amendments

including
plan
developments,
zoning
relief

recommendations
regarding
the
city's
long-term
planning
goals
and
objectives.
Depending
on
the
type
of
matter.

a

look

first
location

Wheeling
Illinois.
So

visuals,

that

gets

go
over
quickly.
What
is
in
the
presentation?
So
I
am
a
principal
officer
of
csam
LLC,
which
is
the
applicant.

are
proud
social
Equity
licensees
and
we
opened,
and
so
there
are
two
entities
that
won
three
licenses.
Csm
LLC
is
the
one
that's
before
you
today.
The
first
location
that
csam
won
a
license
for
is
now
open
in
Wheeling,
Illinois
and
I.

you
that
background,
because
we
are
the
first
dispensary
that
is
not
only
social
Equity
but
also
combines
food
beverage
and
Hospitality
all
Under
One
Roof,
so
we're
the
first
in
the
state
and
one
of
the
first
in

country

the
goal
really
is
with
our
proposal-
is
to
move
the
Cannabis
industry
from
purely
a
transactional
experience.
Where
you
kind
of
wait
in
line
you
wait
in
the
Rope
line.

pick

Cannabis
you
buy

then
you
leave,
whereas
what
we're
hoping
to
do
is
really
create
an
experience,
one
that
you
know

you

come

West
Town
Bakery

have

cup

coffee,

buy
cannabis.

idea
is
really
to
give
you
an
option
that
is
Hospitality
based,

really
a
change
from
where
the
Cannabis
industry

we're
proud

be
Pioneers.

regard,
we
opened
our
first
location
in
Wheeling
in
February
of
2023.
The
ownership
structure
is
93
black
and
brown.
Our
social
Equity
applicant
Charles
Mayfield
owns
51
of
the
company,
he's
an
African-American
and
was
a
veteran
in
the
United
States
Air
Force.

We
also
are
partnering
with
the
50
50
Restaurant
Group
Who,
currently
own
and
operate
20-plus
establishments
in
around
the
Chicagoland
area.
They
employ
roughly
a
thousand
people
during
their
peak
season
and
they
bring
a
lot
of
experience
to
bear
that
again.

As
we
combine
hospitality
and
cannabis,
we
think
it's
going
to
be
a
unique
experience
for
all
the
other
piece
that
I
think
is
worth
mentioning
here
is
that
from
a
community
impact
perspective,
as
I
was
working
with
Scott
Weiner
and
Greg
Moore
from
the
50
50
Restaurant
Group
four
years
ago,
in
putting
together
applications.

wanted
to
make
sure
that
we
could
show
that
we
can
make
money
and
do
good
and
those
two
things
don't
have
to
be
mutually
exclusive,
and
so
I
work
with
Justice
involve
youth,
which
is
part
of
what
I
do
during
my
day,
job
individuals
that
have
been
in
and
out
of
the
justice
system
to
make
sure
that
they
not
only
can
find
work,
but
they
have
Pathways
for
careers
and
also
wealth
creation,
and
so
what
we're
going
to
do
with
the
dispensary
and
in
Evanston
and
the
other
two
locations
is
use
them
as
a
pipeline
for
justice
involved
talent
to
not
only
work
but
create
wealth
and
then
figure
out
what
they
want
to
do
long
term,
and
so
we're
really
excited
about
that.

makes
us
unique

We've
got
in-house
Master,
Bakers,
sommeliers,
James,
Border
beard,
award-winning,
chefs
they've
done
work

Blackstone
and
JP
Morgan

they've
never
been
ticketed

any
alcohol
issues,
and
so
they
are
a
reputable
operator
and
most
recently,
Scott
weiner
was
just
awarded
the
Chicago
Bears
Medal
of
Honor
for
work
during
the
pandemic
and
working
with
the
migrant
population
seeking
Asylum
here
in
the
United
States.

a
security
perspective,
we're
working
with
rescue,
eight
and
Jose
Carvajal
is
here
who's
the
director
who's
overseeing
their
contractor.
There
are
29
total
cameras
in
the
dispensary,
some
of
which
are
fixed,
some
of
which
are
360
Degrees,
seven
panic
button
buttons.

The
cameras
are
monitored
all
the
time,
in
addition
to
being
monitored
by
the
Illinois
State
Police
and
Addie
fpr,
and
we're
also
happy
to
make
the
remote
camera
access
available
to
the
Evanston
Police
Department.
Should
they

all
of
our
employees
will
be
badged
by
idfpr,
which
means
they
have
to
be
wearing
a
lanyard
like
this
undergo
background
checks,
FBI
background
checks,
fingerprint
checks,
so
it's
a
pretty
intensive
process
and
a
highly
regulated
industry
and
as
I
close,
this
is
just
to
give
you
visuals.

Wheeling
looks

that

the
bakery.
That
is
exactly
you

Basically,
what
you'll
see
in
Evanston,
the
Wheeling
dispensary
plus
the
bakery,

about
11
000
square
feet.
All

includes
the
the
back
area
and
the
Vault.

reason
I

you
that
background
is
that
will
just
be
a
smaller
version
of
wheeling
in
Evanston,
but
the
bakery
will
be
about
the
same
size
that
currently
sits
in

Wheeling,
so
we'll
carry
Dark
Matter
coffees
pastries
that
are
brought
in
every
day
from
West
Town
Bakery
in
West
Town,
and
also
we
have
our
own
Dark
Matter
label,
so
hopefully
you'll
enjoy

the
dispensary

deadline

state

July

we
can

operated

two
different
businesses
in
two
different
functions,
which

why
we're
here
before
you

two
different
special
uses

order

us

achieve
basically

restaurant
portion

is
the
the
bakery
side

things
when
that's
tied
to
another
special
use
which
is
required
by
the
dispensary
special
use.

come
in
for

the
bakery

is

separate,

through
the
bakery

connection
to
the

hours
between
Tuesday

they

Cannabis
enters
the

actual

project
architect.

portion

building

all
tenant.

floor

waste
disposal,

the

the
dispensary

their

interface

interaction
with
the

with

allowed

wouldn't

commercial

locked

put

dumpster,

be
locked

is
the

separate
services

being

with
the
building
owners
and
the
property

Goods
every

West
Town

almost

Sprinter
vans

Cannabis

it's
every
week

we
hope
we're
that
busy.
But
you
know

think
once
every
couple
weeks
is
probably
where
we'll
start
and
then
it'll
probably
ratchet
up
as
we
hope
volume
will
grow.

able
to
structure
a
deal
to
make
the
build
out
happen.

have
an

the
restrooms
appear

is
really

provide
that
sort
of
seamless
experience
where

into
the
dispensary
or
not.

have
a
choice.

vestibule

we

proposed

proximity

public
transit
and

lot
of
the
individuals

work
with
in
the
program
are

reliant

public
transportation,

are

of
our
employees

driving

course
they
will
not
be
parking
and
the
customer
parking
lot.
That's
that
we
have
the
dedicated
spaces,
nor
will
they
Park
in
metered
spots.

a
paid
lot
they'll

asked
to
park

station

was

excited

new
building

going
to

redo

nice

second
best
use

they
could
have

up

rejected

didn't
work

we

floor,
the
garden
lady,

was

space
broke

godsend

space

being

people

outside

dispensary

various

dispensary

secondly,
a
few
who

cannot
always
find
the
products
they're.

dispensary
on
Maple
Avenue.

checked
out
the
sister
operation
and
wheeling
and

noticed
that
they
have
much
more
friendly

user-friendly
hours.

doesn't

sense
to
me
that
you
would
have
a
bakery
opening
at

o'clock

morning,
especially
a
bakery.
That's
on
the
way
to
a
train
station
and
my
bus
station,
so
I'm
wondering
and
I
know
that
you
all
don't
do
this
part,
but
I
think
we
should
look
at
the
ordinance
that
has
an
opening

has
to
do

the
Cannabis
ordinance.

meet
the
are
able
to
be
located

this
district,
and
so
that
standard
is
met
on
number
two.
It
is
in
keeping
with
the
purposes
and
policies
of
the
adopted,
comprehensive
General
plan
and
the
zoning
ordinance
as
amended
from
time
to
time.

is
a
new
building
on
a
property
that's
at
neglected
for
many
many
years,
and
obviously
it
was
built
to
provide
housing
on
this
on
the
second
through
fifth
floor

Think
it's
five
stories
tall,
but
there
was
always

intent

have
a
restaurant
or
some
form
of
commercial
space.

that
first
floor
in
order
to
help
generate
tax
income
as
well
or
to
generate
income
which
would
translate

the
policy

ordinance

dictates

there

most
of
our

neighborhood.

seen

lot

changes

recent

better

something

this

kind

gap
in
the
development
along

believe
that
bringing

there

only
help
with
the

the
streetscape
along
that
area

make
it
feel
like
it's

continuous
streetscape,

way
from
the
train
station
on
through
further
west

not
interfere
with

diminish
the
value
of
property
in
the
neighborhood

don't
see
anything
have
not
heard
any
testimony.
That
would
lead
us
to
believe
that
this
is
some
people
do
have
a
negative
view
of
cannabis.

Dispensaries
we've
seen
them
now
for
several
years
in
in
the
state
of
Illinois,
we
have
the
one
downtown
which
is
Rainey
particularly
brought
up.
You
know
we
have
people
who,
when
they
would
look
to
expand,
came
to
us
and
said
we
don't
think
you
should
be
putting
a
a
cannabis
dispensary
in
downtown
and
we
informed
them
that
it
already
existed.

was
just
a
matter
of
expanding
the
one
that
was
already
there,
so
that
tells
me
that
lots
of
people
just
aren't
even
aware
that
these
things
do
exist
and
they
they
blend
in
so
well
with
the
rest
of
the
commercial
real
estate
that
it's
not
something
that
I
think
would
have
a
harm
on
the
property
values
in
the
neighborhood
on
number
five,
it
can
be
adequately
served
by
public
facilities
and
services.
This
is
a
new
building.
It's
all
state
of
the
art
inside
it's
it's
met
code,
there's!

That's
had
to
be
hobbled
together,
so
I
believe
that
that
standard
is
met.
It
does
not
cause
undue
traffic
congestion.

with
this

new
building,
the
area
was
looked

sure

Avenue

North
on
Chicago

would
not
cause
traffic
congestion

a
very
busy
intersection
at
Chicago
and
Howard
and
Clark
Street
and

the
Chicago
side,

by
the
fact
that
all
of
the
deliveries
everything
will
be
made
through
the
parking
lot
area
through
the
loading
zone.

concerns

traffic
congestion
on
number
seven,
it
preserves
significant
historical
and
Architectural
resources.

this
is
a
brand
new
building.
There's
nothing
there
that
I
think
we
have
to
be
concerned

number
eight.

preserves

natural

environmental
features
again
the
same
as
the
last
answer.
Really
it's
it's
something
that
has
been
built
recently.

is
a
Green
Building,
both
literally
and
color,
wise
and
environmentally.

believe
that
it'll

be
a
welcome
area
there
and
number
nine.

complies
with
all
the
applicable
regulations
of
the
district
in
which
it
is
located
and
other
applicable
ordinances,
except
the
extent

regulations

been
modified

plan
development
process
or
Grant
of
a
variation.

that

we

conditions
for
us
to
consider

cannabis

making

have

giving
you
the
sustainability
measures,
including,
but
not
limited
to
recycling.
Recyclable
compost
are
compostable
to

litter
collection
within

feet
of

required

fairly
standard
thing
that
we
do
with

restaurants,

them

keep
