chair

we're
leaving
the
budget
meeting
and
that's
the
first
item
on
your
agenda?

the

proposed
budget?

As
for
those
who've
been
on
the
committee
more
than
one
year,
the
issues
remain
similar
where
our
budget
is
driven
by
Personnel,
it's
86
of
our
budget
is
Staff.
We
have
a
3.6
person.
Staff
in
the
super
police
budget
proposes
to
retain
all
all
employees.

Health
insurance
benefits
and
probably
Professional
Services,
such
as
legal
fees
and
those
have
in
some
cases,
you
know
we
we
are,
although
we
had
an
8.6
increase
in
our
health
insurance,
we
were
fortunate
that
that
one
member
of
the
staff
elected
to
be
covered
by
the
partner,
so
therefore
the
IRA
policies
to
pay
75
up
to
75
of
their
Auto
pocket
expense.
So.

Situation,
I
think
also
that
staff
has
been
taking
on
more
of
drafting
of
legal
contracts
and
funding
agreements,
and
we've
relied

on
outside
legal
council
for
those
activities
and
that's
been
helpful
as
well.

course,
in
terms
of
preparing.

should
be
the
salary
increase?
We
have
a
CPI
I've
run
in
between
seven
and
a
half
and
eight
percent
we
use.
We
have
often
have
mimicked
the
cities,
administrative
bargaining
unit
that
you
entered
into
a
multi-year
agreement
a
couple
years
ago
this
year,
they're
targeted
for
2023
they're
targeted
for
2.25
percent,
so
they
have.
The
city
has
commissioned
a
compensation
study
to
take
a
look
at
where
they
may
be
falling
behind
or
above
in
terms
of
salaries.

But
what
I'm
recommending
in
this
budget
is
that
there
we
have
four
percent
salary
increase
for
staff,
because
I
believe
we
want
to
keep
the
agency's
positions
competitive
and
the
city
has
had
some
very
strong
challenges:
hiring
people
finding
a
large
pool
of
candidates
or
any
pool
of
candidates
that
are
qualified
and
I.
Think
that
is
somewhat
related
to
the
salary
structure
that
we
have
in
the
city.
So
I'm
recommending
a
four
percent
increase.
But
that's
this.

You
know
policy
decision
of
the
agency
here,
which
kind
of
cuts
it
in
half,
I,
guess
right
between
the
inflation
rate
and
what
the
city
is
providing
through
the
program
agreement
in
terms
of
revenues,
we're
fortunate
we're
still
working
through
the
coveted,
related
Federal
funding.
We
had
one-time
funding
for
coronavirus,
the
American.

Plan
kind
of
funding,
and
then
we
also
received
a
an
award
of
the
home
ARP
Grant,
that's
about
160
000
of
the
administrative
fund.
So
those
two
funding
sources
have
helped
boost
our
revenues
and
we
draw
those
down
as
we
build
time
to
those.
So
we
can't
we
can't
just
you
know
inject
that
all
in
one
year
or
something
it
has
to
be
worked
through
as
we
spend
time
on
those
projects.
But
it
is
we're.

Projecting
it'll
bring

this
year's
2023
budget,

all
told
we're
looking
at
a
budget,
that's
on
expense
side
or
a
little
over

working
in
memory
here

we're
going

have

in
that
regard,
we
have
a
balanced
budget
using
those
one-time
funds.

dwindle

time
and
next
year,

think
they'll
be
about
fifty
thousand
dollars
of
extra
money
beyond
our
normal
cdbg
funding
and
that'll
be
just
kind
of
at
the
break-even
point,
and
if

following
year,
2025
I,

it's
going
to
be
tight.
If
we
don't
identify
other
funding,
sources
or
federal
funding
doesn't
increase,
so
the
story
with
cdbg
and
home
funds
generally.
Is
it's
been
flat
for
the
last
years,
which
means
as
inflation
goes
up
or
when
it's
going
down
in
terms
of
its
value?

On
the
other
hand,
Federal
funding
for
homeless
programs
has
been
increasing
pretty
sharply.
We
don't
have
a
direct
funding
source
with
homeless
housing,
but
the
home
program
sometimes
is
grouped
into
that,
and
that
has
been
increasing
in
funding
in
the
last
couple
of
years.
So
it's
hard
to
predict
where
we're
going
to
be
with
those
monies
right
now
and
we'll
talk
a
little
bit
later
about
the
urban
renewal.
Projects
like
in
the
united
goes
for
the
possibility
of
providing
some
revenue
for
the
agency
as
well.

although
this
is
a
pretty
modest
changes
in
a
budget
everywhere
with
the
biggest
change
between
four
percent
and
the
budget,

being
injected

major

restrictions

Loan
Fund

program

the

opportunities

industrial
park
account,
which

udag,
is
an
urban
development
action,
Grant,
which
we
closed
out
that
Grant
at
the
federal
fund
that
has
very
few
Springs
on
it.
So
we
like
to
track
that
separately.
Similarly,
there
was
a
program
called
Housing,
Development
action
Grant.

call
it
the
Hodag
account
and
that's
purely
for
rental,
housing,
they'll
use
that
for
rental
housing
activities
and
then
the
final
one
is
the
non-cbg
account,
which
is
our
IRA
funds
that
can
be
used,
for
example,
to
make
up
in
a
budget

Well,
if
there's
a
need
for
it
or
other
special
expenses,
there
are
some
special
restrictions
on
the
non-cdbg
associated
with
the
public
authorities
law.
We
cannot.
We
cannot
loan
that
money
out
strangely
enough,
but
we
can
enter
into
service
contracts
either
for
administrative
expenses
and
other
Investments.

it's
a
little
bit
of
a
quirk
there,
but
this
trend
line

showing
kind
of
where
we
were.

more
funding

the

get
modified
at
that

is
trying
to
make
it
the
major
factors
that
they're
looking

terms

Redevelopment
of
that
surface
parking
lot
in
England
Island
and
what
is

proposed

affordable
housing
project
called

Anchor

developed
by
Inlet,
Ithaca
