clear
for
one
thing
that
anything
is
important
to
note
that
the
council
has
passed
an
ordinance
that
requires
committee
participation.
So
what
that
means
is,
if
you
miss
more
than
four
regular
meetings
in
a
calendar
year,
you
automatically
forfeit
your
position,
so
for
that
reason
they
do
ask
that
every
Commission
has
an
established,
meaning
date
at
least
once
a
month.
So
that
way,
you
know
ahead
of
time
whether
you're
going
to
be
able
to
make
it.
In
light
of
these,
you
know,
regulations
are
pretty
strict,

There
has
to
be
City
business,
in
other
words
before
there
wasn't
a
charge,
because
there
hadn't
been
enough
commission
members
appointed
so
I
believe.
That's
why
we
finally
were
able
to
do
so
was
because
the
council
did
not
want
you
all
to
meet
unless
all
of
you
were
in
fact,
once
appointed
and
before
we
had
a
change
in
council
members,
so
I
think
councilmen
all
go.
It
was
the
last
person
to
appoint
somebody
just
this
past
month,
yeah.

Commission
this
particular
Commissioner
the
one
before
last
year,
I
believe
it
was
this
time
last
year.
It
was
kind
of
dissolved
in
this
sense
that
the
recommendation
was
not
given,
so
it
wasn't
until
I
believe
a
few
months
ago
that
the
council-
it
was
after
this
last
election
that
then
you
that
the
council
had
asked
that
we
bring
back
the
Commission
had.

Mentioned
that
at
the
2018
elections,
after
the
elections
of
that
revisit
making
charter
recommendation
for
the
Commission
back
together
after
the
elections,
the
new
council
nor
they
came
on
board,
they
had
to
appoint
people
and
so
that
kind
of
took
a
while
and
some
folks
left.
So
they
have
to
appoint
other
folks.
And
then
we
had
basically
everyone
on
board
and
then
I
think
one
of
the
Commission
members
resigned.

so
it's
not
a
permanent
committee.
Ad
hoc
means
you
basically
have
a
specific
charge
and
it's
not
ongoing.
So
whatever
the
charge
is
you
until
that's
completed,
you
will
stay,
and
in
this
case
we
first

again
it's
going
to
be
placed
on
the
November
2020
ballot.
So
that's
pretty
much
longer
term
with
you
all.

How

you
want
to
proceed?
We
do
have,
and
it's
in
your
binder
those
propositions
that
were
voted
on
by
Council,
that
they
did
want
you

consider
again,

addition
to
that
it
how
this
Commission
wants
to
proceed,
whether
you
want
to
instead
go
through
every
provision
of
the
Charter
or
you
want
to
just
tackle
these
and
any
additional
amendments.
So
it's
just
depends
on
how
you
all
want
to
proceed.

we
go

Charter

not,

we
just
consider
the
proposals
I've
heard
presented
to
us
last
year-
that
still
is
going
to
require
a
lot
of
time.

that
basis,
definitely
we

problem

because
there
was
a
short
time.

employed
a
deadline
and
we're

to
consider
those

serious
amendment
to

Charter

require

public

meeting
scheduled
for
July

they

them
ahead
of
time,
but
I
think
it
would
be
open
unless

we'll

be
the
permanent

The
council,
at
that
time,
realized
in
the
and
the
City
Attorney's
office,
realized
that
the
old
Charter
was
unworkable
and
needed
a
lot
of
work,
and
so
it
was
a
work
of
art
for
that
committee
to
go
from
the
first
item
under
the
model
city
charter
and
came
up
with
all
the
ideas
of
what
we
now
know.
You
know,
except
this
common
place:
city
manager,
single-member,
districts,
term
limits
limitations
on
political
activity,
and
there
are
many
things
that
were
taken
up
at
the
time.

constituted

issues
with
the
veto,
power
of
the
mayor

overriding
the
veto,

still
out
there
and
that's
still
a
problem

many
instances,
city
staff
directors
are
also
very
well
versed
in
some
of
the
problems
that
arise
because
the
Charter
is
silent
or
because
of
limitations
under
the
Charter.

opportunity
to
clean
it
up
and
make
more
little
better,
and
so
that's
what
I
would
like
to
see.
This
commission
do
I'm
generally
going
to
be
quiet
and
let
the
public
and
the
administration
take
the
lead,
but
bear
in
mind
that
if
something
is
not
right,
we
need
to
speak
up
and
we
need
to
clean
this
charter
of
the
best
we
can
for
the
benefit
of
the
voters
and
the
citizens
of
Nevada.

with
that
said,
I
don't
know.

it's
any

the
comments,

you
want
to
make

may
I
was
in
on

on

Commission
that
rewrote
the
city
charter
completely
a
little
bit
of
history,
the
man
in
charge.
He
was
mayor,
Martin
and
the
and
the
structure
of
the
city.
He
was
exactly
the
opposite
of
what
we
have
now
strong
mayor,
councilman
elected
at-large,
no
term
limits,
and
all
of
that
was
changed
to
what
we
have
today.
That
was
the
right
thing
to
do.

think
in
my
opinion,
back
then
it
was
support,
for
it
was
almost
unanimous.

council
wanted
it,
the
marathon's
loved
one
in
it.

council

decide
whether
our
advice
is
worthwhile
or
not,
and
if
they
decided
to
take
it
and
put
it
on
the
ballot,
then
the
voters
will
decide,
but
our
job
is

advise

council,

that's
why
this
commission
exists
and
that's
to
advise
the
council
on
these
matters
are
a
nice,
maybe
taken
or
not
or
discarded,
but
we
have
a
job
to
do
and
and
an

feelings

that
recent
issues
that
have
surfaced
that
need
addressing-
and
this
might
be
the
opportunity
to
to
put
any
black
and
white
and

these
things
vague,

I
already

somebody

things

me
more
precise
definition
for
clarification
on
these

these
matters,

I
think
it's

said

interpret

the
media

serious
matters

require
structural
changes

this

government
that
we've
had

years

the
council
has
presented
you
going
through
each
section
in
numerical
order
and
seeing
if

anything
we
want

address

regards
to
those,
because
there
is
a
lot
of
other
matters
and
that
require
clarification
of
required
definitions,
but
haven't
been
presented
by
councils.
So
you
may
want
to
just
go
through
it
provision
by
provision
if
necessary,
not
necess.

Charter,
as
proposed

City
Council,

possible

have
