From YouTube: Zoning Board of Appeals Meeting 7-21-2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
We
hear
testimony
from
those
in
attendance
and
then
make
formal
findings
of
fact,
based
on
the
evidence
presented,
which
consists
of
testimony
and
exhibits
and
on
our
knowledge
of
the
community.
We
then
either
make
a
determination
or
recommendation
to
the
city
council.
Testimony
is
taken
under
oath,
although
we
do
not
apply
the
strict
rules
of
evidence
and
procedures.
We
ask
that
you
keep
your
testimony
relevant
to
the
proposal
as
it
relates
to
the
standards
contained
in
the
zoning
ordinance.
A
C
A
Okay,
absolutely
so
tonight
we
are
going
to
have
all
motions
called
by
roll
call
so
that
that's
how
the
vote's
going
to
be
recorded
so
that
we
can
see
it
on
the
on
the
tape.
A
D
I'm
very
well
thank
you.
Is
it
possible
for
us
to
share
at
a
certain
point
in
the
meeting
or
may
we
yes.
A
We'll
call
you,
but
right
now,
what
I
want
to
do
is
I
want
to
swear
you
in
if
you
are
going
to
give
testimony
at
this
meeting.
I'd
like
you
to
raise
your
right
hand,
do
you
swear
and
affirm
that
the
testimony
you
will
provide
in
connection
with
this
case
will
be
the
truth,
the
whole
truth
and
nothing,
but
the
truth.
Yes,
I
do.
E
F
I'll
do
it
I'll.
I
move
that,
in
line
with
the
governor's
executive
order
in
response
to
covert
19,
we
suspend
the
rules
and
hold
this
meeting
digitally
via
zoom.
F
G
F
A
C
I
F
A
Okay,
so
moving
forward
to
our
new
business
is
the
respondent
for
1701
howard
street.
Here,
president
okay,
great
so
I'm
going
to
ask
melissa
to
read
it
into
the
record.
J
Yeah,
basically,
I'm
trying
to
bring
a
cannabis
transport
company
into
evanston.
I've
been
calling
evanston
my
home
for
a
long
long
time.
My
family's
had
their
business
there.
For-
and
this
would
this
would
have
been
40
years
this
year,
but
we
recently
moved
and
upgraded
a
little
bit
to
a
different
facility
and
I'd
like
to
really
turn
this
old
facility
into
something
other
than
an
eyesore
at
right
now
and
hopefully
bring
this
transport
company
to
you
know
evanston.
J
That's
that's
the
whole
plan
here
I
we
spoke
a
few
days
ago
on
a
different
meeting,
but
just
to
go
over
the
whole
cannabis
transport
license.
Basically,
it's
a
point-to-point
delivery
system,
so
none
of
the
vehicles
would
start
off
with
any
cannabis
in
them.
None
of
them
would
end
with
any
cannabis
and
then
there'd
be
no
product
in
the
facility
near
the
facility
whatsoever.
J
K
J
Day
with
an
empty
vehicle
that
we
would
be
checking
with
security,
I
had
some
recommendations
as
far
as
updating
my
floor
plans,
so
I
I
sent
kate,
I
don't
know
if
he
uploaded
them
to
the
system
yet,
but
we
had
some
suggestions
to
create
a
landscape
bed
in
front
close
off
to
the
driveways
on
howard
street,
and
then
we
left
one
on
dewey
avenue.
So
that's
that's
the
the
basis
of
you
know
the
changes
that
we've
made
in
the
last
few
days
just
to
comply
with
you
guys
and
make
sure
everything's.
J
J
I
can
I
can,
I
don't
know
if
it's
gonna
work,
let
me
see,
I
don't
know
if
we
could
see
it
like
that,
sir
yeah
yeah.
No,
it's
not
gonna
come
up.
Well,
mainly
the
we
adjusted
the
floor
plan
from
parking
9
vehicles
inside
to
only
six.
J
We
go
so
it'd
actually
be
the
next
yeah,
so
there
you
can
see
the
the
driveways
were
closed
off
on
howard
street.
There
were
two
initially,
we
completely
closed
them
off.
We
put
a
landscape
at
a
five
foot.
Landscape
bed
belongs
parallel
to
the
sidewalk,
so
just
to
give
it
a
little
bit
more
street
presence,
I
guess
and
make
it
a
little
bit
nicer
from
the
street.
J
We
also
just
limited
it
to
one
driveway
on
dewey
avenue
just
to
relieve
traffic,
even
though
there
most
likely
is
not
going
to
be
any
traffic
like
I
said,
the
cars
are
only
going
to
be
leaving
in
the
morning
and
coming
back
at
the
end
of
the
day,
they
won't
be
stopping
for
frequent
stops
in
the
facility
whatsoever
and
then,
if
you
look
at
the
next,
if
you
can
switch
it
over
k
to
the
next
picture
with
the
vehicles
inside
yeah
there
we
go.
J
So
that's
the
update
that
we
did
as
far
as
the
vehicles
we
were
initially
gonna
make
space
for
nine
we'd.
After
doing
the
measurements,
just
we
can
we
can.
We
could
fit
them,
but
we're
gonna
stick
to
six
we're
hoping
to
at
least
start
off
with
two
vehicles
once
or.
If
and
when
we
be.
You
know
we
get
licensed
by
the
state
that
would
that
would
be.
The
start
is
start
with
two
vehicles
and
then
hopefully
move
up
to
six
and
they
would
all
be
parked
inside
every
single
night.
You
know
locked
up.
J
Security
would
be
there
on
all
that
good
stuff.
We
do
have
advanced
security
system
that
would
be
put
in
place
motion
sensors.
We
would
have
basically
360
degree
views
of
the
entire
facility
from
outside
and
inside
retinal
scanners
at
every
you
know
at
the
front
entrance
and
in
every
room
in
the
facility,
but
yeah
I'd
really
like
to
you
know
through
all
of
this.
I'd
really
like
to
just
make
howard
street
a
little
bit
nicer
and
bring
it
up.
I've
been
I've
been
witnessing
it.
J
You
know
not
necessarily
deteriorate,
but
you
know
with
gulliver's
across
the
street,
going
out
of
business
and
the
quickie
mart
and
next
down
down
the
block,
always
changing
owners
and
so
on
and
so
forth.
I'd
really
like
to
spruce
up
that
that
block
with
this,
and
I
really
feel
like
you
know
it,
it
would
definitely
do.
J
Only
that
we're
also
trying
well,
we
have
it
in
our
in
our
business
plan
to
get
back
to
evanston,
so
we're
offering
up
to
five
percent
of
our
proceeds
to
give
back
to
the
community.
We'd
love
to
you
know,
have
the
the
camper
you
know
the
camp.
You
know
evanston
day
camp
come
in
and
paint
a
mural
on
our
back
walls
just
to
eliminate
the
graffiti.
That's.
Typically
there,
that's
usually
taken
off
by
the
city
every
single
summer.
J
That's
that's
been
an
issue
for
20
years
now
I
mean
literally
so
I'd
like
to
eliminate
that
maybe
bring
in
the
community
help
them
build
a
or
help
them
paint.
A
nice
beautiful
mural,
just
you
know,
do
different
things
on
the
property
aside
from
making
it
just
a
cannabis
transport.
J
I'd
like
to
involve
the
community,
so
you
know
eventually
we
you
know
we
have
an
idea
of
a
facade
of
what
we
wanted
to
change
it
to,
but
ultimately
we'd
really
like
to
get
the
you
know
the
neighborhoods
input
as
to
what
they'd
like
to
see.
Also,
just
so,
we
can
get
everybody's
suggestions
and
everybody's
input,
so
that's
basically
what
what
it
is
right
now.
It's
going
to
be
mostly
just
storage
for
six
vehicles,
a
security
office
and
some
some
cubicles
for
logistics
and
dispatch
and
stuff
like
that.
J
But,
aside
from
that,
there
will
be
no
cannabis
in
the
facility
near
it
and
it
would
be
safe
and
secure,
and
hopefully
it
would
definitely
you
know,
spruce
up
that
block.
A
Okay,
mr
zest,
could
you
I'd
like
to
understand
this
business
just
a
little
bit
more,
so
there's
no
cannabis
coming
on
this
location,
but
how
the
car,
what
goes
to
one
place
and
then
takes
cannabis
from
one
place
to
another
and
then
just
returns
back
to
you.
J
Correct
so,
for
instance,
there's
a
company
called
cresco
labs.
They
have
a
facility
out
in,
I
believe
it's
aurora,
so
typically
the
day
would
start
at
about
8
a.m.
A
driver
would
have
a
previous
order
from
the
day
before
he
would
know
what
his
route
was.
J
He
would
pick
up
from
the
aurora
facility
and
then
he
would
deliver
to
about
I'd,
say
three
or
four
dispensaries,
so
he
would
stop
at
one
dispensary
then
go
back
to
go
to
the
next
go
to
the
next
and
go
to
the
next,
and
once
all
the
product
is
out
of
the
vehicle.
He
would
then
safely
come
back
to
the
facility
park.
The
vehicle.
D
J
J
Would
not
pass
through
our
transport
facility,
so
there
would
be
no
stopping
at
our
facility
whatsoever.
It
would
just
be
on
there.
You
know
they'd
just
be
driving
straight
to
the
dispensary
and
then
after
they're
done
with
the
dispensary,
if
they
don't
have
any
other
deliveries
for.
J
A
H
J
J
Know
and
it's
and
and
that's
the
thing
you
know,
the
state
of
illinois
didn't
really
give
us
specifications
as
to
what
they're
expecting
this
this
license
to
do
I
mean
this
is
actually
a
license.
That's
never
been
been
in
illinois.
There's
all.
J
Hire
they
all
have
their
own
personal
transport
vehicles
that
you
know
they
use
to
transport
to
the
dispensaries,
just
having
the
connections
to
people
in
the
industry
who
are
doing
this
on
the
medical
level
right
now.
You
know
there
is
a
a
great
opportunity
for
ancillary
businesses,
kind
of
like
that,
like
mine,
with
this
business
that
they
can
come
in,
and
you
know
make
money
off
of
this
this
this
whole
legalization
of
cannabis
in
illinois.
So
that's
basically
what
we're
trying
to
do
and
ultimately.
C
J
Going
to
have
accounts
with
we're
going
to
try
to
have
accounts
with
as
many
dispensaries
that
are
legal
in
the
area
for
recreational
and
medical,
and
we
we
plan
to
be
have,
you
know,
accounts
with
all
all
the
cultivators
as
well
and
use
and
have
them
use
us
as
their
main
source
of
transportation
for
their
products.
F
Forgive
my
ignorance
to
this,
but
if
there's
no
cannabis
on
the
premises,
what
is
the
need
for
that
level
of
security?
Because
the
plans
you
sent
through
that
we
received
this
afternoon
were
quite
intense.
J
Correct
so
that's
based
on
what
the
state
is
requiring
and
an
application
for
the
state
they
did
require
us
to
have
an
extensive
security
system.
That's
and
that's
for
all
three
licenses.
My
group
actually
applied
for
a
cultivation
license
a
transport
license
and
an
infusion
license
and
for
all
three
applications.
We
were
required
to
have
a
pretty
significant
security
system
laid
out.
So
that's
why
we
have
we
have
that
in
place.
J
We're
still
we're
still
in
waiting
for
licenses,
just
like
we
are
for
this
transport
license.
Everything
is
on
hold
and
definitely
with
the
state
right
now.
F
J
So
so
we
were
actually
initially
going
to
use.
We
were
trying
to
bring
the
commercial
kitchen
to
evanston
and
this
property.
However,
it
just
didn't
fall
through
or
it
just
fell
through.
So
we
decided
that,
given
the
space
and
and
the
shop
and
the
location,
it
would
probably
be
best
just
to
put
the
transport
company
in
there
instead.
So
actually
we
applied
for
our
infusion
facility
that
that's
actually
going
to
be
in
the
lawndale
area
in
chicago
okay,
same.
A
C
M
J
So
our
our
company
is,
I
don't
know,
we're
actually
gonna
purchase
the
vehicles.
They're
gonna
be
brand
new,
with
full
full
warranties
just
so
they
don't
have
to
be
serviced
and
we
eliminate
that
factor.
We
want
to
make
sure
that
they're
all
reliable,
but
we
will
the
vehicles
will
be
purchased
by
our
company.
Each
each
driver
will
show
up.
You
know
at
their
that's
about
7
45
in
the
morning
for
check-in
they'll
they'll
be
given
their
routes
and
they
will
you
know
at
their.
J
J
So
the
per
so
on
the
property.
If
you
look
at
the
actual
plan
of
survey,
there's
quite
an
extensive
parking
lot
outside
that
you
know
the
employees
would
be
parking.
The
vehicles
outside
a
lot
yeah.
J
J
J
Absolutely,
and
just
and
just
from
you
know,
being
part
of
you
know
owning
the
shop
for
the
last
40
years
upwards
of
40
years.
We
you
know,
we
we've
been
able
to
park
up
to
50
cars
on
that
lot.
No
problem
so.
J
Ours
would
be
a
lot
right.
No
no,
but
you
know
what
that's
like
the
problem
that
we
have
now.
You
know
we
have,
like
my
dad,
has
all
these
old
cars
sitting
on
his
old
lot
and
I
I
can't
stand
looking
at
it.
That's
that's!
That's
really
why
I'm
trying
to
get
rid
of
all
this
stuff,
so
he
can
get
all
those
cars
out
of
there
because
he
won't
do
one
unless
I
come
in
here
with
this
business.
C
I
have
one
more
question
if
possible.
Actually,
these
are
two
questions
you
you're
making
effort
to
make
this
space
better
and
more
beautiful
than
before,
and
that's
really
appreciated
the
new
landscape
bed,
as
it
is
called
on
the
very
new
site
plan.
Why
is
it
pushed
10
feet
and
these
10
feet
or
asphalt?
As
far
as
I
can
see,
can
you
make
the
whole
area
between
the
landscape
bed
and
the
concrete
sidewalk?
C
C
J
Yeah
I
mean
that's.
That
would
be
more
ideal.
I
wasn't
sure
if
this
is
how
they,
how
zony
wanted
it.
That's
why
I
made
this
adjustment
for
you
guys
to
look
at
today.
I
mean
we're
we're.
You
know
we're
ready
for
suggestions,
so
if
you
guys
wanted
us
to
take
up
that
entire
space
from
the
sidewalk
in
with
just
the
landscaping,
but
we
can
definitely
do
that.
That's
no
issue.
C
G
J
Never
gone
through
the
zoning
zoning
you
know
department
on
anything.
This
is
my
first
time,
so
I'm
new
at
it.
So
that's
why
I'm
missing
stuff
here
and
there.
However,
you
know
the
plan
was
to
close
those
two
garage
doors
up
put
it
put
a
window
in
there,
make
it
a
little
bit
more
suitable
for.
C
My
recommendation
would
be
if
you
are
kind
of
a
stick
to
the
rendering
that
you
have
in
the
presentation.
This
will
be
probably
the
best
thing
for
the
city
because
it
looks
nice.
Yes,
of
course,
you'll
have
to
think
about
security
and
all
these
things,
but
we
prefer
to
have
open
facades
so
that
we
have
beautiful
city.
J
G
Hello,
mr
zatz,
could
you
elaborate
a
little
more
on
the
timing,
because
you
said
that
you
are
waiting
for
the
license
from
the
state
and
how
does
that
interplay
with
the
permit
you're
seeking
here
are
you?
Are
you
basically
seeking
the
special
use
now
so
that
you
have
it
ready?
If
and
when
the
permit
comes
through
and
therefore
you're
you
wouldn't,
but
would
you
would
you
not
plan
to
do
any
of
the
improvements
if
the
license
didn't
come
through
like
what's
your
thinking
on
that.
J
Well,
either
way
regardless,
if,
if
I
get
the
license
or
not,
my
family
is
going
to
be
going
ahead
and
fixing
up
the
building
just
for
to
put
it
up
for
sale.
J
But
you
know
if
this:
if
this
license
comes
through
the
day
it
comes
through,
the
state
would
require
us
to
show
them
a
special
use
permit
in
order
for
us
to
retain
that
license,
and
if,
for
instance,
I
didn't
go
through
this
process
and
we
received
the
license
and
I
didn't
have
that
special
use
permit,
they
would
not
give
me
they
would
not
issue
me
the
license.
J
So
that's
why
I'm
trying
to
get
it
done
beforehand
that
way
in
the
event
the
license
does
come
through
and
they
do
contact
the
city
of
evanston
I'll,
be
up
good
and
clear
there.
The
only
thing
about
the
indefinite
delay
of
the
licensing
you
know,
governor
pritzker,
did
not
give
us
a
date
as
to
when
he's
going
to
release
some.
We
do
know
that
the
dispensary
applications
that
were
several
months
before
ours
that
are
still
delayed.
J
J
License
and
then
we're
going
to
get
that
as
well.
They
should
follow
one.
Another
is
what
I'm
being
told.
We
don't
know
if
it's
if
we're
going
to
find
out
next
week.
We
don't
know
if
we're
going
to
find
out
on
december
31st.
The
state
is
still
not
giving
us
an
exact
date
on
that
and
and
on.
J
The
other
thing
is
every
other
group
that's
dealing
with
special
use
permits
or
zoning
changes
they're
all
in
the
same
in
the
same
ballpark
as
us,
the
state
won't
won't
release
any
licenses
to
any
any
anybody
without
having
a
special
use
permits
attached
to
them.
K
H
Of
questions
please
so
in
the
application
there's
a
some
mention
of
the
rebuild
illinois
program
and
I
didn't
quite
understand
what
you
were
proposing
as
to
how
you
would
be
interacting
with
that
program.
Can
you
elaborate
on
that.
J
Well,
to
be
honest,
I
my
partners
are
more
and
more
in
depth
with
this
far
the
give
back
programs.
However,
I
do
know
that
five
percent
of
our
earnings
are
going
to
go
straight
straight
back
to
evanston,
whether
it's
the
communities,
you
know,
whether
it's
community
or
whether
it's
helping
the
streets
and
sanitation.
J
Be
we
do
plan
on
giving
five
percent
of
our
of
our
revenues
back
to
the
city
of
evanston
and
I
think
it
would
be
more
or
less
determined
you
know
talking
to
evanston,
directly
and
figuring
out
where
they
need
that
money
to
get
allocated
to
and
then
we'll
determine.
You
know
how
we're
going
to
put
it
there.
H
Thank
you
and
then
what
are
your
proposed
hours
of
operation.
J
So
the
proposed
hours
of
operation
we're
going
to
be
doing
roll
calls
at
7
45
a.m.
All
right!
Yes,
7,
45
a.m.
The
drivers
would
leave
at
8
00
a.m
and
then
they
would
be
back
at
about
5
p.m.
So.
C
J
No,
no,
we
we
are
going
to
have.
We
have
a
few
gentlemen
who
who
are
working
at
a
logistics
company
right
now
that
in
the
event
we
get
the
licenses
they're
going
to
bring
them
on.
There's
four
gentlemen,
who
are
all
running
logistics
company
right
now
that
we're
bringing
in,
but
there
would
be
a
security
guard
there
as
well
and
that's
pretty
much
it
so.
Just
the
four
dispatchers
and
the
security
guard.
F
Thank
you
quick.
I
have
two
questions
so
the
way
you've
just
presented
the
hours
suggests
that
a
driver
would
leave
at
8
00
a.m
and
return
at
5
p.m,
so
they
would
be
continuously
gone
for
that
period.
I
J
I
mean
that
would
really
be
determined
on
the
volume
I
think
and
the
volume
of
deliveries
we
have
and-
and
you
know
that's
that's
an
uncertain
factor
right
now.
We
don't
know
how
many
deliveries
we're
going
to
have
per
day.
That's
why
we
don't
know
how
many
drivers
we're
technically
going
to
employ
to
start
off
with
I'm
hoping,
I'm
hoping
to
have
at
least
two
drivers
out
all
day
so
that
we
can
eliminate
the
factor,
but
I'm
having
to
come
back
early
or
something
like
that.
J
F
Okay,
actually,
two
more
quick
questions.
The
existing
garage
bays
that
you
intend
to
keep.
Are
they
drive
through
bays?
So
would
you
be
using
the
alley
behind
your
property
as
well.
J
No,
they
are
not
drive
through
bays.
The
the
entire
back
wall
of
the
facility
is
bricked,
so
we
wouldn't
even
have
an
you
know
in
and
out
situation.
F
M
N
J
Yeah
so
the
the
office,
the
the
dispatch,
will
also
be
on
the
exact
same
hour,
so
they'll,
be
there
from
8
am
to
5
pm.
N
J
A
No
problem,
okay,
any
other
questions
from
the
board,
so
I
can
close
the
record
and
let
the
audience
ask
questions
everybody
good,
okay,
so
officially
we're
closing
the
record.
If
anyone
in
outside
of
the
board
would
like
to
speak,
if
you
just
press
the
raise
your
hand
on
the
screen
and
then
I
can
call
on
you
any
questions
from
the
audience.
M
Yeah
hi
hi,
I'm
not
sure
I
thought
that
you
had
to
get
noticed.
I
owned
the
property
right
across
the
street
from
your
location
at
105
dewey
and
I
was
not
notified
of
this
meeting.
M
I
go
by
my
property
every
day
and
the
sign
is
actually
on
the
ground
and
has
never
been
set
up
properly
for
anybody
to
get
notice
for
this
that
this
hearing
was
going
to
happen
and
I
feel
like
you
should
be
talking
to
the
immediate
neighbors,
I'm
right
across
the
street
from
you-
and
I
have
not
heard
from
you
at
all
regarding
this
matter
and
I'm
I've
been
there
28
years.
J
Yes,
well,
I'm
sorry
you
weren't
notified.
I
honestly
I
haven't
notified
any
of
the
neighbors
at
the
as
of
yet.
I
know
that
we
did
send
out
notices
about.
I
think
it's
about
two
weeks
ago
about
a
week
and
a
half
ago
or
so.
So
I'm
not
sure
if
you
got.
J
I
can
definitely
go
ahead
and
drop
off
a
notice
to
you.
You
know
the
next
run.
If
you
want
it's
no
problem.
A
B
Notices
were
sent
out
two
notices
actually
because
the
case
was
originally
scheduled
for
last
month,
so
we
did
redo
the
mailing.
So
two
separate
notices
and
the
sign
has
been
on
the
property
and
it
was
standing
up
when
it
was
updated
with
the
date
for
for
this
meeting
it
may
have
fallen
over
since
then.
I'm
sorry,
if
it
did.
M
Going
down,
or
are
you
worried
about
sure,
I'm
sure
I'm
worried
about
everything,
the
security
you
have
a
security
guard
there
now?
Why
wouldn't?
I
need
security
at
my
place,
I
don't
have
any
cameras
and
so
forth
now
now.
Why
wouldn't
I
need
security
cameras
and
why
maybe
I
need
extra
security
because
of
your
business.
M
I
didn't
have
to
have
it
when
bz's
were
there,
but
now
you
know,
I
don't
know
what
I'm
gonna
need,
because
I
don't
know
you
know
anything.
You
haven't
approached
me
or
I
have
no
idea
what's
going
on.
M
M
J
Well,
we
have,
we
have
a
security
guard
to
ensure
the
safety
of
our
employees.
You
know
it
being
that
it's
a
transport
company
for
cannabis,
we're
taking
the
precaution
and
covering
ourselves
on
that
end.
By
putting
us,
you
know
a
security
guard
there
on
staff,
but
as
far
as
like
your
safety
or
your
the
concern
for
the
neighborhood,
I
mean
there
is
none.
There's,
there's
no
cannabis
coming
in
the
facility
for
people
to
rob
it.
There's
there's
no
opportunity.
M
So
I
I
apologize.
I
was
a
few
minutes
late
to
the
meeting.
So
how
does
that
work
if
there's
no
cannabis
coming
into
the
facility?
What
is
your
purpose
in.
J
The
state
requires
us
to
have
a
security
system
and
a
security
guard
in
in
the
facility
at
all
times,
because
it's
because
it's
a
business
that
deals
with
cannabis
and
that's
a
state
requirement
technically,
I
don't
feel
that
we
need
it
to
be
honest
with
you
and,
if
I
didn't
have
to
have
it,
we
wouldn't,
but
if
the
state
requires
it,
we
have
to
keep
up
with
compliance
and
that's
why
we
have
a
security
guard.
There.
J
It's
going
to
be
an
office
and
a
parking
lot,
basically,
and
in
the
office
there
will
be
several
dispatchers
dispatching
the
routes
for
the
drivers
and
the
drivers
will
start
with
empty
vehicles
in
the
morning
and
they'll
return
with
empty
vehicles
in
the
evening.
M
M
M
Unless
you
speak
to
me
directly
and
some
of
your
other
neighbors,
I'm
sure-
and
I
was
not
notified
about
this
at
all-
and
I
find
it
very
strange
that
the
city
doesn't
let
me
open-
and
this
is
called
spot
zoning
once
again-
and
I
can't
even
open
my
property
for
spot
zoning,
but
you
can
open
your
property
so
put
that
on
the
record
too.
This.
C
J
M
You
can
contact
you
never
contacted
me.
I
asked
you
about.
I
asked
whoever's
working
over
there
a
long
time
ago.
Many
many
years
you
all
throw
tires
on
our
property.
We've
had
snow
on
our
property.
You've
been
unprofessional,
so
I'm
not
friendly
with
you
at
all
right
now,
because
you
have
caused
me
a
lot
of
grief
and
pain
for
many
many
years,
we've
been
there
at
least
28
years,
and
you
have
not
been
responsive
to
any
of
my
complaints
for
all
this
year's
bz.
M
M
I'm
telling
you
the
special
use
on
hand,
I'm
not
happy
about
it
because
I
haven't
been
notified
and
it's
bogus
right
now
and
yes,
I'm
gonna
have
a
problem
with
my
property
and
I
have
rental
property,
and
this
is
in
a
neighborhood
property
and
and
you're
allowing
this.
This
sounds
wrong
to
me
and
and
nobody's
talked
to
me
about
this
and
I'm
the
direct
neighbor
wrong.
How
about
I
vote?
No
on
that.
B
B
A
H
L
Got
yes
generally,
we
disable
the
chat
for
the
public
record
for
these
meetings,
but
if
miss
payton
had
1122
emerson
street,
I
think
she
stated
her
address
previously.
A
D
Yes,
hello:
this
is
gloria
bond
clooney
and
I'm
with
my
husband,
bazel
clooney,
we're
at
1620
dobson
d-o-b-s-o-n
street
in
evanston,
which
is
directly
around
the
corner
from
I
used
to
call
it
busy
bee,
but
he
sees
formerly
bz's.
First
I'd
like
to
say
I'm
sorry
that
our
neighbor
has
had
so
many
challenges,
though
I
will
agree
with.
Is
it
david
zach,
mr
zach,
that.
A
D
Yeah
that
the
occasionally
the
cars
can
kind
of
kind
of
got
they
were
upgrading
would
be
nice.
We
have
been
to.
We
have
used
bz
for
decades.
We've
lived
in
evanston
at
this
location
for
over
30
years
and
recently
even
used
went
to
busy
at
the
new
location
to
have
our
car
fixed.
D
So
there
are
a
lot
of
things
that
I
would
say
that
are
positive,
but
I'm
concerned
okay,
I'm
concerned,
because
this
is
a
neighborhood
of
homes,
children
we
are,
I
taught
it
shoot
for
many
decades,
so
we're
close
to
school,
we're
blocked
from
a
nursery
school.
D
I'm
concerned
that
it's
cut
off
the
exit
of
howard
street
is
cut
off.
In
other
words,
you
can't
go
onto
howard
street.
The
cars
would
be
going
into
doing
versus
you
know
into
the
neighborhood
versus
directly
onto
the
business
street.
D
I'm
concerned
when
I
heard
that
you
talked
about
graffiti,
that
you'd
often
you
know
over
the
years
you've
seen
graffiti
at
the
back
of
the
building,
and
I
guess
I
would
wonder
if
there's
graffiti
there
now,
who
are
those
children,
people
putting
the
graffiti
there
and
what
interest
might
they
have
if
they
hear
its
cannabis
cannabis,
whether
they
know
that
it's
not
a
place
where
cannabis
is
housed
or
whether
they
simply
think
cannabis,
with
the
concerns
that
have
been
on
howard
street
on
the
evanston
side,
from
from
where
we
are
at
asbury
all
the
way
down
through
past
ridge,
even
though
the
howard
street
is
changing
dramatically,
which
is
wonderful,
I
I'm
concerned,
I
do
have
several
questions.
D
I
wanted
to
know
what
is
the
five-year
plan
and
the
10-year
plan
for
the
business
for
the
entire
business
and
also
what
is
the
plan?
Hello,
carla's
speaking.
A
Hello,
how
are
you
could
you
wait
till
we
call
on
you?
Go
ahead,
miss
clooney,
okay,.
D
So
may
I
ask,
may
I
ask
questions
post
questions?
Please?
Oh
yes!
So
I'm
I'm
curious
about
I.
I
know
this
is
a
developing
business.
It's
brand
new,
I'm
hearing
that
the
security
is
there
for
because
it's
required
by
the
state.
But
my
question
is
then:
why
is
so
much
security
required
by
the
state
if
it's
just
a
distribution,
I
saw
the
the
on
the
website.
I
saw
the
the
plans
with
the
mini
cameras,
one
of
the
largest
offices.
D
There
is
the
security
office
so
on
one
hand,
it's
kind
of
nice
to
know,
there's
going
to
be
a
lot
of
security.
But
again,
as
someone
posed
the
question
before
I'm
curious
about
it,
when
we
said
parking,
as
I
said,
I'm
curious
about
the
growth
of
the
business
now
you're
thinking
of
two
drivers.
If
the
business
grows
significantly,
would
you
move?
Would
that
you
know,
or
would
you
plan
to
stay
in
the
same
place?
Will
the
business
model
change?
D
You
were
talking
about
four
people
who
would
be
on
site
plus
the
security
guard,
which
is
five
six
drivers
coming
in
that's
11
and
six
spaces
for
trucks
and
that's
17..
So,
given
the
size
of
the
lot,
when
park,
cars
were
parked,
you
know
15,
I
don't
think
there
was
ever.
I
don't
think
I
ever
saw
50
cars
parked
there,
but
even
if
they
were
15
or
20,
they
were
stacked.
I
mean
that
stack.
They
were
side
by
side
and
very,
very,
very,
very
close
together.
D
So
I
guess,
I'm
concerned
about
the
parking
long
range
planning
the
fact
that
there
are
schools
available.
I
love
the
give
back,
but
I
would
love
for
the
give
back.
I
love.
D
I
would
love
for
that,
to
be
something
some
wonderful
business
that
you
start
there
and
to
change
the
neighborhood,
but
not
necessarily
this
and
I'm
a
question
about
signage,
so
long
range
planning,
you
know
five
to
ten
year
plan,
signage
parking
spaces
and
the
fact
that
you're
coming
out
you
know
you've
closed
the
driveway
onto
howard
street
and
you'll,
be
coming
out
onto
the
dewey
parking
lot
and
are
there
plans?
Would
you
be
coming
to
dewey
and
then
churning
out
into
howard
street?
D
J
Well,
I
don't
know
well
let
me
just
start
if
I,
if
I
missed
something
just
to
stop
me
and
let
me
know,
as
far
as
like
the
long-term
plan,
you
know
we
can
it's
clear
that
this
this
lot
isn't
the
biggest
slot
in
the
world.
I
mean,
I
can't
you
know,
I
can't
put
a
big
facility
up.
I
can't
park
hundreds
of
cars
there.
My
ultimate
plan
is,
you
know,
I'm
a
tech
guy.
I
I'm
interested
in
all
the
new
technology.
That's
out
there,
all
the
apps.
J
My
plan
for
this
is
to
grow
it
to
the
point
where
I
have
six
drivers:
minimum
of
six
drivers,
possibly
even
nine
and
run
the
run
the
company
for
about
a
year
to
see
how
we
do
and
see
how
the
growth
is
and
see
as
far
as
the
business
is
concerned
all
together,
and
if
I
feel
that
it
is
going
to
grow
and
my
ultimate
plan
is
to
turn
it
into
an
uber
of
cannabis
deliveries
and
if
it
grows
to
that
point,
I
will
ultimately
have
to
move
out
of
evanston
and
you
know
get
a
facility
that
can
house
you
know
the
project
that
I
would
want
to
take
it
to
or
the
level
I
want
to
take
it
to.
J
I
know
this
might
sound
crazy,
but
ultimately
I
would
like
to
have
the
uber
of
cannabis
delivery.
That's
my
ultimate
goal
with
this
is
to
grow
the
company
to
that
to
that
level,
and
that
stature,
my
partners
and
I
would
love
for
it
to
go
public
one
day
and
we'd
love
to
we'd
love
to
literally
have
thousands
of
delivery
drivers.
If
we
could,
that
would
be
the
ultimate
plan.
J
As
far
as
the
driveway
and
the
entrance
to
the
facility
just
being
on
dewey,
it
was
recommended
to
me
a
few
days
ago
to
cut
off
the
two
entrances
on
howard
street
and
at
the
bed,
the
planter
bed
or
flower
bed,
whatever
you
want
to
call
it
just
to.
I
believe
it
was
just
to
eliminate
traffic
as
somewhat
and
also
to
just
create
one
entrance
instead
of
having
three,
because
right
now
there
are
three
entrances
and
there's
really
no
use
for
them.
J
My
ultimate
plan
was
to
have
the
drivers
enter
on
dewey
and
then
exit
on
dewey
and
go
straight
to
howard
street
from
there,
so
they'd
be
going
southbound
on
dewey
instead
of
going
northbound
through
the
neighborhood.
That
would
be
the
ultimate
plan.
However,
if
the
neighborhood
wanted
me
to
keep
one
of
the
driveways
on
howard
and
close
off
the
dewey
entrance,
I'm
all
for
it,
I
mean
I
want
to.
I
want
to
be
there
for
the
community,
because
you
guys
have
been
here
for
us.
J
Any
neighbor
you
guys,
I
mean
anyone
who
can
help
me
make
this,
that
that
property
better
for
the
city,
I'm
all
yours,
absolutely.
So
any
suggestions
I'm
willing
to
take
as
long
as
sony
approves
you
know,
is
okay
with
them,
and
then
you,
you
asked
about
signage,
oh
the
signage,
being
that
it's
a
cannabis
transport
company.
We
are
not
trying
to
promote
that.
We
are
not
trying
to
tell
people
what
we're
doing.
J
J
J
We
also
don't
intend
on
making
an
unsafe
environment
the
whole
plan
here
with
the
security,
and
I
think
that's
why
the
state
requires
so
much
securities
because
they
want
to
make
sure
that
the
neighborhoods
surrounding
these
facilities
are
going
to
be
safe
and
we
can
guarantee
that
with
our
360
degree,
cameras
and
you
know
so
on
and
so
forth.
But
you
know
our
ultimate
goal
isn't
to
deteriorate
from
anybody's
value
of
their
houses
or
to
make
the
neighborhood
not
safe.
Or
what
have
you
actually?
My
goal
is
to
make
it
even
safer.
J
You
know
I've
had
situations
over
the
years
with
stuff
going
on
in
the
alley
behind
my
shop
that
I
wasn't
really
too
happy
about
some
of
those
things
about
people
dropping
tires
and
this
and
that
the
one
thing
that
we
don't
have
right
now
is
surveillance
in
that
back
alley,
and
I
think
that
it
desperately
needs
it
and
that's
why
we're
going
to
add
cameras
there
as
well.
But,
ultimately,
we're
like.
J
I
said,
no
signs
one
entrance
to
the
facility
in
and
out
and
that's
that's
basically
what
the
gist
of
it's
gonna
be.
A
F
I
just
have
just
two
quick
questions.
One
for
cooney
did.
G
D
Yes,
it
did.
We
got
the
postcard,
we
got
the
postcard
okay,
but
I
I
I
will
there
be
other
meetings,
because
I'm
very
surprised.
Knowing
this
neighborhood,
we
had
a
socially
distanced
block
party.
Let's
put
it
this
way
and
memorial
day
beautifully
done
on
dobson.
So
knowing
this
neighborhood,
I'm
very
surprised
that
I
don't
see
and
there's
a
block
right.
D
I'm
very
surprised
that
I
don't
see
a
whole
list
of
of
neighbors
from
between
california
between
dodge
and
asbury
on
both
sides
of
the
street,
because
that's
a
I
heard
from
one
neighbor,
but
just
the
people
who
live
on
the
block,
the
children
who
live
on
the
block.
You
know
that
whole
I
I
don't
see
them
up
there
and
I'm
not
saying
they
weren't
sent
out.
I'm
just
saying
you.
A
Got
yours
so
yeah,
but
miss
clooney.
I
just
wanted
to
say
that
I
feel
like
melissa
had
had
done
this
twice
like
told
him
twice
and
we
are
recommending
body
to
the
city
council.
So
the
next
time
this
comes
up.
It'll,
probably
be
at
city
council.
Is
that
right,
melissa.
B
Yeah
just
to
jump
in,
I
did
talk
to
you
about
I'm
going
to
say
about
10
different
neighbors
who
reached
out
with
concerns
about
the
proposal
and
once
they
heard
that
there
would
be
no
cannabis
on
site
ever
of
any
kind.
Those
concerns
were
dropped,
so
I
don't
know
if
those
neighbors
then
talked
to
others
possible.
B
But
yes,
the
case.
If
it
receives
a
recommendation
tonight,
then
it
will
move
on
to
the
planning
and
development
committee
and
city
council.
So
we
can
try
to
to
work
with
you
guys
to
make
sure
that
you're
all
aware
of
what
date
that
what
dates
those
meetings
happen.
Okay,.
D
Another
question
I
I
was
hearing
that
at
first
it
was
six
and
now
it
sounds
like
it
was
nine
and
I'm
a
little
bit
yeah
it's
first.
It
was
six
in
the
beginning
of
the
presentation,
and
then
I
was
hearing
mr
zach
say
that
it
was
up
to
nine
at
this
location,
which
would
be
a
additional
people
on
site.
I
guess
my
question
is
what
defines
the
business
and
what
determines
that
the
business
does
not
evolve
and
change.
It
also
sounds
like
it's
a
you
know.
D
L
D
There
is
something
happening
with
the
property
now,
which
might
you
know,
create
a
change.
As
you
said,
it
will
be
cleaned
up,
it
will
be
spruced
up,
etc.
When
will
the
designs
for
what
the
outside
of
the
building
will
look
like
with
the
whole?
D
You
know
the
I've
seen
the
floor
plans
on
the
computer,
but
not
you
know
the
the
what
the
outside
of
the
design
looks
like
and
how
it
will
fit
in
the
neighborhood
and
will
what
guarantees
that
the
business
will
stay
as
defined,
and
I
guess
I'm
asking
board
zone
zoning
board
members
that
as
well
what
guarantees
that
the
business
will
stay
as
defined
in
that
location
without
you
know
becoming
a
different
type
of
site
for
another
part
of
the
business
like
if
the
state
gives
you
permission
to
have
the
kitchen
you
know.
L
K
D
Drivers
first
and
then
possibly
growing
to
nine,
with
a
desire
to
grow
the
business
a
great
deal.
So
that's
a
question.
We
definitely
would
want
something
wonderful
there,
and
so
this
is
one
choice
and
I
know
you
own
it,
but
are
there
other
choices
that
might
be
a
better
mix
for
the
community?
When
we
look
down
the
street
at
one
of
the
best
new
businesses
is
the
mexican
restaurant
kind
of
forgot,
the
name
great
food
right?
D
That's
right,
you
know,
even
though
gulliver's
is
kind
of,
and
I
was
a
waitress
at
gulliver's,
but
anyway,
oh
seriously,
as
soon
as
I
got
to
school,
but
also
the
as
you
go
east
on
howard
street,
it
has
changed
dramatically.
D
It
has
become
a
different
kind
of
howard
street
that
is
alive
and
vibrant,
and
if
we
all
survive
this-
and
we
will
survive
this
episode,
what
will
be
there?
That
may
be
maybe
a
more
dynamic
choice,
and
I
know
you
have
to
make
a
business
decision,
but
what
else
might
be
a
better
choice
for
the
neighborhood
for
this
neighborhood,
which
is
a
community
there.
J
J
J
Was
suitable
suitable
for
you
know
the
thoughts
that
we
had
were
to
knock
it
down
and
put
a
an
apartment
or
a
complex
development
on
top
of
it,
maybe
a
few
units
condos.
You
know.
C
J
Kind
of
all
up
in
the
air-
and
it
still
is,
it
really
is
the
issue
that
we're
having
is
we're
having
a
problem
selling
it
the
way
it
sits
right
now.
J
Ultimately,
I
would
love
to
just
sell
it
and
call
it
a
day.
You
know,
and
you
know
do
whatever
with
it,
but
at
the
end
you
know,
but
right
now,
I'm
stuck
in
a
position
where
it's
not
selling
the
economy
is
really
really
bad.
Right
now,.
J
That's
that's
pretty
is,
you
know,
is
a
little
bit
more
of
a
challenge
than
you
know
than
expected,
but
at
the
end
of
the
day,
I
think
I
think
you
know
putting
in
a
facility
like
this,
even
if
it's
for
a
year
or
two
or
three
years
well,
it's
still
a
better
scenario
than
to
have
the
current
building
sitting
there,
the
way
it
sits
and-
and
you
know
ultimately,
if
you
know
in
two
three
years
or
a
year
whenever
it
may
be-
if
this
keeps
pro-
if
this
grows
the
way
I
intend
it
to
you
know
we
will
figure
out
at
that
moment
in
time.
J
D
B
Yes,
and
no,
if
this
special
use
is
approved,
then
it
is
approved
for
that
use
at
that
property.
So.
B
Is
the
specialist
it
depends
if,
if
mr
zatz
sold
that
exact
business
for
that
same
property
right
there,
then
the
same
special
use
would
transfer,
because
nothing
is
changing.
On
the
other
hand,
if
a
new
or
different
transport
business
wanted
to
go
in
there
or
or
one
that
that
was
more
impactful
had
more
employees,
anything
like
that,
then
it
would
require
either
a
substitution
of
special
use
or
a
new
special
use.
B
J
The
line
and
say:
oh,
we
want
to
make
it
into
an
infusion
center
or
a
dispensary
or
call
it.
That's
not
that's
not
the
plan
here.
It's
we're
literally
designating
it
as
transportation.
Only
if,
like
I
said,
if
we
grow
later
on
in
the
future,
you
know
we'll
move
out
of
there
and
somebody
else
can
come.
You
know
try
to
bring
somebody
else
in
who
is
going
to
benefit
the
city
as
well.
I'm
not
trying
to
have
somebody
come
in
there
and
make
a
repair
shop
again.
That's
the
last.
J
D
B
And
to
clarify
some
of
your
other
questions,
you
had
asked
how
how
there's
a
guarantee
that
operations
are,
as
they
stated
that
they
would
be
that's
a
requirement
of
the
special
use
they
have
to
operate
within
substantial
compliance
of
the
documents
and
testimony
on
record.
So,
if
they're
not
operating
that
way,
let
the
city
know
and
then
we
either
work
with
them
to
get
them
back
to
operating
correctly
or
we
can
shut
them
down.
B
E
Yeah,
my
name
is
honor
tayo
ducia,
I'm
at
1710
dobson,
so
I'm
right
behind
bz
and
have
met
and
interacted
with
adam
several
times
we
were
looking
at
his
dog
one
time.
I
don't
know
if
you
remember
adam,
but.
E
Two
teenagers
and
I
just
wanted
to
throw
out
a
couple
things
one.
I
was
notified
two
times
so
I
appreciate
that
and
I,
as
far
as
my
garage
is
right
behind
the
big
blue
wall
that
makes
up
bz
and
they
have
done
just
a
fantastic
job,
keeping
the
graffiti
off,
and
I
really
appreciate
that
when
I
first
moved
in
13
years
ago,
it
was
a
problem
but
they've
painted
several
times
and
I
think
the
biggest
to
me.
This
sounds
like
it
will
be
an
improvement.
E
There's
a
lot
of
cars
parked
there.
As
adam
pointed
out
some.
You
know
that
are
kind
of
an
eyesore
that
I
can
sort
of
see
from
you
know.
Diagonally,
it's
not
a
big
deal
to
me,
but
this
sounds
like
it
would
be
a
little
cleaner,
nicer
to
look
at,
and
I
really
appreciate
the
idea
of
cameras
in
the
alley
because
I
think
the
biggest
problem
I
personally
have
back.
There
is
people
dumping
their
garbage
and
tires,
but
I
do
not
believe
it's
bz
dumping
their
tires.
E
Yeah
and
it's
garbage-
and
you
know,
mattresses,
furniture
whatever
so
having
a
camera
surveying
there
would
be,
would
be
nice.
So
I
was
just
throwing
out
my
thoughts
about
that.
To
me
it
sounds
like
an
improvement,
even
if
it
is
temporary
and
I
love
the
idea
of
uber
cannabis.
I
hope
that
works
for
you.
A
K
At
this
time,
thank
you,
my
main
concern
one
was
notification
and
then,
once
you
start
on
variances,
it's
very
difficult
to
reverse
that
variance
and
that
business
does
not
seem
compatible
with
what
the
community
and
the
closeness
of
residential
houses.
K
I'm
also
concerned
that
the
business
is
one
that
may
end
up
being
an
attractive
nuisance.
Once
you
put
marijuana
or
any
kinds
of
marijuana
up
there,
there
will
be
kinds
of
places.
We've
known
a
lot
of
these
places
have
been
subject
to
break-ins
and
and
other
kinds
of
traffic,
and
I
don't
know
if
the
neighbors
would
be
concerned
about
the
kinds
of
traffic
that
that
might
encourage,
with
with
that
kind
of
building
at
that
kind
of
a
location.
A
H
I
can
jump
in.
Thank
you
I
I
appreciate
you
know
that
the
the
proposed
user
is
trying
to
you
know
is
recognizing
some
of
the
concerns
that
were
raised
by
earlier
committee
meetings
and
and
eliminating
some
of
the
curb
cuts
on
dad
dodge
avenue.
I
don't
think
the
intent
is
to
have
any
of
that
traffic
going
through
the
neighborhood,
but
instead
to
improve
the
traffic
flow.
H
H
So
you
know,
as
we
learn
more
about
what
the
intended
use
is,
which
is
really
just
to
have.
You
know,
transport
vehicles
and
an
office
there
on
site.
I
think
it's
probably
an
appropriate
use
for
that
for
that
location
for
that
facility.
C
So
here
are
my
thoughts.
I
would
agree
with
lisa
that
this
use
is
less,
I
would
say,
less
trouble
for
the
neighborhood,
because
the
number
of
vehicles
and
the
number
of
let's
call
it
trash
will
be
much
less,
because
this
business
will
definitely
be
cleaner
and
with
less
engagement
of
roads
and
of
other
things
around.
C
I
would
only
recommend-
and
this
is
usually
what
I
do-
this
site
plan
and
this
building
plan
no
matter.
It's
very
preliminary
does
not
tell
the
whole
thing
about
how
this
site
will
be
used.
I
would
recommend
that
we
have
a
clear
site
plan
with
the
number
of
parking
spaces
for
employees
and
personnel,
so
it's
absolutely
clear
who
gets
the
parking
space
there,
how
many
so
that
we
do
not
travel
the
streets
with
parking?
The
second
thing
is
the
landscaping
of
the
site.
C
C
So
these
are
recommendations
I
would
love
to
have
them
in
our
general
decision
and
recommend
it
to
the
city
council.
Otherwise
I
would
say
that
it
is,
I
think,
a
better
business
for
the
time
being,
I
would
agree
completely
with
melissa
and
the
neighbors
that
the
moment
this
special
use
is
changed
even
a
little
bit.
It
has
to
be
on
your
special
use,
just
because
we
have
to
be
sure
that
this
is
only
what
we
currently
recommend
and
approve.
So
with
this
I'm
for
the
project.
Thank
you.
A
C
A
What
you're
saying
is
you
want
to
see
conditions
added
to
the
to
what
we
say
when
we
send
this
to
the
next
stage
that
the
parking
be
delineated
and
that
it
only
be
a
special
use
for
this
business
alone?
Is
that
what
you're
saying?
That's
exactly
what
I
say,
I'm
sorry
lisa,
you
were
saying
something.
H
Well,
you
were
clarifying
a
point,
so
I
think,
based
on
what
melissa
said,
the
condition
would
be
that
the
special
use
would
not
extend
to
a
new
user.
Is
that
sort
of
the
way
it
would
have
to
be
phrased?
Melissa.
F
Carol
captured
perfectly
my
like
two
concerns
about
this
project:
one,
the
level
of
design
conditions
that
were
placed
on
it
previously
by
dapper.
I
would
have
liked
to
see
more
discussion
about
the
parking
delineation,
a
cap
on
the
number
of
parking,
so
we
so
that
we
have
a
better
understanding
going
into
this.
How
many
parking
spaces
there
could
potentially
be
on
the
site.
F
I
would
have
preferred
to
see
that
as
well
as
more
details
about
the
requested
landscaping,
rather
than
just
leaving
it
as
what
I
understood
from
the
meeting
minutes
as
a
kind
of
vague
request,
thinking
back
to
other
projects
that
we've
seen
of
a
similar
nature,
not
in
the
sense
of
the
intended
use,
but
this
kind
of
incongruous
use
close
to
residential
uses,
we've
seen
a
greater
level
of
detail
on
the
requested
changes
so
that
those
had
already
been
made
by
the
time
they
came
to
us.
F
That's
one
point
I
also
I
I
do
still
have
some
concerns
about
the
compatibility
of
this
use
with
the
proximity
to
a
very
established
residential
neighborhood.
It's
something
I've
been
struggling
with
for
a
few
days,
and
I
I
I
haven't
had
those
concerns
completely
soothed
in
this
process,
so
I'm
still
struggling
with
that
a
little
bit.
J
B
A
All
right,
okay,
so
we're
gonna,
probably
ask
about
opening
the
record
after
every
board,
member
has
had
a
chance
to
say
what
they
think
about
the
project,
so
maybe
you
could
make
a
list
of
their
concerns
who's
the
next
board
member
max.
Yes,.
G
Hi,
I'm
in
favor
of
this
project.
I
think
it
overall
is
clearly
an
improvement
from
the
current
site.
G
I
I
think
that
community
members
concerns
about
the
perception
are
real,
even
if
you
know,
even
if
there
is
no
product
on
site,
you
know,
word
gets
around
that
it's
a
cannabis,
company,
right
and
and
and
rumors
go
around,
and
and
despite
all
the
precautions,
the
percep,
the
potential
negative
perception
is
real
and
that
can
have
unintended
consequences.
G
So
I
think
the
the
steps
taken
to
combat
the
perception
that
include
beautifying,
the
area
like
I
heard
you,
mr
zats,
the
idea
of
a
mural
are
in
the
right
direction
and
I
would
even
be
more
comfortable.
G
Giving
my
support
to
the
project
if
something
like
that
were
also
included
in
the
conditions
some
sort
of
outward
facing
community
beautification,
because
combating
the
perception
is
is
is
important.
N
N
Unfortunately,
we're
not
going
to
be
the
last
to
approve
this
project,
so
you
know
it
would
be,
it
would
be
nice.
Maybe
you
know
just
as
a
I
guess,
a
a
background
or
a
backup
condition
for
us
just
so
that
we
can
see
what
the
what
the
plan
is
going
to
be
in
the
future
for
the
parking
and
the
beautification
of
the
of
the
site
itself.
And
yes,
I
agree
as
well.
N
You
know
this
project
is
going
to
be
a
major
improvement
to
what
is
there
right
now,
unfortunately,
it's
the
same
owner,
but
at
this
point
you
know
somebody
has
to
take
the
reins
and
decide
from
now
on
or
from
this
point
forward.
We
are
going
to
beautify
our
own
building,
and
with
that,
that's
that's
basically,
my
my
take
on
it.
It's
a
good
project.
A
Okay,
I
agree
with
the
project
as
well.
I
feel
like
something
new
on
howard.
There
would
be
better
than
what's
been
sitting
there,
and
I
agree
with
the
fact
that
we're
you
know
looking
at
the
owner
ready
to
make
some
improvements.
I'm
glad
there
won't
be
any
marijuana
here,
but
I
want
to
know
melissa
how
we
can
get
a
a
more
definite
update
on
the
site
plan
before
we
move
on.
How
would
you
suggest.
B
I
would
recommend
that
you
include
a
condition
that
states
that
an
updated
site
plan
be
provided
prior
to
the
case,
moving
on
to
p
d
and
city
council.
That
shows
compliant
striping
of
the
parking
lot
for
at
least
the
number
of
employees
that
will
be
at
the
business
and
with
a
detailed
landscaping
plan
and
other
beautification
details,
as
requested
by
the
board.
A
B
A
All
perfect,
so
somebody
else
is
checking
on
it.
Okay,
and
if
that's
the
end
of
our
discussion,
then
I
would
like
to
move
on
to
reading
the
standards.
Is
that
the
end
of
our
discussion?
Lisa?
Did
you
want
to
say
something
else?
No,
we're
good.
Okay,
I'm
going
to
move
on
to
reading
the
standards
for
special
use
for
this,
for
the
zba
to
recommend
that
city
council
grant
a
special
use.
The
zba
must
find
that
the
proposed
special
use-
a
is
one
of
the
listed
special
uses
for
the
zoning
district,
in
which
the
property
lies.
A
That
standard
has
been
met.
Cannabis
transporter
is
allowed
under
the
special
use
section
for
the
c1
commercial
district
b,
the
st
that
the
pro
the
project
complies
with
the
purposes
and
the
policies
of
the
comprehensive
general
plan
and
the
zoning
ordinance
that
standard
has
been
met.
This
use
is
compliant
with
the
zoning
ordinance
and
the
comprehensive
general
plan.
A
The
proposed
used
promotes
the
growth
and
redevelopment
of
a
business
and
commercial
area
and
strengthens
evanston's
economic
base
c
does
not
cause
a
negative
cumulative
effect
in
combination
with
existing
special
uses
or
as
a
category
of
land
use.
That
standard
also
has
been
met.
The
proposed
use
is
inactive
and
has
limited
potential
to
a
negative
to
negatively
interfere
with
any
proximate
residential
or
commercial
uses.
A
D
does
not
interfere
with
or
diminish
the
value
of
property
in
the
neighborhood.
That
standard
has
been
met.
The
proposed
use
would
occupy
a
currently
vacant
commercial
space,
and
the
proposed
improvements
would
add
to
the
value
and
the
vibrancy
of
the
property
and
the
commercial
corridor
in
which
it's
located
e
is
adequately
served
by
public
facilities
and
services.
The
standard
has
been
met.
The
building
is
served
by
adequate
sidewalk
streets.
Trash
collection,
as
in
close
proximity
to
the
cta
bus
stops
f,
does
not
cause
undue
traffic
congestion.
That
standard
has
also
been
met.
A
The
proposed
use
will
have
a
less
impact
on
traffic
than
the
previous
use.
Additionally,
the
existing
large
surface
parking
lot
for
employee
parking
makes
it
reasonable
to
expect
minimal
impact
to
traffic.
In
the
area,
removal
of
unnecessary
curb
cuts
primarily
on
howard
street
will
improve
access,
management
and
safety
for
pedestrians
and
vehicles
alike.
A
G
preserves
significant
historical
and
architectural
resources.
That's
not
applicable
h
preserves
significant
natural
and
environmental
resources.
That
standard
is
not
applicable
and
I
complies
with
all
other
applicable
regulations
that
standard
has
been
met.
The
project
complies
with
all
other
applicable
regulations
to
move
forward
with
the
next
step
in
the
special
use
process.
Can
I
have
someone
read
the
motion
with
the
conditions,
and
could
you
please
include
hours
of
operation
based
on
this
testimony.
L
H
Take
a
shot
at
it
and
if
I,
if
there
are
some
additions,
if
the
board
can
please
step
in
so
I
move
that
in
the
matter
of
1701
howard
street
zva
item
two,
oh
or
excuse
me,
two:
zero
z
and
jv
zero,
zero.
Three
five.
H
Two
does
that
the
special
use
would
be
conditioned
so
as
not
to
extend
to
a
new
user
if
the
site
were
to
be
sold
or
the
business
were
to
be
sold
three
that
it
includes
the
beautification
measures
such
as
the
mural
that
has
been
discussed
here
in
line
with
you
know,
discussions
with
the
neighbors
four
that
have
the
hours
of
operation.
I
believe
we
heard
from
eight
to
six
is
that
correct.
H
That
was
not
in
line
with
what
dapper
noted
in
their
am
I
correct
melissa
on
the
hours
of
operation.
I
thought
they
had.
Can
you.
I
H
That's
what
we
should
use
when
the
condition
is
should
not
extend
beyond
8,
am
to
8
pm
and
is
otherwise
developed
in
compliance
with
testimony
in
the
documents
before
us
this
evening.
Did
I
capture
our
discussion.
H
I
The
code
stipulates
it
shall
not
exceed
eight
to
eight
seven
days
a
week,
so
that
could
be
after
your
discretion,
monday
to
friday
or
seven
days
per
week.
L
H
It
seems
appropriate,
given
that
it
is
a
budding,
a
residential
neighborhood.
I
guess
is
my
first
thought,
but
you
know
we
have
conceded
that
this
is
not
a
very
intense
use.
That
said,
I
would
think
that
the
you
know
the
owner
could
have,
you
know
could
have
discussion
with
the
neighbors.
So
that's
that's
where
I
was
coming
from.
L
Just
for
the
board
members,
as
far
as
I'm
aware,
the
businesses
that
they
would
be
servicing
would
be
open
seven
days
a
week,
so
I
believe
dispensaries
are
also
open
on
sundays,
so
that'd
be
a
consideration
for
the
board.
A
A
I'm
saying
that
we
could
go
according
to
the
code
and
do
eight
to
eight
monday
through
you
know
the
seven
days
a
week
just
in
case,
even
though
this
user
has
told
us
that
he
would
not
be
open
on
the
weekend,
and
that's
probably
he
doesn't
probably
know
what
you
know,
what
it's
going
to
be.
G
F
A
H
Would
it
go
for
clarification?
Do
we
need
members
organization
based
on
which
element
she's,
not
in
agreement
with?
Do
we
not
have
that
for
the
record
or
no.
F
My
my
concern
resides
with
point
d,
does
not
interfere
with
or
diminish
the
value
of
the
property
in
the
neighborhood.
The
evidence
that's
given
here
is
that
it's
improving
the
condition
of
the
neighborhood.
Excuse
me
the
condition
of
property.
F
B
So
if
the
applicant
can
work
with
staff
on
that
updated
site
plan
and
then
once
we
once
staff
is
comfortable
with
that
site
plan
as
discussed
tonight,
then
it
will
bond
to
the
the
pnd
committee
and
city
council
and
we'll
try
to
get
word
out
to
all
all
the
neighbors
that
attended
tonight.
I'm
hoping
all
of
you
signed
in
on
the
sheet
and
provided
your
email
address
so
that
we
can
contact
you.
Please
do
so
if
you
haven't,
and
that
would
be
it
for
this
case.
L
A
public
comment
form
that
you
found
on
the
zoning
board
website
or
a
link
from
the
agenda.
A
Thank
you
all
right,
thanks
everybody
for
attending.
For
this
we
have
one
more
item,
but
it's
personal,
but
thank
you
and
thank
you,
mr
zest,
for
your
presentation.
Thank.
A
So
the
last
item
is
the
staff
item
I'm
going
to.
Let
them
talk
to
us
about
it.
I
I
guess
I've
had
some
discussion
with
with
one
of
the
board
members,
and
I
just
wanted
to
have
an
open
discussion
with
you
all
about,
if
you're
receiving
the
information
that
you
need
to
make
judgment
on
these
cases.
I
If
the
memos
are
helpful,
if
there's
additional
information,
you
would
like
to
see
the
information
is
redundant
or
unnecessary
and
if
you're
getting
things
in
a
timely
manner
to
make
careful
review
of
these
cases
or
if
you
need
them
slightly
earlier,
so
I'd
just
let
you
discuss
that
amongst
yourselves
or
with
us
or
or
if
you'd
want
to
just
send
me
emails
individually
about
that.
That
would
be
okay
as
well.
A
A
If
you
remember
that,
if
somebody
would
drop
at
my
door
like
a
week
before
the
meeting
and
then
it
went
to
digital,
which
is
great
because
then
you
can
look
it
up
and
but
now
it's
it's
coming
really
soon
to
the
meeting
it's
not
like
before
the
paper
packet
would
get
to
my
door
like
a
week
ahead
of
time,
and
I
could
thumb
through
that
500
pages
or
whatever.
But
now,
if
I
had
to
go
through
the
packet,
I
pretty
much
just
like
get
it
the
weekend
before.
Is
that
when
you
send
it
out
yeah?
I
Well,
the
only
things
that
we
don't
have
sometimes
are
the
dapper
recommendations
like
this
is
a
good
good
instance
where
it
was
hard
to
schedule
this
applicant
and
we
kind
of
got
it
at
the
last
minute
at
dapper
to
get
the
recommendation.
A
H
I
find
that
I
get
the
information
that
I
need
and,
and
frankly
I
think
it
comes
out
friday,
the
friday
before
the
meeting,
it's
typically
when
it
hits
my
inbox
and
even
if
I
got
it
before,
I'm
not
going
to
review
it
a
week
before
so
to
the
extent
that
we're
trying
to
you
know
be
flexible
to
work
with
applicants
and
get
as
much
information
as
we
can
and
move
cases
along.
I
think
that
probably
does
that.
H
I
guess
the
question
is
whether
you
know
as
long
as
people
can
review
in
a
timely
way,
but
I
find
that
I
can
and
the
information
that
I
need
is
is
included.
So
thank
you.
F
This
I'm
this
is
the
only
timeline
for
distribution
that
I've
known.
I
will
admit
that
I
don't
have
a
problem
with
reading
and
understanding
the
packets
and
I'm
very
happy
with
the
content
of
the
packets.
I
do
sometimes
have
difficulty
juggling
visiting
each
site,
which
I
do
prefer
to
do
sometimes
with
full-time
job
and
two
small
kids.
It's
just
not
timing.
Just
doesn't
all
fall
into
place
for
me
to
do
that,
especially
when
we
have
multiple
cases
on
the
agenda
if
there
were
any
possibility
to
carve
out
another
couple
of
days.
F
F
I
would
appreciate
another
couple
days,
but
it
it's
not
a
problem
per
se.
Yeah.
B
I
think
one
thing
that
might
help
with
that:
that's
an
easy
fix
is
so
we
have
to
publish
each
case
in
the
newspaper
and
we
have
a
three
to
four
week
lead
time
on
having
to
do
that.
So
we
know
at
that
point
what
the
cases
are
and
what
variations
or
special
uses
they
need.
We
can
send
you
guys
all
a
copy
of
that
notice.
A
G
Yeah
I
had
a
comment
I
I
I
had
told
I
had
reached
out
to
kade
asking
about
just
some
ways
to
help
me
understand
the
packets
in
general.
I
think
they're
great
and
thank
you
so
much
for
all
the
work
that
you
and
the
nurse
of
the
staff
do
to
prepare
for
these
meetings.
G
I
Yeah,
I
think
that's
really
good
feedback
and
melissa.
Correct
me
if
I'm
wrong,
but
I
think
we
used
to
do
that
or
at
least
in
some
of
your
past
memos.
I
remember
that
being
included
so
I'll
make
an
effort
to
to
include
that.
A
A
A
C
I
G
I
Do
you
I
had
a
general
question:
do
we
think,
as
a
board,
it's
helpful
that
I
write
a
staff's
opinion
on
the
standards
being
met
and
why
they're
being
met,
or
should
I
leave
that
up
to
the
board
to
deliberate?
A
Well,
what
I
do
is,
I
take
melissa's
analysis
of
the
standards
and
I
read
it
out
and
what
we
used
to
do
is
ask
every
board
member.
If
you
didn't
agree
with
the
standards
like,
for
instance,
jill
today
did
not
agree
with
standard
d.
We
would
say:
okay,
stop
the
discussion
in
the
middle
of
me
going
through
the
standards
and
let's
talk
about
it
a
little
bit
more,
but
I
think
that
got
to
the
point
where
our
meetings
were
getting
really
long,
right,
melissa,.
H
We
didn't
have
discuss
necessarily
just
for
the
record.
We
had
to
say
you
know
if
you
did
disagree
so
that
when
we
voted,
it
was
noted
that
there
was
one
you
know
there
was
one
point
with
which
we
were
not
in
agreement
with.
I
don't
recall
that
there
was
a
robust
discussion
for
each
point
that
there
was
disagreement
on
necessarily.
B
I
think
sometimes
there
was
some
discussion
where
a
couple
board
members
would
kind
of
get
in
conflict
with
each
other
on
it.
It
doesn't
really
matter
what
way
you
guys
do
it,
but
if,
if
you're
going
to
be
a
no
vote,
you
do
need
to
say
which
standard
it
is
that
helps
us
legally
with
the
record
and
it
helps
the
applicant
to
potentially
be
able
to
fix
the
issue
so
just
one
way
or
another.
H
My
question
cade
to
your
to
your
point,
is
so
when
you
post
the
the
packet
online
and
it
has
staff's
explanation
of
you-
know
why
this
standard
is
met
to
me.
If
I
am,
you
know
a
member
of
the
public,
it
feels
a
little
confusing
as
if
the
matter
is
already
settled,
and
I
don't
know
if
others
sort
of
have
had
that
a
little
bit
of
weirdness,
but
it
feels
like
oh
staff,
is
already
determined
that
this
meets
standards.
H
So
you
know
why
the
discussion,
so
it
might
be
helpful
and
I
I
certainly
appreciate
that
that's
helpful
for
the
chair,
as
they're
going
through
the
standards
to
get
staff's
interpretation,
but
I
I
find
it
a
little
awkward.
I
guess.
I
Yeah,
I
think
I
think
that's
the
point
that
that
I
was
trying
to
make
is.
Is
it
and
I
don't
know
if
it's
as
a
simple
fix
or
something
but
yeah?
I
I
think
I
agree
with
you.
It
seems
like
it's
already
been
determined
in
the
memo,
even
though
it
hasn't
been,
but
I
could
see
how
it
could
be
construed
that
way.
I.
C
G
C
The
end
of
the
the
document
there
could
be
something
like
a
disclaimer
staff
opinion
is
not
mandatory
for
the
zoning
board
so
that
all
the
the
public
knows
that
this
is
opinion
by
the
staff,
but
it
does
not
bind.
B
A
H
I
think
the
way
that
carol
carol's
recommendation
sort
of
walks
that
you
know
it's
sort
of
a
balance
there.
You
know
where
it's
offering
staff's
opinion.
So
you
know
via
letter
when
you're
going
through
the
standards
you
have
language
there.
You
know
as
long
as
you
agree
with
staff's
opinion,
then
you
have,
you
know
you're
not
having
to
create
all
of
that
right.
You
have
that
language,
but
it
also
sort
of
does
not
suggest
that
this
this
determination
has
been
made.
You
know
that
that
standard
has
been
met.
H
A
Well,
I
may
stop
in
between
each
one
and
ask
if
everybody
is
of
that
opinion
that
I
can
do
and
then,
if
someone
says
no,
I
don't
agree
with
that.
What
staff
said
at
the
time
that
the
standard
is
being
read,
we
can
discuss
it
because
I'm
sure,
if
you're
watching
this
and
you're
not
coming
to
these
meetings,
you
don't
know
like
you
said
it
seems
like
it's
set
in
stone,
so
I
can
have
a
break
in
between
instead
of
just
reading
a
this.
Be
this
that
I'll
have
a
break
in
between.
A
A
C
C
L
A
B
Oh
melissa,
sorry,
general
information,
for
you
guys.
The
city
council
passed
a
handful
of
small
text,
amendments
to
the
zoning
ordinance
in
the
last
month
and
it
changes
some
of
the
stuff
that
comes
to
you
guys.
So
some
of
it
is
simply
clarifying
in
the
zoning
ordinance
what
has
already
been
interpreted,
but
now
it's
very
clear
in
the
code,
so
the
first
one
would
be
that
all
accessory
structure
variations
are
now
minor
variations,
so
you
guys
will
no
longer
see
anything
relating
to
decks.
B
B
All
setback,
variations
that
align
with
the
floor
underneath
it
for
for
one
and
two
family
residential
are
now
minor
variations.
That's
one
that
you
guys
requested
years
back
and
I
think
you've
got
you
guys
have
approved
every
request
of
that
in
the
last
10
years.
So
that's
now
a
minor
variation,
this
one's
a
decent
change
for
you,
guys
for
one
and
two
family
residential.
Only
you
are
the
determining
body
for
parking
variations.
B
You
will
no
longer
recommend
them
to
city
council
for
multi-family
and
commercial.
Those
will
still
be
recommendations
to
city
council
and
then
one
last
kind
of
cleanup,
one
that
we
had
was
adding
in
a
distance
requirement
that
was
accidentally
left
out
for
child
residential
care
homes,
so
that
that
one
doesn't
really
affect
you
guys,
but
so
altogether
expect
that
you
might
see
a
tiny
bit
less
of
case
load
but
potentially
more
appeals
in
the
future.
