monday
they
came
out
and
they
ground
out
the
bumps.

anytime,

paving
machine
starts
and
stops
it'll
put
a
little
bump
in
the
paving
and

as
an
aircraft's
going.
If
there's
a
little
bump,
the
nose
will
compress
and
then
you
get
a
prop
strike,
so
there's
a
standard
that
they
have
to
meet
and
if
they
don't
meet
it
they've
got
to
come
out
and
they
have
to
grind
it
in
those
spots.

So
if
you
went
and
looked
you'll
see
the
asphalt's
all
scuffed
up
in
those
areas,
they're
going
to
come
back
once
it's
the
early
dry,
it
may
happen
this
friday
and
they'll
put
some
sort
of
a
sealant
on
it

currently
we're
scheduled
on
the
2
night
of
the
29th
to
pull
an
all-nighter
to
go
ahead
and
make
the
changes
and
make
the
marking
changes

issue

to
be
a
hard
bar
to
reach,
but
he
thinks
we
have
a
good

we've
been
working
towards
that,

they
can't

can't
hit
us
on
per
procedural
errors,
because
we
actually
included
that
and
all
the
planning
documents
leading
up
to
this.
So
all
that
work's
already
been
done.

get

change

occur,

major
focus
is
going

getting

threshold

built
their

the

pavement
down

project
was
delayed

manufacture

hangar

back
at
work.
Doing
that
and
they're
expected
to
be
out

in
the

couple

some
of

slash

leftover
forming

foundation

submitted

then
literally,
I
can't
touch
it
for
the
six
months
up
till
its
start,
because
it's
weaving
its
way
through
finance
and
then
through
the
council
process
to
get
going.
So
when
I
make

budget
it,
it
really
is
a
snapshot
in
time.
In
january
I
mean
I
have
a
lot
of
good
guesses
about
what
are
going
to
happen,
but
please
understand
that
that
it's
never
a
perfect
document,
because
things
change
in
that
six
months.

one
of
the
reasons
why
I
usually
get
yelled
at
by
the
council
at
the
first
council
meeting
after
the
new
budget,
because
I'm
up
here
saying
I
need
money
to
go.
Do
this
because
something
broke
and
it
wasn't
in

budget
and
they're
like
well,
we
just
passed
the
budget.
Why
do
we
already
have
to
give
you
more
money
and
that's?
Why?
Because
yeah,
you
just
you
just
saw
it
yesterday,
but
I
haven't
seen
it
for
six
months
and
I
so
anyway,
so
that's
in
a
nutshell
the
budget
process.

we
I
received
some
specific
questions,
so
we're
going
to
talk
about
them
and
go
through
them,
so
they're
answered
so
in
the
budget.
There's
a
line
that
says
overhead
charges
by
the
general
fund
and
the
amount
is
about
51
000,
and
this
is
an
amount
charged
to
the
airport
energy
price
fund
by
the
city
for
the
use
of
general
fund
services
and
facilities,
for
example
you're
in
city
hall.
This
is
a
general
fund
facility,
so
it's
rent
for
use
in
city
hall
for
airport
commission
meetings.

Additionally
anytime,
I
call
the
police
to
come
out
to
the
airport
to
take
care
of
something.
That's
a
general
fund
service,
so
we're
paying
for
that
fire
department.
If
the
fire
department
never
has
to
come
out
to
the
airport
and
do
something
paying
for
that,
whether
it's
an
inspection
of
the
restaurant
or
or
what
so
that's
what
that
amount
is
that
amount
has
been
the
same
amount
since
before
I
got
here.

it's
it's
stayed.
The
same
amount
for
12
years
there
is
no
cpi
on
it
and,
quite
frankly,
I
think
it's
a
bargain.
So
that
is
what
I
know
about
this
amount.

that
first
time
I
saw

probably
back

1985.
They
did
it
and
it
came
from
the
finance
director
downtown.
He
put
a
fund
on
that,
but
at
that
time
we
we
had

part-time
airport
manager
and
the
city
was
doing
a
lot
more
bookkeeping
and
other
things
like
that-
and
I'm
not
positive
about
this,
but
I
think
at
that
time
the
city
the
airport
manager
came
out
of
that.
Excuse
me,
the
airport
manager
came
out
had
fun,
but
so
that
one's
been
there
for
a
long
time.

remember
seeing
that
years
and
years
ago-
and
I
know
how
cities
work
they
they'll
set
up
and
they'll
determine
that's
how
they
determine
their
billing.
Permit
fees
they'll
come
through
with
a
little
formula
and
say:
okay,
we
need
x
dollars
here
and
there.

Sometimes
the
state
will
come
in
and
match
it
for
five
of
those
ten
percent.
So
then
we
only
have
to
give
up
five
percent,
but
that
is
more
the
exception
than
the
rule.
In
the
past
it
was,
it
was
solid,

governor
schwarzenegger
rated
the
airport
fund,
they
don't
haven't,
had
always
had
the
money
to
do
grants,
so
they
haven't
done
grants
in
a
lot
of
years.
So,
for
example,
here
you
see
in
fund
212,
which
is
where
our
federal
grants
go.

to
come
up
with

because
if
you
look
above
it
this
the
state
didn't
give
us
a
grant
in

transfers

from
fund

grant

3.5

But
but
if
you
look
up

thought

dollars,
so
those
numbers
both
will
be
adjusted
as
we
work
through

project
and
we
pay
those
bills
and

only
going
to
get
five
percent
of
the
state
money
of
the
actual
ground
amount.

the
majority
of
our
grants
are
so
accelerated
that
there's
no
time
to
go
through
that
process
to
get
more
than
that
hundred
and
fifty
thousand.
So
when
we
did
the
paving
of
three
one,
we
hit
that
hundred
fifty
thousand
dollar
cap
on
each
one,
because
we
didn't
have
the
three
years
to
go
through
the
caltrans
process
to
get
actually
five
percent
of
the
paving
project
thoroughly
confused.

in

years
when
we're
talking
to

faa
at
the
beginning,
we're
putting
in
an
order
for
a
10
million
dollar
grant
and
then
they'll
call
and
say:
well
we
have
six

only
have
three
because
in
burlingame
they
got
eight
people
with
a
pot
of
money
and
they're
all
fighting
to
to
to
balance
out
all
the
airports.

airport

dollars

vehicle.
