agenda.

community
housing
development
fund.

signatories
approved
a
second
six-year
mou
to
extend
the
program
to
2021
and
whereas
the
community
housing
development
fund
provides
financial
assistance
to
developers
to
construct
or
preserve
the
supply
of
affordable
housing
in
tompkins
county
and
is
governed
by
a
program
oversight
committee
made
up
of
appointees
for
from
each
of
the
signatories
and
whereas
city
members
of
the
program
oversight
committee
are
chris
prue,
seth,
murtaugh
ducks
and
nerdwin
and
george
mcgonigle
alternate,
and
whereas
both
the
county
and
cornell
have
agreed
to
increase
their
annual
contribution
to
the
program.
In
years.

privileges,
extend
to
project
approvals
and
funding
recommendations,
but
not
to
matters
of
program,
governance
and
whereas
the
town
of
dryden
has
committed
50
000
towards
the
housing
development
fund
in
2020,
which
is
sufficient
for

town
to
have
an
associate
member
status.

whereas
the
tompkins
county
industrial
development
agency
adopted
a
workforce
housing
policy
on
july,
8
2020.

funding
to
two
hundred
thousand
has
recommended
them
a
year
in
the
mayor's
proposed
2020
city
budget
to
match
increased
funding
committed
by
tonkins
county
and
cornell
university
to
accept
the
town
of
dryden
as
an
associate
member
with
limited
voting
rights
in
recognition
of
their
contra.
Their
50
000
contribution
to
the
housing
development
fund.
Three
accept
contributions
from
developers
pursuant
to
the
tonkins
county,
industrial
development
agency's
workforce
housing
policy
and
be
further
resolved.
That
the
mayor,
subject
to
the
review
by
the
city
attorney,
is
hereby
authorized
to
execute
the
attached
amendment
to
the
above
reference.

amendment
they

there's
a
reason
to
be
controversial
on

resolution

you

budget

2021,
since
it
is
committing
an
extra
hundred
thousand
dollars
to
the
program
in
year,
six
2021
just
to
give
you
a
framework
for
the
materials
in
your
packet
because
they're
pretty
extensive.

to
summarize
there
was
a
resolution
followed
by
the
proposed
amendment,
followed
by
the
executed
mou,
which
is
pretty
lengthy,
eight
pages
or
so,
and
then
the
final
attachment
is.
This
year's
recommended
awards
that
the
program
oversight
committee
just
recently
met
and
and
made
recommendations
on.

We
can't
bring
those
activities
to
the
common
council
for
disbursement
of
funds,
approval
of
a
disbursement
funds
until
they
go
through
the
environmental
review
process,
so
they
have
to
work
their
way
through
the
planning
board
site
plan
review
process
before
they
can
come
back
to
the
common
council.
But
I
just
wanted
to
make
sure
you
are
aware
of
those
projects
that
were
recommended
for
funding
this
most
recent
year
and
we're
lucky
to
have
both
george
and
duck
here.

I

that
dryden
has
last
year
made
a
contribution.
It
doesn't
look
like
they're
doing
that
this
year,
or
is
that
still
in
the
works.

everybody's
budget
is
in

process
right
now,

so
I
don't
think
that
we
know
exactly
where
they
stand.
They
only
get
rights
to
vote
in
the
year.
They
provide
the
funding.
So
if
they
don't
continue
funding,
they
won't
have
continued
rights.

think
it
actually
continues
to
for
a
vote
until
their
money
is
expended
in
practice.

always
one
other
piece
of
information
we
just
learned
recently,
the
town
of
ithaca
has
committed
to
funding
in
2021
to
also
become
an
associate
member
at
fifty
thousand
dollars.

last

the
town
of
dryden

that
would
just
be
for

wouldn't

really
applies
until
they're

a
brief
review
of
hours,
accumulations
in
terms
of
annual
leave
and
vacation

employees

pandemic
has,
unsurprisingly,
caused
some
problems
with
people
taking
vacation
in
some
instances
and
and
that
this
brief
extension
of
vacation
days
was
a
useful
way
to
address
that.

get
people

take
vacation,

we
didn't
want
to
give
that
you

such

broad
carryover
that
they
that
they

have
an
incentive
not
to
take
vacation
everybody's

who
have
delayed
their
vacations.
