Description
Hollister Airport Advisory Commission Meeting March 24, 2021
A
Do
you
mind
putting
your
microphone
on
please,
maybe
can
you
hear
me,
is
it
on.
A
B
But
you
know
it's
this.
This
is
mask,
but
I
was
wondering
if
we
might
want
to
do
roll
call
first
and
then
do
introductions.
B
We'll
do
our
introductions,
if
that's
all
right,
okay,
roll
call,
commissioner
panowski.
C
A
B
A
Sure,
good
evening
my
name
is
mark
starrett,
relatively
new
to
the
commission.
I've
been
on,
I
think,
approximately
three
years
now,
I'm
a
general
building
contractor
also
a
pilot.
I've
been
a
pilot
for
quite
a
while.
I
started
that
up
to
say
it
probably
what
45
years
and
I
do
flight
instructions
out
there
for
the
hollister
jet
center
and
the
local
local
guy.
I've
been
grew
up
in
hollister,
moved
far
distance
to
the
city
of
gilroy
and
then
moved
back
to
hollister
about
20
years
ago.
D
Good
evening
I'm
renee
wells
I've
been
on
the
commission
for
I
think
two
years,
so
I'm
fairly
new,
I'm
the
eaa
chapter
president
for
hollister.
D
I
am
a
student
pilot.
I
have
two
airplanes
hangered
at
hollister,
I'm
retired
volunteering
doing
various
volunteer
work
in
in
the
area.
I've
lived
here
for
about
20
years,
a
little
over
20
years.
E
My
name
is
eric.
Martin,
I'm
super
brand
new
I've
been
flying,
got
my
license
when
I
was
18..
I've
been
coming
down
to
hollister
airport
since
before
the
leonardo's
owned
the
jet
center.
So
that
was
since
I
think
1977
I
moved
to
hollister
about
six
years
ago,
and
I
look
forward
to
working
with
you
guys.
F
F
I've
been
doing
research
and
development
aircraft
since
2009
and
ended
up
moving
up
this
way
back
in
2015..
My
wife
and
I
just
bought
a
house
here
in
town
this
last
year-
and
this
is
this-
is
one
of
the
ways
I
wanted
to
get
back
to
the
community.
G
B
So
verification
of
agenda
posting
the
agenda
for
the
airport
advisory
commission's
regular
meeting
of
march
24th
2021
was
posted
at
hollister
city
hall
on
march
19
2021
at
5
21
pm
per
government
code,
section
54954.2.
B
A
I'd
definitely
not
like
to
approve
the
minutes
that
I'm
concerned
about
even
accepting
the
minutes.
Okay,.
D
Okay,
I
will
there
are
a
couple
of
corrections
to
the
minutes.
Okay,
I
don't
know
if
you
want,
let
me
get
them.
D
B
A
A
I
just
could
comment
on
item
eight
old
business,
okay
and
specifically
item
d.
Okay.
I
just
I'm
going
to
make
a
general
comment
that
this
was
not
discuss
this
degree,
but
it
was
alluded
to.
But
it's
it's
not
a
correct
statement
in
there.
B
B
B
H
Mr
mayor
you're,
the
only
one
on
zoom
do
you
wish
to
make
a
public
comment
at
this
time?
If
you
can
please
unmute
yourself.
H
G
B
It
was
done
in
2010
by
the
monterey
99s,
which
is
a
group
of
female
pilots
that
volunteer
their
time
to
paint
the
compass
rose
on
the
on
the
ramp,
and
I
found
the
one
that
we
had
last
year.
Just
to
give
you
an
example
of
what
it's
going
to
look
like.
You
all
have
one
of
these,
and
these
are
actually
the
actual
notes
that
were
used
to
for
this
compass
rose.
B
So
we
just
today
got
word
that
we
got
our
co,
we
got
our
compass
rose
surveyed
and
we
got
it
certified,
so
we're
expecting
the
monterey
99s.
I
think
it's
april,
8th
and
9th
with
some
possible
alternate
dates
for
rain
dates.
Again,
we're
excited
to
have
them.
It
needs
to
be
done.
The
the
compass
rose
is
looking
pretty
battered
and
I
very
much
appreciate
that
they
would
come
and
do
this
they're
looking
for
volunteers.
B
So
if
there's
anyone,
that's
interested
in
volunteering
their
time
on
those
days,
are
you
interested,
okay,
very
good
and
if,
with
your
permission,
I'm
going
to
pass
your
phone
number
on
to
the
organizer
of
that
group
and
anyone
else
who
might
be
interested,
we
would
love
to
have
you.
We
appreciate
what
you
do
we'll
cover
lunch
and
we're
excited
to
have
it
done.
B
I
think
it's
going
to
be
a
nice
touch
and
a
personal
touch,
and
I
want
to
thank
commissioner
stair
for
helping
to
set
it
up
and
what
were
the
dates
again,
it's
june.
Excuse
me,
it's
april.
B
8Th
and
9th
and
then
there's
if
there's
if
it
gets
rained
out,
then
it
would
be
it's
like
like
approximately
two
weeks
later:
okay,
but
yeah
so,
and
that
just
happened
today.
So
we're
really
pleased
with
that.
We've
already
got
the
white
paint.
We've
got
the
blue
paint
on
order
and
it
looks
like
the
magnet
north
had
changed
by
four
degrees.
So
it's
something
that
they
may
be
able
to.
B
You
know
to
touch
up
what
we
have
we'll
see
what
they
want
to
do,
but
we're
going
to
have
our
crews
going
out
taking
some
of
the
loose
paint
off
of
the
current
one,
so
it'll
be
ready
to
go
so
yeah
we're
excited
so
for
old
business.
B
I
don't
think
any
of
us
are.
Are
that
old
as
far
as
this
commission
goes,
but
that
could
possibly
be
speaking
to
the
media
minute.
You
were
talking
of
earlier.
G
B
B
G
B
Okay,
would
you
like
to
put
that
down
for
a
future
item
for
the
next
agenda,
because
it's
not
really
on
the
agenda?
We
can't
talk
about
it
today,
but,
okay,
sure,
okay,
then
by
all
means.
Let
me
get
that.
B
B
Okay,
so
was
there
any
more
old
business.
B
D
D
B
G
A
B
B
Okay,
the
next
item
on
on
our
agenda
is
that
of
the
the
update
of
the
bylaws,
and
I
believe
everybody
has
a
copy.
G
B
If
you
have
seven
commissioners,
you
need
seven
people
in
attendance
to
have
a
quorum
and
do
business,
and
if
you
have
five
five
commissioners,
then
you
need
three
people
to
make
a
quorum
and
to
be
able
to
do
business,
and
I
think,
because
it's
been
some
time
since
we've
had
enough
people
to
meet
the
quorum
that
this
was.
B
This
was
their
answer
to
help
us
be
able
to
meet
moving
forward,
and
I
know
that
section
two
of
the
article
speaks
of
the
commission
and
what
it
actually
indicates
is
that
five
five
of
the
commissioners
would
be
residents
of
the
city
of
hollister
and
two
would
be
residents
of
the
county
of
san
benito.
B
It
is
my
understanding
that,
because
we
were
searching
for
people
that
honor
spencer,
who
is
in
district,
three
was
was
looking
for
her
selection
to
be
commissioner
starrett,
because,
even
though
you
are
technically
in
the
county
for
the
you
would
be
able
to
fulfill
the
end
of
her
term
yeah.
Was
that
your
understanding
as.
B
Fairly
soon,
I'm
not
certain
okay,
I'm
not
certain,
but
that
you
would
be
feeling
like
her
designee
right
right:
okay,
okay
and
renee.
I
know
that
you
are
in
district,
two
correct,
okay.
I
also
believe
that
commissioner
martin
you're
in
district
two
as
well.
Okay,
so
I
am.
B
One
okay,
so
district
four
would
be
our
vacancy,
then
okay,
okay,
so
I'm
not
sure
I
mean
you
may
want
to
discuss
amongst
yourselves.
B
If
you
agree
with
that,
and
if
you
do
then
what
happens
is
I
would
take
that
information
and
it
would
need
to
go
to
the
city
council
for
ratification
which
is
easily
done,
and
then
it
would
change
the
scope
of
the
commission
from
seven
members
to
five
members,
but
it
gives
us
an
one
less
person
we
need
to
have
in
order
to
do.
B
The
rest
of
the
bylaws
are
here
as
well,
so
something
else
well,
we
know
my
speaker
works.
If
you
see
something
else
that
that
you're
interested
in
addressing
then
by
all
means,
let's
do
that.
B
B
Oh
gosh,
I'm
so
sorry,
I'm
at
the
hollister
airport,
okay,.
A
B
I'm
at
60
airport
drivers.
B
A
B
I
think
that
that
that's
the
one
that
I
think
that
we
wanted
to
address
right
away,
because
it
gives
us
an
opportunity
to
start
moving
forward
with
business,
for
instance,
at
the
end
of
this
meeting.
Of
course,
we'll
be
talking
about
items
that
we'll
want
to
discuss
next
time
and
it'll,
be
I
mean
we
will
be
hearing
from
our
commissioners
what
they
want
to
meet
and
discuss
about,
and
I
think
it
will
be
easier
to
do
business
and
it
will.
B
It
will
it'll
flow
more
easily
because
we
will
have
a
chair
or
vice
chair
in
place
right.
B
Do
you
see
any
other
any
other
items
you'd
like
to
address
and
understand?
If
there's
a
if
there's
something
that
you
see
later,
we
can
put
this
back
on
the
agenda
and
if
we
want
to
admit
I
mean,
let's
say
all
of
a
sudden:
there
are
some
people
who
didn't
realize
there
was
opportunities,
but
they
you
know
they're
very
interested
now
in
getting
on
the
commission
and
being
part
of
the
commission,
then
we
can
always
talk
about
that.
G
I
I
B
I
B
A
So
I
was
assuming
fred
was
number
five,
but
he's
not
now
the
commission
now.
B
B
G
G
B
B
That's
a
very
good
question.
Currently,
commissioner
starrett
is
filling
the
position
that
was,
that
was
honor
spencer's
designee,
so
she
was
in
the
city
limits,
but
she
has
asked
for
commissioner
starrett
who's
in
the
county
to
finish
her
term,
which
is
two
more
years
so
commissioner
starrett
would
be
a
county
resident.
He
would
also
be
on
this
commission
for
two
years.
B
B
Is
it
okay
to
go
back
to
the
agenda
because
we
have
new
business
but
there's
none
stated
and
it's
if
there's
nothing
written
down,
there's
really
nothing.
We
can
talk
about,
but
we
let's
talk
about
items
for
the
next
agenda.
B
A
Yeah,
the
abc.
A
That
came
out
of
discussion
with
mike
right
is
why
you
know
you
have
to
have
a
certain
amount
of
instrument,
operations
and
stuff
and.
A
B
Grants
I
think
that
I
think
there
is,
but
I
think,
there's
other
criteria
that
needs
to
be
met:
different
number
of
aircraft
type
of
aircraft,
the
instrument
flights.
I
think
that
there's
a
number,
but
I
can
bring
something
back
at
our
next
meeting.
Okay,
that
just
shows
the
different
donations
and
what
the
qualifications
are
for
each
of
those
okay.
B
D
B
B
D
C
In
writing,
for
a
period
of
I
think
twice
then
they're
under
a
strict
regime
of
testing
vapor
liquid,
any
types
of
leaks
so
and
there's
a
system
up
there
with
buzzers
and
lights
and
bells
and
if
anything's
breached
it
doesn't
even
have
to
be
brief.
Sometimes
it's
just
a
little
bit
of
extra
water.
It'll
pick
it
up,
and
so
everything
is
all
on
sensors.
So.
C
D
D
B
E
Okay,
does
anybody
any
word
on
doing
the
4th
of
july
air
show
thing
or
fireworks
or
anything
like
that.
B
Actually,
thank
you
for
for
mentioning
that.
There
has
been
some
discussion
of
that
and
in
fact
there
also
has
been
some
discussion
about
doing
fireworks
on
memorial
day
and
the
reason
for
that
is
because
we
had
already
made
arrangements
to
have
a
fireworks,
show
we'd,
we'd,
obviously
well,
in
advance
of
the
coven
pandemic,
and
so
we've
have
my
understanding
is
we
have
a
a
credit,
a
credit
from
for
fireworks,
and
so
there
has
been
some
discussion
about
a
memorial
day.
Show.
E
B
E
B
But
as
we're
moving
through
the
tiers,
you
know
our
our
requirements
change,
but
our
responsibilities
don't
change,
and
we
recognize
that.
So
I
would
be
happy
to
bring
that
back
at
the
next
meeting,
with
with
some
more
information
on
memorial
day.
Fourth
of
july,
or
perhaps
both.
B
D
Has
there
been
any
discussion
about
the
open,
bringing
back
the
open
house,
the
airport
open
house
that
we
used
to
have
monthly
for.
B
B
Well-
and
I
don't
know
how
many
air
shows
they've
been
able
to
have
recently,
but
you
would
go
and
you
would
you
know
you
would
look
for
getting
your
talent
in
like
december
and
so
and
then
you
need
to
file
something
with
the
faa
to
for
the
air
box.
B
So
no,
but
you
know,
but
this
is
this
is
how
you
have
air
shows.
You
start
having
conversations
right
and
then
you
start
looking
for
possibilities,
and
you
know
you
look
for
talent
and
I
can't
say,
I'm
not
biased.
I
am
biased
because
I
used
to
work.
The
air
shows
every
year
and
I
I
loved
it,
and
I
thought
it
was
a
wonderful
community
event.
B
D
B
F
B
A
B
Well,
I
know
that
we
did
and
I
know
we
did
because
I
did
it,
but
for
our
farmers
market
we
would
sell
tickets
for
the
and
we
we
did
it
once
we
moved
it
to
father's
day,
because
we
were
on
memorial
day
and
we
were
having
some
weather
issues
and
then
we
moved
it
to
father's
day
and
had
weather.
F
B
Who
would
guess
and
the
we
would
sell
the
tickets
at
the
farmers
market
and
they
when
we
sold
them
there?
We
sold
them
for
five
dollars
because
we
sold
them,
and
so
many
children
bought
those
for
their
father
for
father's
day.
So
not
only
did
they
give
their
dad
something,
but
they
were
able
to
create
a
family
experience
and
they
could
afford
to
do
it
and
that's
probably
part
of
the
reason
we
were
25
000
in
the
hole.
But
some
of
that
you
can't
really
measure
in
money
right.
E
Well,
I
think,
bringing
attention
to
the
airport
using
it
to
its
potential
would
be
advantageous
to
both
the
city
and
the
county.
D
D
B
D
I
was
wondering
if
the
ea
chapter
can
meet
yet
at
the
airport
in
the
meeting
room
or
if
it's
a
small
room.
It.
B
B
D
Not
all
of
them
make
it
to
every
meeting,
but
even
if
we
could
have
something
outside
yeah,
you
know
instead
like
we
could
use
one
of
the
hangers
or
something
just
to
get
everyone
together.
I
didn't
know
if
there'd
been
any
discussion
about
whether
we
would
be
allowed
to
do
that.
B
To
be
frank
with
you,
I
haven't
heard
anything,
but
but
I
will
I'll
look
into
that.
Thank
you
and
you're
thinking
that
maybe
you
need
a
windbreak.
We
know
this
okay,
I
don't
know
if
we
have
a
vacant
hangar
right
now,
but
I'll
I'll.
Look
into
that.
D
D
I
think
there
were
fuel
discounts
for
people
that
flew
in.
A
A
G
E
Did
our
open
houses
on
occasion
they
have
a
like
a
car
club.
B
And
currently,
with
the
the
open
houses
on
the
second
weekend,
there's
not
a
car
club
out
there
currently
is
that
true.
G
B
B
Right
now,
where
we've
paused
construction
on
our
one
taxiway,
we
are
waiting
to
hear
a
determination
from
the
faa
and
it
what
it's
it's
regarding
a
displaced
threshold
to
help
cal
fire
during
the
fire
season.
So
we're
waiting
to
hear
a
decision
on
that
before
we
wrap
that
up.
We
are
expecting
a
visit
from
the
faa
to
to
check
out
our
aywas,
and
we
just
discovered
that
today
and
that's
they'll-
be
here
next
wednesday.
B
I
think
they
are
interested
in
a
five-year
lease
they're
they're,
expanding
because
they're
bringing
in
their
helicopter
and
they're,
bringing
in
barracks
for
the
crew.
That
goes
with
the
helicopter.
B
A
B
D
B
E
Is
it
possible
to
get
a
list
of
any
of
the
projects
going
on
out
there.
G
E
B
Just
so
just
so
we're
clear:
the
dog
park
is
actually
not
part
of
the
airport,
and
but
it
is
thank
goodness,
it
is
finally
getting
done
and
it's
going
to
be
fabulous
when
it
when
it
gets
done,
they
just
hydra
seated,
and
so
that's
not
airport.
No,
but
it's
the
same
users
so.
B
D
Is
there
a
report
after
the
inspections
were
done?
If
there
were
any
issues
with
any
hangars
or.
B
B
B
B
So
would
that
conclude
our
items
for
next
month?
Okay,
our
next
meeting
day,
would
be
scheduled
for
april
28th.
I
think
the
fourth
wednesday
of
the
month.
D
B
28.
I
say
you
gotta
watch
me,
okay,
so
does
that
conclude
business
for
this.
