejected
by

to

we
get
to
work
