need

be

at
the
meeting

as

allowed

do

Virtually
meeting
notice
must
be
placed

bodies

which
we

and
will
continue
to
do.
Remote
members
must
be
verified
and
must
be
able
to
hear
one
another
and
hear
all
the
discussion
and
testimony,
I
presume
everybody
can.

again
we

coronavirus
situation
in
senior
care
facilities
in
evanston
is
getting
worse,
an
increased
17
percent.
In
just
the
last
three
days.
We
now
have
49
deaths
in
evanston's
senior
care
facilities,
the
majority
of
which
are
in
the
eighth
and
ninth
ward
and
a
close
third
in
the
sixth
ward.
I
still
don't
know
what
the
city
plans
to
do
about
that.

evanston
based

this

hopeful
that
we're
going
into
this
and-

I
think
that
we
should
all

community,
enter
this
with

great
positivity
and
see
this
as
a
time
for
growth
and
change
in
looking
for
a
new
city
manager,
you
know
we're
looking
there's
a
there's,
a
renewed
focus
locally
nationally
at
systemic
change,
we're
particularly,
of
course
using
a
racial
equity
lens
and
that
that
kind
of
appetite
for
change
and
innovation
can
feed
into
this
this
whole
process
and,
in
you
know
the
search
process,
the
position
description
and
how
we
look
in
the
in
the
public
comment.

we
elicit
so
I'm
thinking
that
we
should
take
look
at
this
as
or
advertise
this
as
we're
looking
for
a
city
manager
who
will
help
the
community
co-create
a
more
desirable
evanston
for
all,
and
I
wanted
to
also
mention
here
that
I
checked
and
evanston's
last
comprehensive
plan
was
done
in
2000,
so
we're
20
years,
we're
probably
due
for
a
new
plan.

I
suggest
that
as
the
city
as
gov
hr
does
some
puts
together
some
questions
for
public
input
that
we
can
use
this
as
an
opportunity
to
get
people's
thoughts
on
what
kind
of
evanston
do
we
want
to
live
in,
because
there's
a
tie-in
between
the
staff
leader
and
the
and
the
kind
of
evanston
that
we're
looking
for.
As
as
I
assume,
this
new
person
will
lead
us
into
the
new
comprehensive
plan.

finally,
I
would
say-
because
I
don't
want
to
go
over
my
time-
that
in
the
process
that
perhaps
you
be
proactive
in
seeking
certain
groups,
so
not
wait
for
groups
to
come
to
you,
but
to
actually
go
to
groups
led,
for
example,
by
the
black
community
or
youth
groups
or
groups.
I
saw
that
you
had
mentioned
environmental
and
religious
groups,
but
really
look
at
different,
all
kinds
of
different
demographics,
and
actually
there
is
one
other
thing
I
want
to
mention
that
qualities
should
be
considered
as
important
as
solid
skills
in
city
management.

what
you

What

how
inclusive
has
this
individual?
The
candidates
have
bid
in
terms
of
their
leadership

conflict
resolution
attitudes?

qualities,

vision,

collegiality
and
sensitivity

looking

fact

evanston

poised

think

county

city

state
government

nonprofits

with

focus

leadership,
strategic

community
engagement

meetings
for
anyone
who
wants

participate

with
the
city

pushing
that
out
and
making
sure

many
people

aware
of
it
and

participate

anticipate

weeks
of
doing

would
also
draft
a
survey
council
to
review
and
make
sure
that
we're
capturing
the
you
know
the

the
questions
on
the
survey,

types

questions

they

comments

was
very
helpful
and
then
we
would
work

city

know
they

should
weigh

inclusive
outreach
of
candidates,
not
only
in
the

Obviously
we
do

traditional
sense
and
we
listed
a
number
of
the
websites
that
we
would
reach
out
to.
We
also
have
a
database
of
public
officials
across

country
that
data
belong
to
and
it's
updated
quarterly.

So
we
can
use
that
as
an
outreach.
We
make
heavy
use
of
social
media.
So
using
social
media
helps
us
tap
into
potential
candidates
who
maybe
aren't
in
the
city
manager
world,
but
have
the
kinds
of
skills
and
abilities
that
might
be
appropriate
for
the
position.
So
we
try
to
try
to
do
the
outreach
in
a
wide
variety
of
ways.
We,
our
firm,
has
has
long
been
a
supporter
of
organizations
such
as
the
national
forum
for
black
public
administrators,
the
local
government,
hispanic
network,
emerging
local
government
leaders,
league
of
women
in
government.

We've
been
founding
members
of
some
of
those
and
we
participate
in
their
meetings
and
at
their
conferences.
So
we
have
a
lot
of
contacts
in
all
segments
of
the
city
management
community,
so
we
will
use
all
those
methods
of
outreach
in
order
to
ensure
that
the
candidate
pool
is
diverse
and
representative
of
what
the
city
of
evanston
is
seeking.

Basically,
let's,
if
we're
looking
at
the
packet
and
everything
what
you
just
covered,
heidi
was
the
first
several
weeks

terms
of
all
the
outreach
and
everything
ultimately
drafting
a
position
announcement,
a
brochure

before
it's
posted
publicly

so
you're
asking

questions

comments
that
people
have.

even
include
just
for
council

fluid

we

done
these
kind
of
like
meetings.
We've
done,
you
know,
presentations
and
you
know
it
depends
on
the
state,
because
the
open
meetings
requirements
vary
by
state,
but
we
have
done
that
and
it's

it's
gone
as
well.
As
that
sort
of
thing
can
go,
you
know
it
is.
It
is
limiting,
but
it's
what
we
have
to
work
with.

know
before

started
providing

names

stakeholders
and
now
that
we're

have
travel

time
restrictions.

suggestion
would
be
for
the
stakeholder
meetings
that
I
would
like
to
see
us
use
as
city
council
members,
maybe
one
or
two
of
those,

each
city,

member,
recommend
one

two
people
from
their
ward.

know

traditionally,
we've
you

talked
about
nonprofit
leaders
and
so
on

so
forth.
But,
as
you
know,
evanston
is
a
very
unique
and
very
vocal
community,

so,
while
I
appreciate
our
nonprofits
and

role
they
play
here,
I'm
really
concerned-
or
I
really
would
like
to
have
as
much
citizen
input
as
possible.

have
non-profit
leaders
who
live
in
evanston,
I
think
that
that's
great
for
them
to
be
on
the
task
force,
but
otherwise,
I
think
the
ask
force
in
my
opinion,
should
be
for
our
city
representatives
and
then

other
people
can
participate
either
via
the
email
address
you
have,
or
you
know,
coming
to
the
general
meetings.
My
other
question
is
more
so
a
suggestion
which
I
guess,
counsel
we
can
discuss
as
well,
but
have
you
done
other
searches
where
you've
had
staff
input?

part

think
that's
an
excellent
idea
and
important.

we
were
a
non-partisan
election
body
for

very
long
time,
but
when
we
did
the
research,
it
was
certified
that
that
actually
wasn't
the
case.
So
previously,
as
I'll
recall,
we
passed
a
resolution
and
placed
the
referendum
on
the
march
ballot
to
certify
that
evanston
is
a
nonpartisan
election
process
and
that
passed,
I
believe,
by
pretty
significant
margins.
So
now
we
can
move
forward
knowing
that
we're
going
to
hold
a
nonpartisan
election.

So
to
do
that,
we
just
wanted
to
clarify
the
dates
of
when
the
mayor,
the
aldermen
and
the
city
clerk
will
certify
their
petition
or
election,
and
the
law
department
has
prepared
two
different
options
for
you
guys
to
discuss
tonight:
option
one
is
which
the
law
department
is
recommending.

It's
resolution

and
it
just
follows
the
state
statute
on
election
filing,
so
it
specifies
that
the
petitions
will
be
given
to
the
clerk's
office,
not
more
than
99
nor
less
than
92
days
before
the
consolidated
primary
and
so
the
reason
we're
recommending
this
resolution
is
because
it's
in
compliance
with
state
law
that
way
if
state
law
changes
or
the
mandates
of
state
law
and
the
timing
change
we're
still
following
the
state
law.
So
that
way
there
would
have
to
be
no
changes
for
city
council
to
go
ahead
and
do
that.

So
that's
what
we
would
be
recommending
that
can
be
done
by
resolution
by
the
city
council.
The
second
option
is
resolution.

this
changes
the
so
there's
three
different
changes
that
this
gives.
It
requires
all
elected
officials
to
file
their
petitions
for
the
consolidated
primary.
So
that
includes
the
aldermen,
the
mayor
and
the
city
clerk.

this
ordinance
would
eliminate
the
rule
that
the
mayoral
candidate
who
wins
over
50
in
that
primary,
does
not
automatically
win.
So
even
if
a
candidate
were
to
receive
the
50
at
that
primary,
there
would
still
be
the
general
election.
So
this
would,
I
believe,
have
to
be
done
by
referendum.

The
city
council
can't
do
this
by
resolution,
and
it
just
it
makes
the
timing
of
all
the
filings
a
little
bit
different.
So
that's
why
the
law
department
does
recommend

city
council
just
follow
state
law.
It's
simple,
it's
clean

it
clarifies
the
process
to
be
in
conjunction
with
the
state

referendum
on
the
ballot

changes

my
understanding

it's
lowering
their

requirement
to
two
candidates,
three
candidates

folks
who

doing
away
with
your
primary.
But
all
those
things,
I
think,
are
better
left
for
a
discussion
for
the
2025
elections
and
not
the
2021,
because
we're

already
past
the
mark,

you

we
can
make

effective
