position

administrator
has
only
been
a
unique
position
for
a
short
period
of
time,

own

was
a
set
of

administration
made

ordinance

performed
under

supervision
of
a
person.

was
the
Building
Commissioner
previously
and
the
supervisor

deputy

Commissioner,

to

idea,

a

specialized
position,
it
would
be
very
hard
to
fill

position

zoning

sort
of
like

how
you
have
to

up
with

the
knowledge

higher
level
staff
overseeing
the
administration
zoning.

of
the
tasks
involved
in

spread
out

staff
and

stuff

within
the
planning

plan

positions

are
looking
back

our

is
completing

downtown
plan
and
we
have,

help
of
the
new
planner

taking

work
off
of

planners

really
hope.

can
do
it

it's

matter
of
Staffing
again
we
do
have
one

are
recruiting
for

formal
internship

start

work

estimate
that

don't
need
those
two
additional
positions
funded

getting

job

jobs

housing
inspectors

job
is
never
fully
done.
It's
too
big
to
get
done,
but
in
talking
with
the
building
division
they
they
do
feel
that
bringing
on
one
person
mid-year
would
be
a
big
help.

bring
on
two
people
at
once,
because
with
inspectors
it
takes
a
while
to
for
them
to
go
through
the
code
training
and
be
ready
to
go
out
on
that
one
more
instructions.

this
is
the
approach
that
they
have
recommended

they
feel
that
they
need
another
inspector
next
year,
certainly
won't
come
back
where
it
was

planning

with

forward
on

the
steps
between

terms
of
planning,

then
we
also
have.

a
capital
project
to
do
a
design
process
for
the
400
block
of
college
ad
I
would
really
like
to
get
that
done
soon,
because
we
don't.
We
want
to
coordinate
with
engineering
and
have
the
400
block

college
ad
rebuilt
before
too
long.
So
that
really
is
kind
of
a
time.
Sensitive
thing
we'd
like
to
get
that
design
process
kicked
off
this
by
the
end
of
this
year,
so
that
the
construction
can
continue

short-term
rental
legislation.

they've
kind

work

tandem
to
a
certain
staff.

to
give
you
guys
an
update
of
pretty
much
the
budget.
Our
budget
request
this
year
hasn't
increased
from
last
year
and
we
also
have
a
one-time
request
of
400
000..
Those
will
be
going
towards
capital
projects
for
our
kitten
as
well
as
our
computer
lab.
To
be
honest,
it's
been
very,
very
small
and
we're
starting
to
exceed
over
50
families
at
night.
So
we
just
need
the
space
and
opportunity
to
kind
of
thinking
into
a
commercial
kitchen.

Additionally,
we
are
starting
to
see
an
increase
in
numbers
for
our
meetings
and
our
teams
and
our
computer
lab
has
not
been
updated
since
probably
about
2012.
so
go
down.

just
think
it's
a
perfect
time
to
update
some
good
theaters,
give
the
teams
a
purpose
after
school
to
go
just
hang
out
and
as
well
as
we
have
a
pre-teen
program
that
has
recently
been
created
and

facilitated

new
hires
on

Booker,
who
is
our
pre-teen
coordinator
and
that
he
his
sideways

yearly
increase

we
are
asking

have
been
hired
on

working
with
our
teams
on
numerous
activities
figuring
out
how
to
cope
with
healthy
figuring

coping
mechanisms

talking
to
them
about
everyday
experiences

real
life.
Experiences
that
they're
facing

the
systematic
racism
that
they're,
seeing
in
the
schools
and
in
our
everyday
lives,
they're
currently
participating
in
a
writing
Workshop
and
then,
of
course,
we
had
we've
also
this
year
hired
on
two
new
staff
members
for
our
after-school
program,
which
has
allowed
us
to
increase
our
number
of
participants
by
10..

We
are
serving
40
families
in
our
after
school
program.
We
are
also
committed
to
a
living
wage
employers,
so
we
are
paying
all
of
our
staff
members
a
minimum
of
1661,
which
has
been
roughly
a
little
less
than

dollar
increase
from
last
year,
but
doing
that
across
the
board
can
definitely
have
some
effect
on
the
budget,
so
that
is
pretty
pretty
much
sums
up
our
increased
budget
requests.

we
have
asked
for

of
the
programs,
provided
the
numbers

individuals
served

frequency

those
those
programs

to

we

developed
relationships

both
middle
schools

high
school,

we

actively

program
director

Marte

DeWitt
Middle
School.

was
once

week
week

their
DeWitt
Wednesdays,
because
she
took
the
that,
like
two-hour
time
slot
that
went
to
weekly
activities
with
the
girls
of
color
in
to
win.

were
in
the
works
of
developing
that
with
the
way,
and
it
should
be
up
and
running
by
the
middle
of
the
school
year
this
year,
because
they
were
still
developing
what
their
Wednesdays
were
going
to
look
like.
As
for
the
high
school,
we
have
several
of
our
black
or
Albany
girls
who
are
in
9th
through
11th
grade.

we
have
relationships
with
the
themes,
the
aps,
as
well
as
the
principal,
where
we're
able
to
do
pop-ups
when
we're
hearing
that
our
girls
are
acting
up,
we're
able
to
sit
down
with
teachers
and
parents
and
be
in
front
of
these
meetings
so
that
we
can
advocate
for
what
our
girls
need
need
on
a
deeper
level,
because
myself
rasana,
that
I
see
understand
what
it's
like
to
be
a
student
of
color,
going
to
this
school
district
and
facing
the
systematically
system
that
is

there.

we've
talked
to
Dr

Lily

workshops
and
work
with
the
teachers

to
talk

learn
new

can
communicate
more

accessible

constructed

the
rest
raised
from
fsp's
Capital
campaign
efforts
in
Spring
of
2021

and
Wharton
Studio
Museum
completed
construction

new
year-round
restrooms
in
the
DPW
important
Studio
building,
first
all-season
restrooms
in
Stuart
Park
and
also
first
things
in
developing
the
historic
Studio
building.

fully
accessible
and

tremendous

The
county
supported
that
project
with
about
thirty

in

WSM

2022
saw
completion
of
the
restoration

exterior
of
the
iconic
Hospital

Ithaca
wrote
the
grant
for
that
project
that
yielded

thousand
dollars
in
state
funding
and

city

project
brings
our
total
to

an

connections
that
he
has
particularly
with

who

cost
estimate
of

bathroom

with
the
construction
community

getting
donations

bill

doing

voluntarily.

don't
know
how
much
money
that
will
save,
but
that
might
be

kind
of
a
creative
fundraising
strategy

pursuing

private
donors,

in
total
we
raised
2.4
million
for
the
playground
and
we
need
to
get

fundraising

of

potential
for
the
park
to

in

sort

Plaza

parking

movies
being
screened,

because
of
covid
moved
the
Arts
moved

of

plays

was

of
family-friendly
play

was
sort

all

ages

the
park,
the
natural
beauty,
people
see
it

place
to
do
physical
activity,

wonderful
setting

myself

Community
science,
institute's,
new
executive
director,
our
founder

long
time,
executive,
director,
Steve,
pennograph,
recently
retired
and
I've,
been
with
CSI
since
February,
and
have
been
really
grateful
to
be
working
and
advocating
for
such
an
impactful
organization.

for
those
of
you
who
aren't
familiar
with
Community
Science
Institute
we're
a
501c3
not
for
profit,
with
a
mission
to
Monitor
and
protect
local
Water
Resources
in
collaboration
with
local
community
members
to
carry
out
our
mission.
We
operate
a
certified
water
quality
testing
lab.
So
we
do
that
all
in-house
the
data
that
we
produce
is
regulatory
quality,
so
it
can
be
used
to
make
policy
and
management
decisions
as
well
as
bring
in
funding
for
those
management
projects
to
better
democratize
science.

stream,
insects
and,
finally,
our
staff
are
just
wrapping
up
an
annual
water
theme
to
youth
education
series,
which
is
called
4-h2o,
because
it's
carried
out
in
collaboration
with
Tonkin
County
4-H,
and
this
program
is
funded
by
the
park.
Foundation,
specifically,
this
year's
4-h2o
series
was
called
the
Journey
of
water
and
it
included
events
such
as
a
trip
to
the
city
of
Ithaca
water
treatment
plant
in
the
Ithaca
area.
Wastewater
treatment
facility,
which
I
heard
was
a
really
big
hit
with
the
kids.

They
really
loved
that,
so
this
work
would
not
be
possible
without
support
from
local
governments.
Like
the
city
of
Ithaca
this
year,
we're
requesting
a
two
percent
increase
in
the
amount
we
requested
in
2022.
This
would
help
us
to
cover
the
increased
cost
of
lab
supplies,
which
has
gone
up
significantly,
particularly
for
the
harmful
algal
bloom
testing
that
we
do
and
also
we
have
hired
several
new
staff
members
this
year
to
help
manage
the
overload
work
that
we
have
in
our
laboratory
and
to
hire
professional
lab
staff
at
a
non-profit
with.

funding
request
on
August
10th,
so
mayor
Lewis's
office

actually

communicating

this
is
the
first
time
we've

real

to
meet

in
person

you
know
personally
attest
to

amazing
work

services
that
CSI
provides
to
the
community
both
in
the
Watershed
but
to

city?
Also
as
well
as
we
all
know,
we
do
have
our
own
water
treatment
plant.
We
provide
potable
water
to
our
community
and
and
the
type
of
monitoring
services
that
CSI
does
in
all
of
our
tributaries.

If
it
wasn't
Albany,
it
was
a
long
way
away
and
people
were
making
this
drive
every
day
trying
to
enable
communities,
for
example,
beaches
along
the
lake
if
they
could
open
it
up
for
a
new
swimming
when
they
wouldn't
know
that
until
the
samples
came
back
appropriately,
so
we'll
see
the
side
giving
that
step
to
upgrade
their
labs
to
be
certified
by
the
state.
It
was
a
huge
asset
to
our
community.

have
used
CSI
in
monitoring
contamination
in
our
own
streams
to
identify
possible
impacts
in
sixth
Mercury,
and
we
need
a
flood
control
Channel.
We
really
relied
on
the
services
of
csis.
So
thank

of
the
work
that
you

Your
tremendous
asset
to
organizations
and
tremendous
assets
to
our
community

about
to
see
that
the
city
and
the
county

more

more

the
municipalities
and
particularly
Watershed,

serving
in
the
role

the
acting
director
assistant
director
for
about
a
year
we're
currently
in
a
director
search.

We
recently
in
2022
brought
back
Sunday
hours
because
we
have
been
closed
during
covid
on
Sundays
and
we
have
asked
the
town
for
15
000,
as
well
as
few
for
15
000,
to
help
us
keep
open
Sundays.
So
Sundays
are
really
crucial
for
working
parents
and
families
as
well
as
teens
we're
seeing
more
and
more
teens
come
into
our
team
space.
It's
beautiful!
If
you
haven't
seen
it,
you
should
check
it
out.
There's
they
can
play
video
games.
There's
screens,
there's
booths.

There's
these
chairs
that
you
can
basically
twist
around
in
and
it's
it.
They
feel
like
you're,
gonna,
fall
back
all
the
way,
so
they're
a
little
scary,
but
I
have
tried
them.
We
see
a
lot
of
families,
though
we
see
a
lot
of
people
coming
in
to
finish
their
homework
or
students.
We
also
see
people
that
are
applying
for
jobs
and
a
big
part
of
our
mission,
since
the
pandemic
is
to
really
kind
of
work.

On
the
digital
divide,
we
have
purchased
Mobile
Hotspots
for
patrons
to
check
out
so
that
they
do
they
can't
access
internet
at
home.
They
can
access,
they
can
check
out
a
hot
spot
and
then
they're
able
to
access
it
at
home,
and
we
were
actually
increasing
that
the
number
of
hot
spots,
because
they
have
been
so
popular,
the
library's,
also
seeing
a
return
to
like
our
our
door
count
is
getting
back
to
pre-pandemic
levels
as
well
as
our
programming
numbers.

Our
circulation
is
looking
good,
we're
increasing
our
Outreach
efforts
by
partnering
with
local
organizations,
we're
constantly
thinking
what's
next
and
what
we
need
to
do.
We
definitely
had
to
reimagine
services,
so
we
now
offer
spiritual
programming
outside
programming
inside
programming
and
we
have
the
Makerspace
is
we
had
to
close
it
during
covid,
but
it's
coming
back
and
people
are
making
again
using
our
laser
cutter,
our
3D
printers,
and
they
do
some
really
cool
things
in
there.
We
also
have
a
digital
classroom.
That's
being
utilized
help.

Adults
I
actually
met
with
on
Ithaca
College
recently
to
talk
about
doing
some
nighttime
programming.
It
would
be
open
to
the
public.
So
that's
exciting,
hopefully
that'll
happen,
but
yeah
I
did
submit
an
information
sheet
with
my
request:
I'm
hoping
you
got
it.
If
not
I
can
resend
it.
I
could
also
share
it
on
the
screen.
So
I
can't
share
it
right
now,
but
I
can
talk
about

One
of
our
patrons
had
written
about
Sundays
and
they
said
we
would
love
Sundays
to
always
be
open
at
the
library.
This
would
be
great
for
working
parents,
especially
winter
Sundays,
would
be
great
when
being
outside
isn't
an
option.
So
we
really
find
the
increased
hours
on
Sundays
enable
more
families
to
join,
enjoy
the
library.
We
also
have
restarted
our
partnership
with
Southside
Community
community
center
and
are
offering
ballet
and
books.
In
the
past,
we've
done
musical
concerts,
Family
Programs
we're
hoping
to
get
that
going
again.

had
about
2833
community
members
that
visited
the
library
and
checked
out
3533
items
on
the
sun
on
Sundays
in
Spring
of
2022.
We
are
open
about
18
Sundays
a
year,
so
we
are
currently
open
right
now
on
Sundays
from
one
to
five
and
we're
right
across
the
street,
so
come
and
see
us.
But
I
really
wanted
to
thank
you
for
the
curbside
parking
spaces.
We
are
still
offering
curbside.

get

lot
of
compliments
because
people
with
small
children
that
just
want
to
pick
up
their
materials
or
people
with
mobility
issues
or
people
with
fearful
of
covid
or
maybe
immunocompromised
it's
a
way
for
them
to
still
access
their
mic.
Our
materials
we've
also
started
a
library
by
mail
program
this
year.
It
allows
people
that
are
homebound
to
access
More,
Than,
Just,
Books,
DVDs
audiobooks.

have
an
envelope
that
will
go
out
to
them
with
a
prepaid
return
envelope,
so
they
can
return,
return
their
materials
and
they
can
request
it
online
and
there's
no
restrictions
on
who
can
do
that.
Anyone
can
do
that.
Would
that

like

access
their
materials
and
maybe
don't
want
to
park.
That's
been
a
big
issue
parking,
but
you
know
with
curbside
and
library
of
a
mail
we've
been
able
to
really
increase
the
access
I
also
just
want

holders
about

City
residents,

have
we've
done

statistics

those
are

to

shopping
and
dining

dollars

programming

we

at-risk
youth

West
End
West
Hill,

thought
that
we
would
only
we
had
we
with
the
space
that

at
the
time.
We
thought
that
we
could
only
really
Max
maze
a
program
at
seven,
eight
youth,
but
you
know
we
ended
up,
you
know
being
Innovative
and
creative
and
clever,
and
you
know,
found
a
way
to
kind
of
serve.

30
youth,
and
so
you
know
it
wasn't
easy.
It
wasn't
pretty
a
lot
of
Transportation
issues
which
you
know
hopefully
were
able
to
address
with
this
nyserda
grant
that
we
hopefully
won,

yeah

guess

on
back.
Here
this
year,
to
you
know,
just
expand
on
that
project.
It
was
in
high
demand.

have

impact,
State
impact
report
from
the
families
who
actually
participated
and
and
and
really
has
some
quantitative
data,
quantitative
and
qualitative
data
on
the
impacts
of
our
program,
and
we
have.

a
lot

families

reached
out
after
hearing
the
impacts
that
we
had
on
the
families
who
participated.

We
have
you
know
we're
in
high
demand
of
families
who
are
looking
for
mentorship
for
for
free
for
youth,
we
partnered
with
cultivare,
and
we
were
able
to
actually
do
a
cohort
with
food
and
nutrition.
So
kids
worked
with
Patrick
Blackman,
who
was
one
of
the
few
certified
black
chefs
in
the
city,
and
that
was
just
wonderful.
Kids
were
inspired
and
yeah
we're
looking
to
continue
that
effort
this
year.

to
be
looking
to
you
know,
get
kids
into
some
self-defense
as
well
as
food
and
nutrition
stuff,
because
we
see
that
a
lot
of
our
kids
suffer
from
self-esteem
issues,
and
you
know
there's
a
lot
of
things
going
on
going
on
at
home,
and
so
we
want
to
make
sure
kids
are
getting
addressing
their
self-esteem
issues,
and
so
we
we
have
that
going
on
and
you
guys
will
get
a
full
a
more

report

these
things.

program
is
going

be
built
out

but
there'll

the
county

they're
expecting

we

taking
a
proactive
approach
to
things

Public,

mentorship,

keeping

communities
connected
and

supported
and
so
I
think
this
is
a
really
good
Endeavor
that
we
should
support
and,
as
I
mentioned
it's
it's
part
of
something
I
think
we
should
be
doing
going
forward
in
regards
to
a
bunch
of
different
institutions,
black
institutions
throughout
the
and
that's
why
I
think
we
support
those
as
a
colleagues,

the

construction

that

the
ground

together

always

always
together.

we're
all
in
this
together,
and
so
that's
my
thing

far

collaborating

you

non-profits,
you
know
cultivare,
you
know
Patrick
Blackman,
you
know
Wonderful
Jason
seidle,
you

who
else
it's
we're
gonna
be
looking
to
go
over
to

community

arts
building.

we're
developing
curriculums
from
the
ground
up
that
are
applicable
to
our
plight
within
our
communities,
and
the
state
and
federal
government
is
loving.

fact
that
we
are
in
transformative
projects
and
programs
that
are
not
just
something
that
you

duplicated.

very
heavily
involved
in

sustainability
as
well
so
futuristic
understanding
where
the
economy
is
going
and
where

industries
are
where
our
communities
need
to
be
involved
and
need
to
be
participating.

also
do

lot

research,

Thinking,
for
our
community
to
be
prepared
for
the
future,
so
we're
not
stagnant.

plight

the
programs

projects
that
we've
developed
have
actually
are
actually
going
to
serve
all
people?
So
they're
saying
you
know
a
rising
tie,
lifts
all
boats.
You
know
the
grants
that
we
that
we
are
potentially
going
to
be
able
to
secure
is
for
the
city
and
the
county
everyone's
going
to
benefit
off.
Of
that
you
know
it's
disadvantaged
Community,
yeah,
disadvantaged
Community
is
what
we're
what
we
serve.

we're

addressing
social
inequities
and
barriers
to
access
education,
equities
and
disadvantaged
communities.
So
we
focus
on
the
most
vulnerable
part
of
a
community
and
then
we
go
on
there
and
we
build
it
up

and
do
community
organizing
Community
strategizing,
and
then
we
mobilize
the
community
to
be
able
to
go
after
their
resources
and
we
bring
the
resources
back
to
the
communities
so
that
they
could
be
a
viable
