From YouTube: Planning Commission Meeting (3/27/2023)
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Thank
you,
madam
sir.
Do
we
have
any
minutes.
A
B
Do
you
have
any
own
business?
We.
E
B
Before
we,
okay,
actually
I'm
going
to
ask
for
the
planning
department
to
tell
us
about
their
position
on
new
business
and
then
I'll
talk
a
bit
about
how
we're
going
to
be
meeting
so
Mr.
Hopefully,
if
you
tell.
F
F
The
request
is
an
additional
use:
application
for
a
retail
trade
establishment
with
the
sales
service
of
beer
line
for
a
property
located
in
the
commercial
limited
C1
zoning
District
pursuant
to
section
34
342
D3
at
the
Jacksonville
Beachland
development
code.
The
subject
parcel
is
a
small
commercial
center
with
several
tenant
spaces.
The
property
currently
has
many
tenants
that
are
in
the
personal
service
or
retail
business.
The
proposed
use
would
be
a
retail
establishment
that
sells
candles
and
candle
making
experiences
with
deer
and
wine
sales
as
well
based
on
the
applicant's
floor
plan.
F
It
appears
that
fear
and
wine
sales
will
be
additional
services
offered
to
be
on
this
details.
They
on
classes
yeah,
we
can
do
a
show
with
the
proposed
sale
appear
in
wine,
will
be
in
a
separate
space
from
the
candle
making.
The
retail
area
similar
uses
have
been
approved
in
the
past
most
recently
recently
in
the
shopping
center
at
301
10th
Avenue
North
for
a
beer
in
line
where
a
beer
and
white
establishment
was
approved
in
conjunction
with
plant
sales
and
classes.
F
The
applicant
has
provided
verification
that
the
property
is
more
than
500
feet
for
another
ingredient,
establishment,
school
or
church
adjacent
uses
to
the
South
are
the
other
commercial
tenants
in
the
same
shopping
center
to
the
West
are
multi-family
structures
to
the
South.
Our
drive
through
restaurant
and
service
parking
area
into
the
east
across
Third
Street
are
swallow
commercial,
centers
and
medical
supply
facilities.
The
absolute
applicants
request
should
not
negatively
affect
the
surrounding
property
based
on
the
application
and
Analysis
of
the
staff
report.
Planning
and
Development
Department
recommends
approval
of
pc0623.
B
I'll,
just
give
you
a
few
sort
of
points
about
about
how
we
do
our
business,
the
Planning
Commission
bases
its
decisions
on
competence,
substantial
evidence,
including
testimony
provided
in
this
meeting.
Any
person
who
is
not
an
applicant
or
agent
that
wishes
to
speak
will
need
to
fill
out
a
speaker's
card
located
on
the
side
table
by
the
door
and
turn
them
into
the
third.
C
Us
to
know
what
would
you
guys
like
to
know
I
mean
I
could
go
on
and
on
because
this
is
kind
of
a
fashion
project
course,
but
I'm
not
going
to.
C
It
was
two
concepts
that
we've
been
to
and
we've
been
to
a
lot
over
the
past
couple
years
and
we've
decided
to
marry
them.
You
know
we
looked
for
lost
locations
around
the
city
settled
around
the
beach
because
of
the
community
to
try
to
care
the
locals.
It's
not
just
tourists,
it
is
a
community
and
we
thought
it
would
be
something
fun
all
the
people
that
we've
spoken
to
it
can
be
anything
from
businesses
coming
in
from
business.
C
I
guess
you
would
say
establishments
so,
like
organizations
coming
in
for
activities,
we
see
it
as
a
space
where
people
who
come
with
their
children,
obviously
not
for
the
children.
You
don't
have
to
be
online,
we'll
have
Cambodia
and
Corporal
on
top
well
as
well
for
people
that
don't
drink
alcohol
beverages,
bunco
groups,
we've
heard
are
a
couple
that
want
to
come
to
our
establishment,
something
fun
that
everybody
can
come
do
learn
how
to
make
it.
And
then
it's
not
just
one
thing:
you
continue
to
come
back
and
have
fun
and
learn
more.
B
And
I
see
no
one
in
the
audience
that
has
not
filled
out
a
speaker
part,
so
I'm
going
to
close
the
public
hearing
from
the
item
back
to
the
board
for
discussion
and
I
did
want
to
just.
B
You
know
how
to
expands
on
on
what
we've
done
before,
in
that
some
of
you
attended
the
training
that
and
one
of
the
things
that
I've
never
done
before
is
to
when
we
have
a
motion,
perhaps
ask
the
clerk
to
repeat
it
and
I
think
there
are
instances
where
that
would
be
really
helpful.
So
I
just
wanted
to
bring
to
your
attention
that
I'm
not
aware
that
we
can
do
that,
and
you
can
keep
that
going
forward.
So
that's
just
kind
of
a
little.
You
know
just
a
new
way
of
doing
things.
B
So
do
we
have
any
questions
of
Staff
do
other
discussion.
B
B
C
H
H
F
We
do
so
tomorrow,
night
Council
will
be
sitting
down
staff
for
another
workshop
on
certain
elements
that
Land
Development
code
we're
going
to
be
going
over
the
supplemental
standards,
which
is
where
a
lot
of
the
performance-based
things
related
to
setbacks,
accessory
structures,
motor
vehicle
storage.
Those
kind
of
things
are
kind
of
lumped
into
the
supplemental
standards
fencing.
F
So
it's
a
little
bit
all
over
the
place,
but
we're
going
to
go
through
that
and
kind
of
hit
on
some
of
the
things
that
we
know
have
been
issues
that
we've
heard,
particularly
things
like
fencing
and
boats
and
RV
storage
and
that
kind
of
stuff.
So
we
are
working
on
whether
or
not
we
can
broadcast
that.
Because,
again,
the
way
the
room
setup
is
a
little
bit
tricky,
but
also
our
consultant
will
be
trying
to
zoom
in.
F
So
we
may
be
able
to
record
that
somehow
it's
to
be
determined
at
the
very
least
we'll
have
an
audio
recording
of
it.
But
I,
don't
think
we'll
have
a
live
stream,
but
you
have
more
tomorrow
and
then
we
should
be
having
the
next
round
of
open
public
workshops.
I.
Think
in
May.
E
F
Have
to
look
they
just
yeah.
They
just
put
the
dates
together,
so
I'll
give
those
to
you
guys
as
soon
as
they're
finalized.
So
again
we,
you
know
a
meeting
with
you
guys
a
board
adjustment
and
then
we'll
have
you
know
open
to
the
public
I'm,
not
sure
if
they're
business
groups
again,
but
you
know
the
same
kind
of
open
format
where
we'll
be
this
time.
F
The
consultant
and
staff
are
bringing
back
kind
of
proposed
solutions
to
the
problems
that
were
raised
and
then
getting
some
feedback
on
that
and
then
from
there
we'll
actually
start
the
drafting
of
the
proposed
updates,
which
we'll
go
through
a
lot
of
knitting
after
that.
But
this
is
kind
of
another
way
to
gauge
the
the
problems
that
we
found
on
the
proposed
solutions
that
we've.
F
The
process
we're
still
shooting
for
the
end
of
this
year,
it'll
really
depend
on
when
we
get
to
the
adoption
stage,
whether
Council
I
think
we're
going
to
get
through
it
in
I.
Think
the
four
or
six
meetings
that
we
have
allocated,
if
not
it'll,
probably
spill
until
the
beginning
of
next
year,
but
so.
F
Track
so
the
other
thing,
our
former
member
Emily.
F
Has
relocated
to
papidra,
so
she
is,
she
had
to
resign
a
new
board
because
she
doesn't
reside
in
the
city
any
longer.
So
we
will.
We
will
miss
her,
but
you
know
pass
that
along
you
guys.
They.
F
G
So
I
know
we
make
a
recommendation
to
the
council
and
the
council,
then
sometimes
here's
our
recommendation.
That
makes
their
own
decision
and
then
we
get
to
hear
it.
But
we
never
do
any
like
full
circle
where
we
sort
of
like
learn
from
their
decision
right.
So
we
can
supply
the
update
more
information
that
they're
looking
for
so,
for
instance,
the
last
one
that
went
through
was
the
music
remember
the
guy
with
the
and
that
one
went
to
Castle
and
that
one
actually
didn't
pass.
It
failed
and
I
saw
it.
H
G
F
We
covered
a
little
bit
of
that
in
the
material
yeah.
No,
actually,
really.
What
feedback
that
you
know
we've
heard
from
the
council
really
is
that
when
you
guys
provide
a
recommendation,
it's
helpful
to
them
to
have
a
lot
of
specifics
so
like
when
Adventure
Landing
went
through.
You
guys
provided
a
bunch
of
conditions,
and
you
know,
suggestions
and
things
like
that.
F
Some
of
the
others
that
have
come
through
you
guys
weren't,
really
able
to
like
reach
a
consensus
on
what
you
wanted,
and
so
you
just
got
kind
of
a
flat
recommendation
which
doesn't
really
give
them
anything
to
work
off
of
so
the
more
detail
you
can
provide
and
the
more
you
can
tie
it
to
the
criteria
and
the
code
that
really
that's
more
helpful
for
them.
F
But
if
you
guys
make
a
recommendation,
it
goes
to
your
Council
and
you
want
some
clarity
on
kind
of
that
discussion.
I
mean
this
is
kind
of
the
time
of
the
agenda.
Where
you
can
ask
those
questions,
I'm,
not
usually
at
all
those.
We
usually
certainly
aware
of
what
happened
sure
so
yeah.
We
can
Workshop
that
a
little
bit
to
kind
of
give
you
guys
some
feedback
on
what
they
particularly
recommendation
with
I.
F
G
I
E
I
D
F
I
So
those
are
the
things
that
I
think
matter.
Most
I
think
you
would
be
aided
by
having
a
discussion
to
follow
your
motion
because
a
lot
of
time
you
know
the
motion.
I
I
For
your
decision,
I
just
think
that
aids,
the
process
and
you're
always
speaking
to
emotion,
support
the
motion
for
use
reasons,
because
it's
easier
for
them
to
grab
onto
the
facts
that
you'll
be
there
soon
in
a
report
that
you've
heard
from
the
test
of
I
I'm,
not
in
support
of
this
motion
or
I
support
a
motion
to
deny
a
correlation
to
deny.
For
these
reasons
again,.
G
I
I
In
in
front
of
these
folks,
but
you
only
get
there
with
the
second,
the
person
who
makes
the
motion
traditionally
should
not
speak
against
emotion,
because
that's
kind
of
antithetical
right.
You
know
we
have
a
different
practice
in
Council.
If
you
look
at
the
council
meetings
that
you
use
Vice
chair
as
the
Mover
and
usually
the
most
senior
person
on
the
council
after
the
Vice
chair
is
the
percentage.
Our
practice
is
this
sort
of
formulated
process
that
doesn't
actually
fall
into.
The
second
doesn't
sleep
against
the
motion,
but
technical,
that's
the
rule.
F
The
board
of
judgment
does
as
well
as
they'll,
make
a
motion
in
a
second
and
then
have
a
discussion
on
them,
so
the
motion-
May
Fail
at
that
vote,
is
emitting.
Amid
that
motion
we
do
a
lot
of
admins
and
one
of
the
reasons
when
Sharon
brought
up
the
clerk
potentially
retreating,
the
motion.
When
you
get
through
amendments
and
voting
amendments,
it
would
be
good
if
you
could
have
somebody
who's.
You
know
captured
that
it
can
restate
it
while
you
guys,
are
actually
trying
to
do
all
the
mental
gymnastics
for
the
actual
vote.
F
So
it's
a
good
practice.
I
think
I
agree
with
the
attorney
on
that.
F
B
That's
all
I
have
okay,
okay!
Thank
you,
Mr
bubbly!
This
is
where
we
would
extend
the
courtesy
of
four
visitors
if
we
have
in.
If
there's
nothing
else,.
