A
B
Hello
welcome
to
the
March
28th
meeting
of
the
city
of
Education,
Planning
and
Development
board.
We'll
start
with
introductions.
Nikki
can
I
start
with
you
sure.
B
Problem
with
sports
chair
that
brings
us
to
a
gender
review.
Are
there
any
changes
to
the
agenda
as
published.
B
And
our
next
up
will
be
approval
of
minutes.
We
have
two
months
before
it's
December
of
2022
in
January
2023
in
a
very
Devotion
to
approve
those
minutes.
There's
an
image
move
I
see
Elizabeth's.
Second,
is
there
any
discussion
of
seven
minutes
saying
now
I'll
move
into
a
roll
call,
Vogue
Emily
Petrino,
yes,
Elizabeth
Godden,
yes,
Mitch
class
I
am
also
yes,
so
minutes
are
approved.
Next
up
is
public
comment.
Are
there
any
members
of
the
public
who
requested
to.
B
A
D
Good
evening,
Matthew
Rhodes,
with
benefits
of
development
here
this
evening,
presenting
a
project
that
we
actually
initially
presented
to
the
board
I
believe
was
October
2020.
When
we
first
presented
the
project,
it
is
for
a
7,
000
square
foot,
retail
restaurant
building,
that
kind
of
bookends.
What
we'll
call
the
Chipotle
building
on
this
side
and
then
sits
in
front
of
the
existing
PetSmart
and
Spectrum
space
here
the
building
is
proposed.
It
sits
in
the
area
that
is
currently
in
parking
lot.
D
We
have
a
patio
proposed
on
this
side
of
the
building
kind
of
mirrors,
the
same
design
of
a
patio.
That's
on
the
side
of
the
Chipotle
building.
Then
we
have
sidewalk
on
both
sides:
Foundation
plantings,
along
the
outside
of
the
building
up
against
the
public
sidewalk,
providing
a
break
overall
to
the
building,
with
a
substantial
amount
of
landscaping
right
at
the
corner.
In
regards
to
the
elevation
for
the
building.
D
It
matches
the
overall
design
and
look
of
the
building.
That's
on
the
other
side
of
the
Chipotle
building.
We
have
the
storefront,
so
this
would
be
the
side
that
faces
the
main
parking
lot.
This
would
be
the
side,
that's
bases
towards
the
Chipotle
building.
This
is
kind
of
the
angled
chamfer
corner
at
the
back,
and
then
this
would
be
the
side
along
the
road,
and
this
is
the
side
facing
the
Spectrum.
We
have
these
two
facades
broken
up
with
additional
brick.
D
Piers
we've
broken
it
up
with
architectural
CMU
on
the
base,
so
we
have
the
brick
kind
of
got
the
efists
with
a
couple
different,
colors
and
textures
at
the
top
leave
this
cornice
cap
as
well.
You
also
have
our
features
at
the
corner
to
kind
of
break
it
up.
So
it's
not
just,
even
though
it's
that
storefront,
it's
not
a
signature,
monotonous
wall
which
kind
of
overall
mirrors
and
design.
D
It
is
the
same
project
as
what
was
previously
approved.
We
haven't
made
any
changes
to
the
architectural
design
or
the
overall
site
plan,
all
the
utilities
and
drainage
to
connect
right
in
the
parking
lot
right
in
front.
That's
really
the
main
shift
of
it.
I
could
answer
any
specific
questions.
The
board
has
grew.
B
We
do
have
a
public
hearing
on
this
tonight
might
be
working
in
that
out
of
the
way
it's
very
motion
to
open
public
hearing,
I,
see
Emily,
move
and
Elizabeth.
Second,
all
those
in
favor
helping
public
hearing
public
hearing
is
now
open.
Is
there
any
member
of
the
public
wishing
to
speak
before
the
board
on
this
project?
B
C
B
Okay,
is
there
a
motion
to
close
public
hearing?
I
saw
Elizabeth
move
Emily.
Second,
all
those
they
were
imposing
public
hearing
public
hearing
is
now
closed,
which
brings
us
to
comments
on
this.
I
just
had
a
question
about
the
flood
maps.
Flood
maps
have
come
out
since
this
was
approved
the
first
time
and
we've
seen
at
least
one
of
the
projects
have
to
raise
the
whole
project
up
on
some.
Some
grading
correct,
yes
and
wondered
what
your
flood
strategy
was
here.
D
So,
even
previously,
when
the
project
was
approved
in
2020,
it
was
below
the
floodplain.
The
flood
plain
for
this
whole
section
is
at
388
our
finished
floors.
38625
we
get
around
that
by
we
actually
put
in
the
brick
knee
walls
along
the
base.
That
brings
that
up
to
above
the
flood
plain,
then
we
design
entrance
doors
as
well
to
actually
have
a
flood
gate
in
them
as
well.
So
if
there
is
a
flood
scenario
that
goes
in,
it
is
the
same
design
that
we
use
for
the
Spectrum.
D
So
if
you're
having
to
look
at
how
the
storefronts
are
across
that
back
building
to
the
cycle,
pin,
we
would
see
the
the
buildings
in
the
old
Kmart
portion,
which
isn't
doesn't
need
to
be
deployed
in
regulations.
That's
it
with
old
you'll,
get
the
storefronts
that
come
right
down
to
the
sidewalk,
but
this
portion,
which
is
the
new
expansion
we
did.
We
actually
have
the
knee
wall
that
comes
up
and
raises
up
the
storefront
glass.
D
B
Thank
you
for
that.
What's
going
on
in
the
room,
Mitch.
A
Can
you
just
turn
your
board
around,
because
I
was
just
wondering
about
that
detail?
There's
kind
of
a
nice
detail.
Look
at
the
sort
of
a
coordinate
line.
It's
got
like
a
triangular
pattern.
Motif
if
you
have
that
on
your
building.
Yes,
this
kind
of
details
along
yep
good,
so
it
matches
yeah,
okay,
yeah,
I,
don't
even
know
the
comments.
It
seems
it's
good.
A
C
Yeah
I
agree:
there's
a
lot
of
pedestrian
access
from
all
directions
and
plan
things.
Three
bike
rides
is
that
right,
I
saved
three
bike:
racks.
D
Yes,
they're
yep
on
the
top
side.
Yes,
on
the
Spectrum
side,.
B
C
You
know
I
forgot
to
ask
about
the
comments
of
the
adjacent
Fairgrounds
Parkway
that
were
brought
up
by
the
ending
year
and
I.
Guess
I
agree
with
that
comment,
but
I
wonder
how
it
relates
to
this
project.
Is
that
sort
of
two.
D
With
the
Oliver
so
on
the
other
promise
the
prop
okay
on
the
other
side
of
the
road,
yes,
who's.
That
whose
word
is
that
right?
It
is
our
role.
Yes,
so
when
the
project
was
initially
built,
it
was,
it
was
build
wires.
I
think
the
initial
thought
was
that
it
was
going
to
be
turned
over
to
the
city
and
they're
further
development
in
the
back,
which
never
happened.
So
it's
still
bederson's
road.
We
don't
own
I,
think.
A
D
D
Would
say
we
would
want
to
see
if
we
could
have
discussions
with
the
other
property
of
owner
and
be,
and
we
would
approach
it
is.
We
would
approach
it
as
the
city
of
ithaca's
bottom
of
this
issue
in
regards
to
traffic
flow
of
your
driveway
coming
off
of
our
road
I.
Don't
know,
if
necessarily,
we
would
feel
our
financial
responsibility
to
possibly
fix
it,
but
we'd
be
more
than
happy
to
look
at
Solutions
with
them.
The
other
issue
is,
though,
like.
D
C
Of
like
a
backdrive,
but
for
them.
F
D
B
C
Asking
staff
well
I,
guess
I
want
to
know
like
it
says
it's
a
safety
concern,
but
have
there
been
accidents
there?
Have
there
I.
D
Would
would
it
be
possible
just
to
not
have
it
tied
to
approval
resolution
for
the
building,
but
just
more
the
relationship
between
benjaminson
and
the
city,
like
you
can
make
people
make
the
commitment
that
we'll
look
at
it
and
study
abroad.
We'll
come
up
with
some
ideas
and
see
any
more
sure
sure.
B
C
D
Would
say
from
an
initial
standpoint:
I
can
easily
get
into
the
left
turn
side
put
up
with
that.
Medium
I
can
have
that
up.
Probably
this
weekend
plus
awesome
for
that
I
could
do
at
least
then
it's
like.
It's
now
been
signed
this.
It
was
a
safety
issue.
We
put
a
traffic
control
device,
at
least
we
had
that
up
there,
but
then
maybe
there's
a
there's
a
longer
conversation
to
be
had
with
the
other
property
owner
valve,
so
all
to
see.
If
there's
something
better.
A
A
G
C
A
D
B
Speak
for
a
different
property
owner,
yeah
thinking
about
getting
a
spokes
or
two
in
action
here
you
know
the
applicants
willing
to
sign
it
willing
to
pursue
conversations.
We
want
to
construct
a
condition
in
this
resolution
that
says
the
applicant
should
pursue
those
conversations.
We
want
to
expect
a
resolution
that
says
that
the
applicant
has
to
sign
it
or
do
we
want
to
move
on
without
such
a
condition?
A
I
think
a
condition
saying
they'll
put
the
sign
in
he's
already
agreed
to
it
greatly:
yeah
I,
don't
think
that's
a
big
part
and
to
engage
in
further
conversations
with
the
city
about
potential
strategies
to
address
the
issue,
everyone
more
or
less
comfortable
with
that
as
outlined
by
Mensch.
We.
B
Should
take
a
vote
on
that
as
an
amendment?
Let's
see,
does
what
I
ask
someone's
movement
yeah
can
I
get
a
motion
for
the
amendment
as
Mitch
has
described
it
Emily,
so
moved
Elizabeth
seconded
to
a
roll
call,
Emily
Katrina
yeah
Elizabeth
Gordon?
Yes,
yes
and
hopefully,
yes,
the
resolution
has
been
amended
any
other
discussion
on
the
resolution
before
we
vote
on
the
resolution
of
this
poll.
C
The
only
other
thing
I
see
thank
you
Emily
for
bringing
up
the
engineer
comments
and
whether
you
want
to
address
this
with
people
getting
needs
to
reach
out
to
Water
and
Sewer
Department.
We.
B
D
C
A
F
C
C
B
I
Folks
hear
me:
we
can
hi
I'm
I'm
John
Lange
I'm,
the
attorney
for
the
applicant,
but
I
will
I
will
note
that
I
had
received
an
email
telling
me
we
were
on
for
6
40,
but
like
any
fastidious
lawyer
who
likes
to
Bill
hours,
I
got
on
a
little
bit
early,
so
I
I
believe
our
project
team
leads
will
be
here
shortly.
C
B
Oh
yeah,
all
right,
well,
I
think
since
your
game's,
not
all
here
yet
we're
gonna
switch
gears
and
come
back
to
you
and
hopefully
that'll
speed
us
all
up
for
a
bit.
That's.
B
Sure
can
we
boot
out
Josh
and
put
in
Craig.
E
So
hopefully
you
can
see
this,
we
just
we
submitted
some
written
responses
to
a
few
of
the
comments
that
we
heard
last
week.
Most
notably,
is
probably
the
trail
just
want
to
point
out.
You
know
we
still
have
the
trail
on
our
drawings.
E
It's
still
an
intention
to
create
a
good
connection
between
you
know
our
site
and
Cass
Park,
the
West
Hill
in
general
and
black
diamond
Trail,
and
that
sort
of
up
and
down
hill
connection
and
Lincoln
his
ownership
team
is,
you
know,
still
been
looking
at
the
feasibility
of
creating
the
trail,
but
also
looking
at
the
other
Alternatives
of
maybe
enhancing
the
existing
trails.
E
E
So
here's
sort
of
a
straight
on
view
from
the
road,
the
next
door.
Neighbors
that
have
the
house
is
kind
of
cocked
at
a
weird
angle.
So
that's
why
it
maybe
looks
a
little
off,
but
this
is
sort
of
a
straight
on
view
from
the
road
and
then
we
tried
to
do
some
photo
representations.
So
this
is
existing
conditions.
E
E
E
Looking
down
the
road
existing
conditions,
a
couple
of
these
I
believe
they're,
Norway
spruce
would
be
removed,
and
then
we
would
show
what
it
looks
like
with
our
building
in
place
and
in
relation
to
the
neighbors
with
those
couple
trees
removed,
but
trying
to
establish
with
new
plantings
a
buffer
with
a
neighbor,
so
trees
in
between
trees
being
planted.
In
between
our
building
and
the
neighbors
and
I
believe,
that's
it.
E
So
mostly
visuals
this
time,
that's
what
we
heard
being
requested,
I
think
link.
Is
there
so
you
know
there's
questions
from
the
board.
I
think
either
of
us
can
hopefully
answer
them
all.
B
Right
so
we
do
have
a
public
hearing
on
this
project
tonight.
It
might
make
sense
to
go
ahead
and
get
that
out
of
the
way
we've
had
a
presentation.
B
Is
there
a
motion
to
open
public
hearing
I,
see
Emily
move
and
Elizabeth
II,
all
those
in
favor
of
opening
public
hearing
the
greater
than
public
hearing
is
now
open.
Is
there
any
member
of
the
public
wishing
to
speak
before
the
Lord
say
not?
Is
there
any
member
of
the
public
whose
requested
to
speak
via
Zoom.
B
C
Sure
I
think
what
you
guys
have
done
with
the
roof
line
in
the
street
is
really
smart
and
it
makes
it
fit
in
with
that
two-story
building.
Next
to
it.
Thank
you
for
the
perspective.
It's
super
helpful
I,
like
this
version
better
than
the
Cottages
I,
think
it
is
more
appropriate
and
gets
more
people
held
at
this
location
is
close
to
the
city
and
I
just
wait
to
hear
it
on
the
trail.
Thanks
Elizabeth
yeah,
well,
son,
Emily
I
have
a
question
about
the
material.
E
This
metal
panel
and
and
just
I
mean
just
to
be
clear.
It's
you
know
we're
not
representing
necessarily
the
exact
color
of
of
the
wood
or
the
metal
panels
trying
to
convey
the
materiality
of
it.
C
Okay,
do
you
plan
on
getting
us
samples
at
a
future
meeting
I'm.
F
C
It
looks
it
looks
good
good
so
far,.
H
A
The
large
trees
are
they
Norway
spruce.
Do
we
know
that
for
a
fact,
and.
C
F
H
Year
and
a
half
ago
acids
I
mean
asphalt,
shingles.
A
Okay,
they'll
be
talking
about
taking
those
trees.
H
Out
yeah
we've
talked
to
them
and
they
to
date
they've
been
very
supportive.
They
actually
want
to
be
the
house
band
into
the
street,
so
the
street
retreat,
but
they're
musicians,
the
local.
We
have
a
great
relationship
with
them.
A
H
It
I'm
okay,
with
it
a
lot
of
the
trees
that
are
along
the
retreat
in
the
parking
lot.
There
are
pretty
mature
now
and
so
there's
there's
some
good
greeting
there
and
we
will
add
stuff
around
the
new
building
that
we
spray.
A
C
B
Okay,
so
that
brings
us
to
the
review
of
oh
at
least
I'm.
Sorry,
sorry.
C
No,
no
I
just
want
to
point
out
that
the
the
rest
of
the
board
wasn't
a
PRC,
didn't
see
the
changes
to
the
site
plan.
I
mean
they
got
them
in
there
sure
because
they
got
them
in
the
materials
but
might
want
to
do
that
next
week
and
you
know
the
small
details
like
you
can
see
the
materiality
that
is
very
basic,
drawing
like
the
small
details
like
silled
Windows,
inset
Windows.
C
B
Right
next
up,
could
you
give
me
the
part
three.
It
sounds
like
we
will
at
some
point,
be
issuing
an
amended
next
to
this
project,
so
that
is
going
to
involve
a
level
of
change
to
what
we
say
here
in
the
part
three
to
reflect.
What's
changing
the
project,
there's
a
lot
of
highlights
some
of
the
highlights
and
stuff,
that's
changed
and
a
couple
more
stuff.
That's
missing!
B
My
understanding
is
the
app
it
has
a
copy
of
this
and
nobody's
surprised
by
anything,
but
that
was
an
opportunity
to
go
through
it
as
a
board
and
try
to
catch
things
that
are
different
and
maybe
not
highlighted
or
things
that
you
want
to
make
sure
we
have
information
on
so
that
we
can
move
forward
at
the
appropriate
time
with
the
amended.
B
C
F
C
Think
that
applicants
can
talk
about
this
too.
So
at
the
end
on
page
13,
it
is
about
the
water
capacity
and
it's
actually
a
little
bit
incorrect,
because
there's
some
confusion
over
which
which
building
needed
more
water
capacity
and
actually
they.
C
H
I
H
We
had
our
Engineers
up
there
and
it's
a
400
foot
run,
and
you
know
not
that
money
is
a
big
deal,
but
that's
a
half
a
million
dollars
worth
of
City
infrastructure
that
this
project
can't
absorb
so
where
the
storage
tank
is
being
done
with
Petoskey
and
the
engineering
and
they're
working
with
Jillian
and
they'll
come
up
with
a
good
plan.
I
think
the
storage
tank
is
probably
the
best.
H
We
think
it'll
be
under
the
north
parking
lot.
It
seems
to
be
the
easiest
place
to
put
it
and
the
most
and
it
uses
some
gravity
as
well.
C
B
C
A
C
The
other
item
was
the
energy
code
supplement
changes
to
the
building
based
on
the
library.
E
No,
it's
the
2021
energy
supplemental
code
and
we
we
have
submitted
a
chart.
Well,
we
actually
submitted
it
to
the
building
department
that
we
are
meeting
the
required
points
needed
for
that.
A
A
H
Will
be
so
I
can
talk
a
little
bit,
but
we've
had
our
Engineers
there
twice
the.
If
you
look
at
the
trailhead,
that's
up
the
street
from
us
where
the
pedestal
houses,
the
slope.
There
is
about
half
of
the
slope
that
we
have
we're
almost
vertical,
so
the
ability
to
carve
in
a
horizontal
creates
a
sheer
wall
that
is
almost
impossible
to
maintain
so
and
we
need
it
to
be
safe.
People
are
going
to
be
with
bikes
and
kids
and
and
we
can't
have
them
falling
off
of
Cliff.
H
So
we've
looked
at
one,
and
maybe
we
do
some
enhancements
up
the
street
by
the
way
when
I
ride
my
bike
to
the
Black
Diamond
Trail.
That's
the
way,
I
go
so
it's,
it
seems
a
lot
safer.
We
would
love
to
have
it
there,
but
it
is
just
awfully
steep.
C
C
So
that
the
problem,
the
procedural
issue,
as
you
know,
is
we
didn't
ask
you
for
a
trail.
You
proposed
the
trail
as
a
community
benefit
and
assured
us
that
it
was
buildable
and
then
common
Council
made
their
decision
about
the
HUD
based
on
multiple
factors,
including
that
as
a
community
benefit
So
based
on
our
pod
ordinance.
If
you
change
your
community
event
that
you
have
to
go
back
to
Common,
Council
I.
H
Guess,
Craig
and
I
and
remember
this
differently:
we
were
investigating
putting
in
a
trail
at
that
time.
That's
the
words
and
verbiage
we
use,
and
now
it's
become
kind
of
a
given
and
and
at
that
point
in
time
all
right
Greg.
Do
you
agree
with
that
or
I
know
that
you
wrote
some
of
the
original
language,
but.
E
Yeah
I
guess
I'd
have
to
take
a
look
at
back
at
exactly
what
the
language
I
I.
Remember.
It
I
I
I,
remember
being
in
the
focus
of
creating
a
good
connection
between
the
West,
Hill,
Community
and
and
Cass
Park
and
whatnot.
But
I'd
have
to
look
back
at
the
exact
language
as
far
as.
C
H
F
H
A
J
Okay,
so
I'm
Herman
sieberting,
with
the
integrated
acquisition
and
development
we're
partners
with
John
Novar
on
the
Valentine
project
and
with.
K
J
Nick
Robertson
also
at
IAD
and
John
Lange
who's,
our
attorney
just
listening
in
kind
of
hard
to
imagine
going
through
the
file
that
was
a
year
ago
that
you
all
did
the
neck
deck
and
we
were
sent
our
on
our
way
to
the
bza
and,
as
you're
probably
heard
or
know,
we've
been
to
the
board
of
zoning
appeals
twice.
J
I
think
those
were
both
items
that
you
all
looked
at
and
thought
we
had
a
reasonable
approach
to
addressing
them.
As
did
we
particularly
relative
to
the
five
criteria
that
the
Zoning
Board
needs
to
consider
when
they're
thinking
about
granting
an
area
variance,
but.
J
F
J
Significantly
I
think
we've
made
I
think
we've
listened
to
what
their
concerns
were,
and
it
took
us
quite
a
while
to
put
a
plan
together
that
addresses
those
concerns,
or
particularly
since
one
aspect
of
that
involved,
negotiating
acquisition
of
additional
property,
so
that
we
could
reduce
the
size
of
the
lot
area
variants
which
you
may
remember,
was
around
nine
thousand
square
feet.
J
Even
though
we
had
previously
approached
the
owner
of
this
adjacent
lot,
which
is
107
Valentine
place
prior
to
even
putting
the
project
together.
There
was
no
interest
in
that
time
on
their
part
in.
I
H
J
J
I,
don't
have
this
plan
in
a
format
that
could
be
popped
up
on
the
screen.
C
C
J
C
J
This
one
or
you
want
the
one
yeah.
No!
No!
No!
That's
perfect!
That's
absolutely
perfect!
So
it's
it's!
That
lot
immediately
to
the
north
of
111
Valentine
place
that
we
haven't
acquisition
agreement.
J
It's
an
agreement,
that's
contingent
are,
are
getting
all
the
you
know
required
permits
for
the
project,
and
this
basically
does
two
things
for
us
one.
It
gives
us
the
additional
land
area
so
that
our
lot
area
variance
now
has
been
reduced.
It's
also
been
reduced,
quite
frankly,
because
we
reduced
the
number
of
units
from.
F
J
Part,
particularly
since
that
you
know,
has
a
fairly
significant
impact
on
the
economics
of
the
project,
especially
when
you
consider
you
know
the
cost
of
buying
this
additional
lot
and
then
further
developing
that
law.
As
part
of
you
know,
this
approach
to
resolving
our
variance
issues,
our
original
proposal
had
26
units
or
30
units.
J
And
if
you
may
remember
from
our
previous
discussions
that
48
bed
count
is
actually
a
bit
less
than
what
could
be
done
as
of
right,
so
we're
actually
proposing
a
project,
that's
less
dense
than
theoretically.
You
know
zoning
would
allow
you
to
do
there,
all
of
which
was
part
of
our.
You
know,
presentation
to
to
the
zoning
board
so
with
the.
J
Of
this
additional
parcel,
are
we.
J
600
square
feet,
the
second
variance
that
you
know
we
asked
for
had
to
do
with
parking
and.
J
First
project
I
think
was
around
34
spaces
because
we
have
now
reduced
the
number
of
units
plus
changed
the
composition
of
the
units
using
the
formula
that's
prescribed
in
the
zoning
ordinance
for
parking.
Our
parking
requirement
is
now
29
spaces,
we're
proposing
to
construct
nine
of
those
spaces
on
this
additional
lot.
Now,
what
you
see
here
is
just
purely
layout
to
make
you
know
just
to
see
what
we
could
fit
on
the.
F
J
J
Need
to
do
some
work
in
terms
of
providing
Landscaping
lighting,
you
know,
and
some
other
amenities
for
this
additional
property,
but.
J
Approach
to
the
planning
board
was
I'm,
sorry
to
the
Zone.
It's
much
like
what
we
have
discussed
with
you
all,
which
was
that
we
have
significant
excess
parking
spaces
at
College,
Town
Terrace.
In
fact,
I
think
we
provided
documentation.
That
shows
that
we
have
approximately
300
spaces
that
just
aren't
being
used
and
I
think
you
all
agreed,
and
we
thought
it
was
a
reasonable
approach
to
zoning
board
to
say
that.
Well,
rather,.
H
F
E
J
J
J
You
know
if
things
go
well
with
the
zoning
board.
Next
Tuesday
we'll
be
back
with
site
plan
review
and
we
can
dig
into
those
details.
Yeah.
B
That's
totally
fine
I
appreciate
you
laying
that
out.
So
as
far
as
actions
today,
the
only
thing
we're
executing
on
is
a
recommendation
to
the
zoning
board
on
these
variances.
Now
we
have
what
we
said
on
those
on
these
variants
of
Alaska.
C
Please,
okay:
the
lead
agency
finds
applicants
mitigations
for
the
off
street
parking
variants,
which
include
a
large
amount
of
parking
available
on
an
adjacent
property.
Car
share,
Transit,
accessibility,
private
shuttle
and
lockability
to
be
substantial
and
do
mitigate
the
need
for
on-site
parking.
The
lead
agency
also
believes
this
is
an
appropriate
location
to
achieve
density
and
that
the
potential
tenant
population
of
students
are
less
likely
to
need
and
have
cars
they
find
this
Inlet.
This
is
in
line
with
that.
The
city
wants
to
accomplish
in
college
down
to
nearby
locations.
C
The
lead
agency
finds
that,
due
to
the
proposed
unit
mix
in
the
proposed
apartment
building,
it
is
actually
not
as
dense
as
it
could
be
with
fewer
units
in
terms
of
headcounts
further.
They
support
this
variance
as
they
support
density
in
this
location.
They
find
no
long-term
effects
to
planning
great.
B
The
only
things
I
would
add
to
that
is
extensive
efforts
by
the
applicant
to
mitigate
and
reduce
their
variances.
Since
the
last
time
you
saw
this
project
and
I
don't
know
if
we
want
to
refer
to
a
possible
slowdown
and
development
and
the
importance
of
Housing
and
Development
at
a
time
when
people
are
less
excited
to
build
stock,
but
I'll,
say
that's
top
of
mind
for
me
and
is
there
anything
else
that
people
want
to
say.
C
Yeah
and
I
don't
want
to
say
anything
else:
I
think
that
garbage
is
great
but
I,
think
Herman
and
to
your
team.
I
am
disappointed
that
you
need
to
provide
more
parking,
I
think
that's
pretty
ridiculous
with
300
extra
spots,
so
it
doesn't
go
unnoticed.
From
my
perspective,
I
just
wanted
to
put
that
out.
There.
B
Yeah
I
will
say:
I
agree
with
what
Emily
says
here:
I'm
sorry.
This
is
how
it's
shaken
out,
but
hopefully
there's
still
a
path
forward
here.
B
All
right,
I'm
not
saying
a
lot
of
appetites
to
add
verbiage
here,
but
you
will
get
a
recommendation
from
the
planning
board.
You
know
in
line
with
what
we
just
said.
Is
there
anything
else
we
want
to
discuss
on
this
project
today?
B
F
K
Yes
and
we're
waiting
we're
waiting
on
Tony
but
I
I
think
we
could.
We
could
start.
K
Okay,
when
we
last
spoke,
the
board
had
asked
to
get
some
more
information
on
our
grass
Paving
system,
and
we
have
submitted
that
to
Nikki
and
I
will
share
the
screen
to
share
with
everyone
great.
K
So,
as
we
had
mentioned
before,
graphically
the
the
pavers
on
the
front
lawn
appeared
as
if
they
were
a
kind
of
a
Hardscape,
but
Our
intention
was
to
to
provide
this
kind
of
system,
which
is
proven
it's
pretty
much
a
national
type
of
system
and
there
may
be
some
substitutes,
but
we're
we're
going
to
push
for
this
with
our
contractors,
and
the
idea,
obviously,
is
that
you
know
here's
an
example.
This
is
a
an
erosion
control
system.
K
It
just
looks
like
grass,
but
it's
it's
tough
enough
to
support
you
know
coast
and
seating
and
and
make
it
easier
for
folks
to
walk
on
and
ambulate
about,
and
that
I
think
I
believe
that
was
the
one
of
the
last
items
that
were
that
was
requested.
K
Frank
has
been
working
with
with
the
village
regarding
the
the
sweat
and
and
I
believe
he
has
an
update.
Yes,.
G
Yeah
so
yeah
I've
been
working
with
Matt
slugiewski,
the
city
stormwater
officer
and
with
Brent
Cross,
the
The
Village
engineer,
so
Matt's
issued
a
swep
approval
for
the
basic
swept
I
had
a
couple
items
to
edit
and
I
provided
additional
calculations
to
both
Matt
and
Brent.
G
B
B
All
right
any
questions
or
comments
from
the
board,
anything
from
staff
or
look
for
a
motion
on
the
resolution.
Is
there
a
motion
to
put
preliminary
and
final
approval
on
this
project?
I
saw
Emily
move
and
Elizabeth
II
any
discussion
on
the
resolution.
B
A
Thank
you.
The
addition
to
the
last
names.
B
Realize
I'm
getting
a
little
sloppy.
You
got
to
perm
it
up
great
project,
really
really
appreciate
you
bringing
it
through.
I
can't
wait
to
see
you
done.
B
That
brings
us
to
zoning
appeals.
First
up
is
815
South
Aurora,
which
is
a
Verizon
Telecom
station,
and
immediately
after
that
there
is
8
15
South
Aurora
and
at
T
Telecom
station.
In
the
past
we
have
used
relatively
non-committal
verbiage
saying
that
we
don't
have
much
of
an
opinion
on
Telecom
variances.
F
B
A
One
is
for
live
area
and
then
the
other
one
is
for
front
yard,
there's
two
front
yard
on
the
property
and
it's
not
a
quarter
line
and
they're
deficient
in
lot
area
by
1200
square
feet.
26
000
is
required
and
then
they're
division
by
Center.
C
A
B
A
C
F
C
B
Ordinarily,
like
I,
am
excited
to
give
recommendations
to
bza
because
of
this
thing
happening
that
I
really
care
about
and
want
to
see
happen,
whereas
in
this
particular
instance
I
think
it's
an
ice
egg
station
I
am
convinced
that
I
said
will
eventually
get
what
they
want,
because
they're
nice
egg
and
don't
have
too
much
to
say
to
the
bza.
But
if
there's
anybody
who
has
thoughts.
B
C
Well,
we
have
a
date:
May
11th.
We
don't
have
a.
C
A
F
C
About
materials
and
seeing
the
same
materials
over
and
over
again
and
how
to
how
can
they
can
be
used
in
a
way?
That's
made
more
pleasing
or
gives
more
variety
I
know
Elizabeth.
You
were
somewhat
of
an
expert
on
ephes
where
you
go.
Thank
you!
Yes,
okay,
you
don't
want
to
explain
to
you,
don't
want
to
be
there.
It's.
C
A
F
A
A
town
of
our
size,
city
of
our
size,
all
the
pressure
of
development
we've
had
in
the
last
five
to
ten
years
kinds
of
buildings
that
are
being
built,
the
successes,
some
of
the
challenges
we've
had
I,
think
a
broad
overview
of
past
and
current
projects
would
be
a
great
topic
of
discussion
to
see.
If
you
know
we
can
learn
together
and
think
about
Innovative
or
new
ways
forward,
don't
be
seen
when
we
see
property.
C
C
C
What
we'd
like
to
do
and
then
ask
you
for
maybe
we
can
give
you
a
list
of
buildings
that
have
been
approved
and
built,
so
you
don't
have
to
remember
it,
and
there
are
a
couple
of
things
that
come
to
mind,
for
example
that
Key
Bank
and
then
that
you
know
we
had
an
issue
with
the
water
table
and
then
this
other
solution
that
Fenderson
has,
with
the
gate
waterproof
yeah
the
floodplain
and
then
some
developments
went
really
well
like
the
steel.
C
Then
I'm
not
sure
of
an
example.
But
what
