parks
and
reaffirming
our
message
that
every
neighborhood
deserves
a
great
park.

this
plan,
beginning
in
2017
with
the
conclusion
in
2036
so
for
20
years
next

There
are
also
requirements
about
identifying
overall
impacts
to
operating
costs
and
improved
efficiencies
related
to
the
neighborhood
park
plan.
Increased
maintenance
will
maximize
the
service
life
of
park
assets
and,
over
time,
reduce
the
backlog
of
repairs
and
rehabilitation
projects
which
reduces
or
which
increases
the
number
of
park
assets
that
are
consistently
available
to
the
public.
We
also
will
experience
some
cost
savings
resulting
from
the
investments
and
energy
efficient
materials.

first
part
of
the
ordinance
is
around
npp,
20
maintenance
and
repairs.
It
is
part
of
the
general
fund,
the
minneapolis
park
board
general
fund
property
tax
levy.
It
was
an
increase
of
three
million
dollars
in
the
first
year
and
has
increased
respectively,
with
the
property
tax
levy
increase
in
2019
and
2020.

The
the
investment
into
this
area,
is
really
around
service
levels,
so
targeted
service
levels-
and
you
can
see
in
the
report
on
this
chart
that
we
are
meeting
and
exceeding
all
of
our
targets
service
levels,
except
for
plumbing
services,
which,
in
2020
a
lot
of
our
plumbing,
remained
shut
off
due
to
the
pandemic.

the
capital
improvement
program
we
received
10
and
a
half
million
dollars
annually.
That's
two
and
a
half
million
that
predates
npp
20
and
the
8
million
dollars,
that's
associated
with
mpp
20
funding
in
the
ordinances.
There
are
adjustments
to
this
annual
amount.
Every
five
years
we're
due
for
an
adjustment
for
the
2022
to
2026
five
year
period
and
those
conversations
continue
between
the
park
board
and
the
city
staff.
At
this
point,
we
adopt
a
six-year
capital
program
on
an
annual
pros
process.

Overall,
our
budget
balances
were
kept
consistent
within
the
program
year
with
years.
2019
and
2020
saw
the
increase
to
the
rehab
funds
and
then
2021
has
a
commend
measure
increase
to
the
capital
investment
projects
next
slide,
phillies.
I'm
now
going
to
turn
it
over
to
assistant
superintendent,
michael
schroeder,
who
will
take
you
through
the
next
few
slides.
I
Thank

so
I
will
start
the
rehabilitation
program
and
work
through
to
the
capital
program
in
the
second
portion
of
this.
The
rehabilitation
program
was
built
to
help
us
get
park
assets
through
to
the
point
where
the
capital
projects
could
take
over
and
do
the
replacements.
There's
some
significant
work
in
here
related
to
the
some
some
failures
that
were
identified
early
in
our
program
and
to
implementing
our
ada
transition
plan.
I
The
process
for
identifying
the
rehabilitation
projects
involves
detailing
the
inventory
of
all
park
assets
which
we've
done
assessing
their
condition.
The
last
element
to
be
assessed
was
lighting
that
was
done
in
2019,
ranking
those
assets
needs
for
rehabilitation
and
prioritizing
them
based
on
a
series
of
factors.
We
have
the
next
slide.
Please
we
have
nine
real
rehabilitation
categories.
You
see
here.
This
is
from
2019.
I
In
the
first
column,
you
see
the
budgeted
amount
in
the
second
column
under
the
amount
allocated
it
tells
us
how
far
we
are
into
the
program
and
that's
in
equivalent
dollars
in
the
third
column,
then
you
will
see
the
number
of
projects
that
remain
in
process
as
of
the
end
of
last
year
and
the
number
of
projects
completed.
I
So
the
way
that
we
look
at
rehabilitation
projects
is
a
little
bit
different
than
capital,
we're
able
to
move
through
them
a
little
more
quickly
because
we
have
a
lesser
engagement,
but
you
will
note
that
there
are
some
categories
where
significant
dollars
are
being
spent.
The
roofing
category
was
significant
and
that's
a
significant
piece
of
perpetuating
the
the
utility
of
our
recreation
centers.
So
this
shows
that
we
are
through
2019
in
our
rehabilitation
projects,
some
of
which
are
still
carrying
over.
I
2020
on
the
next
slide,
the
same
categories
you
can
see
that
we
are.
We
are
also
progressing
reasonably
through
those
improvements,
although
when
you
look
at
the
second
to
the
last
column,
we
have
more
projects
in
process,
because
many
of
those
things
were
just
started
in
2020
and
are
carrying
over
into
calendar
year
2021.,
and
I
note
that
again,
we
have
a
significant
amount
of
dollars
that
we're
doing
for
roofs
and
and
kind
of
building
envelope.
I
On
the
next
slide,
you'll
see
that
we
again
with
the
same
categories
and
that
we
have
a
lesser
amount
done,
because
this
is
the
work
that
was
planned
for
2021
and
you'll
also
note
that
the
dollar
amount
drops
from
about
four
point:
something
million
to
about
1.5
million.
That's
the
result
of
the
capital
improvement
program,
change
that
directed
more
dollars
to
rehabilitation
work
in
2020.
I
When
we
could,
when
we
could
not
be
doing
the
deep
engagement,
we
would
need
to
do
a
capital
project.
So
this
category
is
less.
It
was
simply
a
trade-off,
as
julian
noted,
between
these
two
years
and
then
in
2000.
Then
we
get
into
the
mpp
20
capital
projects
on
the
next
slide.
Capital
projects
are
are
addressed
on
the
basis
of
their
ranking
in
an
ordinance
mandated
ranking
system.
I
So
every
year
the
planning
staff
evaluates
scores
and
ranks
all
the
neighborhood
parks
using
that
ordinance
and
allocates
funds
to
those
parks
with
that
score
the
highest
in
in
the
rankings,
and
we
will
continue
doing
doing
that
until
we've
gone
through
every
park
in
the
system.

This
is
the
list
of
projects
that
we
had
in
the
2019
cip,
nearly
six
million
dollars
of
improvements,
it's
important
for
for
me
to
note
kind
of
the
sequence
that
we
go
through
and
it
helps
explain
why,
when
you
look
under
the
under
the
percent
of
the
budget,
that's
been
allocated.
Why
why
it's
at
62
percent
the
first
year
that
a
project
comes
into
the
into
the
program?
I
We
are
doing
engagement
and
design
that
usually
takes
us
a
year
the
second
year
we
are
moving
into
bidding
procurement
of
the
contracts
and
then
actually
starting
construction,
and
the
third
year
is
typically
when
we
get
the
work
completed
for
those
for
those
larger
projects.
I
So
we
are
62
percent
of
the
way
through
the
dollars
that
have
been
allocated
for
2019
with
most
of
those
projects
having
completion
dates
either
late
last
year,
some
of
them
may
have
carried
over
into
the
into
this
year
because
of
covid
or
projected
to
be
completed
in
the
summer
or
fall
of
this
year
in
2020.

can
see
the
on
the
next
slide
again,
the
list
of
of
parks
that
were
that
we
are
addressing
and
and
as
as
you
would
note,
we
are
only
24
or
about
a
million
dollars
into
a
5
million
dollar
program,
because
the
first
year
of
the
program
is
really
directed
to
engagement
and
design,
but
again
a
substantial
investment
in
in
all
of
these
parks.

may
have
started
some
of
these
a
little
bit
last
year
because
of
the
switch
we
may
have
already
started
some
of
the
engagement
during
covid,
but
this
is
the
the
you'll
see
the
projections
for
these
projects
are
fall
of
22
or
even
into
the
spring
of
2023,
and
I
believe
with
the
that
this
continues
there's
one
more
slide
that
talks
about
capital
investments
prior
to
2019
that
we're
just
starting
on
now.

of
these
are
happening
because
we
were
waiting
for
the
service
area
master
plans
to
be
completed.
For
example,
perkins
hill
park
is
in
the
north
service
area.
We
completed
that
that
project,
although
it's
been
on
the
capital
improvement
list
because
of
its
ranking
for
a
while,
we
needed
to
complete
the
master
plan
before
completing
before
starting
the
improvements,
and
the
next
slide,
I
believe,
is
the
end

I
believe

weissman

how
the
city
has
really
followed:
the
lead
of
the
park
board
in
using
race
equity
as
a
criteria
for
capital
programming,
and
I
think
for
the
city-
it's

be
a
little
bit
more
complicated
because
we're
talking
about
roads,

so
perhaps
it's
more
straightforward
at
the
parks.
But
I
just
wondered
if
how
you're
tracking
the
efficacy
of
the
you
know,
the
parks
has
a
clear
policy
goal
of
using
race
equity
criteria
to
program
capital
dollars.

how
you're
measuring
that
and
if
you
have
anything
to
share
now
or
in
the
future,
about
progress
toward
those
goals
and
just
want
to
reiterate
that
the
city
has
really
been
appreciative
of
the
leadership
of
the
park
board
and
the
park
system
in
this
effort
and
we're
you
know,
following
suit
and
using
race,
equity
and
economic
equity
criteria
in
our
own
capital
programming.
As
a
result
of
your
leadership.

ranking
of
how
well
we've
done,
but
we
do
go
back
and
look
at
the
equity
rankings,

metrics

our

there's
some
subtle
variations
that
we're
trying
to
do
and
trying
to
not
let
those
those
those
kind
of
simple
vagaries
and

metrics
upset

assess
how
we
are
using
the
metrics
and
whether
the
metrics
continue
to
work.

know
that
they're

put
into
the

ordinance
we
haven't
made
any
changes
yet,
but
we

first-time
effort
to
try

found

we

we
