the
city's
Communications

Outreach
Division

update.

what
we
are
doing
in
the
Multicultural
engagement
program.
You
all
know
me.
My
name
is
Nancy
because
I
manage
the
Multicultural
engagement
program
for
the
city
of
Mountain
View.

Two
years
ago
we
became
part
of
the
communication
and
Office
Division
that
led
the
overall
communication
and
Multicultural
community
outreach
program
with
Lincoln
rights
as
Chief
communication
officer
that
change
change
and
provided
a
lot
of
energy
to
the
Multicultural
engagement
program.
The
MEP
support
public
access
to
information
that
improves
resident
involvement
in
local
public
decision
making.
Well,
we
do
we
provide
this
support
by
translating
essential,
essential
documents
interpreting
at
Community
meetings
and
identifying
multilingual
Outreach
for
opportunities.

The
Multicultural
engagement
program
builds
and
maintain
relationship
with
within
our
diverse
cultural,
diverse
city,
which
include
the
Latino
Community
Chinese
and
Russian
Community
beyond
the
translations,
that
we
do.
We
conduct
Outreach
at
city
and
community
events
and
through
the
WhatsApp
and
WeChat
applications
that
some
Community
use
as
a
mean
of
communication,
a
very
powerful
tool
which
I
will
talk
later
about
it.
The
MEP
also
leads
the
Spanish
and
the
Chinese
language
Civic
leadership
Academies
tonight.
What
I
would
like
to
do
is
just
go
briefly
about
some
of
these
elements.

I
mentioned
and
provide
some
examples
and
tell
you
some
stories
about
how
are
we
doing
how
we
Outreach
to
the
community
and
how
we
build
Bridges
next
slide.

maintain
relationship

we

so
how
we
do
that.
We
believe
that
by
providing
information
and
opportunity
for
engagement
to
the
community,
we
we
build
those
those
connections
and
to
give
you
a
an
idea,
the
and
the
scope
of
work
while
we
do
at
map
I
will
give
you
just
a
few
ideas
of
the
of
the
work
we
are
doing
and
by
three
hourly
interpreters,
translators
and
one
Outreach
worker.
So
we
now
we
are
a
team
of
seven
eight
years
ago.

was
only
a
part-time
me
and
three
of
three
very
part-time
employees
in
this
working
with
the
Chinese
and
the
Russian
community,
and
now
we
have
a
team
of
seven
very
strong
team
so
last
year
to
give
you
a
sense
of
what
we
did,
we
provided
support
and
we
are
still
providing
support
on
an
ongoing
basis
to
the
housing
and
eviction
help
center
and
the
rent
stabilization
program.
This
includes
translations
and
review
of
all
written
dsfri
FAQs
to
webinars.

We
also
provided
Outreach
and
interpretation
as
needed
for
the
Google
master
program.
We
provide
elevation
interpretation
again
for
the
artery
zoning
Outreach
as
needed.
We
supported
the
HRC
recovering
connection
and
history
of
housing
event
that
happens
at
the
beginning
of
the
year.
We
provided
a
translation
for
Flyers.
Translation
for
description
will
help
with
the
evaluation.
We
provide
a
simultaneous
translation
interpretation
during
the
event.
We
also
were
very
busy
providing
support
to
the
housing
element.

We
did
two
things
we
help
with
Outreach
connecting
at
the
city
with
key
Grassroots
groups
like
the
tenant
coalition
step,
the
sea
doll,
the
the
solidarity
fund,
the
Community
Action
team
and
the
ambassadors.
We
also
were
able
to
provide
and
offer
simultaneous
interpretation
every
time
they
were
meeting
with
the
community.
We
also
provide
interpretation
to
during
the
CNC
meetings
and
we
translate
news
releases,
all
the
the
news
releases
that
our
our
division
generally,
we
translated
in
Spanish
and
and
Chinese
mostly
and
Russia,
not
needed.

also
provide
interpretation
for
Council
meetings
and
we
translate
the
monthly
Economic
Development
newsletter
and
now
again
the
sustainability
newsletter
that
you
can
see
we're
very
busy.
We
we
are
involving
a
lot
of
different
initiatives
at
the
city
is
organizing
and
leading
next
one
please
so.

one
thing
I
forgot
to
tell
you
is
that
in
in
Pre
in
last
year
we
had
around
288
documents
translated
and
around
89
virtual
Outreach
activities,
including
the
activities
and
and
the
time
we
spend
doing
official
in
the
WhatsApp
application
and
the
WeChat.

So
how?
What
else
are
we
doing?
We
are
developing
Future
Leaders
and
how
we
do
that.
We
have
three
very
strong
programs.
The
first
one
is
the
Spanish
language,
language,
Civic,
Leadership
Academy,
the
Chinese
language,
Civic,
Leadership,
Academy,
that
this
year
was
the
first
time
that
the
city
of
Mountain
View
implemented
that
and
the
ambassador
program
we
had
in
November
2021
during
the
pandemic
Ambiance
and
all
the
things
that
were
happening.
We
were
able
to
recruit
18
members
of
the
Latino
community
and
the
academy
was
very
successful.

We
did
it
through
Zoom,
we
met,
we
had
a
lot
of
zoo
meetings
and
then
we
decided
that
we
needed
to
have
a
graduation
and
we
need
to
have
a
moment
to
connect
as
community
and
then
in
in
in
April
we
decided.
Okay,
let's
do
it
in
Chinese.
Now
again
it
was
so
well
received.
We
we
were
so
extremely
successful.
We
had
70
participants
and
we
have
100
retention
and
then
now
also
we
have
the
ambassador
program.

That
is
consists
of
the
graduates
of
the
the
Spanish
language
Academy,
and
they
are.
They
help
us
a
lot
with
Outreach
sharing
every
information
from
City
that
the
city
is
doing.
An
example
of
this
is
like,
for
instance,
they
were
able
to
prove
to
go
door
to
door
and
deliver
648
Flyers
regarding
housing,
so
it's
just
going
door
to
door
and
providing
information.

one
thing
that
we
did
unique
and
I-
and
this
was
as
a
result
of
the
pandemic-
was
that
we
understood
that
access
to
devices
were
extremely
important
to
increase
literacy
development
and
involved
with
the
city
we
provided
devices
to
to
to
the
Spanish
language,
civil
religion,
Academy
participants,
with
with
the
partnership
with
the
Los
Santos
Mountain
View,
Community
Foundation.
They
provided
a
grant
in
where
we
were
able
to
provide
brand
new
laptops
to
participants
as
well
as
Ambassador
that
did
not
have
a
device
a
working
device
to
connect.

So
also
we
we're
also
engaging
with
communities,
and
how
are
we
doing
that?
Well,
we
are
assisting
with
with
the
survey
to
support
language
access
policy
development.
We
had
a.
We
had
a
survey
to
learn
about
how
people
were
learning
about
city
services
for
language
access.
We
are
providing
our
present
Technologies
support
from
man
to
build
a
foreign.

People
having
a
complete
the
application
or
providing
a
Technology
support
in
case
they
need
it.
We
also
help
with
translating
of
documents
we
have
with
Outreach
providing
information
in
several
languages.
My
team
was
there,
we
have
assistant
in
Chinese,
Russian,
Spanish
and
English.
One
thing
that
we
are
doing
that
is
very
popular
is
celebrating
the
other
Muertos.
We
will
be
doing
that
in.

Let
me

I

we
are
going
to
be
celebrating
this
October
29th
and
it's
at
the
same
time
that
monster
batch
is
happening,
but
understanding
that
these
two
two
celebrations
are
very
different
and
they
have
different
Roots.
We
are
the
diversity
and
the
differences
between
those
two
celebrations.

are
also
developing
a
plan
to
be
more
intentional
about
how
we
Outreach
to
people
and
how
we
can
go
to
places
and
and
and
provide
a
bridge
between
what
the
city
does
and
what
the
people
need
and
like,
and
the
last
thing
we
did
was
we
provided
support
at
the
eviction
help
center
and
that
started
during
the
pandemic
and
also
since
January.
We,
my
staff,
the
Multicultural
engagement
staff,
is
providing
language
assistance
to
people
that
need
information
and
don't
have
the
the
and
need
support
understanding
how
the
system
works.

next

so
this
is
my
my
brief
about
what
the
Multicultural
engagement
does.
I
just
need
to
to
emphasize
that
I'm
able
to
do
what
we
do
because
of
the
collaboration
and
the
the
work
we
do
together.
My
I
have
a
very
strong
team
and
and
and
I
just
need
to
acknowledge
that
they
are.
You
know
they
are
passionate.
They
are
com,
they
have
a
great
commitment
for
the
work
they
do
and
they
understand
how
you
know
the
feeling,
the
emotions
and
the
needs
of
the
community.

Several
years
ago
we
had
talked
about
adding
additional
languages
and
I'm
happy
to
see
that
coming
to
fruition.

curious,
actually
to
hear
a
little
bit
more
about
how
that
first
session
went
how
the
engagement
with
that
community,
in
the
leadership
academy,
went
and
also
if
there
are
plans
to
expand
it
to
any
other
languages.

Well,
I:
let's

people
were
very
interested.
It
was
a
bit.
It
was
a
different
experience
for
them,
because
here
we
are
local
government
with
council
members
and
city
manager,
talking
one-on-one
and
the
in
connection
and
providing
a
space
that
is
safe
and
a
place
where
we
talk
about
trust
and
we
are
very
transparent
about
it.

What
we
do
so
people
really
enjoy
that
they
were
very
impressed
by
the
fact
that
the
majority
of
the
women
that
were
there,
the
people
were
women
and
they
and
they
highlighted
that
so
everybody
was
attending.
We
were
supposed
to
do
in
zoom
and
suddenly
people
said
no.
We
want
to
get
together.
We
want
to
meet,
we
want
to
see
each
other
facing
so
then
we
decided
to
move
some
of
the
sessions
in
person
and
everybody
show
up.
So
it
was
a
very,
very
powerful,
happy
and
very
exciting
opportunity
for
me.

part
of
your
question
we
right
now
we
are
not
planning
to
send
it
to
other
languages.
However,
we
are
planning
to
continue
expanding
and
improving
what
we
have
done
so
far.

system
in
where
we
can
just
by
phone
call

company
that
provides
this
service.

about
Census
Data,
the
most
recent
available
census
data
and
just
curious
about
what
the
latest
Census
Data
say
about
the
most
commonly
used
languages
other
than
English
among
residents
of
Mountain
View,
and
this
is
related
to
Vice,
chair
Sylvester's,
query
about
whether
there
have
been
any
shifts
and
so
just
curious.
You
know
what
trends
there
might
be
in
the
Census,
Data
I
think
the
last
time
I
checked
online
for
the
Census
Data.
They
like
there
hadn't
been
a
posting
of
the
latest
information.
I
I
know
there
were
delays
with
the
pandemic
in
the
government
getting
some
of
the
the
data
posted.
But
so
my
first
question
is
just
curious
about
you
know
what
we're
seeing
in
census
trends.

you
want

help
me

that
question
or

because
we
have
done
a
lot
of
research
about
it,
and
we
were
just
talking
about
about
that.

regards
to
the
census
data-
and
this
is
from
the
2021
American
Community
survey-
first
in
regards
to
only
speaking
English
for
Mountain
View,
it's
about
53
of
the
total
population
and
then
for
those
who
speak
a
language
other
than
English
we're
looking
at
nearly
47
of
mountain
View's,
total
population
and
then,
when
it
comes
to
speaking
Spanish,
it's
about
13.5
of
mountain
views,
population
with
speaking
English
less
than
very
well.

The
number
is
about
3
600
individuals
who
are
Mountain
View
residents
and
then
with
speaking
Asian
Pacific
island
languages,
it's
about
19
of
the
population
and
then
for
speaking
English
less
than
very
well,
it's
about
5700
I,
don't
have
the
breakdown
as
to
which
specific
languages,
those
are
that
are
Asian
and
Pacific
island
languages
and
then
speaking,
other
Indo-European
languages.
It's
about
12.8,
nearly
13
percent
of
Mountain
views
residents
and
speaking
English
less
than
very
well
it's
about
20,
close
to
2200
residents.

However,
we
don't
have
a
breakdown
as
to
how
many
of
those
would
be
speaking
Russian
as
far
as
the
data
that
we
have
readily
available,
but
that's
kind
of
a
high
level.
Look
at
you
know
what
we're
looking
at
and
what's
especially
important
to
us,
is
about
those
who
speak
English
less
than
very
well
who
are
not
English
proficient
and
that's
where
we're
trying
to
make
sure
that
there
is
language
access
and
bringing
government
closer
to
all
residents
in
our
community.

know
that
having
tried
myself,
it
can
be
very
challenging
to
get
the
census
breakdown
within
the
city
of
Mountain
View,
without
having
to
like
put
in
an
application
and
pay
thousands
of
dollars
and
Etc
and
their
considerations
about
sizes
sample
sizes.
But
but
it
is
it.
It
would
be
so
helpful,
I
think
to
have
the
information
Language
by
language
to
really
have
a
sense
of
again
to
chair
Sylvester's
question
from
earlier
about.
Are
there
you
know?
Are
there
certain
Trends
in
kind
of
up-and-coming
languages,
so
to
speak
up
and
coming
languages?
I
What
I
mean
is
that
that
you
know
there
might
be
a
need
for
and
I'll
also
make
one
other
comment
related
to
that
that
many
of
you
have
probably
heard
me
make
before,
which
is
that
the
U.S
census
does
not
collect
data
on
use
of
American,
Sign,
Language
or
any
other
sign
language
America.
If
someone
reports
using
American
Sign
Language,
it
is
coded
to
English,
which
is
totally
Incorrect
and
inappropriate
for
it,
but
just
wanted
to
make
a
plug
for
it.
I
If
it
I
think
it
would
be
so
interesting
to
try
to
come
up
with
a
way
to
find
out
what,
if
any
need
there
is
for
American
Sign
Language
in
Mountain,
View
I
had
two
other
quick
items.
I
One
is
it's
so
funny,
since
the
program
change,
changed
names
to
map,
I
I
would
say:
oh,
is
it
Multicultural
or
multilingual?
Is
it
engagement
or
empowerment
and
I
actually
saw
in
the
agenda
for
today
it
says
multilingual
engagement
program,
so
just
perhaps
for
when
we
have
the
minutes,
if
it's
possible
to
update
the
name
and
it'll
help
people
like
me,
who
are
just
always
forgetting
to
to
try
to
remember
the
name
correctly
and
then
finally,
I
had
just
a
quick
question.

there's

date

the
next
academies

the

of

Academy
we
like

do

learned

there
are
some
time
of
the
year.
That

better

groups
than
others,
and
we
did
it
already
in
the
whole
year.
We
did
too
we're
ready
to
do
a
second
one,
so
this
year,
what
we
are
doing
is
helping

creating
programs
to
develop
leadership.
So
we

have
a
break
and
and
pay
attention
and
listen
and
plan
and
talk
to
people
and
then
for
the
following
year,

do

spoken

Mountain
View,
and
we're
certainly
using
that
data
to
inform
the
programs
that
Nancy
is
running
in
the
language
access
policy.

language

Chinese

academies
continue

wondering

sort

like

pipeline
from
those
academies
into
Civic
leadership,
whether
it
be
into
profits
or

work
with
the
city,
so
I
know
like,
for
example,
our
commission
we're
sort
of
dealing
with
ongoing,
like
for
all
commissions,
with
recruitment
as
advisory
bodies.

are
other

love

see
an
increased
participation
with
those

follow-up

committee

housing

Mountain

There
were
a
few
pending
items
that
I
wanted
to
report
on,
and
others
well
actually
chair.
Sylvester

also
want
to
chime
in
on
some
items.
I
So
one
item
that
we
had
pending
was
there's
one
individual
I
will
not
use
her
name,
but
one
individual
who
had
participated
in
an
interview
that
was
recorded
with
her
permission,
but
we
did
not
have
a
release
form
because
there
was
some
question
about
whether
we
would
be
able
to
Archive.
So
we
would
be
able
to
Archive
the
interview
whether
she
would
permit
archiving
of
the
interview
so
I
was
able
to.
I
I
So,
assuming
that
you
know,
there's
no
reason
that
we
have
to
postpone
the
meeting
and
that
she
still
agrees
to
sign
the
release,
form
I
will
be
able
to
upload
it
and
tomorrow
and
and
we'll
be
able
to
proceed

that
pending
issue
hopefully
will
be
closed

There's
a
second
issue,
which
was
that
chair,
Lynn
had
reached
out
to
our
subcommittee

think
a
few
weeks
after
our
event

Late
July
to
let
us
know
that
there
were
some.
There
were
four
individuals
who
had
provided
email
addresses
indicating
they
were
interested
to
speak
with
us,
and
some
of
us
didn't
either
didn't
get
them
the
email
or
missed
the
email,
and
so
some
time
went
by.

had
a
discussion
about
this
yesterday
in
our
subcommittee
meeting
about
how
to
proceed
in
relation
to
these
four
people,
and
we
felt
that
the
best
way
to
proceed
would
be
to
contact
them
and
really
understand
you
know.

they
wanted
to
share
a
story?
Was
it
that
they
actually
just
kind
of
wanted
to
talk
to
someone
about
their
experience?
Did
they
maybe
want
to
referral
to
some
kind
of
service

support?

am

heard
back
from
two
of
them
that
and
we
are
in
the
process
of
setting
up
phone
appointments
so
that
I
can
just
speak
to
them
and
you
know,
explain
the
situation
which
I
will
describe
for
you
all
in
just
a
moment,
but
basically
explain
the
situation
and
also
find
out
what
it
is
that
they
are
interested
in
what
are
their
needs
or
desires.

And
how
might
there
be
a
match
with
what
we
as
an
HRC
are
doing
or
do
they
just
maybe
need
a
referral
to
somebody,
so
so
I
hope
to
meet
with
at
least
the
two
people
who
have
responded
to
me
again:
we're
kind
of
having
an
email
back
and
forth
about
when
to
speak.
I
What
we
agreed
in
our
subcommittee
meeting
I
would
tell
them
in
terms
of
Storytelling,
is
basically
to
you
know,
make
them
aware
that
that
the
project
for
which
we
had
the
in-person
event
is
essentially
wrapping
up,
but
that
there
is
a
new
subcommittee.
Therefore,
a
new
project
of
the
HRC
starting
that
will
be
focused
on
housing
and
security.
Storytelling,
so
I
will
try
to
find
out
from
folks
if
they
actually
have
a
story
that
they
want
to
share.

know,
through
an
interview
and
potentially
be
recorded.

will
see
if
their
story
may
actually
fall
under
the
category
of
Housing
and
security
and
if
they
might
be
interested
to
be
to
be
in
contact
with
the
new
subcommittee
about
potentially
participating
in
that,
if
they
really
are
interested
to
share
their
story
about
discrimination
or
inclusion
and
have
it
archived
and
made
available
to
the
public,

can
follow
up

said
he
was
wondering
if

was

originally
contacted

was

representative
who
was
active

HRC
and
saying
that
the
Ripa
subcommittee
hasn't
found
many
Mountain
View
focused
LGBT
organizations
or
people
and
they'd
like

get
a
broader
perspective,

indeed
Audrey
replied
that,
based
on
our
lgbtq
plus
needs
an
assets
assessment
from
some
years
ago.

not
a
significant
organized

me
because
I
had
been

the
subcommittee
that
did

assessment
