budget

as

police
academy

department
does
a
great

shoot

you
get
to
learn
about

they

it's

it's

well
worth

the
assistance
police
academy
is
fantastic.

kudos

old,
surfer,
naka
hicks,
who
was
serving
saturday,
and
somebody
got
bit
by
a
shark
on
their
foot
and
she
helped
pull
it

her

This
is
a
little
bit

a
different
format
for
us,

first
time
since
I've
been
involved
that
we've
done
a.

is
the
first
one
that
I

recall

done
that
we

record
of
so
appreciate.

As
we
work
through
this
process,
we
had
a
workshop
on
this
topic.
I
believe
it
was
may
of
last
year.
It
was
right
before
the
summer
and
the
agent
for
the
property
owner
came
out
and
explained
a
little
bit
of
what
they
were
going
to
be
asking
the
city
for.
So
I'm
going
to
summarize
that
for
you
and
then
I'll
turn
it
over
to
the
agent
for
the
property
owner
to
provide
you
with
some
more
information,
and
they
have
some
slides
to
show
you
with
some
exhibits
and
so
forth.

essentially
what
this
is
is
a
development
agreement
between
the
beach
marine
property
owner,
jacksonville,
beach
and
city
of
jacksonville.
So
this
has
also
been
reviewed
by
and
considered
and
voted
on
by
city
of
jacksonville,
in
addition
to
jacksonville
beach
and
the
primary
purpose
for
this
development
agreement
really
is
to
facilitate
the
realignment
and
redevelopment
of
the
second
avenue
north
road
and
bridgeway.
That
goes
from
20th
street.

All
the
way
to
the
intercoastal
waterway
that
provides
access
not
only
to
the
private
windward,
owned
property,
but
a
jacksonville
beach
park
and
the
two
boat
ramps,
one
of
which
is
owned
by
jacksonville
beach
and
one
is
owned
by
city
of
jacksonville.
In
addition
to
some
parking
and
the
development
agreement
includes
several
things,
both
responsibilities
of
both
municipalities,
as
well
as
the
property
owner
and
has
some
provisions
for
different
property
conveyance.

All
those
details
are
in
the
development
agreement
in
terms
of
approximate
acreage
that
will
be
conveyed
to
each
one
of
the
owners
in
order
to
get
this
roadway
realignment
completed.
There
are.
This
is
again
a
very
large
project.
This
is
really
step
one
in
the
process.

will
be
some
land
use
and
zoning
changes
that
we
have
very
preliminarily
discussed
that
will
come
before
you
as
well.
They
will
be
subject
to
public
hearings
and
both
just
by
global
planning,
commission
and
council.
So
we
do
have
more
steps

this
process.

we

worked

year,
there

many
drafts

this
development
agreement
that
we
went
through
with
your
staff

your
outside
counsel.

there
were
actually
two
public
workshops
that
we
had
here
with
city

jacksonville
beach
city
council.
One
was
in
may,
as
was
recalled
on
may
24th.
The
other
was
in
september
on
september,
1st
and

attended

the
public
were
advertised
in
public
and
we
went
through
similar
big
picture
themes
of
this
development,
not
a
specific
development
or
even
draft
at
that
time,
but
we
went
through
many
things.

tuesday,
between
five
and
seven
people
showed
up
expressed
to
have
some
patterns
of
questions
expressing
some
concerns.
They
spoke
at
city,
council,
city
of
jacksonville.
I
met
with
them
outside
afterwards
for

30

maybe
more
and
addressed
a
lot
of
their
questions
and
perhaps
addressed
some
of
their
concerns.

marsh
and
they
have
legitimate
concerns,
they
have
legitimate
questions
like
oh
my
gosh,
what's
going
to
happen
here,
so
some
of
those
folks
may
be
here
tonight
it
is
for
their
benefit.

want

this

we've
anticipated
some
of
their
questions
and
to
answer
some
of
those
questions.
So
with
your

one
other
thing
before
we

this,

the
development
agreement
here
is
actually
a
road
map
really
is
what
it
is.

lays

steps

still

front

us

making

this

steps
that
have
yet

be
taken

amendments

beech
marine

yet

development
agreement
has
a
purpose

to
provide

roadmap

processes

it
will
come
into
play
in
what
we're

ahead
and
spoil

this
property
is
proposed
to
be
placed
in
conservation,
protected
and
protected
moving
forward
into
the
future,
not
developed,
protected
from
development.

many
people
who
called
me
when
I
told
them
they
went
back
in
here
and
I've
told
them
that
these
lands
under
this
will
now
be
placed
in
conservation
protected
and
become
part
of
the
big
part
they
some
of
their
concerns
are
are
are
set
aside.

Is
kind
of
the
disaster
it's
frequently
flooded
and
its
intersection
with
20th
street
north
over
here
is
a
90
to
a
hard
90
degree
turn
one
of
those
handouts
that
I
gave
you
has
a
picture
of
that
90
degree
turn
that
I
took
last
saturday
actually
parking
for
the
boat
ramp
is
definitely
inadequate
out
here,
and
you
can
see
that
again
from
some
of
the
pictures
that
I
handed
out
when
you
on
a
wheel
on
a
busy
weekend
when
you
drive
down
2nd
avenue
north
you'll
see
cars
with
with
trailers
parked
all
up
and
down
2nd
avenue
north
there,
even
over
here,
sometimes
at
the
turn.

It's
really
a
little
bit
crazy
out
there
2nd
avenue
north
is
a
very
important
road,
not
just
for
beach
marine,
but
of
course,
city
of
jacksonville.
Beach
has
a
park
a
little
pocket
park,
a
nice
little
park
right
here
that
is
served
by
2nd
avenue,
north
and
city
of
jacksonville.
Beach
owns
the
property
under
the
restaurant,
that
is
there
and
the
restaurant
is
a
tenant
of
yours,
and
so
second
avenue
is
very
important,
not
just
for
beef
marine,
but
for
city
of
jacksonville
beach.

As
well
because
of
its
properties
there
and
city
of
jacksonville
because
of
the
boat
ramp,
that
that
is
there,
so
let's
go
through
this
development
agreement.
A
couple
of
steps,
first
of
all,
city
of
jacksonville,
already
has
its
capital
improvements
plan
to
fund
the
improvement
of
2nd
avenue
north,
including
the
intersection
with
20th
street
north.
That's
about
11
million
dollars
worth
of
a
construction
job
and
that's
at
no
cost
to
the
city
of
jacksonville
beach.

That
turn
at
20th
street
and
2nd
avenue
north
that's
about
1
million
dollars.
That's
on
woodward's
cost
and
windward
will
donate
right
away
to
the
city
of
jacksonville
for
the
improvements
of
2nd
avenue
north.
If
these
are
needed
for
retention
ponds,
which
they
at
least
unfortunately
probably
will
windward,
also
will
donate
that
land
as
well.
So
everything
you
basically
see
in
red.

There
is
land
that
is
owned
by
woodward,
but
will
be
donated
to
city
of
jacksonville
for
the
new,
the
new
roadway
and
of
the
realigned
roadway
I
I
should
mention
so
this
is
the
existing
alignment
of
2nd
avenue
north
and
it
doesn't
work
for
a
variety
of
reasons,
not
one
being
that
hard
turn
that's
right
here.
So
the
engineers
looking
at
it,
both
ours
in
the
city
of
jacksonville.

Determined
that
it
definitely
needs
to
be
moved
north,
just
a
notch
as
little
as
possible
to
come
out
here,
have
a
new
bridge
or
a
system,
but
probably
a
new
bridge
over
here,
not
the
old
bridge,
a
new
bridge,
leading
to
what
I'll
talk
about
in
a
second
additional
parking
and
some
other
uses
out
there.
But
in
terms
of
this
road,
this
is
the
probable
alignment
of
it
given
permitting
given
safety
of
the
road.
This
road
will
have
a
sidewalk
second
avenue
north
doesn't
now.
This
road
will
be
wide
enough.

So
this
this
road
will
definitely
be
an
improvement
and,
as
I
said,
both
windward
will
donate
right
away
for
the
for
the
new
road
and
there's
a
couple
of
very
small
pieces
where
city
of
jacksonville
beach
has
to
is
being
asked
to
donate
some
very
small
parts
for
the
for
the
right
of
way.
There,
improvements
of
second
avenue
north
will
provide
safer
access
not
just
to
each
marine,
but
also
to
the
city
of
jacksonville
beach
park.

The
restaurant
that's
out
there
on
city
of
jacksonville
beach
property,
and
it
will
also
provide
additional
parking.
So
this
this
purple
area
here
is
proposed
to
be
additional
parking
primarily
for
the
boat
ramp,
but
it
will
also
be
parking
for.
The
existing
restaurant
also
be
parking
for
what
is
proposed
here
in
this
little
blue
area
to
be
a
marine
support.
Retail
restaurant
use
in
that
little
blue
area
right
there.

also
want
to
point
out
here:
this
is
the
land
over
here
that
is
today
zoned
and
comprehensive,
planned
for
residential
use.
All
of
that
will
be
placed
into
conservation
protected
and
it
will
become
a
part
of
about
100
acre
park.
Everything

green

you
see
there
that
will
be
placed
in
the
conservation
protected
category.
Much
of
it
is
now,
but
this
property
will
be
placed
in
conservation
protected
and
there
is.

That's
that
provision
is
in
the
agreement
and
I
can
decide
it
to
you
if
you
wish,
but
everything
in
green
will
be
in
conservation
protected
and
it
will
be
donated
by
windward
at
no
cost
to
the
city
of
jacksonville

run

a
preservation
park,
not
unlike
dutton
island
to
the
north
or
castaway
to
the
west,
which
are
just
two
real,
really
really
nice
parks
along
the
intercoastal
preservation
passing
parks.
This
would
be
a
third
just
like
those
with
some
trails
and
stuff
would
be
fantastic.

Of
jacksonville
parks
and
recreation
this
morning,
city
of
jacksonville
has
been
trying
to
acquire
this
property
for
many
years.
At
one
time
it
was
appraised
for
more
than
two
million
dollars
the
prior
owner
just
never
was
inclined
to
to
respond
to
that
in
a
way
that
would
get
the
deal
done,
but
woodward
is
donating
it
and
is
obligated
to
donate
it
under
this
agreement
at
no
cost
to
the
city
of
jacksonville
for
that
park.
That
I
mentioned
these
are
the
conference
and
plan
amendments
which
will
be
coming
to
you
in
the
future.

The
roads,
if
my
understanding
is
correct,
will
not
need
to
be
changed,
but
if
it
is,
it
can
be
put
into
some
other
category,
but
the
main
thing
about
the
conference.
These
plan
amendments
and
and
ud
amendment
will
be
to
place
this
landing
conservation
protected
and
then
these
lands
in
here
and
out
here
into
a
mixed-use
marine
or
marina
kind
of
category.

that's
talked

One
very
important
point

I

emphasize
by
taking.

road,

lands

be

conservation

that

shown

roadway

needs

complaint,

don't

be

permitting

it
will
probably

least
anywhere

nine
months

before
any
kind

construction
starts

plenty

time
to
deal
with
issues
like
the
the
cats
that
are
there
plenty
of
time

that.
People
did
notice
that
oh
there's
been
some.
What
was
told
me
is:
there's
been
some
bulldozing.
That's
why
I
drove
out
there
saturday
to
look
at
it.
What
there
has
been
is
the
geotech
people,
we're
gonna,
put
a
road
where
that
red
stuff
is
the
geotech.

People
need
to
check
the
soils
there
and
see
if
they're
appropriate
for
a
road
and
what
happened
is
the
surveyors
not
using
a
bulldozer
but
using
some
hand,
equipment
and
others?
The
surveyors
and
the
geotech
people
cut
some
lines
going
back
into
where
the
geotech
people
would
have
to
take
their
tests.
That
is
the
only
alteration
of
a
tree
or
bush
or
anything
that's
been
out
there.
The
actual
construction
can't
take
place
because
we
don't
have
any
design
or
permitting
for
it.
Yet
we
don't
have
the
agreement.
We
don't
have
anything
in
place.

no
construction
out
here.
Until
all
this
is
done.
The
designs
plans,
the
permits,
the
conveyances,
the
agreements,
everything
and
that's
going
to
be
probably
nine
months
to
a
year
at
the
earliest.
So

all
that,

favor
of
the
three-party
development
agreement

rising

clocks
them
up
slowing
the
flow
causing
flooding.

widen

to

for
us
filling
in
a
portion
of
wetlands,

is
a
collaboration

and

jacksonville.

calls
to
both

these
city
planning
departments

saying

charge
and

the
other
is
responsible.

light
for
me,

will

impacted

wetlands
encroachment,

taking
responsibility

the

is

worrisome

infill
has
already

taking

comprehensive
plan
amendments

the
pud
amendment
for
beach
marine
that
will
be
coming
to

can
deny
them

agreement
says
that's
the
end
of
this
agreement,
so
that
is
completely
up
to
you.
There's
no
binding
you're,
not
advising
any
vote
there.
It
clearly
states
that
in
the
agreement,
certainly,
your
lawyer
made
sure
of
that,
and
it
wasn't
the
difficulty
for
us.
So
that's
step.

One
is
that
kind
of
those
comprehensive
plan,
amendments
and
reasoning
that
you
have
full
authority
to
deny
if
we
submit
something
you
don't
like
next
is
the
design
and
permitting
that
windward
will
do
now.
That's
a
big
investment,
that's

million
dollars
of
windward's
money.
So
that's
why
the
zoning
and
the
complaint-
and
that
might
come
first,
if
those
if
everybody
is
able
to
come
together
on
those,
then
windward
moves
forward
with
that
design
and
permitting
at
a
cost
of
a
million
dollars
happy
to
be
actually
it's
already
started
I'll,

storm

That
of
course,

in

and

that

storm
water

in
the
family

deal

that

the
new
road

they

to
comply
with
all

requirements

that

the

million
dollars

road
there

built
into
that
cost
of
wetlands
mitigation

uncertainty

lands

be
dedicated,
because
the
road
hasn't
been
positioned,

binding
themselves

any

agreements

by

that
first

it

from

closed
once
that
road
goes
away
and

new
road
is

property

divest

owner
on
either

it

property

are
right

north
side

a

a
benefit

beacharium

the

grant
funding
to
purchase
the
marshland,
100
acres

north
part
of
which
would

used
to
expand
boat
ramp
parking.

intention

that
time,

unfortunately,
twice
that
was
attempted
and
the
owner
of
beech
marine
at
that
time
would
not
agree
to
sell
property.
But
it's
something
that
the
preservation
of
that
marshland,
I
think,

important.

glad
that
this
property
owner
is
willing
to
do
that
and
recognize
that.

it
needs

pedestrian
access
along
that

sidewalk

of

it
needs
to
be
a
certain
width
to
fulfill

function
that
it

look

it
today,
they're
just
people
hoisted
up
on
the
side.

consistent

comprehensive
plan,

it

modified

you
choose

avend
it
to

ultimately
it
absolutely
has
to
be
consistent

the
building
and
the
construction
permits
anything
that
we
do,

purpose
of
number
nine
is
to
say
ultimately
this
the
road,

redevelopment
everything
that's
happening
out,
there

plan

it
exists

that

density
residential
permitted

conservation,

is
single-family

with
the
proposed
changes
to
the

section

it

realizing

changes

of

would

avenue

some
severe
wind

we
have
a
fence
near
an
elementary
school
that
was
damaged
and
pretty
severely

to

emergency

purchase

issue
to
get

orders
basically
placed
for
the
feds,
and
so
we
went
out
for
three
quotes.
We
received
two
vet
and
we
awarded
it
to
our
strong
defense
company.

a
long

to
some
maintenance
issues.

learning
of

issue,
we
immediately
coordinated

supplies
ordered

still
on
order.
However,
we
were
able
to
utilize
florida,
invisible
power
group
seat
fmpa
to
procure
supplies
from
nothingness
about
surplus.
Those
have
been
received.

reached
out

a
contractor

would
normally
use
for
activities
like
this
they're
available
wednesday.

we
took
on
a
project
to
add
a
second
transfer
to
this
very
substation,
for
this
very
express
race,
maintenance,

operations,
flexibility,
we're
very
fortunate
that
we
made
that
decision
at

time

transfer
it
back
in
service
to
alleviate
a
load
in
the
south
in
the
valley-
and
you
know
if
we
do
have
a
hurricane,
we
have
a
major
event
in
that
section
of
our
system.

is

to
save
us,

tools

have
the

permits

fees
are
calculated,
they're
extremely
complicated,
they're
almost.

been
looking
at
them
for
a
long
time,
but
we
got
to
looking
at
it
and
we
have

permit
types
only.

are
different
from
all
the
rest,
so
what
I've
proposed
here

we've

get

approve
is
to
let's
bring
those
last
three
into
calculating
the
same
way

all
the
rest
of

so
that
we

it

lot
easier

citizens

understand
right

way

fee
is,
you
have
to
count
all
the
outlets
and
all
the
sockets.
