County
legislator

don't
have
much
to
report
right

three
things
one:
our
staff
is
busy
working
on
putting
their
budget
requests
together
over

summer

uncertainty
around
that
because
the
state
budget
was
late
and
it
turned
out
the
increased
State
mandates
were
a
little
better
than
expected,
but
it's
still
close
to
an
additional
four
million
dollars
that
we
have
to
spend
whether
cost
increases
are
going
up.

are,
this,
is
you
know,
very
loose,
subject
very
much
change
by
targeting
a
two
percent
tax
money
increase
for
really
something
a
little
below
and
a
little
above
in
different
ways,
making
some
effort.

Asylum
Seekers,

county.

misinformation

gone
out
that
the
county
declared
a
state
of
emergency

hope
it's
been
cleared

being
sent

city
working
group
and
from
our

BSS
and
from
the
Continuum
of
Care
about
the
home
together
conference
plan.

the
county
isn't
taking
concrete
action
around
homelessness
right
now,
but
we're
like
committing
to
it
being
a
topic
discussed
at
least
every
month
in
a
way
that
it
hadn't
always
been,
and.

many
many
City
residents.

understand

hearing
from
constituents.
It

real
concern.

everyone
I'm
Mike,
so
we're
on
the
superintendent
public
works.
Most
of
you
all
know
that,
but
for
the
benefits
audience
people
in
the
audience,
you
don't
know
that.
A
That's
who
I
am
so
kind
of
the
mayor
asked
me
to
give
some
updates
on
the
status
of
the
composed
FEMA
maps
and
our
litigation
measures.
Today
the
maps
are
going
to
become
regular
pretty
soon.
We
don't
know
exactly
when
I've
heard,
January
2024
for
June,
2024
and
I
think
at
the
open
house,
and
they
were
starting
to
tell
people
that
it
might
be
in
2025.,
but
nevertheless
they're
coming
and
they
will
have
an
impact
on
a
lot
of
property
owners
residents.

Will
now
be
required
to
purchase
flood
insurance,
which
is
a
lot
of
people?
So
many
of
you
have
heard
this
presentation
and
wonderful
one
another.
Over
the
last
few
months,
I
I've
been
talking
about
it
quite
a
bit
in
conjunction
with
FEMA
or
female
analysis
and
various
other
places.
So
I'll.

So
just
a
little
bit
of
background,
no
I
think
a
lot
of
this
started
back
in
May
2011,
when
the
Corps
of
Engineers
did
a
study
on
our
flood
control,
Channel
and
I.
Think
what
this
did
was
it
raised
awareness
of
the
need
for
dredging
of
that
channel
and
also
to
show
what
our
actual
100
year
flood
risk
is,
because
everything
I
think
that
we've
seen
up
to
them
was
the
1981
female
Maps
which
grossly
underestimated
what
the
actual
flood
risk
is
in
the
city
of
Ithaca.
A
So
the
the
study
that
the
Corps
of
Engineers
did
they
used
an
old
modeling
technique.
Newer
techniques
were
developed
shortly
after
this
setting
was
prepared
or
said
he
didn't
analyze.
Some
of
the
contributing
creeks
and
the
result
of
their
study
showed
that
we
needed
to
dredge
670
000
cubic
yards
from
the
blood
control
Channel,
and
that
would
solve
our
blood
risk
problem.
I
had
estimated
cost
for
doing
all
that
was
about
120
million
I
just.

Go
ahead
next
slide
so
about
this
around
2014,
an
eight
FEMA
announced
that
they
would
be
upgrading
maps
and
that's
about
when
I
started
here
and
I
felt
like
the
city
should
get
ahead
of
Pima
a
little
bit
first
I
I,
choked
on
it
over
120
million
dollars,
and
we
thought
that
we
should
really
analyze
it
and
see
what
we
could
do
to
mitigate
it
or
drop
that
number
down
a
little
bit
and
with
the
FEMA
Maps
coming
I
kind
of
wanted
to
give
a
little
bit
ahead
of
FEMA.
A
One
of
the
things
that
we
didn't
have
at
the
time
was
a
good,
accurate
model.
What
our
flood
risk
actually
was.
So
in
2015
we
started
a
local
flood
Hazard
analysis.
We
partnered
with
USGS
Cornell
Tompkins
County,
Planning,
Soil
and
Water
Conservation.
A
I
think
it
said
that
right,
and
so
we
got
quite
a
bit
of
input
and
we
actually
hired
the
new
SGS
to
do
a
study
using
the
latest
model
and
techniques.
Now
USGS
has
tons
of
data.
It
took
a
new
approach
to
the
study
which
we
all
agreed
is
the
right
approach
using
using
some
of
these
remodeling
techniques
that
were
developed
probably
around
well
shortly
after
the
after
the
art
record
that
they're
study
and
reportedly
did
ours,
but
we
use
these
new
modeling
techniques
and
they
prepared
a
report
in
2018.

So
in
shortly
after
the
USG
has
prepared
or
developed
these
models
for
us,
we
hired
Martin
and
Judas
to
start
looking
at
well.
What
can
we
do
about
this?
You
know
we
had
good
models.
We
understand
the
interaction
between
screenflow
and
flooding
in
the
city.
So
what
can
we
do
about
this?
A
So
Martin
Judas
hope
that
various
suggestions,
various
ideas
for
reducing
and
reducing
our
blood
risk
and
what
they
found
after
evaluating
a
number
of
different
ideas,
was
that,
ultimately,
it
just
came
down
to
increasing
Channel
capacity
and
that's
very
similar
to
dredging
dredging
increases
the
channel
capacity.
A
We
don't
have
a
lot
of
ability
to
dredge
some
of
the
Creeks
where
a
lot
of
the
flooding
is
actually
occurring,
and
so
one
of
the
other
main
techniques
for
dealing
with
this
is
to
look
at
either.
Raising
the
creek.
A
And
using
backbone
preventers
to
prevent
water
from
flowing
backwards
through
the
sewers
things
like
that,
we
also
asked
them
to
evaluate
the
dredging
project
at
the
dec
has
been
working
on
for
a
number
of
years
and
also
the
recommendations
of
the
Corps
of
Engineers
and
go
ahead
and
go
to
the
next
slide.

And
so
probably
a
lot
of
you
may
have
seen
this
comparison
already
and
I
think
it's.
It's
really
sort
of
the
main
talking
point
where
we're
at
right
now
so
on.
The
left
is
what
the
USGS
came
up
with
and
under
100
Year
kilometers.
All
those
areas
include
are
areas
that
will
be
flooded
during
the
100
years.

We
asked
them
to
look
at
the
if,
if
we
only
dredge
the
flood
control
Channel,
what
would
happen,
and
so
they
they
analyzed
it
two
different
ways:
one
they
removed
670
000
cubic
yards
like
being
Corps
of
Engineers
suggested,
and
then
we
did
a
much
smaller
amount
of
about
200
000
yards.
The
results
were
identical,
so
there's
not
necessarily
A
need
to
completely
dredge
the
channel.
A
We
can
dredge
it
a
certain
amount
and
still
get
the
same
amount
of
flood
control,
but
what
you
see
is
those
areas
in
red
are
areas
that
used
to
be
flooded.
That
would
no
longer
be
flattered,
so
the
effect
is,
is
it's
there?
It
reduces
flooding
mostly
along
the
channel
in
the
South
End
of
the
city,
it's
hard
to
see,
but
you
look
at
the
on
the
left,
the
the
furthest,
one
on
the
left.
The
colors
are
a
much
darker
blue
and
in
the
in
the
next
slide
over
they're
lightable.

So,
very
simply,
if
it
flooded
two
feet
before
it
might
still
flood,
but
it
might
only
flood
one
foot
and
it's
just
that.
It's
simple
explanation,
but
at
it,
so
it
actually
does
more
than
what
than
what
it
looks
like
there
on
the
map.

The
the
third
figure
is,
we
said
well
what,
if
the
DHC,
never
dredges
that
am
I,
what
can
we,
as
a
city,
do
what's
within
our
control
to
help
reduce
sound
risk?

And
so
we
we
model
using
raised
worms,
flood
walls,
backbone,
preventers
and
we'll
see
that
what
we
can
do
in
the
city
actually
covers
a
fairly
large
portion
of
the
city
and
after
a
lot
of
residential
homes
in
that
area
that
we
could
mitigate
just
on
our
own,
whether
the
club
control
channel
was
ever
drenched
or
not,
and
then
the
fourth
one
is
if
dredging
occurs
and
we
were
allowed
to
or
we're
able
to
do,
learn
flood
walls.

So
we
can
come
back
to
that,
but
let's
go
ahead
to
the
next
slide.
I
was
running
out
of
time
today,
so
I'll
just
speak
to
these
on.
The
left
is
what
the
USGS
came
up
with,
as
our
flood
risk
the
one
in
the
center
I
know
the
graphics
are
a
little
bit
harder
to
see.
But
if
you
look
at
the
blue
areas,
they're
very
similar
to
what
the
USGS
came
up
with
so
the
center
is
what
the
FEMA
came
up
with.

They
use
the
same
Advanced
modeling
techniques
and
a
lot
of
the
same
data
that
USG
and
USGS
used,
and
no
real
surprise
to
us
that
the
models
came
out
fairly.
Close
I
think
FEMA's
are
a
little
bit
more
conservative
and
what
what
the
USGS
used.
But
you
know
if
you
look
real
closely
you'll,
see
that
email
flood
extents,
maybe
a
single
block
or
two
blocks,
especially
in
the
in
the
flats
area,
but
they
did
use
the
same
techniques
and
and
part
of
the
reason
we
wanted
to
get
ahead
of.

The
two
major
agencies
that
deal
with
flooding
and
they've
over
came
up
with
very
similar
results,
but
the
Third,
the
third
one
over
there
is,
is
one
that
a
lot
of
you
have
seen
before
and
this
just
kind
of
shows
a
comparison
of
where
we
were
with
the
1981
PMS.

So
all
those
areas
in
pink
are
those
were
the
flood
risk
areas
shown
in
1981
Maps,
it's
a
little
bit
harder
to
see,
but
the
yellow
hatched
areas
or
what
the
FEMA,
what
the
new
FEMA
Maps
will
show
and
on
the
right,
the
tables
there
on
the
right
we
had
our
GIS
card,
take
a
look
at
it,
and
so
in
1981
there
were
I,
think
100
and
about
180
properties
affected
and
under
the
new
maps,
there's
over
1200
properties
affected.
So
it's
it's
over
a
thousand
new
properties.
So
this
is
significant.

we're
trying
to
do

maps
are
expected

houses
sitting
right
next
to
each

flood
zone,

model
house
and
everything

held
public
meetings
in
March
there
at
the
library,
and
they
also
had
some
open
houses
in
April
at
Ithaca,
High
School
and
up
at
the
Department
of
Health
facility
and
the
public
was
invited.
You
know,
homeowners
were
invited.
There
was
a
pretty
large
turnout
talking
to
the
Pima
and
trying
to
find
out
what
this
means
and
why
the
maps
changed,
and
we
were
there
too,
and
I
showed
my
four
panel
drawing
there.
That
shows
what
the
city
is
trying
to
do
to
in
order
to
mitigate
this.

So
the
city,
what
we've
been
doing,
we've
applied
for
three
different
FEMA
grants
to
fund
the
final
design
and
construction
plug
mitigation
measures,
we're
still
waiting
to
hear
about
those
grand
Awards.
We
started
we
put
in
two
hmgp
grants.
Last
May
still
haven't
heard.
We
should
have
heard
but
I
think
team
is
so
backlogged
with
grand
applications.
The
state
of
Minnesota
that
wanted
to
do.
We
also
applied
for
a
brick
Grant
in
December
and
still
haven't
heard
on
that
one
either.

We
think
the
design
and
permitting
work
will
be
about
18
months
to
get
the
conditional
letter
of
map,
revision
and
construction
work
about
18
months
to
get
a
letter
of
map
revision.
So
those
are
two
acronyms
that
are
very
important
to
the
city
and
to
what
we're
trying
to
do
here
and
the
City
website.
There's
on
the
front
page,
there's
a
link
called
FEMA
flood
risk
integration
and
if
you
click
on
that
link,
you'll
get
links
to
all
the
reports.

The
USGS
reports,
the
the
FEMA
panels,
so
you
don't
have
to
go
to
the
female
website
and
search-
and
you
know,
by
trial
and
error-
hopefully
pick
the
right
map,
so
we've
already
picked
those
Maps
and
there's
also
links
to
insurance
information.

The
dec
we're
coordinating,
we've
always
been
coordinating
with
the
deci
and
dredging
project,
and
they
also
have
funding
issues
in
order
to
finalize
their
directing
design
and
their
judging
Market.
We
have
both
the
DC
and
the
city.
We've
been
waiting
for
the
FEMA
to
release
their
flood
bottles.
We
just
got
those
last
week,
and
so
we
need
to
review
them
and
see
that
you
know
they're
similar
enough
to
what
we
studied
before
that
we
can
go
ahead
and
use
those
as
the
basis
of
the
diet.

think
that
we
usually
should
just
try
and
grow
more
that
we've
done
before,
but
the
dec
they're
in
the
same
boat.
They
want
to
make
sure
that
they
design
whatever
dredging
project
they
do
design
with
whatever
limited
funds
they
have.
They
want
to
make
sure
that
they're
using
the
FEMA
models
to
do
their
dredging,
because
it's
going
to
be
a
joined
City.

can
see
that
it's
trying
to
get
to
that
that
situation,
where
we
can
eliminate
flood
risk
so
going
back
to
those
two
acronyms
they're,
not
kind
of
awkward
to
say,
plumber
and
Lowman
the
clomer.
The
conditional
letter
of
map
revision
is
basically
once
we
once
we
finish
our
design
and
permitting
order.
What
we'll
have
is
we'll
have
a
package
that
we
can
send
for
FEMA
and
say
FEMA.

we
build
this,
the
way
that
we
say
that
we're
going
to
build
this,
would
you
give
us
a
letter
of
map
revision,
a
future,
and
you
know
so.
The
the
first
hurdle
that
we
have
to
do
is
get
FEMA
to
say.
Yes,
we
will
do
a
letter
of
map
revision.
If
you
build
this,
the
way
you
say
you're
going
to
build
it.
So
that's
a
conditional
letter
of
math
revision
before
we
spend
even
a
dime
on
construction
work,
we're
gonna.
We
want
to
get
that
diploma
in
place.

map
revision
is

our
ultimate
goal,
because
what
the
letter
of
map
revision
does
is

basically
changes
the
blood

collaborative

grants

pressure

results
from
the
grant
applications
and
our
community

not
alone

don't
get

dredge
the
longer
it
takes

want

paint
Cornell

critical

many
in

group

citizens
calling

fair
share

They've
been
spending

league
institutions
or
other
universities
with
large
tax
and
standard
Footprints,
what
those
municipalities
are
doing
to
try
to
Forge
a
more
Equitable
relationship
with
those
universities.

hearing

departments
are
underfunded,
yet
we
pay
very
high
taxes

think
you
know
it's
not
a
huge
leap
to
say
that
we're
constantly

this
struggle
because
of
the
large
tax
exempt
footprint

Cornell.
So
people
would
like
to
know
what
the
city's
goals
are
in
these
negotiations.

it's
important
again

communicate
with
that

citizens

not
communicate.

would

failure

our

of
meeting
behind
closed
doors.

tax
activity

currently
reflect

a
point:
eight
percent
increase
over

same
period
from
20.2.
Our
budget
for
sales
tax
is
17
million,
180
000.
We
were
doing
very
well
in
sales
tax
early
in
the
year.
In
the
last
couple
months,
we've
taken
a
hits
and
collections,
so
we
have
collected
5
million
four
hundred
and
five
thousand
dollars
to
things.

Luckily,
we
were
very
conservative
in
our
estimates
for
sales
tax
in
2023,
and
so
even
with
the
current
0.8
percent
above
2022,
we
are
still
within
budget
on
2023.
So
we'll
obviously
continue

monitor

collections

move

the
year,
but
they
certainly
can
change
quickly
and
and
experience
TPI
continue
to
monitor
the
CPI.
As
always,
April
CPI
was
4.9
percent.

CPI

the
year
now
is
5.6,
so
that
continues
to
be

slow
draft

high
point
of
9.1
and
in
June
of
2022,
so
continues
to
move
in

all
the
city
operations
continue

feel

impacts
of
the
higher
inflation
and
costs
across
the
board
are
much
higher
than
2023
than
they
have
been
the
last
couple
years
be
a
quick
update
on
room
tax
collection.

we
established
the
city
room
tax
to
help
one
with
City
costs
related
to
the
conference
center.

collected

2021

we
established

room
tax.

collected

thousand
dollars
in
2022,
we
collected

dollars
and
so
far
to
days
in
2023

we
had
collected
237
thousand

All

collections

exceeding
our
estimates
during
that
same
period.
So
the
trend
is
very
good
in
this
regard,
and
so
we're
happy
to
report
that
we've
expectations
to
date
and
any
extra
funds
going
to
reserve
to
help
fund
future
expenses
in
that
area.

be
going
out
to

market

our
bands
in
July.

bands
are
a
one-year
note.
We
did
not
need
any
new
authorization
from
Council
this
time

van
sale
in
July
will
feature
our
renewal

band

any
new
authorized
project

Council
has
already

funds

the

moved

this
community
and
I

friends

worked

community

it's

condition

Stack

redeveloped
landmarks

team

there

became

revitalized

for
the

but
they
honored
the
gears
and
brickwork
and

masonry
that
made
that
place

an
original
function
and
really
paid
homages
in
the
history
that
made
it
significant
and

inspiration

this

report

two
topics.
The
first
is
to
provide
a
brief
update
on
the
exterior
Property
Maintenance
ordinance
status.
In
particular.
The
city
has
just
recently
filed
our
brief
on
appeal,
which
is
a
very
comprehensive
set
of
arguments
at
the
Appellate
Division
third
Department,
arguing
for
the
resuscitation
of
our
epmo
and
forcefully
standing
up
for
the
prerogatives
of
both
the
common
Council
and
the
mayor
in
terms
of
the
creation
and
enforcement
of
our
ordinance.

The
city
cannot
enforce
fines
under
our
epmo
under
the
current
structure,
without
the
cooperation
of
City
Court,
without
prompting
by
any
Party
City
Court
decided
a
bit
over
a
year
ago
that
it
would
no
longer
process
epmo
tickets
in
the
manner
that
it
had
for
decades,
prior,
even
refusing
to
accept
payments
that
owners
profit
in
satisfaction
of
their
outstanding
tickets.

So
this
is
around
the
manner
in
which
foreclosures
are
processed
and
and
the
extent
to
which
they
can
constitute
a
taking
a
taking
under
the
takings
Clause
of
the
Constitution,
and
so
I
just
wanted
to
make
sure
that
council
is
aware
that
we
are
coordinating
around
the
instructions
from
that
decision
of
the
Supreme
Court
in
terms
of
ensuring
that
city
foreclosure
processes
will
not
Force
Property
Owners
to
pay
anything
more
than
they
actually
owe,
including,
of
course,
penalties
and
the
like
in
foreclosure
proceedings
with
the
city,
and
we
are
also
looking
forward
to
further
guidance
from
New
York
State
in
terms
of
how
state
law
will
be
realigned
with
the
recent
Supreme
Court
decision,
we're
also
coordinating
with
Tompkins
County.

the
meantime,
as
County
and
city
foreclosure
processes
often
operate
hand
in
hand
because
there
can
be
both
County
and
City
leads
involved
in
foreclosures
and
foreclosures.
