high
success
rate

a

hinder

also
known

the
tenant,
homeowner
and
small
landlord
relief
act,
provides
eviction
protections
for
residential
tenants
experiencing
covid19
related
financial
hardships.
It's
effective
immediately
as
of
august
31st
2020
protects
tenants
statewide,
including
those
in
mountain
view,
and
supersedes
the
city's
eviction
moratorium.

residential
rental
units
in
mountain
view
are
covered
by
the
eviction
moratorium.
This
includes
single-family
homes,
duplexes
condos
and
townhomes
apartments,
including
those
covered
by
our
rent,
stabilization
law,
the
csfra
mobile
homes
and
mobile
home
spaces
and
other
types
of
residential
rental.

Tenants
experiencing
significant
financial
hardship
because
of
coven
19
qualify.
This
hardship
can
be
due
to
the
following
reasons:
the
loss
of
income
due
to
coven
19,
related
job
loss,
increased
out-of-pocket
expenses
directly

essential
work
related
to
covid19
increased
expenses
due
to
coven
19
health
impacts,
responsibilities
to
care
for
family
members
that
cause
a
loss
of
income
or
an
increased
cost
of
attending
to
those
family
members
related
to
covid19.

key
takeaways
of
the
eviction
moratorium
are
as
follows:
landlords
must
give
a
15-day
notice
to
pay
rent
or
quit
with
the
coven
19
hardship
declaration
form
to
their
tenants.
Tenants
then
have
15
days
to
return
the
coven
19
hardship
declaration
form
to
their
landlord.
Tenants
are
responsible
for
paying
past
due
rent
and
repayment
plans
can
be
negotiated,
no
late
fees
or
interest
can
be
charged
and,
as
always
under
state
law,
retaliation
and
harassment
is
prohibited.

tenants
must
do
the
following
for
the
rent
owed
from
march
1st
of
2020
to
august
31st

When
you
get
into
that
difficult
conversation,

directly

you

landlord,
then
you
can
do
that
with
the
assistance
of
the
third
person
who.

there
to
support

the

think
that's

We

things

a
mediator
will
help.

you're

dealing

conversation

landlord

through
mediation
and

a
lot
of
times.

landlord
doesn't
feel
they
have
to
justify

make
it
understandable

them

it
is
for

to

that.

yes,
you
can

mediation.

where
both
parties
have

lawyers

there
are
spanish-speaking
staff
members
who
can
help

start
the
meeting

used
to

usually

opportunities

schedule
a
more
convenient
time

it's
safer

It's
really
hard
for
some
people
to
speak
up
and
the
mediator
encourages
everyone
to
be
free
to
say
what
they
need
to
say.
So
the
mediator
will
help
parties
explore
their
potential
solutions
and
explain
what
they
need

they
need
to
be
very
creative.
So
the
mediator
encourages
people
to
look
at
something
from
a
different
point
of
view
and
come
up
with
a
solution
that
might
not
be
your
typical
solution.

most
important
things

think
about

mediation
is
to
have

open
mind
and
also
have
faith
that
you
can
reach
in
agreement.

you
recommend
mediation,
especially
if
what
is
discussed
in
the
mediation
is
to
remain
confidential?

general

but
this
is
the
type
of
question
that
might
need
a
little
more
attention
if
you
call
or
email
the
helpline
in
general,
most
landlords
who
ignore
notices
need
to
have
someone
else,
contact
them
and
they
might
listen.
So
when
they
do
case
development
through
the
program,
they
sometimes
reach
a
landlord
and
explain
how
important
it
is
to
speak
with
the
tenant
and
the
landlord
then
comes
to
a
mediation
and
is
more
open
to
listening
and
shows
good
faith
and
things
good
things
can
happen.

is
you're
worried
that
the
landlord
is
just
wanting
information,
but
not
acting
like
he
wants
a
solution.
That
is
a
different
problem
and
if
you
agree
to
mediation,
you
have
to
believe
that
it
might
work.
If
you
believe
it
doesn't,
it
will
not
work.
Then
you
probably
have
already
decided
that
it's
not
going
to
work
to
the
point
where
it
doesn't
work.

that
make

believe
the
other
party
does
not
want
to
mediate,

compromise,
doesn't
even
want

meet,
and
while
that
may
be
true
at
the
start,
usually
that's
because
they
don't
understand
what
the
opportunity
is.

enforceable

mediated
payment
plan
as
a
roadmap
which
states

recognizes

amount

unpaid

rent

tenant
owes
recognizes
the
payments
that
the
tenant

afford

That's
in
trouble
and
also
stipulates
when
the
payments
are
due
and
the
amounts
of
the
payments,
so
that
everyone
understands
how
this
is
going
to.

you're

a
difficult
place

of
the
covid19
financial
hardship
that
prevented
you
from
paying
rent
or
caused
loss
of
income,
you
will
want
to
protect
your
credit,
because
your
credit
is
very
important
for
renting
apartments

things
you're
going
to
want
to
pay
your
rent.
But
you
need
a
plan
to
pay
it
over
time.

mediation
gives

chance

say

regularly
with
your
landlord
and
put
