our
new
renzo
program,
which
launched
about
a
week
already
a
week
and
a
half
ago
you
might
have
seen
all
over
the
news.

Our
governor
was
all
over
traveling
throughout
the
state
promoting
this
program,
which
is
designed
to
really
help
a
lot
of
our
communities
throughout
the
state,
specifically
individuals
and
households,
and
where
impact
they
do
to
kobe
19..
As
we
all
know,
last
year
was
a
very
difficult
year.
Many
people
unfortunately
lost
their
jobs,
so
this
is
a
response
to
providing
liquidity
in
the
housing
market.
So
before
I
begin,
I
have
a
quick
presentation
that
I'm
going
to
be
sharing
with
both
today.

That
goes
over
our
rental
program,
but
before
I
begin,
let
me
give
a
quick
introduction
again
of
who
I
am
and
who
I
work.
For
so
my
name
is
julia
soriano.
I
am
the
program
manager
for
the
strategic
response
department.
I
work
for
ida,
the
illinois
housing
development
authority.
We
are
a
independent
self-supporting
state
agency,
whose
mission
is
really
to
create
and
preserve
affordable
housing
throughout
the
state
of
illinois.

We
work
very
closely
with
the
governor's
office,
with
our
other
municipalities,
our
elected
officials,
and
trying
to
develop
and
identify
ways
that
we
can
preserve
housing
in
the
state
of
illinois
and
deploy
the
funds
that
we
get
either
from
the
state
or
federal
level.
And
then
our
department
is
really
laser,
focused
and
identifying
ways
that
we
can
also
be
preventive
and
not
reactive,
to
a
lot
of
our
housing
needs
and,
as
a
byproduct
of
that,
we
were
responsible
in
developing
our
rental
program
that
we
just
launched.

Like
I
mentioned
about
a
week
and
a
half
ago.
So
today's
presentation
we'll
go
over
really
about
the
expectations
about
for
the
program,
not
only
share
information
overall
information
about
how
we
got
here,
but,
more
importantly,
show
you
a
step-by-step
walkthrough
of
our
application,
to
really
make
it
easy
for
you,
the
applicant,
when
you're
feeling
filling
out
the
the
application
on
our
portal
and
then.
Lastly,
I
will
talk
about
our
communications
tools
that
we
have
developed
to
make
sure
that
we're
constantly
engaged
with
our
audience.

Today's
presentation
will
be
about
30
to
5
30,
to
45
minutes
long
and
here's
the
agenda
for
tonight.
More
importantly,
the
one
thing
I
will
focus
in
addition
to
the
application
will
be
our
housing
stability
services
agencies.
These
are
non-profit
agencies
that
we
have
engaged
throughout
the
state
of
illinois.
We
have
64
of
them,
who
are
an
additional
component
to
our
program
and
are
there
to
help
you
not
only
answer
questions
that
you
may
have
but
help
you
in
filling
out
the
application.

So
let
me
give
you
some
background
information,
so
the
reason
why
I'm
so
happy
to
share
this
information
with
you
today
is
that
we
are
currently
we
have
over
500
million
dollars
just
for
this
one
program
that
we
are
so
eager
to
deploy
and
give
to
com,
not
only
the
communities
but
the
families
that
need
it
in
our
state.

When
we
were
developing
our
rental
program,
we
had
two
main
objectives
that
we
wanted
to
accomplish.
The
first
one
was
that
we
wanted
to
help
tenants
that,
unfortunately,
who
were
not
able
to
pay
their
rent,
help
them
and
prevent
them
from
getting
evicted
from
their
house.
The
second
objective
we
were
trying
to
accomplish
was
to
help
the
landlord
from
going
into
foreclosure
in
the
properties.
We
understand
that
many
landlords
in
our
state
still
have
their
mortgage
obligations
that
they
must
satisfy
with
their
lenders
and,
if
they're
not
getting
any
cash
flow.

That
does
also
create
a
financial
hardship
for
them,
and
we
are
so
proud
to
say
that
we
under
this
program,
we
feel
very
proud
and
and
optimistic
that
we
will
accomplish
both
goals.
B
As
a
side
note,
you
will
hear
me
say
the
term
housing
providers
throughout
my
presentation
and
also
on
the
slides
one
of
the
things
in
beauty
about
working
with
iodide.
Is
that
we're
in
constant
communication
with
different
stakeholders
and
one
of
them
being
a
different
landlords,
and
one
of
the
things
that
they
were
vocal
about
is
that
they
prefer
to
be
called
housing
providers.

So
we
are
going
to
go
ahead
and
honor
that
so
again
as
a
friendly
reminder,
if
I'm
using
the
warehousing
providers,
I
am
referring
to
landlords.
So
as
I
our
program
launched
on
may
17th
at
9,
00
am-
and
I
got
to
tell
you
the
response
so
far
has
been
great.
We
are
getting
lots
of
applications
every
day,
which
means
that
we
are
meeting
that
demand
that
that's
needed
throughout
the
state.
So
just
to
give
you
also
some
background
information
about
the
coverage
in
terms
of
our
program.

Under
this
current
program,
we
are
willing
to
cover
12
months
of
arrears
and
rent
and
three
prospective
months
of
rent.
Our
coverage
period
will
go
from
june,
2020
all
the
way
to
august
2021,
and
we
also
do
have
a
cap
on
a
rental
program
of
25
000
per
unit.

These
funds
will
be
paid
directly
to
the
housing
provider
in
form
of
a
check
and,
as
I
mentioned
before,
the
application
portal
did
open
on
may
17,
but
will
close
on
june
7th
at
11
59
pm.
So
the
application
period
is
very
short.
However,
under
the
application
process
there's
a
component
in
where
the
tenants
will
be
responsible
in
not
only
submitting
information
but
also
documents
as
proof
of
evidence,
any
pending
information
for
the
tenants.

We
are
allowing
them
an
additional
week
to
submit
that
information,
and
we
will
close
that
that
period
of
until
june,
the
13th
after
june
13th.
We
are
not
going
to
be
accepting
any
more
pending
information,
and
the
great
thing
is
that
we're
already
doing
payouts,
so
we
have
developed
a
very
streamlined
process
and
where
it
should
not
only
be
a
great
experience
for
the
applicant
in
applying,
but
also
expecting
a
payout
in
a
very
short
time
frame.

Another
great
change
that
we
made
to
our
program
compared
to
our
program
that
we
offered
last
year,
is
that
last
year,
ida
was
giving
out
a
flat
payment
of
five
thousand
dollars
this.
This
time
we
are
actually
making
a
payment
based
on
the
need,
whatever
the
housing
provider
has
mentioned
and
put
in
their
application.

That's
the
delinquency
amount
again
be
mindful
that
there's
a
cap
of
25
000,
but
we're
going
to
be
able
to
honor
that
payment,
since
these
are
federal
funds
and
there
was
a
response
of
to
what
happened
to
covet
19..
B
That
would
be
that
that
amount
will
change
and
depend
on
the
size
of
your
household
and
where
you
live
so
for
cook
county.
Just
to
give
you
an
idea,
if
a
family
of
size
of
four
the
eight
eighty
percent
we're
looking
about
85
fifty
dollars.
So
if
that
was
your
annual
income
last
year
or
less,
you
would
be
eligible
for
this
program.

Another
great
component
about
this
program
that
speaks
volumes
about
our
current
administration
is
that
we
are
not
requesting
proof
of
citizenship
or
immigration
status
for
the
tenant,
which
means
that
we
are
being
very
inclusive
in
our
approach,
and
we
want
to
encourage
people
that,
unfortunately,
due
to
their
immigration
status,
you
are
not
eligible
for
any
government
assistance
program.
They
can
go
ahead
and
apply
for
this
program.

Lastly,
I
will
also
mention
that
these
funds
are
not
a
public
charge
benefit.
So
now
that
I
gave
you
some
background
information
about
how
we
got
here,
how
much
funding
we
have
available.
Let
me
tell
you
about
how
the
application
works,
so
it
is
the
housing
provider
who
must
initiate
the
application
in
that
attendance,
the
housing
provider.
However,
both
parties
will
need
to
submit
and
comply
to
the
terms
of
the
program.

Another
great
tool
to
be
developed
just
to
make
sure
that
you're
constantly
engaged
in
knowing
where
you
information
about
your
application
is
to
redevelop
a
tracking
system.
So
once
you
are
done
in
completing
your
application,
you
will
get
an
application
id
number
that
you
will
need
to
save
and
use
when
you
go
to
that
url
and
try
to
find
out
what's
going
on
with
your
application.

This
is
also
another
effort
in
being
transparent.
Both
the
housing
provider
independent
will
know
if
a
payout
was
made
or
if
the
application
was
denied
or
approved
for
funding.
So
now
let
me
dive
into
the
actual
application,
our
application.
When
we
develop,
we
made
it
very
user-friendly
and
we
made
sure
that
it
was
clear
enough
for
both
parties
to
understand
what
to
expect
and
what
sections
needed
to
be
completed
and
required.

Where
do
they
live
and,
more
importantly,
we're
asking
for
a
valid
and
valid
and
active
email
from
the
tenant,
since
this
email
will
be
used
to
notify
the
tenant
that
they
have
a
pending
application
that
they
must
also
complete
once
the
housing
provider
is
done
with
section
one,
they
will
receive
an
email
from
thank
you
friend,
within
24
hours,
letting
them
know
that
an
application
given
letting
them
know
how
to
complete
section
two
of
the
application.

We
do
encourage
people
to
look
at
the
spam
or
junk
folders,
because
sometimes
this
email
unfortunately
will
end
up
in
in
those
folders.
So
now
I'm
gonna

one
out
of
three
short

that
I
have
for
you.
That
highlights
the
key
components
of
section
1
and
things
that
you
should
think
about,
and
some
of
the
documents
that
you
may
want
to
gather
as
you
are
ready
to
apply.

made
the
process
very
easy
for
the
individual
to
go
ahead
and
apply
again
for
section
one
we're
looking
for
basic
information
again.
The
the
key
thing
I
will
highlight
on
section
one
is
that
we
want
to
know
also
the
breakdown
of
the
amount
that
is
due
per
month.
A
lot
of
this
information
that
you
enter
will
carry
over
to
the
other
sections
of
the
application,
so
we
do
encourage
people
to
be
diligent
when
they
are
providing
us
with
that
information.

Very,
very
important
to
note
you
cannot
make
any
changes
to
your
applications
once
you
press
submit,
you
will
not
have
the
ability
to
go
back
and
make
any
changes.
If
you,
if
you
made
a
mistake,
unfortunately,
you
will
be
required
to
submit
a
new
application,
so
be
very
mindful
of
that.
Also,
if
you
are
submitting
your
the
application,
without
the
help
of
our
without
the
help
of
a
housing
stability
service
agency
at
one
of
our
nonprofit
agencies,
you
are
not
required
to
enter
a
code.

It
is
only
those
that
are
that
are
with
the
with
the
help
of
one
of
our
nonprofit
agencies
that
they
will
be
required
to
submit
a
code.
So
be
very
mindful
of
that,
because
one
of
the
issues
that
we've
been
having
in
the
last
few
days
is
that
people
get
a
little
bit
confused.
So
please
do
not
check
that
box
if
you
are
not
getting
the
assistance
of
one
of
our
agencies
so
great.

So
now
we
are
done
with
section
one
section:
two
is
all
about
gathering
documents
right:
we
need
to
verify
not
only
the
identity
of
the
the
housing
provider,
but
also
proof
of
ownership
right
if
you're
working
with
a
property
management
company,
we
want
to
look
at
a
copy
of
the
contract
between
the
housing
provider
and
the
property
management
company.
We
want
to
understand
what
are
the
responsibilities
of
property
management
company
and
including,
if
they
are
the
ones
collecting
the
rent.
We
are
also
going
to
be
requesting
a
social
security
number
or
itin
number.

Whatever
number
was
used
to
purchase
that
property
only
from
the
housing
provider,
not
the
tenant,
an
employee
identification
number
if
applicable,
and
then
a
current
sign
leave.
If
you
have
it
available
again,
we
were
being
very
sensitive
to
what
was
going
on
last
year
and
we
understand
that
a
lot
of
leases
might
have
expired.

So
therefore,
you
may
be
in
that
at
least
is
now
a
month-to-month
lease
or
maybe
a
verbal
agreement.
Whatever
the
case,
it
may
be
you're
still
eligible
to
apply
under
our
program
and
then
more
then.
Lastly,
we
need
proof
of
pass-through
rent.
We
need
a
document
that
shows
that
the
housing
provider
has
made
an
attempt
to
notify
the
tenant
that
they
are
delinquent
out
there
behind
on
the
rent.

It
must
be
at
least
30
days
behind
on
the
rent.
Then,
once
the
housing
provider
is
done
in
providing
us
with
those
documents,
the
housing
provider
is
done
with
the
portion
of
the
application.

It
is,
then
that
the
tenant
will
get
an
email
from
docusign
within
24
hours,
letting
them
know
that
they
must
complete
the
last
portion
of
the
application
and
must
also
provide
documents
for
us
to
review.
So
now,
I'm
going
to

we

the

proof
of
evidence

eight.

there

property
management
company's
name
would
be
entered.
So
again,
I
want
to
highlight
that
one
section
and
then,
as
you
may
notice,
a
lot
of
the
information
that
you
enter
on
section.
One
does
carry
over
over
section
two
and
that's
why
again,
you
must
be
very
careful
when
you
are
entering
that
information
under
section
two
there's
also
the
illegal
contract,
the
binding
contract
between
both
parties,
the
housing
provider
and
ida.

We
do
request
for
for
the
applicant
to
initial
every
page
and
then
sign
at
the
end,
once
you
are
done
submitting
that
you
will
get
this
one
pager.
That
will
give
you
a
friendly
reminder
that
you
can
track
your
application
by
entering
your
application
id
number,
so
these
are
funds
to
in
for
any
unpaid
rent.

Someone
some
of
the
documents
that
we
are
going
to
be
willing
to
accept
as
form
of
documentation
on
behalf
of
the
housing
provider
will
include
for
property
of
ownership,
a
2019
or
2020
property
tax
bill,
a
2021
monthly
mortgage
statement
copy
of
id,
and
if
you
don't
have
any
of
these
documents
accessible
to
you,
you
could
just
go
to
the
county
recorder,
beats
website
and
look
for
your
property
and
do
a
screenshot
of
that,
and
we
will
take
that
as
proof
of
ownership.

an
eviction
notice

a
rent
rule
or
something

that
shows
that
the
housing
provider
has
made
an
effort.
So

three
all
about
the
tenant,
so

tenant

going

be
responsible
in
not
only
verifying
the
information
that
the
housing
provider
has
answered,
but
we
also
need
to
verify
the
identity
of
the
individual.

we're

focusing

tenant

we
have
made
it

clear

sections

fill
out
a
lot
of
the
information
again,
it's
an
opportunity
for
them
to
review
the
information
that
was
submitted
by
the
housing
provider,
specifically
when
it
comes
to
the
amount
that
is
due
for
the
housing
provider.

Also,
the
under
section
three
there's
also
part
of
a
contract,
the
binding
contract
between
ida
and
the
tenant.
It
is
also
we
expect
the
tenant
to
read
this
document
carefully
initial
every
page
and
get
a
full
understanding.
What
are
the
terms
and
expectations
under
the
program
once
they
have
fill
out
the
application
and
provided
us
with
the
information
that
we're
looking
for
then?

So
the
types
of
documents
that
we're
going
to
be
accepting
on
behalf
of
the
tenant,
as
I
mentioned
government
issue,
photo
id,
but
you
may
recall
that
I
mentioned
earlier
during
the
presentation
that
we
are
not
asking
for
the
individual's
immigration
status
or
proof
of
citizenship.

So
that
means
that
we
are
willing
to
take
a
foreign
passport,
whether
it
is
expired
or
not,
as
proof
of
being
a
government
issue
photo
id,
and
that
would
also
include
a
matricula
which
is
a
an
id
given
by
the
mexican
consulate
or
any
other
consulate.
Actually
it
just
has
to
be
a
government
issue
photo
id
and
then
for
proof
of
badges
dated
within
90
days.
We
made
it
flexible
enough
that
even
a
cell
phone
bill
will
satisfy
this
requirement.

Now
for
proof
of
household
income,
we
are
going
to
be
accepting
your
traditional
documentation,
pay
stubs
letter
of
employer,
maybe
you're
self-employed
schedule
c,
but
again
being
sensitive
and
trying
to
cater
to
the
needs
of
our
audience.

We
understand
that
people
have
different
jobs
and,
depending
on
the
line
of
business,
that
they're
in
they
get
paid
in
cash,
which
is
very
difficult
to
try
to
track
and
verify.
Therefore,
our
legal
department
created
a
income
as
attestation
form
that
you
see
in
front
of
you.
This
document
will
be
available
as
part
of
your
application.

This
is
a
one-pager
document
and
where
the
attendant
can
fill
out
basic
information
name,
how
much
money
did
they
make
last
year
check
one
of
those
boxes
and
then
sign
it,
and
this
document
will
then
be
enough
for
proof
of
income
and
with
that,
the
application
process
is
over.
The
application,
then,
will
be
reviewed
by
by
one
of
our
staff,
and
they
the
application,
will
then
be
eligible
for
the
funding.
So
now,
let
me
dive
in
a
little
bit
more
into
our
housing
stability
services
agencies.

These
are
64,
non-profit
agencies
that
we
have
engaged
with
throughout
the
state
of
illinois.
We
are
proud
to
say
that
we
have
full
coverage
in
every
county
in
the
state
in
all
102
counties.
When
we
were
selecting
these
agencies,
we
made
sure
they
had
this
staff
capacity
and
knowledge
to
help
our
communities
that
are
in
need.

These
entities
are
there
to
help
people
that
may
unfortunately
lack
knowledge
on
how
to
navigate
the
application
process
or
may
face
technology
or
language
barriers.
I
can
proudly
say
that
our
agencies
have
more
than
12
people
that
staff
that
have
can
speak
more
than
12
different
languages.

So
here's
a
map
that
shows
overall,
that
we
have
full
coverage,
but
also,
besides
the
fact
that
they're
there
to
provide
technical
assistance
and
disseminating
information
about
our
program.
We
are
relying
on
them
because
they're
in
tune
to
what's
going
on
in
the
community.
They
have
established
relationships
with
those
residents.
In
those
communities,
furthermore,
we
understand
that
the
reality
is
that
you
know,
if
someone's
not
paying
the
rent,
because
they're
having
a
financial
hardship
and
the
housing
provider
is
not
receiving
any
rent.

Sometimes
those
relationships
between
both
parties
can
be
difficult
to
navigate
and
it
could
be
a
situation
where
either
party
may
not
want
to
participate
in
our
pro
in
our
program
and,
as
you
may
see,
it
is
really
important
and
critical
for
both
parties
to
be
in
communication
and
apply
together,
or
else
this
cannot
work.

They're
there
in
case
whether
it's
a
housing
provider
or
the
tenant
may
not
want
to
participate
and
reinforce
the
pros,
the
benefits
of
applying
and
answer
any
questions
that
they
may
have.
If,
for
some
reason,
our
program
is
not
suitable
for
their
needs,
they
have
the
knowledge
of
other
programs
that
may
be
more
cater
than
may
cater
to
their
needs,
whether
that's
at
the
at
the
municipal
level,
at
the
county
level,
or
even
at
the
state
level,
through
our
other
departments
or
even
at
the
federal
level.
But
there
is
an
additional
resource
for
people.

One
of
the
key
messages
that
we've
been
telling
people
is
that,
even
though
you
submit
an
application,
it
does
not
guarantee
that
you
will
get
the
effects
of
the
unique
there
are
many
factors
like
having
them
may
have
an
impact
on
your
application
from
having
outstanding
information
that
someone
did
not
submit
that
submit
back
on
time.
Maybe
there's
things
that
we
are
gonna,
be
having
questions
and
either
party
was
not
able
to
answer
or
give
us
clear
direction
or
understanding
of
what
was
going
on.

So
there's
a
lot
of
factors
so
again
only
because
you
submit
an
application
does
not
guarantee
that
you
will
get
the
assistance
also
as
a
friendly
reminder.
Our
application
portal
is
only
open
into
june
7th,
so
it's
only
a
three
week
period.
So
please
gather
that
information
that
you
need.
Let
people
know
about
this
program
and
start
applying
and
then
also
because
we're
providing
such
a
large
amount
of
money
and
the
fact
that
we
have
over
500
million
dollars
for
this
program.

detect
