The
open
meeting
law
requires
a
roll
call
vote
be
conducted
during
a
virtual
meeting
and
a
certification
form
will
be
completed
for
each
local
board.
Meeting.
This
initial
roll
call
will
allow
the
city
assessor
to
complete
the
certification
form
on
behalf
of
the
board
members
with
a
verbal
signature.
B
D
D
B
Chair
bland
aye,
there
are
three
eyes
that
motion
passes
and
the
agenda
is
adopted.
We
have
35
appeals
scheduled
this
afternoon.
These
cases
will
all
receive
less
than
10
days
before
the
lbae
convened.
So
there
will
not
be
an
assessor's
report
for
these
cases.
I
will
now
summarize
the
process
for
conducting
hearings
in
this
virtual
format.
B
B
F
G
G
Okay,
so
my
848
square
foot
home
can't
compete
with
any
of
your
comparison
properties
and
I
already
submitted
all
the
comparisons
mine
and
yours
and
my
property
value
I
feel-
has
diminished
over
the
years
being
boxed
in
and
shadowed
on
the
south
side
by
a
two
and
a
half
story,
mcmansion
built
within
inches
of
all
allowed
property
lines.
G
I
love
my
bryn
mawr
bungalow,
but,
having
my
assist
value
increase
over
17,
I
just
don't
feel
as
fair
on
april
13th,
lisa
goodman
at
our
bryn
mawr
neighborhood
association
meeting
said
that
bryn
mawr
homes
went
up
five
to
fifteen
percent
this
year,
based
on
all
the
property
search
results
submitted
to
you.
I
feel
my
market
value
should
not
be
increased
at
all.
I've
been
crunched
numbers
for
a
week
and
in
20
between
20
and
2021.
G
My
market
value
went
up,
two
percent
for
2021
to
22,
went
up
10
percent
and
now
it's
gone
up
15,
but
with
the
decrease
tom
said,
market
value
exclusion
that
makes
it
17.4
increase,
which
is
going
to
make
my
taxable
market
value,
286
433
and
I
just
there's
I
would
be
shocked
if
I
could
get
that
much
money
from
my
home,
which
hasn't
been
updated
ever
since
I've
moved
in.
I
have
gotten
a
new
furnace
like
18
years
ago
or
whatever,
but
that's
about
it.
G
H
G
No
nothing
I
I
did
replace
when
I
first
moved
in.
I
replaced
all
the
pipes
because
there
was
like
no
water
pressure,
but
that's
all
I've
done,
and
otherwise
it's
just
been
general
upkeep.
I'm
a
chef
and
my
kitchen
is
hysterical.
People
laugh
at
me
because
they're
like
how
do
you
cook
on
this
tiny
stove?
B
Okay,
thank
you
very
much
for
your
presentation.
We
will
make
a
decision
you'll
be
notified
by
mail.
Okay,.
B
You
can
do
as
you
wish
we're
just
going
to
be
hearing
some
more
cases.
Okay,.
B
F
J
J
I've
been
happy
to
watch
my
property
value
rise,
but
the
most
recent
assessment
seems
successive
20
since
2022
keeping
in
mind
something
I
heard
earlier
in
this
hearing
about
25
seems
reasonable
for
a
five-year
increase.
My
property
value
has
gone
up
57
since
2017
when
it
was
valued
at
198
thousand
five
hundred
dollars
during
the
pandemic.
The
houses
on
both
sides
of
mine
were
sold
for
amounts
that
were
unbelievable
to
me,
three
hundred
and
seven
thousand
dollars
for
the
property
on
the
south
and
three
hundred
and
forty
nine
thousand
dollars
for
the
property.
J
On
the
north.
I
expected
my
value
to
increase
simply
by
being
located
between
these
two
properties,
but
not
by
20.
My
husband
and
I
had
been
friendly
with
the
neighbors,
but
had
not
been
in
either
of
these
homes
for
many
years.
So
reviewing
the
zillow
listings
and
seeing
the
photos
of
the
interiors,
it
became
apparent
to
me
why
these
homes
had
sold
for
so
much
more
money
than
I
would
have
expected.
J
I
did
an
evaluation
of
all
the
homes
on
the
block
which
I
submitted.
As
my
evidence
from
the
information
I
was
able
to
unearth
online.
The
houses
that
had
higher
values
had
many
things
that
our
house
does
not
have.
My
house
has
one
bathroom
with
no
shower
no
fireplace,
no
central
air
conditioning,
an
unfinished
basement
and
no
new
wood
floors.
The
garage
is
so
small
that
a
large
suv
would
not
fit
my
husband
and
I
can
fit
our
cars
in
that
space.
J
J
J
The
lot
size
and
square
footage
is
similar,
the
main
difference
being
the
one
extra
bedroom
in
my
property,
which,
as
I
explained,
is
not
really
a
bedroom,
but
4537
also
has
central
air
a
fireplace
and
hardwood
floors
amenities.
My
house
does
not
have
don't
get
me
wrong.
We
don't
live
in
a
dump.
Our
house
is
well
taken
care
of,
and
if
you
stop
by,
you
might
even
think
it
was
pretty
nice,
but
there's
much
work
to
be
done
before
it
could
sell
for
three
hundred
and
twenty
one
thousand
dollars.
B
Board
members,
do
you
have
any
questions
for
this
applicant.
C
Yes,
my
only
question
is:
is
referring
to
the
the
small
bedroom
or
room
as
you
call
it.
On
the
second
floor,
I
notice
the
assessor's
record
only
carries
two
bedrooms
on
the
second
floor
with
a
third
room,
so
that
must
be
the
third
room
that
they
talk
about,
but
aren't
declaring
it
a
bedroom
up
there
and
then
they
they
note.
A
bedroom
on
the
first
floor
is
what
I
show.
J
Well,
there's
a
room
off
the
kitchen.
Yes,
that
is.
I
can
tell
you
what
that
I
said
I
use
as
an
office,
and
that
is,
I
guess,
eleven
by
eight.
H
J
J
No,
yes,
I
have
it
here.
4537
is
okay
square
feet
and
the
lot
size
is
54.73
built
in
1918.
H
J
H
Okay,
I
see
that
that
I
see
the
data
now
in
the
spreadsheet.
I
just
wonder
what
month
it
sold.
Thank
you.
B
All
right,
thank
you
for
your
presentation.
We
will
make
a
decision
and
you'll
be
notified
by
mail.
J
F
I
All
right,
thank
you.
My
name
is
steve
robertson,
presenting
on
behalf
of
851
river
muse
court
unit
number
201.
I
I
I
I
I
I
I'd
also
note
that
two
more
four
two
more
top
floor
units
in
our
building,
302
and
303
with
floor
plans
slightly
larger
than
ours
are
valued
substantially
less
than
our
unit.
Our
unit
has
1763
square
feet,
302
and
303,
or
1883
and
1948
just
slightly
larger,
and
I
don't
know
the
values
for
those
units
for
2022,
but
for
2021
they
were
valued
almost
30
000
less
than
our
unit.
I
So
we
respectfully
request
that
our
unit
number
201
be
given
the
taxable
market
value
of
414
000
the
same
that
has
been
assigned
to
the
two
top
floor
units
in
our
building.
With
the
same
floor
plan
same
square
footage,
even
that
will
not
restore
the
homestead
exemption
that
we
lost
three
years
ago
and
they
are
only
losing
this
year.
However,
it
will
restore
some
equity
and
parity
to
the
valuations
of
our
identical
condo
units
in
our
building.
H
Hi,
this
is
board
member
palmer,
so
you
said
that
they,
the
other
two
units
you
say,
are
almost
identical:
successfully
appealed
in
2019
or
what
year
was
that.
I
I
There
was
a
smaller
unit,
different
floor
plan
that
sold
last
year
or
two
two
years
ago,.
I
March
of
2021
unit
104
that
sold
downstairs,
but
it's
a
smaller
different
unit,
different
configuration.
I
Yes,
it
is
1266
square
feet.
Okay,.
I
We
have
a
the
building,
has
an
underground
parking
garage,
so
there
are
three
floors
of
units
and
then
an
underground
parking
garage.
Those
are
all
valued
separately,
so
we
have.
We
actually
have
three
parcels,
as
do
most
of
I
think
I
I
think
all
of
our
neighbors
have
similar
arrangements,
but
those
are
valued
separately
at
eight
thousand.
Eight
hundred,
I
think
now
and
we're
not
appealing
that
value.
Those
are
those
are
pretty
consistently
valued
across
the
board.
I
think
all
of
us
have
two,
but.
B
Okay,
but
those
are
valued
separately.
What
is
your
view.
I
We
we
said
immediately,
but
we
sit
immediately
below
301,
so
it's
the
same
view
which
we
we're
in
the
back
of
the
townhouse
complex
of
east
river
muse.
So
we
we
look
out
over
the
the
same
trees
and
and
so
forth
that
they
do.
I
In
fact,
one
of
one
of
the
factors
of
our
condominium
complex
is
that
we
spend
a
lot
on
our
landscaping
and
once
you
get
inside
you'll
see
that
it's
very
well
landscaped.
So
we
we
have
a
nice
view
out
that
way,
but
there's
no
there's
no
real
difference
in
the
views,
even
at
the
other
end
of
the
building.
They
just
look
at
a
different
part
of
the
com.
The
downhills
complex.
B
Okay,
I
think
that's
all
the
questions.
I
have
board
members
any
other
questions.
B
Thank
you,
mr
robertson.
We
will
make
a
decision
and
you'll
be
notified
by
mail.
I
Thank
you
for
hearing
our
appeal.
We
thank
you.
F
F
Yes,
madam
chair,
the
last
applicant
is
for
the
property
at
1102,
26th
avenue
southeast
case
2206
61..
K
My
name
is
kevin
callahan.
I
reside
at
1102
26
avenue
southeast
in
the
southeast
como
area,
just
off
of
east
hennepin
avenue.
In
a
small
house,
I've
lived
in
for
33
years,
I'm
a
retired
homeowner.
The
house
is
a
one
bedroom
one
bath
built
in
1947
500
square
feet,
so
the
assessor
wasn't
able
to
point
to
any
identical
comparables
in
the
neighborhood,
but
said
generally,
their
computer
model
for
the
city
indicated
an
increase
in
the
area
of
about
six
percent.
K
Two
specific
factors
to
the
house
value
in
this
particular
case
suggest
to
me
the
value
has
not
increased
by
six
percent
but
may
have
decreased,
and
these
factors
are
as
follows.
First,
my
house
last
month
was
included
in
a
federal,
superfund
toxic
waste
cleanup
area
for
the
cancer
causing
chemical
tce.
You
might
have
seen
this
morning
news
about
tce
and
white
bear
township
and
its
health
effects.
K
Previously,
the
minnesota
pollution
control
agency
put
two
holes
in
my
basements
lab
for
air
monitors,
which
they
did
and
although
they
did
not
get
readings
requiring
immediate
remediation
at
this
moment,
if
someone
was
thinking
of
doing
a
tear
down
and
remodel,
they
could
obviously
disturb
old
chemical
pollution
from
the
industrial
area
was,
which
is
just
across
the
street.
To
my
north,
my
house
is
right
on
the
border
of
the
superfund
site
and
I
can't
imagine
why
anyone
would
want
to
buy
a
house
inside
the
site
when
there
are
others
nearby
in
my
backyard.
K
The
neighbor
told
me
that
a
road
scraper
was
actually
below
ground
before
it
came
to
something
solid
part
of
my
house
on
the
south
end
sank
a
bit
when
someone
before
I
bought
it
tried
to
add
a
porch
on.
So
my
roof
line
is
not
straight:
it's
not
a
straight
line
as
a
result.
A
second
factor.
This
year,
that
is
new,
that
I've
never
seen
before
in
33
years
of
living
here
is
a
sudden
increase
in
crime.
In
the
two
blocks
around
my
house
last
weekend
there
was
an
armed
robbery,
two
blocks
away.
K
K
K
If,
as
laura
williams
indicates,
there
is
a
change
in
the
current
property
data,
the
city
has
in
its
computer
model
for
the
general
area,
the
specifics
of
this
particular
property,
with
the
announcement
of
its
being
within
a
federal
toxic
superfund
area
and
the
change
in
the
neighborhood's
crime
and
safety
picture
offsets
that,
in
my
view,
thank
you
for
very
much
for
listening.
H
K
No
though,
it's
not
in
great
condition,
I've
sent
photographs
to
the
city
assessor's
office,
yeah,
it's
a
older
property.
I
have
problems
with
some
of
my
appliances
and
so
forth,
and
there
has
been
no
improvements.
B
B
Okay,
let's
move
on
to
making
some
decisions,
so
our
first
property
would
be
5516
street
northeast
case
number.
22-0655.
C
There
wasn't
a
lot
of
information
given
they
said
they
reviewed
the
neighborhood
sales
information,
but
didn't
supply
a
whole
lot
of
data
to
leave
me
to
think
one
way
or
the
other,
as
the
value
is
too
high
or
too
low,
so
they
weren't
asking
for
much.
The
owner
asked
did
mention
they
wanted
somewhere
between
265
and
268
and
they're
on
at
274..
H
My
only
comment
is,
it
did
go
up
14.6,
but
it's
so
close
to
the
range
that
she
wants
and
she
was,
but
she
was
looking
at
medians
and
averages,
so
it
really
weren't
comparable.
So
I
guess
I
would
agree.
L
L
C
H
B
D
D
C
C
Right,
it
says
the
assessors
it
isn't
registered
on
the
assessor's
field
card,
yet
so
it
might
be
in
the
another
process
of
getting
recorded.
C
So
I
know
no
more
about
it
other
than
what
was
listed,
that
it
had
sold
for
310
000.
B
Yeah,
so
it
was
the
sale
for
310
in
march
certainly
indicates.
I
think
that
438
is
probably
not
the
right
evaluation.
L
H
H
The
pictures
are,
you
know,
they're,
not
good,
but
I
I
it's
hard
to
tell
is
some
of
those
in
the
basement
I
mean
if
they're
in
the
basement.
I
don't
think
it
makes
as
big
of
a
difference
as
if
they
were
on
above
grade
stuff,
it's
hard
to
tell
there.
So
if
we
just
make
a
condition
adjustment,
I
would
lower
it
a
little
bit,
but
I
I
would
be
hesitate
to
go
all
the
way
to
that
sale
price.
I
don't
know
enough
about
it.
B
L
B
H
Right
so
I
I
don't
know
just
for
condition
if
you'd
fi
five
percent
would
be
twenty,
some
thousand
I'll
move,
we
reduce
the
value
to
four
hundred
fifteen
thousand.
B
D
H
B
One
of
the
bigger
it's
also
gorgeous.
It
is
one
of
the
nicest
houses
I've
ever
seen.
If
you've
ever
been
to
the
swedish
art
institute,
it's
that
kind
of
finishing
beautiful
woodwork.
It
is
probably
when
these
people
bought
it.
I
had
been
in
there
when
it
was
for
sale,
and
I
just
was
awed
by
it.
Now
they
were
here
last
year
to
appeal
their
assessment
according
to
what
they
said
last
year
and
are
saying
today
there's
some
maintenance
that
needs
to
be
done.
B
It
would
be
a
real
shame
if
some
of
that
beautiful
finishing
was
wrecked
by
in
water
intrusion
or
whatever
else,
but
it
is
I'm
very
biased
towards
this
house.
I
think
it
is
gorgeous
now
is
it
if
it
were
another
area,
it
would
be
a
whole
lot
more.
You
know,
24th
is
pretty
busy
along
it's
a
bus
route.
Remember
six
bucks
goes
by
there
very
regularly
and
it's
a
good
good
through
street
for
the
neighborhood.
B
H
L
D
D
B
Chair,
bland
hi,
there
are
three
eyes
the
motion
is
adopted.
Next
we
have
620
upton
avenue
south
and
the
case
number
is
22-0659.
H
My
comments
would
be
the
good
good
bryn
mawr
neighborhood,
it's
all
original,
so
it
says
average
condition,
maybe
it's
a
little
less
than
average
or
dated-
and
this
is
this
is
just
an
observation.
We've
had
a
number
of
homes
that
are
like
five
to
900
feet
that
have
appealed
all
over
the
city,
and
so
I
I
think,
maybe
they
just
maybe
they're
a
little
high.
These
little
small
one
bedrooms.
We've
cut
a
number
of
these
and
all
over
the
city
in
different
areas.
So
I'm
thinking
a
slight
reduction
on
this
one.
B
I'm
sympathetic
with
the
mcmansion
that
was
built
next
door
and
the
there's
an
apartment.
Some
you
know.
Suddenly
this
your
views
are
cut
off.
Your
light
is
cut
off.
It
can
really
make
a
difference
in
the
enjoyment
of
your
abode.
So
I
have
some
sympathy
with
that.
B
Otherwise
you
know
bryn
mawr,
probably
the
type
of
house.
It
is
probably
not
all
that
far
off,
but
I
would
be
sympathetic
to
us
some
slight
reduction.
C
But
could
either
of
you
remind
me,
I
know:
brynn
margo
is
both
on
the
north
and
south
of
highway.
394
is
this
south
of
394,
then.
H
L
B
B
Okay,
it's
been
moved
by
palmer
second
and
invites
the
durka
to
reduce
the
value
of
620
upton
avenue
to
280
thousand
clerk.
Please
call
the
roll.
C
D
B
H
She
had
some
decent
data
there
once
I
the
one
sale
she
mentioned,
you
know
it's
a
2021
sale.
A
lot
of
our
sales
are
really
old.
I
wouldn't
put
much
weight
on
it.
I
I
don't
know
how
much
weight
to
put
on
the
254
54
to
hers
it's
a
little
different.
But
again
I
I
think
what
I'm
saying
it.
It
should
be
under
300
000
anyway,
somewhere
around
300
000
or
a
little
less
than
that.
I
wouldn't
want
to
go
too
high
on
it,
because
it
is.
H
C
She
said
she
was
using
it
as
a
den
because
the
assessor's
record
showed
a
one
bedroom
on
the
first
floor.
I
just
didn't
want
it
to
be
anybody
being
misled,
that
there
wasn't
three
bedrooms
in
the
house
or
noted
as
three
bedrooms
she's
using
that
as
a
as
a
office.
I
guess
on
the
first
floor
because
I
was
appalled
to
hear
a
five
by
seven
was
noted
as
a
bedroom,
and
it
really
isn't
the
assessor
has
it
down
just
as
a
room
so
on
the
second
okay.
B
B
H
C
B
C
D
C
Right
and
well,
it's
very
small.
It's
only
at
a
hundred
and
six
000..
I
don't
know
what
you
can
get
for:
106
000,
not
that
I
know
it's
a
small
building
and
maybe
the
condition
isn't
there
either
and
the
he's
on
the
edge
of
the
super
fund
and
there's
there's
sometimes
there's
some
credits
and
things
you
can
get
for
for
being
near
that
and
but
it
has
to
go
through
a
whole
process
to
get
them.
But.
H
H
You
know
to
be
detrimental
at
your
site
as
long
as
they're
monitoring
it
all
the
time,
instead
of
not
knowing
so
the
other
thing
is
it
it's
on
at
such
a
small
va,
it's
another
one
of
those
small
houses.
But,
as
you
said,
it's
a
hundred
thousand
there's
nothing
for
a
hundred
thousand.
He
wants
reduction
back
to
101
000.
H
I
don't
know
it's
such
a
small
amount
either
way.
H
B
Either
ways
103
or
something
I
don't
know
you
know,
I
think,
even
though
he's
on
the
edge
of
this
superfund
cleanup
and
they're
monitoring
it,
it
would
be
a
difficult
sell.
I
think
a
lot
of
people
would
back
away
from
it
being
that
close
to
a
superfund
site,
but
it
might
be
offset
by
the
fact
that
there's
only
106
000,
you
know
take
a
chance.
I
don't
know.
C
L
H
B
C
I
C
B
C
Yeah
and
there
was
a
sale-
and
you
know
18
months
before
at
331,
000
we're
on
339
or
the
assessors
at
339.
I
make
a
motion
to
sustain
the
value
at
339,
000.
B
B
All
right,
we
moved
by
verdirtha
second
and
by
palmer,
to
re
to
sustain
the
value
of
3226
ulysses
street
not
beats
fourth
base
caldwell
board
member
about
urtha.
D
C
H
D
D
B
Next
is
851
river
news
court
number
201
case
number
22-665.
C
So
go
ahead,
stephen!
Well,
I
did
look
up
the
value
while
he
was
talking
on
the
205,
which
was
one
of
his
similar
properties.
He
did
mention
the
two
that
got
lowered.
C
B
Was
it
interesting
if
you
look
at
2019,
that's
apparently
when
the
other
two
that
you
mentioned
got
reduced
to
414
or
like
left
at
414,
where
his
was
and
he's
in
201
and
one
of
the
things
one
of
the
ones
that
he
mentioned
was
301.
H
L
H
Okay,
one
thing:
one
thing
is
this:
I
would
agree.
I
mean
these
units
are
probably
all
almost
identical.
It's
a
condo,
so
there's
not
much
difference
to
say
there.
I
would
say
that
what
we've
seen
in
the
other
condos
is
the
market's
been
flat
at
best,
and
I
don't.
This
is
a
good
location.
You
know
and
prospect
park
tucked
away,
but
I
don't
see
that
we've
seen
any
condos
that
really
have
been
increasing
the
last
couple
years.
So
I
don't
know
they
want
to
go
all
the
way
to
414.
H
It's
that
those
are
a
couple
years
old,
but
I
I
think
some
kind
of
reduction
is
in
order
for
this.
B
These
are,
these
are
really
nice,
I'm
more
familiar
with
the
townhouses
that
are
part
of
it,
but
the
condos
also
are
very
nice
and
you're
right.
It's
a
great
location
right
off
franklin
event
attracts
university
people,
a
lot
yeah,
so
something
what
the
quality
of
these
places
is
really
attractive.
B
So
I
I'd
entertain
something,
certainly
some
reduction
absolutely.
B
D
D
B
H
Yeah
there's
a
lot
of
comments
about
the
neighborhood,
but
I
also
noticed
that
it's
this
building
was
built
in
2014.
Is
that
correct.
B
H
It's
I
don't
know,
they're
three
bedroom
units,
that's
it!
These
are
big
big
units,
family
size,
it's
a
large
property
3908.
H
H
Yeah
and
the
the
the
final
point
would
be
that
it's
on
it
174
dollars
a
square
foot
and
I
the
only
time
I've
seen
stuff
below
200,
it's
been
in
like
near
south
or
near
north,
or
it's
areas
lesser
than
this
I
would
say
so.
I
I
don't
think
this
is
too
out
of
line.
L
B
H
Oh
well,
finally,
again
it
took
a
while.
What
do
you
think
steve
should
we
does
it
bear
lower,
or
should
we
just
sustain.
C
I
didn't
have,
I
couldn't
see
enough
information
here
to
and
knowing
that
it's
newer
and
those
large
units,
but
there's
not
enough
good
sales
information
or
any
to
for
me
to
say,
go
lower
on
this.
B
Okay
motion
by
palmer
seconded
by
vagra
to
sustain
the
value
of
2715
28th
street
east.
B
There
are
three
eyes
motion
carries
the
final
one,
for
this
segment
is
2616
34th
avenue
south.
H
Yeah,
it
seems
kind
of
a
theme
it
doesn't
sound
like
there
was
a
heck
of
a
lot
done
to
this.
It's
like
original
type
of
condition.
It
went
up
14,
we
lowered
a
couple
other
south
side,
small
one
bedrooms
and
I'll
just
note
that
it's
it
was
it's
above
350
square
feet.
If
it
was
down
to
330
square
feet,
we
would
be
at
225
000.
B
Yeah,
I
think
you're,
probably
right,
then
I
I
need
to
mention
I
I
want
to
mention
that
this
person's
disability
is
not
to
be
taken
into
account.
The
house
is
worth
what
it's
worth.
There
are
other
ways
of
addressing
taxes,
so
a
disability
by
the
owner
isn't
a
reason
for
us
to
reduce
in
any
way.
But
if
you'd
like
to
make
a
motion,
I
would
not
be
opposed
to
reducing
the
value
for
other
reasons,.
H
If
it
goes
up,
I
know
some
of
the
areas
steve
mentioned
gone
up:
seven,
eight
percent
in
the
south
side-
I
don't
know
if
this
is
one
of
them.
If
it
went
upside
eight
percent
from
last
year
hybrid
motion,
we
reduce
the
value
to
230
000.
B
C
D
B
B
And
chairplant
present
there
are
three
members
present.
Let
the
record
reflect.
We
have
a
quorum.
Thank
you
all
for
not
waiting
until
one
o'clock
to
come
back,
as
I
mentioned,
as
we
were
breaking
up,
so
that
would
be
a
lot
way
too
late.
So
let
us
go
ahead
with
the
2-3
segment
of
the
hearings
and
can
you
let
us
know
it
appears
to
me.
There
is
at
least
one
person
on
the
phone.
F
Madam
chair,
there
are
three:
there
are
three
applicants
on
the
line.
I
have
another
one
waiting
in
the
lobby
that
I'll
I'll
also
let
in
the
first
one
would
be
for
the
property
address
at
5022,
stevens
avenue
case
number
22067,
please
unmute
your
phone
by
pressing
star,
six
and
state
your
name
and
address
and
you'll
have
five
minutes
to
present
to
the
board.
M
Hi,
my
name
is
anthony
thompson
at
5022
stevens.
L
M
Oh
hi,
I
received
the
valuation
for
our
property
and
I
I
believe
it's
an
error.
I
had
submitted
information
which
included
a
couple
of
comparable
properties
but,
most
importantly,
there
is
some
inaccurate
information
on
the
assessors.
M
We
never
did
that
project,
but
it
still
shows
up
as
finished
space
in
our
basement
and
and
an
additional
bathroom
that
we
do
not
have
in
our
property.
Our
our
house
is
a
three
bed
two
and
a
half
fast
whole
a
little
under
2
000
square
feet.
I
had
submitted
two
comps
one
on
50th.
I
think
it's
415
west
50th,
the
other
at
206.
M
M
The
other
property
has
not
closed
yet
and
we
are
looking
for
a
reduction
in
our
assessed
value
to
somewhere
in
line
with
with
those
properties,
taking
into
account
the
square
footage
that
we
don't
have
the
bathroom
that
we
don't
have
and
and
the
comps
that
that
we
submitted.
B
Thank
you
board
members.
You
have
questions
for
mr
thompson.
C
M
H
Okay,
thank
you.
Well,
this
is
board
member
palmer.
That
was
going
to
be
my
next
question.
I
saw
the
permit
28
for
the
kitchen,
so
what
what
was
done
in
the
kitchen
new
cabinets?
What
are
the
countertops
new
flooring?
Everything.
H
M
New
new
cabinets
and
and
a
new
countertop
and
noodle.
H
M
That
they
closed
within
the
last,
I
think
within
the
last
month,
50th
closed
within
the
last
month,
and
I,
when
I
had
submitted
it,
it
was
still
an
active
listing.
It
was
active
listing
for,
I
think,
540
but
ultimately
closed.
I
want
to
say
within
the
last
week
for
590
000
and
I
picked
that
one,
because
it's
similar
square
footage
three
bed,
three
bath,
I
think
and
right
around
two
thousand
square
feet,
and
it's
literally
you
know
two
blocks
from
our
house.
M
M
That
looks
like
it's
gonna
close,
I
saw
the
listing
and
it
said
that
it
was
set
to
close.
It's
not
closed.
Now.
M
B
Mr
thompson.
Thank
you
very
much
for
your
presentation.
We
will
make
a
decision
and
we
will.
You
will
be
notified
by
mail.
F
Madam
chair,
the
next
appellant
is
58
through
the
property
at
5812,
fremont
avenue
south
case
number,
2206
7
8,
please
your
phone
by
pressing
star
six
state,
your
name
and
address
and
you'll
have
five
minutes
to
present
your
case.
O
Hi
go
ahead,
hello
hi!
This
is
amy
earburg
at
5812
fremont.
I
just
want
to
confirm
that
you
can
hear
me
we
can
hear
you
go
ahead.
Thank
you.
So
I
submitted
a
request
for
appeal.
O
I
closed
on
my
house
on
october
23rd
2020,
which,
if
I'm
understanding
the
documentation
correctly
on
your
website,
is
within
the
period
that
was
used
for
market
value
reference
points.
I
haven't
made
any
significant
improvements
to
the
property.
As
noted
in
my
documentation,
I
had
matt's
plumbing,
come
in
and
put
in
a
gas
line
which
has
not
been
hooked
up
to
anything
at
all.
O
I'm
still
using
all
the
old
appliances
making
repairs
to
keep
some
of
the
plumbing
in
line,
there's
a
fair
amount
of
work
that
has
to
be
done
with
the
plumbing.
It
has
a
number
of
issues
and
I
haven't
done
any
of
it
yet
and
I
haven't
changed
anything
on
the
exterior
of
the
house
except
to
take
down
a
tree
in
the
backyard
that
the
minneapolis
parks
board
required
me
to
do.
O
It
was
a
an
ash
tree
and
I
had
signs
of
emerald
ash
borer
infection
and
in
fact
my
backyard
is
a
little
bit
less
I've.
You
know
possibly
lost
use
of
a
small
portion
of
my
yard
because
the
the
alley
is
elevated
right
next
to
my
backyard.
So
there's
a
retaining
ball.
Excuse
me
in
my.
You
know
that
above
my
yard,
it's
about,
I
don't
know
five.
Well,
you
know
four
and
a
half
feet
as
high
as
and
a
portion
of
it
has
come
loose.
O
I
have
a
a
some
of
the
brickwork
on
it
has
come
loose.
I
have
a
work
order
in
with
the
minneapolis
department
of
public
public
works.
I
haven't
seen
anything
happen
on
that
directly
yet,
but
the
reason
I
may
have
lost
a
bit
of
a
little
bit
of
use
of
my
yard
is
because
whenever
there
are
significant
rainstorms
it
it
puddles
quite
a
bit
and
in
fact,
during
our
rainstorm
last
friday
I
saw
water
spurting
out
of
the
vertical
portion
of
that
retaining
wall
straight
into
my
yard.
O
So
I'm
I'm
gonna
have
to
figure
out.
You
know
the
integrity
of
my
yard,
but
I
guess
that's
the
the
heart
of
my
request
for
an
appeal,
and
I
you
know
humbly
request
your
reconsideration
of
the
tax
value
increase.
I'm
not
actually
I'm
not
asking
for
you
to
take
it
all
the
way
back
down
to
my
purchase
price
of
265,
but
just
to
not
increase
it
to
beyond
the
271
that
it
was
at
last
year.
B
Board
members,
do
you
have
any
questions
for
mr
server.
B
Okay,
I
didn't
see
your
head.
Sorry,
oh
thank
you.
So
much
for
your
presentation.
We
will
make
a
decision
and
notify
you
by
mail.
Thank
you
so
much
you're
welcome
bye.
Do
we
have
any
more
callers.
F
P
Hello,
hello,
hello,
okay,
hello,
this
is
karen
agudo,
and
this
is,
I
am
calling
in
for
the
property
3926
emerson,
avenue
north,
so
I
did
send
in
some
documentation
and
we
were
first-time
home
buyers
when
we
bought
the
home
in
2017
and
we're
just
kind
of
catching
up
on
all
this
information.
P
I
did
receive
the
market
value
estimate
and
it
replaced
my
home
to
like
177,
I
believe
when
it
was
originally
at
99
500.,
and
we
have
not
since
the
time
living
here.
We
have
not
updated
anything
to
this
home.
I
did
send
pictures
as
well
showing
how
we
aren't
even
able
to
access
certain
cabinets
because
of
the
way
like
the
kitchen
is
placed
the
sink.
The
bathroom.
We
only
have
one
bathroom.
All
of
that.
It
looks
like
it's
plastic.
P
Some
of
it
is
still
kind
of
coming
off
a
little
bit
the
outside
our
backyard,
isn't
gulf
dirt
and
we
don't
live
and
we
live
nearby,
multiple
accidents.
I
did
pull
a
bunch
of
crime
and
a
bunch
of
maps
to
show
where
our
house
is
located
in
the
documentations.
I've
provided-
and
I
just
wanted
to
note
that
at
the
point
it's
that
it's
saying
is
that
if
I
wanted
to
sell
my
home,
it
is
it's
expected
to
be
sold
for
that
number,
and
that
is
incorrect.
P
So
I
don't
know
if
you
guys
have
any
more
questions
for
me,
but
we're
pretty
much
asking
for
this
to
be
reduced.
Based
on.
There
has
not
been
anything
done
to
the
home
to
for
the
value
to
be
raised.
B
Thank
you
board
members
questions.
H
This
is
board
member
palmer
just
to
comment.
I
you
said
it
was
originally
99
500
and
I'm
going
back.
My
records
go
to
2017,
it
was
106.
000.
was
the
prior
year,
99
500.
P
Possibly
this
is
just
I.
This
is
information
that
I
had
online,
so
I
have
each
year
listed.
Maybe
what
I
found.
L
P
Was
incorrect
but
yeah
2017
was
99
500,
then
next
year,
118
500
and
then
from
there
it
went
up
to
140,
000
and
then
so
on.
It's
kind
of
been
to
154
and.
P
P
B
Okay,
thank
you
for
your
presentation,
yeah,
no
problem.
We
will
make
a
decision
and
you'll
be
notified
by
mail.
B
N
Thank
you
for
taking
this
call
so
yeah
this
is.
I
am
originally
from
india
and
I
bought
this
house
to
provide
like
low-income
housing
for
my
church
and
community
and,
as
you
see
since
2018
the
17
census,
the
sorry
it
was
2
19
and
now
it's
4
30..
So
I
just
wanted
to
make
my
case
on
the
basis
that
the
net
rents
I
get.
N
I
don't
want
to
burden
my
low-income
renters
for
the
tax
increase
in
taxation,
but
at
the
same
time
I
don't
want
to
give
them
the
opportunity
to
live
in
the
city
and
enjoy
and
be
close
to
the
college
they
go
to.
They
are
all
students
at
a
local
college
here,
so
they're
doing
religious,
like
christian
studies,
that
kind
of
thing
so
so
I'm
I'm
making
my
argument
more
in
the
base
or
my
case
or
for
you
to
evaluate
one.
N
On
the
basis
of
that,
I
can
keep
my
rent
slow
so
and
also
have
my
renters
live
in
a
nice
place
which
they
can
enjoy
minneapolis,
but
what
is
actually
is
is
a
amazing
city,
so
I
would
say
something
around.
319
would
be
ideal
for
me
to
do
this,
I'm
just
like
a
mom
and
pop
what
you
call
a
landlord,
but
they
are
so
I'm
not
like
a
100
unit
person
or
something
like
that.
N
B
Yes,
okay,
board
members:
you
have
any
questions
for
this
applicant.
C
Yeah,
I
have
one
quick
question:
this
is
a
board
membertha,
do
you
know
because
there's
nothing
supplied
here.
Do
you
know
of
any
is
a
four
flex.
I
believe.
Is
there
any
other
any
four
plex
sales
in
that
that
sector
of
northeast
minneapolis.
N
Not
for
one
bedroom,
I
was
trying
to
look
for
something
like
that
and
I
couldn't
find
something
close
to
that
yeah.
But
there's
another
question
I
have.
I
don't
know.
Is
this
even
a
place
to
ask
a
question,
so
we
all
evaluate
value
what
the
market
value,
if
you
have
to
sell
it,
but
that
I'm
not
selling
yes
and
I'm.
I'm
super
sorry
for
asking
this
question:
I'm
not
selling
it.
So
why
should
I
be
like,
even
though
I
it's
something
to
me?
N
It
sounds
fair
yeah
what
you're
going
to
sell
it
for,
but
should
also
consider
like
you
know
what
the
building
is
sort
of
used
for
so
yeah.
The
short
answer
I
don't
have.
I
could
find
like
a
one
bedroom
comparison.
B
C
H
This
is
board
member
palmer.
Is
this
ronald
denatus
we're
talking
to
yes,
sir?
I
I
don't
see
you
on
my
looking
list
of
property.
The
last
sale
I
had
was
in
1995.
The
buyer
was
h
zagar.
So
when
did
you
purchase
the
home
or
when
did
you
own
the
home.
N
2020,
I
think,
18
or
19,
something
like
that.
Yeah.
H
Okay,
the
next
question
is,
you
say:
keep
your
rents
low.
What's
your
average
rent
on
those
units.
N
I've
put
it
in
the
information,
I
think
it's
about
892
or
something
like
that.
850.
N
No,
actually,
I
always
have
some
kind
of
what
you
call
a
a
waiting
less
because
the
students,
you
know
they
all
come
from
small
town,
america
and
they
couldn't
find
something
close
by.
So
I
I
always
have
a
good
waiting
list
for
people
to
move
in
here.
H
Okay,
I'll
just
comment
on
what
you
said
earlier
that
so
the
reason
we
do
market
value,
so
everyone
is
the
same,
we're
trying
to
make
everyone
equal
so
doesn't
matter.
If
you
bought
the
property
this
year
or
20
years
ago,
we
tried
to
determine
what
every
property
is
worth
each
year,
so
that
they're
fair,
fair
between
each
kind
of
property.
H
B
B
H
Well
I'll
take
this
one.
This
is
a
a
hotel,
a
multi-million
dollar
hotel
again
because
of
data
privacy
or
whatever,
there's
no
no
data
with
which
to
evaluate
this,
and
it's
beyond
the
scope
of
this
anyway.
So
I
suggest
they
go
to
the
border
actually
to
tax
court
on
something
like
this,
I
move.
We
sustain
the
value
at
sixteen
million.
Eight
hundred
thousand
there's
a
second
hand.
B
It's
been
moved
by
plumber
and
seconded
by
vedirka
to
sustain
the
value
of
1313
niclette
mall
at
the
current
value.
Please
call
the
rule
clerk
board
member
bedertha.
D
H
H
B
Removed
by
palestine,
colonel
sorry
seconded
by
the
dertha
to
sustain
the
value
at
615
washington
avenue
southeast,
please
call
the
wall
board
membertha.
D
D
B
H
My
notes
are
this
one
that
had
an
appraisal
included,
but
it
was
from
july
2020,
2020
yeah,
so
didn't
seem
like
a
terrible
appraisal,
didn't
look
real
close,
but
if
they
had
the
appraisal
and
I'm
not
sure
what
the
purpose
of
the
appraisal
was,
they
didn't
have
a
sale.
Maybe
it's
refinance,
but
if
you
make
a
simple
10
or
12
increase
off
that
appraisal,
you'd
be
at
about
320
000.
H
So
that's
only
maybe
we
hold
it,
but
if
you
just
go
off
that
appraisal
with
some,
you
know
similar
increases
to
what
we've
seen
in
this.
What
neighborhood
is
this
bancroft
area
it's
near
near
south?
I
would
come
up
to
about
320
000.
B
Okay
and
move
by
comma
seconded
by
the
durka
to
reduce
the
value
of
thirty
nine
thirty,
seven,
thirteen
seven
itself
to
three
hundred
and
twenty
thousand
clerk.
Please
call
the
roll
board
member
aye
board
member
palmer
aye
chair,
bland
hi.
There
are
three
eyes
the
motion
is
adopted.
H
H
But
I'll
just
go
back
to
to
be
consistent.
What
we've
been
doing?
It's
another
small
one-bedroom
home
and
we've
been
based
on
we're
the
only
sales
here
we
saw
some
other
sales
and
other
data
and
other
properties
lowering
a
little
bit
on
some
of
these.
This
is
on
it
over
350
dollars,
a
square
foot
on
this
address,
which
is
a
decent
address,
but
it's
a
little
higher
than
we've
seen
for
other
ones.
So
I
again,
I
would
recommend
a
slight
reduction
on
this
one,
just
to
be
consistent
with
the
others.
B
Yeah,
this
is
near
an
area,
and
I
don't
know
if
it's
in
or
at
the
edges
of
the
area
that
was
kind
of
wetland.
There
used
to
be
about
three
little
houses
on
the
corner
of.
I
think
it
was
14th
or
15th
and
about
43rd,
and
they
were
constantly
having
problems.
B
They
ended
up,
buying
the
cardboard
bought
them
or
something
to
do
years
ago
and
made
a
little
park
there
very
small
little
area,
but
this
might
be
on
the
edge
or
in
that
sort
of
marshy
area
and
there's
a
one
bedroom.
I've
seen
a
lot
of
those
and
it
does
seem
like
for
the
square
footage.
B
C
H
B
Okay,
you
know
by
the
durka
and
seconded
by
palmer,
to
reduce
the
value
at
4337
15th
avenue
to
210
000..
Please.
H
Yeah,
so
they
are
the
only
thing
I
can
say
in
his
favor
is
they
are
only
one
bedroom
units,
but
I
it
sounded
like
he
didn't,
have
the
concept
there
plus
he
was.
We
have
to
value
him
at
market
value
and
it's
you
know
if
he
wants
to
rent
lower
to
college
students
and
have
no
vacancies
in
a
waiting
list.
H
That's
okay,
but
I
I'm
guessing
that
you
can
get
more
than
890
rent
for
these
units
if
you're
out
in
the
open
market
so
and
the
value
has
not
changed
in
three
years
on
this
property.
So
I
I
don't
see
any
reason
to
to
reduce
it.
H
B
Okay,
yeah,
I
think
his
319
000
was
probably
based
on
what
his
rents
are,
which
are
lower
than
market,
which
would
make
it
work
for
him,
but
that
doesn't
mean
that
makes
that
property
worth
that
value.
So
we've
got
a
motion
by
palmer:
did
you
make
the
motions?
Did
they
get
that
backwards?
The.
B
Thank
you.
Thank
you.
Bedertha
made.
The
motion
second
by
thomas
is
that
we
got
that
right
now
to
sustain
the
value
at
1002,
29th
avenue,
northeast
quick.
Please
call
the
roll
board
member
podertha
aye
board
member
palmer.
D
B
H
This
this
is
another
case
where
the
only
explanation
was.
I
have
an
upcoming
appraisal.
I
believe
this
is
grossly
and
accurate,
we'll
submit
evidence.
While
I
don't
have
an
appraisal,
I
don't
have
any
idea
what
exactly
with
no
sales
what
this
should
be.
So
I
don't
have
a
feel
for
changing
the
value
at
all.
B
D
D
B
Chair
bland
hi,
there
are
three
eyes
motion
is
adapted.
The
next
one
is
50
22
stevens
avenue
case
number
22-0677.
H
Right
so,
given
that
it
was
the
basement,
so
I
don't
think
there's
a
lot
of
value
there,
but
it's
it.
There
is
some
value
reduction,
but
I
looked
more
at
I
don't
know
how
good
his
comps
are,
but
he
he
really
felt
that
the
those
two
were
good.
It
sounded
like
the
first
one
was
similar,
but
it
sold
again.
I
bet
there
was
multiple
offers
it
sold
for
fifty
thousand
more
than
the.
H
C
It
was
on
at
626
000
last
year,
I
noticed
and
it
is
similar
to
the
ones
you
know
I'm
going
back
to
that
around
2
000
square
foot
house
that
we
dealt
with
earlier.
I
know
this
is
over
50th
and
stephen.
It's
got
to
be
pretty
close
to
the
to
to
the
highway.
I'm
guessing.
C
But
I
I
think
if
there's
been
some
kind
of
miscommunication
about
that
basement,
I
think
we
should
have
possibly
some
reduction
in
the
value,
but
no
no
lower
than
last
year
at
six,
which
was
626
000.
B
Okay,
to
move
by
palmer
and
second
and
by
godrica,
to
reduce
the
value
at
oh,
where
are
we
50,
22
stevens,
to
626
000,
clear?
Please
call
the
law
board
member,
but
urtha.
C
D
B
Chairplant
hi
there
are
three
eyes
motion
carries
next
one
is
5812
fremont.
Then
I
think
the
owner
called
in
on
that
one.
H
C
I
I
concur
to
that
and
yeah
11
or
12
percent
and
that
area
got
10.8.
So
I
do
about
12
you're
going
to
be
up
close
to
300..
So
I'm
going
to
make
a
motion
to
reduce
the
value
to
three
hundred
thousand.
C
H
Again,
this
was
a
800
square
foot,
one
bedroom.
I
don't
know
if
we're
right
or
wrong
on
the
data,
but
we're
I'm
trying
to
be
consistent
and
kind
of
slightly
lowering
them
all
just
so
that
apples
to
apples.
D
D
B
Chair
bland
hi,
there
are
three
eyes,
boston
carries.
Finally,
we
have
3926
emerson
and
the
case
number
is
22-0679.
H
Yeah
well.
H
In
a
second,
it
doesn't
look
like
there's
much
room
on
the
second
floor,
not
much
room,
but
again
they
they
had
a
sale
in
2017.
They
didn't
do
anything
to
the
property.
They
don't
have
any
comparable
sales.
H
It
went
up
36
percent
in
five
years.
Well,
if
you
average
that
out
it's
probably
five
or
six
percent
a
year,
I
don't
think
that
seems
unreasonable.
So
without
any
other
data,
I
wouldn't
move
that
we
just
I
emotionally
hold
the
value
at
177
thousand.
C
B
D
D
B
H
B
So
do
we
have
a
discussions.
H
So
this
is
a.
This
is
an
apartment,
a
five
unit,
one
in
the
basement
in
a
good
area,
25th
and
lindell,
good
rental
area,
it's
an
older
property
and
we
talked
to
the
owner,
I'm
actually
familiar
with
the
owner
and
I'm
kind
of
familiar
with
his
properties.
He
must
have
owned
this
property
for
over
30
years,
because
I've
been
in
some
of
his
properties,
so
mr
machosek
and
they're
clean,
but
literally
he
there's
they're,
probably
all
original
he
doesn't
do
update
anything.
And
then
that's
what
he
said
here.
H
His
rents
seem
on
the
low
side,
but
again
the
units
are
what
they
are
and
he
doesn't
like
to
have
vacancy.
So
I
I
would
say
if
you
compare
this
to
another
four
unit
in
that
area.
It's
probably
you
know,
lesser
condition
and
appeal,
but
but
clean.
H
I
I
think
it
deserves
some
kind
of
reduction
based
on
that
and
it
went
up
14
this
year.
I'm
sorry
went
up
20
and
they
should
go
up.
The
apartments
are
still
strong
in
that
area,
but
I
have
a
hard
time
getting
to
100
and
over
160
000,
a
unit
that
we've
had
a
lot
of
these
other
ones.
On
for.
L
C
Can
I
ask
which
I
know
what
property
we're
talking
about,
but
I'm
looking
through
my
pile?
What
what
case
number
is
it.
B
Oh,
it
is
u2,
no,
I'm
sorry
another
dash
zero
five,
seven
one.
F
H
So
I
looking
at
it
if
it's
in
the
low
150
000
a
unit
and
it'd
still
be
a
14
increase.
Over
last
year,
I'm
suggesting
we
lower
the
value
to
755
000.
B
B
All
right,
I
just
lost
the
page
when
I
was
on.
B
There
it
is
okay,
what
was
the
motion
for.
B
Okay,
to
move
by
palmer
seconded
by
bodertha
to
reduce
the
value
of
2511
lindale
avenue
cell
to
755
thousand
dollars.
Please
call.
B
There
are
three
eyes
the
motion
carries
next
is,
I
think,
the
next
5124
nicholas
avenue
case
number.
B
Okay,
have
you
found
yours,
mr
palmer,.
H
Q
B
B
All
right,
okay,
so
the
next
one
is
22.0572,
are
either
being
there.
I
managed
to
find
it.
H
I
apologize
I'm
not
finding
it
in
my
stack
here
for
some
reason:
I
go
up
to
zero
five.
Seven,
eight,
zero,
five,
seven!
Nine
are
those
two
on
that
list.
Those.
H
B
H
H
Okay,
how
to
go
with
that?
Can
we
go
to
the
005,
seven,
eight
and
nine,
and
it's
the
only
ones?
I
know
I
have
in
front
of
me,
so
I
apologize.
B
Yeah
the
one,
what
we're
looking
at
right
now,
the
the
next
one
that
I
that
we
should
be
looking
at
is
five
seven
two,
that
was
the
11
30
to
12
30
segment.
B
H
30
12
30.
I'll
have
to
look
at
that,
but
okay,
how
much
time
can
we
wrap
these
up
and
then
maybe
in
the
next
the
five-minute
interval
between
three
o'clock?
I
can
try
to
search
those
out.
B
Sure
yeah,
so
what
do
you
have
that
you
can
comment
on
and
I.
H
Well,
this
one
had
the
sale
is
from
2014,
so
that
doesn't
help
us
much.
She
had
a
lot
of
pictures
of
her
property
in
there
and
you
know
unfinished
downstairs,
etc.
H
A
couple
of
sales.
I
again,
I
don't
know
how
comfortable
the
sales
were
she
put
in
there,
so
there
was
a
22
000
improvement
amount
and
I'm
trying
to
look
at
the
permit
on
that
they
finished
some
bedroom.
I
looks
like
this
on
the
second
floor.
Perhaps
in
2021
wiring
amperage
two
supply
vents,
so
there
was
a
little
work
done
and
made
to
the
second
floor,
maybe
made
it
livable
this
year,
so
they
added
twenty
two
thousand,
so
it
it
doesn't
seem
with.
H
With
that
much
of
an
improvement
as
like
a
stretch
to
increase
that
value
of
that
percentage.
For
this
year.
L
C
I
I
my
note
was
that
the
comps
were
all
a
different
style
and
I
don't
know
looking
through
this
packet
now
what
that
meant,
if
there's
some
two
stories
in
there
or
whatever,
but
I
felt
that
they
weren't
something
that
I
was
gonna
put
a
lot
of
weight
on
that.
Therefore,
I
thought
the
value
was
okay
at
342
000.
C
B
Okay,
it's
removed
by
a
plumber
seconded
by
bergerka
to
sustain
the
value
at
6024,
logan
avenue,
south
clerk.
Please
call
the
roll
board
member
beaudertha.
D
D
B
C
B
H
I
would
I
agree
with
that.
I
didn't
see
anything
much
there,
so
I
would
move
that
we
hold
the
value
at
346
thousand.
B
C
D
B
H
I
it
looks
like
I
found.
Oh
five,
seven
two,
I
found
the
pile,
so
I've
got
those
now.
B
All
right,
so,
how
about
you,
mr
bedusa,
all
right,
let's
go
back
there.
This
is
4137
27th
avenue
south
case
number,
22-0572
two.
H
My
comment
is:
the
house
was
built
in
2014,
so
it's
a
newer
house
what
he
has
for
comps,
really
on
comps
they're
hard
to
find,
but
they're
all
older
50
to
100
years
old
they're.
Not
he
has
2008
square
feet.
The
comps
were
half
the
size.
So
that
isn't
telling
me
anything.
I
just
it's
a
17
and
a
half
percent
raise.
I
don't
know
that
that
area
gets
that,
but
at
the
end
of
the
day
it's
only
263
dollars
a
square
foot,
and
that
seems
quite
reasonable.
H
So
maybe
that
that
high
of
an
increase
was
warranted
here.
L
L
B
D
D
B
Cheer
plant
hi
there
are
three
eyes
motion
is
adopted
the
next
one.
If
we're
doing
this
in
order-
and
we
hope
to
be-
is
1901
19th
avenue
north
east
case
number,
22-0573.
H
I'll
note
that
they
had
a
sale
right
at
that
december,
31st
of
300
000,
but
it's
listed
as
pending
by
the
assessor.
So
if
that's
a
good
open
market
sale,
that's
good
indication
of
value,
but
I
I
I'm
not
sure
I
I
can't
tell
from
this
data.
L
H
So
otherwise
I
I
if
I
knew
that
I
I
think
I'd
behoove
to
go
down
close
to
that
value
for
the
value,
but
I
I'm
hesitant
because
it
might
be
a
you
know:
relative,
it's
not
a
relative
sale,
it's
a
different
name
person,
but
was
it
marketed?
Was
it
a
state?
I
don't
know.
C
I
just
want
to
mention
that
there
was
an
appraisal
on
this
one:
oh
yeah,
12
17
2021.
about
305
000.
H
Oh,
I
do
see
that
I
do
see
that
note
now
steve
yep
with
the
comps
decent.
D
H
B
Okay,
we
have
a
motion
by
paulson
the
second
vargadirfa
to
reduce
the
value
of
1901
19th
avenue
northeast
to
305
thousand.
What
please
call
the
roll
remember
about
ertha.
D
B
Next
is
222nd
street,
please
case
number
22-0574.
L
B
C
This
one
has
an
appraisal
too.
It
looks
like
from
middle
of
2021
for
265
000..
I
don't
know
if
that
was,
I
didn't
look
and
see
if
that
was
a
sale
date.
No,
it
must
been
for
refinancing
or
something,
but
just
based
on
that.
Unless,
mr
palmer,
you
see
some
something
with
the
appraisal
that
didn't
look
right,
I
would
apply
a
little
percentage
to
that
for
being
a
year
and
a
half
old.
H
I
would
agree
I'd
like
some
of
these
comps
newer
comps
better,
so
I
would
have
been
a
little
higher
on
the
appraisal
and
if
you
go
ahead,
10
it
looks
like
my
number
is
300
000.
Even
I
move
that
we
I
emotionally
reduce
the
value
to
three
hundred
thousand
I'll.
D
D
D
B
O
B
Our
next
case,
well,
first
of
all
do
we
have
looks
like
we
have
at
least
one
person
on
the
line.
Is
that
correct.
E
Claire
blandon
board
members.
I
do
apologize
this.
There
was
a
caller,
an
appellant
who
responded
that
they
wanted
a
hearing
and
I
failed
to
mail
them
big
call-in
information,
and
so
I'm
asking
you
this
is
case
22-0-6-5-5.
E
B
I'm
that's
fine,
but
you're
gonna
have
to
give
us
a
minute
or
two
to
find.
E
F
R
Thank
you
case
number
220655
address
2516
garfield
street
northeast
and
I
think
there
was
some
confusion
with
the
city,
so
I
wasn't
given
the
code
to
sign
in
at
one
o'clock.
I
was
on
the
call,
but
not
able
to
speak.
So
thank
you
for
making
time
to
listen
or
listen
to
me
now.
Welcome.
R
Please
all
right!
This
is
the
first
time
I've
done
this.
So
forgive
me
if
I
I'm
a
little
naive,
but
my
property
tax
this
year
went
up
by
like
14
or
40,
not
tax.
Excuse
me
value
went
up
by
about
forty
thousand
dollars
and
that
was
a
significant
jump.
When
I
talked
to
the
assessor
he
recommended
I
check
other
comparable
houses
in
my
neighborhood.
R
So
I
went
on
your
website
on
your
quick
links
and
I
looked
at
audubon
neighborhood
for
this
past
year
and
I
looked
for
two
bed
bedrooms
one
bath
and
excuse
me
with
the
the
date
range
of
1924
to
1931
for
building
and
square
footage.
My
house
is
864
square
feet,
I'm
not
able
to
expand
into
the
half
story
because
it
does
not
need
code
and
I'm
not
able
to
expand
into
the
basement
because
it
does
not
need
code
for
height.
R
So
I
looked
at
the
range
of
572
to
1038
square
feet
and
then
the
price
range.
I
found
eight
properties
that
met
that
criteria
for
the
last
year
and
the
prices
on
them,
values
on
the
range
from
230
thousand
dollars
to
315.,
350
000..
R
L
R
And
the
average
on
that
would
be
261
for
a
value
and
the
mean
price
that
occurred
most
often
was
255..
So
I'm
asking
that
you
can
reconsider
the
value
that
has
been
assessed
on
my
property.
B
Okay,
thank
you
board
members.
You
have
any
questions
for
this
application.
H
Hi
this
is
board
member
palmer.
We
did
look
at
your
your
data,
but
right
well.
What
we
would
like
to
do
is
is
actually
find
within
that
data.
The
most
the
houses
are
most
like
yours,
so
we
we
didn't
have
a
chance
to
do
that.
How
many?
H
How
many
sales
were
in
this
data
set
that
you
just
described,
how
many
sales
were
in
there.
R
I
I
really
don't
know
just
based
on
size,
there's
one
that
is
at
864
square
footage,
but
there's
I
went
all
the
way
up
to
1138
square
footage,
but
I
I
don't
know
the
houses,
I
didn't
go
into
the
houses
or
anything
like
that.
Right.
H
Okay-
and
then
you
say,
the
other
question
we'd
like
to
ask
is:
is
what
kind
of
condition
you're
property
has
there
been
any
updating
to
the
kitchens
or
baths
or
anything.
R
Well,
the
kitchen's
like
25
years
old
so
and
the
furnace
and
water
heater
are
15.
So
I
know
those
are
coming
up
to
be
done.
I
would
say
it's
in
you
know
fair
condition,
but
you
know
it
does
have
some
cement
issue.
Work,
expense,
work
and
insulation
is
another
one
that
I
wanted
to
improve
my
insulation,
but
I
found
out
there
could
be
asbestos,
so
I
have
just
not
dealt
with
that
so.
B
B
Okay
should.
H
B
B
H
H
I
I
don't
I
mean
she,
she
had
a
very
tight
range,
but
it's
like.
I
don't
know
what
that
means
out
of
the
eight
sales
which
ones
are
the
good
sales
and
which
aren't
and
to
be
honest,
we
held
it.
Also.
She
doesn't
ask
me
for
much
less
than
that,
so
we
didn't
think
that
you
know
274
to
whatever's.
268
is
a
small
percentage,
so
I
don't
know
I
she
presented
that
cutter,
but
I
don't
see
any
reason
to
without
any
good
comps.
C
I
I
do
believe
she
should
have
broadened
the
range.
I
know
there
wasn't
very
many
homes
or
maybe
zero
homes,
hardly
until
nineteen,
thirty,
two
thirty
three
and
was
very
few
built
in
22
or
23.
I
think,
but
maybe
should
have
gone
from.
You
know,
on
19
to
18
to
you
know
whatever
1935
or
something
could
have
got
a
few
more
sales
for
her,
but
as
it
is,
I
still
can't
see
that
we
have
enough
evidence
to
move
anything
on
this.
B
Yeah
it's
difficult
when
they
kind
of
glum
everything
together
and
then
divide
by
and
come
up
with
square
footage
that
that
is
really
the
thing
that
that
determines
prices.
There
are
so
many
other
factors,
so
you
know
without
having
more
specific
data
on
the
things
that
she
is
using
as
comparables.
F
Madam
chair,
you
you
can,
in
order
to
reconsider,
you
really
should
take
a
motion
to
reconsider.
If
you
decline
to
do
that,
then
your
vote
would
would
stand
you've
already,
you've
already
taken
it
to
sustain
the
value
at
274
000.
But
you
could
restate
into
the
record
if
you
wanted
to
what
your,
what
your
want
to
do
with
this
property.
B
Let's,
let's
do
so,
let's
show
that
we
listened
to
her
and
we
confirmed
our
decision.
So
I
I
entertain
a
motion.
C
I'll
I'll
move
to
sustain
the
value
of
274
thousand,
I.
B
D
D
B
Chair
blind
hi,
there
are
three
eyes
motion
is
adopted.
Okay,
now,
let's
get
on
with
the
three
o'clock
to
four
o'clock
segment.
Do
we
have
anybody
on
the
line.
B
All
righty,
let's
get
on
it,
I
have
a
feeling
we
can
make
quick
work
of
these,
but
let's
see
what
we
can
do,
the
first
one
is
3744
smelling
avenue
case
number
22-0680.
H
Yeah
again,
this
estimate
is
lower
or
whatever
it
is.
It
doesn't
much
matter.
The
only
point
I
would
make
was
once
again:
we've
got
a
house,
that's
778
square
feet.
That's
357
dollars
a
square
foot
37
44
snelling!
Isn't
that
off
minnie
in
that
area.
H
And
so
if
it
was
three
it's
less
than
350
dollars
a
square
foot
at
340,
I
would
be
at
265
000.
It's
still
an
increase
over
last
year's
value,
but
it's
slightly
slightly
reduced.
C
I
I
I'm
not
so
sure
because
of
the
lack
of
information
provided
and
I'm
just
hoping
when
you
talk
about
small
homes.
Being
you
know,
we
don
you
talk
about
the
350
square
foot
or
whatever
right,
hopefully
the
assessor's
camera
program
and
whatever
is
catching
up
with
all
these
small
sales
and,
being
I
don't
mind,
lowering
some,
but
this
one
really
didn't
have
enough
information
other
than
in
this
estimate.
C
H
That
that's
true,
and
and
frankly,
if
you
have
a
700
square
foot
home
in
900
it
the
dollars
per
square
foot
matter
a
lot,
and
maybe
they
should
be
higher.
It's
it's
just
something
I
saw
in
some
of
the
other
sales,
so
I
would
agree
that
he
hasn't
presented
anything,
but
this
estimate.
So
I
would
be
good
with
holding
the
value
as
well
and
it
is
a
two
bedroom.
It's
not
a
one
bedroom.
B
Right
this
property
and
the
next
two
are
pretty
much
the
same
deal
and
the
letter
that
accompanied
that
says
this.
Your

B
C
B
All
right
there's
a
motion
by

a

the

at

Please

D
D
B
Next,
one
we've
just
got
the
same
layer,
and
in
this
case
again
we
don't
even
have
the
zestimate
printed
out.
All
they
do
is
write.
What
this
estimate
is
on
the
tax
record,
so
they
don't
even
know
if
there
is
a
lot
and
they
could
be
making
that
up
too.
So
what
do
you
want?
What
do
you
want
to
do.
H
B
Okay
motion
by
palmer
a
second
by
the
durka
to
sustain
the
value
at
5857,
42nd
avenue
so.
D
H
B
Okay,
oh
sorry,
thank
you.
Mister.
It
has
been
moved
by
palmer
and
seconded
by

sustain
the
value
at

for
the
41st

Would
you
please
follow
board

eartha
member
palmer.
D
B
H
Yeah
he
mentioned
he
had
a
had
appraised
by
bell
bank
in
2018
for
refinance,
which
would
be
old,
but
it
would
be
something,
but
I
don't
see
any
results
of
what
that
refinance
appraisal
is
so
the
other
point
would
be
it's
it's
not
on
it,
overly
ridiculous.
It
went
up
12,
that's
not
out
of
the
realm
of
possibility,
so
I
I
don't
see
any
reason
to
change
the
event.
L
B
D
B
Board

palmer
hi
cheer
plant
hi
there
are
three

motion
carries
okay.
Now
we
have
one
two,
three,
four,
five,
six,
seven,
eight,
nine
or
more
properties
from
delta
property
advisor
and
they're
all
going
to
be
pretty
much
the
same.
What
the
story
is
they're
protesting
their
value,
so
there.
H
So
steve
and
I
had
looked
at
this
they're
all-
I
believe
all
of
these
are
holiday
station
stores,
so
they're
going
to
be
gas
station,
convenience
stores
and
they're
filed
by
a
tax
rep,
and
so
it's
beyond
the
scope
of
this
there's
no
data
data
privacy,
whatever
he
needs
to
go
to
county
or
more
appropriately,
to

with
these
properties.
H
So
I'll
just
start
with
the
first
one.
Would
you
agree
with
that

all
these.

C
D

B
Chair

aye,
there
are
three

the
motion
is

now
I
think
we
have
some
leftover
faces
that
we
want
to
deal
with.
Is
that
correct?
B
B
B
B
And
this
was
the
I
think
we
were
in
the
11
30
to
12
30
yesterday,
I'm
not
sure,
but
I
think
that's
where
we
were
yes.
H
On
this
one
she
did
appear,
but
she
didn't
have
a
lot
of
market
information
to
go
with
it.
No
extra
comps.
H
Yeah,
so
it
was
not
much
supporting
data
at
all.
As
far
as
comparables
purchased
in
2019
for
225
000.,
there
was
4
100
in
improvements,
some
basement
and
re-roofing
garage.
B
H
B
All
right
moved

Chair
plant
hi,
there
are
three
eyes
motion
is
adopted,
but
then
we
can
skip
because
we've
already
done
logan
and
sheridan.
So
the
next
one
would
be
5202
elliott
case
22-0581.
B
I'm
sorry!
Yes,
I
skipped
over
that.
Okay,
42,
30,
pleasant,
avenue,
south
case
number,
22-0577
and
drop
my
pen
I'll
be
right
back.
B
Okay,
I'm
right
back.
I
believe
this
appellate
called
in
yesterday,
please
hall.
D
H
I
think
so,
but
again
there
was,
they
did
a
market
study
of
properties,
they
thought
were
similar
and
then
I
didn't
see
any
conclusion
there.
They
said
they
were
from
250
to
385
000,
so
that
isn't
telling
me
much
east
of
grand
prize
scope,
west
of
nicolette
and
east
of
grand,
if
possible.
That
makes
sense,
but
it
still
doesn't
tell
me
which
what
is
what
there
so
it
was
a
15
increase.
I
will
note
that
I
did.
C
I
did
like
the
comp.
Her
first
was
at
her
nose.
His
first
comp
3707
blaisdell,
was
about
the
same
size
within
a
few
feet,
and
so
for
355.
I
don't
know
more
about
it.
It's
got
a
two-car
garage
is
what
the
remark
is
here
and
that
sold
in
mark
or
april
of
2021
for
355
000..
So
that
was
one
of
those
that
I
was
given
some
credit
to,
and
that
was
of
course,
eight
months
before
the
assessment
date,
which
you
know
a
little.
H
Yeah
those
her
listed
comps
weren't,
weren't
terrible.
I
guess
they
don't
have
the
age,
but
it
they
looked
at
one
of
them
and
it
was
close
to
her
age.
So,
given
it
was
a
15
increase,
I've
got
a
note
here:
they'll
recommend
a
slight
reduction.
They
have
numbers
scribbled
in
360
355,
something
like
that.
H
B
B
D
B
C
H
So
my
notes
were
the
daddy
has
are-
is
way
too
broad
bureau
of
labor
statistics
for
the
us
that's
kind
of
meaningless.
What
area
does
that
apply
to.
H
He's
done
some
renovation
to
the
floors,
but
not
much
so.
Please
explain
how
my
home's
values
increased.
When
did
he
buy
that
2016?
So
it's
been
a
while
since
he
bought
that
and
it
was
listed
as
a
non-valid
sale
when
he
purchased
it
from
northwestern
foundation.
So
I
don't
know
how
much
you
know
how
much
weight
you
want
to
put
on
that
sale
at
seven
years
old.
I
just
had
a
note
here:
it's
a
nice
1931
built
home.
H
It's
a
double
lot,
so
he's
got
8
600
square
feet.
He
said
he
did
he's
rent
one
side
out
at
1400.
That's
a
note
I
have,
but
I
I
think
he
lives
in
half
of
it.
H
H
H
Right
so
I
my
only
note
is
given
those
rents
and
a
17
increase,
I
thought
it
might
have
been
a
little
strong.
I
have
a
number
525
written
down
here.
L
B
H
C
Yeah,
I
would
really
like
to
see
some
some
sales
of
double
or
duplexes
before
I
before.
I
would
act
on
it.
C
B
D
B
I
remember
this
one
because
I
just
sold
the
property
two
weeks
ago
at
33,
23
44.,
it
went
for
360
thousand
dollars.
It
had
two
bedrooms
on
the
main
floor.
One
up
fireplace
they
had
done
a
lot
of
work
on
it.
They
worked
on
the
bathroom.
B
They
did
a
real
finish
downstairs
with
another
really
nice
bathroom
everything
finished
a
room
plumbed
for
a
kitchen.
The
idea
was
that
his
adult,
slightly
disabled
son
might
live
with
him,
but
that's
not
going
to
work
out
and
the
guy's
getting
married
anyway,
so
we
sold
it.
I
put
it
on
for
330
thinking
that
that
was
on
the
high
side.
It
sold
for
360.
B
more
house
than
this
one,
but
that
gives
you
some
clue.
Pretty
popular
neighborhood
just
sold
the
one
down
the
street
37.09
sold
that
over
the
weekend.
That
was
just
a
two
bedroom
and
we
put
it
on
for
299
and
it
sold
for
more
than
that.
So.
C
B
Okay,
it's
been
moved
by
the
dertha
and
seconded
by
paulson
to
sustain
the
value
of
3305
44th
avenue
cell
clerk.
Please
call
the
role.
C
D
B
Chair
bland
hi,
there
are
three
eyes:
emotion
is
adopted.
B
H
F
E
Abandoned
board
members
correct
it's
not
on
the
agenda
for
today,
as
we
are
adding
this
session
for
friday.
I
just
would
like
to
give
you
a
little
preview
for
friday.
If
I
could,
we
have
about
nine
appellants
from
the
condo
complex
that
we've
been
talking
about.
That
would
like
to
have
a
hearing,
and
so
I've
sent
them
a
request
and
to
ask
them
to
get
back
to
us
by
4
30
tomorrow,
so
that
I
could
provide
the
calling
information.
E
So
you'll
right
now
at
max
have
nine
calls
which
is
doable
within
the
within
an
hour
and
then
you'll
have
to
read
there.
There
will
be
some
lists
that
I
will
have
to
read
so
that
will
take
a
small
amount
of
time,
but
there
are
also
some
a
few
lists
of
action
that
the
board
will
have
to
take
that
don't
have
to
be
read
individually.
That
can
be
a
single
motion
for
the
entire
list,
so
top
of
the
nine
earrings
you'll
have
some
lists
to
finalize,
and
then
you
will
be
done
and
so.
H
This
is,
I
have
a
question
so
there's
no
further
new
cases,
individual
cases.
H
Okay
and
then
I
think,
did
we
have
two
one
or
two.
I
think
we
had
two
townhome
people
that
we
deferred
after
so
we
wanted
to
listen
to
what
these
people
said
and
then
maybe
decide
on
them.
E
Right
so
our
plan,
there
were
three
of
them
and
our
plan
then,
is
to
bring
you
forward.
A
board
recommend
a
recommendation
from
the
assessor
to
the
board
to
reduce
the
condominium
building
buildings
by
10
percent
and
then,
after
our
conversation
today,
it
sounds
like
we
will
be
bringing
forward
a
list
of
assessor
recommendations
to
the
board.
I
believe
there
are
34
townhome
units,
a
reduction
of
8
percent.
F
You
are
correct,
madam
chair.
Three
cases
were
continued
from
today
to
friday.
B
L
L
F
Yes,
we
have,
we
have.
We
are
scheduled
to
start
at
8
30.
However,
we,
whenever
the
board
adjourns
today,
since
it's
an
adjourned
meeting,
we
can
adjust
that
time.
Okay,
if
you
want
to
meet
later.
H
My
question
is:
is
it
two
hours
worth
of
work
then
we
would
have
you
estimate.
E
I
don't
believe
so.
I
believe
8
30
until
9
30
will
be
the
appellant
presentations
at
five
minutes
each
and
so
that's
eight
times.
You
know
40
45
minutes
and
then
I
will
probably
require
another
25
minutes
of
your
time
after
that.
So
the
thing
is:
I've
already
notified
the
appellants
of
the
schedule,
beginning
at
8
30..
Otherwise
we
probably
could
change
it,
but
I
don't
want
to
cause
confusion.
H
C
E
Q
Here,
blandon
board
members,
the
packets
have
to
be
printed
by
one
o'clock
and
we
still
had
some
determinations
being
made.
So
we
will
be
printing
early
in
the
morning
and
they
will
deliver
be
couriered
out
tomorrow
morning.
B
Okay,
and
did
you
get
rebecca,
did
you
get
my
note
about
delivery.
B
Sent
you
an
email
after
another
session
a
couple
sessions
earlier,
so
it's
in
your
email.
B
Thank
you,
okay
with
that,
I
believe
we've
completed
all
items
on
the
agenda
for
the
afternoon
without
objection,
I'll
declare
this
meeting
recessed
until
friday
april
29th.
