A
A
C
All
right,
I
call
to
order
the
norton
city
council,
regular
council
meeting
it's
monday
february,
8th
2021
at
7
p.m.
Please
rise
for
pledge
allegiance
in
a
moment
of
silent
reflection.
A
D
A
C
Okay,
okay,
roll
call,
carrie.
F
F
F
D
C
Here
I
guess
we
have
one
communication
for
the
public
susan
welch.
Is
she
in
there
today
tonight,
robert.
H
Susan
did
call
me:
I
have
not
had
a
chance
to
call
her
back
the
voice
message
that
she
left
was.
She
was
in
favor
of
the
property
maintenance,
I'll
call
her
back
here,
probably
tomorrow,
and
have
more
information
next
week
at
our
work
session.
Okay,.
C
You
can
just
tell
her
she's
welcome
to
dial
in
next
week.
If
she
wants
to.
Thank
you,
scott.
All
right,
then
there's
nobody
else,
committee
of
the
whole
reports
from
standing
committees.
I
I'm
acknowledging
the
receipt
of
the
january
2021
financial
reports,
item
b,
property
maintenance
code,
mr
pilot.
H
Thank
you,
mr
president.
I'd
like
to
move
ordinance,
23
2021
to
tonight's
agenda
again,
as
we've
discussed
just
to
go
the
full
three
reads
and
we'll
be
discussing
it
as
we
go
along
each
every
other
week
at
the
committee
work
sessions.
H
I
F
D
D
Thank
you,
mr
president.
This
is
just
a
ordinance
to
amend
some
appropriations,
move
some
money
in
and
out
of
various
accounts
for
mostly
for
bookkeeping
purposes.
There
were
a
few
specific,
specific
things:
there's
some
increase
in
the
law
enforcement
fund,
for
training
and
for
swat
team
equipment,
there's
an
increase
in
appropriations
for
the
water
and
sewer
improvement
fund.
I
know
that
mr
fowler's
got
some
information
about
that.
So
if
he
would
like
to
address
that,
I
would
appreciate
it.
G
Yes,
sir,
the
we
will
only
spend
that
money
if,
if
the
land
sale
comes
through
that
we're
discussing-
and
that
will
be
to
do
the
water
and
sewer
improvements
on
cleveland
maslin
road
on
the
property
for
the
property
that
we
own
in
the
the
southeast
corner
of
the
city
and
again,
we
will
only
use
that's
only
a
portion
of
the
money.
The
remainder
of
the
money
will
come
from
land
sale
and
the
water
respond.
So
that's
only
to
cover
the
sewer
and
some
of
the
design
work
for
the
project.
D
I
know
we
had
a
memo
that
was
sent
out
to
us
specifically
addressing
each
one
of
the
appropriations
was
paid
page
21
of
our
of
our
pack
that
we
have.
Does
anyone
have
any
specific
questions
or
comments?
I
know
ms
keener
is
also
here
and
available
to
answer
questions.
A
I
do
I
was
just
wondering
on
this.
Let
me
back
up
here
on
this
water
and
sewer
stuff
for
the
531
dollar
cost
crap.
I
got
the
wrong
mouth.
Sorry,
where
it's
not
moving.
It's
not
moving
where's
that
coming
from
the
furry
one.
Okay,.
G
A
G
G
A
A
I'm
just
I
have
a
real
issue
with
using
the
128
fund
that
that
was
taken
from
the
people's
income
tax
and
I've
always
said
that
that
should
be.
We
need
to
keep
that
as
much
as
possible
to
help
the
residents
like
we
have
in
the
past,
with
their
assessments
and
and
such
that's.
Why
I'm
being
a
little
bit
of
a
bear
on
this?
A
J
We
have
three
debt
service
payments
out
of
128.
J
I
was,
I
would
have
to
look.
I
don't
know
off
the
top
of
my
head
amber
sent
out
the
january
report
on
that
cash
position
for
january.
K
Yeah
pam,
it's
two
point:
six,
three:
nine
million.
K
J
D
All
right,
in
that
case,
I
will
move
then
to
add
ordinance,
number
24
2021
to
tonight's
agenda
for
first
reading.
First.
C
D
I
I
F
E
C
Yes,
okay:
item
d
engineering
service,
ms
whipkey.
A
Thank
you,
mr
president.
Oh
did
I
lose
you
guys.
I
A
I
seen
it
move
and
I'm
sorry
I
know
I
pushed
the
wrong
mouse
again,
darn
it.
This
is
for
the
engineer,
hearing
services.
Actually
I'm
going
to
ask
to
remove
this
from
the
agenda,
but
I
did
want
to
cover
it.
Some
got
a
lot.
A
lot
of
things
have
to
be
changed
in
that
ordinance.
A
A
We
can
put
it
on
for
the
work
session
next
week,
but
also,
I
would
like
to
put
it
on
for
a
first
reading
for
the
22nd
right
now,
because
we
need
to
have
this
done
by
the
22nd,
but
there's
just
so
much.
The
mistakes
need
to
be
cleaned
up
first
and
I'm
not
comfortable
to
say,
let's
make
this
an
amended
thing,
but
that
way
at
least
you're
aware:
okay,.
G
At
the
bottom
page,
it
says
engineering
for
sewer
and
then
a
600
amount
for
an
easement,
that's
to
create
the
maps
and
everything
for
the
for
the
church,
who's,
giving
us
granting
us
an
easement
at
no
cost.
So
what
I
would
do
is
combine
those
two.
I
believe
it's
thirty
one
thousand.
G
Five
hundred
and
forty
five
dollars
somewhere
in
there
and
just
take
out
the
term
water
and
we'd,
move
that
along
the
the
urgency
around.
That
is
sewer.
Infrastructure
takes
time
because
it's
specifically
built
for
the
project,
so
the
manholes
will
have
to
be
cast
specifically
for
this
project.
So
we
want
to
move
that
along
and
I
will
have
the
updated
ordinance
to
you,
probably
by
wednesday.
A
Okay,
yes,
at
this
time,
I
motioned
to
add
ordnance,
25
20
21
to
the
february
22nd
council.
Yes,
as
it
will
be
written
right
I'll.
H
H
D
D
F
F
C
Okay,
thank
you
all
right
item
me
is
a
city
hall
renovations
change
order
that
goes
to
me
property.
This
is
a
change
order
for
the
city
hall.
It's
gonna
be
six
hundred
nine
dollar
difference.
It's
the
carpet
replacement.
It
was
accidentally
not
in
the
proper
it
wasn't
in.
The
original
agreement
should
have
been
there.
Was
it
omitted
accidentally?
C
G
One,
I
will
say
this-
miss
keener,
picked
out
a
different
carpet
so
that
actually
the
change
order
that
you
see
it's
actually
going
to
be
reduced
because
the
carpet
she
picked
out
is
a
less
expensive
carpet.
Okay,
I
just
don't
have
that
exact
figure
at
this
time.
A
G
And
they
did
forget
the
carpet
in
the
console
conference,
room
and
a
few
rooms,
and
that
covers
all
the
carpet.
So
there
was
a
you
know,
small
portion
of
that
and
then
the
handicapped
doors.
Apparently
they
didn't
realize
that
by
ada
accessible
I
meant
handicapped
doors,
and
that
was
something
was
missed.
We
are
still
under
the
amount
we
had
budgeted
and
the
engineers
estimate,
but
I
just
wanted
to
get
council's
direction
on
the
the
doors,
because
it's
such
a
large
item,
we
felt
the
council
should
let
us
know
what
their
thoughts
were.
A
G
A
G
Where
that
podium
will
sit
right
in
the
middle
of
the
council
chamber
requires
a
trench
to
connect
all
the
iot
wiring
microphone,
etc,
and
so
we
had
to
pay
for
that.
Trenching
work.
I
You
got
mr
fowler:
did
we
remember
to
put
the
new
door
on
the
back
side
of
the
chambers.
G
Yes,
sir
good
question:
what
we
have
done,
there
we've
put
a
metal
door
or
well,
we
haven't
been
done
yet.
We.
A
F
I
F
C
F
Ahead
paul,
I
just
would
like
a
little
explanation
on
the
steel
doors
just
so
I
understand
exactly
what's
going
on
with
that.
G
G
So
we
felt
it
was
important
because
you
know
we
want
to
be
accessible
to
those
with
disabilities
and
felt
that
an
essential
need
the
door
to
which
mr
gainer
was
speaking.
Several
of
the
council
people
you
all
had
had
mentioned,
there's
a
door
to
the
what
would
be
the
west
side
of
the
council
chambers.
G
It's
a
glass
door.
There
was
some
film
put
on.
It
gets
a
lot
of
heat
in
the
summer
and
it
just
it
it's
a
very
difficult
door
to
maneuver.
So
we
went
with
a
solid
door
there,
steel
door
with
a
push
to
exit
in
case
of
an
emergency,
so
that
that's
the
only
door
in
the
council
chambers
being
changed
from
a
glass
to
a
steel
door.
G
B
H
H
C
Okay,
one
other
thing:
robert,
is
this:
since
we're
working
on
city
hall
right
now.
Is
this
something
that's
got
to
be
passed
tonight.
G
No,
we
can
go
a
couple
reads.
I
just
kind
of
want
to
understand
what
council's
feel
was.
So
I
can
give
the
contractor
direction
because
that
there's
some
lead
time
on
the
hardware
for
the
disability,
access
if
council
said
that
wasn't
something
they
wanted.
I
didn't
want
to
proceed
without
without
having
at
least
a
discussion
and
understanding
of
how
council
fell.
C
All
right
anyone
else
on
this
matter:
okay,
if
not
I'm
gonna,
make
a
motion
to
put
this
on
tonight.
Agenda
number
26,
2021
to
tonight's
agenda.
First
reading,
only.
I
D
C
Thank
you
guys,
all
right
consideration
of
min.
Oh
wait.
Is
there
anything
else
committee
whole.
Anybody
just
want
to
make
sure.
Okay,
consideration
of
minutes.
The
minutes
of
the
committee
work
session
of
january
19
2021.
Are
there
any
additions
or
corrections?
C
The
minutes
are
approved
just
submitted
the
minutes
of
the
regular
council
meeting
of
january
22
25th
2021.
Are
there
any
additions
or
corrections?
C
B
Thank
you
very
much
just
a
couple
of
things
here
this
evening.
I
know
that
the
end
of
february
is
approaching
us
pretty
quickly.
I
know
that
we've
got
boards
and
commission
members
that
are
up
for
reappointment.
Some
of
them
chose
not
to
be
reappointed
so
that
we
had
some
vacancies.
The
vacancies
have
have
been
filled.
I
know
that
I
think
earlier
today
you
received
a
exhibit
that
had
the
updated
names
and
reappointments
to
the
boards
that
were
going
to
be
retained.
B
I
also
want
to
just
announce,
though,
that
the
charter
review
commission
that
board
has
already
been
established.
We
finished
that
up
today.
I
know
that
you
probably
have
not
got
the
ordinance
or
the
exhibit
for
that,
yet
either
we'll
get
that
out
tomorrow
or
within
the
next
day
or
so,
but
I
just
want
you
to
know,
though,
that
we
have
established
my
recommendations
to
present
to
the
board.
B
You
guys
will
have
that
next
week
or
prior
to
next
week,
committee
of
the
whole,
and
then
hopefully
we
can,
if
you
have
any
questions
we,
you
know
talk
about
those
and
then
prior
to
the
end
of
february,
get
those
get
that
taken
care
of
so
just
wanted
to.
Let
you
know
that
that's
kind
of
where
we
were,
we
are
doing
our
best,
trying
to
get
them
filled
and
I
think
we're
we're
pretty
well
set.
Thank
you
thanks
mayor.
G
Okay,
I
just
have
a
couple
quick
updates.
The
worcester
road
project-
storm
sewer,
should
be
starting.
Unfortunately,
the
weather
is
going
to
push
us
back
a
week,
but
they
were
going
to
start
this
week,
but
you
know
they
anticipate
that
to
be
starting
very
soon.
The
trail
project
also
should
be
starting
february
21st.
So
you
see
some
construction
down
in
columbia.
Woods
park
we're
going
to
send
barbara
road
out
to
bid
here
in
the
next
month
again
trying
to
get
that
resurfacing
early
to
get
to
good
bid.
G
Pricing
we'll
be
sending
an
ordinance
to
council
to
purchase
some
timber
for
our
roof
for
the
stage.
I
should
have
that
ready
for
you
by
next
week.
There's
a
six
to
eight
week
lead
time
on
the
timbers
and
unfortunately
it
takes
you
know
they're,
very
large,
timbers
and
I'll
be
able
to
send
a
rendition
around
with
with
the
timbers
ordinance
purchase
and
then
lastly,
I
have
one
other
item.
G
The
mayor,
justin
and
I
have
been
discussing
this
refuse
contract.
I
know
its
point
of
contention.
I
anticipate
having
a
decision.
I
I'm
not
going
to
speak
for
the
mayor.
He
knows
my
feeling
on
the
extension.
G
C
Okay,
mr
markey,
you
have
anything
nothing
this
evening.
Thank
you,
cooper.
Okay.
We
have
an
introduction
of
new
legislation.
Resolution
22
2021,
mr
pilot.
H
E
A
resolution
appointing
jack
gainer
and
joseph
kernan
as
this
council's
representative
to
the
city
of
norton
community
reinvestment
area,
housing,
council
and
confirming
the
appointment
by
the
mayor
of
pamela,
keener
and
william
bremen
to
the
city
of
norton
community
reinvestment
area,
housing.
Council
all
for
three
year
terms,
commencing
january
1st,
2021
and
expiring
on
december
31st
2023
and
declaring
the
same
to
be
an
emergency.
G
As
long
as
we
pass
it
by
the
end
of
the
month,
that'll
be
fine.
Okay,.
H
H
H
And
this
will
be
discussing,
as
we
stated
earlier
over
the
next
several
work
sessions.
So
first
reason
only.
C
Okay,
thank
you.
Miss
belott,
ordinance,
24
2021,
mr
kernan.
D
C
All

ordinance,
number
26,
2021,
that's
mine!
I
offer
ordinance
number
2,
26,
20
21.
First
first
reading
ask
clerk
to
read
it.
Please.
E
A
resolution
authorizing
the
mayor
to
apply
for
federal,
surface
transportation,
block
grant
oh
nope,
I'm
in
the
wrong
one
on
one.
Sorry,
that's:
okay,
an
ordinance
authorizing
the
administrative
officer
to
execute
a
change
order
with
kavanaugh
construction
for
the
city
hall
renovations
project
in
an
amount
not
to
exceed
42
600.59
and
declaring
an
emergency.
C
First
reading
only
introduction
of
prior
legislation
ordinance

Thank

I'd

to
offer
resolution

2021
for
its
second
reading
and
ask
clerk
to
read
it.
Please.
G
I'll
get
it
mayor,
the
planning
commission
has
five
members
and
the
one
member
that's
up
is
actually
on
the
parks
board,
so
that'll
be
the
one
that
is
reappointed
by
the
parks
board.
B

G

Basically
ruth

mr

of
all,
I'd
like
to
compliment
and
thank
norton
city
council
and
our
city
administration
for
your
hard
work
and
accomplishments
of
this
past

of
this

continues
to
develop
in
so
many
positive
ways.

practice
social
distancing
when
you
can
wear
your
mask.
That's

into
an
executive

for
the
reason
of
for
preparing
for
conducting

reviewing
negotiations
or
bargaining
sessions
with
public

out
of
the
executive

discussion.
C

next
here,
mr

you

now
log

of
this
meeting
and
log
into
the
zoom

set
out
earlier
today
and
then
mr
