fees

big
initiative

we
voted
on
our
youth
fees
to
go
ahead
and
reduce
those
costs.
Moving
forward
to
play
all
you,
sports
across
the
board,
came
out
to
300
and
now
moving
forward.
It's
going
to
be

initiative
was
to
try
to
increase
participation.
Participation
by
20
was
our
overall
goal,
so
we
got
that
taken
care
of
and
now
for
this
meeting
moving
forward
for
2022,
we
want
to
look
at
our
facility
fees,
so
our
crystal
beach
swimming
pool,
sunrise,
golf
course,
and
then
our
river
city,
campground,
are
our
main
three
big
ones
here.
So
I'm
going
to
go
ahead
and
start
this
off
with
sunrise,
so
met
with
the
golf
board
twice
since
our
last
park
board
meeting
the
golf
board
has
gone
ahead
and
recommended
to
the
park
board.

following
fees
for
2022
this
would
be
for
our
season
pass
structure
is
to
keep
it
the
same
as
it
is
in
2021.
So
what
that
is,
is
adult
season
passes.

college
250,
and
this
is
with
a
valid
student
id
and
driver's
license
and
high
school

similar
scenario
and
then
corps
sticker

we'll
just
kind
of
do
this
facility
by
facility
we'll
start
with
sunrise.
I
guess
I'd
like
to
open
that
up
to
the
board.
If
you
have
any
discussion

this,
like
I
said
this
is
this
has
been
an
initiative
that
we've
been
working
on
for
quite
a
while
and
now
with
the
the
building
of
the
golf
board
and
everything
that
they've
been
doing
to
try
to
work
on
the
facility
and
the
operational
standpoint
of
the
golf
course.

golf
cart,

what
the
golf
board
has
discussed
is
it
gives
me
a
lot
of
room

pricing

pricing

some
other

had

group.

think
they
brought
this
up
on
me
before
a
golf
now
group
came
in
out
of
louisville
said

on
facebook,

bogey
brothers,
he

he's
got

usually
travel.

weren't
gonna
pay

come
out
on
a
weekday,
but
I
could
shoot
them
a
rate

our
golf

so
that's
just
one
example
of
an
opportunity

bring
larger
groups
in
more
outside
play
for
the
new
members.

we've

bit

shock
with
the

madison

maybe
the
sticker

lot

tools
we're

online
presence
building
the

golf

outside
of
our
community
know
we're
here
to
come
in
and
play
so
any
other
questions
anybody
might
have
for
me.

it's
not
getting
a
whole
lot
of
traction
yet,
but
I
I
like
the
group,
the
bogey
brothers
group
came
in
those
guys
had
never
known
about
our
golf
course.
They
traveled
around
quite
a
bit
they're
out
of
louisville.

working
on
working
with
the
girls
down
at
city
hall
on
the
facebook
try
to
get
more
followers
and
and
social
media.
You
know
advertising
through
that.
So
that's
been
slow.
That
was
something
that
I
really
hadn't
done
a
lot
of

my
previous
job.

It
takes
a
lot
of
hands-on
experience
somewhat
of
my
ages
and
it's
natural.
You
know
the
social
media
thing,
but
it's
great
for
business
and
the
girls
have
put
on
some
posts
already
that
I've
noticed
have
gotten
some
attention
and
some
follows
out
there.
So
that's
that's
another
avenue
of
social
media
that
that
I'm
using
to
attempt
to.

we
comment
that
we
went
from
having
no
social
media
presence
to
golf
now,
a
great
website
and,
and
then
now
a
facebook
presence.
So
as
roger
was
saying,
part
of
this
is
an
intentional
process
to
build
that
awareness
and
also
expand
our
market,
our
market
from
just
madison
to
everywhere,
frankly
particularly
regionally,
and
it's
going
to
take
some
time
to
cultivate
that
market
share,
but
we're
definitely
heading
in
the
right
right
direction.

At
the
last
parks
board
meeting,
we
gave
more
of
a
comprehensive
overview
of
the
improvements
in
the
financial
operations
at
sunrise,
even
though
we
haven't
eliminated
100
of
the
deficit,
we've
eliminated
half
of
the
deficit
and
made
tremendous
progress
and
lots
of
very,
very
specific
things
that
were
our
goals
for
2021.
So
we're
going
to
build
on
that
in
202..

One
of
the
other
unique
things
about
coming
into
this
job
and
matt
told
me
when
I
first
started
if
I
might
come
into
a
blank
slate
really
I'm
the
third
golf
pro
at
sunrise.
The
first
two
were
sub-contractors,
so
this
is
beyond
a
bike
site.
They
didn't
even
have
slack
the
city's
never
run
the
golf
course
before.
So
we
didn't
have
procedures
for
selling
gift
shipments
or
there's
there's
been
a
lot
of
work
through
the
process.
So
it's
I
mean
we're
working
on
mission
city.

mean
ground
routes
and
I've
been
in
a
facility
where
we
we,
I
saw
it
as
a
corn
field.
We
grew
up
as
logos
everything
like
that,
but
we
still
had
some
infrastructure
in
place
when
we
went
into
that
operation.
We
had
bookkeeping
behind
us
and
things
like
that,
so
the
sunrise
as
it
is
today
it's
a
work
in
progress.
That's
that
everything
is
good.
The
procedures
we're
using
and
selling
memberships
and
pricing
and
everything.

would
you
like
to
do
this
on
a
facility
per
facility
basis,
so
we
can
vote
at

end

each
facility

a
lump
sum
at
the

like
I
said,
we're
going
to
break

a

sunrise
golf
course
in
the
campground

next
we'll
go
ahead

crystal
beach
swimming
pool,
so
before
2021,
what
we
did
is
we
did
away
with
our
overall
season
pass
structure.
We
did
still
offer
one
for
our
seniors,
so
this
is
another
one
that
was

up,
and
our
overall
recommendation
is
to
keep
the
rates
the
same
and
I'll
break
down.
What
those
rates
are.

We
saw
just
over
13
000
swimmers
here
this
past
season
that
was
on
par
with
what
we
had
the
year
before,
even
when
we
did
have
a
season
pass
structure
previously
over
all
this,
eliminating
this
I've
been
in
contact
with
our
with
the
parks
director
for
north
vernon.
They
did
a
similar
structure
around
the
same
time
that
we
did
and
there's
numerous
benefits
that
you
see
to
that.
You
don't
see
as
much
of
it
treated
as
a
daycare
service.

Our
life
coach,
don't
have
to
put
up
with
you
know
a
40
babysitter
for
the
week.
That's
that's
pretty
cheap
as
far
as
that
goes
so
you're,
not
seeing
as
much
of
issues
with
the
behavioral
problems
and
things
like
that
and
then
you're,
seeing
a
lot
more
emphasis
on
the
on
the
revenue
side
for
us
we're
much
closer
to
breaking.
Even
we
just
need
to
kind
of
hone
in
a
little
bit
on
our
overhead
with
that,
which
is
something
we
already
have
a
plan
in
place
moving
forward
for
2022..

But
I
think
this
is
kind
of
the
common
thing
that
we're
seeing
now
across
swimming
pools,
they're
very,
very
expensive
to
maintain
just
like
golf
courses,
there's
a
lot
that
goes.
It
goes
into
it
with
the
overall
maintenance
with
the
chemicals
staffing
it
you've
got
to
have
adequate
amount
there
to
keep
eyes
on
everybody,
and
so
I
mean,
thankfully,
with
the
staffing
that
we've
had.
We
haven't
had
any
issues
or
any
drownings
anything
like
that,
although
we've
had
to
see
our
guards
in
action
and
they
do
a
fantastic
job.

So
our
recommendation
to
the
board
then
would
be
to
keep
race
for
crystal
beach.
The
same
moving
forward
for
2022.
and
just
as
a
reminder
crystal
beach
is
currently
under
renovations.
Currently
plain
anticipation
for
finishing
those
is
about
middle
of
may
and
we
are
still
planning
on
reopening
memorial
day.

yeah,
if
you've
visited
five
times
or
sixth
on
this
group,
so
you
average
that
out
throughout
the
whole
season
a
little
over
80
days
of
a
swim
pool
season.
You're
gonna
see
about
20
discount.
If.

You're,
using
that
kind
of
loyalty
punch
card
season
pass
season
passes,
will
frankly,
big
loss,
revenue,
loss
items
for
us,
and
this
still
provided
some
reward
for
coming
to
the
pool
frequently
and
20
percent
discount.

The
campground
so
campground
this
past
year,
we
saw
just
shy
of
a
hundred
thousand
dollars
of
profits
here
for
the
first
time
in
our
history.
So
to
give
you
a
little
bit
of
background
previous
year
incomes,
I
look
all
the
way
back
to
2014,
bringing
in
just
over
fifty
seven
thousand
dollars,
and
now
you
move
ahead.
In
2021
income
we
saw
over
128
000,
so
profiting
nearly
six
figures.

There
has
been
a
phenomenal
effort
from
our
entire
team,
especially
doug
buckler,
our
new
campground
attendant
we
brought
on
leading
into
this
year.
We
did
move
to
an
online
platform,
so
previously
in
2020,
you'd
have
to
call
the
campground
attendant
call
the
parks
office
to
be
able
to
do
a
reservation,
and
then
it
was
written
down
in
a
notebook
and
that's
how
the
entire
booking
system
was
kept
tracked
up.
So
moving
into
2021
was
when
we
moved
everything
parts
related
onto
rec
desk.

So
that's
how
we
did
all
of
our
platforms,
so
you
could
go
on
there
and
reserve
it
yourself.
You
could
call
us
call.
Doug
and
we'd
have
everything
hooked
on
that
engine,
although
it
was
great
for
for
keeping
track
of
it
a
little
having
a
little
bit
more
organized,
it
was
a
little
less
user
friendly
than
we
had
anticipated.
So
what
we
did
again
catching
you
guys
up
on
this
is
we've
moved
to
astro
and
they
are
on
the
reserve
america
platform.
So
that
is
the
number
one
campground
software
in
america.

It's
what
all
the
state
parks
use,
such
as
clifton
falls.
That's
going
to
make
us
much
much
more
accessible
reserve.
America
alone
says
that,
though,
that
will
increase
your
reservation
by
up
to
20
once
you
move
to
that
online
platform,
because
just
like
golf
now
does
for
sunrise,
it
makes
you
much
much
easier
to
find
and
reservations
booking
your
your
nights.
It's
going
to
take
just
a
fraction
of
the
time,
much
more
user-friendly.

You
can
make
multiple
bookings
at
once,
instead
of
having
to
put
one
in
a
cart
and
then
back
out
and
continue
that
kind
of
cycle,
so
that's
kind
of
where
we've
been
at
and
how
far
we've
come
in
just
a
couple
of
years.
Everything
has
been
going
great.

So
that
is
where
we've,
where
we've
been,
and
what
we're
trying
to
do
with
all
this
is
just
continue
to
do
the
best
we
can
to
try
to
increase
our
volume
there,
our
overall
occupancy
and
give
our
community
and
those
that
come
visit
from
out
of
town
the
best
product
that
we
can.
So
our
recommendation.

What
we
currently
have
is
where
I
should
start
you've
got
the
river
front
sites
which
are
sites
1
through
18
and
you've
got
river
view,
which
are
sites
19
through
34,
and
we
have
a
weekday
and
a
weekend
raider
currently
for
our
river
front.

then,
in
conjunction
with
that,
also
we're
recommending
to
do
a
premium
weekend
increase.
So
just
as
you
would
go
to
a
hotel
and
you
see
that
rates
are
going
to
be
different
for
the
supply
and
demand
of
whether
it's
a
festival
weekend
or
what
you
have
it.
You're
going
to
see
rates
are
going
to
go
up
because
of
that
too,
so
we've
determined
there
are
seven
premium
weekends
in
2022,
and
so
on
top
of
these
rate
increases.

would
suggest
that
we,
the
board,
go
ahead
and
approve
a
20
proposed
increase
just
on
the
weekend
rates
for
those
seven
premium
weekends,
and
this
would
increase
our
riverfront

there

there

lot
of
extra
things
in
those
campgrounds,
but
it
was
not
a
waterfront
view
either.
You
know,
so
I'm
not
an
experienced
camper
per
se,
I'm
not
in
any
way
giving

impression

anyone,
but
I'm
just
I'm,
I'm
just
saying
you
feel
like
it's
valid
and
that
you'll
still
be
able
to
turn
a
good
profit
even
with
raising
the
rates.
You
feel
good.
You've
chased
that,
according
to
similar
campgrounds
like
ours,
so.

We've
done
some
comparisons
with
that,
and
something
that
I
don't
think
I
mentioned
is
that
we
only
operated
about
35
percent
capacity
here
this
past
year
and
was
still
able
to
turn
a
hundred
thousand
dollars.
So
if
we're
able
to
do
a
fraction
of
what
reserve
america
claims
that
we're
capable
of
going
up
to
20
in
terms
of
a
reservation,
I
don't
see
any
reason
why
we
can't
continue
this
trend,
especially.

we

increase

erode
the

the
rate

inflation
and
right

we're

almost

the

in

not

that
user
fee
gets
quickly
eroded
by
inflation
and
right
now,
for
example,
as
you
might,
you

on
council

seeing
what
we're
talking
about
our
waterway
project.

the
last
time
we
raised
water

was

years
ago,
and
and
inflation
over
that
14-year
period
has
accumulated
to

madison's

specialty
weekends.

price
wise,
I
think
we're
competitive,
but
we
need
to
show
them

we're
going

raise
the
rates,
but
this
is
what
we're
going
to
do
for

will
pay

Also,
two
years
ago
we
had
zero
money
in
the
bank
for
improvements
just
two
years

because
of
the
strategy
we've

now,

almost

organically

stays
at
the
campground
and
now,
with
national
park.
Planning
processes
going
on,
it
will

the

love
it
downtown,
that's

we

hookup,

electricity

great
thing
to
do,
but
I
think,
since
we
don't
have
the
full
hookup
we're

prices
now

we
have,

think,
we're
very
competitive.
Going
a
little
higher,
especially
on
the
holidays,
might
be
a
tough
thing.

know
we
talked
about
oops
we're
doing
this
chat,
sometimes
there'll

really
try
to
find
ways

encourage

people
our

fill

park

bit

phenomenal

we
haven't

grass
looks

have

firewood
outlet
and
things

it
comes
to
people
coming
in
with
huge
rvs
expecting
things
especially
wi-fi
the
right
decks
move
is
great,
because
that
was
the
toughest
thing.
People
want
to
have
a
lot
of
people
down.
There
get
reservations,
get
so
complicated,
so
now
a
reserve
america
is
going
to
be
wonderful.

think,
but
I'd
caution
going
too
fast
on
certain
things.
Until
you
see
some
action
done,
some
things
taking
place.
Maybe
we
have
things
I
don't
know
about
coming
up
before
camping
season,
but
I
think
we're
getting
to
a
point
where
we're
pretty
high
on
things,
but
until
we
see
some,
maybe
full
hookups
other
things
that
might
be
might
be
able
to
offer
to
get
those
prices.

a
big
bathroom
project.

that
right
for
the
campground,

is
that
in
theory
supposed
to
be
done
before
next
season?

so
are
we
expanding
those
bathrooms?

just
overhauling
them,

them
more
accessible?
I
think,
is
the
easiest
way
to
put
it
repositioning
the
way
the
showers
are
and
making
it
more
accessible
for
all
to
try
to
get
in
there,
because,
right
now
you
could
not
fit
say
a
wheelchair
in
there
without
having
to
pick
it
up
and
just
expanding
the
overall.

The
width
that
you
have
to
be
able
to
try
to
get
there
and
fit
more
people
in
next.
Currently,
they
are
not
in
the
best
shape
that
are
severely
severely
outdated
and
are
there
any
other
projects
besides
the
bathroom,
that's
the
one

we
were
focusing
on
for
this
year.
Obviously,
that
has
been
mentioned
about
the
sewer.
Hookup
capabilities
would
be
a
phenomenal
one
to
try
to
undertake
that
which
is
going
to
be
a
much
more
expensive
and
expensive
one,
so

big
outstanding?
One
is
the
bathrooms.
Those
are
archaic
and
need
to
be
modern,
obviously
other
things
that
are
easier.

bet

think
they're
impactful
is
beautification,
keeping
it
clean
means

also

special
events

kind
of
weekend
events,
not
only
the
ones
that
are
being
sponsored
around
the
community
by
bmi
or
jcbt
or
other
organizations.
But
you
know
the
halloween
festival
that
we
had
at
the
campground
was
really
phenomenal.

really
enjoyed
it,
and
there
are
things
like
that
that
take
effort
but
they're
making
a
difference.

what's
our
government
we've
got
for
2021?
We
had
170
users
signed
up
for
the
dog
park.
We
moved
that
to
request,
just
as
we
did
and
everything
else
with
our
our
programming
takes
twenty
dollars,
and
that
is
for
the
full
calendar
year,
and
then
you,
if
you
do
that
and
then
you
go
ahead
and
upload
your
shop,
verification
records
for
your
dogs,
and
then
you
have
access
we'll
give
you
the
code
to
that.
That's
where
you
can
use
it.

at
the
overall
revenue
by
the
time
that
you
incur
the
maintenance
cost
to
know
that
once
or
twice
a
week
with
doggy
proof
bags
which
are
actually
more
expensive
than
you
would
think,

water
down

we've

discussions

that

fees

have
to
pay
that
fee
amount
and

have
the

you

we'll

that
facility.

that's
kind
of
where
we're.

be

renovation

beach

will
certainly

consistent

specialties

been
looking

engaged

interactive

lot

different

the
board

one

unique
thing

our
park
system
is
that
it's
so
comprehensive
and
massive
that
we
have
responsibilities
all
across
the
city
in
different
areas.
So
very
simply,
what

the
park
boards
responsibilities
to
formulate
policies

establishing
policies
based
on
sound
research
and
thoughtful
considerations
of
the
pros
and
cons
in
both
and
then
adopting
policies
that
are
going
to
allow
our
organization
to
run
it
efficiently
effectively?
Legally
and
ethically,
policies
is
something
coming
in.

a
big
initiative
for
us
that,
like
I've,
said
multiple
times,
a
lot
of
things
have
been
done
in
pen
and
paper
and
trying
to
get
things
more
up
to
the
times.
That's
going
to
be
a
common
theme
that
you're

hear

about

trying
to
adopt
more
progressive
policies
that
are
going
to
just
kind
of
speed.
Everything
up
make
us
more
efficient,
something
that
I'll
hit

here

a
little

about
our
moving
everything

and
the
number
of
the
sheer
volume
of
transaction

we've
undergone

establishing
services
offer
services

variety

pertain

those

demographics

got
to
go
to
the
national
park
and
rec
association
conference,
and
this
really
stood
out
to
me.
They
said:
don't
focus
on
offering
spaces,
but
rather
offer
experiences.

have
a
number
of
spaces
throughout
the
city
with
our
over
20
parks
that
we
have,
but
then
it
really
hit
home
when
it's
like.
Do
we
actually
offer
experiences
at
each
of
these
locations?

So,
that's
something
that
I
think
we're
trying
to
focus
on
a
lot
more
and
that
kind
of
ties
into
my
next
point
of
not
always
being
sport
driven
something
that
chad
has
been
working
on
is
trying
to
find
other
areas
that
we
can
offer
for
youth.
Adult
and
for
seniors
is
not
just
being
your
typical
basketball
baseball
soccer
football.

else
is
there
that
our
community
wants
there's
a
lot
of
different
things
that
I
mean?
I
know
he's
got
on
this
program,
bad
things
as
far
as
bird
watching,
which
may
sound
you
know
kind
of
silly.
At
first
glance,
we
went
to
a
couple
seminars
about
that,
and
this
is
a
huge
thing
all
throughout
the
country,
especially
in
the
midwest.

The
big
thing
for
the
park
board
monitoring
finances,
so
you
guys
have
to
control
the
power
to
go
ahead
and
vote
on
the
fees
throughout
our
entire
park
system.
Monitoring
the
overall
operational
capital,
finances
of
everything,
and
that's
been
a
huge
initiative
of
mayor
courtney's
administration
is
being
fiscally
responsible
in
operating
everything
as
a
business,
but
not
towards
taking
away
from
the
quality
of
life,
but
rather
enhancing
it.
It's
no
secret.
We've
got
deferred
maintenance
throughout
the
cities.

One
of
my
first
days
on
with
the
parks
I
went
over
to
the
complex
and
bobo
gets
on
the
tractor
and
before
he
starts
it
up,
he's
got
a
sledge
hammer
and
he's
smacking
the
side
three
times
before
he
gets
to
the
start.
That's
just
one
example
of
when
you
don't
monitor
the
finances.
What
can
happen
when
all
this
deferred
maintenance
starts
to
pile
up
over
time?

citizens
of
our
community,
making
sure
that
the
agency

meeting
their
needs.

hear
of
something

want

call
me

the

office

chad,
and
we
will
answer
your
questions
or
we'll
take
care
of
whatever
issue
it
is
then
in
there
that's
one
of
the
big
things
is
you
guys

be
hearing
it
all
now
that
you're
part
of
the
park
board
when
there's
something
that
people
don't
like
they're,
going
to
call
you
and
when
they
do
like
they
probably
won't
tell
you
about
it.
So
you're
going
to
hear
a
lot
of
negative
things.

That's
okay!
We
want
to
know
what's
going
on
and
what
people's
concerns
are.
I'm
more
worried
about
the
people
that
have
concerns
and
don't
say
anything
at
all.
I
can't
fix
those
problems,
so
be
active,
be
engaging,
be
listening
and
then
just
let
us
know
so
we
can
take
care
of
it.
The
second
thing,
positive
attitudes
and
open-mindedness,
we're
heading
in
a
fantastic
direction.

lot
of
the
stuff
that
we've
been
talking
about
has
been
kind
of
where
we've
been
and
that's
going
to
be
kind
of
what
I
finish
up
with
with
you
guys.

It's
taken
a
lot
of
work.
We
have
not
gotten
over
here
overnight
and
there
still
is
honestly
a
whole
lot
of
work
to
be
done.
But
one
thing
we're
trying
to
do
is
be
more
flexible,
be
able
to
adapt
to
the
times
moving
everything
to
an
online
system,
even
though
technology
is
not
always
our
best
friend
kind
of
getting
away
from
the
mentality.
That's
the
way.

It's
always
done
so
trying
to
get
away
from
that,
and
just
overall
as
a
board,
as
a
parks
department
being
more
cooperative,
engaging
and
proactive
instead
of
always
reactive
to
every
situation,
and
then
the
last
thing

side

why
you

motivated
to
serve
the
community.

think
that's
the
ultimate
reason
why
each
of
you
accepted
and
wanted
to
be
a
part
of
this
initiative.

job
is
to
deliver
a
high
quality
of
life
to
our
citizens,
so
that
we
have
a
happier
and
more
vibrant
community
that
will
drive
people
who
want
to
be
a
part
of
it
parks,
parks
and
cultural
arts.
Expansion

only
going
to
continue
to
help
drive
our
overall
growth
and
not
every
decision.
That's
going
to
be
made
is
going
to
be
happiest
from
the
community
as
a
whole,
but
in
the
end,
it's
always
in
their
best
interest

always
because
we're
trying
to
give
back
and
adhere
that
quality
of
life.

spaces

going

to
