the
Ways
and
Means
Committee,
and
like
to
call
to
order
the
writ
of
regular
meeting
of
the
Ways
and
Means
Committee
today
and
I'm
joined
at
the
dais
by
council
members
yang,
al
misano,
council
member,
andrew
johnson
and
council
member
lisa
bender.
As
we
begin
today,
I
think
it
would
be
appropriate
if
I
could
call
on
councilmember
bender,
perhaps
introduce
our
vast
audience
today.
This
is
exciting
to
see
so
many
people
here.

are
4th
graders
from
whittier
elementary
school.
It's
our
second
group
that
has
come
the
last
couple
of
weeks
and
we're
super
excited
to
welcome
them
and
several
of
them.
Let
me
know
that
they're
writing
to
the
City
Council
about
poverty
and
racism
and
all
kinds
of
important
issues
in
the
community.
So
I
told
them
that
we
always
welcome
their
calls
and
emails
and
letters
and
they
could
come
anytime.

from
I
used
to
do
that,
all
the
time
just
wave
whenever

on

but
it's
nice
to
see
everybody

are
youngest
constituents
and
certainly
some
of
our
most
important.
So

part

this

learning
how
the
city
works
a
little
bit,
so
this
is
terrific
opportunity
for
all
of
us.

a
very
long
agenda,
but
I
think
it's
all
consent
items.
This
is
typical,
as
this
is
the
last
year
or
last
meeting
of
the
year
this

hotline
services.

selection

scanner

these
two

book
scanner

bethel
university
that'll
allow
us
to
help
digitize
some
of
our
archive
physical
archive
material,
to
make
it
more
available
to
the
public

help
preserve
it

very
exciting
donation
we're
very,
very
grateful
for
it.

second
project
is
a
political
history
that
dr.
Tony
Hill
is
providing
this
data
with.

comment,
since
we
have
a
great
audience
who
would
be
very
interested
in
this
topic

well
as
our
only
opportunity
before
the
council
meeting
to
talk
about
this
is
in
preparation
for
one
of
our
one
of
our
celebrations
of
our
one
hundred
and
fiftieth
year.
Our
sesquicentennial
is
the
city
of
Minneapolis,
Zach,
rep,
right
absolute
is
all
part
of
that
archival
material.
That's
happening
as
part
of
that
project,
so
I
just
want
to
do.
Let
the
people
know
why
we're
talking
about
that
city
coordinator.

The
city
coordinator
brings
two
items.
One
is
a
grant
acceptance
from
the
funders
network
for
smart
growth
and
livable
communities
and
as
well,
where
they
have
a
contract
with
improved
group
for
related
services
to
reach
to
the
recast.
Minneapolis
grant
community
in
planning
and
economic
development
brings
forward
an
agreement
for
public
art,
consulting
for
Weber,
Park
Library.
The
convention
center
brings
forward
a
contract
amendment
with
Peterson
Companies
Inc
for
contract
closeout.
A
The
finance
and
property
services
department
brings
forward
a
number
of
items.
This
is
going
to
be
item
number
16.
This
is
the
annual
property
insurance
premium
for
the
Minneapolis
Convention
Center
tallmadge
building
and
the
parking
ramp.
We
also
have
a
contract
with
Perkins
and
will
for
pre
design
and
program
development
services
for
the
new
downtown
office.
Building
project
number
18
is
the
2016
general
fund
contingency
budget
usage
resolution.

also
have
a
resolution
related
to
target
market
ordinance
concerning
the
planning
or
permanent
review
committee,
as
well
as
the
target
market
program.
General
industry
chart
and
I
think
I'd
like
to
take
an
opportunity
not
right
now,
but
we'll
come
back

I'm
going
to
pull
item

a
brief
conversation
with
our
procurement

official
IRS
intent
declaration
to
issue
tax-exempt
bonds
for
project
expenses
beyond
original
budget
projections,
we
also
have
the
city

Minneapolis
accounts.

information
technology
department
brings
forward
the
IT
gift,
acceptance
for
conference
travel
and
associated
expenses
for
December
2016
Police
Department
brings
forward
a
revenue
agreement
with
the
downtown
Improvement
District
for
the
2016
holidazzle
police
officer
assistance
program
from
the
community
development
regulatory
services
committee.
We
have
the
rehab
support
program,
recommendations
for
the
year
from
the
health
environment
and
community
engagement
committee.
We
have
the
Clean
Energy
Partnership.
This
is
a
gift
acceptance
from
xcel
energy
and
centerpoint
energy.
We
also
have
a
contract
with
pace
analytical
services
for
lead,
&,
Healthy,
Homes
Program.

We
have
a
grant
from
the
school-based
Health
Alliance
for
national
quality
initiative
for
school-based
health
services.
We
have
the
contract
for
with
volunteers
of
america,
for
community
health
worker
services
and
minneapolis
public
housing.
We
also
have
the
community
solar
garden
subscription
agreement
with
sun
edison
from
the
inner
government
relations
committee.
We
have
the
contract
with
fredriksen,
but
and
byron
PA
for
state
legislative
services
and
consulting
contract
also
have
a
contract
with
friends
and
more
government
relations
for
the
State
Legislative
Services
agenda
from
the
public
safety,
civil
rights
and
emergency
management
committee.

have
a
contract
with
corner
house,
interagency,
child
abuse,
evaluation
and
training
center
for
forensic
evaluation
services.
We're
also
authorizing
submitted
of
an
application
to
the
Minnesota
Department
of
Public
Safety
Office
of
Justice
programs
for
sex
trafficking
and
training
grant.
We
have
a
camera
equipment,
acceptance
from
Minneapolis
Police
3rd
precinct
from
the
Ventura
Village
neighborhood
organization,
from
transportation
and
Public
Works
Committee.
We
have
the
2017
downtown
Minneapolis
transportation
management
organization,
that's
the
TMO
and
the
grant
agreements.
I
also
have
a
grant
from
Minnesota
Historical
Society
for
conservation
of
sculpture,
clock
on
nicollet
avenue.

For
my
colleagues
that
just
like
to
point
out
items
number
three
and
for
this
item
are
going
to
be
amended
but
they'll
be
taken
care
of
at
the
council
meeting
by
the
committee
chair,
so
we'll
be
approving
this
item.
As
present,
we
also
have
the
Seward
bicycle
boulevards.
That's
a
layout
in
approval,
grant
acceptance
and
cooperative
agreement
with
Hennepin
County
for
item
number.

bid
for
rental
or
traffic
control
devices.

also
have
a
bid
for
removal
of
snow
and
ice
on
public
sidewalks
contract
and
a
bid
for
stormwater
palm
dredging
and
clean
out
for
item
number

So
before
I
move
the
balance
of
the
agenda,
I
wonder
if
we
could
have
just
a
quick
conversation
from
miss
Fernandez
if
you'd
like
to
join
us,
introduce
yourself
in
your
especially
in
your
new
role
at
the
city
and
our
finance
property
services
department
and
go
through
the
item
on
the
target
market
program.

allowing
me

come
here

talk
a
little
bit
about
the
target
market
program.
As
you
remember,
we
passed
the
target
market
program,
ordinance
last
fall
and
from
that
time
onwards,
and
prior
to
that
as
well,
we've
been
working
diligently
to
get
this
one
rolled
out
as
of
January
first
and
as
part
of
that
one.
We.

So
what
is
in
there
is
like
these
are
the
criteria
that
we
are
going
to
look
at
when
we
are
deciding
if
a
small
business
is
indeed
part
of
the
target
market
program
or
not.
So
the
business
is
independently
owned
and
controlled
businesses
for
for-profit
business
and
that
the
business
performs
a
commercially
useful
function.
Those
are
some
of
the
criteria
related
to
the
ownership
in
the
location
of
business.
We
are
right
now
looking
at
13
Minnesota
counties,
and
this
is
in
line
with
the
search
certification
program,
which
is
a
program
that
on
st.

Paul,
Hennepin,
County,
Ramsey
and
no
Minneapolis
is
part
of
so
how
you're
looking
at
this
one
is
like
based
on
the
type
of
industry
that
they
are
in
we're
looking
at
the
gross
receipts
for
three-year
average
and
then
kind
of
putting
a
limit
there
to
say,
like
okay,
if
you're
a
construction
company,
your
gross
receipts,
annual
gross
receipts
cannot
exceed
more
than
10
million
in
a
year.
So
I.

Can
just
give
you
an
with
the
construction
category
here.
This
is
just
one
of
those
criteria
that
you
just
saw
earlier.
So
when
we
looked
at
the
construction
company
companies
that
are
doing
business
in
the
third
certification
category,
there
were
about
seven
hundred
and
three
of
them,
and
we
looked
at
the
vendors
that
are
making
a
gross
receipts
over
25
million,
then
between
25
and
10,
and
then
went
down
like
that,
and
we
stopped
at
an
area.
That
is,
that
makes
more
sense.

So
we
were
able
to
cut
that
one,
a
10
million
which
would
cover
ninety-four
percent
of
all
those
vendors
that
are
in
those
category.
So
similar
the
shoulders
been
applied
to
the
other
categories
as
well,
and
then
now
they
will
be.
The
vendors
will
be
coming
in
to
register
with
us
pretty
soon,
based
on
this
category
and
I
can
take
any
questions.

You
not
seeing
any
questions
from
my
colleagues
on
the
council,
but
I
just
want
to
highlight
what
this
was.
This
is
a
change
in
our
procurement
system,
which
means
it's
how
the
city
buys
its
products
and
services
to
serve
as
a
city
government,
and
so
this
is
an
important
change
and
it
was
led
by
a
council
vice-president,
Elizabeth
glidden
and
myself,
who
really
wanted
to
make
sure
we
had
more
small
businesses
and
local
businesses
able
to
participate
in
our
procurement
systems.

So
we're
looking
at
chopping
up
some
business
contracts
and
this
certification
is
a
is
an
important
step
forward
as
we're
trying
to
find
out
who
would
be
eligible
to
participate
with
the
idea
of
expanding.
So
we
could
get
more
people
participating
experiencing
economic
participation
as
well
as
saving
the
city
money
and
making
it
easy
for
our
department
heads
to
purchase
products.
So
that's
the
that's
the
essence
of
what
the
target
market
program
is
about.
