manager
evaluation
before
you
tonight
on
your
desk,
something
that
I
emailed
everybody:
the
managers
evaluation
from
last
year,
the
form
and
then
the
ICM,
a
handbook
manager,
evaluation
recommendations,
I
talked
to
alderman
homes
earlier,
and
she
indicated
that
she
and
her
fabulous
committee
from
last
evaluation
would
be
willing
to
reconvene
and
take
both
these
documents
and
come
up
with
a
proposal
for
us
at
our
next
rules
committee
meeting.
Does
anybody
have
any
problem
with
that?

Decision
that
was
emailed
out
to
us
maybe
a
month
six
weeks
ago
and
I
had
I,
was
telling
all
and
rainy
that
I'm,
based
on
our
little
evaluation
between
Jane
and
alderman
Grover.
And
when
and
myself.
We
had
decided
that
there
were
some
changes
that
needed
to
be
made
on
the
current
evaluation
because
we
used
this
one
for
you
know
a
couple
of
years,
and
we
wanted
to
make
some
changes
on
that.

after
we
receive
the
icma,
one
I
did
a
lot
of
reviewing
on
it
and
had
mentioned
to
Alma
Grover
that
we
needed
to
meet
because
I
think
we
need
to
incorporate
some
other
pieces.
So
when
they
get
back,
I
will
set
up
a
meeting
and
we
will
do
that
and
then
we'll
get
out
of
a
draft
copy
to
you
guys.

round

was

the
committee
good
evening,
as
you
know,
we've
had
an
election
since
you've
met
last
and
the
voters
of
Evanston
Township
have
decided
to
move
forward
with
the
dissolution
of
the
township.
There's
been
a
plan
I
think
outlined
going
really
back
to
october
and
we're
moving
forward
with
that
on.
Your
council
of
meeting
agenda
tomorrow
evening
is
an
ordinance
that
would
have
the
city
receive
formally
all
of
the
functions
of
evanston
township,
so
that
would
be
hopefully
introduced
tomorrow
and
then
a
second
reading
on
the
twenty-eighth
also
planned
to
have
a
final
town
board.

Meeting
on
the
twenty-eighth
that
have
the
town
board
take
similar
actions
with
the
anticipation
that
the
township
would
dissolve
on
April
thirtieth,
then
the
beginning,
I
may
one.
The
general
assistance
portion
of
the
townships
functions
would
be
become
part
of
the
health
department's
functions.
I.
Think,
as
we
have
discussed
previously,
the
existing
journal
assistance
staff
would
continue
and
we
are
making
necessary
arrangements
to
bring
them
on
as
city
staff
members
as
of
May
first.

So
that's
all
moving
forward
and
then
on
the
township
assessor
side,
we're
going
to
begin
a
recruitment
for
a
full-time
staff
position
that
would
be
responsible
for
the
the
property
assessment
advising
services
and
likely
some
additional
duties
as
well.
So
that
is
also
moving
forward.
So
the
sequence
of
all
this
would
be
tomorrow
in
addition
to
the
council
meeting,
there's
also
the
annual
town
meetings.
So
we
will
I'm
sure
cover
some
of
this
there
as
well,
but
on
the
city
council's
agenda.

I
know
with
regarded
the
Assessor
services.
There
is
there's
training
and
certification
that
the
Assessor
would
ordinarily
participated.
Are
we
going
to
have
the
staff
person
engaged
in
some
similar
types
of
training
so
that
they
are
I
guess
up
to
speed
with
wherever
the
fire
Assessor
was
was
was
able
to
do
for
people
well.

we'll
do
is
make
sure
that
the
individual
is
familiar
with
the
county
system.
I
think,
as
you
know,
the
county
system
is
different
than
other
systems
throughout
the
state
of
Illinois.
The
the
Assessor
training
that
has
been
required
is
required
required
for
all
township
Assessors,
which
goes
far
beyond
anything
that
the
heaviest
in
township
Assessor
really
was
required
to
do
so.

don't
anticipate
that
the
staff
member
would
take
on
that
training,
but
would
be
able
to
interact
with
the
county
systems,
which
I
think
is
the
most
important
thing
and
as
there's
opportunities
as
changes
are
made,
we
would
make
sure
that
person
is
integrated
in
sorry.

intention
is
to
provide
the
same
type
of
services
that
we
have
provided
previously
for
residents.

Clerical
or
assistant
or
deputy,
was
it
required
to
have
it
and
I
frankly
absolutely
object
and
do
not
support
the
addition
of
a
city
employee
who
is
going
to
do
tax
appeal
work
of
any
kind.
There
are
a
variety
of
opportunities
throughout
the
community
to
avail
yourself
of
those
services
and
I.
Think
the
one
place
that
does
an
excellent
job
is
suffered.
Ins
office
and
I
said
earlier
in
a
memo
that
I
would
have
no
problem
supporting.

of
you
know
some
kind
of
subsidy
to
the
to
the
suffered
ins
office
at
those
times
when
we
need
to
have
support
on
board
like
during
the
appeal
process
or
the
they're
really
count
when
you
reassess
the
reassessment
period,

somebody
else
on.
The
payroll
in
the
city
of
Evanston
is
just
unnecessary
and
I
object
to
that.

We

next
alderman
homes
and

Certainly
up
and
it's
a
pretty
straightforward
process,
we
will
do
an
audit
for
the
fiscal
year
that
will
end
in
this
case
on
April
thirtieth,
so
that
will
be
done.
We're
transferring
the
process
of
transferring
the
accounts
payable
and
payroll
to
the
city
system.
The
general
assistance
payments
will
continue
for
now
under
the
existing
system
that
they
have.
So
all
that
will
remain,
but
we'll
certainly
be
happy
to
go
through
it
again
tomorrow,
as
well.

wondering
in
terms
of
because
only
because
the
question
has
been
asked
to
me
in
terms
of
the
last
year
I
know
we
did
a
nine-month
budget
that
that
is
through
december
31st
up
2013
and
we
have
a
full
budget
for
this
year.

be
closing
out
in
four
months
rather
than
a
year,
and
I
will
have
an
audit
then
for
the
clothes
out
of
december
31st
2013
as
well
as
April
thirtieth
2014.

transactions
will
be
a
transfer

funds
from
the
township
to

asking
the
City
Council
to
do
is
we're
asking
the
City
Council
to
create
a
general
assistance
fund
within
the
city,
so
we
would
transfer
the
balances
of
the
general
assistance
fund
of
the
township
into
a
general
assistance
fund
for
the
city,
so
that
will
happen.

town
fund
dollars,
we're
proposing
that
would
be
transferred
to
the
city's
general
fund
of
the
Assessor
position,
will
be
absorbed
within
the
general
fund,
so
so
that
will
be
the
last
transactions
of
the
township
and
then
we'll
do
an
audit
and
close
those
books
on
April
thirtieth.
So
the
positions
we're
asking
in
the
ordinance
tomorrow
evening,
a
part
of
that
is
to
amend
the
budget,
the
city
budget,
who
to
accept
this,
the
this
funding
and
to
then
have
that
activity
continued
in
the
city.

these
questions

residents

the

terms
of
the
closing
out

tax
levy
that

township
had,

course,
will
no
longer
be.

city
when
we
not
have
that
levy?

the

that

or
is

be

saying

we

tomorrow

The
general
assistance
levy
pays
for
the
general
assistance
emergency
assistance
services,
the
town
levy
didn't
in
part
pay
for
the
property
assessment
services
and
that
will
now
become
part
of
the
general
fund,
so
the
only
additional
lovie
that
will
continue
under
our
new
Authority,
the
city's
new
authority
under
the
legislative
act
that
allowed
us
to
absorb
the
township
will
continue
to
levy
align
for
general
assistance,
so
that
will
be
part
of
the
budget
process
for
2015.
Going
for
and
going
forward
is
that
line
for
general
assistance?

One
of
the
concerns
that
I
have
just
with
the
previous
comments
in
terms
of
looking
at
potentially
eliminating
that
position
and
I
understand
you
know,
the
function
of
the
person
is
twofold,
and
a
lot
of
this
is
based
on
feedback
that
I've
received
from
from
residents.
So
there's
definitely
that
I
call
them
a
tax
advocate.
So
there's
the
piece
that
helps
residents
to
understand
how
they
can
lower
their
taxes
without
having
to
spend
money
and
I'm
sure
each
tax
season.

We
all
receive
the
same
letters
from
attorneys
that
will
charge
you
know
anywhere
from
three
to
five
hundred
dollars
to
do
something
that
our
the
township
has
been
doing
for
years.
But
the
other
value
that
I
see
in
the
position
is,
is
that
with
our
aging
population
and
our
seniors
and
their
ability
to
really
help
to
provide
that
on
the
spot,
assistance
for
either
senior
freezes,
I've
had
a
situation
with
one
of
my
residents
where
a
spouse
has
died
and
the
taxes
had
to
be
transferred
into
someone
else's
name.

Know
it's
interesting
when
there
was
a
big
push
to
reduce
the
council
from
18
to
nine.
It
was
argued
that
it
was
attacked.
Saving
effort
and
I
will
tell
you
right
now
that
within
a
year
or
two
of
changing
the
council
from
18
29,
the
Council
budget
far
exceeded
the
budget
of
the
18
members
of
the
council.
So
I
I
don't
see
this
movement
as
a
tech
saving
effort
at
all.

it
because
I
believe
the
city
could
be
more
efficient
in
in
providing
for
general
assistance,
both
housing
and
personal
expenses
and
I'm,
getting
very
concerned
that
if
we
keep
adding
people
we're
going
to
find
ourselves
in
the
same
situation
that
the
people
in
the
city
of
evanston
found
themselves
in
after
we
reduce
the
size
of
the
council?

there

number
of
organizations
that
deal
with
you.
There
are
number
of
musicians
to
deal
with
a
homeless
to
deal
with
Aubrey
and
if
we
have
two
in
town
that
help
residents
with
their
taxes,
I'm.
Okay
with
that,
but
you
actually
bring
up
a
really
good
point.
I
think
that's
something
that
I've
had
a
few
discussions
which
staff
is.
We
become
more
efficient
way
getting
the
word
out
and
providing
services
there's
an
opportunity
that
their
caseload
numbers
will
go
up,
so
I
think
you're,
right
and
and
I
don't
know.
