been
working

our
staff

several
different

seems
like

general
economic
climate
is
still
red
hot.
Here
we've
been
working
with
multiple
developers
or
business
interests
here
in

city,

it

residential,
commercial
industrial.
What
have
you
you
know?
Nothing
that
we
can
say
is
coming
to
fruition
right
now,
but
there's
a
tremendous
amount
of
interest
right
now
in
the
city
of
monroe.

people
aren't
too
calm
right
now
about
it,
but
you
know
that's
that's
to
be
expected
in
the
middle
of
a
pretty
pretty
rough
patch
of
construction,
but
I've
got
full
faith
and
confidence
in
the
future
of

project
that,
once

construction
is
complete,
and
you
know
it's
paved
the
way
it's
supposed
to
be,
and
it's
not
an
active
construction
zone.

the

looking
at
october,
30th

now
as
the

completion
date

on

and

point
we

paint
the
exterior
and
then
right
now,
they're
finishing
up
the
final
pulls
of
audio
video
everything
in
the
building.

pickup
schedule
will

of

was

as
promised
middle
of

actually
release
the
route
schedule
and
how
we're
planning
on
tackling
that
this

storm
water,
something
that

and
will
kind

piggyback

little
bit

solid
waste

that
we
want
to
kind

get
a
bigger
public
outreach
program

and
in
our
system,

citizens

help
communicate

us

of
the
challenges
that
that
we
face
things

kind

for
the
city
of
monroe
in

2021
operating

capital
budget

department
heads

next
couple
of
weeks,

then
I

out
an
email
today
to
all
of
you
to
make
sure
you.

dates
that
we
threw
out
in
november
so
that
we
can
meet

get
the
2021
operating
and
capital
budget
meeting
underway.

General
fund
and
utility
and
solid
waste
expenses
are
all
slightly
below
budget,
which
is
good
because
we
kindly
put
a
halt
on
any
other
spending
that
we
weren't
sure
of,
because
of
not
knowing
how
code
was
going
to
play
out
primarily
too,
because
property
taxes
are
not
due
until
november,
and
we
don't
know
how
those
are
going
to
those
revenues
are
going
to
come
in
and
then
with
the
mild
weather
we've
had
this
year.
Utility
revenues
are
kind
of
down,
but
so
everything
seems
to
be
trending
very
well.

Sales
tax
dollars
were
highly
increased
for
this
month,
but
it's
due
to
a
statewide
audit
that
was
done
at
the
state
level
on
some
certain
types
of
businesses
in
the
state
and
it's
a
one-time
true-up
that
they've
done
for
this
month.
So
our
sales
tax,
our
lost
dollars,
were
four
hundred
and
eight
thousand
six
hundred
ten
dollars,
which
is
compared
to
around
two
hundred
thousand
dollars,
which
is
what
they
normally
are.
So
it's
a
substantial
increase
that
we
are
gladly
to
receive.

2020
to
pay
the
cost
of
certain
improvements

combined
utility
system,
the
premium
for
the
bond
insurance
policy
and
the
premium

debt
service
reserve,
surety
bond
and
to
authorize
execution,
delivery
and
performance
of
related
documents.

all
that
say
is
that's
a
30-year
deal.
It's
parity
bond,
so
the
first
installment
of
a
50
million
bond
would
be
47.3
million
dollars
and
you'll
see
an
engineering
report
behind
here.
If
you
recall,
we
had
a
meeting
back
believe
it
was
in
september
of
2019
with
the
utility
committee
with
a
called
meeting
then
to
discuss
a
lot
of
the
needed
utility
projects,
and
these
are
included
here
in
this
engineering
report
that
gmc
did
for
us
in
preparation
for
this
bond
issue.

started
out
talking
about
the
wastewater
treatment
plant
upgrades
that
that
was
the
significant
issue
of
the
day.
Those
plans
are
already
being
done
right
now
by
hofstetter
and
associates.

guys
approved
that
a
couple
years
ago.

expansion
there
a
lot
of
what
rodney's
doing
right
now,
that'll
be
covered

that

then
additional
expansion
of
that
system,

then
the
cable

fiber
monroe
project

in
this
bond
package.

projected

the
contingencies

million
dollar
deal
the

news

incur
any
of
the
principal
payments
until

2016

off,
so
we've
basically
sculpted
the
debt
to
be
able
to
grow

system

not
feel
any
effects
of
it.

in

pay

of
interest

but

officers

interesting
is
at

end

august.
The
total
amount
of
calls
or
actions
taken
by
officers
is
eighty,
three
thousand
three
twenty
nine,
so
we're
looking
at
end
of
the
year
of
well
over
a
hundred
thousand
calls
when
I
say
calls
area
checks
and
calls
for
service
together
actions
taken
by
our
officers,
which
is
pretty
tremendous.
I
don't
think
we've
ever
broke
that
before
our
part,
one
crimes
are
a
little
up.

Part
twos
are
at
35
and
our
clearance
rate,
even
with
some
of
the
issues
we've
been
having
here
lately
with
some
of
our
crime,
is
10
better
than
what
it
was
this
time.
Last
year,
some
significant
cases
we
worked
in
august,
we
had
a
stabbing
over
on
carwood.
We
were
able
to
effectively
apprehend
that
individual
make
an
arrest.

also
had
a
armed
robbery
up
on
the
north
end
at
the
jb
food
mart.
I
don't
know
if
you
guys
had
seen
that
when
it
was
put
out
the
or
one
of
the
the
clerks
there
was
leaving
one
night
and
was
assaulted,
was
actually
pistol,
whipped
and
a
gun
went
off
and
he
was
shot
in
the
head.
Luckily,
he
survived
the
incident.
We
do
have
a
pretty
good,
viable
lead
on
that
and
look
forward
to
soon
make
an
arrest
on
that
individual.

Our
joint
operations
unit,
which
is
our
primarily
drug
unit,
is
still
I
mean,
being
highly
effective.
They've
executed
three
search
warrants:
we've
seized
two
guns
off
the
street
and
made
70
felony
arrests
on
the
individuals
that
continue
to
do
drug
activity
within
our
cities.
So
it's
still
being
very
effective,
and
I
want
to
finish
up
with
the
hammock
park
issues.

know
that
I
have
heard
numerous
times
over
the
hammock
park
of
teenagers
hanging
out
there
and
doing
donuts
and
dumping
trash
and
stuff,
and
the
city
has
put
up
signs
on
the
hours
of
a
lot
of
times
allowed
to
be
in
the
park,
and
we
have
just
recently
picked
up
issuing
citations
not
only
to
the
juveniles
but
also
calling
parents
up
there
and
issuing
the
parents
parental
responsibility
of
the
children
in
violation.
We've
we've
tried
numerous
times
to
try
to
have
a
good
working
relationship
with
these
kids.

them
have

place
to
hang
out,
and
I
know
they
do
and
I
think
that's
something
we
need
to
look
at
going
forward
because
with
everything
going
on
with
covid,
these
kids
are
not
allowed
to
social
gather,
and
so
they
need

place

get
that

there's
only
the
actions
of
maybe
two
or
three
in
there
that
ruin
it
for
the
rest
of

of
that,
we've
had
to
take
that
extra

signs
from

roadway

notices

three
tampering
cases
for
the
utilities

issued

citations

hours
of
post
training
and
that's
pretty
much
it
except
for
the
balance
of
the
