Transportation and Traffic Safety Advisory Committee Meeting 060921
A
B
A
A
Who
do
we
have
for
I'm?
Sorry,
sir,
can
I
be
your
name.
A
C
Parking
on
the
driveway
on
the
street
doing
some
mechanical
work.
I
have
a
picture
just
recently.
C
C
You
know
how
they
say:
we're
working
with
the
situation,
but
I
don't
see
an
effort
on
the
city's
behalf.
I
don't
know
if
y'all
should
hand
it,
or
I
mean
what's
going
on
and
I
called
the
police
several
times.
Mr
ramirez
can
remember
his
first
name
and
he
had
the
the
morning
shift
in
nigeria
and
the
last
time
I
called
him.
It
was
about
maybe
about
a
month
ago
and
he
had
been
reproduced
not
to
bother
him
again
anymore.
C
That
was
not
his
job.
His
job
is
something
else
and
if
I
have
a
concern
to
call
the
zombie
department
because
who
will
come,
I
mean
I
mean
you
know
sometimes
there's
family
with
kids.
We
don't
have
no
kids,
but
there's
family
with
kids
walking
the
driveway.
They
think
they
can
walk
in
another
driveway
on
the
sidewalk,
because
the
tip
of
the
truck
you
know
it's
taking
all
the
side
of
the
the
sidewalk
and
even
part
of
the
street,
because,
as
there
is
our
parking
area,
you
know
for
our
homes,
isn't
very
big.
C
I
mean
you
know
and
then
that's
the
way.
It
was
settled
from
the
the
city
orders
when
they
built
the
house
but
to
park
a
car.
But
you
know
like
myself:
I
have
a
port
350
four-door,
it's
very
long.
I
still
have
about
maybe
about
a
feet
and
a
half
million
two
feet
so
yeah.
You
know
where
people
want
to
walk.
We
have
fun
together.
C
C
There
was
a
kid
from
from
from
a
car,
and
then
you
know
I
mean,
thank
god,
nothing
happened,
but
I'm
I'm
I'm
worried.
C
E
D
E
A
F
A
C
You
know
so
regarding
the
video
in
a
ticket
or
not,
I
mean
they're
not
registered
here
in
in
in
in
our
city
or
in
our
state
of
texas
or
whatever.
So
I
mean
you
know,
I
understand,
there's
a
lot
of
drivers
from
from
from
mexico's
here
and
and
the
way
they're
thinking
I
mean
you
know
is
a
no-brainer,
I
mean
you
know
and
we
are
concerned,
and
I
can
show
you
a
picture.
F
C
They
have
a
mexican
icing
plate,
but
they're
still
here
they're
supposed
to
go
back
over
there
and
reload
over
there
and
come
back
with
a
load
and
and
they're
not
reloading
in
mexico.
They're
reloading
here
I
mean
there's
besides
our
problem,
that
we
have
there's
another
issue
that
they're
not
complying
to
to
the
nafta
deal.
A
E
E
G
G
C
As
well
when
we
bought
that
property
back
in
in
2000
and
one
that
was
a
regulation,
that
there
were
no
tractors
supposed
to
be
allowed,
and
that's
one
thing
that
we
we,
you
know
right
and
the
first
10
years
was
okay,
but
it
was
good
enough.
C
A
I
think
that's
a
great
idea
if
it's
okay
with
the
committee,
do
we
have
a
motion
to
move
item
number
six
number,
one
truck
and
trader
related
ordinances
motion.
We
have
a
motion.
B
A
Second
by
mr
quick,
all
in
favor,
please
say:
aye
aye
any
opposed
motion
carries
all
right.
Let's
move
item
number
six
discussion
possible
action
of
the
following
truck
and
trailer
related
ordinances.
Go
ahead,
mr
reggie,
okay,.
F
B
So
we
have
section
19481,
the
one
that
is
talking
about,
there's
supposed
to
be
no
tractor
trailers
in
the
residential
area,
but
since
the
fight
right
now,
it's
only
65,
you
know
they
they
don't
care
like
they
just
go
and
pay
it
and
they
keep
on
parking
there.
We
do
have
officers
that
go
to
the
neighborhoods,
but
you
know
you
have
to
understand
it's
laredo's
getting
bigger
and
bigger,
and
there's
more
tractor
trailers.
B
C
B
But
it
has
to
be
three
citations.
The
problem
in
your
neighborhood
or
your
neighbor
is
that
he
changes.
Tractors
like
he'll
take
one
to
the
half.
They
go
in.
A
B
It's
illegal
to
park,
our
tractor
trailer
and
the
residential
area.
The
codes
are
gonna,
be
changing,
so
that's
why
we
wanna
change
it
to
include
all
of
the
residential
plus
the
the
industrial
light,
because
in
some
office
districts
and
stores
you
know
they're
still
parking
there
and
they're
still
obstructing
traffic.
You
know
and
leaving
them
unattended
for
several
days
on
monday.
I
want
to
say
it
was
my
day
right.
We
had
to
pick
up
tuesday.
B
We
had
to
pick
up
two
tractor
trailers
that
were
there
left
one
four
days
and
the
other
one
two
days
so,
and
then
they
find
it's
only
fifteen
dollars.
B
Area,
so
it's
only
fifteen
dollars,
there's
a
sign
there
and
it's
twenty
dollars.
So
that's
what
I
was
telling,
mrs
parsa.
You
know
that
you
know
we
need
to
bring
up
the
fines,
so
they
cannot
just
think
about
it.
You
know
so
we
picked
them
up
and
then
later
on,
I
talked
to
a
captain
in
the
police
department
and
they
were
able
to
send
some
officers
and
they
picked
up
all
the
trailers
that
were
there.
Did
you
see
a
difference
after
I
did?
Okay.
F
F
They
start
staying
away
from
the
actual
residential
and
other
parking
behind
offices,
not
commercial
areas
or
trucking
areas.
So
we're
going
to
include
some
of
those
areas
because
our
officers
have
to
have
to
find
out
if
that
zone
is
r1
r2.
So
we
wanted
to
make
it
where
it's
really
obvious.
The
truck
shouldn't
be
there.
E
F
E
B
F
That
and
we
get
a
lot
of
complaints
with
people
trying
to
exit.
You
know
commercial
areas
where
stores
are
at
that
the
trucks
are
parked
right
near
the
to
the
driveways,
so
they
can't
see
when
they're
trying.
E
B
E
B
F
What
what
we're
showing
today
in
norway,
we
just
do
some
numbers
out
there
to
start
the
discussion.
Like
I
said
right
now.
I
said
that
there
are
sixty
five
dollars
right
for.
B
Five
dollars,
you
know
it's
I
mean
it
can
be
higher,
but
I'm
going
with
85
for
the
first
offense.
E
A
H
A
A
H
H
H
You
know
it's
a
thousand
dollars
dude
and
if
you
don't
pay
we're
gonna
tow
your
truck,
that's
my
opinion.
B
F
A
F
A
F
F
E
F
E
F
It's
because
what
I
learned
I
go
out
and
give
tickets
myself,
you
know
they
laughed
at
me,
roger
and
norman
said.
What
do
you
want
to
do
or
something
I
go
and
give
tickets
and
what
I'm
doing
it?
Is
you
hear
the
other
side
of
the
story?
Let
me
just
give
you
one
quick
story.
Is
you
have
a
person?
That's
got
a
tractor
and
during
kova
they
weren't
working
very
much
or
they're
they're,
not
making
it.
So
they
said
I
can't
afford
to
go
pay
for
500
to
go
park.
It
somewhere
else
to
store.
E
F
E
F
Of
the
way,
okay,
but
they
just
don't
have
you
know
a
lot
of
people
were
unemployed,
so
it
was
give
them
a
ticket.
So
we
want
to
catch
their
attention.
My
point
of
view,
this
is
just
in
I'm
not
trying
to
share
the
community
with
the
other,
but
when
you're
out
there,
you
tend
to
see
both
sides
of
the
story,
so
we
want
to
grab
their
attention,
but
at
the
same
time
we
also
want
to
put
these
guys
out
of
business.
So
that's
what
we're
trying
to
get.
I.
H
I
I'm
asking
I
don't
want
to
put
anybody
out
of
business
number
one
number
two.
I
know
it's
very
sensitive
because
trucking
is
and
warehousing
is
a
huge
industry
here
and
a
huge
employer,
and
so
but
we've
got
to
find
a
happy
medium,
maybe
start
at
250
and
500
and
750
and
just
keep
escalating.
You
say:
okay,
dude,
it's
250!
Today
you
do
it
again.
It's
going
to
be
500.!
H
F
D
B
Okay,
so
yes,
so
on
this
one,
we're
changing
it
to
not
allow
vehicles
more
than
ten
thousand
pounds
and
either
on
the
street
on
the
open
easement
or
between
the
curve
and
the
property
line,
because
there's
some
streets,
I
have
like
a
big
eastman.
So
sometimes
they
park
it
there.
So
we
want
to
include
it
not
to
so.
B
We
can
give
them
a
violation
unless-
and
I
don't
know
if
you
and
if
you
want
to
agree
to
a
permit-
it's
not
for
commercial,
but
you
know
there's
a
lot
of
vehicles
from
ap
that
have
to
go
get
service
after
hours
and
spectrum.
B
And
yes,
so
that's
something
that
we
have
to
talk
about
it
too,
because
if
we
want,
I
left
it
at
that,
but
we
can
always
change
it.
You
know
it
can
be
less
than
ten
thousand
pounds.
It's
just
just
a
regular
truck
like
a
commercial
truck
yeah.
F
F
Of
our
trucks
number
one
port
in
the
u.s,
sometimes
when
la
you
know,
doesn't
step
up
their
game,
but
that's
where
we
are-
and
you
know
so.
We
live
off
this
okay,
but
we
also
have
a
lot
of
things
that
grew
into
this
position.
Okay,
like
this,
is
just
some
pictures
for
new
areas
and
these
people
are
treating
like
truck
stocks.
We
want
to
stop
that
of
course,
but
we
also
have
situations
like,
for
instance,
take
a
look
at
that
empty
container
on
the
left.
F
That
may
or
may
not
be
the
case
where
we
had
trucking
companies,
maybe
over
there
on
scott
street.
It
could
be
some
of
the
older
areas
where
at
the
time
that
they
got
their
business
going,
there
was
no
requirement
to
have
enough
space
for
these
trucks
and
businesses
took
off
and
grew
and
grew
and
grew,
and
all
of
a
sudden
we're
going
to
tell
them.
F
You
can't
park
your
your
trucks
on
the
street,
which
I
don't
think
we
should,
because
for
every
person
that
uses
the
street
as
their
own
personal
land,
there's
another
trucking
company.
That
says
hey
guys.
I
spent
a
lot
of
money
buying
enough
land
for
all
my
trucks,
but
these
other
companies
they're
surrounded.
They
have
nowhere
else
to
go
and
they
it
doesn't
function
for
them
to
park
trucks,
five
miles
away
and
their
business
over
here.
F
So
you
see
how
it's
very
delicate,
but
we
do
have
to
find
the
solutions
somehow
or
start
working
to
it,
and
I
think
we've
kind
of
been
sleeping
on
this
issue,
so
we
just
can't
go
in
my
opinion.
Okay,
we
just
can't
go
and
shut
it
down
everybody's
still.
We
gotta
find
solutions
that
right,
the
trucking
community.
We
can
start
working
towards
like
we
don't
we
don't
want
them
to
use
our
streets
to
to
throw
their
trash,
so
yeah
we're
going
to
take
care.
D
Yes,
ma'am,
I
know
that
you
all
had
instilled
the
the
cars
parking
on
the
on
the
sidewalk.
Okay
and
y'all
did
a
pretty
good
job
at
that
still
around
it's
still
around,
though.
D
D
E
F
So
it's
up
to
the
committee
you'll
make
a
recommendation
we'll
take
that
to
council
exactly
and
I'm
sure
that
all
the
different
groups
in
town
that
have
involved
trucking
will
be
there
and
they'll
talk
to
their
councilmen
and
it'll
get
conversations
going
and
the
numbers
will
come
in
to
be
whether
it
is
and
we'll
try
things,
and
maybe
the
ordinances
will
be
changed
through
time.
But
we've
gotten
to
the
point
where
we
cannot
just
let
things
go
with.
H
H
So
they
think
that
here
and
I'm
sure
the
traffic
department
is,
is
overwhelmed.
I
mean
to
get
out
there
and
start
you
know,
and
and
so
a
lot
of
people
get
away
with
stuff
and-
and
I
I'm
I
know
we
have
to
be
sensitive-
I
mean
that's.
C
C
A
I
agree,
and
maybe
you
know
I'm
thinking
that
maybe
we
need
an
educational
component
on
this,
where
maybe
the
and
I'm
going
to
go
on,
but
maybe
the
trucking
companies.
Some
of
them
may
not
know
that
these
and
I'm
pretty
sure
they
do.
But
again,
maybe
just
another
reminder
and
I'd
like
to
hear
from
the
committee
to
see
what
you
all
think
I
agree
with
mr
dickey,
where
maybe
we
can
meet
each
other
halfway.
I
think
safety.
H
A
B
B
A
B
H
H
H
B
Yes,
so
this
one
is
for
the
overnight
parking
because,
like
those
vehicles
on
crossroads
that
were
left
unattended
for
four
two
and
four
days,
you
know
that's
because
they're
not
working,
they
don't
get
a
load,
so
they
just
leave
them.
You
know
overnight
and
during
the
day-
and
they
just
forget
about
them
until
they're,
ready
to
take
a
trip
again.
B
D
I
pass
by
every
day
there
because
I
leave
my
doctor.
I
tell
everybody
and
my
dogs
in
the
morning
they're
there
and
I
understand
that
they
want
to
get
breakfast
or
whatever
they're
at
the
gas
station.
The
gas
station
is
is
a
little
bit
hazardous
there
because
they
fill
up
and
the
thing
is
they
have
no
concern
for
the
people
driving
on
that
street.
They
just
come
out
and
I've
already
been
almost
been
hit
twice,
and
I
know
somebody
was
hit
on
the
other
side
because
they
in
the
highway
they're
in
line
to
get
gas.
D
D
G
F
F
Jet
skis
because
they
use
the
streets
to
park,
those
and
parking
is
very,
very
limited
in
the
neighborhood.
Sometimes
you
know
these
days.
Almost
every
home
has
four
or
five
cars
and
so
you're
looking
at
rvs
also
that
are
out
there.
I
mean
I'm
talking
about
big,
big,
rvs
and
they're
being.
F
H
F
F
H
F
B
C
F
A
F
A
H
I'd
like
one
of
those
to
make
a
motion
to
because
does
this,
does
traffic
department
want
a
motion
for
to
for
the
fines
or
do
they
want,
or
we
can
make
the
motion
for.
F
What
you
recommend,
for
instance,
these
are
our
recommendations,
is
that
we
want
to
expand
the
current
ordinance
to
go
beyond
just
a
few
simple
residential
areas.
Like
I
said,
our
officers
see
that
they'll
they'll
just
start
parking.
The
next
block,
because
there's
offices
there
and
we
have
to
actually
have
the
code-
and
I
mean
the
zone
map
just
see-
is
this
an
r1
and
r2.
B
F
That
kind
of
thing
yeah,
or
maybe
you
want
to
keep
it
just
to
what
we
call
obvious
residential
but,
like
I
said
it's,
it's
there's
many
many
areas
where
they're
using
the
streets
to
park
because
right
next
to
a
shopping
center,
there
should
be
no
trucks
unless
they're
delivering
but
they're
just
parked
there
for
days.
G
F
By
one
by
one
second,
so
here's
what
we're
proposing
this
is
the
first
one.
Okay,
like
I
said,
I
guess
this
one
involves
two
things
is.
I
F
If
I
may
add
one
thing
I
don't
want
to
complicate
this
more
than
it
is
because
it's
very
complicated,
but
right
now
we
have
how
many
unpaid
funds
eight
million
dollars
on
paid
fines.
They
go
back
years.
Okay!
Now
I
don't
want
to
skew
this,
but
I
just
wanted
to
show
you
what
we're
later
on.
We
want
to
think
about
okay,
we're
trying
to
attack
a
problem
by
doing
this
as
simple
as
possible,
but
we
also
develop
other
problems
with
these.
F
E
F
Okay,
so
you
you
get
that
you
get
that
fine,
it's
25!
If
you
don't
pay
in
two
weeks,
it
goes
ten
dollars
ten
dollars
more.
So
now
you
only
see
thirty
five
dollars
in
ninety
days.
Sixty
days
it
goes
up
another
ten
dollars.
So
now
you'll
see
forty
five
dollars.
Okay,
now
parking
tickets
do
not
get
reported
to
the
dmv.
F
So
now
you
owe
us
45,
but
there
is
no
provision
anybody.
Anybody
ever
turn
into
a
library
quickly,
it's
a
nickel
per
day
or
per
month.
It
never
stops
right.
So
you
could
you
gotta,
find
out
the
book
and
you
might
have
a
thousand
dollars
to
turn
in
when
you're
80,
but
for
a
parking
ticket
in
the
city.
You
owe
the
45
and
you're
off
the
clock
now.
F
G
F
And
we're
going
up
we're
going
up
to
other
dmvs
from
all
these
other
states
and
getting
permissions
and
stuff
and
they're
going
to
collect
for
us,
but
they're,
really
aside
from
a
bad
credit
reporting,
maybe
because
now
that
you
have
a
collection
html,
but
these
things
go
back
years
and
all
we're
going
to
get
back
from
them.
Hopefully
is
maybe
a
settlement
for
45
taking
a
week,
maybe
we'll
get
20
or
25
or
maybe
the
whole
45.
I'm
not
sure
how
we're
going
to
do
it.
But
there's
been
no
clock.
I
F
I
A
I
A
F
And
then
so,
do
you
agree
about
the
areas
we're
looking
at
or
you
want
to
just
keep
it
completely
residential
or
residential
office?
Those
kind
of
things
and
this
in
this
one
right
here,
norma
intended
to
show
that
some
of
you
may
know
about
it,
but
we
are
going
through
what's
called
re,
recode
laredo
and
they're
gonna
be
establishing
new
zoning,
so.
F
Residential
street
low
medium
high,
then
we
have
mixed
use
which
allows
stores
and
that
kind
of
thing,
and
then
mixed
use
sander,
I'm
not
sure
what
that
one
is.
Then
I.
I
I
I
H
F
B
G
F
I
F
I
They're
loaded
I'd
like
to
make
a
motion,
I
moved
to
support
staff's
recommendation
to
move
forward
with
this
item
k.
Let's
look
at
the
the
fee
structure
with
it.
F
F
I
I
just
had
a
question
on
the
18:
if
an
unloaded
tractor
trailer
doesn't
have
the
the
trailer
on
it,
is
it
10,
000
pounds
the
trailer.
I
Maybe
we
need
to
re-look
at
that
one
a
little
bit
closer
just
because
if
you've
got
a
tractor-trailer
owner,
he
comes
in
he
parks
in
the
street.
He
goes
in.
You
know,
sleeps
comes
out,
his
truck's
got
a
fine
on
it
because
he
left
it
in
the
street.
For
one
I
mean,
maybe
it
needs
to
identify
a
you
know,
loaded,
trailer
or
not.
If
there's
a
way
to
seclude
the
the
front
end
trailer
to
some
degree.
I
don't
know.
I
No
I'm
talking
about
with
the
trailer
without
the
without
the.
F
I
I
Accept
the
stats
changes.
A
I
A
I
Just
so
that
I
can
clarify
why
I
chose
the
5150
and
in
the
trailering
situation
there
may
be
certain
circumstances
that
that
and
then
it's
a
smaller.
H
E
D
D
A
D
I
To
go
biking,
I
I
see
it
it's
it's
right
over
there
off
right
across
from
alexander
high
school
and
it
parks,
I
don't
know,
there's
like
a
gym
right
there
and
then
the
apartment.
So
he
must
be
the
apartments
where
he
talk.
F
F
East
point
right
this
point:
okay,
the
police
called
us,
says:
hey.
We
need
help
for
the
parking
situation.
How
bad
can
it
be
right?
So
we'll
go
up
so
I
went
out.
Oh
my
god,
it's
a
pretty
wide
street.
You
know
there's
enough
parking
for
on
both
sides
and
then
still
these
enough.
Okay,
we
had
three
or
four
queues
of
trucks
going
in
one
direction,
wow
and
it
left.
No,
I
mean
if
there
was
an
emergency
of
any
kind.
F
About
anything,
so
we
had
to
go
out
there
and
sort
this
thing
out,
and
we
asked
our
certain
officers
early
enough
so
that
it
didn't
develop
into
that,
but
we
can't
be
everywhere,
but
so
now
you
say:
okay.
Well,
then,
these
guys,
but
the
problem
is-
and
I
want
to
bring
this
back
to
the
command.
That's
this
reason
is
according
to
the
legal
department.
When
I
first
got
here,
I
said
I
don't
want
to
go
after
the
truck
the
truckers
in
those
cases
because
think
about
any.
F
F
F
Loaded
right,
so
I
do
want
to
later
on
look
into
and
pursue,
is
finding
the
companies,
because
you
have
independent
truckers.
Like
I
said
I
used
to
have
a
family
member
that
would
go
into
mexico
and
back
and
they
make
25
30
dollars
a
day
back.
I
You
made
the
comment
about
some
traffic,
some
businesses
putting
in
facilities
moving
their
guard,
shack
back
to
allow
for
queuing
and
things
like
that
and
they've
gone
through
those
expenses
and
others
haven't.
You
know
maybe
some
of
the
older
ones.
You
know
they
need
to
find
other
ways
and
can
maybe
come
up
to
a
contributing
table.
Say
hey
we're
willing
to
put
in
for
a
regional
parking
for
our
area
or
something
like
that
and-
and
I
kind
of
think.
H
G
F
F
And
the
pio
even
helped
us,
we
have
the
little.
We
believe
it
on
the
windshields,
but
we're
doing
it
for
residential
wait,
mainly
don't
block
the
hydrants,
don't
block
the
crosswalks,
don't
part
the
wrong
way
you
don't
park
in
the
sidewalk
and
we're
still
doing
that.
Okay,
but
now
we're
trying
to
attack
this.
This.
F
A
A
A
F
Okay
on
this
one
things
didn't
work
out.
The
way
I
wanted
to
that's
the
reason
I
don't
have
a
presentation
is
there
was
an
item
in
the
last
just
last
monday's
agenda
for
this
particular
one
up
over
a
year
ago.
I
brought
this
to
to
the
committee.
Some
of
you
have
seen
it,
but
basically
what
it
is
is
it's
just
to
there's
already
a
state
law
that
says
you
cannot
block
the
intersection.
It's
assessment.
F
Okay,
other
cities
such
as
san
antonio
austin,
have
gone
out
of
the
way
to
pick
intersections
and
say
we're
really
meaning
we're
going
to
enforce
it.
We
block
it
at
the
time
that
I
did
it.
I
had
I
envisioned
doing
it
like
in
the
victoria
35
area,
what
they
call
the
blowback
area.
Well,
there's
been
more
and
more
demand
in
the
mind
road
area
and
one
of
the
council
persons
brought
it
that
we
wanted
to
look
at
mine
road
as
a
pilot
project.
F
So
I
was
hoping
that
that
was
on
this
monday's
meeting
and
to
see
how
you
guys
felt
about
it,
but
it
it
it
ended
and
it
didn't
get
voted
on
that.
Remember
I'll
check
to
see
the
minutes
of
that,
but
regardless
it's
it's
already
driven
by
council.
So
I
just
wanted
to
let
you
know
what
the
status
of
it
was.
Okay,
we
have
brought
it
here
a
while
back.
We
never
really
moved
on
it,
but
now
it's
driven
by
a
council
member,
so
the
one
that
legitimately.
F
E
F
It
so
I'll
go
back
to
the
minutes
and
make
sure
that
I
can't
report
you
next
time.
F
A
Okay,
excuse
me
item
number
two
updates
on
the
downtown
parking
subcommittee.
F
I
don't
think
anybody
came
today.
I
don't.
H
I
G
Were
in
there
yeah,
we
were
supposed
to
meet
last
weekend
for
some
downtown
and
make
some
kind
of
like
a
a
function
or
something
to
get
all
downtown.
H
It
calls
for
them
to
have
a
for
the
city
to
appoint
a
permanent
advisory
committee
for
downtown
park.
F
Please
forgive
me
for
getting
this
wrong,
but
there
have
been
two
things
if
you've
been
gotten
confused
or
mixed
in
together.
One
is
that
this
I'm
going
to
call
it
what
it's
supposed
to
be
as
an
advisory
committee
for
the
parking
downtown
that
comes
from
out
of
the
study
that
was
done
for
the
downtown
right,
but
at
the
same
time
there's
also
a
call
and
push
for
a
downtown
advisory
committee
period.
Just
about
all
matters
downtown.
F
I
We
get
a
directive
and
I
think
that's
what
we
said
until
we
get
a
directive
from
council
to
to
either
undertake
that
that
committee
within
our
committee,
where
we
form
a
set
or
they
decide
to
form
a
separate
committee,
then
we'll
move
forward
so
for
right
now.
What
we've
said
is
we'll
make
ourselves
available
through
the
subcommittee
through
that
to
assisting
and
being
informed
and
other
than
that.
We'll
wait
to
hear
from
you
good
deal
correct.
G
Just
two
weeks,
two
three
weeks
ago,
when
we
first
had
our
first
meeting.
G
F
I
A
It's
just
a
report.
Yes,
sir.
Okay.
Moving
on
item
number
six
discussion
impossible
action
of
the
following.
We
covered
number
one
number
two
speed:
hump
ordinance.
F
H
H
H
F
F
I
I
Visible
that
that
might
be
a
certain
level
of
criteria
that
we
put
to
like
they
do,
a
traffic
that
will
warrant
the
the
speed
home
that
speed
up.
So
I
I'd
like.
I
A
F
Is
hopefully
you
can
first
I'd
like
to
be
able
to
go
to
the
council
and
say
the
committee
agreed
that
this
is
something
that
should
not
be
an
ordinance
or
because
I
I
I'm
really
looking
forward
to
removing
this
as
an
ordinance
that
that
would
be
my
my
suggestion,
because
no
other
explained
last
time.
No
other
city
has
where
the
council
picked
something
well.
H
F
H
It's
something
fantastic
that
yeah,
you
have
a
speed,
pump
30
feet
from
from
the
stop
sign
on
that.
Come
on
right,
right.
I
I
think
they
ought
to
be.
I
agree,
mr
dickey,
that
there
has
to
be
some
kind
of
balance
and
that's
where
I
believe
that
that
putting
the
requirements
in
the
guy
in
the
guidelines,
if
we
had
specific
requirements
that
weren't
the
need
or
not
need,
and-
and
maybe
we
can
work
on
that
as
we
go
and
talk
more
about
that
with
our
council
members
and
but
I
think
we
do
need
to
remove
it
from
ordinance.
Just
get
it
away
from
that.
It's
an
ordinance
kind
of
thing.
F
It
was
offered
by
my
predecessor,
and
here
I
am
in
the
same
position,
asking
to
remove
it
and
bring
it
back
to
where
it
was
before.
I
don't
know
what
the
trend
was
at
the
time
why
it
got
there
with
what
his
thinking
was,
but
in
my
opinion,
it's
not
being
applied,
how
I
think
it
should
be
applied
and
as
an
engineer
that
should
be
left,
it's
an
injured
decision
right.
I
agree.
That's
what
I'm
asking.
A
A
A
The
item
on
item
the
table
item
number
six
number,
two
speed,
hump
ordinance
and
we
have
a
second
by
mr
gonzalez.
All
in
favor,
please
sign
by
saying
aye
aye
when
you
oppose
motion
counts.
I
A
F
Address
that
and
erica
can
help
me
with
it.
We
went
to
a
training-
and
this
is
not
picking
on
this
committee.
It's
for
all
city-wide
committees
for
all
directors
and
the
people
that
help
them
out
and
sometimes
take
over
for
them,
reminding
us
of
what
is
in
our
charter
and
in
our
code
and
one
of
the
things
that
I'm
not
sure
we
ever
even
got
there.
F
But
just
as
a
reminder
is
our
ordinances
say
if
we
have
a
committee
member
in
any
committee,
because
it's
not
just
any
committee
that
misses
four
times
and
it
says
in
a
calendar
year,
but
we
were
told
that
what
it
means
is
on
from
the
anniversary
when
you
were
first
yeah.
If
you
missed
four
times
in
that,
we
we
don't
say:
hey,
what's
going
on
you're
automatically
out,
okay,
so
yeah.
F
The
reason
we
put
this
on
here
is
there's
several
things
we
wanted
to
just
as
a
reminder.
Okay,
the
other
things
that
we're
reminded
of
this
is
that
one
is
to
make
sure
all
the
new
members
take
their
ethics
and
the
tomah
classes
that
they
need
to
within
a
year,
and
if
there's
any
former
members
that
haven't
done
it,
let's
make
sure
we
get
those
done
and
logged
in.
How
do
I
do
that.
H
A
F
I
asked
about
that
and
I'm
not
very
sure
I
mean
because
I'm
sure
you've
seen
a
city
council
being
going
to
say
you
know,
council
members
was
going
to
be
gone,
so
I
vote
to
excuse
her.
I'm
not
really
sure
that
there's
anything,
because
I
ask
a
question
this
is,
does
that
count
and
he
says
no,
it's
for
fourth
period.
A
H
Yeah
I
was
on
edac
for
about
seven
years
and
when
we
didn't
enforce
it,
we
already
hardly
ever
had.
We
had
a
hard
time
making
quorum.
A
H
For
some
important
stuff
and
when
we
started
enforcing
it,
it
changed
and
we
lost.
We
lost
some
people.
Yes,
sir,
we
lost
some
people,
they
will.
You
know,
I'm
I'm
sorry
and
that
person
that
we
lost
was
aware
and
they
had
been
when
they
had
been
discussed,
and
I
thought
it
was
three
strikes
you
were
out.
Well,
that's.
G
I
F
A
F
A
E
G
F
H
H
F
Now
it
was
my
intent
and
I
dropped
the
ball
on
this.
We
did
it
a
while
back
where
we
passed
out
to
everybody
for
the
charter,
the
ordinance
that
says
what
this
committee
is
responsible
for.
Okay
and
a
lot
of
things
we
don't
even
discuss
like
parking-
was
hardly
ever
discussed
before,
but
I've
made
it
a
bigger
deal
now
that
I'm
here,
but
the
bridge
system,
a
lot
of
that
is
under
your
curve.
So
what
I
want
to
do
is
next
time
is
bring
back
that
part
of
the
the
code,
the
ordinance.
F
We
can
go
over
it
perfect.
We
can
go
over
it
because
you
do
have
a
lot
of
say
in
a
lot
of
direction
and
you
have
your
councilman
and
councilwoman's
ears
to
bring
those
things
forward
and
that's
what
they're
counting
on
is
there's
a
lot
a
lot
of
issues
and
they
don't
want
to
be
blindsided
by
them
and
hopefully
we're
being
proactive
enough
that
we're
listening
to
the
public
like
we
are
with
the
citizens.
F
I
mean
there's
a
lot
of
call
for
illumination
out
there
that
they
get
a
lot
of
calls,
and
I
want
to
bring
that
to
you.
Can
you
make
sure
we
want
to
bring
that
back
to
you?
So
that's
a
very
sore
subject
with
the
public
bridge
system.
Backing
up
into
highways
is
another
one
and
they
handle
it
their
way,
but
it
also
affects
our
transportation.
E
A
H
G
G
Stuck
but
they're
not
letting
anybody
on
after
after
35
and
and
you
get
stuck
in
there
and
you
do
not
know.
I
always.

A
F
For
instance,
at
this
meeting
also
something
I
found
out
for
the
first
time
we
were
going
over
this
all
these
topics
and
they
said
you're
looking
to
have
your
meetings
here
at
city
hall.
Okay,
really
I
always
used
to
be
a
texan.
I
used
to
come
here.
I
never
knew
it
was
an
option
that
we
were
supposed
to
wear
that
option.
I
F
H
F
What's
that's,
that
was
the
discussion
we
had
on
that,
like
I
said
just
if
you
take.
F
Important
and
this
city
needs
all
the
help
you
can
get
and
you
were
chosen
by
your
council
members
because
they
felt
that
you're
up
to
the
task.
