If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Okay,
thank
you
so
there's
no
actually
taking
an
executive
session
executive
session.
A
Nell
pointed
out
that
I
had
skipped
over
the
review
of
the
new
myths
from
April
27th.
So
if
they're
looking
to
pick
us
up
those
bands,
thank
you
Donna
Joseph,
any
discussion
or
amendments
Jesus.
A
The
first
item
is
set
with
our
Corporation
in
Ithaca
request
for
assistance
and
support,
Cinema
sustainability
plan-
and
we
have
a
resolution-
is
also
here.
If
you
have
questions
so
this
was
reviewed
by
the
economic
development
Community
earlier
this
month
and
you
have
a
resolution.
Let
me
just
kind
of
recap:
the
mission
here
so
Ira
does
not
have
a
direct
lease
with
Santa
Monica,
so
we
lease
that
ground
floor
space
underneath
the
garage
to.
B
A
Green
LLC,
if
you
do
the
green
LLC
event
in
turn
on
some
pieces,
that
property
to
cinemapolis,
so
we've
all
known,
there's
been
challenges
for
the
cinema,
not
the
least
of
which
was
the
pandemic,
and
then,
of
course,
there's
a
significant
construction
project
going
on
in
the
vicinity
as
well.
A
They've
also
had
some
staff
and
changes
so
you'll
see
in
your
packet
thing
comes
in
there,
yeah,
the
summary
of
kind
of
the
financials
and
and
the
challenges
that
cinemapolis
has
had
kind
of
resuming
the
historic
levels
of
Revenue
and
their
ability
to
meet
all
of
their
financial
commitments.
So
there's
been
a
kind
of
collaboration
between
cinemapolis
Alliance
and
as
a
way
of
trying
to
come
up
with
a
plan
to
boost
the
cinema.
A
There's
been
some
discussions
with
Casino,
which
is
the
construction
company
on
site
to
make
some
surrounding
improvements
to
that
environment.
So
what
they're
seeking
from
us
is
is
some
least
benefits
so
again,
because
we
don't
have
the
direct
relationship
with
cinemapolis
but
being
proposed
here
in
this
resolution
is
that
we
have
paid
rent
for
2023
amount
of
43
887.80
and
that
abatement
would
go
into
the
green
LLC.
However,
that
abatement
is
then
contingent
on
green
signing
resident
and
we'd
send
them
office
so
that
they
are
the
whole
recipient
and
beneficiary
of
that
abatement.
A
Right.
So
without
that
documentation
from
Hugh
agreement,
we
would
not
actually
make
that
abatement.
A
It's
a
little
complicated
the
formula
because
there's
been
rent,
that's
been
paid
that
we
have
to
sort
of
you
know
kind
of
re-compensate
for
another
future
going
red.
So
there's
a
number
of
Clauses
in
here
that
sort
of
spell
out
that
sort
of
breakdown
in
terms
of
whatever
what
is
getting
and
at
the
moment
this
is
through
December
2023
and
the
lease
continues
into
2024,
but
I
think
the
idea
was
to
get
us
through
2023
and
then
Cinema
assess
where
they
are
with
their
financials
and
so
on.
A
So
for
the
purposes
of
the
discussion.
As
the
chair
of
the
Ed
committee
I'll
move
this
resolution,
if
you
have
it
in
a
packet,
in
the
first
seconds,
Laura
great,
on
birth,
I'll
check
with
Nells
to
see,
if
you
want
to
add
any
more
details
to
the
complex
details.
We
have
thank
you
summarize
it
very
well,
okay
and
then
just
maybe
before
we
take
any
questions
from
the
community
of
them
to
see.
If
you
want
to
add
anything.
C
I
just
want
to
offer
my
thanks
to
everyone
involved
and
that's
that's
all
I.
A
B
D
So
the
rent
that
Huger
green,
collects
from
cinemapolis
is
the
support.
D
His
aunt
is
annual
yeah,
14
704.21
cents
a
month
correct
so
annually.
You
green
is
collecting
176
450
from
cinemapolis
foreign.
D
C
They
have
agreed
verbally
and
as
Chris
is
explaining
any
funding.
The
actual
transfer
of
funds
would
be
contingent
on
them.
Agreeing
and
ready.
B
A
D
We
all
all
rent
payments
received
at
the
end
of
the
year
are
transferred
to
the
Civic,
so
it's
really
the
city
who's,
deferring
some
Revenue
at
the
end
of
the
day.
Okay,.
A
Right
so
at
what
point
does
the
city
need
to
break
through
the.
D
Way,
we've
looked
at
this
in
the
past
and
the
way
that
the
contracts
are
structured.
It's
been
reviewed
by
our
legal
council
that,
if
the
mayor
is
supportive,
it
doesn't
require
formal
council
action
because
the
lease
agreement
says
any
funds
collected
get
passed
forward.
We
don't
collect
them.
You
know
I'm
passing
forward,
and
we
did
this
also
during
the
pandemic,
of
course,
from
the
pearls
at
that
time.
For
our
number,
at
least
in
the
superior
area
called
very
similar
expansion.
A
A
Okay,
all
those
in
favor.
That's
you
know,
s40.
A
Okay,
next
up
is
a
resolution
to
the
same
designation
of
urban
core
LLC
as
sponsor
for
the
Cherry
Street.
So
this
one
also
has
a
pandemic
thread
to
it.
So,
just
literally,
though
pretty
much
the
last
meeting
will
be
closed
down
for
the
pandemic.
E
A
To
do
a
project
to
acquires
executive
land
in
the
southern
weekend
and
Cherry
Street
got
to
take
in
our
very
normal
project,
and
this
is
going
to
be
a
mixed
kind
of
the
next
use
Hospitality
projects
and
undertaken
by
which
they
obviously
put
on
a
pause
in
the
pandemic,
and
the
pandemic
was
easing.
They
came
back
to
us
and
about
a
year
ago,
when
we
agreed
to
essentially
continue
to
kind
of
extend
their
rights
as
a
as
a
designated
sponsor
or
sorry
qualified,
intelligible
sponsor.
A
While
the
ownership
group
kind
of
we
looked
at
potential
uses
and
other
kind
of
project
collaborators
and
partnering,
they
since
come
back
and
said:
okay
they're,
not
in
a
position
to
move
to
the
project
forward.
Right
now,
for
a
number
of
reasons
on
the
same
cost
for
construction
have
gone
up,
financing
costs
have
gone
up,
I
think
the
there's
those
there's
a
little
uncertainty
on
the
behalf
of
that
one.
Before
also
about
the
surrounding
land
uses
and
what
the
future
of
understanding,
then
you
would
be
there.
A
So
it
seems
to
make
sense
from
our
perspective
to
rescind
them.
We
send
the
designation
as
a
qualified
eligible
sponsor.
They
could
always
come
back
at
another
point,
but
this
opens
this
up
either
or
other
potential
developers
come
forward
and
request
that
or
for
us
to
do
an
RFI
RFP
process
that
we've
done
with
Main,
Street
and
and
Inlet
Island
that
we
so
choose.
So
that's
what
is
quite
straightforward
resolution
does
so
I
will
move
it
for
a
second.
D
So,
as
a
now,
we
don't
have
a
plan
to
to
Market.
How
would
that
that
procedure
move
forward
in
terms.
A
Of
yeah,
we
can
talk
about
this
at
the
community
and
I
think
indicated
that
we
probably
would
have
a
discussion.
You
know
at
the
committee
to
see
what
you
know.
Interest
could
be
with
staff,
and
maybe
some
staff
support
from
the
planning
departments
and
so
just
understand
other
factors
that
are
in
play
at
the
southern
end
of
Cherry
Street.
You
know
the
completion
of
the
Black
Diamond
Trail
bridge
the
city's
plan
for
dealing
with
some
of
the
homeless
in
the
area.
There's
a
number
of
competing.
A
It
seems
like
ideas
that
the
city
and
accounting
have
so
I
think
we
felt
that
when
some
of
those
things
have
settled
out
a
little
bit
and
you
could
then
potentially
Market
yeah
either
publicly
is
just
like.
Can
we
come
forward
and
we're
doing
our
reply
process,
but
we
see
that
as
an
easily.
D
A
few
months
away
the
concerns
expressed
by
Urban
core
about
some
of
the
uses
of
the
surrounding
property
or
areas.
Do
we
know
what
those
were
moved
and
speculated
may
have
something
to
do
with
the
solutions
to
homelessness
or
are
there
other
issues
with.
A
Yeah
I
mean
I,
think
again,
I
mean
I,
think
there's
a
multitude
of
concerns
and
new
financing
and
so
on.
But
from
my
understanding,
because
Nelson
talk
to
him
is
that
yeah
until
there's
clarity
as
to
what
the
city's
solution
is
the
hospitality
use.
You
know,
because
it's
so
dependent
I,
say,
for
example,
reviews
on
social
media
that
any
detrimental
situation.
A
A
Okay
in
the
evolution,
so
all
of
them
as
all
CNN,
has
four
to
zero.
The
next
thing
from
the
committee
is
women
of
Economic
Development,
Community,
chair
and
chair.
So
our
last
meeting,
the
community
nominated
and
elected
as
the
academic
Vice
chair
staff
of
the
community's
role,
but
to
me
then
nominates
the
chair,
and
they
nominated
me
as
chair.
A
So
that's
the
resolution.
I
don't
think
I
should
resolve
my
own
results.
A
A
A
Ithaca
college
professor
lives
on
South
Hill
with
a
young
family
and
would
be
to
get
more
involved
in
the
city
and
our
work
and
showed
an
interest
for
economic
development
and
how
to
look
at
diversifying
icon
City.
So
he
will
be
oriented
next
week
or
the
week
after
I
forget
your
first
week
of
June
with
Nelson
and
I,
and
should
be
at
our
new
meeting.
A
So
I'm
looking
forward
to
welcoming
him,
and
that
leaves
us
with
an
opening
on
the
ni
committee
and
an
opening
line
of
this
board,
which
we're
still
working
out
a
couple
of
things
built
through
the
last
month
or
so
so.
With
that.
D
So
we
have
two
resolutions
regarding
designations
of
community
organizations
for
community-based
development
organizations.
For
that
designation.
The
first
one
is
historic:
Ithaca
they're,
a
long
time
older
of
this
designation.
So
this
is
the
the
annual
renewal.
D
So
they
have
met
all
the
qualifications.
Staff
has
verified
that
the
board
member
test
has
been
met
and
that's
typically
one
who
actually
typically
be
criteria
that
boards
have
trouble
with
I
would
say
it's
complicated,
but
but
board
members
change
often,
and
so
they
have
to
to
ensure
the
staff
has
to
ensure
that
the
board
members
need
the
qualifications.
D
Historic
I
think
it
is
eligible
for
their
job
training
and
but
primarily
the
job
placement
component
of
their
their
training
program.
As
I
said,
this
is
one
a
designation
of
big
help
for
a
number
of
years.
The
committee
who's
very
comfortable
with
this
so
I'd
like
to
move
this
resolution,
that
is,
certificate,
be
redesignated
as
community-based
developing
organization.
D
Thing
relates
for
use,
that's
on
page
36,
if
you're
looking
at
the
electronic
copy
again,
this
is
a
redesignation.
Reuse
has
been
a
selfless
designation
for
a
number
of
years
and
again
they
have
a
job
training
program.
But
the
critical
part
of
that
and
what
qualifies
for
this
destination
is
there's
a
job
placement
and
so
the
board
members
meet
the
test.
They
meet
all
the
other
tests
again
as
a
redesignation.
We're
very
comfortable
in
the
committee
was
very
comfortable
reauthorizing
this
and
so
I'd
like
to
move
this
resolution.
A
D
The
committee
has
appointed
our
newest
member
Cheyenne
holster
right
as
Vice
chairperson,
so
we're
really
happy.
We've
been
really
happy
with
her
commitment
to
to
the
work
and
she
stepped
up
and
volunteered
replacing
Fernando
de
Aragon,
and
the
committee
has
nominated
myself
to
be
a
chairperson
on
a
continuous
chairperson.
They
gave
her
an
investment
committee,
so
I
would
like
to
all
right.
That's
right.
Someone
else.
D
B
A
Right
all
those
in
favor,
that's
unanimous,
jeremia,
Point,
girls,
chair
and
thank
you
yes
very
much.
The
original
to
have
in
terms
of
chairs.
D
Well,
Chris
already
mentioned
that
we
are
about
a
person
we
specifically
spoke
at
our
meeting
earlier
this
month.
Asking
I
asked
everyone
to
bring
names
to
our
June
meeting
potential
members,
so
we
did
then
have
the
ability,
applications
and
so
that
can
be
ordered
to
the
mayor
into
the
chairperson
in
the
committee.
So
we
really
want
to
make
a
push
because
it's
been
well
since
the
start
of
the
year
when
Trixie
Barrel
design
so
we're,
hopefully
we'll
get
some
good
names
and
and
buy
some
folks
who
are
interested
all.
A
Right
thanks,
Carl,
okay,
we're
listening
to
this
agenda,
which
is
great.
Okay,
stop
okay
committee
staff:
you
want
to
introduce
the
new
line,
which
is
the
contract
modification
yeah.
D
This
is
involving
the
security
deposit
program,
the
municipal
framework
for
that
program
that
has
been
when
we
sign
a
funding
agreement.
We
reference
the
guidelines
that
were
submitted
in
the
funding
application
to
the
Catholic
Charities
and
that
program
limits
participation
in
the
security
deposit
assistance
program
to
a
one-time
benefit
unless
they're
enrolled
in
the
school
for
Success
program
or
they're
receiving
a
rapid
rehousing
voucher,
and
those
were
modifications
that
were
added
somewhere
from
the
beginning
of
the
program
until
now
and
have
been
built
into
those
guidelines.
D
Kathy
cherries
is
now
requesting
that
there
be
an
additional
exception
to
that
one
time:
lifetime
use
of
secure
deposits
assistance
and
that
before
somebody
was
actually
in
homelessness,
and
they
have
an
instance
that
has
come
up
just
recently
in
every
Garden.
They
look
at
their
policy
and
I
think
they
thought
that
that's
a
very.
D
They
would
like
to
provide
assistance
in
those
cases
where
somebody's
actually
homelessness
with
security,
private
assistance.
So
the
resolution
would
modify
the
contract
they're
working
on
right
now
to
make
that
exception
and
an
additional
exception
to
the
one
lifetime
use
of
this
creative
positive
assistance
grant
to
include
persons
who
are
exiting
homelessness
and
looking
at
this
resolution,
if
you
support
this,
we
should
probably
think
about.
D
We
have
a
2022
year
contract
as
well
to
think
about
who
didn't
included
here,
because
this
is
the
particular
instruments
that
came
up,
but
that
contract
has
not
been
executed
yet.
So
we
should
think
whether
that
should
be
also
factored
in
or
or
you
think
of
this
as
a
one-time
special
exception.
So
that's
that's
framework.
Anisa
has
been
working
with
Catholic
Charities.
She
may
have
probably
answer
any
questions
better
than
I
could
or
provide.
B
D
A
A
I've
also
had
a
little
interaction
on
this,
and
my
preference
in
terms
of
amending
this
is
that
I
would
have
gone
into
the
Community
First
for
a
further.
You
know
elaboration
And,
discussing
I
think
that
would
be
an
appropriate
approach.
It
sounds
like
there's
a
urgent
need,
a
bigger
situation
here,
so
that
would
have
added
you
know
towards
of
weeks.
So
that's
why
we're
not
doing
that.
We
want
a
possibility.
Is
that
we
deal
with
the
one-time
exceptions
of
2021.
A
B
E
D
As
a
household
you're
allowed
one
security
deposit
assistance
through
the
program
and
cafeteria's
tracks
it
to
see
who's
received
security
advisor
assistance
in
previous
years,
okay-
and
in
this
case
they
have
somebody
who
is
actually
homelessness,
who
did
receive
security
deposit
assistance
several
years
ago,
so
they
are
not
eligible
under
the
framework.
Currently,
because
they've
already
received
a
security
advisory
system
several
years
ago.
D
It's
a
one-time
benefit,
as
developed
by
their
guidelines
in
consultation
with
the
IRA
I,
think
that
the
program
is
originally
devised
10
years
ago
and
I
would
add
and
I
think
I'm
correct
on
this.
The
deposit
remains
with
the
household,
that's
correct.
So
when
the
person
moves
to
a
different
department,
say
after
the
lease
is
over
the
security
deposit,
can
you
know
if
it's
returned
and
goes
with
the
household?
So
they
should
still
have
the
use
of
that
deposit.
A
D
Real
pragmatic
issue
with
security,
deposit
assistance,
which
are
relatively
a
thousand
dollars
so
like
at
least
and
is
if
it
comes
back
and
flows
back
to
Catholic,
Charities
or
the
IRAs
program
income.
It
has
to
be
tracked
and
we
structure
it
as
a
returnable
funding.
We
have
to
track
that
money
forever.
D
Now
so,
if
it
does
come
back
this
year,
yeah
we
can
track
it.
What
if
it's
three
years
from
now
when
it
comes
back
it,
it
becomes
one
of
those
trade-offs
between
the
work
to
traffic
versus
the
benefit
and
I
think
the
view
was
a
low-income
household
could
benefit
from
receiving
that
one,
but
they
see
your
point.
The
second
time
around
you
know
they've
already
received
it
once
it
would.
D
We
would
open
up
a
risk
profile
for
finance
if
you
didn't
track
every
dollar
and
account
for
it.
That
way,.
B
D
E
D
A
couple
of
questions,
one
sort
of
wording
of
the
modification
will
say:
households
experiencing
homelessness
right,
so
I'm
wondering
if
it
was
changed
through
households
in
in
danger
of
homelessness.
So,
for
example,
someone
could
be
in
an
apartment,
the
landlord's
not
renewing
the
lease.
Maybe
they
there's
damages
they're,
not
going
to
get
the
security
deposit
back,
and
so
they
may
face
the
danger
of
homelessness
and
with
case
Catholic
Charities
may
want
to
give
him
another
security.
D
Deposit,
I,
don't
know
if
that's
too
broad
and
maybe
opens
up
too
many
problems
or
not,
but
just
something
about.
Maybe
that
would
be
a
great
discussion
with
DNA,
because
anissa's.
B
D
D
Maybe
you
know
modifying
the
language
again
and
then
the
other
question
I
had
was
about
Hud's
role
in
this
modification
or,
if
staff
just
breathed
us
on
how
the
process
once
we
passed,
is
what
the
process
will
be
right.
This
is
a
minor
change
to
the
program
it
doesn't
involve.
It
doesn't
rise
to
the
level
of
a
substantial
Amendment,
so
it's
a
non-substantial
Amendment
which
the
IRA
can
improve.
D
If
it's
a
substantial
Amendment,
it
has
to
go
to
the
County
Council
categories
that
automatically
go
into
the
cabin
Consular
when
there's
25,
000
or
more
changing
in
the
program.
If
there's
a
change
in
the
terms
and
say
it
was
a
grant
and
you
make
it
alone
that
would
be
for
a
program
would
require
that
and
if
you
dramatically
change
the
beneficiaries,
you
say
instead
of
people
earning
50
of
everything,
income
we're
going
to
open
it
up
to
people
earning
80
of
very
mean
income.
A
E
Well,
I
think
to
answer
the
last
part
of
your
question.
First
I'm
not
aware
right
now
how
many
rapid
rehousing
vouchers
are
currently
available
in.
B
E
Community,
so
that's
one
possibility:
maybe
there
are
no
vouchers
left.
Tc
action
usually
administers
those,
so
that's
one
reason
that
they
may
not
qualify.
E
I
could
I
think
this
would
be
a
good
question.
I
think
for
TC
action.
E
E
Deposit
kind
of
a
shirt
for
them,
then,
just
like
really
everybody
else
that
if
they
identify
a
place
to
live,
then
they're
in
danger
of
losing
them,
because
you
know
usually
somebody
who
has
a
record
housing
Bachelor
has
no
funds
whatsoever.
So
that's
why
it's
in
the
guidelines
I'm,
not
sure
why
this
household
doesn't
have
one
of
those
except
for
it
may
not.
There
may
not
be
any.
E
There
is
a
limited
number
in
the
community
kind
of
there's,
always
a
lot
of
scarcity
around
vouchers
like
that.
So
that's
something
that
we
can
explore
more
and
find
out
more
about
why
they
didn't
have
that.
I
would
strongly
suspect
that
Catholic
Charities
will
explore
with
them
all
their
available
options.
You
know
what
other
kinds
of
opportunities
they
might
have
so
I'm,
assuming
they
they
checked
into
that,
but
I
didn't
verify
that
one.
B
Yeah
so
I
like
I,
like
the
idea
of
just
going
back
through
committee,
the
next
time
around.
So
is
it
clear
in
here
that
we're
just
talking
about
the
current
contract,
which
expires
on
Sunday.
D
Yeah
the
results,
even
references
project
number,
seven
2021
action
plan
got.
A
Okay,
so
is
there
a
motion
to
surpass
this
I
can
or
any
other
discussion
and
all
those
in
favor,
great
unanimous
foreign
Arrangement.
D
We
also
had
challenges
keeping
up
on
the
minutes
of
communities,
particularly
combined
with
everything
else.
I
think
I
truly
underestimated.
The
the
arpa
kind
of
funding
workload
is
with
17
projects,
which
then
morphed
into
additional
as
projects
and
finish
out
and
had
to
be
modified
is
put
a
big
strain
on
contract,
writing
and
monitoring
which
competes
for
time
with
minutes.
So
we're
trying
to
look
at
going
forward.
D
You
think
this
is
a
modest
you
know
with
Proprietors
in
dollars,
we've
been
up
to
five
thousand
dollars,
I'm,
not
sure
we
would
use
all
that
we'd
like
to
see
if
we
can
find
a
temporary
staff
person
to
right
priority
would
be
for
media
management
and
attend
meetings
and
make
sure
the
technology
is
working,
and
if
they
have
the
ability
to
do
minutes,
we
would
explore
meditating
as
well
or
committees,
not
for
the
whole
Ira
of
a
guy
did
for
Ira,
because
there's
a
lot
of
value
to
Charles's
detailed
minutes
and
of
course
he
benefits
from
attending
the
minutes.
D
E
D
A
couple
years
ago
authorized
a
smaller
amount
of
funding
for
a
bit
of
picking
we're
going
to
try
to
collaborate
with
the
city.
We
can
never
find
a
fit
that
worked
with
that.
So
we
never
spend
those
funds,
but
we
would
like
to
try.
They
can
understand
it
now
and
see.
We
did
have
some
Communications
with
the
temporary
staffing
firm
that
has
brought
some
good
talent
for
to
the
city
in
the
past
and
see
if
we
can
find
the
person
that
would
work
toward
the
end
of
2023
on
a
part-time
basis.
D
Help
the
budget
it's
a
draw
on
on
resources
of
admin
funding,
but
we
have
been
made
able
to
sustain
our
our
admin
funding.
It's
a
temporary
position.
It's
not
lacking
us
into
a
commitment
long
term.
So
right
now
we
are
enjoying
the
benefits
of
the
home
ARP
funding
that
supports
us,
but
eventually
we
have
to
take
a
look
at
that
balance
between
what
our
budget
can
afford
and
and
Staffing
levels,
and-
and
we
may
have
to
look
at
how
many
projects
we
can
support
at
the
same
time,
too.
D
Simply
another
way
to
manage
that
is
fund
fewer
projects
with
more
funding
rather
than
spreading
out
on
120
projects
is
another
approach
to
considering
that
and
but
I
think
you
know
in
the
short
term,
we
can
support
this.
D
We
have
about
500
000
hours
over
500
000
in
our
non-cub
account
line,
which
is
a
place
where
we
can
drop
ones
if,
on
a
temporary
basis,
doesn't
give
me,
doesn't
build
up
or
kidney
necessarily
on
a
regular
basis
and
I
think
we
wanted
to
have
a
discussion
of
looking
at
kind
of
our
full
funding
and
use
of
Staff
time
for
Ira
projects.
City
city
assisted
projects,
and
take
a
look
at
that.
D
But
I
think
this
is
just
a
kind
of
an
operational
benefit
to
have
to
explore
whether
we
can
have
somebody
that
would
help
facilitate
the
mediums
and
continue
with
the
transparency
of
the
IRA.
By
having
you
know,
good
technology
for
the
meetings
and
allowing
staff
to
focus
on
the
leadership.
D
Was
there
a
reduction
in
the
overall
salary
line,
given
the
new
circumstances,
I
I,
yeah
I'm,
not
sure
about
asking
about
staff
salaries.
If
that's
executive
session
now
is
that's
what
I'm
trying
to
be
really
careful
with
it?
There
has
been.
No
change
nor
hands
have
been
a
change
in
the
work
you
know.
So.
The
job
description
for
the
new
consultant
I
was
thinking.
We
may
have
been
saving
some
money,
so
the
5
000
that
you
made
up.
A
Okay,
sir,
just
someone
willing
to
move
this
yeah
or
is
there
a
second
from
Carlos
any
other
discussion,
all
those
in
favor?
That's
unanimous
review
of
the
financials,
the
GitHub
interactions.
A
D
D
Plan
went
before
the
PDC
and
the
recommending
approval,
and
at
that
meeting
there
were
a
couple
of
comments
received
and
nieces,
and
one
of
the
obligations
of
the
IRA
is
to
hear
those
comments
and
comment
them
on
comment
on
them.
If
appropriate,
back
and
share
that
information
with
the
HUD
as
part
of
the
submission
of
the
action.
E
So
because
you
see
in
the
summary
of
comments,
I
have
one
thing
to
add
to
that
summary.
But
first
one
of
the
comments
was
a
simple
comment:
that
questioning
of
why
Habitat
for
Humanity's
child
yoga.
E
Was
fun
to
given
the
prior
in
years
in
a
prior
years
project
they
have
big
data,
a
disabled
person
from
the
home,
the
habitat
acquired.
That
was
a
statement.
E
A
person
lamented
that
the
second
comment,
as
you
see,
has
to
do
with
actually
two
things
so
the
health
surfing
issue.
The
person
was
just
concerned
that
the
action
plan
didn't
do
more
to
address
the
means
of
somebody
who's
doubled
up
in
the
home,
but
somebody
else
this
is
a
population
that's
under
counted
in
the
morning
time
count
and
often
not
variously
understood,
but
a
very
vulnerable
population
has
the
commentator.
B
E
All
kinds
that
may
put
them
at
risk
in
Jeopardy
doing
things
illegal,
doing
things
that
are
not
safe
for
them.
So
there's
that
the
same
comments
are
also
going
to
comment
about
the
Saint
John's
reintegration
housing
site
in
support
having
set
the
site
for
people
who
are
leaving
treatment.
E
D
So
you're
back,
we
do
have
some
staff
response
that
was
made
at
the
meeting
and
it's
an
opportunity
that
the
agency
wants
to
to
to
provide
or
flesh
out
comments
in
response
to
those
to
those
comments.
So
the
response
to
those
families
there's
no
need
to
respond
to
each
and
every
you
know
comment
if
it's
not.
You
know
asking
that
question
in
some
respect
or
raising
the
major
concern,
but
it
is
the
opportunity
before
responsible,
the
agency.
E
And
just
about
so
what
I
did
with
the
commentary
now
in
the
meeting
is
that
the
action
plan
is
reflective
of
the
proposals
that
are
submitted.
There
was
no
proposal
submitted
regarding
addressing
the
needs
of
account
surfing,
for
example,
that's
something
that
we
staff
and
take
into
consideration
as
we're
doing
Outreach
for
the
future
plans
of
all
times
to
try
to
you
know,
she's
commenting
on
a
community
need,
so
that's
part
of
how
we
that
can
help
us
drive
our
Outreach
in
the
future.
E
B
D
D
It's
a
tax
foreclosure,
the
tax
foreclosure
right
so
has
this
evidence
of
a
question
put
in
there
as
the
the
city
done
or
considered
issuing
some
kind
of
statement
clarifying
the
roles
in
what
led
up
to
the
Foreclosure
and
I'm
thinking
about
that
again
in
terms
of
supporting
habitat
and
and
the
real
hit
it's
safe
and
because
I
think
going
forward,
we're
going
to
see
habitat
and
they've
said
you
know
they
want
to
acquire
more
properties
in
the
city
and
their
support
may
be
damaged.
D
Because
of
that
one
incident
on
South,
Aurora,
Street.
F
F
A
couple
of
individuals
living
in
that
particular
property
of
referencing,
but
I
agree
that
habitat
took
a
big
hint
in
that
instance,
and
you
know
certainly,
and
if
they
can
consider
issued
a
statement.
I'm
wondering
if
at
this
point
it
is
late,
could
be
issuing
such
a
statement.
Although
that's
not
and
so
much.
D
And
the
the
city
has
limited
choices
when
there
is
failure
to
pay
taxes
over
multiple
years
and
the
automatic
procedure
is
that,
once
that
time,
clock
has
run
out
or
payment
that
it
goes
to
the
county
auction
for
sale.
D
In
this
case
the
city
pulled
that
property
out
of
the
auction
and
through
the
IRA,
well
it's
directly
from
the
city
but
sold
it
to
Habitat,
in
which
case
that
that
those
those
residents
of
the
Union
would
have
traced
an
auction
issue
in
mid-summer,
whereas
they
continued
occupying
that
property
for
basically
another
full
year.
While
the
issues
were
working
out
and
Explorations
were
made,
and
you
know
work,
you
know,
efforts
were
made
to
see
if
they
would
qualify
as
a
habitat
household
and
those
kind
of
issues.
D
So
there
was
it
was
you
know
there
was.
The
alternative
would
have
been
a
a
private
purchaser
in
the
property
rather
than
not
for
profit
and
all
that
equipment,
and
it
would
have
occurred
much
quicker.
So
there
was
some
benefit
to
working
even
in
this
worst
outcome
working.
You
know
in
terms
of
their
case,
for
their
tenants
by
working
through
this
process,
rather
than
just
letting
the
tax
foreclosure
process
play
out,
as
it
normally
does,
for
99
of
the
properties.
D
People's
minds
that
habitat
was
the
the
you
know
the
bad
guy
in
this
and
again
his
habitat
will
continue,
may
see
the
next
year
or
well.
I
think
we
will
see
them
in
coming
years
and
we
may
again,
we
may
see
more
comments
about
about
habitat
and
that
we
shouldn't
be
working
with
them
or
supporting
them.
A
B
A
And
that
extended
timeline
by,
however
long
right,
I
mean
I.
Don't
remember
all
the
details
right
away
with
a
long
time
and
you
know
I,
don't
think
anyone's
happy
with
the
ultimate
resolution,
including
out
of
that
right.
You
know,
but
I
don't
think
it
was
for
lack
of
effort
on
their
part
and
and
obviously
no
I
mean
yeah.
D
But
you
could
have
the
grandson
reading
along
your
Twitter
report
and
release
repayment
report,
the
grand
summary
we're
getting
close
to
that
time
of
the
year
where
we
check
whether
we're
meeting
the
spend
down
requirements
for
cdbg
funds
and
can't
exceed
1.5,
which
is
in
reference
to
our
most
current
Grant
of
funds
on
spent
and
at
the
bottom
of
the
page
of
the
grant
summary
we
track
that
every
every
time
we're
just
over
it
in
the
month
of
April
at
1.5029,
and
we
have
you
know
a
full
red
briefing.
D
You
know
loan
repayments
coming
in
and
any
given
month.
You
never
know
exactly
where
you're
going
to
fall
until
you
do
the
numbers,
but
we're
really
close
now
and
our
account
has
just
done
calculations
at
a
point
in
time
and
we're
now
at
1.3
at
a
snapshot
right
now.
D
So
we're
going
to
make
the
spend
now,
which
is
great
news,
because
it
looks
pretty
shaky
there
when
we
were
over
300,
300
000
away
just
two
months
ago,
so
really
kudos
to
some
of
our
grantees
who
started
following
the
advice
of
staff
to
the
voucher
in
and
draw
down
funds.
D
So
we
would
be
in
good
standing
with
pride
and
eventually,
if
you
don't
spend
on
a
regular
basis
for
a
couple
years,
they
can
reduce
your
Grant
award.
So
it's
important
to
our
grantees
that
we
have
for
funding
as
well.
We've
highlighted
a
couple
of
projects
here
that
are
slow
and
spending
down.
Some
of
those
are
no
because
listed
no,
because
they're
nearing
the
end
of
their
their
on
track
term,
and
so
we'll
either
have
to
look
at
extending
the
term
before
it
or
taking
back
the
funds
seriously
enough.
One
of
those.
D
But
they
have,
you
know
the
market
was
really
Frozen
for
a
long
time
during
the
pandemic,
and
now
it's
starting
to
move.
They
have
run
through
a
lot
of
security
deposits
in
the
last
three
months,
especially
with
one
year's
wave
I'm
coming
online,
where
they're
an
imposting
opportunities,
so
we'll
probably
be
going
to
the
ni
committee,
but
I
would
expect
a
request
for
some
time.
D
Moving
through
the
system,
so
they
just
was
really
much
lower
turnover
of
units
you
know
than
all
around
yeah
nice
addictions
and
less
this
regular
turnover
movement
once
the
casino
project
next
door
coming
online.
That
schedules
for
the
first
quarter
of
2024.,
okay,
so
I
just
that'll
increase
demand
too.
Yes,
it
will
yeah.
D
Otherwise
we
don't
have
any
major
issues
identified
in
a
brand
summary
that
I'm
working
that
I'm
not
aware
of-
and
we
also
know
the
Danish
homeowner
rehab
program-
is
moving
forward.
They
tend
to
want
to
build
when
their
project
is
complete,
rather
than
while
they
incur
costs.
So
that
means
to
go
to
the
lake,
but
they
have
a
lot
of
projects
in
the
networks
right
now,
and
that
also
was
a
program
impacted
by
public
people
didn't
want
folks
coming
into
their
homes
during
times,
so
our
loan
repayment
looks
good.
D
We
have
one,
only
one
late
payer
and
it's
an
unusual
one
that
could
probably
listing
is
then
current.
I
think
this
is
just
a
factor
of
a
glitch
or
it's
only
an
education.
We've
got
an
email
and
asking
what's
happening
because
they've
been
very
consistent
in
their
payments,
usually
asking
us
for
invoices
and
pressing
the
other
way
around,
and
all
of
our
leases
are
looking
good
at
this
moment.
The
Opera
one
is
currently
current.
D
We
receive
a
payment
as
relates
to
the
lease
payments,
though
I
want
to
let
you
know
that
the
530
West
State
Street
I'm,
sorry
530,
West
Buffalo,
the
ribs
building,
one
of
the
Southside
Community
Center,
that
lease
is
coming
to
an
end
in
June.
So
we've
contacted
Southside,
Community
Center
and
said
what
are
your
plans
for
the
British
program
at
that
location?
It
hasn't
been
a
perfect
location
for
them
for
a
number
of
reasons,
because
it's
physically
missed
in
from
Southside
Community
Center.
D
They
have
a
academic
problem,
clearing
snow
in
the
winter,
because
the
snow
gets
pushed
back
up
on
the
sidewalk
and
they
get
violation
notices
and
they
have
recently
experienced
some
theft
from
the
property
because
they
don't
have
Staffing
on
site
on
a
regular
basis.
So
that
is
in
context
with
the
water
consumer
division
you're
contacting
me
saying
they
want
to
upgrade
the
pump
station
at
that
location.
You
know
the
pump
station
is
actually
in
under
a
travel
Lane,
which
is
an
unusual
place
for
a
pump
station
for
maintenance
purposes.
D
Is
every
time
to
go
in
there
they
have
to
close
down.
When
laying
under
the
road.
They
would
like
to
relocate
that
pump
station
out
of
the
travel
way,
which
means
they're.
Looking
at
530
West
State
Street
and
Beach
West
Buffalo
Street
the
backyard
for
a
pump
station
location
of
our
Pump
Station
used
to
be
a
structure
above
ground.
Now,
it's
basically
a
big
hole
in
the
ground
and
a
flat
concrete
pad
on
top
was
a
relatively
small
mechanical.
D
You
know
kind
of
controlled
on
top,
so
it's
something
that
conceivably
could
work
with
the
use
of
the
property,
but
it
would
reduce
the
amount
of
storage
space
for
bicycles
to
some
degree
at
the
next
site.
So,
given
that
context,
Southside
Community,
Center
board
or
executive
director
and
staff
have
said
they're
interested
in
relocating
the
roots
to
South
Side
communities
as
a
preference,
but
they
have
to
figure
out
how
that
would
work,
and
it's
going
to
take
time.
D
So
in
all
likelihood,
there's
gonna
they're,
gonna
work,
I'm,
expecting
receipt
of
a
letter
asking
for
honest
away.
One
extension
could
release
for
them
Drive
trying
to
plan
how
they
could
relocate
ribs
to
another
location.
If
that
doesn't
work,
they
may
seek
to
continue
to
release
it
by
their
new
best
popular
stream.
Again,
this
is
the
city
releases,
the
property
of
the
IRA,
the
IRA
subleases
it
to
Jose
Community
Center.
D
So
we
would
have
to
you
know,
I've
already
communicated
with
city
attorney's
office
about
that
fact
that
the
term
is
coming
up
and
well
where
this
comes
will
come
into
the
picture
in
terms
of
further
approvals.
At
this
point
in
time
we
want
to
get
a
sense
from
self-synchronous
and
what
kind
of
a
time
frame
we're
looking
at
if
it's
a
few
months,
probably
a
month
by
month.
D
Holdover
is
not
a
big
issue,
but
at
some
point
it
needs
to
go
back
and
come
to
a
more
decision
making
about
what
they
want
to
do
with
the
property.
Typically,
when
the
city
is
convenient
property,
or
at
least
in
the
property
of
the
IRA,
it's
only
after
there's
a
finding
that
there's
a
surplus
of
property.
In
this
case
now
we
have
a
change
of
factors,
one
or
two
ways
now
saying
that
this
property
is
not
100
Surplus.
D
So
that's
another
ingredients,
so
hopefully
we'll
have
an
update
for
you
in
the
next
couple
of
weeks
on
where
I'm
so
excited.
Is
that
that's
a
good
question
at
least
modification
or
new
lease
does
that
is
that
handled
just
by
staffers
that
go
through
eating
committee.
You
know
annuities
would
have
to
come
through
the
IRA
and
we'd
have
to
go
back
to
County
Council,
because
it
was
kind
of
council
authorized
slowly.
It's
a
15
release.
You
know
we're
reaching
the
end
of
that
year.
D
D
A
couple
of
quicker
items:
the
home
ARP
allocation
plan
was
formally
approved
by
fun,
so
that
is
submitted,
but
there
was
a
technical,
minor
adjustment,
but
that's
fine.
The
we
already
mentioned
that
the
PDC
that
the
action
plan
was
recommended
for
approval
going
forward
to
coming
Council
on
June
7th.
They
also
looked
at
the
citizen
participation
plan.
Amendment,
we
may
be
called
the
anonymous
Department
Amendment.
They
also
recommended
that
move
forward
to
the
County
Council
for
approval,
yeah
participation
plan
we're
finally
getting
regarding
an
island
Redevelopment.
D
We
finally
you've
got
a
meeting
with
New
York
State
Department
of
Environmental
conversation
regarding
the
land
swap
ideas
online.
That's
tomorrow
afternoon
we
have
a
brief
meeting
with
NEC
to
try
to
get
that
back
on
track
of
the
regional
director
changed
in
that
intro
and
we
needed.
We
need
a
point
person
now,
let's
follow
through
the
state
bureaucracy
on
that
issue,
and
then
finally,
I've
got
a
vacation
scheduled
for
June
16th
to
the
end
of
the
month.
June
30th
I'll
be
out
for
those
two.
B
D
D
Do
not
know,
yes,
we
don't
know
yet
well.
If
we
have
an
ni,
we
probably
and
I
is
very
good
at
generating
actually
different
actions
for
the
agency.
I,
don't
have
a
loan
application
for
any
committee
at
this
point
or
working
with
one
one
party
that
might
be
ready
or
it
might
not
well,
it
would
have
to
go
into
our
third
party
Underwriters
at
this
point,
so
it
could
be
a
it
could
be
a
somewhat
modest
thing
or
maybe
even
one
that
could
be
passed
and
waited
during
July.
D
A
F
They're,
just
a
few
things
that
we
are
continuing
to
look
for
additional
iora
numbers,
I
wanted
to
mention
that
and
I
couldn't
imagine
this
last
month.
The
city
is
looking
at
significant
staff
transitions
through
retirements,
so
there
are
a
number
of
searches
underway
at
the
moment
and
there
will
be
more
coming
in
the
next
few
months.
The
city
is
on
the
very
front,
end
beginning
the
budget
process
for
2024.
F
F
I
think
many
people
know
that
acting
Chief
Ted
Schwartz
has
been
appointed,
and
this
is
for
a
period
of
up
to
six
months
and
the
acting
sheep
is
looking
at
some
restructuring
responsibilities
within
his
leadership
team,
but
he
has
been
working
closely
with
Chief
of
Staff
Deb
molinoff,
as
well
as
myself.
So
I
think
we
are
in
a
good
position
right
now,
as
we
continue
to
move
forward
on.
Please
and
interchanging
questions
yeah.
F
No,
the
city
manager
is,
will
start
January
2024,
so
the
selection
process
will
be
undertaken
by
the
current
Council.
