Households throughout Mountain View are experiencing housing instability because of the COVID-19 pandemic. While programs like the Statewide Eviction Moratorium and Rent Relief help, both tenants and landlords face financial uncertainty and hardship which may increase stress and lead to disputes.

The City of Mountain View’s Mediation Program is here to help. This free and confidential Program gives landlords and tenants the opportunity to resolve disputes and solve issues with a trained neutral mediator. Together, you can negotiate repayment plans for past-due rent, temporary rent reductions, lease breaks, and other tenant-landlord issues.

On January 29, the State of California adopted legislation (SB 91) that extends the Tenant, Homeowner, and Small Landlord Relief Act (AB 3088). SB 91’s Tenant Relief Act extends eviction protections for residential tenants experiencing COVID-19 financial hardship effective immediately. Tenants are protected by, and tenants and landlords must follow, the State’s eviction moratorium requirements.

Tenants are eligible for help under the Tenant Relief Act if they meet any of the following:
· Loss of income caused by the COVID-19 pandemic
· Increased out-of-pocket expenses directly related to performing essential work during the COVID-19 pandemic
· Increased expenses directly related to the health impact of the COVID-19 pandemic
· Childcare responsibilities or responsibilities to care for an elderly, disabled, or sick family member directly related to the COVID-19 pandemic that limit a tenant’s ability to earn income
· Increased costs for childcare or attending to an elderly, disabled, or sick family member directly related to the COVID-19 pandemic
· Other circumstances related to the COVID-19 pandemic that have reduced a tenant’s income or increased a tenant’s expenses


The City of Mountain View Rent Relief Program provides financial assistance to qualifying tenants impacted by COVID-19. Please contact the Community Services Agency to learn more by visiting csacares.org, emailing renthelp@csacares.org or calling 650-968-0836. SB 91 also provides financial assistance to tenants and small property owners impacted by COVID-19.

El 31 de agosto, el Estado de California promulgó la Ley de Ayuda a Inquilinos, Propietarios de Casas y Pequeños Arrendadores (AB 3088).
