Description

A
D
E
Let
us
pray
good
grace
is
Heavenly
Father.
We
come
to
you
this
evening,
asking
for
your
strength
and
your
Mighty
power
to
watch
over
those
that
are
suffering
in
South
Florida
Lord
be
with
them,
as
as
they
navigate
their
way
through
these
troubled
times,
Lord
bless
them
with
your
love
and
your
grace
Lord.
We
just
ask
you
that
you
look
over
the
over
the
First
Responders
that
are
helping
out
down
there
as
well
Lord.
E
A
E
A
D
Yes,
I
wanted
to
make
note
that,
at
the
end
of
the
meeting,
I
had
requested
that
we
have
a
future
briefing
topic
to
discuss
the
vlsc
issue
and
it
was
not
noted
in
the
minutes,
and
so
I
would
like
to
amend
the
minutes
to
include
my
request
for
the
vlsc
discussion
at
a
future
Council
briefing.
Second,.
B
A
D
A
E
Mr
softballs
thank
you,
mayor
Mr
Jansen
stole
a
little
bit
of
the
Thunder,
but
I
think
that,
for
all
of
you,
that
have
been
involved
in
some
way
should
perform
with
local
government
you've
seen
the
devastation
that's
occurred
in
Southwest
Florida
and
in
Central
Florida
in
another
specific
locations
around
the
state.
We
are
fortunate
that
we
only
had
the
minor
damage
that
we
did
have
with.
That
being
said,
I
know
that
I've
reached
out
to
a
couple
of
contacts
in
Southwest,
Florida
and
I
have
not
yet
heard
back
from
them.
E
I
think
that
speaks
to
the
magnitude
of
what
they're
currently
going
through
with
state
and
federal
resources
being
brought
in
when
the
time
is
appropriate.
We
will
be
offering
up
our
services
to
what
we
can
do
to
assist
them
in
whatever
way,
shape
and
form
might
be
necessary.
We
don't
know
what
that
might
look
like,
yet
whether
that's
through
reaches
energy
through
public
works
or
through
some
other
types
of
service
support,
but
at
this
point
in
time
we're
just
thinking
about
them
and
hoping
to
assist
them
at
some
point
in
the
future.
E
Second
thing:
I
wanted
to
bring
up
was
the
fact
that
we
appreciate
those
of
you
that
have
contact
with
us
or
stopped
by
the
EOC
during
our
storm
response.
I
think
that
you
can
all
be
very
proud
of
the
performance
of
this
organization,
all
of
our
employees,
not
just
the
ones
pre-storm
and
during
the
storm,
but
also
those
now
post,
a
storm
that
are
taking
care
of
the
business
of
this
community
with
a
two
and
a
half
day
backlog
and
some
storm-related
activities
moving
forward
so
very
much
a
team
effort.
E
They
definitely
upheld
the
the
team
and
our
core
values
and
third,
is
just
a
reminder
for
all
of
the
public
out
there
from
a
solid
waste
perspective,
there's
quite
a
bit
of
yard
waste
debris
that
has
been
accumulated
as
a
result
of
the
storm
with
down
branches
and
limbs.
It's
going
to
take
us
a
little
bit
to
get
back
on
track
with
that
waste
collection,
so
please
be
patient
with
our
contractor
as
they
go
through
the
process
of
collecting
it
off
of
our
streets.
Thank
you.
Thank.
C
C
The
damage
is
just
very,
very
bad,
so
my
thoughts
and
prayers
are
for
them
and
I'm
hoping
they
can
recover
pretty
well
and
fast.
But
moving
forward
to
some
positive
stuff,
I
know
I'm
very
proud
of
our
Beaches
Energy
Public,
Works
I
was
driving
around
went
to
the
ER,
I
have
to
say,
and
I
actually
want
to
brag
about
an
apartment
that
they
did
a
phenomenal
job.
While
everyone
was
hunkered
down
or
eating
other
snacks,
some
of
the
Public
Works
employees
were
out
removing
debris
pumping
the
water
pumps.
C
I
saw
a
few
on
First
Street
and
7th
Avenue
South
Public
Works,
removing
tree
limbs
to
say
that
I'm
very
proud,
I'm,
very
fortunate
to
live
in
Jacksonville,
Beach
and
I.
Think
we
we
have
a
great
organization
and
I
just
want
to
tell
all
the
employees
and
people
that
were
involved,
that
I'm
very
grateful
and
I
know
everyone
that
lives
here
are
very
grateful.
So
thank
you
very
much
and
God
bless.
D
Thank
you,
mayor
I
I'd
like
to
Echo
what
my
colleague,
Mr
Meza
just
said.
I
went
down
to
the
EOC
as
well
and
actually
got
to
meet
Jamie.
D
And
she
was
hoping
to
keep
everyone
working
on
the
EOC
stress-free
wish.
That
was
a.
That
was
a
really
nice
thing
to
see
and
that's
that's
kind
of
her
job.
But
exactly
what
Mr
Mason
said,
I
saw
a
lot
of
great
work
going
on
and
people
you
know
in
our
city
doing
a
lot
of
wonderful
things,
especially
Beaches
Energy.
We
want
to
give
you
guys
Kudos,
because
so
on,
Facebook
several
people
in
Neptune,
Beach
lost
energy,
I
mean
lost
Power
and
very
quickly.
D
Just
want
to
mention
that
I'm
friends
with
the
mayor
of
sandal
and
I've,
reached
out
to
her,
but
have
not
heard
back
from
her
I,
do
know
that
she's,
okay,
but
as
Mr
Stephanopoulos
said
they
are
very
busy
right
now,
but
would
like
to
say
that
my
heart
goes
out
to
everyone
in
South
Florida
because
there,
but
for
the
grace
of
God,
do
I
that
could
have
been
us
and
then
I
have
a
few
other
announcements
just
want
everybody
to
know
that
beaches
go
green,
is
doing
a
Jax
Beach
community
cleanup
this
Saturday
October
8th
from
9
A.M
to
11
A.M
it'll
be
a
lot
of
fun
you
they
will
provide
buckets
and
gloves.
D
D
So
some
of
those
are
in
October,
and
we
just
want
to
let
everyone
know
that
we
have
a
Citizens
workshop
on
October
13th,
which
is
a
Thursday
that'll,
be
from
6
to
8
pm,
and
then
I
also
want
to
mention
that,
as
of
October,
1st
dogs
are
allowed
on
the
beach
at
any
time.
They
must
be
on
a
leash,
but
we
go
into
the
season
where
dogs
do
get
to
be
on
the
beach
anytime.
So
just
please
be
sure
to
keep
your
dogs
leashed
and
enjoy
the
beach.
Thank
you
all.
D
B
Just
I
Echo
a
lot
of
the
council
members
thoughts,
a
huge
thank
you
to
our
city
staff
and
their
response.
The
last
couple
days
is
very
I,
had
a
very
difficult
time
for
us
up
here.
Very
thankful
with
that.
We
got
spared
up
here
and
thoughts
and
prayers
go
out
to
South
Florida
huge
thing
to
all
of
our
First
Responders
police
departments
are
working
through
the
storm.
B
Public
works
for
being
out
there
on
the
street,
clearing
debris
and
then
Beaches
Energy
have
gotten
a
ton
of
positive
comments
from
people
all
over
the
Beach
Ponte
Vedra
Jax
Beach
Neptune
Beach.
So
thank
you
all
very
much
for
for
the
hard
work
through
the
storm
means
a
lot
of
people
to
be
at
their
home
and
you
know
only
lose
power
for
an
hour.
Maybe
two
and
y'all's
tremendous
response
getting
out.
There
is
greatly
appreciated
by
all.
B
They
may
not
hear
they
say
things
to
us
and-
and
we
really
appreciate
it
and
want
to
make
sure
we
pass
it
along
publicly.
So.
B
All
the
city
staff
for
all
that
you
do
and
we're
very
blessed
to
have
gone
through
it,
and
thoughts
and
prayers
continue
to
go
out
to
South
Florida.
A
Thank
you
and
a
lot
of
my
sentiments
have
already
been
shared
and
big.
Thanks
to
all
the
city
departments,
everybody
had
a
role
to
play.
Everyone
knew
their
role.
There
was
a
lot
of
training
and
planning
that
goes
into
every
storm
season
and,
and
you
guys
all
worked
Works
your
plans
and
worked
together,
and
there
was
a
lot
of
really
great
communication
among
the
Departments,
of
course,
in
particular
the
the
public-facing
Departments
of
Beaches
Energy
Public
Works,
our
Police
Department.
A
Jacksonville
Beach
ocean
rescue,
especially
post
storm
out
there,
making
sure
the
beaches
were
safe,
warning
people
to
please
stay
out
of
the
water.
The
surf
the
surf
was
up
as
our
local
surf.
B
D
A
Have
people
working
24
7
during
this
storm?
We
are
looking
around
for
restaurants
that
are
open
and
willing
and
able
to
provide
food
for
our
staff,
and
we
actually
had
three
in
particular
that
I
wanted
to
recognize.
Not
only
did
they
provide
food
at
the
same
time,
they're
trying
to
close
and
figure
out
how
to
get
their
staff
home,
but
they
refused
payment
from
the
city,
so
they
provided
food.
A
People
that
you've
heard
about
already
free
of
charge,
so
Bono's
sonatis
and
Angie
subs
and
those
names
probably
won't
surprise
you
they're
all
very
Community
involved
and
active
and
supporting
our
beaches
community.
So
please,
when
you're
out
and
about
and
you
are
frequenting
those
locations.
Please
tell
thank
you
on
on
behalf
of
the
city,
and
this
is
the
employees
and
the
citizens,
because
they
really
did
make
our
Labs
a
lot
easier
by
by
providing
meals
to
our
workers,
any
other
announcements:
okay,
we'll
move
on
to
Courtesy
of
the
Florida
visitors,
Gary
king
cow.
A
H
Have
three
minutes
Gary?
Thank
you,
Gary
Payton
725
by
neighbor,
Circle,
Jacksonville
Beach.
A
lot
of
what
I
wanted
to
say
was
just
echoed
by
Council.
Thank
you
all
for
the
effort
that
was
made
to
prepare
for
and
then
also
to
clean
up
after
the
hurricane,
particularly
in
reference
to
the
First
Responders,
and
also
those
volunteers
that
were
out
there
during
the
hype
of
the
storm.
I
want
to
thank
everyone
for
the
efforts
that
were
made.
It
was
really
amazing
to
see
how
this
city
came
together
and
prevented
something
much
larger
from
happening.
H
I've
lived
in
Jacksonville
Beach
now,
for
five
years
out
of
five
years,
we've
had
three
hurricanes,
all
of
them.
Unfortunately,
glancing
blows
this
last
one
three
to
five
foot,
storm
surge,
and
yet
it
took
out
almost
half
of
our
Goons
I
hope
that
we
take
this
as
an
opportunity
to
learn
and
to
grow
the
infrastructure
that
we
have
in
this
city
to
improve
it,
to
the
extent
that
we
can
withstand
larger
stones
and
just
a
three
to
five
foot,
storm
surge.
H
A
We'll
be
letting
our
state
of
emergency
expire,
the
next
item,
you
might
see
that
we
have
some
special
guests
in
the
audience
today.
A
I
went
to
this
group
today,
but
grow
up
on
the
run.
If
you're
not
familiar
is
a
running-based
program
that
builds
confidence
and
empowers
girls
and
I,
don't
I
think
we
work,
we
got
the
confidence
part
you
guys
are
pretty
good,
but
one
of
the
things
that
they
do
throughout
their
session
is
service
projects
and
giving
back
to
the
community.
So.
B
Hello,
I'm,
Lily
I
am
10
years
old
and
we're
doing
a
project
for
the
Saint
Paul's
Beach
wheelchair
it.
It
helps
people
who
are
who
need
more
help
with
going
on
the
beach,
so
they
can
enjoy
all
like
everything
on
the
beach
that
we
can
enjoy.
B
A
B
B
We
raise
money
by
going
to
our
school
field.
We
had
about
an
hour
in
every
single
passive
recess
to
do
to
raise
money
by
doing
a
big
deal
it
we
did
snow,
cones,
brownies,
cupcakes
and
cookies,
so
we
all
like
either
baked
them
or
bought
them,
and
we
made
wristbands
and
bracelets
and
necklaces
yeah
very
good.
Well,
congratulations!
I
was
actually.
A
Over
at
the
lifeguard
station
yesterday-
and
they
said
they
definitely
need
another
chair,
so
they
have
a
few,
but
they
get
used
a
lot.
Even
when
I
was
there,
someone
came
up
and
asked
for
one
to
borrow
to
get
down
onto
the
beach,
so
I
think
we
have
Captain
about
Emma,
Heiser
and
Parks
and
Rec
director
Jason
fatitis,
and
they
made
them
come
up
here
or
either.
One.
A
B
Thank
you,
ladies
very
good,
job
raising
the
money.
This
helps
a
lot,
a
lot
of
people
I'm
fortunate
enough
to
help
people
get
in
these
chairs
every
day,
and
some
people
will
tell
you
a
story.
I've
been
on
the
beach
for
15
years,
some
people
cry
when
they
come
back
up.
My
mom
has
always
wanted
to
go
to
the
beach
and
ours
were
pretty
beat
down.
So
this
is
really
great
timing,
so
very
good
job.
Ladies
good
job.
B
B
G
B
G
G
So
we
base
this
on
what
our
employees
currently
have,
because
that's
really
the
only
way
that
we
can
get
some
valid
data.
So
if
we
were
to
keep
the
two
plans
we
currently
have,
the
premium
is
going
to
increase
by
9.7.
That's
due
to
utilization
covet
is
just
a
high
year
for
us.
With
these
plan
changes,
the
increase
is
13.83,
so.
G
So
if
this
is
approved,
you'll
take
that
55
000
out
of
our
Pro
share
and
our
medical
loss
ratio
rebates
that
we
get
back
from
going
to
order
to
so
I'm
here
to
ask
or
request
the
approval
for
the
insurance
renewals
for
Florida,
Blue,
MetLife,
Superior,
Vision,
Standard,
Life
and
Voya,
and
to
address
any
concerns,
and
also
Owen,
is
here.
If
there's
something
that
you
should
speak
about.
A
E
A
G
A
E
E
B
B
F
A
Yes,
motion
carries
next
item
you're
year
on
year
on
the
next
one
for
the
City
attorney.
G
Yes,
so
at
the
briefing
last
Monday,
we
discussed
the
city,
attorney's
evaluation
and
I'm
here
to
get
approval
for
a
three
percent
evaluation
increase
in
the
three
percent.
Cola
increase
for
our
City
attorney.
G
A
C
C
There's
a
four
and
a
half
mile
transmission
line
that
connects
with
Diego
substation
to
the
northern
Butler
substation
up
the
south
of
Southeast
Parkway.
We
two
years
ago,
did
the
protective
relay
panel
upgrade
for
the
other
end,
and
it's
now
time
to
do
the
or
Diego
end.
We
are
required
by
nerk
the
North
American
electoral
liability
Corporation
to
do
here.
United
Tesla
maintenance
for
our
protection
system,
components
that
protect
the
system.
A
couple
years
ago,
I've
been
one
of
the
required
tasks.
We
had
some
degradations
that
caused
a
failure
in
those
tasks.
C
The
equipment
is
operational,
but
it
is
degraded.
We
have
other
layers.
Redundancy
built-in
still
protect
the
system.
We
had
the
panel
engineered
with
the
orange
Maryland
contracts.
They
helped
put
together
a
repair
package
for
us.
We
solicited
beds
back
in
July
and
the
center
came
back
at
the
price.
E
A
C
C
A
A
B
A
Doesn't
actually
amend
any
of
the
action
items
in
the
2015
plan,
it
is
to
allow
for
maintenance
out
of
the
CRA
Tech
funds
that
are
installed
by
the
CRA.
We
did
a
similar
Amendment
back
in
2017
for
the
South
End
to
allow
for
the
same
kind
of
Maintenance,
and
so
that
is
what
we're
asking
for
in
the
downtown.
F
E
A
We,
the
era,
have
now
got
a
document
that'll
kind
of
fall
under
when
we
do
our
annual
report
we'll
also
be
updating
our
kind
