Description
LAREDO CENTER FOR URBAN AGRICULTURE AND SUSTAINABILITY 072720
A
To
call
this
meeting
to
order
is
11.06,
so
I
mean
I
don't
know
I
mean
we
think
it's
keeping
the
pledge
of
alliance
if
we
are
on
the.
B
A
Format,
I
guess
we're
going
to
continue
to
do
that.
We
have
one
two
three
five.
I
surprised
people,
oh
no!
No!
No!
No!
No!
A
We
have
nine
members
of
the
board
of
directors,
so
we
have
quorum.
So
I
will
continue
just
make
a
note.
Please
that
we're
meeting
three
members,
like
you,
said.
C
A
And
we're
gonna
open
right
now
to
public
comments.
I
don't
know
if
we
have
anybody.
C
Yeah
under
public
comments,
I
just
want
to
note
that
I
did
send
out
a
couple
of
documents
before
the
meeting
I
was
when
I
was
doing
the
the
minutes.
I
noticed
that
last
time,
priscilla
iglesias
sent
out
a
purchasing
policy
and
procedure
form
from
laredo
main
street.
C
So
I
went
ahead
and
incorporated
that
with
some
of
the
stuff
from
the
city
of
laredo-
and
I
sent
it
to
you
as
kind
of
a
something
for
us
to
look
at
and
maybe
for
the
next
meeting
we
can
adop
adopt
it
after
any
changes
have
been
made.
C
E
C
A
So
I
don't
think
you
want
to
take
a
look
well,
I
think,
probably
later
on.
I
guess
we
need
to
take
a
look
at
this.
A
A
Okay,
so
if
there's
no
any
other
public
comments,
we're
gonna
go
to
the
approval
of
the
june
means
guillermo
said
the
minutes
as
well.
If
you
can
take
a
minute
to
look
at
the
minutes,
we
need
to
look
at
the.
A
C
All
right,
if,
if
I
may,
if
you
guys
noticed
this
month,
I
sent
out
a
june
2020
lucas,
lcuas
minutes
pack
from
now
on,
I'm
going
to
start
sending
packs
because
last
month
it
was
kind
of
a
little
surprise.
But
the
city
secretary
sent
me
an
email
saying
that
as
we're
a
city
of
laredo
designated
board
organization
that
every
six
months,
we
need
to
turn
in
a
bi
annual
report,
and
so
when
I
was
reviewing
everybody
else's
reports,
everybody
does
these
big
agendas
with
minutes
and
anything
that
anybody
talks
about.
C
They
include
all
the
supporting
documents
and
I
was
scrambling
around
there
at
the
end.
Trying
to
try
to
make
our
our
committee,
you
know,
seemed
like
we
were
up
to
par
with
everybody
else
so
as
to
not
be
rushing
around
at
the
end,
I'm
gonna
just
compile
all
these
packs
send
them
out,
and
I
guess,
when
december
comes
it'll,
be
a
little
bit
easier
for
me
to
put
everything
together.
C
So
at
this
point
somebody
should
approve
those
minutes
or
make
a
motion.
A
Okay,
I
make
a
motion
to
approve
the
minutes
for
june
2020.
A
Thank
you,
okay
bobby,
do
you
have
anything
for
your
treasures
report.
A
Yes-
and
we
didn't
have
any
expenses
this
past
month,
right
no
so
on.
Our
next
item
is
the
discussion
on
budget
allocation
and
actually
happy
guillermo
that
you
actually
sent
us
the
minutes
from
last
month
with
budget
allocations,
because
you
have
a
copy
of
the
button
in
the
middle.
So
if
you,
if
you
want
to
scroll
down
on
that
packet,
that
he
sent
there
is
a
budget
for
lcis,
I
I
would
like
for
us
to
table
this
discussion.
A
A
F
A
Right
and
that's
why
I
want
to
wait
for
that
discussion
to
happen
after
we
discuss
the
the
executive
director's
position,
but
I
want
to
talk
about
policy
and
procedures
for
purchasing
which
we
can
approve
right
now.
Everybody
is
in
favor,
so
we
can
look
at
the
document
that
guillermo
sent
this
morning.
D
F
F
D
Yeah,
as
far
as
I
know,
you
can
always
make
changes
as
long
as
it
goes
through
the
board.
C
Well,
the
budget
is
just
a
planning
document.
It
doesn't
necessarily
bind
us
to
do
any
any
action.
This
just
shows
where
we
have
money
allocated,
so
we
can
kind
of
organize
ourselves
financially
again.
If
something
comes
up
and
we
realize
that
hey,
you
know
we're
not
going
to
use
money
here,
but
we
need
more
money
here,
since
our
money
is
basically
in
one
bank
account,
it
can
be
used
and
all
we
have
to
do
is
just
kind
of
do
the
paperwork
on
on
the
budget
reporting
item.
C
G
A
Yeah
I
mean
I
I'm
reading
this
purchasing
policies
and
procedures
is
not
very
complicated,
so
I
guess
we
can
approve
whatever
is
here
and
move
on
so
motion
to
approve
the
document
that
guillermo
sent
us
this
morning.
A
A
B
Sure
we
needed
to
sign
those
documents,
and
so
that's
what
they
sent
back
to
us.
So
it
looks
like
the
board
has
insurance.
Now
you
can
see
on
that
that
we
have
to.
If
we
want
to
have
volunteers
insured,
we
would
have
to
add
those
people,
the
volunteers,
but
right
now
it
looks
like
it's
just
the
board
that
is
insured.
A
And
I
mean
I
guess
if
we
have
some
kind
of
insurance,
I
mean
I
was
thinking
about
this,
because
if
we
have
insurance
for
the
volunteers,
that
would
mean
that
our
quote
will
go
higher
right,
but
also
anything
that
will
happen
on
site.
We
will
have
to
cover
right.
I
know
that
for
the
most
part,
like
people
ask
volunteers
to
do
some
kind
of
waiver,
I
mean
I
don't
know
if
this
is
something
that
you
talk
with
the
insurance
company
about
or
even
consider
or
we
can
talk
about
it
with
them.
B
So
I
I
think
we
would
need
to
just
get
liability
insurance
once
we
once
we
get
the
conseco
house
squared
away
and
then,
if
somebody
gets
hurt,
then
that
we
would
be
covered,
I
don't
know
if
we
necessarily
need
to
under
under
this
policy
insure
volunteers,
because
remember
this
is
this:
protects
us
from
would
protect
the
board
from
lawsuits.
B
So
adding
a
volunteer
wouldn't
protect
us.
It
would
just
protect
that
volunteer
if
they
did
something
and
and
yeah
somebody
filed
the
lawsuit.
So
once
we
get
the
conseco
we'll
get
the
general
liability
and
then
we
would
be
covered
from
somebody
getting
hurt.
A
Okay
sounds
good,
so
I
mean
we
don't
have
to
talk
about.
I
mean
I
think
we
we
purchased
insurance
right
john,
or
do
we
need
to
send
a
check
or
how
do
we
make
this
payment.
B
You
know
that's
a
good
question,
I
don't
know
yeah
I
take
it.
We
haven't
sent
a
payment
yet
so
yeah.
Let
me
let
me
find
out.
When
do
we
need
to
send
in
payment?
I
would
imagine
they're
going
to
send
us
a
a
bill
or
an
invoice
at
some
point
where.
D
B
Yeah,
so
I'll
I'll
send
I'll,
send
a
mark,
an
email
from
tml
and
just
find
out
when,
when
are
they
going
to
send
out
those
bills
and
I'll
send
that
to
everybody?
So
we
know
to
have
money
set
aside
for
when
those
when
those
come
come
due.
A
Okay,
so
I
want
to
skip
a
little
bit
for
the
application
for
executive
director
because
we
do
have
some
news
about
this,
but
I
want
to
talk
about
the
lease
for
canseco
and
honestly.
I
was
expecting
mr
gomez
to
have
it
on
the
agenda
for
today
and
I
looked
through
the
council
agenda
and
it's
not
an
item.
So,
mr
gomez,
if
you
have
any
information
about
that.
H
Yes,
ma'am.
We
have
150
something
items
in
the
agenda
today.
Last
last
week,
when
we
met
as
directors,
they
told
us
don't
put
any
unless
it's
absolutely
necessary,
that
we
got
to
put
this
so
we're
going
to
put
it
on
the
next
next
monday's
agenda.
Man
on
august,
the
second
or
whatever
next
monday,
is
direct
john
porter,
that
that
what
we
talked
about
john
and
I
spoke
about
this.
B
And
yeah,
I
think
it's
august,
I
think
it's
august
3rd.
H
It
was
third,
yes
ma'am,
so
they
just
try
to
put
all
the
most
necessary
stuff
and
because
I
don't
even
think
we're
going
to
be
able
to
finish
it
today.
To
be
honest
with
other
150
something
I
don't
know,
they
told
me
just
to
wait
up
and
put
in
on
next
monday.
Next
monday's
meeting
man
we'll
put
it
on
there.
Okay,.
A
A
A
What
is
the
impact
that
you
hope
to
have
in
the
future
becoming
executive
director
and
based
on
those
answers?
We
picked,
we
eliminated
two
candidates
and
we
actually
picked
our
as
a
as
a
subcommittee,
our
best
like
whatever
we
thought
it
was
our
best
candidate
and
we
call
him
for
a
second
interview.
A
He
decided
to
decline
moving
forward
as
a
candidate
for
lcra
so
later
on.
We
so
we
decided
to
interview
a
second
time,
the
three
other
top
candidates
that
we
had
and
we
have
a
recommendation
for
harry.
I
know
that
we
can
go
into.
This,
doesn't
have
to
be
a
public
discussion
in
terms
of
talking
about
personnel.
I
See
kirby
here
we
don't
have
to
make
the
decision
as
a
board.
We
can
delegate
that
decision
for
somebody
else
to
make
and
then,
when
you
make
final
negotiations,
you
know
you
can
inform
the
board
of
that
decision
and
we
can
confirm
it
as
a
board,
but
we
don't
have
to
discuss
if
you're
not
ready
yet.
A
A
D
B
So
I
I
think
I
mean
yeah.
We
can't
keep
this
person
private.
You
know
their
resume.
If
you
wanted
to
find
out
my
resume
and
my
employment
history,
you
could
find
that
out
through
open
records.
It's
completely
public.
You
know
public
record.
When
we
start
talking
about
salary
and
those
type
of
things,
then
we
could.
That
would
be
an
executive
session
action,
but
in
terms
of
their
identity,
their
work
experience
that
that
needs
to
be
open.
B
Yeah
pay,
if
you
know
they
have
medical
issues,
those
type
of
things
or
or
if
you
know
we
have
concerns
about
previous
employment
history,
where
maybe
they
left
those
type
of
things
we
can
discuss
in
in
executive
session.
A
Right,
okay,
okay,
so
we
found
this
person
to
have
some
background
in
agriculture.
A
This
person
is
not
an
agriculture
like
it's
not
in
their
major,
but
he
has
a
personal
interest
and
he
has
done
some
work
on
agriculture.
Urban
agriculture
he's
very
familiar
with
plants,
so
he's
very
familiar
with
some
of
the
of
the
process
of
actually
making
anything
grow.
So
we
thought
it
was
a
great
asset.
Also,
this
person
has
worked
with
grant
in
the
past
and
we
all
thought
that
the
enthusiasm
about
the
project
was
really
contagious
contagious.
A
So
he
has
her
a
tamiyu
as
a
grant
director,
and
he
is
also
has
done
some
media
and
video
outreach
through
his
position
in
the
past.
I
don't
know
what
else
derek
or
bobby
or
rogers
here.
Do
you
remember
about
this
person
that
you.
D
Up
think
I'll
back
up
the
out
of
the
three
well
really
the
four
final
candidates
that
that
we
kind
of
narrowed
down
to
and
and
carlos
left.
So
it
was
just
three
out
of
those
three.
I
think
he
he
kind
of
exhibited
the
most
energy
and
passion
for
the
project.
D
He
seems
like
a
problem
solver
and
somebody
who
really
wouldn't
you
know,
because
because
of
the
point
where
the
organization's
at
and
it's
going
to
take
a
lot
of,
you
know
being
able
to
troubleshoot
and
and
figure
things
out,
he
seems
he
seemed
most
likely
to
take
the
bull
by
the
horns
and
and
kind
of
get
things
done
by
himself
without
having
to
be
handheld
too
much.
D
D
He
had
the
most
as
marcella
said,
dealing
with
with
urban
agriculture
and
growing
plants,
and
such
it's
not
too
extensive,
but
it's
the
most
that
we
could
find,
and
you
know
his
energy
level
seems
really
high
and,
and
you
know
the
passion
is
kind
of
there,
so
I
think
that's
kind
of
what
what
narrowed
narrowed
everything
down
to
to
this
candidate
on
the
on
the
negative
side
he
has
his
first
language
is
spanish.
D
He
not
that's
bad,
but
just
it.
Communication
may
be
a
little
bit
difficult,
not
too
much
because
his
english
is
pretty
strong.
You
know,
but
I'm
just
saying
if
there
is
a
negative
or
you
know
something
to
point
out
here
about
him,
I
can't
seem
to
think
anything
else.
You
know
about
him.
He
seems
intelligent
and
sharp.
You
know.
So
that's
what
I
have
to
say.
A
J
So
that
was
one
thing
that
I
took
away
that
he
would
always
be
prepared
and
researched.
He
he
knows
everything
you
could
possibly
know
about
this
organization.
He
researched
the
minute,
the
public
minutes
and
yeah.
I
was
very
very
impressed
by
that.
So
I
get
the
impression
that
that
preparation
will
not
be
a
shortcoming
of
his.
A
Yeah,
and
also
I
mean
we
were
also
impressed
that
at
the
first
interview
he
also
had
a
mini
presentation
about
why
he's
passionate
about
urban
agriculture,
and
I
mean
we
didn't
ask
anybody
to
do
any
kind
of
presentation.
We
were
just
talking
about
like
what
brings
you
to
the
table
right,
so
we
thought
it
was
fantastic
that
he
even
went
ahead
and
have
a
little
bit
of
a
presentation
about
why
he
was
passionate
about
this
topic.
So
so
we
want
to
make
a
recommendation
to
hire
mr
jose
luis
moreno.
A
H
So
he's
familiar
with
our
local,
with
our
local
environment
and
everybody
with
a
local
community
and
everything
that
goes
on
here.
So
that's
good.
D
Yes,
he's
very
he's
very,
in
my
opinion,
very
relatable,
I
think,
to
to
a
lot
of
laredoin's.
I
think
you
know
he
he's
when
he
talks
he's
not,
you
know
he's
not
over
anybody's
head.
I
think
he's
realistic
about
what
he
talks
about,
and
he
talks
about
things
in
in
the
sense
that
many
people
could
understand
in
a
way
that
many
people
could
understand,
and
I
think
he
would
be
very
relatable
to
to
a
lot
of
people.
A
A
A
A
Okay
motion
second
motion.
B
E
A
C
He's
the
public
access
channel
gentleman-
that's
recording
this
just
so
we
could
kind
of
advise
him
to
edit
out
this
part
or
I'll
talk
to
him
after,
if
he's
not
actively
listening.
A
A
You
have,
you
can
do
left
click
on
the
name
of
this
person,
it
will
say
expel,
so
you
can.
C
J
Can
we
schedule,
can
we
schedule
a
an
executive
session
outside
of
this
for
either
later
today
or
tomorrow?.
B
Well,
you
know
what
we
could
do
is
we
we
just
don't
end
the
meeting.
We
we
pause
the
meeting
and
then
set
up
a
webex
just
for
us
later
on
today
or
tomorrow.
B
Finish
that
and
then
adjourn
the
meeting.
I
That's
true
sure,
so
I
I
think
if
we
rather
than
trying
to
set
up
another
meeting,
because
it
might
be
difficult
with
everybody's
schedule,
especially
considering
today
is
a
council
day.
Okay
does
everybody
feel
comfortable?
We
can
delegate
negotiation
for
salary
I'll,
make
a
motion
that
we
delegate
negotiations
of
salary
to
the
same
committee,
that
that
did
the
hiring
okay.
A
C
Okay,
I'm
calling
public
access
to
see
if
they
can
jump
off
and
that'll
just
solve
our
problems.
Give
me
a
minute.
I
I
I
didn't
mean
to
put
on
an
item
I
wanted
to
know
we
could
discuss
jj's
weekend,
but
I
don't
think
that
made
it
on
the
agenda.
Oh.
C
I'm
sorry,
okay
guys.
I
just
talked
to
jerry
he's,
not
broadcasting.
This
meeting
he's
he's
just
recording
and
he
already
jumped
off
or
he's
going
to
jump
off
and
whenever
we're
done
talking
about
salary
and
stuff,
just
to
call
him
up
and
he'll
get
back
on,
but
he's
no
longer
recording.
D
So
we
need
to
make
a
motion
to
move
into
executive.
D
D
I
do
now
have
to
leave
the
meeting-
I'm
very
sorry
yeah,
but
you
all
have
a
good
day.
Good
luck
at
the
council
meeting
tonight,
wherever
it's
going.
C
Okay,
we're
probably
going
to
call
a
friday
meeting
just
to
approve
the
contract
and
it'll
it'll
be
a
one-item
agenda.
If
it's
okay,
with
the
with
you
ma'am.
A
And
then
on
the
agenda,
I
don't
know
if
you
want
to
table
this
one.
This
discussion
is
a
possible
action
for
recreation
of
a
volunteer
committee
and
also
a
discussion
for
possible
action
regarding
proposal
received
from
mr
beverly
rivera.
So
we
can
table
these
two
items
until
our
next
meeting.
A
I
so
motion
to
table
the
items.
C
Will
the
will
this
be
for
the
next
month
next
month's
meeting
or
the
meeting
on
friday.
A
That
would
be
up
to
you.
I
would
like
to
hear
from
the
support.
G
H
C
Yeah,
if
there's
any
paperwork
that
mr
that
berman
sent
a
proposal,
wouldn't
it
be
if
you
could
send
it
in
advance
that
we
could
review
it
and
it
would
kind
of
save
us
a
little
bit
of
time.
