Background: The City of Inglewood has issued a Request for Information (RFI) for the Inglewood Transit Connector (ITC) Project. The release of the RFI commences the City’s formal market sounding process for the Project by seeking input from private partners, including small and local businesses, on various technology options and other key topics such as the proposed procurement process. As you know, the City is especially committed to ensuring meaningful participation in the Project by small, local, and disadvantaged businesses, and is currently developing strong inclusivity requirements that will be informed by the Project’s funding sources and precedent best practices.

vision

past
10
years
has
transformed
not
only
a
city
but
a
region.
This
caused
a
seismic
shift

terms

where
people
are
going
to
be
entertained,
shop
and
dine
in
all
of
southern
california.

well
know,
the
mayor
oversaw
the
revitalization
of
the
forum.
His
steady
leadership
gave
the
nfl
the
confidence
to
allow
two
teams
to
relocate
and
build
one.
Five
billion
dollar
stadium-
in
addition
to
that
everybody
from
the
girl
scouts
to
the
youth
orchestra,
la
wants
to
be
in
inglewood,
but
you
know
what
mirror
butts
is
not
done
yet
he's
got
more.
He
wants
to
share
with
you
this
morning
he's
going
to
tell
us
about
the
next
big
thing
coming
to
inglewood.

I'm

probably
three
big
segments.
One
large
segment
is
going
to
be
history.
The
second
will
be
the
present,
and
the
third
will
be
what
we
want
to
accomplish
in
the
future
start
with
one
big
historic
fact:
in
june
14th
1959
disney
disneyland
monorail
came
into
operation.

Still
ingrid
was
the
regional
headquarters
for
the
southern
california,
ku
klux
klan
england
has
changed
so
dramatically.
Since
then,
hollywood
park
opened
in
1938
jack
kent
cook,
built
the
forum
in
1967,
and
that
became
the
precursor
to
england.
Later
being
known
as
the
city
of
champions,
we
went
on
to
capture
the
lakers
and
the
kings.

A
calamitous
time
for
the
budget
and
the
brand
of
the
city
of
englewood,
and
so
let's
talk
a
little
bit
about
those
demographics
of
englewood.
Right
now
we
went
from
the
first
families
moving
in
in
1960
by
using
straw
buyers.
That's
when
blacks
moved
in
until
the
mid
70s.
When
england
became
a
majority
black
community,
it
would
later
become
a
majority
hispanic,
latino
community,
and
so
we
have
just
under
110
population
by
the
census,
50,
hispanic,
latino,
40,
african,
american
four
and
a
half
percent
white.

The
nfl
networks
are
leaving
or
in
the
process
of
leaving
culver
city
for
the
sofi
stadium
development
and
the
sofi
development
is
a
70
000
seat,
nfl
stadium,
expandable
to
a
hundred
thousand
standing
room,
only
connected
adjacent
to
it
as
a
six
thousand
seat.
Performing
arts,
theater
there'd
be
2,
000
residential
units,
300
key
hotel,
four
public
parks,
a
lake
and
a
partridge
in
a
fair
trade,
yeah
man.
In
fact,
in
fact,
we
have
a
dining.

We
even
have
a
a
dine
in
movie
theater
program,
900,
000
square
feet
of
fine
dining
and
retail,
and
about
800
000
square
feet
of
granny
office.
It
is
literally
a
city
within
a
city
and,
as
you
can
see
from
the
slide,
we
kept
our
word
and
that
they
kept
their
word
with
the
local
higher
positions
in
the
local
higher
hours.
There
are
millions
of
dollars
in
wages
that
have
gone
to
england
residents,
but
equally
important.
There
are
millions
of
dollars
of
wages
that
have
gone
to
other
workers
in
this
region.

We've
really
busted
that
long-term
myth
that
england
would
always
be
a
city
of
high
crime,
great
police
department,
great
police,
chief,
medium
home
sales
prices
have
tripled
since
2012
triple
our
general
general
reserve.
Funds
have
gone
up
about
420
percent
from
11
million

to
57
million
and

Well,
this
sports
entertainment
district,
which
will
be
live
365
days
a
year
because
of
the
dining
because
of
the
office
space,
because
there'll
be
2.
000
residential
units
has
the
capacity
to
make
life
easier
and
make
mass
transit
desirable,
because
we
want
to
make
the
connection
between
the
metro
station
at
florence
and
marcus
street,
which
is
technically
designated
florence
and
la
brea.

so
by
2040,
the
itc
project
is
projected
to
generate
three
times
the
growth
rate
and
population
inglewood
is
already
the
fastest
growing
city
in
the
nation.
Two
times
the
number
of
households
and
eight
times
as
much
employment
than
the
city
of
the
county,
of
los
angeles
will
and
so
closing
this
first
last
mile
gap
between
metro
crenshaw
lax
line
and
the
housing
and
employment
center
and
our
sports
entertainment
venues
is
critical.

So
what
will
this
do?
It'll
provide
a
direct
transit
connection
to
new
housing
and
employment,
centers
and,
of
course,
our
event.
Venues
it'll
reduce
future
traffic
congestion
along
major
arterials
on
both
event
and
non-event
dates.
I
can't
stress
that
enough
how
important
this
is
that
this
changes
that
paradigm
about
mass
transit,
it'll
alleviate
growing
demand
on
limited,
existing
roadway
networks,
that
we
have
it'll,
increase,
transit,
ridership
and
will
reduce
vehicle
miles,
travel
and
greenhouse
gas
emissions
locally
and
throughout
our
region.

to
say,
we
have
widespread
report
support
and
I'm
not
even
going
to
bother
to
go
through
all
the
names
I'm
going
to.
Let
you
just
sit
and
soak
that
in
all
of
our
partners,
particularly
metro
and
you're,

hear

phil
washington
soon
because
we're
going
to
enter
to
a
jpa
with
them,
because
it
is
very
ambitious
and
unheard
of
for
a
city
of
our
size
to
undertake
put
together
and
make
a
transit
project
at
this
site.

projects

leader

enhancing

lives

people
living

that

city

englewood

going
through

incredible
revitalization
and
is
growing,
and
you
heard
all
about
that
from
the
mayor,
but
there
are
needs
for
a
thriving
city,
including
employment
and
housing,
and
but
with
every
new
growth.

some
challenges
and
we
know
traffic
in
our
region
is
going
to
be
an
issue
that
will
require
some
bold
solutions.
One
of
those
bold
solutions
is
the
1.6
mile
inglewood
transit
connector,
which
I
know
will
be
a
game
changer
not
only
for
england
but
for
our
entire
region.
The
itc
connects
everything
we
love
together
from
supporting
our
local
businesses.
It
creates
jobs,
it
reduces
congestion
in
our
region
and
it
connects
to
and
from
the
metro
crenshaw
la
x
line,
directly
to
inglewood's
busiest
portion
of
the
city.

key
to
meeting
the
transportation
needs
of
the
people
who
live
and
work
in
my
district.

So
today,
inglewood
continues,
like
I
say,
to
create
local
jobs
through
projects
such
as
sofi
stadium
and
inglewood,
basketball
and
entertainment
center
and
the
hollywood
park
redevelopment.

stated,
these
are
investments
in
our
communities
for
jobs
in
our
communities
and
the
englewood
transit
center
is
one
of
those
projects
that
will
continue
to
invest
in
the
city
of
inglewood
and
create
jobs
in
local
hires.
As

mayor
stated,
the
inglewood
transit
connector
is
designed
to
be
a
world-class
transit
system.
It
was
discussed
in
a
hearing
that
I
was
in
just
the
other
day,
so
it
is
being
discussed
all
around
sacramento.
So
people
understand
the
importance
of
it.

This
transit
connector
will
connect
inglewood
directly
to
the
la
metro
network.
So
I
commend
the
work
that
mr
washington
has
done
and
thank
him
for
his
partnership
and
it
will
offer
new
connections
and
resources
throughout
the
region
and
the
state
of
california
has
already
invested
95.2
million
into
development
of
this
project.

it's
exciting
time,
as
stated
in
inglewood,
I'm
honored

represent
inglewood

the
mayor
and
the
entire
council

moving
this
project

project
and
a

leadership
team
mayor

go
back
now

eight
years.
He

I've

both
city
and
private
sector

30
years.

is
actually
my
30th
year
and
I
have
never
worked
with
a
better
team,
even
our
private
team,

we
put
together

assist
us

this
project.

city

has
been
eight
years,
the
mayor
has
made
transportation
and
traffic
our
utmost
priority.
We
have
been
investing
more
in
our
transportation
infrastructure
than
in
the
previous
decades,
we've
paved
more
roads,
we've
widened
streets,
we've
put
in
fiber
optic,
conduit
and
fiber,
and
we've
also
improved
our
its
system,
which
is
cutting
edge.

There
is
no
other
city
that
has
a
greater
capability
of
intelligent
transportation
systems,
so,
but
we
could
not
do
any
of
this
without,
like
we
was
mentioned
before
as
our
private
team,
and
that
is
lisa
trifolletti
of
tripoliti
consulting
and
her
sub
consultants
that
have
been
working
diligently
on
this
project.
So
with
that,
I'm
going
to
turn
it
over
to

have
a
very
conservative
assumption
that
we
assume
that
it's
an
elevated,
automated
people
mover
system
with
dual
guideways,
allowing
trains
to
travel
continuously
in
each
direction.
Several
trains
could
operate
at
once,
depending
upon
ridership
need
and
the
apm
is
designed
to
accommodate
nine
to
twelve
thousand
people
during
the
peak
hour
and
on
event
days.

This
itc
project
includes
critical
facilities
that
are
necessary,
such
as
a
maintenance
and
storage
facility,
which
is
proposed
at
manchester
boulevard
between
spruce
and
hillcrest,
and
then
also,
you
know,
traction
power
substations,
as
well
as
at
the
conclusion.
When
this
project
it
is
fully
constructed
and
operational,
we
will
also
be
providing
three
public
parking
lots
to
provide
much
needed
parking
along
the
the
automated
people
mover
route.

What
you've
heard
is
that
this
project
is
designed
to
provide
connectivity,
traffic
reduction.
It
will
support
economic
prosperity
underway
and
deliver
quality
of
life
benefits,
and
we
are
very
proud
of
the
work
that
we
have
been
able
to
accomplish
so
far
next
slide
what
we
have
consistent
with
the
california
environmental
equality
act.
We
initiated
our
environmental
process
pursuant
to
sequa
for
the
itc
project.
Back
in
2018.,
we
released
our
first
notice
of
preparation.

We
do
have
a
ton
of
support,
reflected
in
those
letters
from
residents
from
business
groups,
from
local
organizations,
labor
surrounding
jurisdictions
and
transit,
advocates
alike,
and
now
we
are
poised
to
start
coordinating
with
the
federal
transit
administration
and
we're
looking
to
initiate
our
nepa
environmental
process
in
short
order.
So
we're
very
proud
that
this
key
work
has
is
underway
and
it's
going
very
smoothly
next
slide.

What
the
eir
shows
is
this
overwhelming
environmental
benefit,
and
it's
in
large
part,
because
it's
got
very
high
ridership
you
could
see.
We
have
2.9
million
annual
riders
just
by
opening
day,
and
that
includes
both
event
days
and
non-event
days.
So
that's
every
day
we
plan
this,
not
just
for
the
major
events,
but
for
every
day
as
it's
there.
This
is
the
greatest
center
for
growth
for
housing
in
the
region.

You
see,
you
know

being
reduced
up
to

million,
which
is
why
we
were
so
incredibly
competitive
when
we
applied
for
these
state
grants
that
were
just
talked
about,
and
so
these
this
ridership
and
this
reduction
in
annual
vehicle
miles
travel
has
direct
corresponding
benefits
to
air
quality
and
greenhouse
gas.

what
you
see
is
again
over,
I
think
that's

temporary
construction

it's
typical
of
a
project
of
this
magnitude,

that,

the

have
a
very
robust
commitment
to
clean
construction.

Not
only
are
we
going
to
require
and
establish
a
project
task
force
that
will
review
worksite
traffic
control
plans
and
have
best-in-class
traffic
management
plans.
We're
going
to
do
this
in
coordination
with
the
community,
with
the
residential
with
our
commercial
neighbors,
with
police
and
fire,
to
make
sure
that
people
can
safely
move
during
construction.

But
we
have
aggressive
air
quality
commitments
using
the
highest
tiers
of
clean
construction,
aggressive
dust
control
measures,
and
you
name
it.
You
know
we
work
with
the
aqmd
to
put
together
a
pretty
robust
set
of
requirements
as
well
as
following
metro's
lead
where
they
have.
You
know
very
strong
business
and
community
support
programs.
I'm
working
to
to
support
businesses
during
the
construction,
including
requiring
a
project
public
liaison
to
address
community
concerns.
So
it's
very
important
to
the
folks
interested
in
doing
this
project.

important
it
is
that
we
coordinate
with
the
community
while,
while
we're
building
this
next
slide,
please,
just
as
we
take
our
commitment
seriously
on
construction,
we
take
our.
We
take
it
very
seriously.
The
way
this
project
is
going
to
be
designed
because
the
apm
is
going
through
important
transportation
corridors
and
through
very
important
segments
of
the
city
in
terms
of
our
downtown
area.

We
are
proactively
working
with
our
design
team
to
create
strategies
that
will
enhance
streetscapes,
create
walkable
urban
zones,
make
sure
and
ensure
that
we
bring
in
natural
light
and
air
circulation
activate
connectivity
to
the
local
businesses.
These
design
guidelines
are
not
only
being
refined
as
we
speak
and
they're
going
to
be
included
in
the
final
eir.
They
are
in
the
draft
dir.

They
will
be
included
in
our
future
procurement
documents,
because
we
want
to
provide
clear
direction
to
future
developers
who
propose
projects
that
we
are
looking
for
stations
that
are
elegant
identifiable
iconic,
and
we
also
want
to
make
sure
that
the
apm
is
designed
in
a
way
that
really
it
you
know
incorporates
the
surround
and
and
and
and
we
we
screen
our
critical
facilities
as
well.
It's
essential
that
the
itc
program
integrates
the
project
with
the
existing
community
and
harmonizes
the
the
urban
landscape
next
slide.

So
important.
To
note
this
is
about
access.
It's
about
access
to
to
inglewood
important
communities,
and
you
know
it's
it's
still
located
in
in
the
three
disadvantaged,
low-income
community
census
tracts.
It
was
because
of
this
in
unprecedented
access
that
this
program
is
designed
that
we
scored
so
high
with
the
state,
tri
cp
grant
and
so
we're
very
proud
of
the
connectivity
that
we're
providing,
as
well
as
the
jobs
that
this
is
going
to
create
next
slide.

We
have
total
number
of
construction
workforce
jobs
is
roughly
between
550
to
700
jobs,
with
an
approximately
150
full-time
jobs
for
the
operation
and
maintenance
of
the
apm.
We
are
fully
committed,
as
the
mayor
talked
about
early
on,
to
meaningful
participation
by
small
local
disadvantaged
businesses,
we're
working
in
lockstep
with
our
labor
unions,
we're
actively
negotiating
and
drafting
project
labor
agreements,
and
so
we're
committed
to
the
building
trades
and
we
are
going
in
a
future.
Supplemental
rfi
be
working
with
metro
to
put
together
and
follow
their
best
practices
policies
for
business
inclusivity.

Finally,
we're
committed
to
public
outreach
at
this
point.
We've
done
75
in
person,
virtual
community
outreach
and
we're
committed
to
continuing
to
do
this
outreach
from
now
until
this
project
is
constructed
and
beyond.
So
we've
worked
with
all
of
our
local
groups.
We
work
with
our
regional
stakeholders
and
let's
go
to
our
next
slide,
please
it's
because

their
support
and
this
unity
that
you
see.
We
have
all
of
these
major
accomplishments
under
our
belt.

march,
and
in
april
we
were
able
to
receive
both
the
south
bay
council
of
governments,
unanimous
support
and
the
cal
sta.
We
were
able
to
achieve
one
third
of
this
project,
total
cost
because
of
their
support
and
their
feed
money.
We
were
able
to
procure
and
bring
in
financial,
civil,
architectural
and
apm
operating
system.
Advisory
services
best
in
class
in
the
field
are
now
working
with
us
because
of
the
mayor
and
because
of
metro's
leadership
in
phil
washington.

executed
an
mlu
in
november,
and
that
has
now
led
us
to
this
historic
moment
where
we're
about
to
have
our
joint
powers
authority
before
the
metro
board,
and
just
yesterday
the
city
council
approved
it
as
well.
We've
done
the
hard
work
to
look
at
the
city
charter.
We're
authorizing
the
design
build
finance,
operate,
maintain
delivery
model
on
april
6.
That
said,
enabling
ordinance
will
be
before
city
council
and
we've
also
made
today
possible
with
the
initiation
of
the
request
for
information
and
we're
very
excited
that
so
many
are
interested
and
upcoming.

could
be
considered
a
a
competitor
is
not
a
competitor.
We
feel
that
together
we
have
a
better
chance
to
get
even
more
ear
marks
for
infrastructure
development.

always

got

to

imagination

strategy

execution

pure

this
rfi,
we
are
seeking
your
input
to
help
make

a
cost
effective
reality,

described

the
rfi.
The
first
trains

the

was
conceived
as
our
heavyweight

heard
earlier
in
the
presentation,
the
mayor
and
the
city
have
made
really
big
things
happen
in
englewood
and
they've
continued
to
demonstrate
this
ability
in
securing
grant
funding
for
the
project
early
in
2020
inglewood
received
a
95
million
dollar
grant
from
cal
sta's
transit
and
inner
city
rail
capital
program.
This
was
the
third
largest
grant
in
that
program
and
is
equally
impressive,
considering
some
of
the
other
major
players
who
are
receiving
funds
in
there,
including
la
metro
and
bart.

The
city's
finance
team
is
actively
analyzing
and
refining
revenue
streams
committed
by
the
city,
both
new
and
existing,
to
fund
milestone
payments
during
construction
when
combined
with
grant
proceeds
and
some
level
of
developer
capital.
These
funding
streams
are
expected
to
cover
the
project's
design
and
construction
period
costs.

Some
city
revenue
streams
are
also
expected
to
supplement
project
funding
beyond
construction
to
cover
ongoing
operating
costs,
life
cycle
costs
and
repayment
of
developer
capital.
Supporting
the
ongoing
maintenance
and
operation
of
this
system
is
an
imperative,
so
the
finance
team
is
actively
engaged
in
generating
estimates
of
future
fare
box,
advertising
sponsorship
and
real
estate
revenue.
