Have
we
received
anything
from
the
receipts?
Okay,
thanks
support
from
common
Council.

F
One
of
our
U.S
officers
is
now
in
field
training
because
16
week,
process
and
then
he'll
be
all
goes
well
and
feels
comfortable
at
that
point.
He'll
be
released
and
he
will
positively
impend
our
staffing.
We
also
have
another
applicant
that
we're
getting
ready
to
hire.
That
is
clear
to
all
the
background
and
so
we're
just
trying
to
work
out
a
swearing
date,
but
we'll
have
one
more
new
hire
very
similar.
If
we'll
have
to
go
to
an
academy,
it'll
likely
be
Syracuse.
F
Police
cabinet
starts
in
June
January
that
we're
still
working
through
a
list
of
policies
issuing
out
policies.
I
did
provide
a
copy
of
the
crossword.
F
Thank
you
officer.
Lopez
Nick,
Lopez
and
James
Davenport
were
honored
with
the
Frank
Hammer
officer
of
the
month
award
from
the
Kiwanis
Club.
That
was
for.
E
F
Saving
hack,
Holdings
I
shared
an
email
with
the
or
a
little
while
ago,
but
essentially
they
arrived
to
an
apartment.
With
an
unresponsive
Mountain
floor,
they
immediately
began
at
Narcan
and
CPR
and
they
worked
with
Ems
for
22
minutes,
switching
off
doing
CPR
and
treating
this
individual
there.
Who
then
became
responsive
and
did
regain
a
pulse
and
was
sent
to
the
hospital.
They
were
honored
on
this
past
Monday.
For
that.
F
F
E
F
So
we
internally
have
tried
to
make
some
adjustments
to
lighting
up
some
of
the
minor
gateboard
that
we
were
requiring
to
try
to
ease
the
I
guess
make
this
a
little
more
fluid
and
smooth
for
the
officers,
but
I
mean
there's
no
getting
around
right.
Now
we
have
six
officers
assigned
in
total
to
the
B-Line
ship,
which
is
our
Geisha,
the
73
7
A.M
to
3
P.M,
six
in
total.
So
it's
not
six
at
a
time.
That's
six
officers
that
we've
spread
out
across
the
seven
days.
F
You
know
to
cover
days
off
and
so
forth,
so
we're
also,
you
know,
mandating
officers
to
stay
and
come
in
early
to
try
to
help
build
some
of
the
patrol
beats,
but
it's
having
a
pretty
drastic
effect
on
morale.
F
At
this
point
we
have
eight
officers
assigned
to
both
the
Abney
ship
and
the
overnight
ship
that
disparity
six
and
they
just
recently
happened
because
we
just
re-structured
or
rescheduled
some
people
to
even
it
back
out
to
eights
across
and
we
need
more
injuries
so
that
we're
in
that's
me
to
people
on
the
I
guess
the
light
begins
on
the
positive
side.
We
have
interviewed
over
24
officers,
24
I'm,
sorry
24.
F
So
if
they'll
be
scheduled
for
Chief's
lover
interviews
here
between
now
and
the
end
of
December
and
now
Christmas-
and
you
know
the
goal-
is
that
we'll
have
all
the
all
that
done
and
start
on
a
background.
So
as
soon
as
the
Civil
Service
list
gets
certified
and
released
to
us,
we
will
be
ready
to
start
issuing
some
additional
job
offers.
That's
the.
C
C
G
The
city
who
what
was
the
final
decision
as
far
as
they
approved
eight
positions
initially
and
then
we
receive
and
there's
funding
in
December
for
the
remaining
seven
positions.
But
the
mayor
has
and
several
Hospital
made
clear
that
we
can
build
those
positions
early,
that
they
would
find
funding.
So
our
goal
is
to
find
people
as
soon.
F
As
possible
and
work
through
this
list,
I
think
once
we
had
this
initial
push
to
this
list,
you
know
likely
there'll
be
a
little
bit
of
a
lull
I
mean
there
may
not
be.
This
would
be
the
first
time
in
quite
a
while
that
we
will
have
a
one-year
list.
The
lists
are
good
for
two
years.
You
know
we
have.
You
know
a
test
every
other
year,
but
we're
going
to
have
another
test
in
September,
so
you
know
we're
right
now.
F
We've
got
I,
think
there's
six
or
eight
people
on
our
recruitment
committee
from
all
different.
You
know
signs
in
the
department
they've
all
gotten
together
and
you
know
they've
been
a
big
part
of
getting
eating
people
to
take
our
tests
because,
along
with
the
outside,
with
DH
doing
the
outside
advertisements
through
Facebook
and
other
online
media,
anyone
that's
interacted
has
provided
a
contact,
number
or
email.
We
then
had
our
officer
reach
out
to
them,
bring
them
in
and
try
to
give
them
to
ride.
Along
give
answer,
some
questions
try
to
really
make
a
connection.
F
If
we
can
and
I
think
that's
been
pretty
positive.
So
a
lot
of
effort
on
the
on
the
PD
side
to
try
to
get
this
list
is
supposed
to
be
it's
high
number,
as
we
can
and
really
to
some
successful
hires
out
of
it.
So
that's
that's
the
best
we
do
right
now
we
haven't
had
any
lateral
transfer
applicants,
so
you
know,
hopefully
we
can
throw
up
some
laterals
here
with
some
some
new
wouldn't
be
doing
interviews
with
the
mayor
and
putting
out
something
that
George
is
going
to
do.
F
One
just
to
try
to
you
know,
get
the
message
out
that
ipd
isn't
going
anywhere
and
that
it's
you
know
stable
place
to
work,
and
you
know
we're
looking
to
build
these
positions.
Foreign.
G
D
F
C
F
Year
for
investigators,
there's
a
fifth
person,
that's
assigned
nurse
investigator,
but
their
primary
role
is
evidence
to
sodium,
which
is
relatively
a
full-time
job,
but
that
that
investigator
does
assist
with
the
vacation
as
well.
But
it's
it's
on
a
much
more
limited
basis
because
he's
responsible
for
every
complaint.
The
officers
wanted
to
collect
any
evidence
at
all.
He
manages
that
brings
it
in
logs.
It
stores
it
updates.
The
computer
sends
out
any
DNA
or
any
shell
casing
or
anything
about
the
lab
manages.
All
of
that.
It
also
manages
working
the
da.
F
So
when
a
case
is
closed
and
you
can,
you
know,
improve
the
evidence,
kind
of
storing
it
that
we
do
that
or
that
we
maintain
term
evidence,
you
know
as
required.
So
it's
it's
just
a
one-person
travel
department.
So
it's
a
it's
a
pretty
big
lift.
So
realistically,
there's
there's
five
in
total
of
four
really
dedicated
investigators
right
now
and
the
one
that
helps
out.
E
Do
they
have
Specialties
or
are
they
know
we
got
away
from
that
a
couple
years
ago,
just
because
there's
a
lot
of
information
out
there
and
and
I
a
lot
of
these
different
studies
and
reports
where,
when
we
have
an
investor
that
all
they
do
is
crimes
against
children
for
an
extended
period
of
time
where
all
they
do
is
sex
offenses.
When
they've.
F
Had
a
great
time
and
it
kind
of
negative
impact
on
an
officer,
so
we
we
stopped,
we
no
longer
do
the
special
piece.
It's
it's
actually
all
hands
on
deck.
At
this
point
you
have
a
couple
of
when
the
units
full-
which
it's
not
right
now
we're
short
there
like
nowhere
else,
but
we
would
have
a
couple
of
people
in
there
that
are
about
years.
F
But
we
are,
you
know,
Skeleton
Crew,
at
this
point.
C
D
C
D
So
I
actually
recommended
that
we
dropped
that
position,
but
I
think
I
was
the
only
one
who
wanted
to
do
that.
D
I
see
homelessness
is
a
huge
problem
on,
but
I
don't
know
whether
this
person
will
do
other
than
probably
work
with
Advocates
who
go
to
the
jungle
and
possibility
which
Mr
Brown
mentioned.
It's
that
very
few
black
people
in
the
jungle.
If
any,
but
people
were.
D
E
A
C
Make
a
suggestion
that
we
have
witnessed,
or
through
our
work
group
in
West
Indies
institutions
of
compliance,
there's
a
lack
of
coordination
and
services
to
our
event
of
population.
C
E
C
D
Target
for
that
one
just
learned
today
that
a
proposal-
you
all
know
Karma
Guinea
and
that's
it's
second
line.
Cottages
Common's,
been
active
in
jumbled
through
forever.
D
He's
a
private
citizen
and
he
right
so
he
gets
frustrated
with
how
small
government
works
and
how
many
you
have
to
jump
through
to
get
government
money
and
and
so
they've
applied.
It's
on
the
group
I
not
sure
what
historics
is
but
they've
intentibly
approved
to
they've
got
good
feedback.
D
Oh
saving
money,
to
build
a
Tides
China
sanction
encampment
out
behind
second
wind
on
we're
still
going
up
to
Newfield,
so
it
may
see
if
that
will
happen
and
how
many
people
it
will
serve.
And
how
will
those
people
get
served?
C
F
E
C
The
DSs
commissioner
regarding
the
homeless,
encampment
and
the
homeless
population,
and
she
said
the
thing
that
that
we
needed
is
SRO
I,
think
about
occupancy.
Basically,
the
things
that
we
used
to
have
we
had
to
go
over
the
old
hotels.
You
know
they
had
rooms
upstairs
and
that's
what
they
need.
That's
the
population.
That
really
is
is
that's.
C
What's
really
new,
the
other
thing
that
was
fascinating
for
my
giving
that
last
evening,
when
I
said
she
said
that
only
like
20
or
30
percent
of
the
folks
that
are
down
in
the
enchantment
have
a
mental
health
or
substance
abuse
issue
and
I
thought
that
that
was
very
love
but
I'm
not
down
there.
F
C
D
Yeah
I
I
can't
say
differently,
yeah
I
know,
crime
is
a
huge
problem
and
huge
problem
from
people
who
live
in
mates
and
right,
businesses
on
Cherry,
Street
and
big
boxes,
and
then
just
so
everybody
down
living
in
the
jungle
is
committed
crimes,
but.
G
E
D
D
I
understand
they
see
it
as
a
joint
problem
that
they
wanted
the
city
that
has
been
equal
or
not
all
right,
the
city
that
might
be
an
over
statement,
but
yeah
they
put
up
a
hundred
thousand
dollars,
General
pointed
towards
homelessness,
and
they
really
wanted
us
also
put
up
a
hundred
thousand
steady
as
taking
the
approach.
Well,
we'll
provide
land
for
a
homeless.
Encampment
of
sanctions
in
the
cabinet,
for
example,
share
that
site
physically
and
provide
electricity,
water.
D
D
Which
would
be
a
very
low
barrier
would
by
sanitary,
toilets
or.
D
D
D
B
G
Are
they
going
to
be
able
to
afford
to
live
in
Ithaca?
This
kind
of
a
sarcastic
question,
but
I'm
kind
of
curious
in
terms
of
they
might
be
homeless
themselves?
Why.
B
G
I
do
have
a
question
for
you,
I
guess.
I'm
stopping
standpoint
has
the
City
attorney
or
the
mayor
offered
some
sort
of
an
apology
in
terms
of
say,
staff
yeah
themselves.
G
It
made
me
concerned
about
how
the
Staffing
standpoint,
where
their
minds
as
far
as
leadership
is
concerned.
What
are
the
concerns
from
staff
member
standpoint?
How
do
they
feel
about
leadership?
I.
B
Don't
have
a
very
good
holistic
measuring
stick
as
you
likely
noticed,
a
lot
of
the
city
operates
kind
of
in
silos,
so
I'm
here
in
City
Hall,
you
know,
there's
folks
working
hard
at
DPW
I,
don't
get
a
chance
to
speak
with,
and
that
would
be
where
I
was
concerned
or
what
Police
Department
required.
A
B
Kind
of
what
we're
we're
just
in
you
know
morning
of
the
loss
of
the
gatekeeper
of
the
city
Julie,
so
just
trying
to
keep
up
every
day
yeah.
But
it's
it's
sorry.
B
E
D
D
A
It
was
like
so
yeah
I
think
the
city
should
somehow
I
I
I
they
shouldn't,
they
need
the
money
in
the
budget.
Somehow
we,
these
are
the
are
people
that
were
there
for
me
and
it's
like
when
the
snow
comes
or
when
it.
E
E
C
C
C
D
I,
it's
just
me
I
understand
why
he
would
have
said
he
got.
He
got.
You
need
a
by
40
people
and
and
council.
E
E
D
A
D
D
G
Yeah,
so
that's
just
heavy
is
the
head
that
where's
the
crime,
obviously
where's
the
crime
and
to
me
when
we're
not
those
kind
of
positions,
I
understand.
Yes,
you
know,
mayor
folks
are,
should
have
done
certain
things,
but
a
certain
level
of
Grace.
You
have
to
hold
when
you're
in
those
kind
of
positions
and
it's
up
to
him
to
hold
those
things.
You
know
I,
particularly
to
the
point
of
moving
on.
G
G
G
And
that's:
okay:
I'm
not
saying
it's
not
bad
too
I'm,
not
saying
it's
okay
to
hurt
somebody's
feelings.
What
I'm
saying
is
this
was
a
matter
of
feelings
and
senseless
and
people
are
Justified
to
express
themselves
in
an
open
arena
where
they
can
express
themselves
you,
you
can't
hold
a
public
meeting
and
then
get
upset
when
people
Express
themselves
publicly,
particularly
the
public.
Well,
you
can
actually
actually
part
of
the
rules
of
the
meeting
is
that
you
cannot
attack
people
individually
and
I.
G
D
A
D
D
F
Don't
feel
safe,
they
want
more
police
presence
and
everybody
who
is
the
victim
of
any
of
these
recent
rash
and
burglaries
wants
police
to
come,
and
you
know,
there's
no
slowdown
of
demand,
but
we
can't
we
can't
manage.
You
know:
deter
crime,
investigate
crime,
to
provide
Public,
Safety
and
increase
our
community
outreach
when
we
are
continuing
losing
resources.
G
To
our
own
personal
board,
right
now,
the
energy
to
me
is
that
between
the
when
you
look
at
outside
of
the
extreme
folks
that
that
are
more
literal
when
it
comes
to
the
people
in
the
police,
when
we
talk
to
people
at
least
some
reimagining
or
just
officers,
they
all
kind
of,
and
what
you're
talking
about
whether
internally
just
respect
but
also
the
idea
of
increasing
the
value
of
Community
Resources,
but
also
increasing,
not
just
getting
more
officers,
is
not
going
to
suffice
it.
G
You
know,
you
know,
equip
them
with
other
administrative
Services
needs
things
of
that
nature.
And,
ironically,
when
you
talk
to
the
core
of
these
particular
reasonings,
defunding
police,
probably
in
bad
Market,
not
I'm,
not
their
marketer
I'm,
not
trading.
Anything
from
that.
My
thing
is
that
when
you
talk
to
the
actual
philosophy,
the
main
the
concept
of
it,
both
of
them
actually
both
communities
or
both
spaces
or
both
whatever
share
the
same
ideal
or
same
goal
of
just
the
idea
of
needing
more
Community,
Resources
and
I,
was
going
to
be
able
to
feel
safer.
G
And
so
to
me,
you
know,
and
just
some
things
that
I
noticed
and
get
lost
in
these
things,
because
you
know
defunding
the
police
to
these
some
some
folks
that
are
on
the
extreme
end
of
it.
They
might
be
more
literal
about
that.
But
when
you
actually
talk
to
the
folks
saying
where
that
philosophy
actually
started
from
where
the
core
of
it
came
from
the
whole
idea
was
the
idea
was,
you
cannot
rely
on
Elites
to
provide
all
the
community
needs
the
community.
G
You
know
Human
Services,
you
know
that
that
are
available
need
to
be
boosted
as
well.
So
in
the
same
thing
that
officers
need
to
be
boosted,
so
does
the
Community
Resources,
you
know
Human
Services,
that
needs
to
be
boosted
and
those
conversations
aren't
happening
simultaneously.
You're
still
going
to
have
this,
you
know
if
that's
the
balance
and
I
feel
like
that
point,
doesn't
actually
only
get
a
problem
and,
as
now
we're
kind
of
operating
in
an
emergency,
and
so
we
can.
G
C
C
Well,
you
know,
the
other
thing
too
is
become
a
real,
clear
Community.
It's
a
personal
responsibility.
You
have
to
come
into
play
here.
You
know
we
have
a
craziness
going
on
with
the
needle
exchange
or
you
know,
situated
with
the
non-stick
State
Street
they
put
up
with
fence.
There's
nobody
hanging
out
there
anymore.
The
problem
is
dissipated,
so
they're,
you
know
the
city
has
to
accept
responsibility
for
what's
going
on,
I
think
it's
posted.
They
have
to
have
personal
responsibility
for
what's
happening
there.

C
A
D
D
Targeted
enforcement,
so
if
there's
an
encampment,
that's
not
really
near
a
residential
area
or
not
really,
for
example,
Brinley
Street
and
here
at
3,
Brendan
Street
and
seems
to
be
a
long
drive
that
that'll
probably
be
weird.
D
But
it's
there's
a
way
out
behind
those
that
won't
be
enforced
is
is
severely
so
it's
it's
going
to
be
like
a.
D
D
D
Carmen
and
child
Obama
John's
both
deal
with
homeless
people
a
lot
and
they
say
it'll
be
different
for
different
people.
Some
people
are
going
to
take
longer
than
others
to.
A
C
D
C
D
Yes,
as
Tides
moves
along
I
hope
they
take
into
account
the
cities
contribution
of
police
services.
That
is
a
big
contribution
that
the
city's
making,
because
there
is
illegal
activity
going
on
that
falls
on
our
Police
Department,
primarily
not
the
Sheriff's
Department.
