march
30th
we
lost
a
member

community
wilmer
clark.
He
was
a
retired
sergeant
with
the
jacksonville
beach
police
department
serving
from
1963
to
1986,
and
he
also
went
on
to
serve
on
council
from
october
1987
to
november
1991
and
then
again
from
november
1993
to
november
1996..

if
you're
doing
the
math,
there
doesn't
quite
add
up
to
four-year
terms,
but
he
served
this
for
quite
some
time
in
both
the
capacity.
So
please
keep
his
family
and
our
community
in
your
thoughts
and
prayers

passing

blues

think
for
the
first
time
since
it
was
cancelled
in

see

inside

home

marsh
marshview

reason

and
as
exists

The
st
john's
river
water
management
district
had
a
conservation
easement
in
place,
which
I
understand
is
under
review,
but
that
easement
states
that
the
property
will
be
retained
forever
in
its
existing
natural
condition,
to
my
detriment
or
potential
detriment,
that's
being
considered
for
vision
and
that
those
marshlands
will
be.

we
live
off
of
15th
street
south,
very
close
to
the
proposal
of
the
adventure,
landing
boardwalk
and
development.
So
one
concern
we
have
for
that.
Development
is
traffic
with
a
proposed
427
units
and
a
potential
for
over
800
cars.

What
is
due
to
this
very
small
area,
and
has
there
been
any
studies
done
on
how
this
area
would
handle
that
much
more
traffic,
such
as
an
emergency
when
we
have
a
hurricane
evacuation
15th
street
south
is
the
first
road
to
the
east
of
the
development,
and
it
would
not
take
very
long
for
people
to
realize
that
this
is
a
backroad
way
to
get
to
sun,
jabs
beach
and
the
boulevard
it's
presently
being
used
that
way,
right
now,
anyways
and
so
adding
800
cars
to
that
would
be
not
very
good
for
our
area.

It's
already
a
heavily
traveled
road
and
you
don't
want
to
see
it
with
800
more
cars.
Presently,
traffic
is
at
a
standstill
at
the
montessori
school
in
15th
street
south,
when
parents
are
dropping
off
or
picking
up
their
children.
We
avoid
using
that
street
from
about
2
30
in
the
afternoon
to
3
30,
and
we
also
avoid
using
it
in
the
mornings
when
they're
dropping
them
off
friends
down
the
road
there's.
Also
another
school
sea
breeze
elementary
same
thing,
so
we
are
locked
in
actually
there
with
the
two
schools,
but
that's
a
different
issue.

regards
to
the
boardwalk,
the
government
have
a
boardwalk
on
our
mars,
where
we
see
an
abundance
of
wildlife
presently
would
be
another
disaster
as
that
we,
as
we
would
like
to
think
it
is
my
understanding
that
applicants
will
not
be
allowing
public
access
to
the
boardwalk
from
their
property,
nor
will
they
provide
parking,
and
if
you
have,
if
you
drive
down
shelter,
avenue
is
proposed
that
the
parking
will
be.
There
is
a
very
small
spot
that
possibly
can
accommodate
two
or
three
cars.

I
live
at
3376
sanctuary
boulevard
in
jacksonville
beach.
During
the
march
28
city
council
briefing,
the
council
was
briefed
on
proposed,
publicly
accessible
boardwalk,
which
we've
been
talking
about.
That
would
be
constructed
and
connected
to
a
privately
accessible
boardwalk,
which
is
being
built
by
the
developer
of
the
proposed
adventure
landing
project.
I'm
here
to
express
my
objection
to
the
construction
of
the
publicly
accessible
boardwalk
for
the
following
reasons.
I
As
others
have
mentioned,
the
existing
availability
of
three
other
city
parks
in
the
micro
cube
park
and
program
are
all
within
a
mile
of
the
proposed
residential
project.
These
facilities
include
playgrounds,
a
skate
park,
boardwalks
kayak,
launch
boat
ramps,
a
dog
walking
park.
I
It
seems
to
me,
as
a
taxpayer,
that
the
300
000
or
so
dollars,
that's
being
required
to
build
another
boardwalk
could
be
added
to
the
budget
of
either
one
of
these
other
parts
for
improvements.
I
know,
there's
a
number
of
projects
on
the
books
or
be
used
to
build
a
park
in
perhaps
not
such
an
environmentally
sensitive
area.
I
I've
monitored
this
net
for
the
last
two
years
and
the
pair
of
eagles
that
use
this
nest
have
produced
three
offspring
in
the
last
two
years.
So
I
have
a
kind
of
a
particular
favoritism
to
that
and
finally,
based
on
my
understanding
of
the
city's
2010
comprehensive
plans,
conservation
goals
and
objectives,
the
area
of
the
proposed
boardwalk
at
the
unopened,
easement
off
of
shutter
avenue
would
be
in
conflict
with
the
designated
conservation
easement.
I
The
comprehensive
plan
did
say
that
this
easement
would
be
in
perpetuity,
so
this
would
be
in
conflict
with
that.
I
appreciate
your

Involvement
with
the
council
on
cra
as
a
public
advocate
for
a
better
downtown,
and
I
tried
to
come
up
with
redevelopment
initiatives
that
were
not
market
driven
that
was
planted
by

seed
of
the
cra
and
that
had
direct
impact
on
the
increase
of
tiff
revenues.
I
was
unable
to
come
up
with
ant
projects.

Any
hotel,
restaurant
office
or
shops
that
have
been
happening
that
have
happened
in
the
last
decade,
have
all
been
market
driven.
The
same
can
be
said
for
those
projects
not
yet
complete
and
we
have
dick's
height
a
project
of
bikes,
seating,
art,
lighting,
etc.
That
has
taken
well
over
six
years
and
still
awaiting
the
results
it
was
august
of
last
year,
the
mayor
hoffman
challenged
the
cra
to
think
big,
bold
and
towards
the
future.

are
only
in
the
infancy
of
being
bold,
a
market
analysis
for
lather
park.
Plaza
has
been
approved,
and
this
is
where
the
discussion
ends.
We
have
so
much
more
to
do
and
less
time
to
do
it
in
where's
the
future
of
the
peer
parking
lot
area.
Where
are
the
potential
areas
for
parking
when
we
hit
the
tipping
point
of
so
many
visitors?

building
height
limit
help

the
redevelopment

lease
is

bids
with

brands

golf

a
request

some
personnel
enhancements

information
services

golf
course
and
in
ocean
rescue,
beginning
with
information
services.
As
you
know,
our
cio
bill
river
has
been
with
us
for
six
months
now.
So
that's
given
him
some
time
to
identify
some
areas
where
we
we
need
to
add
additional
resources
in
information
services.
He
also
would
like
to
split
the
department
into
two
distinct
divisions
and,
as
such,
we
are
requesting
to
add
two
new
positions.

rest

information
services
changes
are
retitling
of
current
positions.
Those
three
titles
do
not
include
a
grade
adjustments

we're
just
simply
changing
the
job

changing

title
to

more
current
with

market

reclassify

part-time
shop
attendance

full-time
protocol
needs
to

with
my
colleague,
it
is
the
redistricting
norms

go
where

little

deep
difference
as
possible
between
the
different
districts,

regular
redistricting
norms.

I

potential

growth

it

happen

form,
shape
fashion
or
another,
and
that
us,
as
a
government
body,
should
look
at
things
like
this
and
decide.

there

no,
we
don't
know
those
that
will
materialize
and
given
the
adjustments
of
the
last
10
years,
the
districts
are
one
percent
different
of
than
each
other,

so
I

years

they

pretty
good
job
with
doing
their
job,
which
makes
our
job
easy
he's
here
with
looking
at
how
we
can
best
provide
the
equal
representation
for
our
current
citizens,
not
the
citizens
that
we
may

not
have
in
five
or
six
years.
