A
Good
evening
everybody
gloria
briscoe
is
the
youth
minister
correct
at
monroe
first
baptist
church
from
a
great
great
family
and
a
good
friend
of
mine
vascular,
to
give
the
blessing
tonight.
B
Please
pray
with
me,
god.
I
thank
you
so
much
for
every
person
who
is
in
this
room
and
is
united
by
their
love
for
this
community
god.
I
know
that
every
single
person
in
here
is
invested
in
the
community
of
monroe
and
they're
here,
because
they
care
about
the
citizens
and
they
care
about
creating
positive
change,
and
so
lord,
I
pray
that
tonight
we
can
all
come
together
as
one
regardless
of
differences
that
will
will
always
remain
on
the
same
page
and
come
together
in
unity
and
lord.
B
I
just
pray
that
everything
that
we
do
ultimately
brings
you
honor
and
glory.
We
know
that
it
brings
you
joy
when
your
people
are
all
united
and
all
working
together
toward
a
common
goal.
Lord,
we
love
you
and
we
pray
for
this
meeting
tonight
for
every
everything
to
go
well
and
for
us
to
make
positive
change
for
our
community
amen.
A
A
A
D
A
Thank
you.
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
that
passes.
Moving
to
miss
desamorus
dessa
is,
and
I'm
sure
many
of
you
know,
or
probably
all
of
you
know.
One
of
the
the
bright
spots
of
walton
county
probably
has
single-handedly
had
more
of
an
impact
on
economic
development
for
for
our
high
school
age
students
and
has
been
a
great
partner
with
area
businesses,
including
the
the
teams
at
stanton
springs.
That's
so
you
know
take
it
away.
E
E
That
off
glasses
are
not
a
good
combination.
I
was
hired
three
years
ago
by
the
development
authority
of
walton
county
to
help
make
sure
our
local
companies
were
happy
here
and
plan
to
stay
and
maybe
even
wanted
to
expand
because
securing
the
talent
they
needed
to
succeed
here
was
the
number
one
concern
of
our
industries.
E
This
position
quickly
turned
into
a
workforce
development
position.
My
charge
is
to
get
our
industrial
partners,
the
manufacturers
and
the
distributors
and
our
educators
pulling
together
in
the
same
direction.
I
work
with
30
industrial
partners,
our
school
systems
and
athens
technical
college
to
break
down
their
silos
and
spend
more
time
working
together
to
benefit
our
community.
E
Manufacturing
is
a
big
deal
here
in
georgia.
8.9
percent
of
all
jobs
in
georgia
are
in
manufacturing
for
walton
county.
That
number
is
even
higher
more
than
1
in
10
jobs.
In
walton,
county
are
in
the
manufacturing
field
and
that
number
is
growing
mostly
because
my
boss,
shane
short,
is
very
popular
and
always
working
to
bring
the
right
industrial
partners
to
our
community.
E
I
know
my
time
is
short
as
you
need
to
get
on
with
the
business
of
the
city,
so
I've
narrowed
down
my
discussion
to
three
points
and
have
added
a
little
glitter
to
help
hold
your
interest.
Please
know
I
have
lots
more
to
say
and
would
love
to
talk
with
each
of
you
individually
number
three,
it's
a
great
time
to
be
looking
for
a
job
in
walton
county,
more
than
half
of
our
manufacturers
are
hiring,
and
a
hundred
percent
of
our
distributors
are
hiring.
Most
of
these
companies
are
actively
hiring.
E
E
We
also
hosted
a
virtual
event
in
july
leggett
and
platt
was
one
of
these
companies
participating
in
the
job
fair
and
the
next
day
they
hosted
an
in-person
event
too.
Leggett
is
working
to
hire
140
new
associates
by
the
end
of
the
year.
A
quick
look
at
walton
dot
work,
slash
jobs
will
show
you.
There
are
more
than
200
jobs
being
available
jobs
being
advertised
today,
hitachi
automotive,
the
largest
industrial
employer
in
monroe,
is
looking
for
40
associates
each
week.
E
E
A
career
expo
more
approximately
2,
000,
high
school
juniors
and
seniors
will
participate
in
our
first
ever
virtual
career
expo.
This
is
a
new
twist
on
the
walton
chamber
and
student
success
alliance
event.
Last
year,
walton
works
jumped
in
to
add
industry
tours
from
our
largest
employers
and
spotlight
several
manufacturing
companies.
E
Many
people
who
ride
by
these
industrial
facilities
each
day
have
no
idea
what
happens
inside.
This
is
especially
true
for
our
students
unless
they
have
a
family
member
working
there.
The
vast
majority
of
our
young
people
are
unaware
of
our
strong
manufacturing
presence.
One
in
10
jobs
in
walton
county
are
in
this
sector.
We
have
to
do
better.
E
E
I
know
that
we
often
hear
that
our
schools
are
not
doing
a
good
job
teaching
vocational
skills.
That
is
not
the
case
here.
In
walton
county,
the
state
of
georgia
has
approved
17
career
clusters
with
multiple
pathways
underneath
each
broad
category,
monroe
area,
high
school
and
walnut
grove
high
school
offer
10
of
these
career
pathways.
E
Loganville
has
12..
These
are
pathways,
ranging
from
accounting
to
early
childhood
development,
nutrition
and
food
science,
digital
design,
computer
programming,
cosmetology
and
more
a
wide
variety
for
students
to
explore
before
they
graduate
from
high
school.
You
will
notice-
I
did
not
mention
manufacturing
in
that
group,
but
one
in
ten
jobs
in
walton
county
is
in
manufacturing.
E
It
has
been
a
dream
of
mine
and
key
leaders
from
the
walton
county,
school
district
and
social
circle
city
schools
to
add
a
local
manufacturing
pathway,
finding
space,
locating
a
popular
instructor,
and
several
other
roadblocks
have
presented
this
from
happening.
You
see
these
current
career
pathways
are
very
popular
with
students
and
we
would
have
to
do
away
with
one
of
them
to
make
room
for
manufacturing.
E
Several
career
academies
in
our
region
have
tried,
but
with
very
little
interest
among
high
school
students,
and
I
knew
I
would
be
run
out
of
town
if
I
talked
everyone
into
creating
a
manufacturing
pathway
and
no
students
signed
up-
and
I
love
it
here.
I
want
to
stay
so
tonight.
It
is
my
honor
to
share
the
news
that,
under
the
direction
of
dr
nathan,
franklin
the
creativity
and
tenacity
of
curriculum
director
celeste
cannon,
we
are
developing
the
number
one
manufacturing
program
in
the
state
of
georgia
to
start
august
2021.
E
E
It's
fall
break
for
the
walton
county
school
district,
our
celeste
and
the
pathway
instructor
jess
bush
would
be
standing
right
by
my
side.
The
three
of
us
and
high
school
principal
brian
hicks
have
met
with
officials
from
otati
automotive
and
will
meet
with
caterpillar
next
week.
More
meetings
are
in
the
works,
but
we
were
trying
to
keep
this
kind
of
quiet
until
the
big
announcement
tonight.
E
A
You
desa,
you
have
been
working,
you
you
shot
for
three
years
to
get
that
manufacturing
pathway
going.
How
long
did
it
take
you.
A
A
Moving
to
public
comment.
I
have
six
people
signed
up
and
then
I
have
mr
dickinson
who'll
read
a
letter
after
our
sixth
of
first
rita
dickinson,
512
church
street.
F
Council
mayor,
I
know
I
feel
like
you
must
feel,
like
I'm
a
broken
record.
I
have
been
up
here
so
many
times
in
the
last
40
years
to
complain
about
people
trying
to
mess
up
my
backyard
front
yard
whatever,
but
I
just
want
to
say
that
I
see
so
much
going
on
in
monroe
and
on
church
street.
Now
that
I
see
the
neighborhood
that
I
always
dreamed
of
developing
there's
a
reason.
You
crate
your
dog
when
you're
trying
to
house
train
your
dog
is
because
they
don't
mess
where
they
sleep.
F
That
is
exactly
these.
People
do
not
live
on
church
street,
who
are
trying
to
change
this
notice,
they're
not
doing
it
in
their
neighborhood.
It's
always
our
neighborhood,
because
they
have
big
old
houses
that
you
can
put
lots
of
people
in
that
they
always
want
to
come
to
our
neighborhood
and
make
a
mess.
I
would
say
I
know
these
people
personally,
they
are
wonderful
people.
F
I
have
nothing
against
them
personally,
but
we
have
been
promised
several
times
with
this
specific
house
that
something
was
going
to
be
done
and
it
was
going
to
be
great
for
our
neighborhood
each
time.
The
people
have
not
kept
their
promise
and
they
have
expanded
a
little
bit
of
what
they
were
going
to
do
so,
the
next
time,
the
next
person
who
asked
for
some
sort
of
variance
or
some
sort
of
waiver
that
it
would
be
easier
to
get
because
you're
only
going
a
little
bit
you're
not
going
a
lot.
F
I
just
want
to
say
I
do
not
find
it
appropriate
to
be
on
church
street,
where
we
have
just
redone
pilot
park,
which
is
beautiful
and
all
the
children,
not
just
in
my
neighborhood,
but
children.
All
over
monroe
is
waiting
for
the
day
that
yellow
tape
comes
down,
so
they
can
play
in
the
park.
This
is
not
something
that
fits
in
a
neighborhood
where
you're
going
to
have
lots
of
children.
It
also
starts
that
whole
thing
where
the
neighborhood
starts
changing.
We
have
worked
so
hard.
G
I'm
also
appealing
to
this
evening
to
the
mayor
and
the
city
council
not
to
be
to
be
stopped
by
sparrow
hills,
lawyers
for
the
approval
of
this
rezone
at
410
church
street.
I
ask
you
to
trust
in
yourself,
so
the
city
of
monroe
can
move
forward
in
the
right
direction.
The
future
of
monroe
is
eagerly
waiting.
Your
vote.
I
live
next
door
to
spare
hill
and
have
never
considered
anything
but
414
being
my
home
and
church
street.
G
We
all
showed
up
that
house
is
on
the
corner
of
coley
and
church
and
as
discussed
in
the
october
council
meeting,
we
already
have
several
drug
houses
within
five
miles
and,
as
sparrow
hill
stated,
they
thought
that
having
this
house
in
monroe
would
bring
business
to
the
downtown
stores.
If
that
be
the
case,
all
those
other
people
visiting
monroe
to
see
their
family
they
should
be
booked
every
night.
G
Does
monroe
live
in
the
safe
zone
or
does
the
mayor
and
the
council
take
this
opportunity
to
stand
up
to
spare
hill
and
their
lawyers
by
voting
no
and
by
that
vote
tonight
the
city
of
monroe
will
not
fall
in
a
hole
for
the
future
of
monroe.
Sparrow
hill
has
obviously
forgot
the
kindness
that
the
people
on
church
street
showed
them
when
they
wanted
us
to
object
to
that
house.
If
this
is
approved,
what
would
stop
another
big
house
on
church
street
from
selling
and
wanting
the
same
rezone,
because
the
big
houses
are
there?
H
H
We
purchased
the
property
in
2013
and
invested
hundreds
of
thousands
of
dollars,
restoring
it,
keeping
it
in
the
same
historical
character
that
it
was
updating
and
renovating
the
property
to
its
current
condition.
When
we
opened
in
2014.,
we
have
been
faithful
business
owners
and
property
owners
to
the
city
of
monroe.
For
these
seven
years
we
made
a
decision
to
sell
the
property
in
2019
and
entered
into
negotiations
with
pyramid
healthcare.
Our
property
has
been
zoned
b-2
commercial
since
2006,
that
was
seven
years
prior
to
our
purchase
of
the
property,
the
previous
owners.
H
It
was
seven
years
prior
to
us
that
was
rezoned
to
b2
from
p
to
to
b2.
I
believe
I
think
mr.
H
H
At
that
time
we
are
adjacent
to
residential
properties,
but
we
are
zoned
commercial.
There
are
other
b2
properties
adjacent
to
us
and
nearby
on
church
street
after
receiving
a
final
letter
of
intent
from
pyramid.
In
january
of
this
year,
pyramids
council
researched
the
zoning
classification
and
intended
use
and
concurred
that
it
was
allowed.
This
involved,
mr
nix,
as
well
well
as
other
legal
counsel,
highly
experienced
in
in
zoning
laws
in
in
march
pyramids
council
john
next
repeatedly
reached
out
to
patrick
kelly,
trying
to
get
a
zoning
determination
letter.
H
Mr
nix
repeatedly
tried
to
have
conversations
with
these
people
and
then,
finally,
on
july,
the
13th
four
months
after
initial
inquiries,
mr
kelly
issued
his
determination,
letter
pyramid
in
their
council
as
well
as
we
as
property
owners,
viewed
the
determination
as
inaccurate.
We
disagreed
with
it.
Mr
kelly
chose
to
call
the
use
of
sanitarium
and
that's
the
only
use
prohibited
by
the
city.
Mr
kelly
stated
in
his
letter
that
the.
I
H
Options
to
his
determination
would
be
appeal
or
variance,
and
so
a
variance
I
mean
a
an
appeal-
was
made
to
his
determination
letter,
and
that
was
stated
in
the
letter,
and
so
we
were
just
following
the
determination
letter.
H
H
We
feel
that
we
have
been
wronged.
We
truly
implore
the
council
to
confirm
that
this
is
an
allowed
use.
We
discourage
the
council
from
denying
this
use
and
eagen
ending
up
in
a
legal
battle
to
allow
protected
class
their
due
usage
as
by
the
city
of
monroe
ordinance.
That
seems
like
it
would
be
a
waste
of
taxpayer
money.
Thank
you.
J
You
for
giving
me
the
opportunity
to
speak
you've
heard
from
our
team
of
owners
from
sparrow
hill
inn,
but
I'm
here
to
speak
as
a
neighbor
and
a
landowner
in
monroe,
as
sparrow
helen
began,
to
get
busier
and
busier.
We
were
often
asked
by
our
guest
or
the
parents
of
our
guest
if
it
was
safe
to
park
on
cali
street
or
even
in
our
back
parking
lot.
The
inns
parking
lot
shares
a
property
line
with
the
acre
that
fronts
collie
davis
and
bell.
J
Finally,
my
husband
and
I
hadn't
had
had
enough
and
we
purchased
the
property
ourselves
with
the
sole
purpose
of
knocking
down
the
five
houses
and
clearing
the
land,
so
that
our
business
guests
could
feel
safe
and
secure
while
staying
in
monroe
when
the
houses
were
being
demolished.
Multiple
people
stopped
by
just
to
say
thank
you
for
doing
what
others
wouldn't
do.
J
One
father
who
lived
across
the
street
at
the
time
said
he
was
so
thankful
that
the
houses
were
gone
because
now
his
children
could
play
outside
safely.
Again,
it's
been
a
few
years
now
and
my
husband
and
I
have
maintained
the
property
ever
since
it
is
important
to
us
to
leave
something
much
better
than
we
found
it.
We
are
doing
the
same
thing
with
sparrow
hill
in
as
a
potential
next-door
neighbor
to
pyramid
health
care.
We
couldn't
be
more
relieved.
J
We've
had
to
deal
with
a
property
owner
to
our
left
that
doesn't
keep
up
his
property
that
reflects
poorly
on
our
bed
and
breakfast
still
to
this
day.
Presently
we
have
no
current
plans
for
the
back
acre,
but
it
is
our
investment
in
this
town
and
we
would
be
very
unwise
and
short-sighted
of
me
and
my
husband
to
sell
our
current
commercial
property
at
the
front
of
the
block
to
pyramid
healthcare.
If
we
had
any
doubt
whatsoever
that
they
wouldn't
be
the
best
neighbors
we
could
possibly
have.
J
I
definitely
would
not
approve
of
any
number
of
other
businesses
that,
by
zoning
in
use,
could
occupy
that
space
and
potentially
bring
down
my
very
own
property
value.
We
are
content
with
all
of
our
own
research
into
pyramid
health
care
and
we
warmly
welcome
them
to
our
church
street
community.
Thank
you.
K
Thank
you,
mr
mayor.
I
have
a
letter
from
one
of
my
neighbors
and
constituents
linda
jones
seibert,
mr
miss
seibert,
on
the
property
at
505
east
church
street.
She
could
not
be
here
tonight
so
she
requested
that
one
of
her
council
members
read
this
into
the
record,
and
I've
agreed
to
do
that.
Dear
mr
mayor
and
city
council
members.
D
K
Writing
this
letter
to
ask
that
you
do
not
approve
the
request
to
allow
drug
rehabilitation
facility
to
move
into
our
neighborhood.
My
husband
and
I
have
owned
our
house
on
church
street
since
1998
and
have
seen
the
neighborhood
go
through
many
changes
recently.
Those
changes
have
been
very
positive
houses
that
previously
housed
drug
dealers
and
users
on
bell
street
davis,
street
colley,
street
and
millage
street
were
torn
down
and
in
some
places,
beautiful
new
homes
have
been
built.
Young
families
with
children
or
buying
houses
and
walking
their
families
to
town
to
shop
and
eat.
K
K
K
Pyramid
has
compared
its
silver
ridge
facility
with
its
proposed
facility
on
church
street.
I
do
not
think
there
is
any
comparison.
Silver
ridge
is
a
ten
thousand
square
foot
mansion,
with
eight
bedrooms
and
fifteen
beds
located
on
twelve
acres.
The
church
street
facility
is
five
thousand
three
hundred
eighty
four
square
feet
with
four
bedrooms
with
twelve
beds
and
one
point:
six:
five
acres.
K
K
K
L
I'm
here
to
speak
against
the
drug
rehab
facility
coming
into
our
neighborhood
and
basically
it's
pretty
much
to
re
reiterate
what
sally
said
and
what
randy
dickinson
said.
I
moved
into
the
church
street
15
years
ago
and
when
I
moved
in,
I
would
say
more
than
half
of
the
houses
were
dilapidated,
including
my
own.
L
Since
then,
and
there
were
no
children,
I
don't
think
there
was
a
single
child
on
church
street.
When
I
moved
in
since
I've
moved
in,
we
now
have
families
with
children
that
play
outside.
I
can't
tell
you
how
wonderful
it
is
to
hear
kids
laughing
and
giggling
outside
at
night
five
six
years
ago,
when
we
all
came
down
to
talk
against.
L
I
don't
remember
what
the
number
is.
I
always
call
it
the
red
cross
house,
because
that's
what
it
was
when
I
moved
into
the
neighborhood
owners
of
sparrow
hill
did
not
want
that
turned
into
a
residential
facility
because
it
was
going
to
be
next
to
them.
But
now
because
they're
I
understand
with
kovid
they
probably
their
business
has
taken
a
hit
like
everybody
else.
Has
they
want
out,
and
this
is
a
viable
option
for
them,
but
basically
what
they're
talking
about
is
leaving
it
on
us.
L
A
Thank
you,
miss
larson.
I
apologize
for
for
looking
over
you
moving
to
our
public
hearing
for
the
conditional
use
of
319
south
madison
avenue,
mr
kelly.
M
N
I
have
some
questions.
I
didn't
get
a
chance
to
make
the
meeting
last
week
and
I
kind
of
heard
stuff
vaguely
who's
actually
purchased
this
property
on
319..
Are
we
on
south
madison?
Yes,
sir?
Who's
actually
purchasing
the
property
on
319,
south
south
madison.
O
It's
myself
and
my
partner
in
new
leaf
georgia
is
the
company.
N
N
Q
Q
The
10
transfer
is
standard
nomenclature
that
anyone
that
purchases
buys
or
sales
real
property
will
normally
see
in
a
deed.
It
is
what
is
considered
or
called
the
nominal
consideration.
The
actual
consideration
that
was
paid
on
this
transaction
from
review
of
page
66
of
your
agenda
indicates
that
the
property
sold
for
152
thousand
dollars.
Q
N
What
I
was
trying
to
get
clarity
on,
how
much
did
they
actually
pay
for
it,
because
I
just
know
that
what
I
saw
didn't
quite
add
up
to
what
I
thought
should
have
been
going,
trying
to
make
sure
that
there
is
no
funding
business.
That's
actually
going
on
with
the
city
as
far
as
people
selling
property
on
the
hand
on
the
mind.
O
A
O
O
Be
two
madison
two
entrances?
Yes,
okay,
I
don't
believe
we
verified
whether
it
would
be
one-way
entrance.
I
believe
two-way
traffic,
but
since
the
davis
I'm
sorry
millage
has
changed
to
one
way
it
it
could
be
one-way
entrance
off
of
millage
and
when
we
exit
off
madison,
but
I
believe
it's
going
to
be
a
two-way.
You
could
go
either
way,
but
it's
just
a
straight
between
madison
and
millage
entrance.
A
Like
like
the
cauli
cauli
millage
right
in
that
one
way,
the
driveway
goes
from
one
street
all
the
way
to
the
next
correct.
A
I'm
jealous
you're
getting
the
opportunity
to
do
it.
I
mean
it's
gonna,
be
a
great
project.
Is
there
anybody
in
the
audience
who'd
like
to
speak
in
favor?
A
M
Thank
you
again,
mr
mayor.
This
is
just
a
text
amendment
the
applicant
has
asked
for
the
addition
of
cottage
food
business
to
the
listing
of
businesses
in
article
10,
section
1000.3.2
again
they're,
requesting
the
addition
of
a
cottage
food
business
in
that
listing
of
residential
businesses.
A
A
Anyone
who'd
like
to
speak
against
hearing
none
I'll
declare
that
portion
of
the
meeting
closed
and
we'll
revisit
that
in
one
moment
need
to
go
ahead
and
move
new
base.
The
new
business
would
be
miss
vault
with
conditional
use,
319
south
madison
I'll
open
the
florida
council
members
for
for
further
discussion.
A
Q
Thank
you
mayor.
This
is
an
ordinance
to
amend
the
zoning
ordinance
of
city,
road
georgia,
the
mayor
and
council
city
monroe
here
by
ordained
as
follows.
The
zoning
north
of
city
monroe,
officially
adopted
june
10
2014
effective
july
1
2014,
is
thereafter
amended,
is
hereby
amended
by
implementing
the
text.
Amendments
and
changes
outlined
and
identified
in
particular
detail
on
exhibit
a
which
such
exhibit
is
incorporated
here
and
by
reference.
All
ordinances
or
parts
ordinances
in
conflict
here
with
are
hereby
repealed.
Q
These
text
amendments
of
the
city
of
zone
in
order
shall
take
effect
from
and
after
their
adoption
by
mayor
council
exhibit
a
contains
amendment
number
eight,
which
is
a
change
to
section
1000.3.2
sub,
a
additional
minimum
requirements
of
residential
business.
A
residential
business
is
limited
to
add
sub
item
four
cottage
food
business.
This
constitutes
the
first
reading
mayor
october,
13th.
A
Q
S
Q
Q
Georgia
assist
in
fulfilling
this
goal.
Whereas
the
city
is
engaged
in
the
development
of
the
downtown
green
and
is
taking
full
advantage
of
all
available
grants
and
funds
to
accomplish
such
and
whereas
the
city
is
engaged
in
the
pre-application
process,
for
seeking
a
grant
from
the
georgia
department
of
natural
resources,
land
and
water
conservation
fund
program
and
where
a
said
grant
will
be
used
for
the
development
of
the
downtown
green
area.
Q
Whereas
the
city
agrees
that,
in
the
event
that
the
pre-application
is
recommended
for
funding
by
the
board
of
trustees
of
the
lwcf
and
dnr,
the
city
certifies
and
assures
that
it
has
the
ability
and
intention
to
finance
project
elements
that
will
be
submitted
for
reimbursement,
as
well
as
a
50
percent.
Total
project
match
to
be
submitted
and
will
move
forward
with
due
diligence
to
prepare
appropriate
documentation
required
for
formal
lwcf
application.
Now,
therefore,
be
it
resolved
by
the
mayor
and
council
of
city
murrow.
Q
Georgia
fully
supports
the
undertaking
of
procuring
the
above
reference
grant
and
to
continue
the
city's
goal.
Development
of
downtown
green
of
the
town,
green
for
public
use
and
enjoyment
through
the
lwcf
and
all
other
available
means
so
resolve
this
13th
day
of
october.
That
is
the
resolution.
There.
A
Thank
you,
mr
rosenthal.
I
believe
I'll
entertain
a
motion
motion
to
approve
by
mr
ross
bradley.
Second,
second,
second
by
mr
dickinson,
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
that
pass
is
moving
to
the
capital,
commit
capital
campaign,
commitment
for
the
chamber,
mr
probes,.
S
It
is
in
your
packet,
you
can
see
the
breakdown
of
other
contributions
from
walden,
county
loganville,
monroe,
social
circle
and
some
of
the
other
smaller
cities
as
well.
It's
based
on
population
figures.
N
S
They've
got
it
basically
through
a
lease
purchase
through
the
welton
foundation,
so
the
walton
foundation
owns
it
and
they're
doing
kind
of
a
lease
purchase
option
on
the
property.
S
A
T
You
thank
you
for
coming.
Yes,
sorry
that
terry
can't
be
here,
she's
out
of
town
and
then
the
chair
is
also
unavailable
and
the
chair
elect
was
unavailable.
So
you
got
me.
N
T
We
actually
help
with
the
businesses
within
the
city
and
throughout
the
county,
on
helping
them
grow
and
invest
and
get
more
involved
and
having
them
connect
with
other
businesses
and
with
the
people,
the
community
and
the
entire
county,
because
it's
not
just
the
city
of
monroe.
We
focus
on
all
of
the
county,
we're
here
to
help
them
with
any.
Like
I
said,
connecting
with
other
businesses,
they
may
not
be
able
to
make
you
know,
connections
with
we're
here
we
do
programs
through
the
schools.
I
know.
T
T
How
many
current
members,
I
think,
right
now
we
are.
N
T
It
varies:
we
have
different
membership
packages,
they
go
anywhere
from
small
businesses
up
to
the
very
large
businesses,
so
I'm
so.
A
N
S
T
I
mean
that
we
have
other
events
that
we
have
throughout
the
year
a
lot
of
our
the
money
from
the
memberships
and
the
event.
They
help
oversee
the
cost
of
the
different
things
that
we
have
like.
I
said
with
the
youth
leadership
alumni
I
mean,
excuse
me,
leadership,
walton,
the
adult
group
also,
the
youth.
T
I
am,
I
don't
know
how
it's
actually
broke
down.
That's
why
terry
was
here
before
and
spoke
if
you
have
any
questions,
just
like
she
offered
before
that
she
has
no
problem
answering
any
questions.
T
T
T
N
N
T
N
A
T
N
T
Believe
the
conversation
that
you
all
had
the
other
day
when
you
tell
terry
that
you
stated
that
there's
been
many
people
that
have
questioned
you
and
when
she
asked
who
are
these
people
she's
even
offered
to
sit
down
with
you
and
have
the
people
that
you
are
that
are
very
concerned
about
it
to
meet
with
her
and
you.
You.
P
T
N
That
may
be
what
she
told
you,
but
that's
definitely
not
what
she
told
me.
So
I
don't
know
what
she
told
you
just
like.
Apparently
you
don't
know
what
the
conversation
were,
because
you
clearly
would
have
known
that
she
didn't
say
that
I
mean
if
you
had
actually
heard
the
conversation,
and
I
told
I
would
be
asking
these
questions
when
you
come
to
the
meeting.
Whoever
came
to
me.
T
Well,
you
weren't
sure,
because
I
think
all
of
this
was
over
something
else
that
had
happened
and
I'm
not
sure
I
believe,
majority
of
the
city
councilmen
know
she
was
not
able
to
reach
out
with
mr
dickerson
or
with
miss
malcolm,
and
I
believe
everybody
else
had
a
phone
call
from
terry
reaching
out
them
on
the
episode
or
the
event
that
happened
or
whatever.
When
the
questions
were
asked
and
again
you
know
I
can't
I
wasn't
in
there
for
the
entire
conversation.
I
did
hear
some
of
the
conversation.
T
That
is
true
and
I
mean.
A
And
carrie
excuse
me
one
sec
as
the
absolute
main
job.
In
my
opinion,
excluding
excluding
business
is
when
we
have
something
of
importance
to
the
long-term
success
of
the
county
and
I'll,
give
you
an
example:
splost
ortiz
blast,
we
as
a
council
or
as
a
city
are
not
allowed
to
politic
in
favor
or
against.
A
So
the
chamber
is
the
arm
of
business
and
the
long-term
success
of
the
city
or
the
county.
That's
that
is
the
sole
best
reason
that
this
is
the
type
of
of
reason
to
have
a
chamber
of
commerce.
The
other
is
anytime.
We
have
question
is
why
are
we
paying
attention?
The
other
is
any
time
we
have
a
political
forum.
A
Any
time
we
have
a
new
election
coming
up,
the
chamber
is
the
one
who
who
runs
those
runs,
those
forums.
So
those
two,
those
two
reasons
plus
plus
the
long-term
success
of
the
businesses
in
walton
county-
are
the
reason
for
doing
it
and
I'm
sorry
I
she
doesn't.
She
doesn't
know
the
numbers.
Nor
do
I
off
the
top
of
my
head,
but
I
believe
that
building
was
300,
000
plus
renovations
through
the
walton
foundation
and
the
chamber
is
supposed
to
have
an
agreed
to
payment
amount
in.
I
think
three
years.
T
S
Okay,
for
the
purposes
of
tonight,
this
is
just
for
the
capital
campaign.
You
guys
have
already
approved
the
general
operating
transfer.
Okay,.
A
N
A
N
A
U
Thank
you
mayor.
This
was
presented
last
week
at
the
committee
meeting.
This
is
just
an
update
of
the
city
of
monroe
financial
policies,
we're
asking
for
approval.
This
is
primarily
just
a
cleanup
of
the
2006
last
update
with
some
language
change
and
adding
the
capital
asset
management
policy
and
the
internal
control
policy
I'll,
be
glad
to
answer
any
questions.
C
A
S
S
S
Very
large
projects
that
have
have
been
put
off
for
quite
a
long
time,
so
we're
going
to
have
a
great
deal
in
front
of
us
here
that
will
continue
to
drive
monroe
forward
in
the
infrastructure
world.
I
do
have
andrew
tritt
here
he's
our
placement
agent
with
stifl
financial
services.
Let.
S
A
Thank
you,
andrew
for
coming
give
debbie
just
a
second
to
write
down
your
name
and
all
that
stuff.
Yeah.
A
V
V
Just
to
let
you
know,
the
the
city
of
monroe
got
a
bond
rating
from
moody's.
Investors
service
they
provided
an
investment
grade
bond
rating
of
an
a2
for
you
guys,
which
helped
us
sell
the
bonds
at
the
levels
that
we
did
just
as
a
reference
point
where
we
are
in
the
interest
rate
environment
is
just
absolutely
phenomenal.
It's
crazy,
where
we
were
a
year
and
a
half
ago
versus
today,
when
I
look
at
just
the
30-year
rate
on
debt,
the
30-year
maturity,
we're
down
138
basis
points
from
where
we
were
at
the
beginning
of
2019..
V
V
We
had
a
variety
of
interest
so
much
so
that
we
were
able
to
lower
the
rate
again
and
still
hang
on
to
enough
investors
to
get
the
deal
done.
The
total
arbitrage
yield
today
is
2.22
percent.
V
That's
tax
exempt
it's
from
year,
7
to
30.,
so
you
know
30-year
money
kind
of
weighted
on
the
back
end,
and
so
we
had
purchasers
that
were
georgia,
banks,
institutional
retail,
institutional
purchasers
and
bond
funds
like
franklin,
templeton,
naveen
t
rowe
price,
so
it
was
very
well
received,
and
you
know
I
mean
you
guys-
are
in
a
really
good
spot
with
this.
So
we're
very
pleased
with
the
outcome
you.
I
X
Explain
very
briefly,
my
name
is
shaney
lawkin,
I'm
with
the
law,
firm,
murray,
barnes,
finister
and
along
with
roger
murray
and
and
my
colleague,
tommy
rashford.
In
the
back
there
we've
been
serving
as
bond
council
and
disclosure
council
for
the
city
on
this
bond
issuance.
I
want
to
just
briefly
give
you
a
little
bit
of
history
and
refresh
your
memory
that
the
the
city
issued
for
the
combined
utility
system,
a
bond
back
in
2016,
and
so
the
original,
and
what
I
would
generally
call
the
master
bond
ordinance
was
put
in
place
in
2016..
X
The
reason
this
is
called
a
parity
bond
ordinance
is
because
the
original
ordinance
allowed
for
additional
bonds
to
be
issued
in
the
future
under
certain
circumstances,
and
so
the
parity
bond
ordinance
primarily
focuses
on
the
term
the
specific
terms
for
this
to
these
2020
bonds
that
are
proposed
tonight
and
so
authorizes.
The
specific
terms
for
these
bonds,
as
andrew
mentioned
you've
got
some
great
terms
for
them,
and
it
also
ratifies
the
provisions
from
the
2016
master
ordinance
as
being
applicable
to
these
bonds.
X
A
R
A
Ross,
yes,
sir,
mr
ross,
bradley
with
the
second
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
all
opposed,
like
son
motion
carries
that
passes,
and
I
know
this
was
a
lot
of
work
and
I
appreciate
the
the
legal
team
and
and
logan
and
beth-
and
I
know
you
worked
tirelessly
to
get
this
through,
and
this
is
a
good
day
for
monroe.
Thank
you.
A
Moving
to
the
code
officer
appeal
for
410
each
east
church
street.
The
way
the
way
we're
gonna
we're
going
to
move
forward
is
we
talked
about
this
a
little
bit
last
week
our
last
month.
I'm
sorry
and
it
was
tabled,
bring
it
back
up
and
and
we'll
have
give
the
developer
an
opportunity
to
speak.
A
I
N
Y
R
N
A
Fantastic.
Thank
you
all
in
favor
signify
by
saying
aye.
All
opposed,
like
son
motion
carries
that
passes.
Moving
to
the
yield
analysis,
update
engineering
services,
approval
of
whitman
and
singleton
for
fifteen
thousand
dollars
a
motion
to
approve
by
mr
nathan
little
to
her.
Second,
second,
second
by
mr
ross
bradley.
Is
there
any
discussion?
A
You're,
not
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
that
passes.
Moving
back
to
the
code
officer
appeal
at
410,
east
church
street.
A
We
tabled
this
last
month.
I
think
there
were
some
questions
that
some
people
wanted
to
ask
and
have
answered
and
and
just
had
some
general
questions
so
we'll
have
the
developer
come
up
and
refresh
with
with
the
intent
or
the
owner
of
sparrow
hill.
Whoever
you
would
like
to
speak
to
represent
you,
then
we
will
adjourn
to
executive
session
to
discuss
real
estate
and
legal
matters,
we'll
come
back
out
and
take
a
vote.
Okay,.
Z
Good
evening,
thank
you
for
the
opportunity
to
re-address
this
issue
with
you
all
this
evening,
we're
going
to.
We
think
we
have
a
game
plan
on
how
we'll
present
this
in
a
concise
way.
Casino
time
is
important,
so
we're
going
to
have
three
presenters,
I'm
going
to
be
the
last
person
to
speak
so.
W
I
just
I
know
last
time
at
the
last
meeting
I
spoke
and
told
you
a
lot
about
on
my
personal
history,
and
I
just
wanted
to
kind
of
reiterate
some
of
that
pyramid.
Health
care
is
not
just
a
vague
company.
That's
coming
in
that
nobody
knows
anything
about
my
husband
and
I
actually
have
personal
experience
with
them
and
with
their
program.
W
The
other
thing
I'd
like
to
reiterate
is
that
sparrow
hill
inn
is
a
commercial
property.
We
just
happen
to
be
on
the
very
last
commercial
property
before
it
turns
residential
there's
a
lot
of
other
resident
commercial
properties
on
church
street,
and
we
have
physically
witnessed
what
type
of
neighbor
that
pyramid
is
at
the
facility
up
there.
They
are
a
commercial
property
in
a
residential
area
and
they
are
extremely
quiet,
they're,
extremely
respectful.
W
W
W
So
what
is
the
probability
that
pyramid
would
own
this
property
for
a
very,
very,
very
long
time
that
probability
is
very
high,
given
their
proven
track
record
of
over
20
years?
What
is
the
probability
that
they
would
keep
the
program
that
they
are
proposing?
That
would
be
for
midlife
professionals,
mommies
and
daddies
that
are
actually
trying
very
hard
to
be
better
mommies
and
daddies.
W
AA
Again
next,
my
name
is
derek
walney.
Vice
president
of
marketing,
pure
healthcare,
I
have
with
me
today
our
executive
vice
president
of
operations,
chad
husted,
just
a
brief
reminder
on
the
facility
that
we'd
like
to
bring
to
monroe
we're
looking
to
treat
as
joy
said,
midlife
adults,
professionals,
folks
that
have
real
family
engagement
that
want
to
be
there
that
are
looking
to
get
well
very
quiet,
folks,
age,
35
to
65..
AA
AA
K
The
letter
that
you
read
well,
those
plus
I
have
a
couple-
and
I
have
some
obviously
from
mr
nix
about
legal
stuff,
but
just
for
you,
gentlemen,
I
did
a
little
research
on
silver
ridge.
It's
not
in
asheville,
it's
in
mills
river,
it's
halfway
to
hendersonville!
K
K
AB
My
name
is
chad
hughstead,
it's
too
loud,
yes,
you're,
fine!
I
am
the
executive
vice
president
of
southeastern
operations
for
pyramid
healthcare.
I've
been.
AB
About
five
years,
a
little
over
five
years
now
I
live
in
atlanta.
I've
been
in
this
field
now
for
25
years,
and
I'm
here
today,
because
we
very.
I
AB
D
AB
AB
The
newspaper
came,
and
they
said
we
want
to
do
a
story
because
there
was
such
community
opposition
to
this,
but
there's
no
opposition
now
you're
one.
You
are
part
of
the
fabric
of
our
community
and
the
reason
is,
is
because
the
individual
you're
talking
about
who
can
just
go
out
and
get
beer
or
drugs.
I
D
AB
AB
AB
AB
We
are
talking
about
individuals
who
are
seeking
change
and
they're
seeking
discretion
by
the
way
right,
they're
not
coming
here
to
do
ill
will
to
this
community
they're
coming
here
to
get
their
lives
back
together.
So
they
go
back
to
their
professions.
You
know
so
they
can
go
back
to
their
day-to-day
living
when
we
were
talking
initially
in
the
beginning
of
this
meeting
about
the
resistance
of
a
dog
messing,
come.
D
AB
D
AB
Traveling,
all
throughout
the
southeast,
with
the
intention
of
bringing
these
services
back
to
the
community
back
to
georgia.
Now
is
it
in
atlanta?
No,
but
you
know,
I
know
it's
only
five
thousand,
you
know
eight
square
feet,
but
you
can
look
at
some
properties
in
in
town
atlanta
at
5000
square
feet.
It
makes
it
not
all
that
operationally
viable.
AB
That
is,
you
know
who
I
am
and
I'm
willing
to
answer
any
questions.
A
K
I
remain
skeptical,
I
don't
have
any
other
questions.
A
D
AB
24
show
a
reduction
in
symptoms
about
70,
so
that
recidivism,
if
you're
managing,
is
30
well
above
industry
standard.
It's
difficult
to
ascertain,
though,
because
oftentimes
you
know
when
you're
from
a
hipaa
compliance.
You
know
when
someone.
Sometimes
people
just
pick
up
and
move
on
and
they
stop.
You
know
we
do
follow-up
outcomes,
you
know
which
other
programs
don't
do
they
just
they
get
back
to
living.
They
stop
answering.
So
it
becomes
a
question
mark.
AB
A
Hills
river
have
we
had
have
they
had
any
one
issue
with
a
former
patient.
AB
No
issues
with
former
patients,
one
issue
in
the
span
of
three
years,
where
somebody
had
a
seizure
was
disoriented
and
wandered
off
the
facility.
The
behavioral
health
technician
called
9-1-1
and
they
police
came
and
they
found
the
individual
disoriented,
not
seeking
drugs.
Had
a
seizure
went
to
the
hospital
that
person.
A
A
Anyone
hearing
none
thank
you
for
for
coming.
Yes,
sir,
your
turn.
Z
Z
G
I
Z
With
the
ordinance-
and
I
understand
the
comments
of
the
folks
that
make
their
residences
in
this
area
in
this
neighborhood,
but
the
b2
zoning
classification
under
your
ordinance
allows
a
full
range
of
professional
office,
institutional
service,
retail
businesses
needed
by
residents
of
and
visitors
to
the
city
and
the
region,
so
the
people
that
are
talking
against
this
again,
I
understand
it,
but
they
live
in
a
zoning
district
created
by
the
city
of
monroe
that
allows
these
uses
within
it.
Z
So
when
we
came
to
speak
with
mr
kelly,
well,
we
did
it
social
distancing
because
of
covid,
but
the
the
discussion
was:
where
does
our
use
fit
and
when
you
look
at
y'all's,
zoning
ordinance
in
b2
sister
uses
that
I
would
say
relate
to
this
use
are
convalescent
care,
nursing
homes,
rest
homes,
hospitals,
laboratories,
personal
care,
homes,
family,
personal
care,
homes,
group,
personal
care
homes
and
congregate,
private
offices
and
well.
Where
are
we
on
this
list?
Z
Z
Z
D
Z
Not
the
bible,
not
everybody
uses
it,
but
it's
a
very
useful
tool
when
your
code
doesn't
provide
the
definition
and
the
definition
provided
by
that
publication
has
in
it
convalescent
care
and
that's
where
we
went
and
we
went
to
their
convalescent
care
and
the
use
that's
being
requested
for
b2
is
the
use.
That's
been
described
to
you
tonight
and
last
time
by
pyramid.
Z
I
just
read:
we
make
the
argument
that
your
definition,
your
zoning
code
as
written,
allows
us
use,
doesn't
doesn't
require
any
action
by
you
other
than
agreeing
with
us
and
disagreeing
with
mr
kelly
about
his
interpretation,
and
I
say
that
with
all
due
respect,
but
that's
what
it
would
take.
It's
not
a
rezoning.
It's
not
a
variance
it's
whether
or
not
your
interpretation
of
the
code.
You
agree
with
the
interpretation
I'm
giving
you
on
behalf
of
my
client,
rather
than
mr
kelly
happens
all
the
time
you
know
now.
Z
G
Z
D
Z
Of
that
act,
and
there
are
cases
and
mr
dickinson
and
I
had
kind
of
a
exchanged
as
lawyers
last
time.
I
was
here,
but
there
are
cases
that
support
the
notion
that
a
facility
like
this
one
houses,
people
that
are
seeking
this
treatment
and
because
they
are
handicapped,
that
dwelling
is
protected
under
the
federal
housing
act,
fair
housing
act.
Z
That
this
accommodation
is
protected.
Then
we
go
back
to
the
interpretation
from
mr
kelly
and
based
on
his
interpretation.
You
don't
allow
that
kind
of
housing.
You
don't
allow
that
kind
of
dwelling
in
the
city
of
monroe,
because
the
only
place
you
come
close
to
getting
to
it
is
under
the
classification
we're
talking
about.
Z
Are
familiar
with
this,
but
it
also
allows
for
hotels,
ends,
bed
and
breakfast.
Of
course,
gasoline
stations,
including
car,
washes
commercial
parking,
garages,
community,
centers,
townhouses
apartments
and
that's
a
conditional
use
and
so
on.
So
it's
not
only
this
list,
that's
allowed,
but
it's
the
list.
I
gave
you
and
then
your
zoning
ordinance
goes
on
to
say
when
we
think
about
this
type
of
zoning
district
b2.
Z
Z
Z
D
Z
So
what's
the
rationale
for
saying
no
to
this
use
and
yes
to
all
these
others,
and
when
we
engage
in
legislating
public
safety,
health
and
welfare,
which
is
the
reason
why
we
get
to
do
zoning
this
local
government,
we've
got
to
have
a
rational
basis
for
it,
and
there
is
no
rational
basis
to
exclude
this
use
out
of
your
existing
zoning
ordinance.
It's
just
not
there
and
if
it's
not
there,
then
you've
got
a
claim
you're
confronted
with
a
claim
about
equal
protection
and
due
process,
because
you're
treating.
D
Z
Ordinance,
so
it
doesn't
have
to
be
this
federal
claim.
It
doesn't
have
to
be
a
due
process
claim
it
doesn't
have
to
be
an
equal
protection
claim,
because
your
ordinance
allows
this
use
and
it's
not
a
rezoning.
It's
not
a
variance,
it's
simply
the
way
it
is
now.
I
know
I'm
going
to
have
some
questions,
but
thank
you.
Thank.
K
K
K
Well,
I
think
it
is
what
you
said,
and
it's
not
true
most
of
the
litigation
across
this
country
having
to
do
with
denials
of
these
sorts
of
things
under
various
ordinances
when
cities
get
sued,
which
you
all
have
threatened
to
do.
Okay-
and
you
say,
okay,
we're
going
to
sue
you
under
both
the
ada
and
the
fha
and
sometimes
under
the
rehabilitation
act
under
section.
Was
it
504?
K
So
you
say
we're
suing
you,
because
you're
discriminating
against
a
person
with
this
identified
problem
every
case
that
I've
found
and
I've
looked
at,
probably
a
hundred
of
them
across
this
country.
You
have
to
be
recovering,
not
that
you
suffer
from
the
problem,
but
you
have
to
be
in
recovery.
That's
why
most
of
the
litigation
is
about
these
so-called
sober
living
homes,
which
is
not
what
you're
doing
now.
K
And
there's
no
case
that
says
if
you're
in
a
facility
for
x
number
of
days,
weeks
or
months,
you're
covering
it's
just
kind
of
case,
because
the
united
states
supreme
court
has
never
addressed
it.
You
quoted
schwartz
the
2008
case
out
of
florida.
Schwartz
was
brought
against
the
city
of
what
is
it
treasure
island?
I
think
it's
called
it.
K
What
happened
in
schwartz
on
summary
judgment,
plaintiffs
lost
the
city
won
when
it
went
up
to
the
11th
circuit,
the
three
judges:
it's
a
panel
decision.
It's
not
a
on
bank
and
those
three
judges
said.
Okay,
summary
judgment
was
proper
for
the
city
on
disparate
treatment.
Summary
judgment
was
proper
for
the
city
on
disparate
impact.
Summary
judgment
is
proper
for
the
city
on
failure
to
provide
reasonable
accommodation
on
everything,
except
what
two
or
three
of
the
houses
and
they
remanded
it
for
the
district
court.
To
look
at
that
again.
K
Last
time
we
were
here.
I
asked
you
if
you
were
familiar
with
anything
a
little
more
recent
than
schwartz.
Well,
I
had
a
reason
for
asking
you
that
and
it's
his
house
recovery
residence
inc
versus
cobb
county,
which
is
an
11th
circuit
opinion
this
year
out
of
cobb
county
sort
of
goes
in
the
same
kind
of
direction
so
to
come
in
and
say
this
thing
is
an
automatic
and
it's
a
slam.
K
Dunk
I
mean
I'm
not
saying,
there's
no
merit
to
the
argument
you're
making,
but
it's
not
in
in
everything
I've
seen
it's
not
the
one-way
street
that
you're
saying
it
is
and
when
you
go
back
to
the
ordinance
itself,
my
argument
is:
there
are
different
ways
to
read
that
ordinance
from
how
you're
reading
it
and
that's
where
you
get
into
all
this.
I
don't
know
what
a
judge
would
do
with
it,
but
you
know
I
just
don't
think
this
thing
all
goes
in
one
direction
like
you
are
saying
it
does.
I
differ
with
you.
Z
G
Z
D
Z
Us
different
from
the
cases
you're
talking
about
is
that
we
have
a
zoning
ordinance
here
that
I,
I
think,
is
fraud.
A
law
partner
used
to
say
this.
It's
a
road
fraught
with
marauders,
because
it's
simply
got
gaps
in
it
and
that's
why
we
have
to
pull
down
this
other
definition
from
a
national
circulation
to
figure
out
what
it
means.
D
Z
Z
I
stay
away
from
federal
court,
but
it
there's
there's
interesting
questions
in
this
case
and
it's
not
a
slam
dunk
either
way,
but
these
folks
know
what
they're
doing
and
they
have
a
good
product
and
it's
permitted
with
an
interpretation
that
we're
proposing
under
your
b3
and.
Z
D
R
Appreciate
it,
that's
one
question
going
back
to
mr
kelly's
letter
and
I
don't
have
it,
but
I
believe
you've
referenced
it.
There
was.
R
Can
hold
on
to
it?
I
think
you'll
still
understand
the
question.
There's
two
options:
either
an
appeal
to
the
council
on
the
decision
or
applying
for
a
variance
right,
and
you
chose
to
go
with
the
appeal
route,
which
takes
the
public
component
out
of
the
initial
decision-making
process.
Z
I
don't,
I
don't
think
we
can
get
a
variance
and
I
don't
think
we
can't
get
a
variance,
because
you
wouldn't
give
me
a
variance.
I
think
I
procedurally
can't
get
a
variance
because
under
mr
kelly's
interpretation,
the
zoning
isn't
permitted
and
typically
what
a
variance
would
be
is
for
me
to
get
an
adjustment
as
to
the
particulars
of
how
I
could
develop
a
property
like
the
setbacks
or
the
front
yard
setback,
or
I
only
have
to
have
parking
for
four
instead
of
ten,
because
I've
got
a
beauty
shop.
Z
D
Z
Z
Z
M
Mr
mayor,
would
it
be
permissible
for
me
to
make
any
comment
at
this
point?
Actually,
I
was
just
about
to
ask
you.
A
M
Proceed
thanks,
sir
again,
I'm
not
a
lawyer,
so
I'm
just
the
guy
trying
to
look
out
for
the
community
the
best
way
that
I
know
how
that's
what
I
always
try
and
do
in
this
case.
I've
done
the
same
thing.
M
A
couple
of
points
I'd
like
to
make
about
what's
been
said
so
far
is
with
respect
to
the
naics.
That's
an
economic
classification,
national
publication.
It
has
nothing
to
do
with
zoning
whatsoever,
so
it
has
no
bearing
on
any
zoning
anywhere
it's
just
where
they
went
for
a
definition
that
agreed
with
their
argument.
M
What
I
did
when
I
was
making
my
interpretation
in
the
absence
of
definitions,
I
went
to
the
common
meaning
which
goes
to
webster's,
and
then
I
did
some
research
on
wikipedia
not
a
reliable
source
that
I
really
care
much
about,
but
I
went
to
tried
to
go
with
an
older
source
and
a
more
common
source
and
a
recent
source,
and
I
came
up
with
common
meanings
for
how
I
did
this.
M
So
that's
why
I
made
the
determination
that
I
did.
It's
also
been
pointed
out
that
this
use
is
completely
not
allowed
in
the
city
of
monroe,
based
on
my
interpretation,
which
is
not
the
case,
it
would
actually
be
allowed.
It's
a
permitted
use
in
b3
zoning,
so
it's
not
prohibited
throughout
the
city.
M
I
think
I'd
be
remiss
to
not
mention
the
fact
that,
even
though
I
did
mention
variance
and
appeal
in
my
letter,
any
good
zoning
lawyer
would
know
that
they
could
also
apply
for
a
text
amendment
and
have
this
use
included
in
clear
language
in
the
ordinance
itself.
That
effort
wasn't
made
either
again.
That
would
take
public
notice,
and
I
do
believe
that
public
notice
was
what
was
trying
to
be
avoided.
M
A
You,
mr
kelly,
I
I
appreciate
your
clarification
and,
and
I
don't
envy
you
daily
and
all
the
work
you
do
for
the
city
is
admirable.
Are
there
any
questions
for
mr
kelly?
No
ma'am,
I'm
sorry
we're
finished
with
public
comment
again.
I
I
appreciate
you
being
here:
we're
we're
gonna,
go
to
executive
session,
we'll
come
back
afterward
and
render
a
decision.
I
need
a
motion
to
adjourn.
Please
have
a
motion
by
mr
ross
bradley
there.
A
second.
