Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
C
Thank
you
mayor.
It's
been
brought
my
attention
that
there
is
a
small
typo
in
3.8
and
consent
agenda
and
I
therefore
request
that
we
move
that
out
of
consent
to
be
the
new
4.3
and
we
will
be
the
recording,
City
controller
4.4.
A
Okay,
thank
you.
I
will
once
again
read
the
emergency
evacuation
notice,
a
case
of
an
emergency
evacuation,
we're
going
to
take
one
of
two
exits.
A
They
are
in
both
ends
of
the
meeting
room,
the
weight
and
the
trees
on
the
same
side
of
the
street
you're
not
Crossing,
speed
I'm
not
completely
necessary
those
with
restricted
mobility
in
the
event
of
emergencies
that
instead
has
been
moved
to
one
of
the
stairwells
and
her
responders
will
arrive
at
the
age
of
Needham
in
the
event
after
emergencies,
you'll
be
notified.
At
that
time.
We
want
everyone
to
be
aware
of
our
surrounding
their
surroundings
and
offer
help
when
it's
not
to
your
own
detriment
that
you
are
your
own
best
advocate.
B
A
A
So
our
first
order
of
business
tonight
is
the
swearing-in
of
God
I'm
pleming,
who
is
here
this
evening.
Donna
has
been
selected
and
approved
by
the
oven
Council
to
fill
the
vacancy
for
the
third
board,
so
Donna,
who
will
come
up
please
foreign.
A
A
All
right,
let's
move
them
to
review
and
approval
of
minutes.
Common
Council
has
received
a
number
of
minutes,
as
we
move
to
this.
I
also
just
want
to
thank
the
Deputy,
City
Clerk
and
her
staff
for
preparing
and
working
on
these
students.
We've
had
a
considerable
amount
of
catching
up
to
do
and
I
appreciate
that
our
services,
so
is
there
a
motion
to
improve
Jorge?
Thank
you.
A
A
A
reporting,
thank
you,
and
is
there
a
second
Chris?
Thank
you
and
any
comments
or
questions
all
those
in
favor.
Thank
you
and
questions
approved
unanimously.
D
A
A
A
Some
of
you
were
quoted
in
I
think
it
was
this
week's
voice
yeah.
It
was
this.
We
see
the
divorce
New
York
state
has
been
the
safety
laws.
Cities
can
legally
Institute
their
own
laws.
A
Everyone
can
educate
themselves
via
every
town
of
organization
founded
by
Mike,
Bloomberg
and
John
Hopkins
rule
of
school
for
of
Public
Health
scotus
is
the
main
reason
the
primaries
and
that
gun
violence
and
murders
are
totally
under
control.
On
June,
8th
Governor
Newsom
proposed
historic,
28th
Amendment
to
America's
to
end
America's
gun
violence
crisis,
it's
a
press
release
and
it's
available
online.
A
B
A
A
A
And
the
last
question
is:
when
Luis
was
director
of
sustainability,
he
raised
financing.
Where
is
that
money?
So
those
are
the
two
questions,
and
my
last
comment
is
that
common
Council
mem,
sorry
council
members
who
get
common
council
members
that
need
to
commence
a
meeting
with
your
constituents,
and
this
can
happen
over
six
yearly
meetings
and
this
will
end
ithaca's
complacency,
because
it
is
your
job
to
care
about
your
constituents.
Thank
you.
Thank
you.
A
A
A
All
right,
it
looks
like
all
members
of
the
council
have
materials
they've
provided
so
if
you're
in
three
minutes,
my
name
is
Nancy.
Variano
I've
lived
in
Ithaca
for
over
50
years.
Most
of
that
time
has
been
spent
living
downtown,
an
award
which
has.
A
But
it
used
to
be
before,
and
now
it's
second
one
and
I
come
to.
E
E
E
No
longer
was
doing
that
and
I
I
was
nominated
for
and
received
approval
for
historic
designation
because
of
the
work
that
I
did.
Firebrand
was
a
feminist
and
lesbian
press.
We
published
105
books
in
15
years
in
a
recent
New
York
Times
article,
a
group
of
lesbian
and
gay
Scholars
I,
don't
know,
picked
the
25
books
that
they
felt
were
the
most
significant
books
since
the
Second
World
War
to
influence
queer
culture
in
general.
E
Okay,
firebrand's
titles
were
number
one
stone:
Butch
Blues
number
two
sister
Outsider
and
number
eight
Dykes
to
watch
out
for
okay.
That
is
just
a
corroboration
of
what,
in
fact,
anybody
who
was
familiar
with
firebrand's
work
would
have
known.
Okay
now
what
has
happened
since
your
vote
and
the
preservation
commission
receiving
you?
Okay,
should
I
be
doing
something.
E
Know
what
your
people
in
government
have
not
done
since
that
time.
You
are
unaware
that
it
has
been
impossible
until
a
week
ago
to
get
any
response
from
those
terrible
people
and
I
use
that
advisedly.
Those
bigoted
terrible
people
bigoted
bigoted,
bigoted,
just
look
at
their
website
and
you
will
see
how
figurative.
A
E
See
I,
don't
care
I,
don't
care.
Okay,
I
have
been
waiting
for
81
years,
which
is
how
old
I'm
going
to
be
for
the
kind
of
recognition
to
be
implemented,
and
you
didn't
even
know
that
it
wasn't
being
implemented
because
the
people
who
were
delegated
the
the
professionals,
the
organizational
professionals
who
were
designated
to
deal
that
did
not
do
their
work
and
they
didn't
respond.
E
E
A
F
D
F
They
said
quote
at
this
time.
We
want
to
keep
things
the
way
they
are
and
let
the
Yellow
Deli
be
the
purpose
that
fills
that
face
on
the
commons
right
now
we
are
wanting
to
preserve
the
building
for
what
it
is
and
keep
it
as
it
has
been
unquote.
The
Stanley
veiled
subtext
of
this
statement
is
that
the
12
tribes
do
not
want
the
building
associated
with
women's
or
lgbtq
history
on
their
website.
They
State
quote:
we
do
not
approve
of
homosexual
Behavior.
F
We
do
not
regard
it
as
a
genetic
variation,
a
valid
alternative
lifestyle
or
a
mere
psychological
Quirk.
We
Embrace
What
God
Says
on
the
subject
without
regard
for
political
correctness.
Homosexual
behavior
is
immoral
and
can
be
morally
dangerous.
Unquote,
this
is
not
who
or
what
Ithaca
is
or
should
aspire
to
be.
Ithaca
holds
a
reputation
as
one
of
the
most
lgbtq
friendly
places
in
Upstate,
New
York
and
its
women's
and
lgbtq
history
should
not
be
suppressed
or
raised
because
of
the
prejudicial
whims
of
one
building
owner,
unlike
sites
designated
as
landmarks
for
their
architectural
value.
F
The
significance
of
lgbtq
landmarks
is
often
intangible.
In
other
words,
we
need
tools
like
historic
markers
and
facts
to
visually,
make
available
and
interpret
their
history.
The
city
of
Ithaca
does
not
currently
have
a
historic
Market
program.
However,
I
am
certain.
We
can
all
agree
that
an
individual
local
landmark
of
the
caliber
of
the
Firebrand
books
building
is
worthy
of
a
historic
plan
due
to
the
local,
National
and
international
history
of
the
press
made
to
be
clear.
I
am
asking
for
the
installation
of
a
Firebrand
books,
historic
plaque,
on
city-owned
property
on
the
commons.
F
A
G
So
I'm
not
here
to
talk
about
the
Firebrand
books,
although
I
might
because
I've
been
considerably
seeing
it
from
the
very
beginning
and
she's
wrong.
G
I
want
to
thank
you
for
this
chance
to
comment
on
the
proposed
Indica
trans
Safe
Haven
resolution.
My
name
is
Janice
Kelly
I
live
in
the
city
of
Ithaca
I'm
gay
in
1968
I
co-founded
at
Cornell
University,
one
of
the
first
gay
student
groups
in
the
U.S,
the
2021
I,
was
honored
by
the
Cornell
University
gay
alumni
association
with
the
Steven
Siegel
award
in
recognition
of
that
work.
I'm
here
today
to
ask
you
to
reconsider.
Mr
defendini's
proposed
trans
Safe
Haven
resolution.
There
are
major
problems
with
this
well-meaning
but
dangerly
misguided
initiative.
G
Many
kids
with
gender
dysphoria
are
gay
or
bisexual,
and
most
of
those
about
80
percent
turn
out
to
be
healthy,
gay
adults
unless
they're
pushed
through
the
advanced
pipeline.
The
criteria
used
to
label
a
kid
as
trans
or
unvalidated,
ever-changing
grounded
in
sexual
stereotypes
and
deeply
contaminated
by
bias.
G
I
myself,
an
energetic,
tomboy,
Who
Loved
tools
by
science
would
have
been
a
great
risk
for
being
shoved
on
the
trans
train
if
I
hadn't
been
born
so
long
ago,
over
30
of
his
were
gender
dysphoria
and
some
Studies
have
other
mental
health
issues,
most
commonly
depression,
anxiety,
ADHD,
odd
or
Autism
Spectrum
issues,
and
although
guidelines
call
for
them
to
receive
appropriate
therapy,
that
often
does
not
happen
in
order
not
to
be
seen
as
transphobic
or
not.
Gender.
Affirming
adults
are
too
easy
to
push
vulnerable
kids
into
medical
decisions.
G
They
are
not
yet
confident
to
make
Jazz
Jennings
the
boy
who
became
a
famous
trans
star
at
age,
six
started
puberty
block
was
at
age
11,
soon
followed
by
estrogen
at
age.
17
had
bottom
surgery,
which
included,
castration
and
creation
over
the
artificial
vagina.
Surgeons,
typically
use
tissue
from
the
penis
for
this,
but
because
Jazz
have
become
puberty
blockers,
so
young,
the
penis
was
too
small
surgeons
pieced
it
together
and
I
use
that
term.
G
Loosely
surgeons,
butchers,
pieceded,
together
with
tissue
from
gases,
stomach
lining
to
make
the
artificial
vagina
four
days
after
surgery
Jazz,
was
in
intense
pain
and
had
to
go
back
into
surgery,
because
the
Neo
vagina
had
split
apart.
Two
corrective
surgeries
were
required:
Jazz
fell
into
a
depression,
deferred
College
admission
gained
100
pounds
because
of
an
eating
disorder
and
revealed
in
an
interview
that
her
libido
is
basically
nowhere.
G
H
Parking
minimums
in
some
districts
of
the
city
I
hope
that
the
success
of
these
ordinances
would
be
a
marker
of
future
change
to
come
in
regards
to
reducing
an
eliminating
parking
minimums
throughout
the
city.
With
the
release
of
the
newest
schema
clevis
map,
thousands
of
residents
can't
find
themselves
in
a
flood
zone,
Burning
Down
the
key
value
properties
and
flood
insurance
premium,
which,
with
the
residents,
could
be
as
high
for
a
thousand
dollars
annually.
H
Given
this
context,
I
think
it's
imperative
under
common
Council
on
the
department
of
Planning
and
Development
critically
assessed
if
any
ordinances
that
mandated
or
encourage
the
construction
of
impervious
Services
actually
serve.
The
public
interest
residents
are
putting
the
bill
of
these
illifies
environmentally
damaging
land
use
policies.
Ithaca
is
intensive,
oriented
sitting
with
higher
per
capita
Transit
use
than
many
major
urbanized
areas
such
as
Philadelphia
and
Chicago
and
Orlando's
policy.
You
should
reflect
that
reality.
H
I'm
disciplined
the
vet
tonight's
agenda
does
not
address
the
B2,
District
or
residential
districts
and
hope
the
dude
zones
are
interactive.
Review
residential
parking
minimums
impose
additional
burden
for
developers
restricting
the
housing
by
driving
appraiser
than
ultimately
running
and
contributing
to
our
current
affordability
crisis.
H
Additionally,
residential
parking
minimums
artificially
called
developers
to
construct
how
the
configurations
that
allow
them
to
minimize
mandated
parking
rather
than
providing
housing
configuration
that
match
residents
needs,
for
example,
a
developer
May
build
several
one-bedroom
units
or
sites,
so
we
build
several
multi-bedroom
units.
One
Studio
or
one
bedroom
units
are
desire
to
because
that
can
potentially
have
a
mountain
parking
spaces
that
they
need
to
construct.
H
I
would
also
like
some
parody
of
whether
the
B5
changes
will
affect
the
SW
Southwest
Zone.
The
agenda
doesn't
mention
the
southwestern
specifically,
but
the
current
District
regulations
chart
defines
the
parking
minimums
of
the
Southwest
Zone
to
be
the
same
as
V5,
so
just
wondering
if
this
new
change
will
kind
of
carry
open
at
Southwest
Stone.
So
thank
you
so
much
for
your
time.
A
Thank
you
before
we
move
on
to
the
next
speaker.
Let
me
just
clarify
that
if
you
have
your
comments
with
you
printed,
you
can
certainly
get
them
to
the
deputy.
Any
member
of
the
public
can
email
members
of
accounting
council
at
any
time.
A
Thank
you
next
speaker,
Jordan
Clemens.
I
Possible,
my
name
is
Lori
Clements
I
was
here
to
be
here
on
behalf
of
the
last
council
meeting
I
wasn't
able
to
attend
and
I
had
let
Robin
know.
I
I
was
here
showing
up
hoping
that
the
resolution
was
on
the
agenda,
but
it's
not
so
what
I
really
want
to
speak
to
is
you
know
the
same
thing
I've
been
asking
to
come
from
the
city
for
the
last
three
years,
so
you
know,
I
have
now
been
looking
to
get
an
sow
and
an
mou
finalize
with
the
city
of
Ithaca
for
three
years
now,
I'm
speaking
with
unbroken
promise
initiative,
and
we
have
provided
various
services
to
the
city
as
appointed
to
do
so
by
former
mayor
savante,
Myrick
UBI
has
worked
with
various
Departments
of
the
city
of
Ithaca
and
economic
development,
stakeholders,
Gary
Ferguson,
Tom
Knight,
putting
on
Ellis
bones
and
Lisa
Etc.
I
The
list
goes
on.
We
spread
it
along
with
Dia
the
city's
Pursuit
efforts
in
downtown
revitalization
initiative.
The
area
is
now
retired,
savante
is
no
longer
the
mayor
and
various
folks
have
transitioned
and
retired
that
when
I
came
into
this
space
in
2020
they
have
now
retired.
So
now
the
question
for
me,
along
with
the
unbroken
promised
initiative
as
we
continue
to
now
be
building
relationships
at
the
federal
level
with
Federal
departments
and
agencies,
are
around
this
comprehensive
plan
around
addressing
issue
and
economically
disheveled
communities.
I
You
know:
where
do
we
stand
at
this
point
with
the
city?
We
have
not
had
a
real
sit
down
since
I.
Believe
me
and
mayor
Lewis,
lad
here
regarding
the
mayor's
budget
and
I.
Haven't
I
have
been
reluctant
to
get
any
response
from
the
city
since
pretty
much
Faith
was
there
so
the
original
liaison
that's
been
appointed
between
from
the
city
to
speak
with
Ubi
and
I'm.
I
Gonna
assume
I,
don't
like
to
assume
but
I'm
going
to
assume
that
that's
the
reason
you
guys
are
always
you
know
you
guys
are
all
so
busy.
There's
a
lot
going
on
in
the
city,
I
understand,
but
that's
really
where
I
am
right
now
as
part
as
far
as
you
know,
The
Unbroken
conference
initiative,
where
we
are
we're
continuing
to
move
forward,
we're
continuing
to
build
capacity
we're
at
the
federal
level.
I
Now
we
have
a
lot
of
a
lot
of
interest
and
a
lot
of
opportunity
to
bring
resources
to
the
city
of
Ithaca
to
the
community,
to
really
do
some
great
things
with
a
multitude
of
different
projects
that
are
pretty
much
TurnKey
ready.
At
this
point,
it's
really
just
from
a
technical
standpoint
and
strategic
standpoint.
You
know:
how
can
we
get
partners,
you
know
and
get
something
you
know
finalized
and
I'm,
asking
the
city
to
reach
out
and
build
relationship
and
really
get
something
in
place.
Thank
you
appreciate.
J
I
was
here
a
couple
weeks
ago
talking
with
the
planning
and
economic
development
committee.
So
a
lot
of
you
heard
these
comments,
but
I've
heard
it
doesn't
hurt
to
say
them
again.
J
My
name
is
Avi
Smith
and
I'm,
the
owner
of
the
Argos
in
I'm,
running
this,
to
encourage
you
to
support
the
proposed
amendment
for
off
Street
marketing
to
off-screen
parking
requirements
for
the
b-134
and
B5
zones.
Following
are
some
of
the
reasons
that
I
believe
reducing
on-site
parking
requirements
is
an
important.
This
would
be
really
good
to
do.
J
Some
of
the
business
businesses
in
these
zones
may
prefer
to
have
the
convenience
of
on-site
parking,
but
for
many
of
them
it
would
be
far
more
appealing
to
have
customers
use
the
available
public
parking
or
to
not
drive
at
all.
Therefore,
I
believe
that
providing
unsafe
parking
in
these
zones
should
be
optional
rather
than
mandatory.
J
There
are
many
small,
locally
owned
businesses
in
these
B
zones
that
have
limited
space
and
oftentimes
limited
budgets.
These
businesses
should
be
encouraged
by
the
city
to
thrive
and
a
big
step
in
that
direction.
It
could
be
to
not
force
them
to
sacrifice
a
majority
of
their
space
and
they
have
the
cost
for
a
feature
that
is
outdated
and
unnecessary,
using
Google
Earth's
area
calculations.
J
During
the
pandemic,
the
Argos
Inn
was
given
permission
for
10
years
to
use
the
back
of
our
parking
lot
as
outdoor
bars
seating
space.
During
this
time,
we
did
not
allowable
bar
guests
to
use
the
parking
lot,
because
there
was
no
space
for
them.
This
did
not
hurt
our
business
instead
of
encouraged
people
to
come
to
Aerials
without
their
car.
This
caused
the
parking
in
the
neighboring
residential
streets
to
fill
up.
J
J
I'd
love
to
once
again
not
have
people
driving
to
Bar
Harvest
instead
permanently
turn
the
back
of
the
artist
parking
lot
into
a
patio
where
people
can
enjoy
their
food
and
drinks.
In
a
beautiful
landscape
with
green
space,
there
have
been
many
studies
done
even
books
written
showing
how
parking
minimum
is
our
20th
century
relics
that
deserve
to
be
retired,
My,
Hope
Is
that
you
can
help
Ithaca
continue
in
this
Forward
Thinking
Direction.
By
helping
this
amendment
to
be
passed,
thank
you
for
taking
the
time
to
consider
this
afternoon.
K
Hi,
my
name
is
Agnes
house
and
that
point
here
I'm
a
landline
I'm
having
a
lot
of
problems,
but
we
could
see
as
far
as
gold
violations
and
all
this
stuff
six
months,
people
have
lived
in
my
apartment
and
has
not
made
any
rent
and
I'm
the
one
that
is
being
given
a
lot
of
grief
from
the
city
and
I
just
want
to
know.
I'm
67
years
old,
I,
I've
taken
these
people
to
court
and
and
they
still
they
have
other
people
there.
What
kind
of
thing
do
you
have
for
me?
K
I
mean
I,
call
the
police,
they
say
what
you
want
me
to
do
about
it.
They
got
garbage
out
there
and
they're
sending
me
tickets,
there's
probably
nine
people
living
in
this
apartment.
Who
knows
what
they're
doing
there
maybe
they're
doing
drugs
I
have
no
clue,
but
they
live
right
behind
me
and
the
one
guy
that
lived
there
threatened
and
should
be
and
didn't
do
anything
about
that
me
either
because
they
couldn't
see
a
gun.

L
The
one-year
window
under
the
ASA
applies
to
otherwise
time
barred
claims
based
on
sexual
offenses,
including,
but
not
limited
to
sexual
misconduct,
rape,
forcible
touching
sexual
abuse,
sexual
assault
and
criminal
sexual
acts.
The
ACT
allows
individuals
to
bring
claims
against
both
the
person
who
allegedly
commended
this
sexual
offense
and,
under
certain
circumstances,
that
person's
employer
for
negligent
and
intentional
Acts
any
qualifying
action
that
was
previously
dismissed
because
it
was
time
Bard
may
now
be
brought
again
under
the
ASA.
The
ASA
will
not
allow
individuals
to
bring
claims
that
have
already
been
fully
resolved.
L
Individuals
whose
claims
are
successful
may
be
able
to
recover
economic,
compensatory
and
punitive
damages
from
both
an
individual
and
an
and
an
institution.
The
Civil
actions
that
could
be
brought
include
sexual
harassment
claims
under
anti-discrimination,
employment
laws
or
common
law
claims
against
employers
for
negligent,
hiring
or
negligent
supervision,
but
only
to
the
extent
that
such
claims
arise
out
of
alleged
conduct
that
would
qualify
as
a
sexual
offense
under
the
New
York
penal
law.
A
I
did
receive
a
second
card,
but
I'm
sorry,
Denise
members
of
the
public
have
free
minutes
to
address
Council.
It
is
not
possible
to
add
another
even
under.
A
C
Thank
you
very
much,
there's
a
couple
of
quick
things:
one
Jordan
or
Grant.
We
need
table
and
Revolution
at
the
Revolutionary
API
last
month,
I
believe
pending
the
response
to
three
questions
from
the
controller's
office
and
it
wasn't
referred
by
committee.
So
it's
ready
to
vote
on
it
sooner
if
that's
resolved,
but
you
and
I
can
connect
offline.
I
also
wanted
to
say
Nancy.
Thank
you
for
joining
and
I
just
see.
Your
timeline
here
at
forwarding
realize
I
only
responded
to
Tennessee
last.
A
A
E
A
A
B
O
O
I
just
want
to
say
thank
you.
Everyone
came
to
speak
tonight.
Thank
you,
Mary,
for
bringing
this
issue
to
our
attention.
I
would
appreciate
if
you
could
send
city
council
an
email
about
it
or
leave
your
contact
information.
O
O
Separate
the
great
work
of
these
people,
a
Firebrand,
the
people
who
publish
don't
Butch
Blues,
a
Cornerstone
of
the
transgender
Rights
Movement
from
the
transphobic,
bigoted
and
violent
comments
made
in
this
room
tonight.
Despite
efforts
to
link
the
two,
there
is
a
genocide
being
enacted
upon
transgender
Americans,
and
we
cannot
sit
here
and
allow
for
him
to
be
perpetuated
here
in
Ithaca
in
our
community
as
it
was
tonight.
O
D
Thank
you
for
those
I'll
just
be
brief
and
say
that
the
transgender
children
to
serve
to
grow
up
and
become
transgender
adults.
Sometimes
I'm.
A
member
of
this
Council
will
use
my
Powers
to
make
sure
that
this
city
is
a
safe
haven
in
the
sanctuary
for
all
community
members,
especially
those
most
marginalized
and
I
will
continue
to
stand
up
against
the
backwards.
K
A
Respond
George.
A
N
During
yeah
we're
we
sent
questions
to
unbroken
promises
and
we
haven't
received
an
answer
yet
so
that's
what
told
things
off.
So
if
you
didn't
get
those
questions,
we
could
send
them
again,
but
that's
what's
holding
things
up.
Q
I,
don't
like
the
idea
I
want
to
thank
everybody
for
walking
out
and
speaking
in
truths.
Everybody.
Thank
you.
Nancy
I
am
very
concerned.
I,
don't
I'm
not
as
familiar
with,
but
I,
don't
know
if
we
that
five
brands
should
be
honored
in
some
type
of
way,
one
in
common
on
city
property.
Q
However,
we
can
do
it
and
I
think
we
should
we're
really
kind
of
understand
better
that
this
building
so
I'm
not
real
familiar
with
the
history
preservation
stuff
like
that
and
I
thought
that
was
superseded
the
owners
and
and
was
hoping
yeah.
Q
Now,
right
because
they
have
the
building
on
this
and
they
are
the
ones
who
can
can
accept
a
crack
or
not
right,
and
so
I
do
agree
with
you
as
far
as
let's
find
somewhere
or
city
property
to
honor
by
a
woman.
Okay,
it's
important
Jordan,
I'm,
very
sorry,
I
wasn't
here
last
week
that
I'm
really
sorry
of
all
the
delays.
More
than
anything,
I
want
to
just
I
want
to
just
encourage
you
and
Harry
old
to
continue
the
process.
Q
If
they're
asking
for
more,
let
us
get
together,
help
you
to
give
more,
because
it's
very
important
as
very,
very,
very
disappointed
when
I
looked
at
this
article
under
two
crimes
or
something
like
that
and
how
they
kind
of
it's.
This
image
that
they're
trying
to
make
of
you
and
Harry
and
me
as
a
black
woman,
are
very
proud
to
see
young
black
men
stepping
up
and
doing
what
we
need
in
our
community.
Q
K
Q
Talk
to
you
earlier
about
what's
giving
together
and
really
trying
to
figure
out
what
it
is,
we
can
do
to
do
to
help
you
so
that
when
you
get
this
from
the
morning,
because
I
think
everybody
here
feels
the
same
way,
I
want
to
do
do
y'all,
but
I
think
we
all
I
know
I
do
want
to
see
this.
This
happen
for
you
and
Mary
yeah
and
I
and
I.
Thank
you.
I
love.
You.
A
A
A
I
just
want
to
thank
common
counseling
for
welcoming
me
back
into
the
seat.
I
know
that
this
was
not
a
highly
sought
after
job,
but
nevertheless,
I
feel
great
to
be
here.
I
look
forward
to
working
with
those
of
you
that
I
already
know,
and
certainly
to
getting
to
know
some
of
you
that
I
don't
already
I,
want
to
be
a
thoughtful
and
responsible
servant
to
the
people
of
the
city
of
Ithaca.
A
B
A
Yeah
I
also
want
to
thank
all
the
speakers,
I'm
glad
to
see
you
Agnes
I'm
glad
you
were
able
to
come
forward.
I
see
two
of
my
colleagues
who
have
immediately
reached
out
to
try
to
provide
assistance
to
your.
A
It
is
truly
a
scary
and
dangerous
situation
where
you
do
have
people
who
are
not
your
tenants
living
on
your
property,
occupying
your
space
and
threatening
you
physically.
So
I
hope
that
through
these
connections
we
can
provide
you
the
support
that
you
need
so
that
you
can
have
a
safe
space
and
be
able
to
get
in
control
of
your
home
again.
A
So
thank
you.
It's
good
to
see
you
so
Denise
I
believe
you
asked
for
what
the
budget
of
the
iurray
budget
is.
The
person
to
contact
is
either
a
Nissa
or
a
Nell's
bone
of
the
IRA.
The
contact
information
is
online.
A
I
tried
to
look
up
the
budget
very
quickly,
but
could
not
find
it
so
I
hope
that
provides
assistance
and
I
think
a
lot
of
the
other
questions
have
been
presented
or
addressed
here
and
and
I
do
hope,
Nancy
that
their
dialogues
can
have
that
can
help
get
us
past
this
impasse
and
thank
you
for
attending
as
well.
B
D
N
I'd
like
to
take
this
opportunity
to
talk
about
the
jungle,
I've
been
speaking
with
a
number
of
people,
some
of
whom
have
been
helping
residents
at
the
jungle
for
the
last
30
years,
and
they
say
things
have
never
been
this
sketchy
and
this
violent.
In
30
years,
three
weeks
ago,
a
resident
of
the
general
was
attacked
by
five
persons
in
the
middle
of
the
night.
Slashing
the
knife,
as
was
his
dog,
the
man's
life
was
saved
by
not
meeting
the
officer
who
applied
to
turn
against
his
woman
he's
recovering.
N
N
D
D
N
The
Cancer
Resource
Center,
which
has
been
stapled
what
they
treat
for
many
years,
has
left
because
their
clients
are
afraid
to
go
there
place
of
business
which
they
own,
the
building
they
own
and
now
they're
renting
a
place
in
key
to
Heights
and
that
building
stands
empty
I
spoke
with
employees
at
Wegmans
who
say
that
they
are
regularly
harassed
and
aggressively
panhandled
on
their
way
from
work.
At
the
end
of
the
shift.
N
All
the
Charities
and
businesses,
Agway
King
of
the
lumber
have
all
been
robbed
and
some
regularly.
What
are
we
as
common
Council
doing
about
it?
So
far,
not
much.
N
N
N
N
There's
been
a
lot
of
talk
about
not
involving
the
police
and
you'll,
be
people
from
the
red
zones
and
signified
their
city.
Property
on
the
police
option
is
the
last
option.
After
about
seven
or
eight
voluntary
options
nobody's
going
to
be
forcibly
removed.
N
N
We
need
to
face
this
issue
the
longer
we
talk
about
it
and
and
worry
about
minor
points
of
language,
the
worst
it
gets
and
it's
worse
now
than
it's
ever
been,
and
we
as
common
council
members,
need
to
do
our
job
I
and,
along
with
Cindy
I'm,
going
to
suggest
that
we
have
yet
another
West
End
meeting
and
invite
people
who
live
in
the
jungle,
business
owners
residents
and
every
single
member
of
County
Council
I
want
every
single
member
of
County
Council
to
come
to
the
West,
End
and
see
and
hear
and
understand,
what's
really
going
on.
Q
I
need
to
talk
about
reimagining
public
safety
and
how
hurtful
and
harmful
and
felt
for
a
group
of
people
who
was
forced
to
live,
to,
come
and
live
in
this
country
and
then
and
to
watch
people
look
like
them
being
killed
numerous
times
right
and
we
waited
and
we
talked.
And
now
we
continue
to
talk
so
I
want
to
talk
about
reimagining,
Public
Safety.
A
A
A
Thank
you
very
much.
I
will
turn
it
over
now
to
chair
Ken
Thomas.
C
Of
course,
authorization
of
Hazard
communication
grant
program
application
I
will
not
be
reading
the,
whereas
is
as
Ali's
who
attended
CA
the
ca
program
know
this
is
a
resubmission
for
federal
funding
support
and
we
interested
positive
indications
that
our
application
might
be
competitive.
So
we
are
reauthorizing.
C
This
application
resolve
that
the
mayor
of
the
city,
I,
think,
is
hereby
authorized
and
directed
to
submit
an
application
in
accordance
with
the
provisions
of
behavior
mitigation
grant
program
for
presidential
declaration,
Dr
4480
and
in
the
mountain
to
exceed
12
million
dollars
and
a
home
approval
has
set
requests
to
enter
into
and
execute
a
project
agreement
for
such
financial
assistance
to
the
city
of
Ithaca
for
design
right
away,
acquisition,
construction
and
construction
inspection.
C
The
project
that's
described
above
and
be
in
further
resolved
and
continued
upon
the
award
County
Council
hereby
authorizes
the
establishment
of
the
capital
project
in
Earth
instance.
100
of
the
federal
amount
Federal
share
of
the
cost
of
all
of
our
project,
and
it
is
further
resolved
that
contingent
upon
Award
of
the
hngp
funds,
the
summon.
Obviously,
1.2
million
dollars
is
hereby
appropriated
from
serial
volumes
made
available
to
cover
the
cost
of
participation
in
the
adult
project.
In
the
birth
instance
via
further
resolve
the
project,
the
total
project
called
should
not
see
12
million
dollars.
C
The
understanding
of
the
breakdown
of
funds
is
approximately
10.8
in
hmgp
funds
and
1.2
in
the
city
of
the
Legacy
serial
Bond
financing
to
be
administered,
both
superintendent
Public
Works.
We
have
further
resolve
that
in
the
event,
the
whole
Federal
and
non-federal
Sheriff
project
exceed
the
amount
appropriated.
The
common
Council
shell
can
be
as
soon
as
possible
to
appropriate
said.
C
A
C
I'm,
just
for
my
colleagues
that
saying
he's
not
able
to
join
us,
but
politically
anyone
who.
A
Did
have
questions
responded
in
his
email
in
advance?
Thank
you
and
I
think
you've
covered
this,
but
just
maybe
this
is
redundant.
Linkthorne
did
provide
a
cover
memo
and
this
hmtp
Grant
application
was
approved
by
Council.
A
B
A
Was
approved
with
a
25
Mobile
Share,
the
FEMA
has
reduced
that.
So
this
is
a
resolution
that
is
very
good
for
the
city
because
it
reduces
the
match
from
25
to
10
percent,
so
it
is
a
benefit
for
for
the
city.
Any
other
comment
Cynthia,
yes,
so
I
appreciate
that
Mike
is
in
here
and
I.
Think
we
sent
it
as
well
today,
so
I
did
not
get
a
chance
to
this
time.
It
is
now,
and
perhaps
the
mayor
or
attorney
can
just
clarify
just
to
clarify.
A
This
is
not
automatically
authorizing
a
yet
to
be
designed
flood
mitigation
project.
It
is
now
you
will
have
the
opportunity
to
review
whatever
design.
Is
that
comes
out
of
this
and
approved
it
before
it
is
implemented?
Is
that
correct?
Yes,
let
me
just
point
out
that
langhorn's
email
is
actually
in
the
council
cabinet
that
the
one
that
you
can
attend
today-
yes,
yes-
and
this-
is
to
as
I
said,
resubmit
the
application
to
FEMA
with
the
reduced
match.
A
It
does
not
commit
the
city
to
any
mitigation
initiative,
I'm,
just
clarifying
and
hoping
to
get
affirmation
that
there
is.
We
will
receive
the
design
and
have
the
opportunity
to
accrue
the
design,
regardless
of
our
Google
financing
it
right
now
correct,
yeah
and
oftentimes.
The
approval
of
financing
is
the
last
stage
project.
R
What
you
said,
which
is
the
this,
is
approval
financing
on
a
plan
to
come
forward
digital.
Something
really
makes
sense
to
me,
but
I
can't
speak
to
the
superintendent
as
far
as
the
actual
attention
I.
C
C
Certain
process
result
that
common
Council
authorizes
the
mayor
to
enter
and
create
contract
with
Dr
Ian
Boyle
of
academic
Partners,
to
provide
executive,
Search
services
to
build
city
manager,
position,
the
contract
shall
be
or
up
to
25
000
and
be
a
further
resolve
and
not
not
to
exceed
twenty
five
thousand
dollars
for
said
city
managers
should
be
derived
from
you
know
the
restricted
contingency
account
and
transfer
to
another
account.
I
removed
this
resolution
as
written.
C
Now,
turning
to
formerly
3.8
now
4.3
resolution
create
a
position
of
city
manager
and
established
a
standard.
Workday
I
will
read
this
in
full
dividending
language
change,
others
and
different
Council,
whereas
in
November
of
2022,
the
residents
of
the
city
of
indigo
overwhelmingly
voted
in
favor
of
creating
a
city
manager
who,
assuming
Tech
industrative
duties
of
the
mayor,
resulting
in
a
new
form
of
governance.
That
would
allow
elected
mayor
to
serve
to
be
political
leader
and
serve
as
a
voting
member
on
common
Council.
C
Whereas
the
city
manager
position
will
be
classified
by
the
Civil
Service
Commission
at
their
July
12th
meeting,
and
whereas
common
Council
will
have
the
ability
to
select
and
hire
a
trained
experienced
person
in
the
Royal
City
Manager
to
serve
as
the
chief
executive
officer
now,
therefore
be
a
result
of
common
Council
hereby
establishes
the
position
of
city
manager
to
serve
as
a
chief
executive
office,
starting
January,
1
2024
and
be
a
further
resolved.
Spending.
C
Salary
and
city
manager
shall
be
determined
by
County
council
at
a
later
date,
and
we
had
further
resolved
that,
where
the
sole
purpose
of
determining
day's
work
reportable
to
New,
York,
state
and
local
employees
or
traveling
systems,
a
standard
workday
for
his
position
should
be
established
at
eight
hours
per
day.
40
hours
per.
C
Comment
for
I
think
maybe
potentially
my
two
colleagues
who
will
join
us
a
little
bit
late.
The
only
change
to
what
was
Implement
is
the
date
for
the
reschedule
of
civil
service
game.
M
Good
evening,
everyone
just
a
few
items-
a
report
on
tonight-
first
off
the
May
CPI
with
four
percent.
So
this
continues.
This
trend
downward
for
about
a
year
ago,
is
about
nine
percent,
so
the
CPI
now
for
2020
trees
at
5.300
cents
again
this
this
goes
into
many
of
our
numbers
and
our
operations
at
the
city.
So
it's
very
important
to
keep.
M
On
that
that
CPI,
in
addition
to
sales
tax
collection,
which
started
out
very
strong
this
year
and
I've,
talked
about
this,
we
are
now
pretty
much
even
just
the
Tad
above
zero
percent
from
our
same
period.
If
we
look
at
the
same
period
of
2022
compared
to
this
period
of
2023,
We've
collected
seven
million
374
thousand
dollars
so
just
about
even
with
our
activity
from
2022,
and
we
started
out
very
strong
in
like
the
28
increase
early
in
the
year.
M
So
we've
really
come
back
down
to
earth
with
our
collections,
but
the
good
news
is:
we
were
conservative
with
our
estimates
of
2023
because
you
know
uncertain
conditions
prevailed
at
that
time,
so
we
were
making
a
very.
M
Estimate
so,
even
with
the
reductions
that
we've
recently
seen
in
the
collections
we're
still
within
budget
for
2023,
so
that's
the
good
news
there
and
lastly,
the
2024
budget
process
is
currently
under
the
way
capital
projects
have
been
submitted
and
the
review
of
the
committee
to
review
those
has
started
that
process
and,
in
addition,
departments
have
been
giving
given
their
budget
guidelines
in
2024
and
they'll
be
submitting
their
budget
proposals
of
her
Department
early
in
August,
and
one
of
the
numbers
that
we
did
just
received
from
Douglas.
M
County
assessment
is
the
preliminary
change
in
assessment
for
for
next
year,
and
it
looks
like
it's
about
a
five
percent
increase
for
our
assessments
and
that
compares
to
just
under
nine
percent
of
I
believe
from
the
current
year.
So
five
percent
increase
and
again
I,
don't
have
all
the
details
of
of
that
number
and
I
will
be
getting
and
receiving
those
reports
that
I
normally
do
from
Hopkins
County
assessment
excuse.
Jay
Franklin
gets
those
to
me.
M
I
can
tell
you
also
that
the
exempt
percentage
of
exempt
property
in
the
city
is
at
56.94,
which
is
down
slightly
from
57
to
300
cents
and
again
I.
Don't
have
all
the
details
but
I've
been
receiving
those
over
the
next
week
or
so
is?
Is
the
toughness
going
to
get
those
together
so
I
think
I
will
end
the
report
there
unless
there's
a
question.
M
A
A
Yeah
thanks
Steve.
Well,
that's
what
happens
on
the
the
cost
of
gas
goes
down
right.
Part
of
that,
some
of
that,
as
well
as
cost
of
borrowing
growing
up.
M
Was
given
so
we
gave.
B
A
Okay,
great
and
just
for
clarification,
this
does
not
include
costs
for
labor
right.
These
are
the
other
discretionary
budget
guidelines
as
part
of
each
department.
Assuming
that
costs
were
labor
out
of
budget
department
has.
M
S
Thank
you
mayor
tonight
we
have
two
ordinances
to
approve.
5.1
is
an
ordinance
event
in
the
municipal
code
of
the
city
of
Indica,
chapter
325,
entitled
zoning
remains
Allstate
parking
requirements
such
as
a
b1a,
B4
and
B5
zoning
districts.
Just
for
my
colleagues,
and
also
anyone
following
at
home,
we're
going
to
move
down
the
agenda
and
first
declare
ourselves
the
lead
agency.
This
is
51a.
A
Thank
you
second
Cynthia
yeah
and
just.
A
S
So
now
we'll
move
on
to
51b
I'll,
just
again
read
the
results
of
this
common
council
is
an
agency
in
this
matter
here
by
Bob,
says
it's
calling
the
findings
and
conclusions
or
voice
support
on
the
short
environmental
assessment
form
dated
May,
30th,
2023
and
Via
further
resolve
at
this
County
Council,
as
the
agents
in
this
matter
hereby
determinants
that
the
proposed
action
issue
will
not
have
a
significant
effect
on
the
environment
and
the.
If
that
further
environmental
review
is
unnecessary
and
the
further
result
at
this
resolution
constitutes
notice
of
this
negative
negative
declaration.
A
S
Elements:
okay,
so
now
we'll
get
to
the
ordinance
he
had
ordained
and
enacted
by
the
city
of
good,
like
a
common
council
with
chapter
325
on
zoning
over
City
Municipal
Code,
the
amendment
as
follows:
in
Section
1
chapter
325,
ASB
District
regulations
is
hereby
admitted
to
to
remove
all
minimal
or
street
parking
requirements
from
the
b1a
B4
and
B5
Sony
districts.
S
In
section
two,
the
City
Planning
and
Development
board
the
city
clerk
and
the
planning
department,
General,
District
regulations,
sure
sure,
in
accordance
with
the
Amendments
made
here
with
Section
37
mobility
in
any
section
subsection
sentence,
Clause
phrase
or
portion
of
this
ordinance
is
held
to
be
invalid,
around
unconstitutional
by
important
jurisdiction.
Then
that
decision
shall
not
affect
the
Olivia
and
the
remaining
portions
of
this
ordinance
and
section
4
effective
date.
This
ordinance
shall
take
effect
immediately
and
in
in
accordance
with
law,
after
publication
of
notice,
as
provided
in
the
Immigrant
City
Charter.
S
Yes,
I
was
going
to
note
that,
and
also
there's
some
documents
in
our
packet
that
help
cover
this.
So
hopefully
yeah.
S
I
don't
know
if
Megan
wants
to
share
anything
specifically
or
just
see.
If
we
have
any
questions.
P
I,
don't
have
anything
additional
to
add
in
terms
of
a
presentation
but
I'm
happy
to
answer
any
questions.
Great.
S
A
I
want
to
say
that
it's
an
early
students
who
have
served
on
the
board
of
zoning
appeals
for
Less
Awards
and
to
see
how
some
of
our
zoning
really
affects
people
in
the
way
that
I
didn't
see
when
I
was
on
Council,
and
it
became
evident
very
quickly
that
this
zoning,
these
only
changes
needed
to
take
place
when
we
saw
the
number
of
very
reasonable
appeals,
so
Megan,
as
always,
came
through
and
so
I
think.
This
is
great.
A
Thank
you.
Thank
you
John
then
I'll
just
add
Megan.
Thank
you
for
providing
the
very
helpful
memo
cover
memo
as
well
other
accounts
and
questions
from
Powell's
Robert.
Just.
D
D
B
N
We've
heard
a
lot
of
support
for
this
and
I.
Personally,
like
the
aspect
that
says
you
can,
the
property
owner
can
choose
to
have
on
on
site
parking
or
not
I,
like
that
I
just
point
out
that
we
do
live
in
a
rural
region
and
that
a
lot
of
people
depend
on
their
automobiles.
We
don't
live
in
the
city
and
I
would
suggest
that
that's
not
an
evil
thing,
so
I'm
just
curious
is
there?
Is
there
a
flip
side
to
this
issue?
A
P
P
We
did
receive
a
letter
with
not
a
formal
comment,
but
consideration
from
the
county
that
in
the
B5
Zone,
which
is
located
along
Old
Elmira
Road,
that
as
any
new
development,
might
come
forward,
that
the
planning
board
be
particularly
mindful
of
the
bike
and
pedestrian
infrastructure
that
was
recently
installed
in
that
area.
P
But
I
think
it's
good
to
keep
in
mind
and
I.
Think.
The
planning
board
is
very
mindful
of
that,
as
they
consider
projects.
P
P
And
I
think
we'll
see
a
lot
of
those
businesses
continue
to
choose
to
provide
to
provide
the
parking
at
least
some,
if
not
all,
but
many
of
them,
as
you
noted,
have
uses
that
do
depend
on
spaces
for
vehicles,
whether
it's
auto
service
car,
wash
parts
stores.
That
kind
of
thing
and
I
think
we
will
see
parking
at
least
some
remain,
particularly
in
the
B5.
A
We've
heard
from
one
business
tonight
who
supports
this
is
where
I'd
like
to
convert.
What
is
public
parking
in
in
Green
Space
that
has
been
used
for
eight
minutes.
A
Essentially
I
think
Business
Development
will,
for
their
own
purposes,
make
sure
that
they
have
adequate
parking,
so
they
will
address
their
own
individual
interests
and
uses
so
for
us
to
put
forward
a
standard
across
the
board.
I
don't
think,
provides
them.
The
flexibility,
in
contrast
to
my
colleague,
I,
fully
anticipate
that,
with
this
zoning
change,
we
will
see
a
change
in
use.
There
I
think
it
would
probably
be
less
likely
that
those
autopest
Industries
will
remain
in
that
space,
because
the
space
will
be
immediately
much
more
lucrative
for
other
uses.
A
So
with
this
I
see,
big
changes
can
include
the
West
End.
A
Okay
Megan,
thank
you
for
answering
questions
and
don't
go
away
yet
so
call
for
the
vote
on
ordinance
5.1,
all
those
in
favor.
S
Thanks
everyone
we'll
move
to
5.2.
This
is
an
ordinance
of
any
Municipal
Code
of
the
city
of
Ithaca,
chapter
5
and
federal,
telling
to
amend
the
zoning
District
boundaries
of
the
mixed-use,
2
or
mu2
district
and
again
I'll
move
to
the
5.2,
a
which
declares
us
a
new
agency.
So
resolving
the
city
by
the
common
Council.
The
city
of
Ithaca
does
hereby
declare
itself
lead.
Agency
for
the
environmental
review
of
The
Proposal
to
amend
the
municipal
code
of
the
city
of
Ithaca,
chapter
35.
Zoning
to
amend
the
zoning
District
boundaries
of
the
mixed.
A
A
B
A
And
all
those
in
favor
5.2
a-
and
that
has
a
speaker
thank
you.
Okay,.
S
Okay,
thanks
and
now
on
to
the
ordinance
itself
via
foreign.
S
Of
the
city
of
Ithaca
is
here
by
Amanda
to
change
the
designation
from
B
to
B
to
mu2
for
the
following
text.
Parcels
listed
here,
the
boundaries
are
shown
on
the
attached
map
and
title
proposed
an
excuse
and
you
do
something
to
create
May
30th
2023
section
two.
This
is
the
planning
and
development
board,
the
city,
building
the
planning
department,
jurisdiction.
A
And
I
said
Robert
seconds.
A
A
D
A
D
It
is
a
great
honor
creation
work
alongside
Louise
who's,
been
doing
this
and
there's
some
very
important
about
how
people
Access,
Network
and
I
have
been
she's
very
considerate
on
a
various
student
and
she
generally
care
stuff.
That's
working.
So
it's
really
good
to
have
her
go
on
and
I
I
100
support
her
the
appointment.
D
The
only
question
I
have
for
you
on
their
limitations
that
both
earlier
this
week,
I
received
an
email
from
the
cities
appointed
representative
Wales
inquiring,
and
you
should
be
reappointed
as
well,
even
currently
serves
on
in
committee,
but
his
term
essentially
expires
soon
and
so
I'm
just
wondering.
If
that's
something
that
we
should
lag.
A
We
certainly
can
bring
it
to
the
August.
The
reappointment.
D
Yeah,
that
is
right.
There
I,
don't
think,
there's
any
concern
there,
because
your
rules
did
that
it'll
serve
until
three
appointment
or
until
somebody's
replacing
them
assimilation
with
these
wheels
for
a
long
time,
I
mean
I,
don't
know,
and
so
overall
I'm
very
excited
to
continue
working
with
these
folks
on
access
oversell.
A
K
A
S
I'll
know
the
first
question
the
latest
cable
accessory
site
committee
is
established
is
through
the
the
three
municipalities
that
are
part
of
the
agreement
and
that's
cue.
The
height
is
talented
in
the
city
of
Ithaca
and
there's
one
rep
from
Hugo
Heights
correct
me
from
where
I
think
it's
two
reps
from
the
town
or
one
rep,
Council
liaison,
which
is
currently
Jorge
was
the
has
been
duck,
has
been
sympathia
and
commonly
Wales,
and
the
beasts
were
all
on
the
commission
for
all
of
us.
I.
A
S
That
one
yeah
yeah,
no,
it's
a
great
committee
and
still
chaired
by
Princeton
Paulo
in
the
town,
massively
yeah
yeah.
Now
the
second
question
I'm
not
sure
about
because
I
don't
know,
doesn't.
S
A
A
We
will
now
move
to
words
from
Council
and
Stamp.
Any
special
committee
for
reports.
A
None
any
other
reports
from
Council.
N
Jordan,
thank
you
Mary,
my
earlier
speech
about
the
jungle.
I
I
left
a
couple
things
out
and
I
think
you
should
know
this.
Currently
the
Outreach
workers
that
you
depend
on
so
much
and
it
will
depend
on
when
create
these.
N
These
different
zones
assisted
property,
currently
they're
not
going
out
to
the
Jungle
because
of
safety
concerns
they're,
not
in
the
jungle.
B
N
As
far
as
what
things
we
can
do,
we've
funded
trailers
that
have
hot
showers
and
boils
in
them
that
they
haven't
been
brought
in
yet
the
funded
a
staff
division
for
home
and
Fishers.
B
N
Haven't
hired
that
person
I,
don't
know
if
we've
got
any
job
descriptions
that
there's
the
county
is
already
higher
than
almost
coordinator,
so
these
are
things
that
that
we
need
to
get
Lindsay
on.
In
that
opinion,.
Q
Thank
you.
Thank
you.
I
I
wanted
to
just
talk
about
I,
don't
know
if
this
is
the
right
time,
but
I
wanted
to
talk
about
on
August
6th.
We
will
be
doing
a
celebration
over
at
Southside
Community
Center,
marching
from
Martin
Luther
King
statute
over
to
Southside
Community
Center
for
a
day
of
celebration
of
democracy,
August
6
will
be
the
1965
voters,
registration
act
and
we
feel
it's
very
important
that
we
all
come
out
celebrate
support
and
remember
how
many
lost
lives.
Q
Q
Q
I
think
we're
going
to
start
from
I'll
send
out
more
information
to
everybody,
but
we're
going
to
start
from
the
commons
and
March
from
The
Commons
they'll
stay
over
the
South
Side,
so
I'll
send
everybody
more
information
about
the
mods,
and
we
have
a
lot
of
speakers
and
some
speakers
coming
from
out
of
town
ending
but
anyway
yeah.
So
we
have
it's
going
to
be
a
day
and
I.
Think
it's
from
like
12
noon,
to
like
five
o'clock.
A
Thank
you.
The
other
Council
updates
all
right.
Any
report
from
the
video
City
Clerk
yeah
any
report
from
City
attorney.
R
Thank
you.
That's
wonderful.
Last
year
with,
without
prompting
by
any
party
City
Court
decided
that
it
would
no
longer
process
tickets
under
the
city's
exterior
responsibility
of
Maintenance,
ordinance
or
epmo,
and
the
matter
that
City
Court
had
processed
them
for
decades.
Prior,
even
refusing.
R
In
that
decision,
County
Court
found
that
city
court
is
required
to
facilitate
the
ongoing
operation
of
the
emo
and
contribution
of
city
courts.
Refusal
to
do
so
across
the
past
year,
specifically
County
Court
refers
to
City
Court's
dismissal
of
1
654
tickets
and
instructed
City
Court
to
engage
in
an
individualized
determination
of
each
ticket
on
notice
and
an
opportunity
to
keep
earned
for
all
parties.
R
This
decision
is
a
crucial
Vindication
of
the
city's
ability
to
enforce
the
I
am
gratified
that
we
have
taken
a
big
step
towards
reinstituting
some
Municipal
Basics,
enforceable
rules
for
garbage-free
arts
and
cut
grass.
We
are
now
actively
seeking
to
coordinate
with
City
Court
to
restore
the
status
quo,
under
which
we
are
hopeful
that
City
Court
will
enable
the
public
to
easily
and
efficiently
address
their
tickets
in
a
matter
of
convenience.
There
is.
B
D
R
Will
this
get
here
that
the
County
Courts
position
is
legally,
it
would
effect
city
courts
process
of
implementing
that
decision
is
within
the
city's
courts.
R
Operate,
we
are,
as
I
said,
we
are
actively
secret
support
and
it
is
our
understanding
that
City
report
will
be
taking
steps
in
the
very
near
future
to.
A
Thank
you
all
right
and
was
there
a
motion
to
adjourn
Robert
second
Jorge,
almost
in
favor
of
adjourning
news.
B
A
Okay,
we
are
then
adjourned,
so
the
reporting
and.
