I
know
that
you're
talking

issues
related
to
something
I
think
it's
very
near
to
me
dear
to
me,
as
well
as
to
others
in
the
community
and
that's
about
our
volunteers,
about

volunteer
life,
lifeguards
and
the
corps,
I'm
here,
because
it's
very
obvious.
This
is
something
that's
very
passionate
to
the
people
here
and
not
just
here
around
the
city
of
jacksonville
as
well.

easy

drive
through
other
regions
and
you'll
see
the
the
different
signs
that
are
out
representing
standing
up
and
speaking
for
them.
This
is
a
time-honored
institute.

you
because
I
believe
that
something's
very
important
a
couple
years
ago
I
had
a
chance
to
put
together
a
resolution
honoring
and
recognizing
that
you
know
up
on
your
jacksonville
beach.
You
have
the
lifeguard
chair,
and
this
is
a
tradition
that
has
gone
on
for
so
long
and
I'm
not
quite
sure
that
I
understand
why
the
council
will
not
step
in
and
to
speak
and
to
represent
the
people.

in
any
official
capacity,
not
as
a
candidate
or
anything
else,
but
somebody,
that's
truly
concerned
about
that,
and
I
would
tell
you
that
I
would
offer
any
suggestions
that
you're
open
to.

offer

any

but
I
don't
think
that
the
people
understand.
I
certainly
don't
understand,
and
I
think
that
the
people
that
are
beside
behind
me
they're
all
raising
questions,
you're,
the
elected
officials
and
you
have

capacity

whether
it's
something
that
you're
getting
as
a
legal
opinion
or
not.

senator

pretty
quick
because
we
have
a
short
amount
of
time
here
today,
but
as.
I
Just
stated,
as
of
11
45
a.m.
This
morning,
3
820
petitions
were
dropped
off
with
the
supervisor
elections
for
their
review
and
verification
certification.
That's
19
of
your
total
registered
jack
speech,
voters
from
the
last
general
election
and
just
to
run
through
the
law
and
the
requirements.
Real
quick
florida
statutes,
particularly
166.031
that
the
governing
body
of
a
municipality
in
this
instance
view
the
city
council
for
jack
speech
that
you
have
to
place.
I
The
proposed
amendment
contained
in
these
petitions
signed
by
ten
percent,
at
least
ten
percent
of
the
jacks
beach
voters
to
a
vote
of
the
electors.
I
The
florida
statutes
101.161
requires
of
the
governing
body,
and
this
city
council
of
syria
jax
beach
place
the
public
measure
on
a
ballot
via
an
enabling
ordinance
or
resolution.
I
The
law
provides
that
it
can
be
put
to
a
voter
to
a
vote
of
the
electors
at
the
next
general
election
or
a
special
election.
What
we've
done
here
in
an
effort
to
save
the
added
resources
and
the
taxpayer
costs
that
would
result
from
a
special
election.
The
request
in
this
proposed
amendment
is
that
it'd
be
placed
on
the
ballot
at
the
next
general
election,
which
is
november
8th
of
2022,
which,
which
serves
ample
reasonable
time
for
the
consideration
of
it
and
the
ministerial
duty
to
place
it
on
the
ballot.
I
So,
in
order
for
that
to
occur,
the
supervisor
of
elections
who
we've
been
communicating
with
they
have
to
have
all
the
requirements
met
for
this
measure
no
later
than
the
end
of
august,
and
that
includes
action
by
the
governing
body,
which
is
you
so
in
order
to
meet
that
deadline?
I
This
council
must
act
no
later
than
its
august
15th
city
council
meeting,
meaning
that
the
first
reading,
if
we're
going
to
do
this
in
a
regular
fashion,
under
your
standard
first
and
second
reading
protocols,
the
first
reading
should
take
place
on
august
1st,
the
city
to
act
merely
means
performing
the
ministerial
duty
by
putting
the
proposed
amendment
on
the
ballot,
nothing
more,
nothing
less.
The
council
action
does
not
mean,
and
it's
not
a
statement
that
any
voting
council
member
believes
that
the
measure
is
a
good
idea
or
a
bad
idea.
I
It
instead
is
the
council
members
merely
following
the
law
that
requires
the
governing
body
to
allow
the
electors
to
vote
on
a
proposed
amendment
that
has
the
front-end
support
of
at
least
10
percent
of
the
voters
right
now
we're
at
19
ask
19
of
your
voters
are
asking
you
to
put
this
on
battle.
On
july
6th
of
this
month,
the
package
was
delivered
to
mayor
hoffman.
The
package
contained
a
letter
explaining
many
of
the
same
things.
I
I'm
stating
here
today
a
copy
of
the
petition
containing
the
ballot
summary
and
title
and
a
copy
of
the
proposed
enabling
ordinance.
So
the
whole
package
was
delivered
july,
6
almost
two
months
from
the
time
needed
for
the
supervisor
election
to
get
it
properly
submitted
for
ballot
approval
and
four
months
prior
to
the
you
know,
november
general
election.
You
can
just
wrap
up
your
comments.
Sure
again,
19
of
the
voters
have
spoken
the
position
of
the
process
of
being
verified.
The
citizens
of
jack
speech
have
done
their
part.
I
I'm
here
disrespectfully
asking
that
jack
speech's
governing
body.
You
do
its
part,
follow
the
law
and
place
this
on
the
ballot
without
any
mandate.
From
the
court
to
do
so,
I
appreciate
your
time
and
it's
real,
quick,
rita
is
going
to
come
up
in
a
second.
I
would
also
appreciate
an
opportunity
for
communication.
I
think
there's
been,
unfortunately
a
lack
of
communication,
particularly
between
the
attorneys.

follow
a
couple
of
things
that
mr
gabriel
was
saying,
because
he
had
to
kind
of
go
trickly
at

end,

I
think
they're
super
important
we're
asking
that
this
council
do
a
ministerial
act.
It's
an
act
that
you're
required
to
do.
We
would
not
make
the
statutes,
but
you
are
required
to
place
the
proposed
amendment
on
the
ballot
and
it
sometimes
it
seems
simply
difficult.
Why
wouldn't
we
be
given
ministerial
duty
and
not
have
any
say
so?

Why
does
it
have
to
go
through
us
to
get
on
the
ballot?
I
don't
know,
but
that
is
what
the
florida
statute
says.
So
we
truly,
you
know
I
just
want
this
council
to
understand
you.
Voting
to
put
this
on
the
ballot
does
not
mean
that
you
think
it's
a
good
idea.
It
does
not
mean
that
you
think
it
should
happen
or
that
it
shouldn't
happen.
It
means
that
you're
doing
your
duty,
which
is
to
follow
the
law
and
the
law
could
not
be
more
clear.

correspondence
today
stating
that
possibly
the
council
was
not
needed
to
be
involved
in
this
process,
guys.
That
is
absolutely
100
untrue,
and
I
can
tell
you
when
I'm
sad
to
say
this.
I
have
never
had
a
situation
where
I
have
been
stonewalled
by
a
city
government
like
I
have
this
week,
I
mean
I
could
outline
and
send
you
the
emails,
ms
robinson
on
I've
been
told.

number
of
pages
has
gotten
not
gotten
back
with
us,
she's
gotten
back
with
us
to
say
that
there's
not
time
for
us,
I
mean
what
good
is
it
to
call
someone?
I
could
call
someone

but
if
I
would
talk

him
about
why
I'm
calling
them,
I
don't
give
any
credit
that
way
for
her.
Actually
taking
the
call
and
saying
we'll
have
someone
get
back

literally,

been

for

fact

city
council
members
have
been
told
not
to
speak
with
us,
even
though
we're
not
the
firm
handling
the
litigation,
we're
only
dealing
with
a
referendum,
they've
been
told
not
to
speak
with
us,
that's
okay,
so
what
we
would
do
professionally
speaking
as
an
attorney
is,
I
would
reach
out
to
your
attorney
and
that's
how
I
would
then
speak
to
you
is
through
your
attorney.
Your
attorney
has
not
spoken
with
us,
nor
has
mr
shepherd.
Mr
shepard's
never
made
one
attempt.

does

Leave
your
citizens?
If
we
can't
talk
to
you
and
you
can't
talk
to
us,

do
you
tell
your
citizens?
What's
happened
what's
down,
because
I
mean
we're
not
perfect,
but
we
are
confident
attorneys
trying
our
best

follow
florida
law.
It's
difficult
here
at
the
beach,
because
there's
not
a
referendum
process
outlined
so
we're
having
to
kind
of
find
our
way
through
this.
This
is
a
very
unusual
process.
You
don't
generally
see
citizen
initiated
referendums,
but
guys
here
we
are,
the
political
power
is
inherent
in
the
people.

to
two
of
the
height
workshops,
many
questions
and
probably
more
than
anything
I
felt
like
the
attitude
was
that
the
height
restriction
didn't
get
much
of
an
embrace
by
the
crowds.

wanted
to
share
with
you
my
observations
from
what
went
on
at
least
in
the
recent
cra
workshop.

Once
we
take
the
parking
spaces
away,
we're
going
to
bring
have
that
building
come
up
with
new
parking,
or
you
know
it's
just
going
to
be
a
building
of
rate
of
usable
footage,
but
my
recommendation
is
to
narrow
the
scope
of
the
proposed
height
increase
just
to
lathe
the
part
p3
project
with
the
target
market
of
retail
office
exclusively.
Providing
that
passes
legal
muster.
Okay
and
there's
several
reasons
why
I've
noted
there,
but
I
want
to
just
touch
on
two
of
them.

know,
delray
beach,
okay,
here's
what
it
can
look
like
in
our
downtown.
Secondly,
that
if
the
laser
part
project
with
additional
height
goes,
you
can
use
that
for
a
springboard
for
additional
height
increase.
So
I've
got
a
couple
of
other
things
that
I've
noted
there,
but
those
are
two
key
things
that
I
think
may
be
advantageous
and
may
help
to
get
this
height
restriction
moving
along.
Nobody
in
this
town
wants
to
see
something
done
by
the
city
in
our
downtown.

the
two
attorneys
who
presented
with
public
comment
and
made
implications
about
my
actions
with
respect
to
their
request
for
a
meeting.
The
characterization
that
they
were
a
stonewall,
at
least
by
me,
is
wrong.

a
request
it
was
meeting.
What
we
asked
for
was
the
courtesy
of
coordinating
our
schedules
and
they
haven't
respected
that,
and
so
I
will
say
here
that
you
will
get
a
meeting
when
we
can
coordinate
that
with
mr
shepard's
schedule.
That
was
represented
in
writing
and
I
will
say
it
again
now,
verbally.

supervisors

election

verified
exactly

terms
of
the
process
really
should
be
directed

that
office,
but
it
was
important
for
me
to
address
the
characterization
that
we've
stoned
to
all
their
efforts,
because
that
is
not
a
true
statement.

is
a
project.
That's
moved
through
the
cip,
we're
now
up
to
the
process
of
construction,
we're
beginning
to
when
we
say
when
we
finish
the
design
to
get
work
towards
construction.
We
completed
a
study
early
to
determine
what
method
we
wanted
to
do
for
de-watering
and
now
we're
working
ahead
with
with
right
pierce
to
be
able
to
design
the
actual
facility
you
see
on
the
screen
up.

The
expected
life
on
these
is
usually
around
20
years,
so
we're
we're
at
the
end
of
life
for
the
actual
dewatering
itself
equipment.
However,
the
building
itself,
as
many
of
you
have
noticed
or
have
might
have
seen,
is,
is
severely
degrading
around
the
actual
equipment
that
is
trying
to
protect.
So
this
project
is
actually
work
forward
to
a
dual
train
system,
so
that
we
would
have
duplication.

would
have
the
ability
to
be
able
to
run
and
as
opposed
to,
if
we
lose
our
sludge
dewatering,
we
can't
process
sludge,
which
is
the
process
of
drying
out
the
solids
and
removing
them
away
to
a
landfill,
as
opposed
to
sending
them
away
in
a
wet
or
fluid
format.
So
this
actually
does
create
a
better
method.

mentioned

the
system
that
we're
doing
with
one

the
cons
is
odor
and
at
least
I'm
pretty

that's

cons,

my
only
concern
is
by
somebody
who
likes
the
jacks
beach
golf
club
tremendously
is
that
when
the
wind
is
blowing
from
the
east,
the
drill
is
is
already
bad
and
just
want
to
make
sure
that
when
we
do
the
new
building,
we
look
to
mitigate
that
as
much
as
we
can,
because
when
the
wind's
blowing
the
other
way,
it's
obviously
blown
into
residential
as
well.
So
that
would
be.

control
is
included
as
part
of
the
design,
whether
or
not
it
continues
to
stay
in
as
part
of
the
construction
process
that
a
lot
of
times
it
comes
down
to
dollars
and
cents
when
the
project
gets
towards

estimated

seeing
is
a
lot
of
projects
costs
are
going
up
significantly,
so
this
is
one
of
those
pieces.

Our
current
plant,
our
current
sludgy
watering
building,
doesn't
have
any
sort
of
smell
resistant
ability,
odor
control,
but
the
new
building
is
intended
to
have
the
design
to
pull
that
out
and
be
able
to
process
it.
So
it
actually
should
be
a
better
scenario
than
what
we
have
today
as
long
as
we
continue
to
take
it
all
the
way
to
construction.

our
senate
bill

requirement

eliminate
effluent
discharge

coming

because
it
begins
to
be
funded
and
budgeted
coming
up
in
the
next
upcoming
year.
This
kicks
the
project
off.
We've
received
our
our
temporary.

of
our
plan
that

together

with

how
we're
going
to
solve
this
particular
problem.
It's
kind
of
conditional
approval
and
the
reasoning
is
conditional-
is
they
haven't,
put

rules

place

say

we're
going
to
make
this
stuff
happen
as
far
as
at
the
level.
So
we
haven't,
we
don't
have
any
rules
in
place
for
potable
reuse,
indirect
or
direct
or
any
some
of
these
other
methods
that
may
be
used
to
be
able
to
do
this.

beaches

county

county

a
lot
of
golf
courses
that
need
water
and
I
don't
know
if
there's
any
opportunity
to
look
into
that
area
as
well.

know,
specifically,
you
know
our
there's
a
wastewater
plant.

there
might
be
some
opportunity
on
to
the
south
and
then
another
one
that
I
thought
of
was
you
know
my
yard
is
on
like
a
well,
and
I
don't
know
if
this
would
be
if
there's
any
opportunity,
because
we
haven't
gotten
into
the
specifics
of
what
could
be
used,
but
is
there
if
there
was
ever
an
opportunity
for
me
to
convert
my
irrigation
from
well
to
this
affluent
water,
and
there
was
some
sort
of
rebate
program
or
something
that
the
city
offered.

a
couple
of
comments
on
on
your
comments,
of
course,
our
engineers
here
to
hear
some
of
your
comments
so
we'll
take
in
and
we'll
actually
look
at
those.
It
does
become
a
little
bit
of
a
slippery
slope
because,
as

currently,
the
only
effluent
that
we
process
for
irrigation
is
for
municipal
use.
So
it
goes
to
our
parks
and
our
boulevards
and
our
areas,
and
we
already
have
a
couple
of
opportunities
of
particular
areas
that
are
interested
in
our
irrigation
expansion.

So,
of
course,
we're
going
to
want
to
make
sure
our
golf
course
gets
the
amount
they
need
first
and
foremost,
and
then,
as
we
begin
to
attach
users,
we
have
to
start
subtracting
off
of
that
list
and
determine
that
we
can
feed
it,
because
it's
going
to
be
when
you
have
a
paying
customer
that
says
they
want
x
amount
of
irrigation
water,
and
you
can't
do
it,
because
we
need
to
send
it
to
the
golf
course
and
it's
an
overly
dry
year.

put
us
in
a
predicament
that
we
may
not
want
to
be
at.
So
that's
part
of
the
things
that
we're
going
to
be
addressing
is
the
couple
that
we've
been
approached
by
to
be
to
be
included,
they're
easy
because
they're
across

street,

it
works
out
really
easy.
However,
we
had
to
evaluate
all
that
determinant.

concept
of
completely
plumbing
the
entire
town
of
purple
pipe
would
create
another
additional
utility
amongst
the
three
utilities
that
I
have,
including
storm
water
and
waste
water
and
water,
so
that
would
have
a
huge
infrastructure
requirement
that
would
have
to
go
with
it.
So
I
can
tell
you
at
this
time
we're
not
really
considering
that
to
be
an
option,
a
viable
option
simply
because
we
couldn't
provide
it
to
the
entire
community.

this
this
third
item
now
this
is
a
little
different.
I
believe
what
I've
talked
about
before,
but
this
has
got
to
be
a
maintenance
service
plan
for
our
sequential
batch
reactor
blowers.

So
if
you
remember
last
month,
you
all
approved
an
invoice
in
the
amount
of
38
000
for
repair
and
replacement
of
a
blower,
so
that
conversation
led
us
down
the
path
of
you
know.

My
final
time,
all
three
parts,
all
three
parts
have
classified
didn't
just
get
three
items
I
kind
of
gained
them
all
in
there.
So
this
is
a
three
piece
approval
and
what
we've
got
is
public
works
staff
applied
for
a
grant
through

resilient
florida
grant
process
to
do
a
complete
of
what
we
call
a
vulnerability
assessment?

did
so
understanding
that
that
vulnerability
assessment
cost
was
going
to
be
equal
to
the
cost
of
the
grant
request
that
grant
has
been
approved
by
florida,
dep
so
they've,
given
us
100
funding
for
that
no
cost
match
nothing
else.
So
that's
that's!
The
first
part
is
to
receive
the
grant.
Second
part
is
to
spend
a
grant
to
to
to
employ
jones
edmonds,
to
continue
with
the
the
vulnerability
assessment
and
some
of
the
initial
stuff
that
they've
already
done.

does
that
reflect
power,
outages,
storms,
things
like
that
to
be
resilient
and
what
equipment
you
have
that's
out
there
that's
vulnerable,
so
the
second
piece
is
to
actually
put
that
underway
for
the
for
for
the
vulnerability
assessment,
and
then
the
third
piece
comes
after
the
vulnerability
assessment,
which
is
the
adaptation
plan
which
says:
okay,
now,
you've
done
the
vulnerability
assessment.
Now,
how
are
you
going?

are
you
going
to
do
next
to
be
able
to
try
to
get
these
things
so
most
of
the
money
that's
included
in
on
this
part
of
this
grant
process
is
part
of
a
larger
funding,
grant
and
funding
opportunity
for
anything.
That's
listed
in
those
vulnerability.
Assessment
becomes
eligible,
not
necessarily
guaranteed,
but
it
becomes
eligible
for
additional
funding
for
replacements
or
for
repairs
at
a
matching
cost.
So
this
kind
of
sets
us
up
for
the
next
batch
that
we
can
try
to
go
after
to
get
some
additional
ground
funding.

assist

peer
management

operations
for
a
period
of
time
not
to
exceed
six

beach
police
department
will
be
responding
if
there
is
any
incident
on
the
fear
that
requires
a
police
presence,
but
as
far
as
security

daily
basis
that
jacksonville
may
decide

attendee
or
an
attendant
on
the
beer
during
operating
hours,
but
they
didn't
commit
to
that
in
this
agreement.

willing

find

city

teachers
responsibilities.

pushed
the
police
department
and
we

not
staffed
to
be
able
to
make
sure

we

have
somebody
out

from
the
police

of

important
to
at
least
memorialize
that
in
this
agreement,
the
city
of
jacksonville
beach
will

responsible

staffing,

security
on

they
will
be
on
site.
Their
staff
will
be
on
site
tomorrow
and
wednesday,
and
some
of
our
staff
will
be
there
as
well.

we
can
further
forward
with
this

we're
really
looking
at
this
is
more
of
a
partnership
agreement.

they

to
do

we
struck
through

provision

just
would
think
that
we
could
do
a
little
social
media
post

let
people
know
about
the
fishing.

would
go
a
long
way
because
there's
a
lot
of
misinformation
out

angry
people

the
fishing
who've
gotten
turned
away
and
think
that
they'll
never
get
to
fish
again,
even
though
we
said
that
within
two
weeks
it
will
happen,

it's
happening
within
two
weeks,
as
promised
people
believe

government

actually
delivering.

a
